School funding is a convoluted issue. That’s why this month, we’re providing a high-level overview of Willoughby-Eastlake’s overall budget. Ohio K-12 school districts receive state funding through a complex formula adopted by the State Legislature that takes into consideration many factors including school district property valuation and student enrollment.

Although a new system was recently adopted, known as the Fair School Funding Plan, there is very little overall impact to the funding Willoughby-Eastlake Schools receives. Per-pupil state funding makes up just 17% of our overall operating budget

For Willoughby-Eastlake Schools, the responsibility to fund our schools rests largely with our local taxpayers, with a combined 75% of our operating budget being derived from local sources Sixty-five percent of our budget comes from local taxpayers, 7 5% from Public Utility Personal Property Tax, and an additional 3% is generated from other local sources, including rental and investment income. The remaining 7.5% of our budget comes in the form of a homestead and rollback reimbursement from the state of Ohio This is a reimbursement of reductions offered on certain local tax levies to senior citizens, disabled property owners and owner-occupied properties.
