Finding plan to tackle gridlock ALENA HIGGINS

ouncil has confirmed it will advocate for road improvements to Tench Avenue as the popularity of the river precinct continues to soar. It comes after Councillor Mark Davies requested Penrith Council officers investigate future road infrastructure from Blaikie Road, Jamisontown to the rear of Tench Avenue in a bid to curb traffic congestion and boost pedestrian safety. “I’ve been concerned for a while that there’s a lot, a lot of traffic coming along Tench Avenue because it’s getting more popular,” he said. “There’s upgrades yet to happen that’s going to attract more people. “So what I’ve asked Council to do, is look at all options about what can be done in terms of planning, in terms of getting access from Blaikie Road... to the cafes, restaurants to make it easier for people to access and arrive, taking pressure off Tench Avenue.” Cr Davies flagged it with Council to look at “how it might work and if it might work” in the new Council term. “If they can get a plan up... if the plans are

done, ‘this is what we’d like to do’, then it becomes a project that can attract funding at State and Federal level, so that’s the idea,” the South Ward Councillor said. Gridlock along Tench Avenue, particularly near the East Bank restaurant precinct and adjacent boat ramp, has become commonplace on weekends. This is without new drawcards, such as green space and pontoon upgrades, The Orchard cafe and slated Winter Sports World developments – the later of which is still subject to planning approvals – being up and running. A Council spokesman said landholdings between Tench Avenue and Blaikie Road are privately held. “Over the coming 12 months, Penrith City Council and the State and Federal governments will continue to enhance and activate the family-friendly nature of the precinct through a series of projects,” the spokesman said. “We want residents and guests to be able to move around the City so we will continue to identify transport connections to prioritise funding to align with demand – this includes Tench Reserve and access from other core sites to connect the City.”

It’s November, let’s talk footy The challenge facing women’s sport Gender equality may be the dream, but in reality it is almost impossible to achieve – reality and circumstance will always play their part. You can manufacture it, of course. Quotas, procedures, policies... the list goes on. But the truth is the perfect set of circumstances will almost never align to offer true equality. This issue is one of serious discussion in sport at present around pay packets, particularly rugby league where the Queensland Rugby League recently committed to paying its female State of Origin players the same as male Maroons representatives. It puts pressure on the New South Wales Rugby League to follow suit with the Blues, and the NRL and its clubs will also likely face this issue with the NRLW competition as it continues to grow. The case for equal pay is that our female players are professional athletes often putting in the same time commitment as the men, if not more given they also have to juggle work commitments, given the NRLW runs for only a few weeks and is far from a full-time gig. The case against though is the reality, harsh as it may be, that the female game is not as popular as the men’s game. Maybe one day it will be, and certainly I’ve enjoyed the NRLW and Women’s State of Origin more and more each year, as the quality continues to improve. But the broadcast revenue, sponsorship dollars and ticketing income generated by the women’s game is a fraction of what the men’s game generates. I’ve always defended the high pay pack-

Instead of the constant tinkering with on-field rules, sort out the off-field issues like this. It’s all the fans really want from the game at present. Penrith fans need to calm down the hate, however. When Daine Laurie was pictured in a Penrith jersey on Grand Final night, Panthers fans couldn’t understand why Tigers fans were so salty. You can’t then turn around and complain about Kikau in a Bulldogs polo, particularly when it’s within the rules. In an ideal world, Kikau would find it abhorrent that he was asked to wear another club’s colours. But it ain’t an ideal world. This is business, folks, and if you were offered a multi-million dollar promotion, you’d wear a rival’s shirt too. As for the deal itself, nobody is going to rob Kikau of the biggest contract of his life at a key time in his career. He’s served Penrith well, but the Panthers have proven for some time now that they respect themselves to the point that over-paying players is not in their DNA. It’s a smart let-go, at least as far as the balance sheet is concerned.

Nobody is suggesting the women should wait just as long, but we also shouldn’t put the cart before the horse. Kikau a victim of the system Penrith supporters shouldn’t be upset at Viliame Kikau for donning a Bulldogs polo last week. Instead they should be angry at the system that allows such a situation to happen in the first place. The Kikau saga, where a photo of the Premiership winner in Bulldogs gear set to be released down the track was leaked via a security camera, is all the evidence the NRL needs that its current rules around when clubs can sign players for future seasons need serious work.

Stadium concern I’m hearing that the soon-to-beannounced new stadium for Penrith will have a capacity of 25,000. How anyone could justify the likely bill of hundreds of millions of dollars for a few thousand extra seats is beyond me. I’ve got some real concerns here. The State Government blindly believes this will be a vote winner in Penrith, but the more I talk to people, the more it’s evident there could plenty of egg on a number of faces over this project.

Centre set for upgrade Glenmore Park Town Centre lodges $12 million DA for major improvements

he eastern portion of Glenmore Park Town Centre could look vastly different in the near future, with plans revealed for a major redevelopment. HomeCo, which recently purchased the shopping centre, has lodged a $12 million Development Application (DA) seeking to “revitalise and embellish” the eastern edge of the site with a new three-storey commercial building and dining area. “This DA seeks approval for Stage 1 of the redevelopment of the Glenmore Park Town Centre,” supporting documents state. “The proposed works incorporate the construction of the two new buildings adjacent to the existing south building of the Glenmore Park shopping centre, as well as the reconfiguration of the eastern facade of the shopping centre and adjacent public domain to create a new dining terrace overlooking Ched Towns Reserve.” The subject site, know as 19-31 and 33 Town Terrace, Glenmore Park, includes the buildings and pedestrian terraces

demand, renew the precinct visually with modern, sleek designs, and improve pedestrian accessibility throughout the Town Centre,” the Statement of Environmental Effects shows. “In line with the objectives of the masterplan, the proposal seeks to provide new

office, retail and dining spaces by better utilising the land to the immediate east of the existing shopping centre.” The office building will include basement car parking with 13 secure spaces, services area and upper ground floor comprising of a common foyer area and business-type occupancy. Upper levels are to comprise a medical centre. Construction of a single-storey pavilionstyle building for food and beverage-type occupancies are also in the plans, as are alterations to existing facades and reconfiguration of existing pedestrian terraces, ramps, stairways and pathways, and the establishment of outdoor dining and associated awnings. HomeCo Fund Portfolio Manager Paul Doherty anticipated a build time of six to nine months once approval has been granted. “We’d like to deliver it as soon as we’re in a position of having Council approval and also of having reached suitable agreements with both our existing tenants and new service providers who will also form part of the proposed development,” he said.

Partner secured to manage new social housing building EMILY FESZCZUK

he NSW Government has confirmed a partner to maintain an $18 million social housing development currently under construction in St Marys. The Weekender can reveal that community housing provider Evolve Housing has agreed to a 20 year lease with the Land and Housing Corporation (LAHC) to manage 44 new social houses that will be completed next year. Located on Phillip Street, St Marys, three small houses have been replaced with a five-storey apartment building with 44 apartments, lifts, and accessible homes for people with additional needs. With more affordable housing options needed across Sydney, the project will provide homes and facilities for up to 53 vulnerable community members in St Marys. NSW Minister for Water, Property and Housing, Melinda Pavey said the housing agreement with Evolve will ensure people in need have well maintained homes, along with any support they require.

She said the development was conveniently located for residents. “This attractive, 44 unit development is close to shops, services and schools,

while being part of the renewal of St Marys which will soon receive a new Metro line,” Ms Pavey said. “We especially applaud LAHC’s decision

to offer a 20 year lease, which allows us to make long term plans for maintenance, finance and tenancy management with certainty; improving our ability to offer quality homes and services for tenants.” The construction for the development at Phillip Street has also created 80 jobs and given an economic boost to local trades and businesses. CEO of Evolve Housing, Lyall Gorman, said the not-for-profit community housing provider having a 20 year lease will allow more sustainable planning for the longterm future. “We are excited to be able to help LAHC and the NSW Government provide comfortable homes for people who would otherwise struggle on the private market or even face homelessness,” Mr Gorman said. A linked initiative offers community housing providers the option to agree to a new 20 year lease over older properties they already manage. This has seen more than 11,000 existing three year leases transition to 20 year leases so far. Residents are set to start moving in to the St Marys development next year.

ocal police communications operators are speaking out against a planned proposal to move their jobs answering Triple Zero calls to the Sydney CBD early next year. Up to 70 staff members were informed via email last Tuesday that the Penrith Radio Operations Centre (ROC) would be closed and the team would be relocated to the Sydney Police Centre in Surry Hills. An operator, who wishes to remain anonymous, said adding extra hours of commuting to 12 hour shifts, did not make sense other than being a “cost cutting exercise”. “With bushfires and COVID we have worked so hard for two years and they thank us by saying we are closing your centre with no consultation but everyone wants to work out west where they live,” he said. “Having police communications in a central spot is not a good idea in case of incidents like terrorism and they will end up having huge gaps in staffing numbers if we all leave.” Another operator, who also did not want to be named, said she was absolutely “shell shocked” when she was notified. “As a sole parent managing work and

OVID-19 has forced some changes to the way the Local Government Election will be conducted in Penrith next weekend. The traditional handing out of ‘how to vote’ cards, where candidates often rush voters outside of polling places, is not allowed this year. How to vote cards cannot be handed out within 100 metres of the entrance to a polling place. There’s also additional rules surrounding posters and corflutes.

Pre-poll has started for the election, with locals able to avoid the crowds on election day on Saturday, December 4. he wheels are in motion to address safety concerns regarding the M4 pedestrian ramps across the Nepean River. Edward Versteeg raised accessibility and potential trip hazard issues associated with the steep ramps as a wheelchair user last month (Bridge concerns fall on deaf ears, Weekender October 8). After Transport for NSW indicated no improvements were needed, Penrith MP Stuart Ayres stepped in and said there had been an update.

“An engineering design firm was recently engaged by Transport for NSW to develop a concept design and delivery estimates for upgrading the four ramps on the M4 bridge to meet current Australian Standards,” Mr Ayres said. Mr Versteeg said he is pleased to hear of possible changes but believes community consultation is vital. “I believe there are two types of enhancements available and they both revolve around the gradient, so one would be a steeper ramp and the second option would be the preferred but would cost more. I would really like to be involved in the thought process,” he said.

Victim of own success Council implements new measures to improve usability of boat ramp ALENA HIGGINS

ew measures have been implemented at the Nepean River boat ramp to improve usability. Penrith Council has established a Steering Committee that includes Police, Waterways, and departments within Council to manage the use of the river precinct in a collaborative manner. It comes after concerns were raised about parking, rubbish and swimming in the area near the new boat ramp, which was formally opened in late 2019. “Police support has been requested and Council Rangers have increased their visibility in the area by patrolling on weekends for parking management purposes,” a Council spokesman said. “Increased garbage collection and ‘no swimming’ signage has been implemented.” Last month, Councillor Marcus Cornish described the area as a “victim of its own success” and urged Council to actively monitor cars without trailers parking in trailer only spots. Changes will be made to the old boat ramp, the Council spokesman said. “As part of the Department of Planning,

Industry and Environment’s $10 million Parklands for People upgrade, the old boat ramp will undergo a transformation with new pathways, riverside seating and an amphitheater,” he said. “The new boardwalk area will be connected to the existing jetty area where people will be able to walk from the boardwalk onto the boat tie up jetty section.” Further consideration is required for a dedicated swimming area.

Morrison checks in on airport

he new Western Sydney International (Nancy-Bird Walton) Airport has hit another major milestone with construction now underway on the passenger terminal. Prime Minister Scott Morrison attended the airport site last Friday as work kicked off. Mr Morrison said Friday morning’s announcement marked a significant step in the project.

“The delivery of the Western Sydney International Airport proves once again our Government’s ability to get things done,” he said. “We have made this happen. It is already delivering major benefits for western Sydney, as we knew it would, and it only gets better from here.” Mr Morrison was joined at the airport site by NSW Premier Dominic Perrottet and Federal Minister Paul Fletcher.

Completion of The Northern Road upgrade The upgrade of The Northern Road between Mersey Road and Glenmore Parkway is now complete. Construction started in 2018 and all lanes have now opened to trafﬁc. Some activities such as landscaping, property adjustments and road surfacing are continuing, and will be completed in early 2022, weather permitting. Council election gets closer On Saturday, December 4 the Penrith community will elect 15 people to represent them as Councillors for the next three years. Voting is compulsory for all on the electoral roll and fines apply if you fail to vote. Absentee voting is not an option at local elections. Changes to legislation have been made to allow residents to make a postal vote if they are concerned about the COVID-19 situation. Applications for postal votes can be made online or by calling the Returning Officer and close at 5pm, Monday, November 29. You can also make a pre-poll vote at St Marys Memorial Hall, Jordan Springs Community Hub, Glenmore Park Youth and Community Centre and Penrith Library Theatrette. Voting is an exempt activity under the current Public Health Order which means unvaccinated residents can vote at pre-polling stations or polling places on election day. If you plan to vote on election day, it is important to remember that Penrith is made up of three wards – North, South and East – and

you must vote in your ward. Polling places will be open at local schools and community halls from 8am to 6pm on election day. I love Penrith. I love our local community and their generous spirit. I believe Penrith is Sydney’s best kept secret and an idyllic place to raise a family. Penrith has certainly grown over the last 17 years I’ve been on Council; it has transformed from a large country town into a thriving City. Managing that growth has been a challenge for Council especially when there are population targets imposed from other levels of government. I will continue to fight against unfair regulations that have stripped away elected Councillors’ planning powers and the ability to shape our City. Penrith has been the hottest place on earth twice over the last few years and we need to plan for a more environmentally-friendly City. Studies show that we need more tree canopy and open green spaces to cool the City and that’s what Council is delivering. As a sustainability champion for Penrith, I’m proud of the City Park and Regatta Park that are currently under construction and more City parking at Soper Place. I came to live in Penrith in 2006 to work at Western Sydney University for a research position. I earnt a Masters degree from the University of Sydney and am currently studying in the area of medical science at Western. I am very excited every day to discover how resilient the human body is to disease. I have four children aged 19, 11, 10 and three. My husband is a teacher and we chose to make a life in this area because of the easy drive to the wilds of the Blue Mountains and the infrastructure of a city all at hand. Penrith is a City with a small-town community spirit. I have enjoyed the support of my local Anglican Church playgroup team called Junior Jivers. My three boys spend a lot of time on the field with the local soccer teams at Glenmore Park Football Club and in summer the Redbacks Cricket Club. My daughter dances with Excite Dance and plays tennis at Nepean Tennis Club. There is just so much on offer in Penrith. My eldest rowed with the Nepean Rowing Club before graduating high school. As a Law student at Western, he is in no rush to leave his hometown. Our family is very interested in

impacts of a divided City on our locals and small businesses. I will continue to work hard for Penrith’s economic recovery and fight for more local jobs and services. There is still a lot more to do. Of the existing councillors, only Aaron Duke is not running at the election. Two vocal independent candidates are big players here – Marcus Cornish and Kevin Crameri. My father has his own business as a painter and taught me how to work hard and apply myself to whatever I do. I want the same for Penrith as most people. I don’t want to see it overpopulated and full of tall buildings like Parramatta. When I grew up in Cambridge Park we all had large yards and trees. I am concerned about the size of house blocks now there is no room to even plant a tree. I would like to change this. Penrith needs people in Council who are opinionated and independent. They must be doers not beholden to a political party or peers that they may work for in State or Federal politics. They must work in the best interests of the people that they are supposed to represent. I believe that I fit that description. I am married with four children aged 32, 21 and 20 (twins) all raised in the Penrith area. My business was located in Bromley Road, Emu Plains for over 20 years employing local people. My business experience is an advantage for me on Council as I understand the budgetary constraints as well as the ineffectual spending, and I am vocal on both. I was also a single parent bringing up my son from the age of three months. During that time I was on the Committee of Emu Village Before and After School Care (seven years), a Council service that was invaluable to me and my son. I also started my business during this time. Later I served on another OOSH committee for a further eight years. I first ran for Council due to my concerns over roads and quickly found that things were lacking in many other areas.

I hold a Bachelor of Commerce, am a Fellow of the Institute of Chartered Accountants, a registered Company Auditor and Tax Agent and the Principal of a Chartered Accountancy firm in Penrith. I have represented Council on CivicRisk Mutual Ltd – the local government insurance and risk management mutual – since 1991 and I am currently Chairman of its Board of Directors. I was instrumental in securing the Whitewater venue for Penrith in the lead-up to the 2000 Olympics, and have been Chairman of the Whitewater Board since its incorporation in 1999. The future of Penrith Lakes is something I am very passionate about and I am committed to working with the community and the State Government to ensure there are first rate recreational facilities delivered for residents and future generations to enjoy. The completion of the Soper Place development will result in 600-700 additional parking places, this is part of the Long Term Strategic development of Penrith. I will be advocating for a University Campus within the CBD. I am committed to delivering a strong local economy and to ensure

Over the past five years I have had the great privilege to represent the people of East Ward on Penrith City Council. During these five years, I have worked with the community to fight against the proposed waste incinerator which would have had a detrimental impact on the residents of East Ward. I have been fighting against the State Government’s SEPP which has allowed clustering of boarding houses in areas like Kingswood, and will continue to work with the community to fight against the impact of poor planning rules by the State Government in the next term of Council. We have had some great outcomes for our community with better play equipment, improved roads, more footpaths, a splash pad for Erskine Park and better community amenities. These works have been well-received by the community, but a lot more needs to be done for the residents in East Ward. Over the next term my focus will be on continuing to improve community amenities, ensure Council has a master plan for St Marys Town Centre, which utilises the benefits of the Badgerys Creek Airport Rail Link to drive

I have lived, worked and raised my family in the Penrith area for over 28 years, and I believe that East Ward is often overlooked and not given the recognition and priority it deserves when it comes to funding and better business, lifestyle and recreational decisions. I want to be a strong voice at Council and stand up for all East Ward residents to ensure they are fairly represented. I strongly believe that East Ward deserves better. Many residents will know me from my role as CEO of St Marys Diggers and Band Club. I have proudly served the community club for over 28 years. My leadership role as a CEO gives me a depth of experience in administration, finance, marketing and events, and allows me to work with local community groups, and people, where I have gained an insight into the needs of the area. I also volunteer my time on numerous boards. My family understands, respects and supports my ambitions to do more for the local community, to make it a better place to live, both now and for future generations. I have worked and been part of the social fabric of St Marys and the surrounding area for several decades. My husband also grew up and went

Penrith: Man assaults police during arrest at shopping centre

Penrith: Police find stolen gift cards on woman during stop at station

A man has been charged after assaulting police in Penrith last week. About 11am on Thursday, November 18, a 27-year-old Kingswood man was seen acting strangely at a shopping centre in Penrith. Security officers were observing his behaviour and this allegedly caused the man to become agitated and he started swearing at them. He proceeded to run away from the guards and produced a screwdriver while allegedly threatening to stab the guards. Police responded by attending the centre but could not locate the man. About 1.30pm on Friday, November 19, officers were at the centre again for an unrelated matter when they were alerted by security that the man had returned. Police located the man and allege that during his arrest, he resisted police and refused to obey any directions, which resulted in both officers being assaulted. The man was charged and bail refused. He appeared in Penrith Local Court on Tuesday, November 23.

A woman has been charged after she was found to have goods in her personal custody that are suspected of being stolen in Penrith. About 1pm on Monday, November 22, police were patrolling Penrith Railway Station when they stopped a 28-year-old Penrith woman. After speaking to her, police made checks and the woman allegedly admitted to not having a valid rail pass. She was searched and officers allegedly located numerous gift cards on the woman from various retail outlets. It is believed that these cards were illegally obtained. The woman was charged and will appear at Penrith Local Court on Thursday, December 16. She was also issued with an infringement notice for travelling without a valid travel pass.

Werrington: Police find ‘ice’ on man during arrest over warrants

A man has been charged after being caught with outstanding warrants, prohibited drugs and suspected stolen goods in Werrington. About 1.20am on Friday, November 19, police where patrolling Glencoe Avenue, Werrington when they stopped a motor vehicle on Burton Street for a random breath test. Police spoke to the driver, a 31-year-old Londonderry man and checks revealed that he had two outstanding warrants. The man was arrested and police searched him and the vehicle he was driving. Officers located ‘ice’ in his pocket and a large hydraulic tool, which police alleged was a stolen item. The man was charged and will appear in Penrith Local Court on Thursday, January 20, 2022.

Glenmore Park: Man assaulted at fast food drive through A man has been charged with common assault after an attack in a drive through at Glenmore Park. About 12.40am on Tuesday, November 23 a Prestons man attended a fast food restaurant in Glenmore Park. After placing an order through the drive through window, he was approached by a 45-year-old homeless man, who allegedly starting yelling at him unprovoked. It is alleged the homeless man punched his car door, then reached in through the open window and grabbed him by the throat. Police were contacted and the 45-yearold man was arrested. He was charged and refused bail, before appearing in Penrith Local Court on Tuesday, November 23.

COURT DECISION LIKELY TO ALTER HOW MEDIA USES FACEBOOK PAGES A recent decision in the High Court of Australia is set to change the way that hosts of high profile social media pages allow members of the public to interact with them. In the matter of Fairfax Media Publications Pty Ltd -v- Voller; Nationwide News Pty Ltd -v- Voller; Australian News Channel Pty Ltd -v- Voller (2021) HCA27, a precedent has been set that the hosts of Facebook pages who allow fans and followers to comment thereon may be responsible defamatory conduct arising out of said third party comments. Dylan Voller is an Indigenous Australian man who came to prominence following a documentary on the ABC ‘Four Corners’ program detailing his detainment in a Youth Detention Centre in the Northern Territory. Following publication of the program numerous news outlets posted links to news stories thereto on their Facebook pages prompting a range of allegedly defamatory comments made by third parties in the comments section. Mr Voller sued three media outlets (Fairfax Media, ANC, and Nationwide News) in relation to comments made about him by members of the public on Facebook pages for the Sydney Morning Herald, The Australian, Sky News, ‘The Bolt Report’, and the Centralian Advocate in 2016-2107. One of the critical parts of defamation law is that a claimant needs to prove that a defendant “published” the alleged defamatory conduct. In this context “published” does not have the conventional meaning of say publishing a book or article in a newspaper and simply means “communicated”. Defamation can therefore take the form of newspaper articles or columns,

video content, verbal representations, and things like comments on Facebook pages. Mr Voller argued that by allowing the public to comment on news stories published by the broadcasters about him they were in effect also the publishers of the relevant third party comments. Mr Voller won his case in the NSW Supreme Court and subsequently in the Court of Appeal, prompting the broadcasters to make an application for special leave to the High Court. The broadcasters argued that they should not be liable for defamatory posts on Facebook pages that they control because publication of defamatory material must be intentional, and the broadcasters could not be proven to have had any intention to publish the content of third party members of the public. The Court rejected this argument and essentially found that by hosting a public Facebook page and linking the material such as news stories and articles like those about Mr Voller, the broadcasters essentially facilitated and encouraged the communication that was ultimately found to be defamatory. Relevantly, controllers of Facebook pages can deactivate the comment function so that third parties are not able to make comments. At the time of the conduct giving rise to the Voller case, comments on Facebook posts were not able to be deactivated. This case is likely to see businesses take a much closer look at their social media policies, and the option for third parties to engage in vitriolic online trolling diminish, as controllers of Facebook pages err on the side of caution and limit the ability for the general public to interact with them. Interesting times indeed.

LOCAL FUNERAL DIRECTOR TAKES ON BIG NEW ROLE Local funeral director Asha Dooley has been elected as the President of the NSW Division of the Australian Funeral Directors Association (AFDA). Co-owner of the family operated Grace Funerals in Emu Plains, Ms Dooley said she is honoured and hopes to achieve many things over the next two years as she represents NSW on the AFDA National Council.

“The past two years have been difficult for the industry with the pandemic and I hope that during my term we are able to get back on track,” Ms Dooley said. “We will be focusing on training and continuing development of our members, advocacy to various government agencies on changes to legislation and health regulations.”

Penrith Council has come under fire after it changed its pricing schedule for its Council-run childcare centres. In September, Council introduced a standard nine-hour shift – 8am and 5pm – with parents requiring care for their child outside these hours having to book an 11-hour shift. Deputy Mayor Tricia Hitchen said she was “disturbed” by the change, saying it flies in the face of Council’s flexible working policies and was effectively “dragging women back to the 20th century”. “I just don’t see how we can suddenly declare that eight to five is a normal working day and if you don’t fit within those hours you pay more,” Cr Hitchen said. “I mean we’re dragging women back to the 20th century and telling them they have to work set hours.” Cr Hitchen said she was contacted by an upset mother who had two children in Council-run care five days per week who would have to fork out an extra $110 per week. Previously she had booked a ninehour day starting at 7.30am and finishing at 4.30pm. “It’s an extra $11 for the two hours, which is not too bad except when you have two children and work five days a week,” Cr Hitchen said. “That is such a huge increase and could mean the difference between working and not being able to afford to go to work.” Council said it was a complex issue and an 11-hour day doesn’t necessarily cost more than a nine-hour day depending on the family’s eligibility for the Federal Government’s Child Care Subsidy (CCS). “In some circumstances a family will pay less on an 11-hour rate because of their eligible hours of care,” a Council spokesman said. “By way of example, a child attending five days per week with a childcare subsidy percentage of 85 per cent, the parent (carer) would pay an additional $1.60 per day on the 11-hour fee compared to the nine-hour rate.” About 4,000 local families use Council’s Children’s Services. From March 2022, the Australian Government will pay higher subsides and remove the annual cap to families eligible for the CCS who have more than one child in care. Smoky Sue’s has brought a new take on barbeque and the team behind Percy Plunkett have welcomed a new Italian restaurant and wine bar, GellaFrenda, and a gelato window by Ciccone and Sons. community organisation is calling for the NSW Government to have a more ambitious approach in tackling urban heat in western Sydney. Sweltering Communities has released an open letter to the NSW Premier, Planning Minister and Minister for Western Sydney to help reduce the impacts of extreme heat. “We are feeling the impact of climate change right now and we need to do a lot more to not only reduce that but reduce our carbon emissions which causes these heat extremes,” Sweltering Cities Executive Director, Emma Bacon said. “The current Design and Place State Environmental Planning Policy review is also a huge opportunity to be as ambitious as possible for more energy efficient homes and more liveable and equitable communities.” Working with experts, community leaders and other organisations, Ms Bacon said local people are looking to the government for support and solutions. “We did a community survey and 55 per

cent of people across Sydney think that the way their suburb is built increases heat, but for Penrith LGA it was nearly 72 per cent,” she said. “92.5 per cent of people in Penrith also said that politicians and political parties should have policies on extreme heat.” Minister for Western Sydney and Penrith MP, Stuart Ayres said the State Government is committed to making the entire Western Parkland City, which includes Penrith LGA, a green and advanced City to balance jobs growth, liveability and sustainability. “Investment will enable the Western Parkland City to become a true Parkland, promoting green infrastructure through networks of open space and waterways, increasing the tree canopy and attracting green economic opportunities in sustainable industries,” Mr Ayres said. “The City design will integrate both blue (waterways, stormwater) and green (trees, green roofs, landscaping) infrastructure to retain water in the environment, and improve cooling and shading.” A Penrith Council spokesperson said it recognises the challenge of extreme heat. “Through our Cooling the City program,

Beautiful, kind gesture that will be forever remembered EMILY FESZCZUK

Penrith patient experienced a true act of kindness while being treated by NSW Ambulance Paramedics recently. Evelyne Collins was diagnosed with Leukaemia in October and is receiving palliative care at Hardi Aged Care. The 85-year-old suffers from dementia and had to be transported to Blue Mountains Hospital in Katoomba for blood transfusions as part of her treatment. While under the care of Judy Andrews and Mike Horan, the paramedics decided to stop at the Three Sisters as a surprise for Ms Collins. “We were asked to take her to Blue Mountains as it was quieter and even though she had dementia as soon as we walked outside she said the fresh air was beautiful,” Ms Andrews said. “As she was not at risk and just receiving treatment and we had a quiet moment, we decided to take her to the lookout to show her the view on the way.” Wanting to share a small moment of joy, Ms Andrews said she could have never

predicated the impact it had on Ms Collins and her family. “We wheeled her down and as she was looking around she had this moment of clarity and said she remembered coming there a long time ago with her husband,” she said. “She had this beautiful glow and look of happiness on her face so I took a photo to send to her daughter Kim, who said the family was overwhelmed that we would take the time to do that.” Ms Collins said the visit to the Mountains was just beautiful. “It was lovely that they took the time to do this. It made me feel special,” Ms Collins said. “It makes all the different when you are treated with patience and kindness.” On the frontline of the pandemic for the past two years, Ms Andrews said paramedics pride themselves in providing high levels of care to every patient. “When a family member is in care you always worry if people are caring for them properly and treating them with respect,” she said. “There is a lot of hustle and bustle in this job but patients to us are not just numbers

The original station included a garage, first aid room, and staff facilities on the ground floor, with a fourbedroom residence on the first floor. STRAIGHT FROM THE HEART EMILY FESZCZUK ustralian folk, rock and blues singer/songwriter Kim Churchill will make his way to the Blue Mountains next month for an intimate show at the Baroque Room at the Carrington Hotel. A night of storytelling and reflection, Kim will be launching the final EP, ‘Again’, off his four-part EP collection; ‘I Am Forgetting The End Again’. Spending most of his time living and touring out of his camper van, Kim wanted to document his experiences travelling the country and overseas. “The places I travel sort of morph who I am, so I wanted to record each one in a different part of the world to allow different reflections and create colour and vibrancy through music on the basis of my experiences,” Kim said. “The first was recorded in Berlin, the second Canada, the third in the Blue Mountains and the fourth in Devon in the UK, so in a way they are travel logs and a beautiful expression of how I felt and the people I met in those places.” With the process of each EP varying, Kim said he was worried about the project as a whole but said his core sound runs throughout.

“I was concerned the sound would be so drastically different across the EPs and thought it would be hard to make it a coherent body of work but you know I am so deeply involved in what I am doing realistically when it was all said and done it was all me,” he said. “The producers all attacked things from different angles as well but as a full body of work it is a nice journey through the sounds and feelings that really reflect the vibe and energy of each place.” Last performing in Katoomba in March 2020, he said a special guest will join him for the upcoming performance. “This gig will be really beautiful because my cellist Joshua Luke Rea will be there, so it is an exciting style of show and he adds to my one man band,” he said. Kim said playing in the Blue Mountains is a special experience. “I get so excited to play shows in the Blue Mountains because the audience in that whole surrounding area has such a beautiful respect and passion for live music,” he said. The Fernhill Walking Trail is a 2.6km walking loop of Fernhill Estate. You are invited to have an early look at the stunning property, via the walking trail, from 10am-12.30pm and 1pm-4pm on Sundays. The walk takes in Fernhill Estate’s green setting, and the exterior of the homestead. As the trail includes stairs and uphill sections, visitors should wear enclosed walking shoes and have a moderate level of fitness. Parking and toilet facilities are limited. The second ‘Lego Masters: Bricks

At the movies... REVIEW Halloween Kills  1 hour, 45 minutes The pinnacle of horror movies has always been John Carpenter’s masterpiece ‘Halloween’. Since the original scared the life out of cinemagoers in 1978, there’s been numerous ‘Halloween’ sequels (nine in fact) – some good, some downright awful. When the franchise was revived in 2018, fans were told to forget all previous ‘Halloween’ movies released after the 1978 original, which starred then newcomer Jamie Lee Curtis. Pretend ‘Halloween II’, ‘III’, ‘IV’, ‘V’, ‘VI’, ‘H20’ and so on, didn’t happen. The new order would now be: ‘Halloween’ (1978), ‘Halloween’ (2018), 2021’s ‘Halloween

Kills’ and next year’s final instalment ‘Halloween Ends’. Are you keeping up? Having got reacquainted with the entire franchise in recent weeks, I made my triumphant return to the cinema for ‘Halloween Kills’. When to start swimming lessons E

veryone seems to be attracted to the water as soon as the weather starts to heat up, including children without swimming skills. One of the best things a parent can do to keep their child safer around water is to ensure they start Learn to Swim classes as soon as possible, especially with summer fast approaching after extended lockdowns. So, what is the recommended age to start swimming lessons? Swim Australia recommends starting lessons from six months, but you can and absolutely should practice early water familiarisation before this, so the baby can start to accept and enjoy the water early in life. It is important to make sure your baby has regular baths and showers, and becomes comfortable with the sensation of water being trickled and then poured over their head. Your baby will then accept the water more readily, and with much less fear than a child who has not had this exposure. Shower with your young child, demonstrating that there is nothing to be frightened of and creating positive early associations with water. Safety was always my main motivation to get my children into lessons early, however in recent years a Griffith University study

has proven that there are many other benefits for babies, including the development of gross motor skills and improved strength, co-ordination and balance. Swimming strengthens your baby on the inside, helping to develop their muscles and joints, improving the strength of their heart and lungs, and helps to develop their brain. Balance is improved as a result of much of your baby’s body being supported by water, so the main focus for them is on maintaining balance – as a result, babies who swim tend to have much better balance out of the pool. Plus it’s fun – your baby is less restricted by gravity, giving them the freedom to move in whichever direction they please (with the parent’s assistance), something young infants seem to enjoy very much judging by their happy responses and smiles in lessons!. Warm water combined with gentle exercise will relax your baby, encourage the release of mood boosting chemicals, and stimulate the child’s appetite, with many parents reporting that their babies usually eat and sleep better after swimming. Additionally, the uninterrupted quality time whilst swimming facilitates an even deeper bond between parent and child. See you next week!

Eight tips to help you eat better I

f you’re confused about what you’re supposed to be eating, then keep reading. With the overwhelming amount of information distributed through social media, the media, your friends and family, etc., it’s no wonder so many people are confused about their diet and nutrition. I’ve had many clients come into my office who are overwhelmed, confused and have basically given up on eating healthy because they are convinced, it’s just too hard to make the right decisions. Many of my clients consult with me because they are looking for a healthy diet for weight loss or simply looking to form good diet habits. My goal is to provide them this information, and any information they need to make these changes, whilst eliminating any confusion and overwhelm they may have regarding nutrition information. Here are some basic tips when making decisions for a healthy diet: 1. Keep it simple and aim to consume the least processed food items. Look for foods in their original and whole food form. 2. Include a variety of proteins, vegetables, fruits and wholegrains across

diet, avoid consuming the same foods week in week out. 3. Build each meal with a portion of each macronutrient (protein, carbohydrate, fat, fibre). 4. Limit sugar consumption. Check labels and ingredient lists to ensure the foods you consume don’t contain excess amounts of sugars. Also limit intake of additives and preservatives that may be found in processed foods. 5. Avoid food deprivation and focus on smarter eating, as “yo-yo dieting” can cause weight cycling which has a negative on health. 6. Look beyond the numbers (calories) and focus on the quality of food. 7. Don’t substitute veggie-based foods for fresh vegetables. 8. Choose whole fruits over fruit choice. Nutrition and diet shouldn’t be confusing or frustrating, it should be an enjoyable experience. If your diet and eating plan is an enjoyable experience, it’s more likely that you will be able to stick with it long-term. Pyometra infections explained P

yometra is a serious infection of the uterus that results in the accumulation of pus within the cavity of the uterus. It is generally seen in older female cats and dogs who have not been desexed. Unfortunately, many of our pets have not been desexed during the recent COVID lockdown period and we have seen an increased number of female dogs presenting with this condition that often requires emergency surgery. Pyometras can become life threatening especially if the uterus ruptures inside the body. Untreated pyometra can cause dehydration, kidney failure and eventual death from infection and toxin accumulation. What causes a pyometra? Each time a dog has a season (generally twice a year), she undergoes hormonal changes. These changes affect the uterus and cervix and make infection more likely. Infection is usually caused by a very common organism called E. Coli. The disease usually becomes apparent several weeks or months following heat. What are the signs of pyometra? Pyometra is obviously only seen in females and can occur at any age but more commonly occurs in dogs over the age of

six. Early signs can be subtle and could just include increased licking around the back end or just being a bit tired and

not as hungry as usual. In the advanced stages you may notice that she drinks lots of water and sometimes you may even

find a reddish-brown discharge coming from the back end. Some dogs will have a distended abdomen and become very depressed and tired. How is pyometra diagnosed? A good history is generally suggestive of pyometra but x-rays/ultrasound and blood tests are generally needed to confirm the diagnosis and assess how sick the dog is. Once the diagnosis has been confirmed, the best treatment option is surgical removal of the ovaries and uterus as soon as possible. Some animals are too sick for an anaesthetic and need to be stabilised prior to surgery. Can it be prevented? Yes! The only way to prevent this condition is by having your dog desexed. If you are not intending to breed your dog, then she should be desexed at any time from six months of age. Not only does desexing prevent pyometra and cancers of the reproductive tract, but if you get your female dog desexed before her first season then this reduces the chance of breast cancer developing later in life by 90 per cent. rom Olympic medals to World Cup triumph, Jessica Fox has garnered a lot of accolades in her decade-long career, but recently she was bestowed an honour that left her in “absolute shock”. While sitting on a Zoom meeting earlier this month, Fox’s phone rang multiple times from an overseas number. Like anyone seeing digits they don’t recognise, the 27-year-old was hesitant to answer the call thinking it was a scam. “I was seeing these numbers coming through on my phone that were +41… I was thinking who’s calling me from this

place (Switzerland)? Maybe it’s a scam or something,” Fox told the Weekender. “I had three missed calls from the number, so I thought I better call it back.” When Fox redialled the number a receptionist answered and immediately transferred the call to one of the most powerful people in world sport, International Olympic Committee President Thomas Bach. “When he answered the phone I was thinking ‘oh my goodness, I’m not prepared for this, no one has given me a heads up, what’s going on?’,” Fox recalled. Bach was so desperate to get through to the four-time Olympic medallist because he wanted to appoint her to the exclusive IOC Athletes’ Commission.

An elected body which serves as a link between the athletes and the IOC, the Mission of the IOC Athletes’ Commission is to ensure that the athletes’ viewpoint remains at the heart of the Olympic Movement decisions. The IOC makes direct appointments to the Commission to ensure a balance between genders, regions and sports in addition to athlete elected positions. Fox said she accepted the position on the spot. “It was a big shock and big surprise to get the phone call from him but it was really special and a huge honour to get that call up,” she said. “To serve the global athlete community and to feel the passion that comes from that

community are the things that most excite me. Coming from the Oceania region and also representing a smaller sport, I hope I can bring a different perspective and experience.” While many would expect Fox to enjoy a bit of downtime after the biggest season of her career, the Penrith local has wasted no time getting back into the water. Even though the Paris Olympics are 970-odd days away, Fox knows in order to be an Olympic champion you have to start planning now. “The seasons kind of tick over and it’s always about finding ways to keep improving. The motivation is there for Paris, so it’s exciting to start that cycle now,” she said.

Earlier this year, Ojeda caught everyone’s eye when he put his Dunlop Super2 car on pole position at the opening event of the season in Bathurst. Since then, he has continued to excel in the category with four consecutive top three results, ultimately landing himself with double round podiums across the back-to-back Townsville events. “After a solid performance in Super2 so far this year, and the advantage of having done his first Bathurst 1000 race last year, we decided that the time was right for Jayden to deliver a solid enduro performance this year with our team,” Stone said. “To have Jayden join the team and pair up with Zane for the one and only endurance race on the 2021 Repco Supercars Championships calendar is very exciting.” Bathurst begins November 30.

Around The Grounds FOOTBALL: Western Sydney and Sydney FC have played out the first 0-0 Sydney Derby in four years to open their A-League Men’s season. Both teams showed signs of rust as the game wore on, with neither able to deliver a goal the boisterous crowd of 23,118 at Parramatta’s CommBank Stadium so desperately craved. Despite some early energy, the rival sides struggled for clearcut opportunities and when they did get them, it was the work of their respective goalkeepers that prevented an opening. After the match, Wanderers coach Carl Robinson said: “I thought there was very good stuff but there were also areas where we were a little bit off it today… I thought they showed tremendous heart, courage and desire to not get beaten and that was a real positive.” The Wanderers will return to CommBank Stadium this Sunday to take on Newcastle at 6.15pm.

CRICKET: Despite a strong victory last week, St George were too good for Penrith in Round 3 of the Belvidere Cup. Playing in a One Day match at Hurstville Oval, Penrith won the toss and elected to bat first. Penrith produced a strong score but were dismissed with four balls to spare on 232. Jordan Watson led the way with the bat, top scoring with 70 runs. When St George hit the crease later that afternoon, they reached their opponent’s total with eight overs to spare. Jordan Browne was the pick of the bowlers, taking 3/37. Penrith will aim to bounce back when they face off against Sutherland at Howell Oval this Saturday.

CRICKET: Round 3 of the Nepean District Cricket Association (NDCA) is in the books, with Panthers Cricket Club enjoying excellent results. In first grade, Panthers 9/184 smashed the Werrington Roos 10/68 to secure back to back victories. In fifth grade, Panthers 9/209 defeated Jordan Springs 10/60. In seventh grade, the match between Panthers and Glenmore Park was abandoned due to rain. The teams shared the points. CRICKET: The Sydney Thunder have failed to defend their Women’s Big Bash League title, missing out on a place in the 2021 WBBL Finals. The Thunder Women finished with the second worst record in the competition, with four wins and eight losses to their name. It was a very disruptive season for the Thunder, who were forced to appoint a new captain just days prior to the season starting and were also unable to play any games in NSW due to various border closures and restrictions around the country due to COVID-19. Doing it equally as tough, crosstown rivals the Sydney Sixers finished with the spoon. AFL: The Penrith Rams will begin pre-season training next Wednesday, December 1 at Greygums Oval before having their annual Presentation Day next Saturday, December 4. Cummins set to create history TROY DODDS

at Cummins is on the verge of creating a slice of history by becoming Penrith’s first ever Australian Test skipper. The 28-year-old, who made his Test debut a decade ago, is the hot favourite to replace outgoing captain Tim Paine, who resigned last week in the wake of a sexting scandal that has rocked Australian cricket ahead of the Ashes. Cummins is seen as a trouble-free, fresh face to lead Australian cricket forward after a rocky few years. The 2019 Allan Border Medallist would become Australia’s 47th Test captain if given the nod at some point in the next few days. Former captain Steve Smith is considered his only rival for the top job. Australian cricket legend Shane Warne has backed Cummins for the position ahead of the summer of cricket. “For me the time is right to make Pat Cummins captain, something I thought even before the events of Friday unfolded,” Warne wrote in a column for The Daily Telegraph.

“The poster boy, respected and loved the world over, Pat Cummins should now be named captain, and either Matt Wade, Josh Inglis or Alex Carey should get their chance to come in and play Paine’s role in the Test team.” Warne continued: “He’s got the utmost respect from teammates, and everyone in world cricket. He’s earned that from the way he has conducted himself. We want him to continue like that. What we don’t know about is his tactical nous, his cricket brain. We’ll have to watch that unfold.” Cummins will be thrown straight into the fire with the first Ashes Test against England just a few weeks away. Paine stood down last week as details about text messages sent in 2017 came to light. “Despite the mistake he made, Tim has been an exceptional leader since his appointment and the Board thanks him for his distinguished service,” Cricket Australia Chair Richard Freudenstein said. “Tim will continue to be available for selection in the Test team through the Ashes summer.” The new captain is expected to be announced in the coming days.

In what’s been the most talked about signing this off-season, the 26-year-old Premiership winner will depart Penrith at the end of next season to link up with a host of former Panthers, including Phil Gould and Trent Barrett, at the Belmorebased club in 2023. The big Fijian’s departure was reported in the media last Friday before a controversial photo of Kikau donning a blue and white Bulldogs polo shirt was leaked online shortly after. The leaked screenshot, which also featured a smiling Gould and Barrett alongside Kikau, resulted in a highranking Canterbury Leagues Club executive quitting his position following an investigation. As for Kikau himself, he was furious news of his impending departure from the foot of the Mountains was revealed in such unprofessional circumstances. “Today photos were taken of me wearing another club’s colours. ne of Penrith’s rising stars on the race track will tackle the most famous circuit in the country next weekend. Matt Stone Racing (MSR) has confirmed local resident Jayden Ojeda will co-pilot the #35 Yellow Cover entry with Zane Goddard at this year’s Bathurst 1000. “I’m thrilled to be teaming up with Zane for Bathurst 1000 in the #35,” Ojeda said. “It has been a chaotic year so far, so I am looking forward to heading to Bathurst and turning some extra laps.” MSR team owner Matt Stone expects the youngster to complement Goddard well at Aussie motor sport’s most famous event. “We have been assessing our co-driver options for a while now and wanted to have a good look at the top Super2 talent as well as some experienced drivers,” Stone said. “We generally prefer to support the younger drivers but, at the same time, this is Zane’s Championship, so the most important factor is to have a safe pair of hands who understands the role of a co-driver and will work well with Zane and the team.”
