T

he Centrelink Gifting Rules are a regular topic of conversation with retirees and often a bone of contention. The application of these rules can frequently lead to confusion.

The rules themselves are fairly straightforward; you are allowed to gift $10,000 per annum to a maximum of $30,000 over any five year period.

I’ve lost count of the amount of clients who have said to me, “it is my money, Centrelink can’t tell me not to give money to my children” (or whoever else). Of course this is true, they can’t.

You are able to do what you want with your money, however, funds given away remain as an asset for the calculation of the Pension.

The logic behind this rule is to stop families transferring wealth and still claiming Centrelink benefits they would not otherwise

be entitled to receive. I heard it said once that the Government should not subsidise pensioners’ gifts to their children.

To demonstrate the Gifting rules as a working example; “John” is on a Centrelink pension and would like to give away $50,000 to his son. The gift would be treated

by Centrelink as follows: Under the Centrelink asset test $40,000 of John’s gift would still

be considered an asset in year one, despite the fact that John no longer has access to these funds. In year two $30,000 would be considered an asset and the following year $20,000 would be considered an asset. That remaining $20,000 would be considered an asset until five years after John initially gifted the money.

Funds gifted are also deemed for income test purposes.

aving trouble getting a good tradesperson to turn up?

Try these tips!

Local tradespeople: This is one of the most important things to look for when you call for any tradesperson, they are more likely to turn up than one who simply advertises they are local but could come from anywhere. Ask where they are based at.

Reputable company: One that you may have seen in your local area. Maybe sign written vehicles or local paper advertisements.

Even the Yellow Pages are a good start. One that has been in the local area for some time.

Websites: Are a good way to see what a company does, how long they have been in business for as well as their location.

Word of mouth: Is another way to check on a tradesperson, ask your friends and relatives if they

have dealt with any good trades or companies that they could recommend.

Check a tradesperson or a company’s licence: Do this online at www.fairtrading.nsw.gov.au.

Just follow the links for licence checks. You can either put in the company’s name, the tradesperson’s name or a licence number, it’s that simple.

Multiple trades companies: Some companies may have multiple trade types which can be handy if you have a bathroom renovation to do or have a few different repairs requiring multiple trade types around the property. This is also handy for property managers.

Having one company to deal with who has multiple trades can simplify your quest by having only one contact to deal with.

When you call: Ask some simple questions – have you a call out

fee? What does this cover and how much is it? If it is an urgent job or simple work they may be able to price you over the phone for example a blocked sewer pipe.

Check what timeframe they can get there, remember most tradespeople are generally working so it could be many hours, days or weeks before they turn up.

Quotes: If you are after a quote and it is a standard job like replace a light switch or tap they should be able to give you a cost over the phone, for more difficult work take a photo or send them plans if it is a large project to their email address.

Otherwise ask if they can come to your property to do a free quote. That’s where local trades will shine.

Finding the right tradesperson can be difficult but using some of the advice above is a good start.
