Central City. What a great meal!

Our friendly and gracious hosts are Joe and Kara Tinucci. And of course, Denise our server. Joe,

Kara and BBQ = JKQ. They have operated JKQ for a little more than three years.

Joe and Kara came to Central City after having lived and worked in Las Vegas for a number of years. Joe is originally from Philadelphia and Kara from Oregon. She was a financial analyst for Cirque de Soleil and he was an accountant with the MGM Casino and Hotel. They have been together for about 12 years and have a 10-year old son, Matteo.

When they originally moved to Central City to get away from the hectic pace of Las Vegas, Joe went to work for the Reserve. Every day as they walked past the Teller House they talked about how they could “make it happen” right there in the Face Bar, home of the famous “Face on the Barroom Floor.” So, they started working in that direction and soon were able to strike a deal to take over the operation of the bar and restaurant.

Thanksgiving is really a wonderful American tradition. The day gives us a chance to be with family and to cherish our great nation.

A land where the world wants to come and join us in our freedoms and opportunity for all under the rule of law.

The Thanksgiving meal is the traditional celebration dating back to the Indians giving food to the starving Pilgrims. Supposedly they only had a few kernels of corn to feast upon.

Cooking the turkey is a family tradition and it was one of my fondest times with my aging mother, as a widow, still hosting the family Thanksgiving dinner at her home. My ranching father passed away from lung cancer at age 75 from too many years of dust, freezing cold, and smoking cigarettes as he operated his cattle ranch in N.W. Colorado.

Our family resided in Craig where I had departed the ranching industry and was operating The Craig Daily Press. No daily newspaper to produce on Thanksgiving Day, so Gerri and I,

our four children, and my brother Henry, joined my mother for an excellent traditional dinner of turkey, mashed potatoes, dressing, et al.

My job was to hustle to my mother’s house around 6 a.m. to help prepare the turkey. She was the expert and I the student on how to prepare and cook a turkey.

The bird was too heavy for her to lift into the oven and that was my primary responsibility.

My mother was my teacher in life beginning at a very early age as I was home-schooled on the ranch 30 miles from the nearest school.

My mother held school every day for me, my five-year old brother, and my cousin John. We eventually moved into town where she became a third-grade teacher for decades and was elected the Moffat County Superintendent of Schools for 12 years.

I can well remember the wooden blocks of letters, the alphabet cards, learning to read and write, mixing flour and water to make glue, and coloring eggs at Easter.

So, my education finally reached the turkey cooking level as I

watched carefully how she washed the turkey and reached deep into the body cavity to remove the sack of gizzard and heart. I wonder how many people cook the bird with those items still inside or fail to allow enough time for the bird to thaw? It’s happened to me.

She basted the bird with a mixture of flour and butter and stuffed the dressing deep into the body cavity stitching up the bird’s cavity.

I would lift the blue roaster pan into the heated oven and the bird would be ready to be carved by noon.

Looking back at Thanksgiving I cherish the memories of cooking with my mother and then the closeness of our family that still exists today. My mother left us years ago, but never in spirit.

I’m going to be cooking that turkey early Thanksgiving day and remembering my mother and all the memories that I cherish about her and my wonderful dad who taught me how to work.

Big Game Harvest Survey will help agency guide herd management The Colorado Parks and Wildlife (CPW) is randomly selecting approximately 160,000 big game hunters to participate in its annual harvest survey. CPW’s annual Big Game Harvest Survey collects hunt and harvest information from deer, elk and pronghorn hunters.

Hunters are asked questions that relate to where and when they

hunted, if they harvested, what they harvested, and whether they were satisfied with the herd.

This information helps CPW biologists estimate annual big game harvest and population numbers and set future license numbers.

A new addition for 2021 includes five additional questions to collect feedback from hunters on crowding,

satisfaction, and preferences for future herd management. CPW Terrestrial Data Analyst, Sherri Huwer, says, “Hunters, please answer those questions as well to help CPW manage our herd for future generations.”

Only randomly selected hunters chosen by the CPW are eligible to take the survey contacted by email and/

or phone. Big game harvest estimates will be posted on the CPW website in March.

Hunters not randomly selected to complete the Big Game Harvest Survey may provide feedback on hunting in Colorado via the Big Game Hunting License Distribution Public Comment Form.

Feedback must be submitted by November 22, 2021.

Black Hawk council approves 2022 budget

No tax hike for residents

In less time than it takes to play $20 at a slot machine, Black Hawk City Council quickly approved a $54.1 million budget last week.

The unanimous vote for the 2022 budget means there won’t be any tax increases for city homeowners, who receive free trash pick-up and water service and pay one of the lowest millage rates in the state. The 100 residents who live in Black Hawk also have police and fire departments, which many communities of similar size lack.

For casino properties, which pay for most of Black Hawk’s income, there won’t be any increases, either. The exception is that casinos that offer stadium games – wagering involving groups of people – or have on-site, sports betting kiosks will pay new device fees next year.

Earlier this month, 87% of local voters authorized the city to levy device fees on those forms of betting, which will enable Black Hawk to collect an estimated $1 million in new fees in 2022.

The new budget calls for adding 12 new, full-time positions that had been in the 2020 budget but were eliminated during the pandemic. A three-month

closure of casinos due to the Covid-19 pandemic caused Black Hawk and other gaming communities to slash their budgets amid the economic downturn. In recent months, the city has reported stronger gaming revenues that it received during the same period two years earlier, setting the stage for a stronger budget year in 2022. The approved budget includes hiring three police officers, one communications supervisor, one fire marshal/ inspector three fire fighters, one junior engineer, a street maintenance worker, one facilities maintenance worker and a fleet mechanic.

The aldermen also approved a $425 holiday bonus for city employees at the request of City Manager Stephen Cole at the meeting. Last month, council gave a preliminary nod on the bonuses. The new budget approves annual pay increases and additional money for employee medical and dental insurance and uniform allowance. The budget includes spending $4,729,440 for the police department and $3,394,971 for the fire department. Most calls for first-responder services come from the casinos, which can attract up

Black Hawk’s 2022 property assessments are estimated at $294,239,236 – primarily from the 15 casinos in the city – and will yield a total of $10,500 in taxes, including property taxes from the community’s estimated 67 homes. The city estimates it

will collect $3,300,000 from its sales tax, while Gilpin County School District RE-1 will benefit $1,167,000 from its share of the local sales tax.

Next year, Black Hawk expects to receive $8,350,000 in gaming-fund tax distributions from the state, which is projected to collect $11,250,000 in revenues from casinos in Black Hawk, Cripple Creek and Central City. Black Hawk’s casinos account for 73.6% of the state’s casino-gaming income.

None of the three gaming communities earn any money from sports betting, which began in Colorado in May 2020. The state estimates more than $3 billion has been bet on sports in the past 18 months. Although Black Hawk doesn’t receive any of that revenue, the new voter-approved ballot issue will enable the city to collect as much as $630,000 from sports betting kiosks located with casinos. In September, the Colorado Gaming Commission reported that $408 million in sports bets were placed in the state, setting a record.

According to the state, 98% of sports bets are placed via apps, which – by law – must be affiliated with a Colorado casino. The other 2% of bets were made inside a casino.

Next year, Black Hawk projects there will be 6,260 betting devices in the 15 casinos, generating approximately $7,192,500 in device-fee revenues – including sports betting kiosks and stadium-game devices.

Black Hawk also plans a variety of improvement projects for the city in 2022, as part of its ongoing renaissance plan, designed to make the community

a destination resort for adults. The new Gregory Plaza historic district will be dedicated in the spring with yet-unannounced activities. Work also will continue on creating more than 700 acres of recreational features, including hiking and mountain biking trails at the north end of the community.

Gregory Hill, formerly called Miners Mesa, will continue to see substantial changes in 2022. Currently, the city is rebuilding Miners Road (near the Isle Casino) to the top of the hill and installing water and sewer lines. Once completed, work on a new adult-beverage district for distilling operations – called Artisans’ Point – will get fully underway. Groundbreaking for Promixo Spirits’ $50 million Lake Gulch Whiskey Resort also is slated for the new year. Proximo owns nearly 300 acres adjoining Artisans’ Point and the city’s existing public works and emergency management buildings on Gregory Hill.

New business getting ready to open in Central City

BY DAVID JOSSELYN Eureka Street in Central City has birthed a massive hole just opposite the Teller House. Inside that hole, construction workers are connecting the water and sewer lines to a long, skinny house sandwiched between Washington Hall and the Williams Stables; 115 Eureka Street. All this commotion is to get the old Teller Law Office ready for Eureka Street Popcorn, Inc. to setup shop.

Co-owner Jonathan Hays says he is hoping for a Spring 2022 grand opening. They are installing a full commercial kitchen (sans ovens) to produce several varieties of gourmet popcorn with flavors

including caramel, white cheddar, kettle corn, and their proprietary flavors of chocolate malt, dill pickle, and Eldorado (similar to Dorito’s dust). Hays, and co-owner Brian Cook, have both been involved with the Central City Opera for several years and are excited to bring a new cooperative venture into the City. Popcorn is a natural fit and is one of those products that produces instant joy. The sound of popping corn and the smell is a subconscious reminder of past sporting events, movie theaters, and special events filled with happy memories. Soon, that joy will be on Eureka Street.

And do not fret, the hole in the street should be filled long before this comes to print.

New micro-brewery eyed for Black Hawk’s Gregory Plaza

If you’re thirsty for a beer in Black Hawk, you must venture inside a casino to hit one of their bars. In the future, however, there may be a local watering hole in town that’s not surrounded by slot machines or video poker devices.

To be clear: it’ll take a few years before a stand-alone microbrewery and tasting room will open its doors in Gregory Plaza.

At last week’s Black Hawk City Council meeting, the aldermen approved spending $53,000 for design services for the potential microbrewery business building. Sometime in 2022, they will need to allocate more money to have it built.

The building intended for the new microbrewery already exists, well - sort of, exists. It’s a two-story, green building situated at 271 Gregory Street.

Council plans to have the building move a hundred feet,

across Church Street and up the hill onto a vacant parcel at 307 Gregory Street in Gregory Plaza. Not all of the building will move – only the parts deemed as historic. PEH Architects, which received the city’s approval for the conceptual design for the tobe-moved building, was the design firm for Gregory Plaza, which pays tribute to Black Hawk’s founding in the late 1800s.

The historic pieces of 271 Gregory Street will be used in the construction of a newer building. According to city documents, “Excelsior Brewery” is the name for the forthcoming microbrewery and tasing room. Once finished, the new building will resemble its neighbors, including the Norton, Woodbury and McAfee historic homes in the plaza.

Gilpin County healthcare clinic plans move ahead for new year

Plans to open a new healthcare clinic and pharmacy in Gilpin County in 2022 are moving ahead. The Gilpin County Board of County Commissioners, at their meeting last week, announced plans to contribute $100,000 to Clinica Family Health so it can open a local facility in the High Country Professional Building on Highway 46 next spring.

Commission Chair Linda Isenhart said the money would come from the county’s share of American Rescue Plan Act (APRA), earmarked by the federal government. It is possible the county, which hasn’t determined how it will allocate all of its expected $1.2 million in APRA funds, may provide additional financial

assistance to Clinica in the future.

“This clinic will serve many of our seniors,” according to Isenhart, who noted the health clinic and a pharmacy, are planned for the midcounty facility near the Gilpin Community Recreation Center. “I think it is important to do everything we can for it.

I know it will be a wonderful thing for this county.”

Commissioner Sandy Hollingsworth, who served on a task force earlier this year that studied bringing healthcare services to the county, said Clinica is also trying to obtain grants for its anticipated $150,000 in annual costs. If the organization cannot get additional outside funding,

it is possible Gilpin County could increase its APRA funding.

At a previous BOCC meeting, Clinic, a non-profit organization, said it accepts most patients who have company-provided health plans, Medicare and Medicaid while offering paid service services to those without any health coverage. Clinica has six other community-based medical and three dental clinics in Boulder, Broomfield and Adams counties.

Currently, there are no health-care service providers in Gilpin County. Any of the 6,243 county residents seeking medical appointments must drive to another county.

to the school while another $4,220 – from the state’s Department of Legislative Affairs’ Limited Gaming Fund Awards – also will be given to the facility.

JEFFCO HEALTH PACT The county commissioners approved a 2022 agreement with neighboring Jefferson County for health departmentrelated services and inspections. Commissioners Isenhart and Hollingsworth approved the agreement – for up to $350,000 – while Web Sill abstained from voting.

The agreement includes offering some staffing at the Gilpin County Public Health building on Highway 119 in mid-county. The department oversees such services as Covid-19 vaccinations and related items. Jefferson County employees also inspect restaurants and casinos for

COVID UPDATE Public Health Coordinator Bonnie Albrecht reported there were 23 new cases of Covid-19 during the previous week, one of which required hospitalization. To date, slightly more than 63 percent of eligible residents have been vaccinated.

BUDGET PLANS The commissioners approved a new wage scale for county employees, including a step plan, that will go into effect next year.

The final changes will be part of next year’s budget, which is being discussed by the commissioners and expected to be approved by year’s end.

Colorado offers events and meetings grant to spark prosperity across multiple counties The Colorado Office of Economic Development and International Trade (OEDIT) and the Colorado Tourism Office (CTO) announced applications will be open November 15 – December 3, 2021 for the Meeting and Events Incentive Direct Support Grant.

The Meeting and Events Incentive Direct Support Grant provides up to 50% of eligible direct-support costs for hosting events in Colorado taking place before December 31 – not to exceed $200,000.

Unlike the Meeting and Events Incentive Cash Rebate that provides a 10% cash rebate against eligible hard costs for hosting events and meetings in Colorado, the grant may also be used for direct costs including promotion and production costs.

Tim Wolfe, Director of the CTO says, “This grant is designed to assist us and

our industry partners with soliciting large events that have the potential to create significant multi-county economic impacts for events anywhere in Colorado… We will work closely with meeting planners, associations and convention bureaus to target these large-scale events.”

The Direct Support Grant differs from the rebate program in the amounts the applicants can request. 50% of eligible direct costs, not to exceed $200,000, must affect multiple counties and demonstrate the potential for significant economic impact.

Other criteria include – The event must be held on or before December 31, 2022, the event must generate at minimum 25 paid overnight room nights in a motel, hotel, vacation rental, or other lodging, be a brand new event or existing event in danger of cancellation, postponement, or relocation outside of

Colorado without program support (existing business or recurring events do not qualify unless there is supporting documentation stating intent to cancel, postpone or relocate).

The Direct Support Grant is for events that involve multiple counties and demonstrate the potential to have a significant impact on the local economy.

Grant funds cannot be used for indirect costs, general operating expenses or alcohol.

After the initial round of funding closes on December 3, there will be additional funding rounds based on resources still available.

MOTOR VEHICLES Gilpin County Clerk and Recorder’s office reported it is training a new employee to help with the backlog of motor-vehicle registrations, some of which can be handled through the state’s website.

Currently, appointments for Gilpin County’s motor vehicles are not available until January.

LIQUOR LICENSE OK The commissioners, acting as the County’s Liquor Control Board, approved a 10-year liquor license for MKM Hospitality LLC. The company which operates as Mid County Liquors at 17218 Highway 119, near Taggert’s gas station. The liquor store, under new owner Mary Kate McKenna, sells beer, wine and other adult beverages.

Frances Xavier Cabrini. Beginning in 2022, Frances Xavier Cabrini Day will be a holiday for county employees, replacing Columbus Day. LEGAL ACTIONS County Attorney Brad Benning said Gilpin County is pursuing legal action against several residents who have junked cars and trash on their properties, a violation of county regulations.

NEW GENERATOR Sheriff Kevin Armstrong said Nov. 5 was “a great day” in Gilpin County because a new generator was installed at the Gilpin school complex.

He said the generator can provide power to operate the school if an outage occurs.

The generator also can supply energy is the school as used as an emergency-services building. He credited United Power for its assistance in getting the new generator.

Hal Shaw is serving more than his mesquite smoked barbeque these days.

Shaw’s Rocky Mountain Smokehouse has expanded to serve breakfast, which will be served at the old train depot gift shop. Each morning there will be only one item available, which will be made fresh each morning.

Coffee, juices and pastries will be available from 5:30 to 6:30 a.m. and breakfast will be served cafeteria style, from 6:30 to 10:00 a.m. “I wanted to expand,” said Shaw. “I wanted to see what the feel was for this type of thing. We will also be having a steak night starting November 15, on Friday and Saturday nights. On Saturday nights we will also have an all-youcan-eat pork rib night.” Steaks will be seasoned and cooked over mesquite and will be reasonably priced, according to Shaw. Several sizes and cuts will be available and all dinners will be accompanied by a salad and a baked potato. The old gift shop has been set up as an indoor dining area where breakfast and steak nights will be served. Lunch will still be served from the carry-out restaurant with eh new addition available for indoor dining during lunch. Shaw is excited about his expansion and hopes to serve the community some of his tried and true specialties.

Central City Nuggets: Mr. and Mrs. Wm. O. Ziege were in Denver last Thursday and Friday to attend the Commissioner’s Convention. Commissioners Grenfell and Crow were also in attendance.

For the third time in one hundred years, the Register Call has made an error in its columns. This is apropos of the mention of the fire last week, wherein it was reported that the fire department was called to the home of Syd Gent on Eureka Street. It should have read to the home of Wm. Fisher, as Syd lives on Nevada Street. The article mentioned that no runs, no hits, no errors resulted, which was another mistake, as there was one run, (the fire department), on hit (Sud being hit between the eyes in thinking his home was being destroyed), and one error (the Register Call making the error in reporting it was Syd’s home rather than the home of Fisher’s.)

Married: We received a letter from Golden announcing the marriage of Miss Janet Rae Gilman of Golden and Roy Edward Shaw, of Denver, on November 12th, 1961. The bridesmaid was Miss Elaine Welsh, of Golden.

Black Hawk Gold Dust: It is amusing to hear the daily weather forecast (cold and snow flurries in the mountains). We are enjoying much warmer weather and less snow than Denver and other flat lands; we advise the valley people

City Marshal Roy Addyman has been busy replacing a section of the sidewalk near the Opera Inn. Mr. and Mrs. Thurman Leach left last week for Albuquerque, New Mexico, where they were called by the serious illness of a sister, Virginia.

90 years ago November 27, 1931

Mr. and Mrs. Clifford Parsons left for Canyon City on Thursday of last week, on a visit with relatives, returning home Tuesday, after a hard trip through the snow banks which lined the road from that city to Denver.

Mr. and Mrs. Amos B. Clark and son Amos Jr., and Mr. and Mrs. Rae L. Laird came up from Denver yesterday to eat Thanksgiving turkey with Mr. and Mrs. G.M. Laird.

Oscar Williams and wife left for Denver Wednesday to spend Thanksgiving with his mother and other relatives.

Frank Stahl and Ellis Williams, students at the State University of Boulder, arrived Wednesday afternoon to eat turkey with their home folks.

Died: Robert G. Davey, a former resident of this city, died at Susanville, California, on November 19th, 1931, and interment took place in that city.

He is survived by his widow, Mrs. Ruth Wiley Davey; two sons, Wiley and Robert; a daughter, Ruth; his mother Mary J. Davey; and brothers Will, Warren, Norman, and Fred; and a sister, Mrs. Cora Griffith.

Died: At St. Joseph’s Hospital, Denver, November 14th,1 931, of a complication of diseases, Mrs. Nettie Ashmore, aged 34 years, 6 months, and 11 days. Mrs. Ashmore was the daughter of Mrs. Tom Tregay, of Gilpin County, having been born and raised at Gilpin. She leaves six children to mourn the loss of a devoted mother.

The oldest a girl of fifteen years and the youngest a son five years old. Mrs. Ashmore was well known and well liked at Rollinsville, as well as Gilpin, having lived in both places. She was always of a cheerful disposition, never complaining of her lot and look on the bright side of life. Besides her children, she leaves her mother, Mrs. Gertrude Tregay, and two brothers, Pete and Bill Tregay, both of Gilpin; three sisters, Mrs. Pearl Montgomery of Coalmont, Colorado, Mrs. Alice Cuff of Long Beach, California, and Mrs. Myrtle Nerheim of Perigo, Colorado. Funeral services were conducted by George Hamllik from the Young Mortuary, Denver, with interment at Green Mountain Cemetery, Boulder, on November 17th, 1931.

Could that virus come back?

BY FORREST WHITMAN My Dad’s first wife died of the plague during World War I. He was in the army at the time. Dad never got closer to France than the docks when the war ended on 11/11/11. Certainly, much of life for ordinary folks changed then.

Colorado at war Many in the western towns were called up, but few went to France to fight.

The U.S.A. didn’t get into it till late and some army units like Dad’s didn’t get into it till later still. That didn’t stop people from being fearful just like any other war. The dead and wounded began to come home. It was war.

A tough situation at the start The allies of England, France, the low countries and the U.S. were at a definite disadvantage early on. The situation in spring

of 1918 was especially depressing. The Germans had started a huge offensive against the French. It was expected that would end the war on German terms soon.

The Russians had just cut their own deal with Germany. That enabled the Kaiser’s forces to move an estimated million men into the field against France and England. The Germans now had many big guns too, perhaps 1,500 of them. Even if those figures were exaggerated, German superiority was clear. The Germans were gaining territory quickly, around 1,500 square miles of territory in less than four months. What happened?

Enter the virus What stopped the German advance was possibly the entry of U.S. troops. But it was likely a virus. Influenza

moved quickly and was a deadly killer. It’s estimated that a fifth of the world’s population suffered from the influenza virus. Never before or since had a pandemic that deadly and fast come along. 43,000 soldiers in the American expeditionary force died between July 1917 and April 1919. The German advance was stopped cold, but the allies were not able to advance either. All sides were engaged in a holding action both against each other and against the virus.

The home front It was an amazing time of change. The home front was strong in Colorado.

The laboratory rail cars (once written about here) were rolling, searching for ways to defeat influenza.

Women were riding to meet troop trains, often to Pueblo

or Denver. They gave out cigarettes and candy along with air kisses. For some it was their first time away from home. Women were taking up “men’s jobs” and some refused marriage altogether. In the mountain mines women began to break the taboo and pick up water blasters and shovels.

The status of women bounced up.

There were many choices for women, some more common than in the past.

Some women, already in a relationship however brief, got married for love. That was uncommon except in romance novels. Some married just the night before their guys went off to war.

Apparently, that was the case with my Dad and his first wife, though he would not discuss this.

War bonds were selling

well. Peace group activists were shouted down and the seeds of the terrible “red scare” of 1920 were sown.

Whole industries geared up for war production. It was an unprecedented time.

News of the international situation did reach the troops. Newspapers were fairly up to date on the fortunes of war and the pandemic. Yet, ordinary workingmen like my Dad had little background in European history to judge any of it. Some were skeptical about the reasons for the conflict. Others felt Germany and Austria had to be stopped no matter what. That was especially true after the Germans sank our ships. Mostly they just knew they were drafted and had to do their best.

New micro-brewery eyed for Black Hawk’s Gregory Plaza

The Rocky Mountain Evangelical Free Church is a small, historic building.

Its stained-glass windows and interior were renovated and restored as part of work conducted in the plaza.

The couple’s wedding is not open to the public. However, they plan to have their wedding dance on the outdoor plaza after the conclusion of the ceremony.

WATER TANK PLANS The aldermen approved a $330,700 proposal from Baseline Engineering Consultants, who will develop plans for a million-gallon water storage tank for the city.

Black Hawk, which already has two million-gallon tanks, plans to have the Elkhorn Water Tank built next year on the Young Ranch, which is west of the Central City Parkway. The city has had an easement on the property for

several years.

During the past few years, Black Hawk has purchased additional water rights, including storage space in Georgetown Lake. Several projects – including the recent expansion of the Monarch Casino Resort Spa and the forthcoming, $50 million Lake Gulch Whiskey Resort – are increasing the need for water.

Black Hawk currently gets most of its water from Clear Creek, along I-70, and North Clear Creek, which runs

through the city and along Highway 119.

Underground pipes for the Elkhorn Water Tank were installed several years ago, according to city officials.

Water from the forthcoming tank will flow downhill through pipes to Gregory Hill and the whiskey resort.

As part of a $20 million bond issue approved by Black Hawk Council several weeks ago, nearly $5 million will be spent for the new storage tank and replace the filtration system at the city’s Hidden Valley water treatment plant at the bottom of the Central City Parkway.

Black Hawk Water Department Manager Jim Ford said of the projects, “This will fortify our distribution system.” Replied Alderman Paul Bennett with his vote, “Let’s get it done!”

GROWTH PLAN OK The aldermen approved an update to Black Hawk’s Three-Mile Annexation plan.

Resolution 80-21 adopts the updated 2021 Three-Mile Plan map which includes the Revised Growth Area included in the 2020 Intergovernmental Agreement between the City of Central, the City of Black Hawk, Gilpin County and the Black Hawk-Central City Sanitation District. The 2021 Black Hawk Three-Mile Plan includes the approved 2020 Black Hawk Comprehensive

Plan by reference, showing the revised Growth Area agreed to by and through the 2020 Amended IGA with Central City and Gilpin County (recorded in Gilpin County records on July 9, 2020).

Black Hawk said it doesn’t plan to extend to any lands any farther than three miles from the current city limits.

A map of the growth area includes the Lake Gulch Whiskey Resort property, which fronts along the Central City Parkway. The site includes an old mining area – called “the bulge” by locals.

The annexation plan also includes land along Highway 119, south of the Monarch Casino and the BlackhawkCentral City Sanitation District, which operates a wastewater-treatment plant in the vicinity.

She is survived by four daughters; Mrs. Emma Beall of Golden, Mrs. Gertrude Cox of Nederland, Mrs. Matilda Rusk of Denver, and Mrs. Adelaide Hill of Windsor; two sons, Eugene Perley of Black Hawk, and James H. Perley of Cirtchbell. Three grandchildren; Charles Beall, Mrs. Charlotte Matthews and George Perley, live in Golden. The free reading room which has been conducted for the past year or more in this city, has been discontinued due to insufficient lack of interest being taken to justify the expense, which is necessary to keep the room in order.

151 years ago December 1, 1871

Mr. Gates, recently in charge of the Idaho Mine, at Caribou, was over the first of the week, and reported that there was 22 inches of snow in that camp.

Mr. N.K. Smith of Black Hawk had constructed a ditch from the soft water springs on the left branch of Four Mile Canyon, to supply water for use by the citizens of Black Hawk. The ditch followed very near the track of the old ’59 Gregory wagon road, and was 7,000 feet in length, and logs with a 2 ½ inch bore were used.

Senator Sprague, of Rhode Island, arrived in the mountains on the stage the first of the week.

Mr. George Teal, of Manchester, England, had taken the place of Mr. R.O. Old, as resident manager of the Terrible Mining Company, in Georgetown.

Thatcher, Standley & Company, the Rocky Mountain National, and Nat Young & Company, announced that on and after the first of December their banks would close at 3 o’clock.

Mr. Joseph Collier had engaged the Methodist Church for giving an exhibition of Scotch, English and European scenery and statuary by the oxyhydrogen light.

fans and patrons would like a downhome BBQ restaurant as opposed to a more upscale fine dining restaurant. Needless to say, the opera fans immediately fell in love with the great food and friendly service and JKQ is crowded before and after each opera performance.

Additionally, JKQ does a lot of outside catering in the Central City and Black Hawk area. The JKQ food truck was at the Clear Creek 2000 Rotary Touch-a-Truck event at the Walstrum Quarry in September and Joe and Kara were

set up each Sunday at the Leavitt Street Market at the site of the Masonic Memorials and the Buell Mill. They are strong supporters of the community and served so many meals at the Gilpin County Fair that they actually ran out of food!

The menu includes brisket, ribs, lamb and several specialties.

Addie had the lamb and declared it “wonderful.” The rest of us had the brisket and had to use some take home boxes because there was so much.

Joe mentioned the “Pig Pile” – pulled pork, bacon,

kielbasa, and coleslaw as one of the special menu items. Also, the “Loaded Fries” – fresh cut French fries, pulled pork, cheese and green onions.

We asked them to share any “secrets” they might have about the Teller House. Joe told of the slender young lady in the yellow dress that occasionally appears and tries to entice young men “to come upstairs.” They also spoke

of the faceless security guards that are guarding the room above the kitchen in the back of the restaurant.

During the summer, JKQ is open Tuesday through Saturday for lunch and dinner and in the winter, Thursday through Saturday.

Central Masonic Lodge #6 gathers at JKQ before each of our meetings for dinner in the solarium behind the bar and the Brothers have really fallen in love with the BBQ. If you haven’t been to JKQ, give it a try soon. The food is fantastic, moderately priced and the atmosphere is great.

TURNBACK IN (MILITARY) TIME

A civilian’s duty

BY ROBERT E. BILLER, RET. LIEUTENANT COLONEL, US ARMY SPECIAL FORCES Speech from the Veterans Day ceremony at the Vietnam Veterans Memorial, St. Paul, MN on November 11, 2000

Thank you for inviting me to speak tonight as we recognize the sacrifices of all who have served in this nation’s military. I’d like to say a special thanks to the St. Louis Park VFW [Minneapolis, MN] for hosting tonight’s event and to Stan Kowalski for twisting my arm and obtaining an agreement from me to speak here tonight. He got me to agree to be the guest speaker, but not for the three hours he wanted me to.

I’d like to start with a little quote from an unknown author that I believe sums up pretty well what we are here tonight to honor.

“It is the soldier, not the reporter, who has given us freedom of the press!

It is the soldier, not the poet, who has given us freedom of speech!

It is the soldier, not the campus organizer, who has given us freedom to demonstrate!

It is the soldier who salutes the flag, serves beneath the flag and whose coffin is draped with the flag, who allows the protester to burn the flag!”

We gather here tonight in support of veterans assistance programs. We do this through the sales of the Buddy Poppy.

Many of you and your fellow VFW and Auxiliary members sacrifice many hours to make the program a success. Your contributions do not go unnoticed by the veterans who rely on the proceeds of this program.

But sadly, your sacrifices do go unnoticed by many in this nation who have forgotten what sacrifice means and what the definition of heroism is.

We as a nation seem to forget the sacrifices of men and women who served in our military made and make every day. We forget to take the time to look them in the eye and say, simply, “Thank you.”

Our veterans are too often forgotten after the dust settles and life returns to normal.

What about the veteran who is scarred emotionally or physically? What about the families of those missing or dead? Who remembers them after the dust settles

and the sacrifices are made?

Sadly, too often, it’s veterans’ organizations who seem to be the only ones remembering the sacrifices made and those yet to come.

Like in years past, we remember those who’ve marched through mud, ran upon deadly beaches, trudged through rice paddies and climbed the highest hilltops – all to pay the exact cost of our freedom. We do so with special holidays, BBQ’s and parades. Unfortunately, it seems the BBQ’s and time off work is more the focus of these holidays and not remembrance of those who served. That’s why I want to tell you that: You are doing an important thing – making a difference – by participating in the VFW, remembering our veterans and your communities.

But how do we keep this breathing legacy alive as our nation’s veterans get older and fewer in numbers?

Beyond just remembering our past and present, we must awaken to the challenge of tomorrow. Not only do we owe it to ourselves to value what our veterans have done and earned, but we are also honorbound to use the lessons of their blood and sweat for the betterment of tomorrow. The brave have already preserved

our freedom. They fulfilled their responsibilities, now we must fulfill ours. We must continue winning every struggle to protect the nation and we must provide for those who have served the cause of freedom.

The challenges of the future won’t be any simpler than those of the past. If anything, they will likely be harder, for freedom is taken for granted, the majority of our elected officials never served in the military, and the youth of today are encouraged to avoid military service by parents, employers and a booming economy. But, we remember that freedom is not retained any easier than it is earned.

The demands on those who stand up to defend our nation will continue to be difficult.

The sacrifices necessary will be great. We must fight to ensure our veterans are taken care of today and always! Our nation’s people and our civil leaders must support us and never forget the debt they owe all of our veterans.

Recently, [April 10, 2000] our elected officials voted by an overwhelming majority 397-0 to declare the American G.I. as the “person of the century,” and 399-0 to recognize Vietnam Veterans. Yet, they continue to stall bills that provide care

for our disabled veterans, retired veterans and their families. Politicians are great at symbolism, but fail at action. It’s too expensive to keep their promises. Well what dollar cost do you put on the bloodshed, the lives lost or destroyed and the families ruined because of selfless service and devotion to a nation?

We can start to pay our debt of gratitude to those who gave their lives by not forgetting. Let us never forget what they did. I ask that you continue to promote service to our nation and remembrance of our veterans. Make our political leaders remember with more than just poetic rhetoric. It may be cool today to say you support veterans’ issues, but our veterans need more than just words from our leaders.

I’d like to close with a quote from Winston Churchill.

Although directed at the Royal Air Force, I believe it applies to our nation’s veterans and to all of you for your hard work in support of our veterans.

“Never in the field of human conflict was so much been owed by so many to so few.”

Although I have never served, my father, my brother, and my son have all served our nation in the military and yet, I have little understanding of what it means to be a veteran and I consider that shameful. I jumped at the opportunity to attend the Veterans Day Barbecue hosted by VFW Post 7563 (Stanley Nelson Post) to have a chance to ask some important questions from those who bravely served.

This year’s event was not preceded by ceremony as was tradition; instead favoring an informal gathering with free food, camaraderie, and conversation. It may have been a good thing, since the blustery day with 10-degree wind chill was threatening snow. I sat down with Post Commander E4 Corporal

WORKS DEPARTMENT The City of Central is seeking qualified applicants for a full-time Public Works Maintenance Worker.

The ideal candidate should have a High School diploma or GED and one year of experience as a construction laborer. The candidate should possess a valid Class B Colorado Driver’s License or be capable of obtaining one within three months of the date of hire.

The position is required to perform a wide variety of unskilled and semi-skilled work in maintenance, construction and repair of the CIty’s infrastructure and facilities including but not limited to highways, roads, bridges, streets, curbs, sidewalks, buildings, and other city-owned properties, operates trucks and light equipment incidental to the work. Hourly rate begins at $18.96 per hour and is dependent on qualifications and experience.

BLACK HAWK POLICE DEPARTMENT • On 11/08/21 at approximately 0100 hours a

theft report was taken at the Monarch Casino.

• On 110821 at approximately 1037 hours, Officer B. Davis responded to the Isle Parking Garage on a report of a bicycle theft.

• On 11/8/21, Officer Adler responded to the Lodge Casino (240 Main Street) for a medical situation. Report taken.

• On 11/8/2021 at approximately 1530 hours, Officer Hansen responded to the 5800 block of Highway 119 and met with Colorado State Trooper Heller in reference a possible domestic violence issue that occurred in our city earlier that day. I concluded an investigation.

• On 11/09/2021, Officers responded to the Monarch Casino on an intoxicated party refusing to leave. The party was issued a Gilpin summons for obstructing police and trespassing.

• On 11/09/21 at approximately 1116 hours, Officer B. Davis responded to the Isle Casino on a report of a stolen cell phone. On 11/10/21 Ofc. Hough was called back to the Isle casino and arrested the theft suspect in this case.

• On 11/09/2021 at approximately 1944 hours, Officer Geerdes was dispatched to a welfare check for an intoxicated male outside the Monarch Casino, 488 Main Street. An adult male was transported to the hospital due to his consumption of cough medicine.

• On 11/10/2021, Officer Atencio took a report of a stolen vehicle which was stolen on 11-032021 from the Gilpin Valet Lot located at 130 Main Street.

• On 11/10/2021, at approximately 2244 hours,

Officer Geerdes was on a directed patrol of the parking garage at the Monarch Casino, 488 Main Street when he located a stolen vehicle. A person was contacted and that person was identified as the owner of the vehicle.

The owner had recovered the vehicle at a tow yard and the vehicle was never removed as a reported stolen vehicle.

• On 11/11/2021 at approximately 1056 hrs., BHPD officers responded to a fight in progress with a weapon at the Coyote Motel & Liquor store, located at 5312 CO-119, in Gilpin County. The scene was secured by BHPD Officers until Gilpin County Deputies arrived on scene to take over the investigation.

• On 11/11/21 at approximately 1300 hours, officers received a phone report regarding lost property.

• On 11/11/2021 the Black Hawk Police Department responded to the Monarch Casino to investigate a possible assault between a male and female. The male party provided false identifying information and was found in possession of other parties’ identifications and financial information. The male party was arrested on outstanding warrants and taken to jail. Additional charges are pending.

• On 11/11/2021, Officer Atencio completed a welfare check on an individual outside of the Monarch located at 488 Main Street. For that individuals health and safety they were transported to the hospital.

• On 11/12/2021, BHPD Officers were dispatched to the Monarch Casino on a report of an adult female using narcotics in the casino floor women’s room. The suspect was arrested for possession of a controlled substance and released on a summons.

• On 11/12/2021 at approximately 10:45 hrs., BHPD Officers were dispatched to The Lodge Casino Hotel on a report of found narcotics i n one of the hotel rooms. Further investigation revealed that the suspected contraband was not a controlled substance.

• On 11/11/2021 at approximately 1245 hrs. BHPD was requested by the Lakewood Police Department to affect a warrant arrest of a Domestic Violence suspect at the Monarch Casino. BHPD Officers made contact with the suspect and placed her into custody without incident. She was released into the custody of the LWPD a short time later.

• On 11/13/2021 at approximately 1133 hours BHPD Officers were dispatched to the Ameristar Casino, located at 111 Richman St. on a reported assault on the Gaming floor between a patron and a dealer. Probable cause was established and the dealer was cited for assault.

• On 11/13/2021, Officers responded to the Z Casino on the report of an attempted robbery. Surveillance was reviewed and determined call was unfounded.

• On 11/13/2021 Officer Atencio responded to the Isle Casino located 401 Main Street on the report of a theft. A suspect was ticketed and the stolen property was recovered.

• On 11/14/21 Officer Espinosa responded the Ameristar Hotel on the report of an intoxicated party. One suspect was taken to St Anthon hospital to detox.

• On 11/14/2021, Officers responded to the Ameristar Casino on the report of a physical disturbance. Two male parties were fighting, but neither wanted to pursue charges.

• On 11/14/2021, Officers responded to the Ameristar Casino on the report of a theft. A male party was issued a municipal summons for theft and trespassing.
