We recently held an event in this series, Leveraging Registered Apprenticeships to Build Your Workforce at Delaware County Community College (DCCC). At the event, Tara Loew, the Director of Pennsylvania Apprenticeship and Training in the Department of Labor and Industry discussed opportunities for businesses to utilize apprenticeships to grow. Karen Kozachyn, Vice President of Workforce and Economic Development at DCCC explained the certificate opportunities and partnerships at the College.

CITY OF COATESVILLE It's official! Groundbreaking for the much-anticipated train station revitalization has begun in Coatesville. The project cost is estimated at $65 million and will provide a tremendous boost to the City’s economy and development. The project completion is expected in late 2024.

The Chamber recently hosted our 20th Municipal Update, bringing together Municipal Officials and business owners to discover the opportunities and updates in #ChescoWest. Each year, this event is very important to WCCCC; to continue facilitating strong relationships between neighboring municipalities and businesses. WESTERN CHESTER COUNTY COUNCIL OF GOVERNMENTS The WCCCOG is made up of 13 municipalities who work together to foster intermunicipal cooperation, attract new business and industry, invest in new economic opportunities, improve the existing transportation system and encourage a coordinated approach to development and conservation. Some projects the COG has focused on are equipment sharing, health plans, grants, regional police and fire departments and many more. The COG invites Municipal Officials who have interest in the COG to join them on January 26th from 7:00 p.m. to 9:00 p.m. to network with other officials from our region's municipalities and learn more on what projects the COG is working on. The City’s Administration and City Council have been working to transform ideas planted more than ten years ago into sustainable building blocks designed to help revitalize and reimagine Coatesville. Home to the only Opportunity Zone in Chester County, Coatesville has all the resources in place to facilitate success for start-ups and second-stage companies. Over the next five years, the City of Coatesville will become actively engaged in more than 17 development projects and city improvements. The City’s vibrant energy has touched all demographics, residents, and neighbors anticipating a new vision for a strong future. According to a DATA USA, 2019 census snapshot, the City has realized a 9.42% decline in the poverty rate, and Coatesville’s Earned Income Tax collection grew to 7.6% in 2020 from 7.1% in 2019, indicating a growing workforce. Median household incomes and property value continue to rise by 14.4% and 4.84% respectively from 2018. The City is also experiencing a rise in home values/assessment trends. WEST BRADFORD TOWNSHIP The Embreeville State Hospital demolition and acquisition of the 200+ acre site is nearing completion. All buildings have been demolished and final site grading is taking place. The Township has appointed a steering committee to begin the process of determing future park/ preservation uses on the site. The township is in the process of expanding their municipal building by adding approximately 4,000 square feet of additional office, meeting room space, updated geothermal heating and cooling systems. The new building is expected to be completed in February of 2022. The township aggresively pursues and purchases conservation easements on large tracts of land. They have acquired a 108- acre farm on Ground Hog College Road, which they will be placing easements on and selling back to private ownership. In total the township has preserved over 1000 acres of land. They also were awarded an additional 1 million dollars for the 114-acre farm on North Brook Road. On the business front, Armstrong Engineering is in the process of expanding their engineering operation on Strasburg Road. The United Sports Training Center is also in the process of expanding operations. They received approval to add additional turf fields, state of the art lighting and a seasonal air dome. VALLEY TOWNSHIP Acacia Property Services opened a new facility at 1120 Valley Road in the Spring of 2021. They provide a variety of on-site property maintenance and landscaping services and equipment rental. Valley View Business Park on Waverly Boulevard has proposed a 3-lot subdivision on 21.5 acres. This project will create 2 flex use buildings of 35,000 and 42,000 sq. ft. Micronic Manufacturing is proposing a 28,600 sq. ft. manufacturing and office building on a 6.5-acre parcel along Business Route 30 in front of the G.O. Carlson/Chester County Airport. Chester County / G.O. Carlson Airport is proposing an expansion of facilities to include 20 additional hangars, expansion of their terminal building, and 3 industrial buildings on their site. >

VALLEY TOWNSHIP continued Cleveland Cliffs has submitted a land development application for a 120,000 sq. ft. addition to its existing Naval Armor Building. The NAB building produces Navy-grade alloy steel armor plating for Navy submarines and surface ships. The project will be completed in 2 phases. The expansion will nearly double production capacity. Valley Square Center along West Lincoln Highway and Airport Road is proposing 192 dwellings units, a mix of townhomes and apartments, on 47 acres, 19 acres of open space, and 3 commercial pad sites on 11 acres along the Highway. Start of construction is expected in the spring of 2022. The Township and Pennsylvania American Water have been working for 3 years to finalize the transfer of the Township public water and sanitary sewer facilities. Valley Township residents and business will benefit from a larger scale, efficiently operated water and wastewater utility that brings expertise to our aging systems. The township will use the proceeds of this sale to take on important capital projects and potentially lower the cost of living here in Valley Township by further stabilizing the tax base. They have had an initial discussion with Superintendent Hanna of the Coatesville Area School District regarding use of a 37-acre parcel immediately east of our Municipal Complex for passive and active recreation space. This parcel was identified as part of our 2015 Open Space, Environmental and Recreation Plan. Their new Municipal Building opened to the public on July 12th, after a lengthy construction delay, then the pandemic. This 17,000 ft2 building has been designed to service the needs of the residents and businesses for many years, and is something that everyone can be proud of.


WALLACE TOWNSHIP The township along with the Wallace Land Trust have preserved 295 acres of open space and 12 miles of trails. Currently they have 3 large subdivisions on the horizon with a total of 200 homes. The township sewer authority is getting a new 55,000 gdp drip irrigation sewage treatment plant. With the help of a pipeline grant they are correcting stormwater issues at Wagonseller Park in Glenmoore, increasing parking at the park and relocating park pavilion, tennis court and playground. The township also finished restoring the 100 year old Indiantown school house which saw its first celebratory reunion of past students in September; the space is now being used for meetings CHESTER COUNTY AG DEVELOPMENT COUNCIL We know how important agriculture is to our local economy and our quality of life, but the industry is facing significant challenges, with additional burdens from the pandemic that have not fully resolved. To assist producers and to find ways to support our number one industry, the County embarked this past March on an agricultural economic development strategic plan with ACDS, LLC., a consulting firm out of Columbia, MD. Farmers and the County recognize the important role that municipalities play in the industry’s continued success. The committee anticipates finishing the plan in the next month or so, and are working with ACDS to have two, in-person farmer meetings in early December.

HONEY BROOK TOWNSHIP The Park & Recreation Board presented its Recreation, Parks, Open Space, and Greenway Comprehensive Plan to the Board of Supervisors in December 2020. It was adopted as an addendum to the 2015 Multi-Municipal Comprehensive Plan. In the township, permits did not slow down during the pandemic. There continues to be an increase in registrations of Rural Occupations by the Amish community in the Township. Currently, there are approximately 500 acres of farmland in the queue for preservation; at present there are upwards of 5,000 acres under permanent Agricultural Easement, representing a third of all land in the Township. Still, development continues. The Chestnut Ridge community of 128 homes is completing their first stage and the remaining two are due to break ground soon. In addition, two Mobile Home Communities are expanding or redeveloping along Route 322, and a sketch plan of yet another development of single-family homes is being proposed along 322. Suburban Brewing Company opened a new location in the Township called the 322 Tap Room at 3041 Horseshoe Pike, Honey Brook.

BOROUGH OF MODENA Modena was hit very hard from the flooding this year. The Borough lost 50% of their businesses, with 50% rebuilding. Cleveland Cliffs has donated 7 acres to the Borough that borders the historic Mode House Project. This project is working on creating a new borough hall and community park. The Borough also has an incoming small grocery store in the works. PARKESBURG Parkesburg, Pennsylvania will be celebrating their Sesquicentennial (150 years) May 20th-22nd, 2022. Friday kicks off with events on Main Street including final Friday and walking tours. Saturday has events all day at Minch Park including games, car show, parade and fireworks. On Sunday, the Memorial Day service and community picnic will take place. Parkesburg is looking for ssponsorships for the event. HONEY BROOK BOROUGH Hosted another successful Harmony day organized by the Honey Brook Partnership. The Borough currently has a large 12 acre lot for sale with a wish list of buyers ; zoning allows for mixed use commercial. The vision could be a shopping center with local companies adding value to the community and the community providing a valuable space for the business OR it could be a great place for a ChickFilet/ a new home for franchise owners! They have completed two recent projects including the James Street waterline replacement and repaving Chestnut Street. A project in the queue is to replace the tennis courts and update our current park.

WCCCC ANNUAL DINNER The Western Chester County Chamber of Commerce celebrated our Annual Dinner with presenting sponsor Presence Bank. During the event we honored Dr. Michael Givler with the Joseph G. Filoromo, Jr. Community Service Award for his lifetime commitment to community service in western Chester County. The Elliott R. Jones Memorial Award was presented to Alissa Griffith, Quik-Stop Pharmacy, for her dedicated volunteerism that has uplifted the Chamber of Commerce and filled many goals of the organization. During the event, a Live and Silent Auction took place with all the proceeds benefitting the Red Umbrella Fund for local victims of Hurricane Ida. GAWTHROP NEGOTIATES LOCATION AGREEMENTS FOR MARE OF EASTTOWN

Watching Kate Winslet, Evan Peters and Julianne Nicholson win the Emmys on Sunday night for their roles in Mare of Easttown brought back memories for Gawthrop Greenwood attorney Tony Verwey, who serves as solicitor for the City of Coatesville. Coatesville was the site of many location shoots including Ash Park, Scott Field and various streets. The old train station stood in for the fictional Easttown Police Station. As the City of Coatesville’s Solicitor, and with the guidance of City Council and the administration, Tony negotiated location agreements for every scene shot in the City. We all enjoyed the end product in the spring of 2021, but the process started back in the fall of 2019, with location scouts, meetings and communications with HBO and production company attorneys in California. Tony said, “It was a hectic pace, from the beginning of discussions through the shoot, and then the production folks coming back to reshoot some of the exteriors. But everyone in the City, from City Council to the Police Department to the residents, created a welcoming and cooperative environment for production of the show. It was a pleasure to play a small role in that process.”

COATESVILLE TRAIN STATION BREAKS GROUND

The new train station in Coatesville is underway as officials gathered for a groundbreaking ceremony. The new station will improve ADA accessibility and provide level boarding platforms, elevators, ramps, site lighting and security, improved drainage, and parking for local and regional commuters. Additionally, the project will enhance multimodal connectivity and ensure that freight movements through the new station area are maintained. "The Coatesville Train Station creates a new Front Door to our region, a ‘welcome to Chesco West invitation,’” said Western Chester County Chamber of Commerce President-Elect Justin Chan. “Individuals and businesses will want to locate here, to be a part of the continued economic growth in our region."

Tim Phelps, Executive Director of Transportation Management Association of Chester County (TMACC) is pleased to announce that TMACC Board Member and County Commissioner Josh Maxwell has been selected as a member of Smart Growth America’s Active People, Healthy Nation℠ 2021 Champions Institute, a national program that advocates for, and supports safer and more complete streets in local communities. CHESTER COUNTY'S VISION PARTNERSHIP PROGRAM CELEBRATES 25 YEARS OF SUCCESS

Chester County's Vision Partnership Program, or VPP, was created by the Chester County Board of Commissioners in 1996 as a means of partnering with municipalities to implement the goals, objectives, and recommendations in the county's comprehensive plan, Landscapes. Since its beginning, the VPP has supported nearly all of Chester County's municipalities in one way or another. Over the past 25 years, the VPP has leveraged more than $12 million in funds to municipalities in Chester County in support of planning. This includes $6 million distributed in cash grants, $2 million in technical assistance, and $4 million in municipal and private contributions.

SUBURBAN BREWING CO. CELEBRATES 322 TAPROOM

The brewery has settled into a space at 3041 Horseshoe Pike, five miles from their former location. Their new home totes a brand new 10bbl brewery, kitchen/taproom, outdoor patio, bar and 2nd floor lounge. CHAMBER PARTNERS SPOTLIGHT BRANDYWINE HEALTH FOUNDATION ANNOUNCES NEW NAME Since 2001, the Brandywine Health Foundation has advanced optimal health, responded to the everchanging needs of the Greater Coatesville community through partnerships, distributed nearly $19 million in grants and scholarships, and launched impactful programs and initiatives. The community has benefited over the last twenty years, yet there are significant challenges that remain through the persistent health disparities and racial inequities exposed by the COVID-19 pandemic with a crippling economic impact. Not to mention, Hurricane Ida has unfairly disadvantaged the community due to its outdated infrastructure and relentless climate change. With this, The Alliance for Health Equity, Strengthening Communities has emerged as the Brandywine Health Foundation’s new name and brand. Its mission remains the same, but its new name will convey how it will carry out its mission into the future— by tackling the complex and often uncomfortable and inequitable health, economic and social issues that prevent people from attaining optimal health and prosperity. The Alliance for Health Equity’s new brand is driven by this profound examination of who the foundation is and what they do. The new logo and visual identity are inspired by its guiding principles and values—namely its commitment to centering equity in all efforts with the goal of deeper social impact, as well as transforming the community’s overall health. The growing and changing needs of the Greater Coatesville area is the reason for the rebrand. The Alliance for Health Equity hopes other individuals, foundations, and corporate partners become part of its family in supporting its mission and evolution to advance community health.

RHOADS ENERGY SHIFTS OWNERSHIP STAKE TO EMPLOYEES The Rhoads Energy Family of Companies, a regional energy and HVAC services leader, today announced a plan to give company ownership to each of its 160 employees. Rhoads created an employee stock ownership plan (ESOP), a benefit program for employees that enables them to own part of the company they work for. The company will begin to transfer partial ownership to employees during the spring of 2022. The ESOP benefit will be in addition to the 401(k) program that has been offered to employees for years. Under the Rhoads ESOP, each employee will be given an account that holds shares of stock in the company. The company will routinely contribute shares to employee accounts. Each employee will receive stock that vests over the course of six years. Rhoads created an accelerated vesting schedule to reward its many long-term employees — some of whom have been with the company for decades. For CEO Michael DeBerdine III, the shift toward employee ownership is the next logical step to ensure that the company continues — and broadens — its 100+ year tradition of local ownership and control. “Since the very beginning, our company has focused on nurturing our connections with the community,” DeBerdine said. “The ESOP is a game changer because it rewards employees directly for our success, and because it spreads ownership to the people who live and raise families in the region we serve.” PA002137
