Masks in workplaces as COVID-19 strikes back

GLADYS GOES HARD Masks are now compulsory in workplaces while singing and dancing is off the agenda yet again as New South Wales deals with a fresh outbreak of COVID-19 in the community.

New restrictions came into force on Wednes-

day, which include a limit of five visitors to homes, including children, and a restriction on dance and gym classes to 20 people.

The strict new rules will be in place until at least next Thursday morning.

“We don’t take these steps lightly and we never want to impose restrictions unless we absolutely have to,” NSW Premier Gladys Berejiklian said.

“We know the effect this will have on resi-

dents and venues but we must take this action now to ensure we keep on top of this outbreak.”

Health Minister Brad Hazzard declared: “The pandemic is far from over.”

Delivering for the west State Budget wins for Penrith and Mulgoa, as pandemic recovery continues EMILY FESZCZUK

illions of dollars are set to be spent in the local area as part of the 2021-22 NSW Budget, which was handed down on Tuesday.

Despite having a $7.9 billion deficit, which is expected to hit $8.6 billion, Treasurer Dominic Perrottet said the state will return to a $0.5 billion surplus by 2024-25.

“The NSW Government is maintaining its commitment to support job creation and economic recovery, with billions in stimulus and support measures continuing into 2021-22,” he said.

“The Budget also includes more than $6 billion in rebates, concessions and cost of living measures which benefit households across NSW.” Spending in the Penrith area includes $14.1 million for ongoing school infrastructure projects, $162.3 million towards the Nepean Hospital redevelopment and $13.3 million to commence construction of the new Emu Plains Commuter Car Park.

Penrith MP Stuart Ayres said the

community will benefit, including Cambridge Park Public School which will receive security fencing and CCTV cameras after multiple break-ins.

“Penrith is going from strength to strength and this Budget will keep fuelling confidence in our community,” he said.

“This government is working hard right across the state to improve the infrastructure at our local schools, with funding for significant upgrades to student and staff facilities, security upgrades, outdoor space and improvements to accessibility.”

Mulgoa MP Tanya Davies welcomed $23.6 million to build the new Mulgoa Rise Primary School at Glenmore Park and $201.4 million for the Western Sydney Growth Roads Program.

“Mamre Road from the M4 Motorway to Erskine Park Road, Mulgoa Road and the Horsley Drive from the M7 Motorway to Cowpasture Road have all received funding to be upgraded,” she said.

“The NSW Budget 2021-22 prioritises our election commitments, just as we promised, whilst turbocharging infra-

structure and service delivery across the region.”

The Community Building Partnerships for the Penrith and Mulgoa electorate will also increase from $300,000 to $400,000 for the next two years.

The State Government is also committing to $100 swimming lesson vouchers for children aged three to six, and continuing the Free Pre-school Program until the end of 2022.

There are also large investments towards community sport, palliative care and supporting people impacted by domestic violence.

Londonderry MP Prue Car said she is pleased about investment in security measures and the Stage 2 upgrade of Jordan Springs Public School but is disappointed there was no commitment to a Jordan Springs high school or an upgrade to Werrington Road.

“When Jordan Springs Public School has more than 700 students right now, the Liberal Party’s argument that a high school isn’t needed in Jordan Springs just doesn’t make sense,” she said.

“I’ll continue to fight hard for these local projects.”

COVID fatigue, but vaccine remains our key to normality I f you’re feeling like you’ve got COVID fatigue, you’re not alone.

Here we are again, some 18 months since ‘Coronavirus’ became part of our vocabulary and we’re still dealing with unpredictable and ever-changing restrictions.

On Wednesday NSW Premier Gladys Berejiklian stopped short of a full blown lockdown, but she did implement a range of new restrictions, including the need for masks to be worn in offices and outdoor seated events to be limited to 50 per cent capacity.

We’ll be wearing masks at Woolies again, gym classes will be restricted and singing and dancing is back off the agenda, except for small groups at weddings.

The yo-yo of restrictions is frustrating and the community response this week has reflected that, with apathy towards restrictions growing and question marks about when this will all stop.

There’s anger, too, given this was all sparked by a frontline worker who wasn’t vaccinated.

We can hope these new restrictions will only last one week, but the health advice will determine that.

“Health advice”, of course, has become the term used to justify pretty much every decision on restrictions as far as the pandemic goes.

And it’s true, we should be following the advice of the experts. And despite my reservations, I’ll mask up for the next week, trusting in Dr Chant and her team.

But you can’t blame people for being sceptical of the advice that comes from some of our health officials.

We’ve had South Australia’s Chief Health Officer urge AFL fans to avoid touching the ball if it happened to be kicked into the crowd at a recent match in Adelaide.

“My advice to you is to duck and do not touch that ball,” she urged.

We’ve had Victoria’s main man, Brett Sutton, fly off to Canberra for a glitzy awards night while his health orders kept Victorians locked in their homes.

“You can’t really honour people for their fantastic research without being there in person,” he had the hide to say.

Then you’ve had Queensland, at one stage of the pandemic telling people they had to wear masks when driving in their own cars.

All of these people are exceptionally well qualified but with advice like that you can understand the apathy that is being developed for the virus and restrictions that come with it.

So what will stop the on-again, off-again nature of restrictions, and the silliness of border closures that divide, not unite us as Australians?

The answer of course is the vaccine.

We’re seeing the United States and Europe re-open again, despite numbers of cases still in the hundreds per day in some areas. They’re backing the vaccine, however, to ensure their health systems do not become over-run despite the new cases.

Eventually we will need to do the same.

This whole mission of “zero cases” is an impossible dream, especially once the world starts to open up again.

We’ll need to live with cases and outbreaks, knowing the vaccine is preventing a full blown health crisis.

To get to that spot though we’ll need two things: the Federal Government to improve its roll-out, and vaccine hesitancy in the community to dissipate.

I really can’t understand the arguments of those refusing to get the jab, unless of course a medical professional has advised you not to based on your circumstances. Vaccines are among the most proven, successful health technologies ever invented. They save millions of lives every year and they are our ticket to normality, as they have been countless times in world history.

High altitude training Air Locker site set to open in Penrith, shaking up the traditional workout ALENA HIGGINS

A

new gym is heading to town, but it’s not what you might expect.

Air Locker Training, which simulates training at high altitude, has attracted a cult following since Newcastlebased founder Roman Brady developed the idea in 2019.

With studios in Bondi, Newcastle, Kotara and Maitland, Mr Brady is now partnering with dozens of franchisees to open up Air Locker sites across Australia.

And now, a local family has lodged a Development Application to bring the franchise to the Penrith Homemaker Centre, with plans to occupy the former Beds n Dreams site.

Mr Brady, whose background is in mining, said he wanted to create a product that was different to what was on the market.

“The Air Locker journey, it’s altitude training so it’s a lot more efficient training, you can lose fat quicker, build muscle a lot more efficiently without the heavy load, and a lot of high performance athletes use it to get a competitive advantage in sports.

Uncertainty surrounds future of daycare centre ALENA HIGGINS

T

he future of a South Penrith daycare centre is in doubt after the Education Department cancelled its provider approval due to alleged breaches.

Little Triumphs Early Education Centre and Out of School Hours Care (Little Triumphs) was scheduled to close on Tuesday, but was granted a further stay to operate until further notice.

It comes as several former staff members, who resigned after the service approval was stripped, battle to recover thousands of dollars in unpaid leave and superannuation entitlements.

“Following an investigation, the Department cancelled the service approval for Little Triumphs as they were found to be in breach of conditions of their service approval,” a NSW Education Department spokesman confirmed.

“The provider has applied to the NSW Civil & Administrative Tribunal (NCAT) for a stay and review of the decision.

“NCAT granted a stay of the Department’s decision, effective through to June 22, 2021.”

On June 22, NCAT directed that the decision to cancel the applicant’s provider approval is stayed pending a further order of the Tribunal.

However, the applicant is not allowed to advertise for new enrolments and must inform parents within 30 days that the service will be sold within six months, and if the service is not sold within six months, the service will close.

The service is also not allowed to operate with volunteers.

The Department, which is the regulator of education and care services in NSW, said the Birmingham Road centre, “presents an unacceptable risk”, but was unable to provide further details due to the ongoing legal proceedings.

“The provider has failed to comply with the National Law and Regulations in respect to the operation of the service and presents an unacceptable risk to the health, safety and wellbeing of children,” the spokesman said.

At the time of the Department’s action, the service was approved to provide education and care to 32 children.

It is not the first time the provider has been prosecuted, with Little Triumphs Pty Ltd fined $20,000 in 2018 after it was found to be providing education and care to children at a second site on the same street without a service approval.

The lawyer acting for Little Triumphs declined to comment, noting the matter is currently before the court and listed for a four-day hearing commencing on September 20.

However, it’s never been really available for the general population and we’re really passionate about trying to make something like this, that’s generally been high end, accessible for everybody,” he said.

Workouts are circuit-based and classbased, lasting about 50 minutes including meditation at the end.

“We do a lot more neural exercises in our workout like hand and eye coordination drills, so we try to get you fatigued and then get you to make good decisions or be reactive under a fatigued state, which translates to everyday life,” Mr Brady said.

He said it usually takes about five or six sessions for the body to adapt to the reduced oxygen levels.

“Our coaches will make sure our members’ blood saturation levels are within a range, and if they go under our range, they’ll be told to back off,” he said.

“After about five or six sessions you’re able to cope with those conditions better, but in everyday life everything is easier because your body is used to doing it with decreased oxygen.”

Mr Brady hopes the Penrith franchisee is just weeks away from getting Council’s all clear to occupy the site.

s construction continues to boom in western Sydney during a national timber shortage, a survey of Lindsay has revealed that nine out of 10 residents want more locally grown timber.

The Australian Forest Products Association (AFPA) and local builders are calling on the government to help meet the demand by increasing sustainably managed plantations.

AFPA Deputy CEO Victor Violante said companies have had to rely on international imports as domestic timber supply has not kept pace with population growth, but a global surge in timber prices has made it harder to fill this gap.

“Australia’s post-pandemic housing construction boom, spurred by welcome incentives like HomeBuilder and exacerbated by a sharp decline in imported timber, has highlighted just how important it is to grow our own timber for housing,” he said.

“Timber sawmills around Australia are working overtime, double shifts and weekends at maximum capacity to try to meet the unprecedented demand.”

Business Manager of Wallacia-based, Ultima Building Group, Veronica Sparagis said the shortage has impacted her and her husband’s company.

“This time last year the turnaround for

a timber frame was two weeks, now it is 12-plus weeks. Our supplier is booked until September but can not guarantee those jobs will even be available because of the impact,” she said.

“Some overseas timber from Europe is coming through but our LVLs (Laminated Veneer Lumber) from America have impossible delays... our supplier Trustco will have timber arrive and it will be all gone in one day.”

Ms Sparagis said they have had to update their internal processes to ensure they still provide quality service to clients.

“The delays are now built into our timeframes, and we keep up communication, so clients are updated on the progress,” she said.

“I pre-order frames much earlier now rather than waiting until I need it, which is hard for a small business, it is a large financial outlay but that is how we make sure we look after our clients.”

Mr Violante said the results of the UComms survey of 633 Lindsay residents that was commissioned by the AFPA show Australians want the Government to take more responsibility.

Assistant Minister for Forestry and Fisheries Jonno Duniam said it was working to support the industry.

“Aussie timber is world-class, and we’re doing everything we can together with industry to meet the growing demand,” he said.

Putting Australia first Council election candidates oppose Aerotropolis and new train service ALENA HIGGINS

wo new candidates have emerged for the upcoming Penrith Council elections, with the Australia First Party vying for a spot in East Ward.

Leader of the political party Jim Saleam confirmed the Australia First ticket will be led by Lili Orrock, with second candidate Michelle Burgess actively involved in campaigning.

Both women oppose the Aerotropolis, government corruption, the raising of the Warragamba Dam wall and were drawn to the nationalist party due to a perceived lack of true Australian interest in other political parties.

“Although the construction is ploughing ahead, I stand by local residents who have been disenfranchised or affected by both the acquisition of their property for the Aerotropolis project and the intrusive train line from Badgerys Creek to St Marys,” Ms Orrock, a St Marys resident, said.

“I believe that Australia should be for Australians and Penrith should not be the third Greater Sydney city for immigrants

RESTRICTIONS RETURN AFTER COVID-19 OUTBREAK Story continues from front page The one person per four square metre rule has been re-introduced for all indoor and outdoor settings, including weddings and funerals.

Dancing is still allowed at weddings but for the bridal party only, with a maximum group of 20.

Masks in workplaces is perhaps the most surprising of the new restrictions. It’s the first time such a rule has been in place for office environments since the start of the pandemic.

The new rules, which cover all of Sydney plus the Central Coast, Blue Mountains, Wollongong and Shellharbour, follow an outbreak that is largely centred around

Westfield at Bondi Junction, with dozens of cases now reported.

The new rules also limit stadium capacity to 50 per cent, placing doubts over a big crowd at next Friday night’s Panthers v Eels blockbuster in Penrith should the restrictions be extended.

Popular river car park set to close

The new-look Regatta Park area.

Fans of the Great River Walk will no longer be able to park in the eastern car park from next month, permanently closing as part of the first stage of the $24 million upgrade to Regatta Park.

Shutting from early July, the car park that is closest to the Nepean River will make way for construction to transform the eastern riverbank from River Road to the river foreshore, also known as River Road Reserve.

This section of the riverbank and access to the Nepean River from Regatta Park will also temporarily close from early July until the end of November this year but the walk will remain open.

Penrith Mayor Karen McKeown said a key feature of the upgrade is the delivery of a new car park which will increase the number of parking spaces at Regatta Park.

“A centralised car park, with overflow parking and on-street parking is being delivered as part of the upgrade to Regatta Park,” she said.

“Although the eastern car park is closing there is alternative parking in the western car park at Regatta Park and parking on the other side of the river along Tench Avenue, and in the Tench Reserve car park.”

A man has been charged after driving without holding a licence in Orchard Hills.

About 10.40am on Thursday, June 17, police were conducting stationary breath testing on Mamre Road, Orchard Hills.

Police stopped a 54-year-old Moorebank man and asked him to produce his drivers’ licence, but he allegedly stated he did not have one.

Checks revealed that the man has never held a licence in any State or Territory in Australia.

The man was breath and drug test which both proved negative, and he was charged with ‘never licenced person drive vehicle on road – first offence’.

He is set to appear in Penrith Local Court on Thursday, July 22.

Emu Plains: Man charged after incident at licenced premises

A man has been charged after resisting police and using offensive language in Emu Plains.

About 10.35pm on Friday, June 18 police have attended a licenced premises in Emu Plains with a drug dog.

Police saw a 27-year-old North Parramatta man and two other men turn and begin walking away so they stopped the 27-year-old.

He immediately became argumentative and started swearing at the officers.

The man produced identification when he was asked but continued to use offensive language towards police.

He was informed he would be receiving an infringement for offensive language before allegedly grabbing hold of one of the officers’ hands. The officer pushed the man away and then a struggled ensued between them both.

During this, it is alleged the man swung his arm backwards and struck a female officer in the face.

The man was arrested and charged with ‘assault police in execution of duty’ and ‘offensive language in a public place’.

He will appear in Penrith Local Court at a later date.

Kingswood: Man to face court after found with knife and drugs

A man has been charged after possessing prohibited drugs and carrying a knife in a public place in Kingswood.

About 9.45pm on Saturday, June 19, police were patrolling Santley Crescent, Kingswood when they sighted a man riding a push bike.

Police stopped the 27-year-old Jamisontown man and when searched, they allegedly located a small resealable bag containing methylamphetamine and a small knife in a bum bag he was carrying.

He was charged and will appear in Penrith Local Court on Wednesday, August 8.

Cranebrook: Police chase results in arrest of man and woman

A man and woman have been charged after a stolen vehicle led to a police pursuit in Cranebrook.

After a black Lexus was stolen from Plumpton on Tuesday, June 8, it was sighted in McGann Place, Cranebrook around 10pm on Sunday, June 20.

Police were informed and while patrolling the area, they entered McGann Place where the vehicle drove directly towards the police vehicle.

When police activated their warning lights and attempted to stop the vehicle, the vehicle drove off, initiating a pursuit.

The vehicle was pursued around several streets in Cranebrook and allegedly ran a red light at the intersection of The Northern Road and Andrews Road, Cranebrook.

Police continued to pursue the vehicle to Victoria Road, Werrington before officers terminated the pursuit due to speed.

A short time later PolAir managed to find the vehicle and track its movements through North St Marys before it stopped at Roebuck Road, Willmot.

The driver and passenger exited the vehicle and ran into a nearby unit block before police quickly attended.

They located and arrested a 28-year-old South Penrith man and a 23-year-old Valentine woman who allegedly spat on two officers during the arrest.

PUNISHMENT CONUNDRUM We often get asked questions by clients, family and friends about seemingly quirky or unjust punishments handed down by courts in criminal cases.

The most common context in which this arises is in the case of violent crimes against vulnerable victims such as child sexual assaults and/or violence perpetrated against women that evoke a significant emotional response from most people resulting in a perception in the community that all offenders of this type should have the book thrown at them.

The fire of community outrage is also stoked when we hear of repeat offenders engaging in the same criminal conduct over and over and somehow avoiding jail.

Whilst the moral element of the “lock them up and throw away the key” argument is sound, the community does themselves a disservice in not seeking to understand the basic principles that underpin the penal system in NSW and most of the country.

The High Court said it best when it set out the principles that apply when a sentence is imposed by a Court in the case of Veen -v- The Queen: “… sentencing is not a purely logical exercise, and the troublesome nature of the sentencing discretion arises in large measure from unavoidable difficulty in giving weight to each of the purposes of the punishment. The purposes of criminal punishment are various: protection of society, deterrence of the offender and of others who might be tempted to offend, retribution and reform. The purposes overlap and none of them can be considered in isolation from the others when determining what is an appropriate sentence in a particular case. They are guide posts to the appropriate sentence but sometimes they point in different

directions.” In other words, every case is different and the penalty imposed by a Court must seek to not only punish the offender and deter other people from committing similar offences, but also aim to rehabilitate the offender where possible.

There is also an overarching principle that prison must be the last resort for a court in considering what penalty to impose.

This means that courts need to establish an informal hierarchy of the objective seriousness of different types of similar offending that to the lay person might appear to be the same.

Take for example the universally abhorred crime of child sexual abuse.

Most people’s gut reaction to offenders of this type is to throw them in prison for an extended period of time, if not forever.

However the reality is that some child sexual offences are more serious than others and so there needs to be a breadth of punishments imposed by the courts that reflect different types of offending. For example, an offender with one victim should in theory receive a lesser sentence than an offender with multiple victims. Of course, it is not that simple.

The specific acts perpetrated by the offender with one victim giving rise to the offence may be far more violent than the acts of the offender with multiple victims, or there might be other critical differences between each case.

Then, of course, the court must weigh up the plight of the victims of these crimes. Ideologically most people would agree that one victim of a perpetrator of an offence of this type is no less entitled to see their attacker punished than multiple victims of another offender.

And so, you start to see the incredible difficulty magistrates and judges are faced with.

Helping to create jobs Universities and TAFE get behind Aerotropolis and its opportunities EMILY FESZCZUK

W

hile the Western Sydney Aerotropolis will offer the jobs of the future, a group known as the Multiversity has come together to get students ready for their careers today.

The Multiversity is a unique partnership between the University of Newcastle, UNSW Sydney, the University of Wollongong and Western Sydney University, which collectively are known as the NUW Alliance, and TAFE NSW. Starting to enrol students for Semester 2, 2021, a new program of Science Technology Engineering and Mathematics (STEM) courses have been announced to meet the future needs of the Aerotropolis and Western Parkland City.

Managing Director of TAFE NSW, Steffen Faurby said the model that combines university, vocational education and workplace training is the result of a landmark collaboration.

“This landmark collaboration between TAFE NSW and the consortium of universities responds directly to the growing demand for digital engineering appren-

ticeships incorporating technology such as cyber-physical systems and additive manufacturing,” he said.

“Graduates with these skills are in demand for smart farming, mining, aerospace, defence manufacturing, robotics and food manufacturing industries which will be crucial with the nearby Aerotropo-

lis poised to become a major hub for these industries.”

Students can complete one of eight short undergraduate certificates or the Australian first Diploma in Aerotropolis Industry 4.0 (Mechatronics Skills), all of which will receive advanced standing into higher level courses at all participating universi-

ties. NUW Alliance, Chief Executive Officer, Dr Andy Marks said people should take advantage with a transformation of manufacturing in western Sydney taking place.

“Now is the time for the region’s school leavers, with an interest in STEM, and existing workers to look at opportunities to future-proof their careers and jobs and this program delivers on that front,” he said.

“Through the Multiversity and with a financial boost of a Multiversity Industry Scholarship Fund for both Undergraduate Certificate and Diploma students, people can build the skill set they need to position themselves within the internationally engaged industry ecosystem emerging in western Sydney on the back of generational opportunities like the Western Sydney Airport and Aerotropolis.”

The first 50 students that enrol who are already employed in the industry will receive a $2,000 scholarship to support industry participation and an additional 50 scholarships will also be available for general enrolments.

Weed battle rolls on

No resolution in funding conundrum for Nepean River weed management ALENA HIGGINS

T

he stoush between Hawkesbury River County Council (HRCC) and the NSW Government over weed management continues to wage.

HRCC, which manages weeds along the Nepean River, had its operational funding for its weed harvester pulled last year, and remains in the dark about its future funding.

Earlier this month, HRCC met with Federal MP for Lindsay Melissa McIntosh and Federal Assistant Minister for Environmental Management Trevor Evans to discuss the issue.

“We’re asking for between $100,000 and $150,000 annually which restores our operational funding, which allows us to keep our staff and that skill set on board,” HRCC Chairman, Nathan Zamprogno said.

“It means the plant and equipment isn’t sitting rusting in our depot, it means that it can be out there on the river for as many weeks are needed throughout the year.”

harvesting earlier this year to a battle against complacency.

“We found that we were getting a lot of traction and then the floods came,” he said.

“And now people are saying, ‘well that problem doesn’t exist anymore, the flood would have cleared out the river’, but it’s only for a short period of time.”

Ms McIntosh, who delivered $500,000 in 2019 to upgrade weed management infrastructure, said the health of the Nepean River needs ongoing support.

“The weeds we’ve all seen on the river are not only an issue for the health of the river, but for the safety of everyone who uses it,” she said.

“While there aren’t too many weeds on the river right now after the recent floods flushed the system, we can’t become complacent and allow the weeds to come back.”

Greater Sydney Local Land Services General Manager Sharon Elliott said 2021/22 Weed Action Plan funding applications were currently being assessed.

“When LLS has been advised of the funding amount, successful applicants will be advised of their allocations,” she said.

Students come together in awesome display of talent EMILY FESZCZUK

enrith Selective High School is setting the stage to showcase its skills in drama and music with other schools as part of a NSW Public Schools program.

Having participated in the LightsUP Drama Festival in a sell out show, the selective high school is holding workshops for the NSW Public Schools PULSE String Ensemble.

Penrith Selective High School Head Teacher of Creative and Performing Arts, Anthony Vassallo said the drama performance, held at The Joan last week, was a great success.

“There were over 230 students from 15 schools that presented the work they had created in terms 1 and 2 in an event that was completely sold out,” he said.

“There were kids from Kindy taking the stage for the first time and Year 12 students taking it for the last, so it was great to bring them all together.”

Talented instrumentalists get to rehearse and perform as part of a high-quality ensemble and work with expert tutors on a challenging repertoire.

“It was exciting, the program has more than tripled in three years and we had 60 kids from 15 schools,” Mr Vassallo said.

“It was nice to see string players from Year 4 through to 12 from schools all over Sydney and celebrate the progression of their skills.”

Mr Vassallo said the programs are beneficial for students who have a passion for the performing arts.

“At each school there might only be a

small number of string players but when you bring 60 of them together it creates this mini community,” he said.

“The greatest thing for me as a teacher is helping my kids see there are other people out there like them and giving the community the opportunity to see their skills and hard work.”

Chamber to host tourism forum P

enrith Valley Chamber of Commerce (PVCC) will again shine a spotlight on the talent, innovation and uniqueness shaping the city’s future when it holds another LightsOn Penrith forum on July 2.

The second such event will focus on the tourism and hospitality industry as Penrith prepares for the 2026 takeoff of the new international airport at Badgerys Creek.

Penrith MP Stuart Ayres will highlight tourism and hospitality opportunities across the region.

Penrith Council General Manager Warwick Winn will discuss the draft visitor economy strategy and festival plan.

Destination NSW General Manager Stephen Mahoney will share insights on what strategies work for tourism in NSW, and Winter Sports World Managing Director Peter Magnisalis will outline what the $300 million proposed development could mean for tourism locally and beyond.

There will also be a lively panel discussion about the opportunities and challenges facing the region’s tourism, hospitality and visitor economy sector.

To be held at the Regatta Centre, the invitation-only event will encourage

conversation about Penrith’s identity, the visitor economy and the future of the burgeoning region.

“From thrilling adventure attractions, modern accommodation, internationally competitive sporting facilities, quality fresh seasonal food, on-trend craft brewers and talented artisans, Penrith is on the cusp of discovery as we prepare to welcome international guests through Australia’s newest gateway to the world – the Nancy Bird Walton International Airport,” PVCC President, Kate Rafton said.

The LightsOn Penrith series was inspired by the city’s history.

More than 130 years ago, Penrith was recognised as one of the most progressive and modern towns in NSW when the Sydney region’s first electric light station was installed in Belmore Street.

Council has now finalised contracts with settlement due in 2023 and can commence the planning phases of the project with a development application expected to be lodged in mid-2022.

he winter school holidays (June 28 – July 9) are almost here and there are plenty of activities around Penrith to keep the kids warm and entertained.

Care across generations Somerset Cottage celebrates three decades of looking after local children EMILY FESZCZUK

S

omerset Cottage Early Childhood Education and Care Centre has just celebrated 30 years of providing high quality care for children of staff at Nepean Hospital.

The centre, which moved to a new location last year as part of the hospital redevelopment, has taken care of many local children and even the next generation of hospital staff since opening in 1991.

Providing services for children aged 0-5 years, Somerset Cottage Manager, Melinda Thoms said the centre is vital for the health professionals who are working parents.

“We’re in a new location, and the old building had a lot of memories, but what hasn’t changed is that our staff and their families continue to have access to highquality childcare,” she said.

“We open at 6am in the morning to assist our shift work-based workforce and we now see up to 68 children per day exploring, investigating, enquiring, playing and most importantly, having fun learning at Somerset.”

Originally a 40-place long day care, a nursery was added in 1998 to care for an additional 20 children in response to the demand for care for children under two.

Nepean Blue Mountains Health staff member Lisa-Joy Brown has worked at the hospital for 31 years and is part of a threegeneration history at the centre.

Mrs Brown’s daughter, Courtney, has not only followed in her mother’s footsteps by becoming an Enrolled Nurse at the hospital, but her three-year-old daughter Isabel now attends Somerset Cottage.

“I was working on Nepean Switchboard when my children were at Somerset Cottage and I mostly worked evening shifts, so I was able to visit my children during my dinner break,” she said.

“It has been bittersweet. I’m pleased that we’ve got a lovely new centre, but I was also sad to see the old building, with all the memories gone.”

Growing up at the centre to now working at the hospital, Courtney Brown said it’s great to be able to have a safe and supportive environment for her daughter close by.

“It’s amazing and comforting having accessible childcare at work, it makes my life easier,” she said.

TURNING BACK TIME 1990s

Check out this shot of the intersection of Station Street and High Street from the 1990s.

Can you spot all the things that are different to today?

First, the overhead bridge providing access to a car park is no longer in place, demolished in 2017. Access to the car park

via ramps in the Allen Place car park was closed off in 2015 due to safety concerns.

Also gone is the Penrith Press, which once housed its offices here (see the sign on the right). A gym now occupies this space.

Westpac bank also sits to the right of the photo, wrapping from High Street around Station Street. This is now a Subway.

And the roadway is different too – Station Street is one way coming from Penrith Station, with motorists heading north forced to turn left.

This bustling intersection certainly has a different look today – but it remains a very busy part of the Penrith CBD and one of its key pedestrian interchanges too.

Why Women’s Origin deserves a three-game series

rigin time – big hits, tonnes of passion and incredible skill.

And you’ll see it all on show at Sunshine Coast Stadium.

Yes, yes, I know that State of Origin is played at Suncorp Stadium in Brisbane, but I’m talking Women’s Origin, where, just like the men, it’s Queensland who hold the trophy and the Blues are desperate to take it back.

Those fans who can make it to Kawana on the Sunshine Coast are in for a real treat on Friday night, as the best female players get to show just how good they are, and how far they’ve come since the first meeting between the two states back in 1999.

The stadium should be at full capacity, and if the television ratings in recent years are an indicator of the interest in the game, then there’s a very good chance that more than a million people in total will witness a great contest.

Year-on-year, the ratings figures have been going up by 15-20 per cent for women’s State of Origin games, and with almost 800,000 viewers for last year’s stand-alone game, it’s a real chance that there’ll be a million-plus people who’ll take in this year’s game from the comfort of their lounge room.

Those who tune in will see a great spectacle with an atmosphere to match, and no matter whether it’s Queensland who hang on to the title, or New South Wales who resume the ascendancy having won the

previous four encounters, the game will be every bit as absorbing as what the men will provide at Suncorp on Sunday night.

Penrith fans can cheer on Sarah Togatuki, the NSW backrower who began her career at the Glenmore Park Brumbies and now

plays for St Marys, who runs hard and tackles even harder, and as she told the Western Weekender recently, had to sneak off to games without her parents knowing for fear of her dad putting a stop to her footy career before it had really begun.

That story is a similar one for many women players of Polynesian heritage, but as women’s rugby league becomes more mainstream it’s players like Sarah who will have paved the way for many more to follow.

Friday night’s showdown is an all-ornothing affair – it’s one game for all the marbles, but given how quickly interest is growing in women’s rugby league it’s probably time that the series was expanded to three games.

The NRL has made the decision that the NRLW season will be doubled in length in 2021, and that the Parramatta Eels, Newcastle Knights and Gold Coast Titans will be added to the competition, so there’s no doubt that League HQ realises just how fast fans are becoming attached to seeing the best women in action.

There’s a window available for women’s Origin games one night after the men play, with no NRL games scheduled for Thursday night on those weeks.

Besides, when you see how much the game this week on the Sunshine Coast means to the players involved, you’ll definitely want more of the same, not less.

It would appear Brent Naden will remain at Penrith until the end of the season before he makes his shift to Canterbury.

It’s understood that a request for an early release, which would have seen the out-offavour centre join Trent Barrett at Belmore for the remainder of this season, has been officially denied. Naden hasn’t played first grade for Penrith since last year’s Grand Final, though is currently serving as 18th man.

The talk of the Western Grandstand at Panthers Stadium last Friday night was the likely knock down and re-build of the venue. Many are upset that the west will likely become corporate seating entirely, much like has happened at Bankwest Stadium.

There’s a real concern that with the State Government in charge of the project and not Panthers or Council, that fans won’t be heavily consulted during the process.

Expect official announcements about the stadium in the coming months.

Missed birthday: It was interesting to note that the Panthers’ social media accounts failed to wish Tyrone May a Happy Birthday on Monday. Most players get a celebratory Tweet, but things were eerily quiet for May.

It seems the NRL has gone cold on the idea of awarding Craig Gower the 2003 Dally M Medal he missed out on due to industrial action by the players at the time.

I’m told it won’t be happening – despite pretty much everyone, including News Corp who ran the medal count at the time, agreeing Gower would have claimed the gong.

Last Friday’s clash between Penrith and the Roosters attracted a huge TV audience. An average audience of 524,900 tuned in on Channel Nine, six per cent

up on the Round 15 free-to-air average.

Almost 300,000 watched the live broadcast on Fox League. The game was the most watched match on both Fox League and Channel Nine across the weekend of matches.

The luck of the draw means Fox League will have exclusive broadcast rights to the looming blockbuster between Penrith and Melbourne on Saturday, July 31. It has been perfectly programmed for a likely record regular season audience, with the two premiership favourites facing off. Fox is already planning for a huge lead-in to the game throughout the week. The match is likely to be played at AAMI Park with the Storm set to return home after being forced to play matches at Sunshine Coast Stadium in recent weeks due to the COVID-19 outbreak in Victoria.

Playing the percentages when it comes to NRL switch-a-roos

oaches and players should play the percentages when signing contracts.

We’re getting to that stage of the NRL season where a fair portion of clubs, players and coaches are starting to wonder where they’ll be this time next year.

Whether they’re out of contract, facing the axe or on the lookout for greener pastures, it got me thinking about where you would and wouldn’t want to be in NRL situations.

Those in business say you want to be buying when the Warren Buffetts of the world are buying, and if they’re selling... then, likewise.

If I were a centre, I’d be doing anything to get on the outside of Jarome Luai.

Whether it’s Matt Burton and Stephen Crichton at club level, or Latrell Mitchell in Origin, the left centre outside of Luai has scored 26 tries since Round 1, 2020 – that’s a literal gold mine.

While you might want to be on Luai’s left, one place you don’t want to be is taking over from the great Wayne Bennett.

Following Wayne’s two Broncos stints, Ivan Henjack, Anthony Griffin and Anthony Seibold all got the bullet, and now Kevvie Walters

is heavily under the pump after a shocking start to his tenure.

After his tenure with the Dragons, Steve Price got ‘Slice Price’ signs, Paul McGregor failed to win the fans over and Anthony Griffin isn’t finding it any easier, even though he has the red V sitting in the top eight.

The Dragon Army is now up in arms about the pending departure of Matt Dufty, a petition to keep him has collected more than 16,000 signatures – but for what it’s worth, I think Tyrell Sloan’s emergence will help soften that blow at St George.

With Matt Burton headed to Canterbury next year, history says Demetriou would be more successful taking over his role at Penrith compared to coaching the Bunnies post-Wayne.

Rob Jennings has re-signed with Penrith until the end of 2022.

enrith have begun their retention drive for next season, with experienced winger Robert Jennings the first off-contract player to commit to 2022.

The 25-year-old outside back’s signature is the first in a long line of players set for retention, including Queensland Origin star Kurt Capewell, back-up hooker Mitch Kenny, utility Tyrone May and interchange forward Scott Sorensen.

“I’m humbled and blessed to have the opportunity to extend for another year,” Jennings said of his new deal.

“Everything about this club makes it the place I want to be moving forward.

“I have no doubt my best footy is still ahead of me and I’ll be working hard every day to make it happen.”

A local Minchinbury Jets junior who achieved his first grade debut at Penrith in 2015, Jennings has made two NRL appearances since returning to the club this season.

In nine games for the ladder-leading Panthers NSW Cup side, he’s crossed the line five times and averaged over 160 running metres per game.

“Robert is a seasoned first grader who adds valuable depth and experience to our squad,” Panthers General Manager Rugby League, Matt Cameron said.

“Although he’s had limited NRL opportunities so far this season, he’s shown us that he is more than capable at that level.

“Quality players like Robert help maintain the competitive tension within our NRL squad, which ultimately brings the best out in everyone.”

More Panthers re-signings are expected in the coming months, with Maroons centre Kurt Capewell one star player Penrith may have some trouble keeping.

The 27-year-old former Cronulla Shark is being courted by several NRL clubs, including the re-building Brisbane Broncos and North Queensland Cowboys.

It was reported last week that Capewell toured North Queensland’s training base during a recent trip to Townsville for Origin I.

The best Pacific Island players to represent the Panthers

ith the NRL competition taking a well-earned break this weekend, I thought I’d do something a little different and look at the Top 10 Best Pacific Island Players to ever pull on a Panthers jumper over the past 54 years.

The criteria for selection was simple, the player’s heritage is from New Zealand, Samoa, Tonga, Tuvali, Soloman Islands, Vanuatu or Fiji and he did not represent Australia or play Origin.

I know current players like Jarome Luai, Brian To’o, Stephen Critchon and Api Koroisau are proud of their heritage, but that’s a list for another day.

So after carefully looking at well over 50 Pacific Island players who played for the Panthers, my Top 10 in order is: 1. Tony Puletua (NZ/Samoa) – (19972008) – 211 games for Penrith.

2. Sam McKendry (NZ/NZ Maori) – (2008-2018) – 147 games for Penrith.

3. James Fisher-Harris (NZ) – (2016-present) – 116 games and counting.

4. Joe Galuvao (NZ) – (2002-05) – 78 games for Penrith.

5. Frank Pritchard (NZ) – (2003-2010) – 144 games for Penrith.

6. Viliame Kikau (Fiji) – (2017-present) – 85 games and counting.

7. Paul Whatuira (NZ) – (2002-2004) – 62 games for Penrith.

impression in only a short space of time.

There were several players who deserve honourable mentions including Frank Puletua, Elijah Taylor and even Morvin Edwards.

What caught my eye last week...

Roosters coach Trent Robinson trying to take the attention off his side’s loss after they led 12-0 and then were totally outplayed and dominated. He talked about the 10-minute sin-binning of Siosiua Taukeiaho for a head high tackle on Nathan Cleary for over four minutes of a five-minute press conference.

Nice smother, Robbo!

What game I’m looking forward to...

Why NSW v Queensland, of course. I’m expecting the Maroons to be a lot tougher to beat this time around but beaten they will be by the Blues Express Train. Next stop Whitewash City!

Fox Sports is facing a shake-up of its flagship NRL show with Ben Ikin exiting ‘NRL 360’ this week.

Ikin has been appointed as Head of Football at the Brisbane Broncos, tasked with turning around the former NRL powerhouse.

Ikin was a one-time favourite to take over as Broncos CEO, but was overlooked in favour of Dave Donaghy late last year.

Now, the 44-year-old will return to the club where he played 55 of his 150 first grade matches. He’ll work closely with coach Kevin Walters.

Ikin hosted ‘NRL 360’ for the last time on Wednesday evening, with a new host to work alongside Paul Kent set to be confirmed in the coming days.

DAMI SOARS AGAIN EMILY FESZCZUK

W

hile singer Dami Im will be cooking up a storm when she stars on ‘Celebrity MasterChef’ later this year, she will be serving up a new intimate show in the Blue Mountains next month.

Beginning her musical journey as a maestro pianist, Dami, who captured Australia’s hearts when she won ‘The X Factor’ in 2013, is now going back to her roots as part of her first ever solo tour.

Dami told the Weekender that she has been keeping busy but is excited to be able to perform live again with her ‘Piano, Songs and Stories’ tour.

“I have been staying occupied during lockdown, performing online or making YouTube content to share different interests like music or about my cooking and vegetable garden,” Dami said.

“Nothing beats the feeling of actually performing though to real people and my supporters who connect to my music, so I am looking forward to having that again.”

Local members of her fan base, known as the ‘Dami Army’, will get to enjoy a mix of songs stripped back as part of the new show.

“My ultimate solo tour will just be me on piano singing and playing all my new songs, old favourites and some covers that

have been rearranged to fit the piano,” the 32-year-old said.

“It will be an opportunity where I can look people in the eye and chat and feel like I am catching up with a bunch of friends with a real intimate feel.”

With a powerhouse presence on stage when she performs her hits like ‘Gladiator’ and ‘Sound of Silence’, Dami also has a more reserved side.

Combing her soaring vocals with candid storytelling, she said the show will allow audiences to discover a side of her never that has never been seen before.

“I love being behind the piano, it is where I feel most comfortable and where I write all my songs when I start,” she said.

“In this format, I have the freedom to do whatever feels right on the night, I can talk for as long or as little as I like and share insight into my songs and a bit more about me in a really honest way.”

Season two of ‘Field Trip with Curtis Stone’ will premiere on Lifestyle Food on Sunday, July 4 at 8pm. The eight-part series follows chef and restaurateur Curtis Stone as he and his team travel the world seeking inspiration for their Maude restaurant in Los Angeles. The first episode begins in South Australia with Rome, NSW, and Sonoma to follow.

Ê 10 have announced the cast of ‘Celebrity MasterChef’, which began filming in Melbourne last week. The celebrity chefs taking part include Rebecca Gibney, Chrissie Swan, Ian Thorpe, Dami Im, Nick Reiwoldt, Collette Dinnigan, Dilruk Jayasinha, Matt Le Nevez, Archie Thompson and Tilly Ramsay, daughter of Gordon Ramsay. ‘Celebrity MasterChef’ will premiere on 10 later this year.

What are the signs of cat flu?

The clinical signs of cat flu are similar to colds and flu in people. Symptoms include: • sneezing • coughing • runny eyes • nasal discharge • loss of appetite • tongue ulcers Some infected cats don’t show any clinical signs and are known as ‘carrier cats’. A carrier is only infectious to other

cats when they are shedding the virus, which may be continuous or intermittent. If the carrier is stressed, shedding of the virus will be increased. Nothing can be done to change the carrier status of cats. All cats that have had cat flu should be considered potential carriers.

How is cat flu diagnosed?

Diagnosis is usually based on the clinical signs and physical examination of the feline. Occasionally, a swab may be taken from the cat’s mouth for viral culture and sent off to a laboratory for identification and confirmation.

How is cat flu treated?

The treatment of cat flu can vary depending on the cause. Treatment is usually only symptomatic relief that includes keeping the nose and eyes clear and clean. Antibiotics are often used to control secondary bacterial infections, and mucolytics are given to reduce the thickness of secretions and help cats breathe easier. Dehydration can occur as the disease worsens, so it is important to encourage eating and drinking.

Hospitalisation, close monitoring and intravenous fluids may be required for severely unwell cats.

A new hub of support and care M

amalove Connect, a not-forprofit early intervention, education and support hub, has opened in Jordan Springs.

With three additional needs children themselves, founders Melanie James and Scott Melville are passionate about providing access to crucial early childhood services enabling all children and parents to thrive.

“What we’re offering is heavily discounted allied health services to children with additional needs, such as occupational therapy, speech, music therapy and psychology but we also have a lot of additional fee-free services which are fully funded by ourselves,” Melanie said.

“We have fee-free playgroups three times a week, fee-free counselling and support groups for parents every Thursday and super discounted yoga, which we will be running throughout the week.

“It’s all about community, village, tribe for us as well as teaching our village how to care for one another.”

The brand new facility, situated above Terry White Chemist, opened on June 1 and also supports early childhood educators, teachers and parents seeking support and strategies for children in their care.

“We’re not at capacity yet with our therapists – we have 13 rooms and we’ve started slow intentionally to provide consistent quality care,” Melanie said.

New and expectant mums are also invited to use the holistic hub, whether it’s to join Mamalove Baby Time – where mums and bubs can connect and seek support and friendship – or to visit the free drop in baby clinic, which launches in January 2022.

“Any pregnant mum or new mum will be able to come, have their baby weighed, have all their pre/post natal appointments taken care of with our own midwife on the team, and an Aboriginal midwife who will also provide culturally appropriate care,” Melanie said.

Most importantly, Mamalove Connect hopes to help as many people as possible.

“We are not doing this for money, this is a passion and we are fully self-funded,”

Legend status for king of the track NATHAN TAYLOR

A

lump in his throat followed by tears down his face was how local motorsport legend Ron Hutchinson reacted when he was notified of his impending induction into the Australian Speedway Hall of Fame.

“I don’t know why I was so emotional… perhaps it was the surprise and shock of it all,” the Emu Plains resident told the Weekender on Tuesday.

Now aged 71, Hutchinson was the king of compact speedcars in Sydney during the mid-1980s and was also a superstar in karts before he entered speedway – winning two Australian Championships and 11 State titles.

Hutchinson first came into the sport in 1970 via supermodifieds but, after just three months, realised he didn’t have the budget to continue.

Hutchinson ventured back to speedway in 1983 and, after purchasing the Alan Streader compact speedcar, won his first Australian Championship on asphalt in only his 11th meeting. Hutchinson would back up his feat the following year in 1984, but this time on clay.

In 1985, Hutchinson three-peated by claiming an amazing triple crown of Aussie titles at Rockhampton on dirt.

Incredibly, Hutchinson remains the only speedway driver in any division to win three consecutive Australian Championships on three different track surfaces – asphalt, clay and dirt.

After a brief foray into midgets, that included a Grand Prix win in 1986, he broke his back in three places during a horrific accident in Brisbane in 1989.

Hutchinson’s inability to walk or work for several years resulted in his immediate retirement from the sport.

Last Saturday evening on the Gold Coast, Hutchinson’s incredible career was finally recognised on a national level when he was officially inducted in the Australian Speedway Hall of Fame.

Hutchinson, who was also inducted into the Liverpool Speedway Hall of Fame in 2013, described the night as “brilliant”, finally able to reminisce and reflect on a career that spanned several decades.

“As a young racer, you think it’s all about being first to the chequered flag. Then one day you realise it’s equally about the journey to get there, the friendships created and cherished to this day,” he said.

Ron Hutchinson has been inducted in the Australian Speedway Hall of Fame.

In Prague, Fox won the C1 Final with over four seconds ahead of Herzog, but in the final last Sunday, the Leipzig local was the only paddler to put down a clean run on her home course.

It was a whole different story on Saturday though when Fox stunned the international canoe slalom world with a win in the women’s K1 that saw her an impressive 3.52 seconds ahead of German duo Ricarda Funk and Elena Apel. It was a performance that was labelled ‘out of this world’ by her competitors.

“I was really pleased with my K1 run and I think it’s extra special to put down a fast run that I’m proud of and that wins,” Fox said.

Following her gold and bronze at World Cup 1 and another gold and fourth place last weekend, Fox was happy with her overall World Cup performance a month out from the Tokyo Games.

“Overall there has been some really good paddling and I’m pleased with the way I’ve raced.

I’ve got a lot to take away and work with and now it’s just that final stretch to Tokyo,” Fox said.

A member of the Blue Mountains Softball Club since she was six-years-old, Chloe always goes out of her way to be a fantastic team player and help the younger players in her team.

She’s been a representative player with the Penrith City Softball Association (PCSA) for the past five years, playing in the U14 Girls representative team for the past two years.

Chloe is always encouraging her fellow teammates on the diamond and is always the first one on and off the pitch, leading by example. She also does extra training and works hard to become a better player.

AFL: The Penrith Rams have bounced back from a tough few weeks, overcoming Macquarie University 43-32 in Round 10 of the AFL Sydney Platinum Division competition. SHUTE SHIELD: Things have gone from bad to worse for the poor old Penrith Emus, mauled by Eastwood 78-10 in Round 10 of the Shute Shield. The Emus will face West Harbour this Saturday at Nepean Rugby Park. Meanwhile, the battling club has received a generous $1000 donation from Club Mart. This is Club Mart’s second significant donation to the Emus after they also donated $1000 worth of club gear recently including footballs, kicking tees and more.

ROWING: Western Sydney Academy of Sport are searching for the rowing stars of the future to participate in a rowing program in collaboration with Nepean Rowing Club. Nominations are now open to young locals who are interested in trying rowing out as a sport, with no previous experience necessary.

eonay’s Jessica Fox will head to the upcoming Tokyo Olympic Games with two World Cup gold and one World Cup bronze added to her name, after wrapping up the 2021 pre-Olympic World Cup series in Germany last weekend.

In her only international racing ahead of her third consecutive Olympics, Fox won gold in the women’s K1 at the second ICF Canoe Slalom World Cup in Markkleeberg/ Leipzig, adding another medal to the C1 gold and K1 bronze she won at the first World Cup in Prague last week. The three-medal haul, including two gold, was followed by a fourth place in the women’s C1 last Sunday.

On the last day of the two-event pre-Olympic World Cup series, the three-time K1 and fourtime C1 world champion, pushed the boundaries and took some risks which in the end saw her finish outside the podium in fourth and +11.27 seconds behind Germany’s reigning world champion Andrea Herzog in first.

“I tried to push the boundaries, cut the lines a little bit, changed my tactics. Some of it paid off, but two big mistakes meant that it’s fourth place,” the 27-year-old said.
