ith so much talk about the property market in 2016, all eyes are on 2017 and what it will bring.

Sales Manager at PRD Nationwide Penrith, Daniel Latty (pictured), spoke with Western Property about the upcoming season, when it’s best to put your house up for sale and what first home buyers might expect.

2016 saw first home buyers being outbid, interest rates reach an extreme low of 1.5 per cent and competition for the best home grow enormously. Mr Latty said it’s all about supply and demand.

“The 2016 buying market lasted a lot longer than we have seen in recent years, even up until the Saturday before Christmas,” he said.

“We won’t have a really good gauge on how the market will be this year until after the first few weeks of January – typically the week after Australia Day.” Mr Latty added that it depends how much stock comes on the market at the start of the year as to how many buyers will be bidding on each home.

“There were less houses available in Penrith last year so it’s hard to know whether buyers we met last year will continue searching this year,” he said.

“The competition we had on homes was stronger last year and we haven’t seen prices drop off like some predicted they would have.

“In saying that, our office already has some houses, apartments and townhouses in the area ready to

come on to the market this year and if other agents have the same thing then there will probably be a good supply for buyers.”

Mr Latty said first home buyers might get into the market in 2017 but investors could still play a part.

“With the interest rate so low it’s a great climate for first home buyers but they’re just having to spend that tiny bit more than other home buyers would have previously,” he said.

“There is a big percentage of people we are seeing that are investors, mostly from out of area, to the point where around 80 per cent of inquiries on a property are from investors.

“Who knows if that will continue but they have identified Penrith as a huge investment opportunity.”

Planning For The Future “The implications for many pension recipients are only now being felt”

O

ver the past year, it has been highly publicised that the Centrelink Assets Test is changing. This came into effect on January 1 2017, and is now in place.

This change has affected a number of pensioners who may now be receiving either an increased or a decreased pension, depending on their circumstances.

For most that have seen a change in their Centrelink entitlement, they will also receive a one-off payment that is different to both the previous pension AND the new pension. This one-off payment has led to some confusion for many pension recipients.

The reason for this one-off payment is that part of the payment is being calculated on the Assets Test rules from last year, and the remainder is being calculated by the new rules.

Unfortunately, I have already discovered a few errors in the new Centrelink payments of some of my clients. I would encourage everyone to check to ensure that you are receiving the correct Centrelink payment.

For those who have had a change to their Centrelink payment, it is likely to influence their overall financial situation and may be a trigger to review their financial plan.

For those lucky enough to receive an increase to their Centrelink payment, they will now be receiving a higher income. If they were living comfortably on the income they were previously receiving, it may be an opportunity to reduce the pension they draw from their superannuation savings. This will help your super last longer. Others will choose to use the increased income as an opportunity to improve their lifestyle.

Clients whose Centrelink income has reduced will face different issues. Reduced overall cash flow will negatively impact the ability to maintain living standards for those who didn’t previously have surplus income. It will be necessary for many to replace that shortfall in income. Increasing payments from superannuation will be a popular strategy for many in this situation.

Some pensioners may be forced to liquidate assets so they are able to generate income to meet costs.

Others will be forced to live on reduced income and will have to revisit their budget.

Although these changes have been publicised for some time, the implications for many pension recipients are only now being felt.

There are, however, some strategies that will assist in reducing the effect of the Assets Test changes and will increase entitlements.

What is special about a portable loan?

M

ost lenders offer portability with their home loans, but what does that actu-

ally mean?

If your loan is portable it means you can change the security for the loan without having to go through the whole credit process again – providing you meet certain conditions, the three main things being: 1. You don’t need to increase your loan amount 2. That the loan you need is not more than 80 per cent of the value of your new security 3. That the sale and purchase settle on the same day – or your purchase can settle within a few days AFTER your sale in a lot of cases.

On this final point, an issue can come up where your loan is now a higher percentage of the value of your property.

To explain – let’s say your loan was originally 60 per cent of the value of your old place, but now it’s 75 per cent of the value of your new place, lenders don’t love this so it may end up going through credit anyway.

You can get the stamp duty, deposit, agents fees and legal fees covered by the new loan – if there’s enough room as per the above comment – but they won’t be paid until settlement.

That’s OK for everything except the deposit.

For the deposit you can consider the following: 1. If you have cash or redraw, paying from these funds 2. If your solicitor can negotiate for the deposit paid on your place to be released to be used as your deposit 3. A deposit bond which you can organise through your mortgage broker.

Essentially it’s a tool to avoid some of the paper work involved in a new loan approval, if not all of these conditions line up, however, you will probably need a new loan and in fact if you’ve been in the loan more than a year or two it’s smart to reconsider your options as doubtless the market has changed and you could get a better offer.
