W
ith nine months to go until the next state election, Andrew Constance’s first budget as Treasurer had two goals: convince people they were managing the state’s finances responsibly; and let them know they were going to throw truckloads of cash at different projects. “Our budget is powerfully positioned,” the Treasurer said in his budget speech. “Net debt is down, expenses are under control, the triple-A credit rating is maintained.” He was keen to portray the budget as having been out of control under the former Labor government, but now in surplus and well placed for the future. “The legacy of Labor’s ill discipline was a net debt expected to exceed $20 billion this year. It now stands at $8.6 billion,” he said. However, he said the cuts the Federal Government made in its budget had potential to cause long-term damage to the state budget’s bottom line. “In the next four years alone, $2 billion will be wiped off our books with national partnerships and agreements in health, education and pensioner and senior concessions cut by Canberra. Beyond the forward estimates, the problem grows,” he said.
