enrith residents will remain in lockdown throughout September, while tough new rules have been implemented in the suburbs of concern in the Local Government Area.

Premier Gladys Berejiklian last Friday implemented what she called “final measures” in an effort to slow the surging number of COVID-19 cases in the community.

She also confirmed what most of us already knew – lockdown would not lift on August 28, and would be extended for another month.

“We’re asking everyone to go through a bit of pain to protect lives,” Ms Berejiklian said.

“I don’t want us to ever look back and say we didn’t try; that we didn’t put everything into this.”

There is now a 9pm to 5am curfew in the Local Government Areas of Concern including the Penrith suburbs of Caddens, Claremont Meadows, Colyton, Erskine Park, Kemps Creek, Kingswood, Mount Vernon, North St Marys, Orchard Hills,

Oxley Park, St Clair and St Marys. Exercise is also being limited to one hour a day in the Areas of Concern. Masks also must be worn outdoors across the entire state unless exercising.

The following retail premises in Areas of

Concern must close except for click and collect: garden centres and plant nurseries, office supplies, hardware and building supplies, landscaping material supplies, rural supplies, and pet supplies (tradespeople are allowed to shop in-store where

relevant). Bunnings has made the decision to move to a click and collect model for the general public regardless of whether a store is in an Area of Concern or not.

Ms Berejiklian also announced that childcare and disability workers in Areas of Concern will face mandatory vaccines and must get their first jab by August 30.

Authorised workers who work outside their Local Government Area of Concern are only permitted to work if rapid antigen testing is implemented at their work-site or if they have had their first vaccination dose by August 30.

Ms Berejiklian also made this plea to parents: “Unless you absolutely have to please do not send your child to childcare or early childhood centres. We understand some families don’t have a choice and we get that.”

NSW Chief Health Officer, Dr Kerry Chant, said it was important people continued to follow the rules.

“We need to hold the course. I understand that everyone is fatigued and tired but it is incredibly important that as we increase vaccine coverage we do all we can to prevent further transmission,” Dr Chant said.

We’re not in this together at all L ast Friday an understandably drained Premier Gladys Berejiklian introduced what she called “final measures” in an effort to reduce soaring COVID-19 case numbers.

They included a curfew, new rules for authorised workers, more retail closures and one hour exercise limits in Areas of Concern, as well as an expansion of the mask mandate across New South Wales.

Now I have an issue with a few of these – limiting people’s time outside when the lockdown has gone on so long is dangerous and unnecessary given outdoor transmission is barely a factor in this outbreak.

To suggest a person living alone in St Marys, for example, can’t go for a one hour walk in the morning and another in the early evening is absurd and cruel.

Meanwhile, a curfew seems a draconian and physiological punishment that is all about the optics.

For those doing the right thing, going anywhere between 9pm and 5am hasn’t been a factor of our lives for the past two months. And if it’s to punish those doing the wrong thing, the horse has already bolted there – if they haven’t got the message by now, they’ll just continue ignoring the rules, or shift their offending to a more convenient time.

But despite my reservations, I’ll accept the new rules – as the Premier said, let’s throw everything at it.

But my issue here is that I don’t believe we’re throwing everything at it at all.

Ms Berejiklian could have gone much harder and implemented the new rules across the entirety of Greater Sydney to give us the best shot at not only bringing the outbreak under control, but ensuring

it doesn’t spread to other areas that are potentially a ticking time bomb.

It also would have ensured the massive “us and them” divide that has now split Sydney would be somewhat healed.

While the majority of cases may be coming from the 12 Local Government Areas of Concern, this thing could blow up further at any minute.

Police have broken up parties at Maroubra and in The Hills, there’s been protests in the Sydney CBD and Tweed Heads and illegal gatherings in Bondi, St George and a host of other areas.

Here in Penrith, it’s true that the majority of cases are in the eastern parts of our City, but there’s still been dozens of cases in the likes of Penrith and Glenmore Park, which aren’t under the harder rules.

Any of these could explode at any moment.

We’re constantly told the virus knows no boundaries and that anyone we come into contact with could have the virus, yet we’ve decided it knows and understands Local Government Areas.

Don’t get me wrong, I’m not a fan of unnecessary burdens on citizens.

As regular readers would know, I’ve consistently backed the New South Wales approach of avoiding lockdowns unless absolutely necessary and I certainly believe the Government got it right when it avoided shutting down the state during the Beralla and Crossroads outbreaks last year.

Unfortunately, the Delta variant ensured that New South Wales’ lived experience, balanced approach and yes, a touch of luck, wouldn’t get us through this time around.

This has gotten away from us, and the only chance now of getting those numbers down is the hard rules that have been implemented across the Local Government Areas of Concern (albeit, I’ll protest the curfew and exercise limit just one more time).

The last thing we want is to see case numbers start falling and then suddenly outbreaks flare up in Bondi, North Sydney or Manly.

It’s not like restaurants, pubs and retail is open in other areas of Sydney anyway so why not just implement the rules across every Local Government Area in Greater Sydney and be done with it.

I don’t believe for a second there’s a legitimate social division here – the government and police are simply responding to where the fire is.

But since the Beralla outbreak last year, the State Government has shown more and more that it cares about the optics.

And at the moment, the optics of slapping a curfew and exercise limits on lower socioeconomic areas of Sydney while others can lounge around at the beach all day look pretty ordinary.

Time for us to be in this together.

Doctor’s desperate plea Intensive Care specialist urges young people to take action and get the jab TROY DODDS

A

n Intensive Care doctor at Nepean Hospital has spoken about the worrying number of younger people being admitted to hospital with COVID-19.

Some 25 per cent of COVID-19 patients currently in Intensive Care are under the age of 40.

Dr Nhi Nguyen is an Intensive Care Unit (ICU) Staff Specialist at Nepean Hospital and member of the Intensive Care Operations team responding to the COVID-19 pandemic.

“What has worried us in the last few weeks is the increasing number of patients who are admitted to the ICU who are younger,” she said.

“They are younger, they are staying in ICU for longer and they are needing care that can’t be provided anywhere else in the wards.

“There are those who are on breathing machines and heart-lung machines and what has really worried us is the number of young patients who are coming in.”

Dr Nguyen urged people to get vacci-

nated, acknowledging this was a key tool to fight the virus.

“We know that vaccination decreases your risk of severe disease and we know vaccination decreases your risk of death,” she said.

“Our nurses and doctors are committed to providing care... and we really are genuinely asking for your help. Please, if you’re able and you’re between 16 and 39-yearsold, book in and get your first shot of the vaccine. We know that it will protect you.

“Everyone underestimates when they get COVID. They didn’t think it would happen to them.”

Dr Nguyen said the situation at Nepean Hospital was heartbreaking with families unable to visit their sick loved ones.

“We know that it’s difficult at the moment. We know that it’s hard that your families don’t get to come in and see their loved ones in ICU,” she said.

“Our nurses who are the backbone of our healthcare system are providing care that is compassionate. They are holding their hands and they are comforting them because they know you can’t be there.”

NSW figures show people in their 20s and 30s are currently at significant risk.

Time to shift focus from case numbers

A

focus on case numbers was very important when we knew nothing about this virus and whether our hospital system would be able to cope.

A lot has changed since then. Increasingly we need to look beyond just the case numbers to know what our future holds.

How we can keep safe and how we get our lives back in a COVID world.

Case numbers are important, but they are not the whole story.

Our hospital and public health systems are prepared, they have held up to the challenge and continue to do so. And where they have to be reinforced we know how to do that.

Our ICUs have the know how, we have vaccines and the new drugs like sotrovimab that has been approved by the TGA for use that can better treat those who are infected. This all means we can battle Delta and seriously reduce how much harm it does to our health, our way of life and our economy.

So while right now our national strategy is necessarily about suppressing the virus and vaccinating as many people as possible, a one-eyed focus on just case numbers overlooks the fact that less people are getting seriously ill, let alone dying.

Shifting our focus from just case

numbers, to actually looking at how many people are becoming seriously ill and requiring hospitalisation will be increasingly what matters. After all, this is how we manage all other infectious diseases.

The data shows that after an AstraZeneca or Pfizer vaccination, you’re 86 to 87 per cent less likely to end up in hospital or

an ICU, and while figures aren’t confirmed about how much vaccination reduces transmission, the evidence from the recent outbreak in Sydney is really strong.

A key next step in our plan will also be getting children aged over 12 vaccinated.

Just as we’ve seen overseas in places like the UK, even when their case numbers tick up, their hospitalisations and deaths are not increasing at the same rate and remaining flatter and at rates like you see with the flu.

It’s always darkest before the dawn, and these hard lockdowns are imposing a heavy toll. They are sadly necessary for now, and we will keep providing health and income support to get people through, but they won’t be necessary for too much longer.

Under our national plan when we start hitting the 70 per cent and 80 per cent vaccination targets, we can start claiming back what COVID has been taking away from us. And when we do so, we must not be intimidated by the case numbers that will inevitably increase. We will be able to better handle them then, because of all the improvements we have made to protect people from serious illness and fatality.

This doesn’t mean people won’t get sick, but with achieving our vaccination targets, a strong public health system, retaining common sense public hygiene measures and more effective treatments for COVID-19 we can get on with our new normal, and treat COVID like other infectious diseases.

That is what our national plan is all about. That’s what all the Premiers and Chief Ministers signed up to.

It’s our path back. It’s our deal with Australians, that by everyone doing what we need to do – push through the lockdowns, stay home, get tested, get vaccinated – we can break out of the current cycle we are in and move forward.

That is the light at the end of the tunnel on our journey. We’ve had three days in a row now delivering more than 300,000 jabs a day and with more than 1.73 million vaccinations delivered in just the last week, even if we do see more case numbers we’re going to see fewer hospitalisations and deaths meaning we can live our lives again.

This is what living with COVID is all about. The case numbers will likely rise when we soon begin to open up. That is inevitable.

But our focus needs to be on the rate of people being hospitalised. That’s the measure that should now start to guide our response.

Rising cases need not impact our plan to reopen, and reopen as soon we can. I know it seems pretty dark now, but it’s always darkest before the dawn, and dawn’s coming. So please hang in there.

New clinic at Panthers proves popular EMILY FESZCZUK

t has been a week since a new vaccination clinic opened at Panthers Leagues Club and the push continues to get younger residents protected against COVID-19.

The much larger clinic has replaced the Nepean Vaccination Clinic on Somerset Street in Kingswood for existing and future appointments.

Nepean Blue Mountains Local Health District Nurse Manager, Kim Maddock said the Pfizer clinic has received a fantastic reception from the community so far.

“The new clinic at this larger venue is providing community members with the opportunity to receive their vaccine sooner and it’s been really heartening to see so many people attending the clinic this week,” Ms Maddock said.

“People have really leapt at the

chance to be vaccinated against COVID-19 and it’s great to see.”

Priority bookings are available for anyone aged 16 to 39-years-old from the Penrith Local Government Area, including those that are not in a listed ‘suburb of concern’.

“We know that the Delta variant doesn’t discriminate and we’re seeing more and more young people get infected with COVID19 and end up in hospital,” she said.

“If you’re in this age group and haven’t yet booked your vaccine appointment, I urge you to please do so as soon as you can.”

Ms Maddock encouraged locals to not be deterred from booking if they are unsuccessful on the first attempt.

“If you’re unsuccessful in booking an appointment through the website, please keep checking the site regularly as more and more appointments become available,” she said.

Clubs hold on to hope CEOs expect tough new rules to be implemented when local clubs open

ith vaccinations rates rising, people are dreaming of enjoying time at a pub or club again but the reality of when they can reopen is still unknown.

This week Premier Gladys Berejiklian announced NSW had reached its target of six million jabs and is now looking to get 70 per cent of people fully vaccinated to enjoy some freedoms.

Penrith RSL CEO, Neel Chand, said that there is a push from clubs to safely reopen as soon as they can, with lockdown currently extended until the end of September.

“There is definitely a discussion happening between our association and the State Government with how pubs and clubs can start operating again,” Mr Chand said.

“Gladys has said she hopes to ease something in coming weeks and could be looking at hair dressers first up so if lockdown ends in September there might be a chance for us.”

Mr Chand said the hospitality industry is willing to follow guidance from the

government to ensure the safety of its staff and patrons.

“I think we can open the clubs as a very safe environment but I think it will be a case of only allowing those who are vaccinated to enter,” he said.

“There might be other restrictions such as the square metre rule but I see no reason why we cannot reopen with the right measures.”

With some of the community claiming that a ‘no jab, no entry’ policy is discrimination, Mr Chand said the RSL is only focusing on safety.

“Some will say it is about discrimination but it is about the economy and moving forward in the safest way possible,” he said.

“We want to be able to re-employ all of our staff, have the lowest risk for our members and move on from this time.”

Panthers CEO, Brian Fletcher, said it is still too early to predict when they will open the doors again.

“We haven’t got a clear idea... but if they continue the high doses over the next few months we could realistically open in some capacity in November,” Mr Fletcher said.

“I think there will be a lot of compliance with things such as a one in four square metre rules, social distancing, wea r i ng masks

in some sections, and possibly vaccination.”

Call for more rubbish collections in Penrith ALENA HIGGINS

The lockdown has resulted in increased rubbish.

enrith Council may investigate additional bin collections to cope with a surge in home waste as the pandemic and lockdown rolls on.

Online shopping and takeaway food delivery have soared during lockdown, putting the squeeze on residents’ yellow and red-lidded bins.

Councillor Marcus Cornish has requested Council help the community in a “tangible” way by implementing extra recycling collections.

“With all the parcels we are getting nowadays because we’re all ordering online, we’re getting masses of cardboard, masses of deliveries of food and things like that, I think everyone is having real trouble just on the sheer volume,” he said during Monday night’s Council meeting.

“I’m proposing that we have extra pick-ups of the yellow bin, one extra pick-up per month, which will

bring us up to three a month from now until the Christmas break and then review it again then.”

Cr Cornish said it would also avoid people finding other ways to get rid of the excess rubbish.

“That would help alleviate a lot of problems people are having and certainly we don’t want dumping,” he said.

Councillor Bernard Bratusa suggested Council educate residents on how to correctly use their bins.

“I think we need to be a little bit mindful of the fact that we are in lockdown, that we are going to be using our bins more, and probably it wouldn’t hurt also that Council communicate to residents, more from an education perspective perhaps, on how they use the three bins correctly,” he said.

“Because people are probably not realising that they can put paper in the green bin.”

According to Council, the greenlidded FOGO bin can accept uncoated, plastic free paper and cardboard.

This includes newspapers, pizza and burger boxes, paper based food wrapping (eg. fish and chip wrapping and burger wrappers), tissues, paper towels, serviettes, and cardboard boxes with all tape and staples removed.

“We continue to work with our waste collection contractor, Suez, to monitor household bin capacity and presentation,” a Council spokesman said on Tuesday.

“That monitoring shows the current services selected by residents continues to meet their needs.”

Cr Cornish’s request for an urgent vote to determine the issue on Monday night was knocked back.

“Cr Cornish that could well have budget implications,” Mayor Karen McKeown said.

“I would prefer if we got a memo back on the likely costs of that, rather than putting Councillors on the spot.”

Devices needed to ensure Indigenous kids stay on track EMILY FESZCZUK

local organisation is trying to keep Indigenous children plugged into education and able to access services during the pandemic.

Narang Bir-rong Aboriginal Corporation (NBAC) is running a device drive for laptops, iPads and Internet for vulnerable kids.

With two offices in Penrith, NBAC CEO, Heidi Bradshaw said the organisation is working hard to support Aboriginal children in western Sydney and the Blue Mountains.

“We have our Aboriginal out of home care, so we are funded to provide foster care services for Aboriginal people… we also have our restoration plan to get kids back to families which is one of our goals,” Ms Bradshaw said.

“Our family preservation is also a support program where we work specifically with Aboriginal children to reduce any risk of harm.”

Ms Bradshaw said COVID-19 has added extra factors that could potentially widen the gap for outcomes for Indigenous kids.

NBAC CEO Heidi Bradshaw is calling for device donations to help Indigenous children.

“Before lockdown there was a 10 per cent less attendance rate across states for Aboriginal children and only 65 per cent graduate in comparison to 89 per cent for non-Aboriginal,” she said.

“A lot of kids are doing school from home

right now but then there is the layered issue of Aboriginal students who have significantly lower outcomes in terms of education who are now trying to manage completing work with no computers.”

To help reconnect the children with the

service during COVID restrictions and to empower them to participate in school work, Ms Bradshaw said they have put a call out to the community.

“We have utilised around 50 devices from an array of donors but are still looking for individuals who might have a working iPad to recycle or a business that is rolling over computers that can help,” she said.

“We have been nominated in the Westfield Local Heroes Program so if we win that award we can use it to help access Internet to link the devices which is another issue we are facing.”

Ms Bradshaw said donations are vital for the future of Indigenous communities.

“We have delivered laptops to 16-yearolds that have never had one before…let’s face facts, the only way we will achieve differences in Aboriginal communities is through education,” she said.

“This generation coming through now are the ones who have to create chance so we need to provide them with opportunities so that they can be the future leaders sitting at the table.”

There was one new case of COVID-19 reported to 8pm on Tuesday, August 24 linked to the Nepean Mental Health Centre and Nepean Hospital outbreaks, bringing the total number to 47.

A Nepean Blue Mountains Local Health District (NBMLHD) spokesperson said the new case that was identified was a consumer in the Nepean Mental Health Centre.

“There are now 27 cases linked to this outbreak – 26 consumers and one staff member,” the spokesperson said.

“In Nepean Hospital, the total remains 20 cases linked to this separate outbreak – 12 patients and eight staff members.”

A family member of a patient within the mental health unit told

the Weekender he was shocked to hear of what was happening inside.

“I have always had fantastic experiences with the health service but when I was told that COVID positive patients were still interacting with negative people and sharing cigarettes, I was astounded,” the family member, who wants to remain anonymous, said.

“I spoke to a nurse who said the staff were also worried and waiting on results to come back but still had to work.”

With the person’s family member testing positive for COVID, he said someone needed to take responsibility.

“My family member is in there for a mental health episode so she is not thinking straight or as concerned as she should be about staying away from people,” he said.

“Gladys stands up every day and puts these rules in places but it seems they were not being followed so someone needs to be held accountable.”

The family member said that stricter procedures needed to be put in place to avoid further cases at the centre.

“I don’t understand why when someone came in initially they are not tested straight away and perhaps isolated until it’s safe,” he said.

“I just don’t want it to happen again and I know other people with family in there are worried and feel the same.”

Nepean Hospital, including the Emergency Department, remains open and the NBMLHD spokesperson said protocol is being followed.

“All NSW public hospitals have strict protocols in place to help protect staff, patients and visitors from COVID-19,” the spokesperson said.

“The hospital follows strict infection prevention and control measures, including personal protective equipment (PPE), face mask fit-testing, hand hygiene and thorough cleaning of all areas.”

Kingswood: Knife found in car during police search A man has been charged after having a knife in a public place in Kingswood.

About 10.45am on Wednesday, August 18, officers were patrolling Doug Rennie Field, Kingswood when they sighted three men sitting on a bench seat.

One of the men was not wearing a mask so due to the current Public Health Orders, police approached the men to speak to them.

When police searched them and their nearby vehicle, it is alleged the 58-year-old man who owned the car informed the officers they would locate a knife in the vehicle.

Police located a flick style knife in the centre console and the man was charged with ‘custody of knife in public place – first offence’ and ‘not comply with noticed direction COVID-19’.

The man is set to appear in Penrith Local Court on Friday, October 1.

Penrith: Police charge man after he was found with stolen bicycle A man has been charged after having goods is his custody that were suspected of being stolen in Penrith.

In July this year, two break and enters and stealing offences occurred in Leonay where a push bike and other items were stolen.

Police started an investigation into the matter and during this, obtained CCTV footage and information on a suspect.

About 2.15pm on Thursday, August 19, police attended an address in Hope Street, Penrith.

At this time, officers stopped a 40-yearold Penrith man, pushing the bike that was allegedly stolen from the break and enter.

The man was arrested and charged. He was bail refused and will appear in Penrith Local Court on Friday, September 3.

Werrington: Disqualified driver busted during COVID check

A man has been charged after driving disqualified in Werrington last week.

The driver, a 20-year-old St Clair man produced his licence but checks revealed that he was a disqualified driver until December 2021.

The man was charged and will appear in Penrith Local Court on Thursday, September 30.

Penrith: Man behind the wheel in Penrith had never held a licence A man has been charged after driving without a licence in Penrith.

About 2.30am on Friday, August 20, police were patrolling Station Street, Penrith when they stopped a motor vehicle for a random breath test.

When officers asked the 57-year-old Penrith man who was driving to produce his driver’s licence, it is alleged he informed them he did not have it on him and gave a NSW Photo ID card.

The man’s breath test proved negative, but checks revealed the man had never held a driver’s licence.

He was arrested and charged to appear at Penrith Local Court on Monday, September 20.

St Marys: Man charged after drink driving incident last weekend A man has been charged after being caught mid-range drink driving in St Marys.

About 10.55pm on Saturday, August 21, police were driving on Mamre Road, St Marys and stopped a motor vehicle for a random breath test.

The 46-year-old St Marys man’s breath test proved positive and he was arrested.

He was taken to Penrith Police Station, where he underwent a secondary breath analysis that returned a positive reading of 0.108.

The man was charged and his licence was suspended on the spot.

He will appear in Penrith Local Court on Tuesday, September 28.

WHEN CO-OWNERS GO TO WAR People own property (real estate) together for a range of reasons.

The most common scenario is a de facto couple and/or husband and wife who buy a family home in joint names to live in.

Other times friends, business associates or family might pull their funds together to jointly purchase a property for investment purposes.

People often inherit property together as well – for example, parents who leave the family home to their children in equal shares.

Most of the time if one of the co-owners wants to sell their share in a property, all of the owners come to an agreement which can include: 1. Selling the property on the open labour market and each owner taking their share as cash.

2. One or more co-owner buying the other co-owner out and owning a greater share of the property as a result.

What happens if one co-owner wants to sell however, but the other co-owner/s refuses to cooperate with a sale on the open market and cannot or will not buy the other co owner out?

There are two main contexts in which this situation arises.

The first is in the case of a family law breakdown. If parties to a de facto relationship or marriage own real estate together, the Family Court has powers to make Orders for the disposition of property including a sale, if parties to the relationship cannot agree as to how the property is to be divided or if one party is simply refusing to cooperate with a sale and refusing to buy the other party out.

This usually involves an application to the Family Court seeking Orders with respect to the disposition of the property and all other matrimonial assets.

The other context in which this arises is in relation to co-owners who are not party to a de facto relationship or marriage.

The Court recognises a person’s right to dispose of an asset and not be held hostage by a co-owner who refuses to sell or buy the other co-owner out.

This situation often comes up when a co-owner is living in the property and quite likes the fact that their mortgage repayments are subsidised and/or the costs of the property are shared with the other co-owner and doesn’t want that to change. This often comes up in scenarios where a child of a deceased person has lived with the deceased for a long time in the relevant property but upon their death now has to share the property with the other beneficiaries of the deceased’s Will. Sometimes the recalcitrant co-owner simply does not want to be disturbed. Other times they can’t afford to buy the other beneficiaries out, so bury their heads in the sand in the hope that they will be able to remain in the property indefinitely.

People in this situation are able to avail themselves of section 66G of the Conveyancing Act 1919 (New South Wales). Section 66G provides a mechanism under which a co-owner can make an application to the Supreme Court to appoint an independent third party known as a trustee to step in and sell a property on behalf of the owners.

If Trustees for sale are appointed, the transaction is essentially taken out of the hands of the warring co-owners. The Trustee handles all aspects of the sale, taking into account the wishes of the co-owners where possible. The Trustees then deduct all appropriate expenses from the sale proceeds, including any mortgage, legal costs, trustee fees and real estate agents costs.

Residents feel ignored Kingswood locals say plethora of boarding houses is destroying their suburb ALENA HIGGINS

K

ingswood locals are still pleading with planning authorities to stop the “destruction of their suburb”, as Development Applications (DAs) for boarding houses continue to roll in.

Long-term resident Wendy Spinks said the number of boarding houses in Kingswood has skyrocketed from two or three in 2016 to more than 30 within a 1.5 kilometre radius, with still more to come.

Despite this, concerned residents have received little support from Penrith Council or Penrith MP Stuart Ayres, she contends.

“If this destruction was on River Road or Nepean Avenue, I feel that the current Councillors would be taking more action,” she said.

“Kingswood was rezoned about 2015 – at least 12 of the current Councillors made this decision but accept no responsibility for the current problem.”

Ms Spinks acknowledged affordable housing is required, but said clustering of boarding houses will spark social problems.

“Yes, affordable housing is required, but if boarding houses are the only options this will create social problems in the coming years,” she said.

“Not everyone can live in one room.”

The NSW Government is proposing changes to housing policies aimed at empowering Council decision-making and providing more choice in homes, a

Department of Planning, Industry and Environment spokesman said.

“The proposed changes also mean that boarding houses would only be allowed in low density residential areas – if allowed by councils – and set design standards that better meet community expectations,” he said.

“Boarding houses would also be required

to be operated by community housing providers.”

Meanwhile, Mr Ayres slammed Council, blaming it squarely for the predicament facing Kingswood locals.

“Council rezoned Kingswood to get greater density and that’s exactly what they are getting,” he said.

“It’s Council incompetence and mismanagement that is leaving this community isolated and frustrated.

“Council put the goalposts in the ground that allows boarding house developers to score big time. They created this mess and only they can fix it.”

Council said boarding houses are permissible in both residential zones in Kingswood through the Affordable Rental Housing State Environmental Planning Policy 2009.

“These controls make it illegal for Council to apply and enforce local controls which outright prevent development of boarding houses in these zones,” it said.

Council has refused several boarding houses in the past 12 months on the grounds of inadequate integration within the local character.

These were then subject to appeals.

“Active transport link” would help connect communities EMILY FESZCZUK

T

he Blue Mountains Cycling Safety Forum (BMCSF) wants to keep the wheels moving on plans for shared walking and cycling connections between the Lower Mountains and Penrith.

The group is campaigning for an active transport link between the River Walk and Glenbrook via Leonay Oval.

BMCSF released its Lower Mountains cycle network plan in March, which proposes 14 kilometres of shared cycling and walking paths on public land.

President of BMCSF, David Tritton said parts of the plan would be a great inclusion in Penrith City Council’s Green Grid Strategy, which was recently on exhibition.

“We believe a sealed three-metre wide shared path green space route from the southern end of the River Walk to Leonay and the Glenbrook Tunnel would extend the River Walk experience and formalise an already existing informal network of bush walking tracks and off road mountain bike trails,” Mr Tritton said.

BMCSF’s proposed cycling and walking network plan was released earlier this year.

“It would complement the northern end route Council are already working on along the Great Western Highway in Emu Plains from the Yandhai Bridge but it would have less traffic and crossings.”

A Council spokesperson said it has a long history of collaboration with Blue Mountains City Council and that will continue.

“Penrith City Council continues work-

ing on a number of active transport projects that will help to make walking and bike riding more safe, enjoyable and a convenient transport option for residents, students, workers and visitors to Penrith and our neighbouring council areas,” the spokesperson said.

“In 2021, the NSW Government allocated $4.6 million to Blue Mountains Council to prepare Lapstone Hill Tunnel at Glenbrook to be used for recreational purposes to help transform the tunnel into a cycleway, walking trail and heritage tourist attraction.

“Penrith Council congratulates Blue Mountains for this funding and fully supports its delivery of future stages of works to deliver this important regional shared path for our two council areas.”

Mr Tritton said the extension would benefit many and hopes that BMCSF can discuss its proposal further with Penrith Council.

“We would welcome the opportunity to work with Penrith Council and discuss our ideas with them, so then they can work towards seeking further funding for it,” he said.

Parking raised as major worry ALENA HIGGINS

he tender for the River Road deviation project has been awarded, however doubts remain about car parking capacity at the new-look Regatta Park.

Seven Hills’ Western Earthmoving won the $7.1 million contract to realign River Road, Emu Plains to accommodate the $24 million Regatta Park upgrade.

The realignment, which will deviate River Road from the southern boundary of Regatta Park to the Great Western Highway (GWH) further west, includes construction of a new roundabout at the River Road/York Street intersection, and construction of a new intersection at the GWH and Lamrock Street.

Decommissioning of the existing River Road/GWH intersection and construction of a new access road to parking areas within the park also form part of the project.

Funded by all three levels of government, Regatta Park will include two new playgrounds, an accessible pathway to the river foreshore, over-water viewing platforms, a kiosk with outdoor dining areas, junior cricket oval and open green spaces.

It will be serviced by 122 car spaces, 37 more than previously provided.

On Monday night, Councillor Marcus Cornish questioned the car parking quota, suggesting a “lot more” was needed.

“This is going to be such an attraction, I feel it’s going to be a victim of its own success,” he said.

Michael Jackson said the team had worked hard to balance the demand for parking.

“I guess the issue around parking is such that yes, the park could be a victim of its own success, but obviously we’ve had to balance the need to fit the uses within the park versus the parking,” he said.

“And to accommodate more parking, we’re going to have to reduce the park functionality itself, which obviously is a trade off that’s had to be made here.

“So we’ve worked the numbers to fit as much parking as we can, whilst still leaving a park for the residents to use.”

Cracking the case Could one of our biggest mysteries finally be solved?

ne of Penrith’s most baffling mysteries could be closer than ever to being solved.

15-year-old Lynette Melbin disappeared without a trace in June 1972.

She was last seen after speaking to her mother at Penrith Plaza, informing her she was heading to her boyfriend’s house. She never arrived.

In 2006, the case was reopened when a witness came forward about a man seen with the teenager in the weeks before she vanished, but with very few fresh leads it was suspended again.

While it has been determined that Lynette is no longer alive, her remains have never been found and her family have never given up hope of being able to properly lay her to rest.

Ex-police officer and private

investigator, Neville Scullion, who is a family friend of Lynette’s twin sister, Liana Stewart, started looking at the case a few years ago.

“I went through documentation, but a lot has been lost over the years. I ended up canvassing the area and talking to people who were around at that time,” Mr Scullion said.

“We are still piecing together things that may have been missed and used mediums who work with police to try to find out any information.”

Mr Scullion, who is still actively looking into the case, believes they do have a suspect who is alleged to be involved.

“We have knowledge of a person that was most likely involved in Lynette’s disappearance and demise but unfortunately that person is no longer alive so no charges can ever be brought against them,” he said.

“We have identified some

sites where Lynette’s remains may be but we are still asking people to come forward if they remember seeing her or anyone she was with.”

Ms Stewart said COVID-19 has caused some challenges with the case, but she will never stop searching for her sister.

“There were plans to bring cadaver dogs to search certain

areas of interest but with everything happening at the moment it has come to a standstill which is a shame,” Ms Stewart said.

“My mum has sadly passed away, but all our family wants after everything is to find out where she has been buried and to bring her home.”

“I actually had just been scammed not long before that, so I was a bit wary, so I checked the ticket about 100 times.

“Then I ran to my daughter’s bedroom and dragged her straight out of bed so she could check the ticket too.

“I was too anxious to wait until she woke up, and there was no way I could sleep.

“We could not believe it when we realised it was true.”

Tim’s passion rewarded Volunteer firefighter has been following his dream since he was a toddler EMILY FESZCZUK

im Hearn, who has wanted to be a firefighter since he was threeyears-old, has been recognised for his achievements with the NSW Rural Fire Service (RFS).

The Llandilo Brigade member has been named one of the 2021 Young Volunteer of the Year recipients.

Minister for Police and Emergency Services, David Elliott said the award program is an opportunity to acknowledge the invaluable role young people play in the NSW emergency services.

“These exceptional young people have been recognised for their outstanding participation and achievements in the NSW RFS,” Mr Elliott said.

“They are all great examples of enthusiastic young people who have devoted their time to helping protect their communities.”

Mr Hearn, who has been a volunteer since 2008, told the Weekender that his passion for serving the community still remains ignited after many years.

“I started as a cadet at 12-years-old and

as a junior member I did lots of events before I turned 16 and could do my basic firefighter course to start going to fires,” Mr Hearn said.

“It has always been a passion of mine, I have wanted to do it since I was threeyears-old and the end goal is to have a career in firefighting with Fire and Rescue NSW.” Volunteering multiple hours each week and attending call outs on weekends, Mr Hearn said he is honoured to be recognised.

“It is humbling to be nominated and everyone kept it quiet until the winners were announced so it really was a big shock to me,” he said.

Helping in high risk situations, Mr Hearn said his fellow volunteers make the job worth it.

“Our team is great, it probably gets said a lot but we really are like a second family, especially during the 2019/2020 fire season,” he said.

“Going out with people on the fire ground you rely on each other to have your back so there is a lot of trust with everyone that is a member but it is also a lot of fun in between.”

This photo of the Dick Smith store on Riley Street, Penrith was taken in the 1990s.

The photo is taken from the western side of Riley Street outside the Penrith Plaza, showing the south eastern corner of Riley and Henry Streets.

This flagship Dick Smith store was the go-to place for personal computers, stereos and other electronics during the 1990s.

Eventually, Dick Smith closed this location and the Dick Smith Powerhouse was opened on Mulgoa Road at Jamisontown

(it’s now The Good Guys). A smaller Dick Smith store also operated in Westfield Penrith.

ith only two regular season rounds remaining in the 2021 NRL Premiership, I thought I’d get in early and name my Team of the Year. As usual I don’t expect everyone to agree with me but that’s what I love about rugby league, everyone can have an opinion.

So without further ado, here is my 2021 Team of the Year: 1. Tom Trbojevic (Sea Eagles) – This is a no-brainer, Manly are so much better with him in the side.

2. Brian To’o (Panthers) – Runs like an extra forward and can also score spectacular tries ‘to’o’.

3. Justin Olam (Storm) – Can be a bit of a goose but he can sure back it up.

Powerful runner.

4. Joseph Manu (Roosters) – So talented he can play anywhere but centre is his best position.

5. Josh Addo-Carr (Storm) – Just speed to burn and his positional play is excellent.

6. Jarome Luai (Panthers) – Has been quiet since Origin but is still the best five-eighth in the comp.

7. Nathan Cleary (Panthers) – Cleary is in a class of his own at the moment, he’s the complete halfback.

8. James Fisher-Harris (Panthers) – Runs hard, runs fast, runs straight. Never takes a backward step.

Five Panthers highlight my Team of the Year

13.Isaah Yeo (Panthers) – A workhouse who does plenty of tackling and has become a great ball-player as well.

There you have it peeps, my ‘Dally M’ Team of the Year, so to speak, with five Panthers players in it. I think you’ll agree those five players deserve their selection.

Rookie of the Year: Reece Walsh – A natural gifted footballer. He’s fast, has a great step, is a ball player and very elusive.

If he could kick goals he’d be perfect. All this and he’s only 19 years-old and still learning the game. Scary!

Coach of the Year: Trent Robinson – While I’m not a fan of his whinging whenever the Chooks lose a game, I am a big fan of his coaching and the way he can keep his team focused and playing good footy despite losing a copious amount of quality players.

My Tips for the week: Knights, Raiders, Rabbitohs, Dragons, Sharks, Storm, SeaEagles, Panthers.

9. Brandon Smith (Storm) – You have to be good to beat players like Api and Harry. The ‘Cheese’ is the real deal.

10.Payne Haas (Brisbane) – Haas is powerhouse, big, strong and always difficult to tackle.

11.David Fifita (Titans) – Fifita is a wrecking ball when he gets going. Almost impossible to stop.

12.Angus Crichton (Roosters) – Can hit a hole, attracts defenders and can offload in traffic.

The final word: There is no way that the NRL are ready to introduce a 17th team into the competition for the 2023 season. The game is absolutely bleeding money and needs time to stabilise before another side is introduced. 2024 should be the absolute earliest date!

f Ivan Cleary wants to motivate his side ahead of this Sunday’s clash against Wests Tigers, all he needs to do is show them the most recent episode of the Fox Sports documentary ‘Tales from Tiger Town’.

A huge feature of the episode is the Tigers knocking off Penrith at Leichhardt Oval back in Round 13.

Michael Maguire, his team and Tigers supporters took enormous joy out of defeating a Penrith side that resembled a reserve grade outfit, as the State of Origin period began to take hold.

It was a dream for the Tigers.

This Sunday could well be a nightmare.

Penrith come into this match at fullstrength, with the returns of James FisherHarris and Brian To’o adding to what was already a strong side thanks to several key returns in recent weeks.

SUNDAY, AUGUST 29 | 4.05PM | MORETON DAILY STADIUM | REFEREE: MATT CECCHIN The Panthers are primed for the Finals, tuning things up and ready to go up the couple of gears the coach says is left in them.

The Tigers meanwhile are preparing to pack up their hub in Brisbane as the Finals evade them yet again, with last Saturday’s loss to Cronulla putting the final nail in their 2021 coffin.

To make matters worse, they’ll be without perhaps their one shining light – Adam Doueihi, who has picked up a knee injury and joins the likes of James Tamou, Daine Laurie and Luke Garner on the sideline.

Penrith made their critics step up and take notice with an impressive 25-12 win over South Sydney at Suncorp Stadium last Friday night. While they were down 12-0 early, once the Panthers increased the intensity – particularly in the second half – the Rabbitohs simply couldn’t go with

them. It bodes well for when the two sides meet again in the Finals early next month.

The reality is this Sunday afternoon’s game in Redcliffe could get ugly for the Tigers.

They now have nothing to play for but pride, and they haven’t shown a whole heap of that when it’s mattered this season.

Games like this often don’t play out as the form guide might suggest, but it’s hard to see the Tigers matching Penrith. Not when they concede 50 points to a team like Cronulla.

The Tigers just don’t have the players that take games by the scruff of the neck and show real ownership. They constantly let each other down, whether it’s a sloppy missed tackle, a poor kick or a misguided pass. They lack connection, something that Maguire will have to fix next year if he’s to survive long-term at the troubled club.

CHANNEL 9 FOX LEAGUE ABC 702 TRIPLE M

Penrith present the exact opposite at present. Nathan Cleary’s game management is right up there with the best in the NRL, while the team plays for each other for the full 80 minutes – egos brushed aside as winning became a habit.

Cleary tormented Souths, and particularly Josh Mansour, with his kicking game last Friday night and we should see the same approach this Sunday. The Tigers will crumble under pressure if Cleary and co are as relentless as they were against the Bunnies for 60-odd minutes. Isaah Yeo has a chance to rip the middle to shreds.

Are the Tigers any chance? In a two horse race, anything can happen. The Tigers do produce more offloads than any other team in the competition – but they just can’t make them stick.

Penrith should be way too classy.

Tip: Panthers by 40.

STAINES STAYS SIDELINED ! Only injury will see Charlie Staines fight his way back into the Penrith team for the business end of the season. Coach Ivan Cleary has all but conceded Staines is unlikely to feature as part of the top 17 for the Finals, after he was dropped a few weeks back. At only 20-years-old, Staines will have plenty of time to perfect his game over the coming seasons. It’s understood Cleary is very keen to run with the best possible back three under the high ball and will go into the Finals with Dylan Edwards, Stephen Crichton and Brian To’o in the key positions. With Matt Burton and Paul Momirovski in the centres, Brent Naden is of course also in the mix and finds himself ahead of Staines. ! Penrith captain Nathan Cleary has put his face to the NRL’s new COVID-19 vaccination campaign. The new advertisements feature high profile players from across the NRL explaining why they’re choosing to get the jab. !

The NRL has conceded that Brent Naden’s try against Souths last weekend should have been pulled up by The Bunker, with an obstruction play in the lead-up missed by the officials. But Head of Football Graham Annesley has confirmed the controversial ‘downtown’ penalty against Souths at a crucial stage of the game was 100 per cent correct. Contrary to popular belief, the decision was made by the touch judge, not interference from The Bunker.

! The Panthers have secured the services of Tyrone May on a fresh one-year deal. The 25-year-old continues to provide strong utility value for the Panthers and his role could prove even more crucial next year when Matt Burton heads to Canterbury. !

Spotted: An hilarious moment on Fox League’s coverage of last Friday night’s double header, when Panthers legend Greg Alexander declared Jake Trbojevic was a “Tooheys man” after being awarded the VB Hard Earned Man of the Match in the Manly v Raiders match. Cooper Cronk couldn’t contain his laughter as he tried to remind Brandy that Trbojevic was almost definitely a VB drinker, given who was sponsoring the broadcast.

! The Panthers are unlikely to rest too many players against Parramatta next weekend despite the result having no impact on what happens in week one of the Finals.

Coach Ivan Cleary feels most of his key men have had stints on the sideline anyway, most through niggling injuries. There may be a few who get a break, but there certainly won’t be a plethora of stars sitting on the sideline.

! The Masked Panther is a Fox League man but I turned over to Channel Nine to see some of their post-match coverage last Friday night. No surprise that Phil Gould and Andrew Johns were complaining about referees. To make matters worse, they were whinging about the ‘downtown penalty’, admitting it was probably correct but still shouldn’t have been awarded. No wonder Nine is looking to shake things up next season. ! He may have been terrorised under the high ball and left the field with a knee injury, but Souths winger Josh Mansour certainly felt the love from his former team mates last Friday night. Mansour was spotted chatting with a bunch of Penrith players after the high quality game at Suncorp Stadium.

! With players having a little more freedom in Queensland at present and the weather warming up, it’s no surprise that the beach has become the go-to destination for plenty of Panthers players. In the record 19-game run, the Storm picked up a 37-10 drubbing against Penrith, but Craig knows that it wasn’t really the true Panthers that day.

he heart and soul of the Panthers, James Fisher-Harris, makes his longawaited return for Penrith this Sunday following an eventful past month on a personal level.

Since the 25-year-old last played in Round 19 against the Broncos, he has left the Bubble, flown home to Sydney, watched his partner give birth to their second child, and then returned to Queensland to spend two weeks in hotel quarantine before reuniting with his Panthers teammates on the Sunshine Coast.

To say the 103kg prop is more than ready to return to the field is an understatement.

Panthers centre and teammate Stephen Crichton said Fisher-Harris is finally ready to strap on the boots and rip in.

“I’m pretty sure he’s sweet to play [this Sunday] and it’ll be good to have him back in our team,” he said.

“He’s one of our main forwards and it’ll be good for him to lock in our middle as well.

We’ll get a good go-forward with him playing in the middle, it’ll be heaps good.”

Before Fisher-Harris’ four-game absence, the Kiwi international was in Dally M Medal contention – averaging 173 running metres

“We call him the ‘Mamba’ out here like Kobe Bryant because he’s always doing the extras just like Nathan [Cleary],” Crichton revealed.

“He’s one of the most hardworking players in our team. He’s always the one that wants to take that tough carry even when he’s tired. He just has an engine and wants to keep going and going.

“He’s one of those players that whenever he talks everyone stops and listens. He keeps quiet usually, but on the field he’s real demanding and everyone listens to what he says.”

With Fisher-Harris back in the line-up, Penrith will field a tremendously intimidating roster for this Sunday’s clash against the embattled Wests Tigers – vastly different to the one that suffered their first defeat of the season back in Round 13.

Crichton said the ‘statement win’ over the red-hot Rabbitohs last Friday has given his side a huge shot of confidence, a daunting prospect for Michael Maguire’s men.

“Beating a top three team in Souths, not everyone can do that, so there’s a good vibe around the place,” he said.

“We are getting our players back one by one… and there’s still room for improvement.”

REVENGE NOT PENRITH’S FOCUS NATHAN TAYLOR

D

espite several attempts to stir up some feelings heading into Sunday’s grudge match against the lowly Wests Tigers, Panthers star Matt Burton opted to go down the respectful route when chatting with reporters on Wednesday afternoon.

On a cold winter’s night back in early June, Penrith’s historic 12-game winning streak to start the season came to an abrupt end at the hands of the Tigers in what was a fiery and spiteful clash at Leichhardt Oval.

With seven players missing due to Origin commitments, one player suspended, a handful of debutants and a new halves pairing, losing to a hungry – bordering on vengeful – Tigers outfit has remained in the minds of Panthers fans since that chilly evening on June 4.

And while the supporter base hasn’t quite moved on and are desperate for some sweet revenge this weekend, the players seemingly have put it past them – well, publicly at least.

“Obviously the Tigers are a great side and we’re coming off a good win last week, so we just have to keep building as a side and keep turning up because it’s getting close to the Finals. We’re really looking forward to this weekend,” he said.

With the Tigers officially out of the Finals race after they had 50 put on them by Cronulla last weekend, Penrith have much larger fish to fry in the coming weeks, but they’ll still want to put in a professional performance on Sunday afternoon.

Burton said the 26-6 loss to Michael Maguire’s men stung, but he and his teammates that evening took plenty away from it.

“That one hurt but it’s another challenge for us this weekend and I’m really looking forward to it,” he said.

“I learned a lot out of that game, it was pretty hard having a lot of players out. A lot of us younger guys had to step up and take over and take control, and that was probably the biggest thing I learned out of that.

“They are a great side; they have a lot of talent there. We just have to focus on ourselves and keep building as a side heading into the Finals.”

AUSSIE DRAMA FINDS A NEW HOME EMILY FESZCZUK f you are looking to escape lockdown for an hour or two then jump into the funny Aussie television drama, ‘Five Bedrooms’.

Once you have binged the first season, you can follow the second that has just premiered on the recently launched streaming service, Paramount Plus.

With 35 years’ experience in the entertainment industry, cast member Doris Younane told the Weekender that the story line is a special one.

“It is about five very different people from different walks of life, in different financial

positions who decide at a wedding to buy a house together,” Doris said.

“It is a really clever idea, how they navigate the world within the house and how they become each other’s support systems.”

Living in a share house when she studied at NIDA, Doris said she wouldn’t want to do it again but relates to her character Heather in real life.

“I can relate to the feeling of a woman feeling a little invisible once you hit a certain age but she is braver than me and has a very sharp sense of humour,” she said.

“She is beautifully written by Christine Bartlett and I haven’t had a character like this my entire career so I adore being her,

plus she is the romance part of the show which I am liking.”

Heather’s romance is heating up with Ben, who is played by Stephen Peacocke, another member of the talented Australian cast.

“Stephen and I get on really well but he really is such a great actor which makes it easy for us with challenging scenes,” she said.

“Australia is thanking me for him which is hilarious… the fact that they have explored a woman in her age group falling in love with a gorgeous guy like him in a very truthful way has restored some faith in relationships.”

son, Doris said now is the perfect time to settle in at home and take a peek into the ‘Five Bedrooms’.

“There are some massive moments that will make you laugh and cry, as well as some challenges that are penciled beautifully by the writers including the wonderful Michael Lucas,” she said.

Doris said there’s a few rules before sitting down to watch the series, which originally premiered on Channel 10.

“Grab some popcorn, a little bit of wine and fall in love with some real people who are living life,” she said.

Basketball is returning to 10 for the first time in six years, with the NBL signing a three-year deal with the network.

The deal will see two games broadcast live each Sunday afternoon in a marquee timeslot during the NBL season, showcasing four hours of basketball action on 10 Peach and streamed live in HD on 10 Play, from 1pm. Last month, Foxtel also announced a new three-year agreement with the NBL and ESPN.

oing some form of exercise is an easy and free way to boost both your mental and physical health and now is the ideal time to prioritise exercise to keep on top of your health. Given social distancing rules, closing of gyms and many people now having to work from home, it is making it challenging to maintain an active lifestyle. Additionally, people will not be getting the incidental exercise they normally would get from commuting to and from work.

Even if you don’t have weights, kettlebells or bands at home, any movement where your body has to resist against gravity or another force will help build strength.

Here are some tips • Don’t sit all day. If watching TV/working or sitting for longer than 45 minutes, get up and do a lap around the home, stretch or do an active chore. Walk briskly up and down the house/staircase a few times a day.

• Use canned fruits, packets of food, laundry baskets, books as a form of resistance.

• Free weight exercises like squats, lunges, push-ups against a wall, or sit to stands from a dining chair are simple yet effective ways to maintain flexibility and strength.

As with any new activity, gradual introduction and small progressions weekly are important to avoid the risk of an injury occurring. A good rule of thumb is to use the 10 per cent rule when progressing incidental exercise. You can either increase the frequency in which you exercise, the amount of repetitions you perform or work at a higher intensity.

Vaccinations are a hot topic, but don’t forget about your beloved pet!

W

ith COVID at the forefront of our mind, many pet owners have understandably overlooked their pet’s annual vaccination and health check.

The saying ‘prevention is better than cure’ is as true for our pets as it is for us. Vaccinating your dog against preventable diseases is the logical choice when it comes to their health. We suggest vaccinating against the common preventable diseases including: Parvovirus (parvo): Parvovirus is a nasty disease that causes severe vomiting, blood in the stools, and loss of weight and appetite. Parvovirus is highly contagious and can survive for long periods in the environment after being passed in the faeces of infected dogs. The virus can withstand cleaning and weather changes, meaning the spread of the virus is hard to control. Parvovirus symptoms progress rapidly, and the disease can be fatal.

Targeted treatments may be expensive, but if caught early may carry a good prognosis.

Canine distemper (hard pad disease): This is a highly contagious disease that is spread through the air and by contact with infected animals.

It can be contracted by dogs of all ages and affects the gastrointestinal, respiratory, and central nervous systems. It has no known cure.

Canine Adenovirus (infectious canine hepatitis): This virus targets a number of organs, notably the liver, kidneys, and eyes. This virus is spread in the faeces, urine, blood, and saliva of infected dogs. Symptoms can vary and include fever, lethargy, vomiting, diarrhoea, abdominal pain, and tonsillitis. The disease can progress rapidly and can result in sudden death.

Infectious Canine Tracheobronchitis (canine cough): ‘Kennel cough’ is a highly contagious respiratory disease

in dogs. As the name suggests, it presents itself as a dry and persistent cough.

Young puppies are most at risk to suffer more severe complications such as pneumonia, fever, and lethargy. It is spread easily through inhalation of the infectious particles during contact with infected animals and is commonly contracted in dog parks, kennels, and dog shows.

Other diseases that we may recommend a vaccination against include Leptospirosis and Coronavirus (not COVID19) for dogs that require a greater level of vaccine coverage.

hose approaching retirement have almost certainly heard their friends and colleagues use the term Transition to Retirement (TTR).

It is an extremely popular (and very effective) strategy that enables PreRetirees to significantly boost retirement savings; in many cases without reducing take home pay, but how does it work?

Some years ago the government allowed those over 55 to access part of their superannuation through a pension, the logic was to allow workers to ease out of the workforce into retirement. This ruling also provided an opportunity for those of preservation age but still working to reduce their tax and increase super contributions.

The reason that the TTR is so effective is that it allows us to replace fully taxable income with income that is taxed concessionally, taking advantage of the advantageous superannuation taxation rates.

The first step in establishing a TTR strategy is rolling superannuation into a Non-Commutable Allocated Pension (NCAP). An NCAP is able to pay a pension of up to 10 per cent of the total balance of the fund, however unlike a traditional allocated pension, no lump sum with-

drawals are allowed. The NCAP has an advantage over superannuation (and all other investments) in the fact that there is no tax on either income or capital gains.

Once the NCAP is established, we elect to commence a pension, the pension amount is calculated based on the individual’s circumstances, but must fall between four to 10 per cent. This is paid directly to the client, between the ages of 55-59 it is taxed concessionally, after age 60 the income is tax free.

By receiving a pension we have increased the take home pay of the client, this is sometimes the desired result (particularly in the event the client is reducing work hours), but the most popular use of the TTR is to have the take home pay remain unchanged.

By salary sacrificing the excess income directly into superannuation, the take home pay remains the same as it was prior to commencing the strategy, but income tax is significantly reduced.

The tax savings made in the years prior to retirement through a TTR strategy really add up. A recent 56-year-old client of ours who had approximately $200,000 in superannuation, earning $80,000 will be approximately $80,000 better off at retirement due to the strategy.

Ongoing Aerial and Ground Baiting: 17 May – 17 November 2021 1080 poison baits will be delivered on ground and aerially from a fixed wing/ rotary aircraft in these reserves: Appletree Aboriginal Area, Dharug National Park (NP), Finchley Aboriginal Area, Manobalai Nature Reserve, Parr SCA, Wollemi NP, Wollemi SCA, Yengo NP and Yango SCA. These programs are designed to minimise the impacts of wild dogs and foxes on neighbouring stock and wildlife including threatened species such as the brush-tailed rock-wallaby, following an unprecedented bushfire season in 2019-20.

Always the people’s car How the Toyota Corolla established itself as a market leader internationally NATHAN TAYLOR

oyota has sold its 50 millionth Corolla, cementing its position as the world’s most popular model.

Over the course of the past 54 years, Australians have played a significant role in its success with more than 1.5 million Corollas sold locally.

Australia was the first export market for Corolla when 15 examples of the small 1.1-litre KE10 two-door sedan left the factory in Japan in November 1966.

They went on sale here the following year and every generation since has been warmly embraced by Aussie car buyers.

Toyota Australia Vice President Sales, Marketing and Franchise Operations, Sean Hanley, said the success of Corolla was built on its quality, durability and reliability and every owner had a story to tell.

“For many people, the affordability, efficiency and fun-to-drive attitude that Corolla has always epitomised meant it was often a first car,” he said.

“Among the millions of owners, there are more than a few fond memories and here in Australia it has been so warmly

Such was the appeal of Japan’s “people’s car” in Australia that in 1968, Toyota started local assembly of the Corolla at a factory in Port Melbourne – the first such operation outside of Japan.

Toyota Australia went on to build more

than 666,000 Corollas until 1999 at factories in Port Melbourne, Dandenong and Altona.

Australia was also the scene for Corolla’s first win in international motorsport with a class victory in the 1968 Hardi-Ferodo 500 at Bathurst.

This began a strong motorsport career for Corolla in Australian motorsport, which included winning the 2008 Australian Rally Championship in the hands of Neal Bates and Coral Taylor.

orget ‘Super Saturday’, tomorrow will officially be dubbed ‘Giant Saturday’, with two huge games for local GWS Giants fans to sink their teeth into.

Kicking off at 2.30pm will arguably be the most anticipated Super Netball Grand Final in history, with the NSW Swifts doing battle with Giants Netball at Brisbane’s Nissan Arena.

With all of NSW in lockdown, this could be the most watched game of netball ever with the two sides meeting in the deciding game for the first time.

After qualifying early and enjoying last weekend off, the Swifts will go into tomorrow’s Grand Final as favourites as they look to win their second Super Netball title in three years.

As for the Giants, they return to the grandest stage for the first time since the 2017 season after defeating West Coast in last Saturday’s Preliminary Final 64-61.

“We are just so thrilled, so excited, a little bit relieved in some ways, but just so very happy to have been able to do it,” Giants coach Julie Fitzgerald said after the match.

“How wonderful would it have been if the game could have been played in Sydney?

“But having said that, I’m just so happy that with the conditions in NSW at the moment and the uncertainty that everyone’s living with, I’m glad that we are able to achieve it and we can have an all NSW Grand Final and

I hope bring a bit of joy to some of the people down there.”

Meanwhile, at 3.20pm on Saturday, the GWS Giants and Sydney Swans will write another chapter in a storied AFL Finals history when they face-off in a blockbuster Elimination Final in Launceston, Tasmania.

GWS’ 14-point win over Carlton last Saturday night confirmed Leon Cameron’s men would finish seventh on the ladder, locking in the third Sydney Derby of the year.

Tomorrow afternoon’s match will be the third post-season clash between the Giants and Swans since 2016.

The Giants have won both Finals matches between the clubs, with the winner out of this Saturday afternoon’s contest to square off against the loser of tonight’s Qualifying Final between Port Adelaide and Geelong.

“It’s a unique situation to play the Swans again in a Final. They are always tight tussles with the Swans and when it’s Finals the stakes are up again,” Giants star Toby Greene said on Monday.

“It will be a great game, they’re in good form and we’ve come in with some wins as well.

“I’m sure it would’ve been really good to have the game in Sydney, but that was never in the equation. It will be great down in Tassie; I don’t think we’ve played in Launceston for a while.”

Tim hits special OzTag milestone NATHAN TAYLOR

ocal OzTag coach and player Tim Bailey has just about done it all in the game, but says being recognised for his 10 years of service with the Australian Tagaroos is very special.

The dedicated and passionate Glenmore Park resident last week received an Australian Tagaroos Service Award for representing his country at the highest level for a decade.

Bailey, who began his career with the Tagaroos as a player in 2011 before turning his attention to coaching, said he was “very honoured” to be recognised for the incredible milestone.

“I’ve been involved with OzTag for a long time, but to get this award is a nice recognition as I don’t do it for the accolades,” he told the Weekender.

“In 2011 I was a player in my first Australian side, but my main role now with Australian OzTag is the coaching side of it and developing our next wave of female stars.”

Bailey first got involved with OzTag way back in 1994 through his good friend Dean Murphy, who introduced him to the sport

as a 19-year-old. Since then, the pair have been inseparable and have gone on to forge an incredible coaching partnership.

“I met Dean one day when I was at work in Penrith and he invited me to play OzTag with him… I haven’t looked back since,” Bailey said.

“Dean and I have been involved in OzTag the same length of time and he’s been there through a lot of it with me. I don’t think I’d be playing the game if it wasn’t for him and I’m grateful he gave me the opportunity to try a new sport.”

Perhaps Bailey’s greatest memory and proudest moment of his 10 years with the Australian Tagaroos is coaching his talented daughter Brooke at a national level. Bailey said he knew his daughter had something special when she played her first game of OzTag as a five-year-old at Hickey’s Lane in Penrith.

“I’m fortunate enough to be her father and help develop her skills, but she’s done a lot on her own too. She’s one of those kids that puts maximum effort into everything she does,” he said.

“To see her play for Australia and coach her at the same time will be something I’ll never forget. To win a World Cup together was even more special.”

The State Government has committed $2 million to the Harold Corr Athletics

Track project, which will include the replacement of the sports field with a high-end, synthetic athletics track.

Emu Plains Little Athletics Club President, Kellie Martin, said it is very exciting to see this local athletics dream becoming a reality.

“The all-weather track is not only a great investment in outer western Sydney athletics, but it ensures every athlete in our Zone is equally competitive on the same surface as other Zones when it comes to qualifying for representative events,” she said.

Sports Minister Natalie Ward said the NSW Government was proud to support these projects which will allow more western Sydney residents to be healthy and active.

“As we have recently witnessed in the Olympics, sport and active recreation offer many benefits, including teaching teamwork and leadership, encouraging friendship and building resilience and self-confidence,” she said.

“The NSW Government is proud to deliver funding for major upgrades to Penrith sporting facilities which will help people of all ages and abilities in western Sydney to be healthy and active.”

Last year’s event was also axed due to COVID but officials and athletes were hopeful that this year’s race would go ahead especially considering Australia had the health crisis under control up until a few months ago.

“During these uncertain times, and especially for those in the local communities in western Sydney, we know it can be hard to stay positive,” the spokesperson said.

“Please hang on to your focus and motivation with the prospect of another finish line somewhere in the not too distant future… and please know that we are here to support you along the way.”

Ironman organisers said all registered athletes have been emailed explaining their options, and should contact them at westernsydney@ ironman.com if they have any further questions.

Meanwhile, the status of the equally as popular Nepean Triathlon has been confirmed.

Due to be held on the weekend of October 23 and 24 at the same venue, organisers this week confirmed the event wouldn’t go ahead due to the ongoing health crisis.

Penrith MP Stuart Ayres said the turning of the first sod at Harold Corr Athletics Track, located in Cambridge Park, delivered on the promise to provide upgraded sporting infrastructure for Penrith residents.

“I understand how much the Penrith community loves sport and providing upgraded facilities which benefit the entire Penrith sporting community is one of my key priorities,” he said.

“Penrith Athletics Club members can look forward to an international standard athletics track in their own backyard.

“These upgrades will improve safety and performance for athletes, giving the athletics community in western Sydney a gold standard track to train and compete on.

Due to be held at the Sydney International Regatta Centre on September 26, officials had no choice but to axe the popular triathlon event for the second straight year due to the Delta variant wreaking havoc across NSW. “The extended lockdown in Greater Sydney has had, and will continue to have, a significant impact on our ability to prepare and deliver this event. As always, the health and safety of competitors, staff, volunteers, and the local community is of the utmost importance,” an Ironman spokesperson said.

“Please know that we understand your frustration with this outcome. We love delivering these events as much as you love competing in them, and not being able to see you complete your journey to the finish line is a huge disappointment.”
