Hub project primed O

ne of Horsham’s busiest sporting reserves is set to undergo a major transformation into a multi-purpose community centre.

Horsham firm Locks Construction has won the contract to build Kalkee Road Children’s Community Hub at Dudley Cornell Park. Construction is now likely to start before the end of the year after final construction-planning meetings between the contractors and Horsham Rural City Council. The $4.4-million hub, representing one of the largest community-investment projects in Horsham North, is scheduled to open for the start of the 2018 school year.

Construction of the new hub, to provide maternal and child-health, kindergarten, child-care and other family services, will be on council land next to Cornell Park’s secondary sporting oval. The development is set to dramatically change community dynamics at Cornell Park, which has primarily been a sporting reserve since Imperials football volunteers created a playing arena for Horsham district matches many years ago. The park now provides a base for a variety of sporting clubs and schoolbased events and activities and has the added benefit of a secure water supply from urban storm-water held in Horsham’s Police Paddock dams. Horsham Rural City Council vot-

ed on Monday night to award a $3,738,195 construction contract to Locks Construction, providing the final green light for construction to begin. The decision followed the council’s endorsement of schematic and detailed designs. Council chief executive Peter Brown said planning had involved making sure the new hub had little impact on sporting endeavours at Cornell Park, formerly North Park. “The council had and has purchased properties in Kalkee Road to ensure usual activities continue,” he said. “The project is about providing better services in Horsham, and in particular Horsham North. “It’s the most significant investment

in Horsham North for a very long time and we have had significant support from the State Government.” The State Government is providing $2.6-million for the project and the council is underwriting the balance while exploring other funding options.

Rezoning

The council has issued a planning permit for the project and submitted a planning-scheme amendment to the State Government seeking to rezone the land. The council received two objections to the proposed rezoning, one of which has since withdrawn, and referred the matter to Planning Panels Victoria with a directions and hearing process scheduled this month.
