Fireworks are legal in the state of Maine with some exceptions. Under Chapter 416 “An Act to Legalize the Sale, Possession and Use of Fireworks” fireworks have been broken into three categories: Consumer Fireworks, Fireworks, and Display or Commercial Grade Fireworks. Consumer Fireworks has the same meaning as in 27 Code of Federal Regulations, Section 555.11 or subsequent provision, but includes only products that are tested and certified by a 3rd-party testing laboratory as conforming with United States Consumer Product Safety Commission standards, in accordance with 15 United States Code, Chapter 47. “Consumer fireworks” does not include the following products which are illegal to sell, use or possess in Maine : A. Missile-type rockets, as defined by the State Fire Marshal by rule; B. Helicopters and aerial spinners, as defined by the State Fire Marshal by rule; and C. Sky rockets and bottle rockets. For purposes of this paragraph, “sky rockets and bottle rockets” means cylindrical tubes containing not more than 20 grams of chemical composition, as defined by the State Fire Marshal by rule, with a wooden stick attached for guidance and stability that rise into the air upon ignition and that may produce a burst of color or sound at or near the height of

These groups come from all over the United States and the excitement can be felt across the campus. Students spend months carefully selecting a topic, researching, and preparing for the event. Over 90 students competed in Noah’s division of Senior Individual Exhibit. This is the

first time since the 1980’s that a Maine student has won National History Day. Noah has competed in the event for the past four years, but is the first time he has placed. He was also asked to display his exhibit in the Smithsonian Museum of American History along with receiving a $1,000 scholarship. Noah completed his exhibit as part of a unit in his Freshman Humanities class at Noble taught by EXCEL teacher Adina Hunter and History Teacher Janice Eldridge.

The contest invites photographers to submit their best two photos from any season in each of three categories - People on the Land, Wildlife and Plants and Scenery including historical sites. Photos must be taken within the six-town MtA2C service area including Kittery, Eliot, York, So. Berwick, Ogunquit and Wells. In addition, images capturing nature and recreation at the region’s public preserves are of particular interest.

BERWICK Recently, Noah Binette, a freshman at Noble High School, and son of Colleen and Andrew Binette of Berwick Maine, won First Place at the Kenneth E. Behring National History Day Competition at the University of Maryland, College Park. The contest was the final stage of a series of contests at the local and state level. Noah placed first at the Maine National History Day competition in April at the University of Maine in Orono and travelled to Na-

flight. Exceptions: The legislative body of a municipality may adopt an ordinance to prohibit or restrict the sale or use of consumer fireworks within the municipality. Municipalities that prohibit or restrict the sale or use of consumer fireworks shall provide to the Office of the State Fire Marshal a copy of the relevant restriction or prohibition within 60 days of adoption. A municipality may require that a person obtain a municipal permit for selling consumer fireworks within the municipality. A municipality that chooses to issue municipal permits under this subsection shall notify the Office of the State Fire Marshal at least 60 days prior to the initiation of its permitting program for the sale of consumer fireworks.
