he Property Council of Australia has welcomed the NSW Government Budget, delivered last week by Treasurer Andrew Constance.

Just some of the announcements in the budget that are popular with the property industry include $60 million for local councils to deliver essential infrastructure to support up to 3,000 new homes in western Sydney growth areas; more funding for Urban Activation Precincts and the Housing Acceleration Fund; and delivery of the e-planning portal to give NSW a modern planning system.

“This is a budget that goes for growth – and is built on the back of a rising housing construction market,” NSW Executive Director Glenn Byres said.

“Surging stamp duty revenues have given NSW the freedom to

invest in new infrastructure that will improve the productivity, mobility and sustainable growth of our cities and regions.

“The Government has rightly seized the opportunity to increase its infrastructure spend – and will take another quantum leap forward when capital tied up in energy assets is recycled.”

Mr Byres said that rising stamp duties, from both residential property and commercial transfers, underpin the budget.

“This emphasises the critical significance of the property industry – which creates one in 10 jobs in NSW and pays over $16 billion in wages to workers and their families,” he said.

“We are also pleased to see the State commit to abolition of the remaining nuisance taxes like mortgage duty in 2016.”

Busy on the property front,

the NSW Government also announced last week that their long term plan to deliver vital community title reforms will be fast-tracked to coincide with strata and sector-wide reforms for the building industry.

“Community title reforms will be accelerated as part of a broader package of reforms relating to multiple occupancy of buildings, strata, security of payments and home warranty insurance connected with the building industry,” Minister for Fair Trading, Matthew Mason-Cox said.

“The Government is now planning to release a Community Title Reform Position Paper to owners, residents and industry in the coming months.”

NSW has around 75,000 schemes. There have already been 1,200 online and 1,900 discussion paper submissions made.

New authority needed A

n independent authority that can deliver on Sydney’s need for major projects, jobs and housing is essential, according to the Property Council of Australia.

The State Government has recently announced it will establish a commission charged with managing Sydney’s growth.

“Sydney is Australia’s greatest city and one of the best cities in the world to live in – we want to keep it that way,” NSW Premier Mike Baird said.

“The establishment of a single agency, to be known as the Greater Sydney Commission, will streamline the way the NSW Government’s infrastructure and urban planning priorities are delivered.”

Reform doesn’t go far enough

Reforms to the Home Building Act herald welcomed changes to reduce irrational liabilities faced by industry from defect definitions and costly disputes.

The Property Council of Australia has been working for over two years to see changes introduced that curb excessive risks for home builders.

“The Government has taken sensible steps to encourage quality builders back into the industry, and reduce the risk to reputable operators,” NSW Executive Director Glenn Byres said.

The main reforms relate to defects, with minor defects covered for two years and major defects for six years. This replaces the old ‘structural’ defect. Importantly, the legislation also brings more sensible and clear definitions around particular types of defects.

Last week the State Government announced that it would increase the threshold for first home owner grants on new homes. However, the Real Estate Institute of NSW says that the reforms don’t go far enough.

They strongly believe that first home owners should be assisted when purchasing existing properties and that the NSW Government should provide incentives for older Australians seeking to downsize.

REINSW President Malcolm Gunning said the key to a thriving property market is to help those who need it most.

“The Government’s approach to first homebuyers shows it is out of touch with the realities of the NSW property market. Restricting first homebuyers to new properties limits their options and choices, making it even more unaffordable for many to acquire a home,” he said.

“The Government also needs to assist older Australians who want to downsize.”

he suburb of Kingswood is situated at the eastern approach to Penrith and its historical development is intrinsically associated with the suburban, commercial and industrial entity of Penrith and South Penrith.

The suburb forms part of the catchment of Werrington Creek and its numerous tributaries which drain into South Creek to the north east.

This water supply encouraged the establishment of tanneries in areas north of the Great Western Highway.

Within this large area is diversity of land use including health (Nepean Hospital), education (Kingswood High, Kingswood Primary, St Dominic’s College, two campuses of the University of Western Sydney, Nepean College), cemetery (Penrith), and miscel-

These facilities are distributed across the suburb, but there is a concentration of government and educational uses in the eastern area of the suburb.

Without doubt, Nepean Hospital is the biggest facility in the area – and the largest employer.

metre of tile will be placed. The next step is to put painter’s tape on the countertop underneath the area to be tiled.

Spread mastic evenly over the first metre of the area to be tiled with a toothed trowl. Put down cardboard spacers flat on the bench, making sure to have the edges against the wall.

Next you can grout the tiling using a grout float, working in small sections, of about one square metre, and be sure to move the flout diagonally to the grout lines.

Use unsanded grout for small areas, and sanded grout for larger areas. Once the grout starts to form a haze, use a moist sponge

You can then put the first sheet of tiles on, starting from the bottom and making sure to align it with the outside edge of the wall and rest it on the cardboard spacers. Tile spacers are useful when you are using individual tiles.

To help keep the tiles in place hold a block of wood firmly over them and tap with a hammer. Do this until all the tiles feel level.

Continue tiling until the area is covered and let it dry.

he kitchen tends to be a focal point in many homes. But if your kitchen is a little tired and you’re thinking it’s time for an update why not try a new tiled kitchen splashback.

For those keen to take on this DIY project, Masters has some tips.

Firstly measure up the area.

Then check the vertical row and make sure that any tile that finishes in the corner can be cut to a size that is more than half the tile width. Repeat with the splashback height, lay out the tiles on the bench in the configuration that you want them and then mark out the edges of the area to be tiled.

Make sure to measure out where any outlets and light switches are and then if you are using a tile sheet you can cut tiles out with a utility knife to work around the outlets. Apply a layer of tile mastic to the area where the first one

Credit just too expensive If you are thinking of purchasing all those new homewares on your credit card, or perhaps placing a deposit for a home renovation on your plastic, think again.

An explosion of premium plastic onto the Australian credit card market is driving card margins to record highs and causing concern for debt laden households in the wake of the shock Federal budget, according to new research from financial comparison website Mozo.com.au.

Average credit card rates are now a whopping seven times higher than the official cash rate. The cash rate has stayed at a record low of 2.5 per cent since last August, but the average credit card rate has risen from 17.08 per cent to 17.43 per cent. Annual fees are also on the rise, up from an average of $98 to $108.

Mozo director Kirsty Lamont says credit card rates and fees are being driven up by a surge of new premium plastic onto the market, with platinum cards now accounting for a third of the overall credit card market.

“Nine in 10 credit cards launched this year are premium cards with interest rates of up to 20.74 per cent and annual fees of up to $375. People really need to question whether they need the perks offered, or whether a regular card might be a smarter and cheaper choice,” Ms Lamont said.

She said Bankwest and Police Bank Visa are cheap options.

They also need to contact their home and contents insurer to let them know their plans.”

The research also found that half of those surveyed didn’t know they had to contact their insurance provider before embarking on their renovation project. An insurance policy can become void if the provider is not notified.
