Brian Frus Appointed Interim General Manager

The San Lorenzo Valley Water District (SLVWD) announced it has approved a contract for Brian Frus to be Interim General Manager, succeeding General Manager Rick Rogers, who retired this month after working for the District for 48 years.

Frus, a registered civil engineer who lives in Felton, has worked for the City of Salinas as the Manager of the Water, Waste, & Energy division since 2017.

Last week, the DOE announced that ARCHES has been awarded $1.2 billion. As part of the ARCHES team, METRO, and the Center for Transportation and the Environment (CTE) aim to deploy “green” hydrogen-powered, fuel-cell electric buses (FCEBs) in Santa Cruz County.

In his role with the City of Salinas, Frus has served as a stakeholder on advisory and technical committees, where he is responsible for issues pertaining to groundwater sustainability, source water supply, stream restoration, seawater intrusion, flood control and regulatory policy. He successfully led a grant application effort, in close coordination with a partner agency, to fund improvements to Salinas infrastructure for capture and reuse of stormwater and recycling

of industrial wastewater.

The Board of Directors approved his six-month, $93,000 contract at its meeting on Thursday, Nov. 2. Frus will start work at SLVWD on Nov. 20. Carly Blanchard, the District’s Environmental Programs Manager, is serving as Acting General Manager on a temporary basis until Nov. 20, 2023.

The District’s Board of Directors continues its process to select a permanent general manager.

Smolley noted that Frus would be considered for the permanent position.

Environmental Racism, Taking a Heavy Toll on the Health of Disadvantaged Communities Living Near California’s Military Bases

by Miguel Leyva As a widespread phenomenon affecting low-income communities of color living near pollution hotspots such as industrial sites, landfills, and truck routes, environmental racism also impacts people residing in close proximity to military bases. California is home to 32 military bases, some from every military branch, and most of these installations are heavily contaminated with toxic chemicals such as PFAS, also

known as “forever chemicals.”

Because these harmful substances can easily infiltrate drinking water sources, disadvantaged communities living near military bases are often exposed to PFAS, which greatly endangers their health.

Exposure to “forever chemicals” is responsible for countless health problems, including serious diseases such as prostate, kidney and testicular cancers.

“METRO is proud to be a partner of ARCHES and play a role in its success,” said METRO Board Chair, Shebreh Kalantari-Johnson.“This program will help Santa Cruz County, California, and the nation to grow a clean energy economy and transition to a zero-emissions transportation sector.”

ARCHES’ intention is to only fund the production and use of “green” hydrogen that has been produced with renewable resources and that meet or exceed federal carbon intensity requirements on a life cycle emission basis. All electrolytic hydrogen projects that receive funding support will have to meet ARCHES criteria.

Proposals will be evaluated based on ARCHES vetting criteria and overall GHG, local air quality, state environmental goals, and community impacts.ARCHES will use mechanisms that are recognized by state and federal authorities to track that electricity used to produce hydrogen is renewable and to evaluate hub carbon intensity.

The rollout of the Regional Clean Hydrogen Hubs marks a significant step toward the Biden Administration’s

goal of creating a network of clean hydrogen producers, consumers, and infrastructure to deliver hydrogen at a cost of $2/kg by 2026 and $1/kg by 2031. The Regional Clean Hydrogen Hubs program, established as part of the 2021 Bipartisan Infrastructure Bill, aims to accelerate the use of hydrogen in multiple carbon-intensive sectors, including transportation, and catalyze a wave of new investments from both public and private sectors.

“METRO has set an aggressive goal to be 100% emissions-free by 2037,” said METRO Board Vice Chair, Kristen Brown. “The selection of ARCHES as a Hydrogen Hub by the DOE may greatly assist in our efforts to meet the state of California’s clean energy mandates ahead of schedule.”

The Joyous Kitchen No Churn Coffee Chocolate Chip Ice Cream

• 1/2 teaspoon vanilla extract

As the days get shorter it feels like there’s less time in the day to get things done. It’s easy to rush through your routine and skip over your relaxation time. Making time for yourself is important. So is treating yourself to something delightful.

Something rich and with a bit of a boozy kick and a perfect coffee buzz, perhaps. Something easy to make, requiring only mixing and freezing.

Allow me to introduce you to No Churn Coffee Ice Cream, a marvelous and easy ice cream flavor that’s all for the adults (sorry, kids).

• 1 Tablespoon good quality instant coffee

Yields 1 pint • 1 cup heavy whipping cream (see notes) • 1/2 cup sweetened condensed milk • 2 tablespoons cognac (see notes)

• 1/ 3 cup mini chocolate chips

Method Dissolve instant coffee powder in cognac and vanilla. Add cognac and coffee mixture to the sweetened condensed milk. Mix until thoroughly combined. Whip cream until it forms stiff peaks. Gently fold condensed milk into cream. Transfer to a parchment paper or plastic wrap lined loaf pan (or a container with an airtight lid). Cover the surface of ice cream with parchment paper. Freeze for 2 hours. Gently mix in chocolate chips.

Cover again and freeze for another 3 hours. To serve, leave at room temperature for 10-15 minutes, or until it is soft enough to scoop. After scooping, re-cover the surface of the ice cream before returning it to the freezer.

Note: cream should be as cold as possible when you whip it. Cognac can be replaced with water or with another similar alcohol such as brandy. Bourbon or rum would also do nicely in this. Even without the booze I wouldn’t serve this to kids due to the presence of caffeine. As for the instant coffee, if you enjoy

drinking a regularly prepared cup of it you can consider it a good quality instant coffee. If you can find it (and you usually can in the baking aisle of most medium to large supermarkets these days), parchment paper cut to fit over top of your ice cream will keep it from developing freezer burn.

Landscape Equipment Exchange Program (LEEP) Starts November 6, 2023 The Monterey Bay Air Resources District (MBARD) is pleased to offer the Landscape Equipment Exchange Program (LEEP). Starting on November 6, 2023, residents and commercial operations in Monterey, Santa Cruz and San Benito Counties can receive a financial incentive while improving the air quality in their neighborhoods by replacing old, combustion, landscape equipment (e.g. lawn mowers and leaf blowers) with new, cordless, zero-emission equipment. According to the MBARD Executive Director, Richard Stedman, “Landscape equipment contributes to increased smog and particulate matter across California. One hour of commercial leaf blower use is equivalent to driving approximately 14 hours or 1,110 miles in a new, light-duty passenger car. In addi-

tion to reductions in air emissions, LEEP will reduce noise pollution in your neighborhoods, homes, and schools, and support California’s transition away from the use of fossil fuels.”

To be eligible for the program, a resident or commercial operation must have owned and operated the existing combustion equipment for two years in Monterey, Santa Cruz, or San Benito Counties. To qualify for the incentive, residential and commercial applicants must first complete an on-line application. After MBARD approval, the old equipment must be destroyed and recycled, and then new equipment can be purchased. The incentive will be provided after final approval from MBARD. The program guidelines and link to the on-line application

will be available at the MBARD website (www.mbard.org/LEEP) on Monday November 6, 2023. A total of $315,000 has been set aside for the 2023-2024 program. The incentives will be distributed to qualifying applicants on a firstcome, first-served basis until the funds are depleted.

Healthy Tidbits Different Ways to Soothe a Sore Throat

By Marcey Klein BS, NC Herbal teas and gargles can provide quick soothing, all-natural relief from throat pain and irritation, and can help get you back on your feet a lot quicker when you feel a challenge to your health.

Slippery Elm Bark are demulcents-soothing agents that protect mucous membranes and relieve irritation. They also combat inflammation. Stir a teaspoon each of powdered marshmallow and powdered elm bark into a cup of hot water with some licorice bark, or use Traditional Medicinal Throat Coat Tea-a great formula

for the throat.

Sage is a nice aromatic herb that has antioxidant, anti-inflammatory, and anti-bacterial properties.

It can help calm a raw red throat and heal bacterial infections like strep. Mix 2-4 fresh sage leaves (or a teaspoon of dried), a squeeze of lemon, and a teaspoon of honey in a cup of hot water. Steep for several minutes. There is also an effective throat spray that has sage by the company Herb Pharm.

Gargling with warm saltwater is an affordable, easy, and reliable way to loosen up and remove irritating mucus. It also helps wash away germs, bacteria, pollutants, and other immune agitators. Dissolve ¼ to ½ teaspoon sea salt in 8 ounces of warm water. Gargle for about 30 seconds. Keep gargling until you’ve emptied the cup.

Repeat 3-4 times a day until the symptoms go away.

Citrus fruit is also very good for thinning mucus and supporting your immune system. I like to juice half a lemon, add a few drops of oregano oil, a little maple syrup or

The new legislative package extends eligibility for veterans affected by toxic exposure at military bases, adds more than 20 new presumptive diagnoses for

honey and ginger juice. You can also include tangerines in the mix, which are high in antioxidants, vitamin C, and bioflavonoids. A feasible solution would perhaps be a combination of grassroots activism and collaboration with toxic exposure law firms that can help people affected by environmental racism take legal

County of Santa Cruz 2023 Housing Element

Pacific Gas and Electric put out an all-call Wednesday evening at about 5:00 pm They claimed that a tree branch fell on a line which automatically deactivated that line.

There are two sources to deliver power to the SLV and Scotts Valley areas. The tree branch deactivated one line and the other failed as was reported. They did say that they are performing maintenance which should be completed by Saturday, November 11.

The 2023 Housing Element was recommended for approval by the Planning Commission and the Housing Advisory Commission at their public hearings on October 25th and November 1st and will now head to the Board of Supervisors for final review and adoption.

It was unclear on the message which had occurred. Power outages due to tree branch down or deliberate shutdown due to

On the Water Front Two Critical Issues: SLVWD Financial Stability and Staff Retention

The San Lorenzo Valley Water District (SLVWD) Board has met twice (October 5th and October 19th) since my last report. Both meetings addressed topics of critical importance to our community.

The October 5th meeting was primarily devoted to finalizing the estimated revenue requirements that will guide development of the District’s updated rate structure for 2024-2028. It’s impossible to fully anticipate all the expenses that the District will encounter over the next five years, but the Board ultimately approved the following key assumptions by a vote of 4-1: Replacing the cross-country raw-water pipeline destroyed in the CZU Fire is assumed to require $25 million (of which 90% should eventually be reimbursed by FEMA). This assumes an aboveground solution (which is likely to be far less expensive and far more manageable than burying the pipeline), but considerable further analysis is still needed to develop a more accurate cost estimate and to make a formal decision.

Operating expenses are assumed to increase at the most recent 3-year average inflation rate for the first two years and at the 10year average inflation rate for the remaining three years. $19 million in debt (probably in the form of loans) will be needed for infrastructure projects (with at least the first major portion of this required in 2024).

These assumptions translate into projected annual increases in required revenue of 10%, 10%, 7%,

7%, and 7%. The actual increases in rates will not be known until the next portion of the rate study (looking at various options for base rates and tiered rates) is completed over the next month or so.

These increases are quite substantial, but all five Directors agreed that major rate increases are essential for the District to continue to operate reliably. Director Fultz cast the lone opposing vote because he argued that the projected annual increase in operating expenses was unrealistically low. He predicted that, unless the District adopted a greater rate increase, the District’s operating margins would suffer accordingly. (For the 56 wastewater customers in Bear Creek Estates, the Board approved a minimal revenue increase of 3% per year.)

The primary focus of the October 19th meeting was a memo from Director Mahood and retiring District Manager Rick Rogers urging the Board to formally recognize and explore possible responses

to a critical emerging concern involving staff attrition. It was revealed at the October 5th Board meeting that Finance Manager Kendra Reed was resigning effective October 13th in response to what she described as the toll that disrespectful behavior from Director Fultz had taken on her mental health. It was further revealed that District Manager Rogers had advanced his own retirement date out of a similar concern for the negative impact that Director Fultz was having on his health. District Manager Rogers elaborated at the October 19th meeting, saying that other staff members were at risk, that he had tried to address this behind the scenes, and that he now believed the public should know that working relationships with Director Fultz had been adversarial for a long time and had caused many problems.

Following a lengthy Board discussion (with Director Fultz remaining silent) and numerous public comments, President Smolley asked the Board if they believed

the current situation posed a serious problem. All Directors (other than Director Fultz) said it did, and they agreed that the Board needed to explore possible measures aimed both at protecting the District from further harm and at reassuring the Staff of the Board’s support for them. They also agreed that their goal was to find solutions rather than to punish Director Fultz.

The Board discussed various possible protective measures but did not come to a clear conclusion at this meeting. Director Fultz eventually read a lengthy prepared statement in which he argued that his actions were consistently appropriate. The other four Directors expressed disappointment that Director Fultz did not engage with any of the Board discussion of the objectively problematic impacts of his behavior.

The next public meeting of the Board of Directors will be on November 2nd at 6:30 p.m.

A Heart’s Surprise

By Lori Suzanne Holetz As a child, I read many fairytales and it was my heart’s desire that magic be real. However it was not until I was nearly 50 before the magic began to unfold for me to see.

I suppose it was possible it was right in front of me all along and I just did not see. Or it is a possibility I could not see it until I had opened my pineal gland, literally my third eye, in a natural evolution of my body, mind and soulspirit, thus allowing me to see what had been there all along… but I’m not sure about this.

I had always been very detailed oriented and felt I noticed the smallest of things, especially coincidences and synchronicities. They were not in my life before I was much older, maybe because the implications of real magic I could only understand and use properly with age and experience…. anything, is possible.

This is about one of the most stunning and outstanding examples of what came to be for me to see.

When I turn 50, I planned a trip to Sedona, Arizona in June. I had always wanted to go there. At the base of one of the enormous red rock plateau formations I found a rock, a large red heart rock, about the size of my palm, and when I asked, the Mother Earth said I could take it. I don’t condone the removal of rocks and such from their environment, but I knew this rock was somehow special. In September of the same year, I did a clay mask series and

created a mask that was ultimately fired in a pit fire at the beach in sand, seaweed, and cow pies. I decorated the mask, and it hangs to this day in my home, it is my own face.

It was several years later, I was sitting one day, looking at this heart rock on the fireplace mantle, beneath the shaman’s mask hanging above.

It rather hit me, like a rock to the noggin, as my eyes wandered from the rock to the mask, to the rock and back again… low and behold, there it was. The magic had been there staring me in the face, from my own mask face, above and aligned with the rock. I had just to sit still and notice. The mask had come out of the

Well as they say, once seen it can’t be unseen from then on. There is so much more now that I have noticed.
