By Karen Marie Arel, Staff Writer YORK COUNTY In addition to rising through the ranks of The Portsmouth Naval Shipyard from the apprentice program to nuclear inspector, Stephen Carrigan had dreams to write and record his own songs in Nashville. For years he sang other people’s songs: sea shanties; maritime and folk songs; Irish, English, and early American music; logging and river songs; and music of the ocean. His upcoming single, “The Shipyard,” is the first time Carrigan has been able to write and record his own music the way he imagined it. As he worked alongside a crew who he described as “bikers and sailors,” he realized that those few words could be the chorus to a song forming in his head. The words that lit the spark—“bikers, sailors, and me”—were enough to craft a song worthy of Nashville. When the chorus came to him, Carrigan wrote it down during a long shift at an ordinary job: monitoring the entrance to a confined space to ensure everyone inside

was okay. The lyrics came at different times. “They’re an amalgam of years of experiences with my workmates and projects. Shared misery makes friendships, and the work I’ve done involves cramped, tiny spaces, hot work, grinding and shaping, heavy gear, and fitting heavy things into tight places. What stays with you is the pride of having gotten the job done even when almost everything about the circumstances wasn’t great,” said Carrigan. Carrigan wanted a bigger sound for his music: closer to folk rock or country, rooted in tradi-

tion, and accessible to the public. He wanted a radio-friendly song that could sit between any two classic country hits and sound original without sounding out of place. Shipyard workers have a long tradition of building and fixing boats and a tried-and-true mindset, but they aren’t afraid to push the envelope, either. Carrigan chose Nashville because some of the best musicians in the world work there. He was able to get some of that talent together for his project. While in Nashville, Carrigan recorded five songs, with

guests from across the region. The Veterans Day Assembly is free and open to all veterans, military personnel, first responders, and their families. For more information, email kris.bisson@rsu35.org or mms.veterans@rsu35.org, or call 207-439-2438. “The Shipyard” as the first single. The others include love songs, songs about being on the road, songs about beautiful, relaxing places, and songs about seeking the divine. Since returning home, Carrigan has written more songs with the goal of returning to Nashville and eventually releasing a full-length album. Carrigan grew up listening to folk music and sea shanties. He describes “The Shipyard” as “classic country with a little salt.” The song makes it easy to picture his crew singing along as they go about their workday—there’s a rhythm to the song that reflects the rhythm of life at a shipyard. Carrigan wants to share a bit of Portsmouth Naval Shipyard’s legend without revealing too much about it. Many people look across the water at the buildings and cranes, or drive over the bridge, and wonder what goes on over there. He wanted to give them a little taste of life at the shipyard: pride, frustration, coming out on top, the camaraderie that goes with it, and maybe a little more appreciation for that big, mysterious place. “The Shipyard” will be released Friday, Nov. 13 across all streaming platforms. Operation Christmas Child DropOff Locations Open Nov. 16-23

STATEWIDE Volunteers are preparing to collect Operation Christmas Child shoebox gifts during National Collection Week, taking place Nov. 16-23. Nearly 5,000 drop-off locations are now open across the country in November, and shoebox packers can find their local drop-off locations across Maine. Since 1993, Operation Christmas Child has collected and distributed gift-filled shoeboxes to children in need, including those affected by war, poverty, disease, and natural disasters. The organization aims to reach 12.8 million children in 2026. Individuals, families, and groups can participate by packing shoeboxes using the step-bystep instructions on the How to Pack a Shoebox webpage. Operation Christmas Child partners with local churches around the world to distribute the boxes.

Participants can also donate $10 per shoebox online through the “Follow Your Box” program and receive a tracking label to find out where their gift is delivered. “Shoebox gifts may seem simple, but they have an eternal impact. Each box is an opportunity to tell a boy or girl in need about the true meaning of Christmas,” said Franklin Graham, president of Samaritan’s Purse. “I’ve delivered these boxes around the world, and I never get tired of seeing the joy that they bring—even in the midst of disasters, war, and poverty.” Participants can use the online lookup tool to find the nearest shoebox drop-off location and its hours of operation. The tool is searchable by city or ZIP code. Signs at each location will identify the drop-off site. Bethel Christian Church, 129 Lower Main St. in North

Secret Santa Program Seeks Elves

KENNEBUNK The Kennebunks’ Secret Santa program is seeking help this holiday season! In partnership with the general assistance offices in Kennebunk, Kennebunkport and Arundel, the program provides requested Christmas gifts to more than 100 children. Applications for help to

provide gifts for children ages 0-18 are now open. Parents or guardians submit applications that include each child’s age, clothing sizes, and a list of gifts they would most like to receive. The applications are vetted by the town’s General Assistance offices for verification of residency. All information is kept confidential.

Children’s wishes are written on tags and hung on small trees at locations throughout the three towns. The trees can be found at Spurling Fitness, Quest Fitness, Arundel Town Hall, Kennebunk Town Hall, Kennebunk Free Library, Kennebunk Savings Bank on Main Street and Route 1, and Graves Library in Kennebunkport. The public is invited to select one or more tags and pur-

KITTERY The Virginia-class attack submarine USS Washington (SSN 787) was undocked from Portsmouth Naval Shipyard Tuesday, Oct. 27, marking a milestone in its maintenance and modernization work and moving the submarine into the next phase of operational testing. Complet i ng t he docking period is an important step toward returning the submarine to the fleet. The work supports the Navy’s efforts to maintain operational readiness and in-

crease the availability of its submarines. “Washington’s undocking is an achievement that represents a coordinated effort across the shipyard to return a renewed and combat-ready submarine back to the fleet,” said Capt. The Remarkable Journey of Berwick Community Garden

Two generations, one shared passion: Roz, 85, and Ayla, 18, examine parsley at Berwick Community Garden.

BERWICK Three growing seasons ago, Berwick Community Garden was little more than an idea: create a place where neighbors could grow fresh food, learn from one another, and build connections across generations. Today, that idea has blossomed into a thriving resource that reaches far beyond the garden’s fences. What began in 2024 with 26 raised beds on a temporary site has grown into a permanent, accessible community garden in downtown Berwick, supported by a network of volunteers, local organizations, businesses, and town leaders. The real story isn’t simply about building a garden. It’s about what happens when a neighborhood comes together around a shared vision. In 2025, Berwick Community Garden moved to its permanent home on Logan Street, between the police and fire stations. With the support of the town of Berwick and a 20-year land-use agreement, volunteers began transforming the site of the former Estabrook School into a public space. Today, the garden features 47 raised beds, including 13 dedicated to growing food for neighbors in need. Accessible pathways and specially designed raised beds make gardening possible for people with mobility challenges. A cedar pavilion provides a gathering place for educational programs and town events, while a greenhouse, tool shed, pergola in the children’s garden, and developing pollinator habitat support a

growing range of activities. Every structure, pathway, and garden bed represents countless hours of planning, problemsolving, fundraising, and handson work. In 2026 alone, volunteers contributed more than 8,000 hours to the garden and its programs.

Ecologist Deborah Perkins Visits Old York Garden Club YORK Old York Garden Club is hosting Personal Ecologist Deborah Perkins on Wednesday, Nov. 11, for its monthly membership meeting at First Parish Fellowship Hall, 180 York Street, York. Refreshments at 12:30 p.m., meeting and program to follow at 1 p.m. The public is invited with suggested donations of $5 for the Plant a Tree Program. The program, titled “Is This Plant Good or Bad?,” will be presented by Perkins, owner of First Light Wildlife Habitats in Poland Spring. In this 60-minute-plus presentation, attendees will learn how to ask better questions about plants and the roles they play in our gardens, landscapes, and local ecosystems. Perkins will discuss and The garden’s most far-reaching accomplishment has been the growth of its Fresh Choice Produce Program. Launched as a small pilot program in 2024, it distributed 728 pounds of fresh produce to 10 families. Since then, Fresh Choice has evolved into a local effort to improve access to nutritious food. In 2025, the program distributed 1,832 pounds of produce. By 2026, that amount had nearly doubled, reaching 3,625 pounds, thanks to the garden’s dedicated food-share beds, local gardeners, See GARDEN on page 12...

WELLS It’s that time of year for Safe Haven’s Annual Matching Gift Fundraising. Any donation to Safe Haven up to $50,000 will be matched dollar for dollar. Please mail tax-deductible donations to Safe Haven, PO Box 91, Wells, ME 04090 or donate online at www.safehavenhumanesociety.org/donate. Thank you! It took two years of watchful eyes and loving care provided by a kind neighbor, but Barni, the lone survivor of a feral colony, has finally made it to Safe Haven. Over the course of two years, every member of Barni’s colony was killed by passing cars because the barn where they were released was located too close to a busy road. Shoveling pathways through the snow so Barni could reach her food and providing fresh water despite freezing temperatures are what kept her alive. Two years of devoted care paid off, and now Barni is enjoying the good life at Safe Haven. The kind neighbor is also a Safe Haven volunteer. Mike’s devotion to Barni continues as he helps with her transition to life indoors. The amazing thing is, Barni turned out to be a girl! She is friendly and trusting, gentle, and inclusive soul. Mike describes Barni as “a beautiful soul who wants to share her love.” When Barni hears her name, she comes forward. She makes biscuits on the floor in anticipation of receiving kindness. She winds her body around visitors’ feet, asking them to stay. This beautiful 3-year-old girl is a gorgeous brown/grey

Caleb’s Opus Rescue YORK Sometimes, the smallest lives have the biggest stories to tell. And sometimes those stories begin with heartbreak, uncertainty, and a desperate need for someone to care. For a beautiful little girl named Morgan, her story began on the streets of Jackson, MS. Morgan and her brother were found wandering alone, two frightened puppies navigating a world that had let them down. They had no home, no family looking after them, and no way of knowing what would happen next. Thankfully, a kindhearted local resident spotted the puppies and brought them to a nearby shelter, hoping they would finally be safe. Sadly, being brought to a shelter doesn’t always mean a happy ending. Li ke many shelters throughout the South, this one was overcrowded and struggling to find space for the endless number of animals coming through its doors. Every day, more dogs would arrive, the reality of having more animals than available space became increasingly apparent. Morgan and her brother were just two more puppies in a shelter already filled with dogs desperately needing homes. Then something wonderful happened—Morgan’s brother was adopted! He was one of the lucky ones, given the opportunity to leave the shelter behind and begin a new life with a family of his own. But Morgan wasn’t so lucky. She waited while other dogs came and went. She waited for someone to notice her beautiful face, her sweet personality, and those soulful eyes. She waited for someone to see a wonderful little girl with a lifetime of love to give. And then, through absolutely no fault of her own, Morgan ran out of time.

This is the reality faced by countless dogs every single day. They aren’t bad dogs, and they aren’t unwanted because they are unlovable. They are simply victims of circumstances beyond their control, caught in a heartbreaking cycle of overcrowded shelters and far too few loving homes. Thankfully, Morgan’s story didn’t end there. Caleb’s Opus was given the opportunity to become part of this beautiful girl’s journey. She will arrive to Maine Saturday, Nov. 21, and an entirely new chapter of her life will begin. Lawrence Gordon Roberts, 93 A LFR ED – Lawrence (Larry) Gordon Roberts of Shapleigh passed away October 26, 2026, with his family by his side. He was born on July 15, 1933, the son of Lester and Ertie (Turbin) Roberts, and grew up in “The Gore” of Alfred. When Larry’s father died when he was age 14, he went to help on the Gile farm in Alfred for $5 a week plus room and board. This is where he learned a hard work ethic that served him well for the rest of his life. When he graduated from high school in 1953, Larry enlisted in the Air Force. He took basic training in New York and stayed for two terms before returning home to Maine in 1961. Larry loved to tell stories of his years in the Air Force. One story he told was when he was in

SOU T H BERW ICK – Martha Dumont, a longtime resident of South Berwick, passed away peacefully surrounded by family on Friday, October 23, 2026 at Pinnacle Health in North Berwick. Martha was predeceased by her parents, Harold and Dorothy Perkins; her brother, James Perkins; her sisters, Barbara Ducharme and Linda Smallidge; and the love of her life, her husband, Ronald Dumont. She is survived by her daughters, Patricia Dumont and her husband, Brad Holt, of Lee, NH and Key West, FL, and Kathryn Dumont of North Berwick. She also leaves behind her grandson, T.J. Waters, and his wife, Kerry, of Eliot; her grandson, Jared Waters, and his wife, Erin, of Charlotte, NC; and her granddaughter, Jessica Silberman of North Berwick. She was also blessed with five great-grandchildren, Cameron and Oliver Waters, Julian and Kyler Silberman, and Weston Waters, whom she absolutely adored. Martha was a graduate of Berwick Academy and spent many years working as a school secretary at Marshwood High School before continuing her career at Marshwood Adult Education. Martha and Ron enjoyed their trips to Boothbay and Bar Harbor. They also went on many trips with the South Berwick Senior Center. Martha took great joy in hosting family and could often be found in the kitchen preparing her children’s and grandchildren’s favorite foods. She created a loving home that always felt peaceful the moment you walked through the door. Her home was warm and welcoming, and holidays were always a favorite. You could often find her grandchildren playing on the living room floor or curled up for a nap after a delicious meal. If you ever needed something altered or sewn, Martha was your go-to person. She enjoyed needlepoint, gardening, and sewing, especially creat-

Thule, Greenland in 1957 where it was 48 degrees below zero. Larry was outside working on aircraft engines—someone accidentally put the wrong oil in their plane and it froze. Another time he frequently shared was when he was stationed in Illinois and his first child was due to be born. Larry had some time off and decided to drive home to Maine, even though he wasn’t supposed to be more than 100 miles away from base. He made it home to see his first daughter, Holly, born, and then hurried back to base. He also talked about being sent to Tourane, Indochina during the Korean War. There, he serviced planes that the French borrowed for the war and was shot at trying to land and take off at the base. When he returned from service, Larry started his own business doing excavations, foundations, and septic systems. He became well known in the local homebuilding network around southern Maine for his dedication, attention to detail, and hard work. He also plowed roads for the towns of Alfred and Shapleigh for many years. Larry was always willing to help anyone out that he could, from working on lawnmowers, mowing lawns, tilling gardens, plowing driveways, or even just providing general knowledge on the best way to fix something. He could fix pretty much anything. He loved to go for rides and often ended up at Cole Farms in Gray, where he became wellknown to the staff there. He loved going out to eat and never missed a chance at a good bowl of ice 632 .tR 002 eM ,kciwreB .oS

Martha loved talking with people and would always engage you in conversation. Those who knew her will remember the warmth, love, and care she shared with the people around her. The family would like to thank the wonderful and caring staff at Pinnacle Health in North Berwick. He would often see the same people at the fairs, and formed friendships that lasted for years with many of them. His favorites fairs were Cumberland and Fryeburg. He is survived by his daugh-

Add the remaining oil to the pot. Toss in onions and bell peppers. Cook for 6-8 minutes until softened and translucent. Add garlic, cook for another 1 minute until fragrant. Return turkey to pot. Stir in tomatoes, tomato paste, broth, pinto beans, and black beans. Add chili powder, cumin, smoked

Wreaths can also be shipped to friends and family around the country for an additional fee. Multiple size options are available, ranging from $36 to $49, as well as a 33-inch wreath suitable for larger windows and doors for $69. All proceeds benefit the library. Orders are accepted through Nov. 10 at 8 p.m. To order, visit kennebunkfreelibrary.square.site or pick up an order form at the library, located at 112 Main St., Kennebunk. with looking. He is interested in the structure of a building, the angle of a roof, the ref lection in a window, the way a shadow falls across a wall, or the character of an old clapboard house. His years as a scenic painter have further shaped his understanding of architecture, perspective, and light. “Clapboards and Windowpanes” takes its title from familiar things. Old houses, windows, streets, barns, walls, and coastal buildings are often overlooked.

Whitten sees them as worthy subjects in their own right. Whether painting in Maine or Sicily, his approach remains the same: stand in front of the subject, look hard, and paint what you see. “Clapboards and Windowpanes” is an exhibition about place, light, and the simple act of paying attention. York Public Library is located at 15 Long Sands Road, York. For more information, visit www.yorkpubliclibrary.org or call 207-363-2818.

...BERWICK from page 12 one of the greatest pleasures has been watching younger people discover the joys of gardening. “Being one of the oldest ‘gardeners,’ I enjoy interacting with the younger people and seeing how differently they plant their spaces,” she wrote. “It was also wonderful to see how the youngsters came in from camp not knowing anything and learn how to make food grow.” Master gardeners share their knowledge, volunteers of all ages work side by side, and local gardeners exchange advice, encouragement, and sometimes a few extra zucchinis. For some participants, the garden provides an opportunity to learn a new skill. For others, it offers meaningful volunteer work, a chance to spend time outdoors, or simply a welcoming place to connect with neighbors. These relationships may be the garden’s most important harvest. None of this happened overnight, and none of it happened alone. The garden’s development has depended on a combination of municipal support, grants, business contributions,

organizational partnerships, and individual generosity. From carpenters building accessible raised beds to volunteers tending crops and distributing produce, people have contributed their skills, resources, and time to make the vision a reality. The town of Berwick has been an essential partner, providing the land and encouraging the garden’s development. Local businesses, nonprofit organizations, educational partners, and individual donors have helped turn plans into tangible results. Along the way, the garden has become something larger than its founders originally envisioned: a place where people with different abilities, backgrounds, ages, and experiences can find common ground. As Berwick Community Garden completes its third growing season, its focus is gradually shifting from building infrastructure to strengthening the programs and relationships that will sustain it for years to come. Plans for 2027 include expanding food production partnerships, developing food forest plantings, strengthening volunteer stewardship, and creating

...AWS from page 6 “AWS is excited to have the opportunity to train fellow veterinarians in HQHVSN techniques. We believe the implementation of these techniques is instrumental in reducing unwanted litters, keeping spay/neuter efficient and affordable, and strengthening the human-animal bond,” said the Animal Welfare Society. Each participating veterinarian will complete at least six feline surgeries over the course of

additional opportunities for accessible gardening and public education workshops. There is still plenty of work ahead. But in just three short seasons, Berwick Community Garden has demonstrated what can happen when a town embraces an idea and works together to bring it to life. What began as a place to grow vegetables has become a place to grow something even more valuable: community. Submitted by Amrita Cottrell for Berwick Community Garden: info@berwickcommunitygarden.org.

the day, working alongside experienced HQHVSN surgeons and getting a first-hand look at how high-quality spay/neuter clinics use efficiency to maximize both patient safety and outcomes. Veterinarians will also have the opportunity to practice surgeries on pediatric patients. Contrary to some outdated assumptions, it is entirely safe to spay or neuter kittens once they reach 2 pounds, typically around 8 weeks of age. Because cats can become pregnant as early as four months old, United Spay Alliance promotes Feline Fix by Five, a national effort encouraging pet owners and veterinarians alike to have all cats spayed or neutered by five months of age. For more information, visit www.felinefixbyfive.org. Access to affordable, highquality spay and neuter services remains a critical need throughout Maine. It is one of the most effective tools available for protecting both individual animals and their communities: spayed and neutered pets benefit from reduced health risks and behavioral issues, and shelters see fewer unwanted litters, less strain on

limited shelter resources, and a slower tide of homeless animals. By equipping more Maine veterinarians with the efficient surgical techniques used in HQHVSN, the training helps ensure that spay/neuter capacity keeps pace with the need—particularly in underserved communities where access to affordable veterinary care is limited. Founded in 1967, Animal Welfare Society is a private 501(c)(3) non-profit animal welfare organization located in Kennebunk, Maine. The organization provides Fear-Free and humane shelter, affordable and accessible veterinary care, canine training, and pet-related resources to more than 20,000 pets and community members annually. For more information, visit www.animalwelfaresociety.org. United Spay Alliance envisions a future where every cat and dog has a loving home. The organization champions affordable, accessible, and timely spay/neuter services. Through proactive prevention, United Spay Alliance aims to stop animal suffering before it begins. For more information, visit www.unitedspayalliance.org.

~ News ~ New Platform, Pedestrian Bridge Unveiled at Transportation Center WELLS On Monday, Oct. 26, the town of Wells celebrated a milestone for the Wells Regional Transportation Center with the unveiling of the new train station platform and pedestrian bridge. Officials joined representatives from the Northern New England Passenger Rail Authority, Maine DOT, Maine Turnpike Authority, CSX, Great Falls Construction, and other state and federal

agencies and project partners for a ribbon-cutting ceremony. The approximately $31 million project includes a second passenger platform, a new pedestrian bridge connecting the two platforms, and a six-mile extension of the railroad passing track. The upgrades will make it easier for trains traveling in opposite directions to pass one another, helping to reduce delays and improve the reliabil-

This will give those living in York County another option for commuting to work in the Greater Portland area. The expanded facility is substantially complete, with See BRIDGE on page 22...

Bragdon has spent many years welcoming travelers, answering questions, and assisting passengers at the station. The USS Washington has undergone mechanical and electrical system upgrades, scheduled maintenance, and structural inspections. The work also incorporated additive manufacturing, a process that uses technology to produce parts. These improvements are intended to modernize the submarine’s systems and support its operational readiness. “I’m proud of the work done between our crew and the project team, whose collaboration and vigilance led us to this undocking on time,” said Cmdr. Keith Tur nbull, commanding officer, USS Washington (SSN 787). “Through this collective effort, we are laying the groundwork that will ultimately deliver the ‘Blackfish’ as a fully mission-capable, cutting-edge submarine operated by a highly skilled crew.” Portsmouth Naval Shipyard specializes in the maintenance, repair, and modernization of U.S. Navy attack submarines. Its work supports the Navy’s submarine fleet and maritime readiness. The shipyard also focuses on innovation, operational accountability, and workforce development while contributing to the nation’s maritime industrial base. But as beautiful as Morgan is on the outside, it’s what she has to offer on the inside that makes her so special. Morgan wants nothing more than to be someone’s best buddy, a companion who makes even ordinary days a little brighter. More than anything, she deserves what every dog does: a safe place to sleep, a family who loves her, and the comfort of knowing she will never again be forgotten. Morgan is still very much a puppy. She has growing to do, things to learn, and a whole world of experiences waiting for her. Like any young dog, she will need patience, guidance, consistency, and a family willing to help her become the wonderful companion Caleb’s Opus knows she can be. Morgan doesn’t need the whole world. She just needs someone willing to make her their world.

FINANCE & CAREER OUT Maine Launches Nonprofit Action Fund STATEWIDE On Fr iday, Oc t. 30, nonprofit organization OUT Maine announced the opening of a new 501(c)(4) nonprofit organization to expand their work for LGBTQ rights and civic engagement across the state: OUT Maine Action Fund. The OUT Maine Action Fund supports queer and trans youth across Maine. From lobbying in Augusta to advocating at school boards, and empowering the next generation of leaders, the organization aims to protect the rights of LGBTQ youth and adults at the local and state level. “OUT Maine Action Fund is dedicated to building a Maine where all LGBTQ+ youth are safe, celebrated, and empowered through leadership development, legislative

advocacy, and public education. We develop emerging leaders, champion affirming policies, and build inclusive communities where every young person has the opportunity to thrive,” according to the organization’s official mission. Where OUT Maine focuses on providing youth programming with a variety of themes and subject areas guided by social and emotional learning outcomes, OUT Maine Action Fund will focus more heavily on legislative policy work. “Starting the OUT Maine Action Fund was the logical next step for our growing organization, so that we could expand our policy work beyond the limits of a 501(c)(3) nonprofit,” said Sue Campbell, executive director of OUT Maine and OUT Maine Action Fund. “Our team is looking forward to continuing

Maine Talent Summit Addresses State’s Workforce Shortages STATEWIDE The Maine Community College System is convening a statewide workforce attraction and development summit Tuesday, Nov. 17 for employers and other workforce experts to share ideas and come away with specific strategies and tools for Maine businesses to use right away to boost hiring and retention. “This Summit is a powerful reflection of what’s possible when Maine’s employers, educators, and workforce and economic partners commit to solving problems together. No single organization can build the workforce Maine needs on its own,” said MCCS Chief Workforce Develop-

ment Officer Dan Belyea. “It takes this kind of collaboration, and Maine’s businesses pulling in the same direction, to create real, lasting opportunity for Maine people and the future of our economy.” The Maine Talent Summit is presented by the Harold Alfond Center for the Advancement of Maine’s Workforce, which coordinates all short-term workforce training at Maine’s community colleges, and co-hosted by the Maine State Chamber of Commerce, the state Department of Economic and Community Development, Live and Work in Maine, and the University of Maine System. As an adult learner balancing fulltime coursework, parenting, and many other responsibilities, this scholarship has helped reduce financial stress and cover educational expenses such as textbooks and technology that are not always covered by financial aid,” said UMA student Kari Hersey, a 2026 awardee. The GEN Endowed Scholarship Fund was established to honor the legacy of long-time N V ME Executive Director Gilda E. Nardone and her commitment to education access and success for adult learners. The Kittery Water District has not previously established an initial debt limit pursuant to 35-A M.R.S. § 6413. Following consideration of the District’s existing and anticipated capital improvements, infrastructure needs, financing requirements, and existing indebtedness, the Board of Trustees has proposed an initial debt limit of $75,000,000.00, subject to approval by the legal voters of the District.

PUBLIC HEARING

The Kittery Water District Board of Trustees will hold a public hearing regarding the proposed initial debt limit on: Wednesday, December 16, 2026, at 4:30 PM at the Kittery Town Hall Council Chambers, 200 Rogers Road, Kittery, Maine 03904. Members of the public are invited to attend and provide comments regarding the proposed debt limit.

VOTER ELIGIBILITY All eligible voters residing within the territorial boundaries of the Kittery Water District may participate in this referendum. Residents of Kittery and Kittery Point are eligible to vote. Residents of Eliot and York who reside within the District’s territorial boundaries are also eligible to vote. Eligibility for Eliot and York residents will be determined by residential street address. Voters should bring proof of identity, age (18 years or older), and residency. ~ Sports & Outdoors~ Indigenous Tales on the Trails Returns with New Stories, Film Screening YORK COUNTY Seven neighboring land conservation organizations in Southern Maine are continuing a regional collaboration that brings together land conservation, outdoor exploration, and the voices of contemporary Indigenous authors. The Indigenous Tales on the Trails project brings together York Land Trust, Kennebunk Land Trust, Great Works Regional Land Trust, Kennebunkport Conservation Trust, Kittery Land Trust, Wells Reserve at Laudholm, and Arundel Conservation Trust. Launched in the summer of 2025, the project features illustrated children’s books written by Indigenous authors and displayed along publicly accessible walking trails. The books invite the public to experience the stories one page at a time while exploring the outdoors. Titles include “Little People of the Dawn” by Minquansis Sapiel, “Who Am I?” by Julie Buchholtz, and “The Canoe Maker” by Jean Flahive and Donald Soctomah. Following a successf ul debut, Tales on the Trails is returning with previously featured titles and a new collection of books. Several new titles offer opportunities to learn from Indigenous authors and artists about culture, family, nature, and relationships with the land. The newest collection was made possible with funding from

the Maine Community Foundation and includes “The First Blade of Sweetgrass” by Suzanne Greenlaw and Gabriel Frey; “Kunu’s Basket” by Lee DeCora Francis; “Thanks to the Animals” by Allen J. Sockabasin; and “Mama’s Song” by Julie Buchholtz. Indigenous Tales on the Trails is designed to encourage families to do more than simply read a book. Visitors walk, explore, and experience the natural world while encountering stories rooted in Indigenous cultures and relationships with the land. The featured books are available for purchase. The final trail sign includes authors’ biographies and information on how to purchase the books. Many titles are also available through libraries and independent booksellers, making it easy for families to continue exploring these stories long after their visit.

The program will continue to rotate among participating organizations throughout the year. This allows communities throughout Southern Maine to experience different books and hear from a range of Indigenous authors and storytellers. This project is an opportunity to build local relationships, amplify Indigenous voices, and help visitors understand the deep and continuing relationships between Wabanaki peoples and the land and waters of Maine. The participating organizations hope Indigenous Tales on the Trails will offer the public an opportunity to discover new places, explore local trails, and learn from Indigenous authors whose stories provide different perspectives on family, community, culture and the natural world. Visitors are also encouraged to continue learning through or-
