ustralia’s population is now very mobile with people moving interstate to follow employment opportunities and building surveyors are reporting misunderstandings about rules and regulations applying to swimming pools, says the Australian Institute of Building Surveyors.

“All States have laws covering safety aspects of swimming pools, outdoor spas and even children’s paddling pools containing water more than 300mm deep, but that is where the uniformity ends,” said AIBS National President Jeffrey Brooks.

“Laws can be different from State to State depending on a myriad of different scenarios including when the pool was installed – the list of variations is endless.”

Mr Brooks said laws applied to both in ground and above ground pools although in some States above ground pools did not require a barrier fence around

the entire pool, subject to certain design features of the walls of the pool. Parents should also be aware of the need to check the requirements for inflatable swimming pools as, depending on depth and size, they are generally subject to the requirement for a safety barrier.

“The laws can be confusing to a homeowner and can vary depending on when the pool was constructed and the State – rather than make a mistake that could result in a hefty fine, or far worse still, in the death of a child, the best thing to do is to engage a building surveyor who will be up to date with pool safety requirements in your particular State,” Mr Brooks said.

“And, many States review and update their laws annually, so it is not easy for home owners to keep up with changes to the safety laws for their pool.”

Home owners should get their pools and spas inspected annu-

ally by a qualified and licensed building surveyor. However, the confusion about compliance and safety requirements among pool owners could lead to accidents and even deaths from drowning.

While deaths from drowning occur throughout the year in Australia, the majority are in the summer months with February being the peak time.

And, the top location for drowning deaths among children under 15 years is in a home swimming pool or spa with children aged under five years most likely to drown after falling unintentionally into the water.

Mr Brooks said even if home owners were compliant with safety laws, adult supervision was the key to preventing accidents around the pool area.

“It only takes a momentary lapse of concentration and building surveyors often see during pool safety inspections how easily it happens,” he said.

inister for Planning Pru Goward last week said official figures from the Australian Bureau of Statistics show that housing approvals are at their highest level since the 12 month period ending in May 2000.

“More than 52,000 housing approvals in the 12 months to August 2014 means around 1,000 new homes per week have been approved, and this only helps with housing affordability,” Ms Goward said.

“We know there will be two million extra people living in NSW by 2031, which means we’ll need about a million more homes.

“The NSW Government has already started work on deliver-

ing the homes we’ll need for the future with more than 4,200 dwelling approvals provided in August.”

Official statistics from the ABS released last week show some promising signs: • Housing approvals for the latest 12 months to August (52,519) are the highest since June 1999-May 2000 (53,447) • NSW approvals for this month are almost 60 per cent higher than the monthly average of the last five years under the previous Labor government (2,655) • NSW approvals for this month are up 20 per cent on the monthly average (3,513) since the current government came to office.

Rates set to rise in near future T

he good times for property buyers are soon coming to an end, with the latest Reserve Bank Survey conducted by one of Australia’s biggest comparison websites finder.com.au showing interest rates are expected to rise for the next three years ahead.

The finder.com.au monthly Reserve Bank Survey of 28 leading experts, including from all four major banks, unanimously expected no change to the official cash rate at the Reserve Bank board meeting this week.

However, all respondents forecast a rate rise next year, with many betting on a gradual interest rate upward cycle for the next three years.

For the first time, finder.com.au

has released a forecast of when the cash rate is likely to rise.

According to the survey, the cash rate is expected to start rising in June 2015.

There is a 46 per cent chance of an increase during the third quarter of 2015, a 21 per cent chance that rates will begin to rise in the first quarter next year, an 18 per cent chance of rates to start rising in the second quarter of 2015 and a seven per cent likelihood of rate hikes from October next year.

Michelle Hutchison, Money Expert at finder.com.au, said that the end of cheap interest rates is coming to an end and property buyers need to be cautious with their borrowing levels.

“The finder.com.au Reserve Bank Survey sentiment revealed

that many factors will keep the cash rate at the current low level of 2.50 per cent. Inflation being subdued, the low Australian Dollar, and damage to property markets outside Sydney and Melbourne should the cash rate rise too soon,” she said.

“However, the good times for property buyers are not expected to last much longer, with our survey showing the next rate rise being forecast for June 2015, and a 21 per cent chance that the cash rate will start

rising from the first quarter of next year.

“The cash rate is expected to gradually increase over the next two-three years and hit a ‘new normal’ level of four per cent, according to the survey. Only 11 per cent of the 28 experts surveyed believe the cash rate will reach the historical average of about five per cent, while the majority (64 per cent) believe a ‘new normal’ of below five per cent will be reached.

“It’s also a good time to compare home loans online and find a better deal because a small discount can make a big difference to the cost of your loan.”
