North Riverside trustees last month voted to more than double ambulance fees as of-

ficials seek to leverage a new program that allows the village to collect more revenue from Medicaid claims.

Prior to the Nov. 15 vote, the village charged $600 for basic life support and $1,200

for advanced life support in the event an ambulance was needed to transport a patient to the hospital.

However, the village often gets far less than it charges. The ordinance stated that

the village would seek whatever revenue it could get from a third-party insurer, whether private or through Medicare or Medicaid.

When it comes to making a Riverside house a local landmark, homeowners haven’t been exactly in a hurry to do so, at least in the past couple of decades. The two buildings most recently designated as local landmarks – back in 2007 -- weren’t singlefamily homes at all. They were the commercial building that houses Riverside Plumbing and the impressive courtyard condo building at 65-69-73 Longcommon Road.

On Nov. 18, however, the Riverside Village Board voted unanimously to designate the single-family home at 214 Scottswood Road as Riverside Landmark No. 71, capping a two-year process that saw the application vetted by both the Riverside Historical Commission and Preservation Commission.

“Whenever I bring it up, the first question I get is, ‘What’s in it for you?’” said homeowner Patrick Smith-Ray, who with his wife bought the shingle-style Victorian in 2015.

“I’m a big history buff and I’m always talking up historic preservation, so this was an opportunity for me to put my money where my mouth is.”

Smith-Ray dove headfirst into researching the home’s past and said he and his wife determined early on that they’d seek landmark status for the home.

“This house was one of the few on the block never to have had an addition put on it,” said Smith-Ray. While the Smith-Rays did intend to do just that, they made sure it would blend sympathetically onto the rear of the original home, using original limestone from the foundation as a veneer over the concrete of the new extension and having cedar shingles specially made by a California compa-

Woolly Bully is back, ready for wildflower habitat Refurbished Brookfield Library icon will be focal point of pollinator garden

The new parking lot across the street from the Linda Sokol Francis Brookfield Library could open to patrons as early as this week, marking something of an “official” end to the year and a half long construction project.

Library Director Kimberly Coughran told the Landmark that the last holdup was waiting for ComEd to hook up electricity to the area, which was to take place the first week of December.

But a more important milestone in the completion of that parking lot, where the library itself stood from 1914 to 2021, will be the return of the library’s mascot – Woolly Bully, the life-size bison sculpture that stood sentinel outside the library’s front door since 2010.

Woolly Bully will stand on a concrete pad amid the new pollinator garden in the small park north of the parking lot, which will be dedicated next spring.

Interpretive signage will explain the bison’s connection to the prairie and also as a symbol of the partnership between the library and Brookfield Zoo, which brought Wooly Bully to the intersection of Grand Boulevard and Lincoln Avenue in the first place.

With the demolition of the old library, officials sent Woolly Bully back to Brookfield Zoo for a new paint job in anticipation of it occupying a place of pride in the new pollinator garden.

On Nov. 19, Brookfield Zoo delivered Woolly Bully to the library, and the new paint job was a stunner.

“Woolly Bully was solid brown before,” said Coughran. “We assumed they would repaint him that way, but they basically painted the prairie and pollinators on him. They did a

The bison’s lower half is awash in painted wildflowers, tall grasses and shrubs with butterflies floating in a bright blue sky that hugs Woolly Bully’s back.

Andre Copeland, interpretive programs manager for Brookfield Zoo, said the design services team who worked on Woolly Bully and the interpretive signage knew that the statue not only conveyed lessons in conservation but had become a mascot for the library and is beloved by patrons.

“The bison has become an extremely important part of the community and gives the library a sense of place,” Copeland said. “We really wanted to embrace the strong connection the bison has to the prairie but also its connection to the community.”

Brookfield Zoo’s design department head Andy Murashige and artist Holly Hemminger, who did the painting, finalized the design. Writer Jamie Zite-Stumbris provided the copy for the interpretive signage. The goal of the new bison/signage combo also reflects the original reason Woolly Bully came to the library, through a partnership that resulted in the Brookfield Public Library’s “Language of

Conservation” exhibit back in 2010.

With Woolly Bully slated to stand amid a pollinator garden representing the prairie, “We wanted to make sure it reflected that story,’ Copeland said. “It’s not a literal, but metaphorical representation of the connection with the prairie and community. We all fell in love with the idea and hoped the people at the library would embrace it.”

The library has embraced it, even issuing a new children’s library cards depicting Woolly Bully (wearing a fedora and sunglasses). The cards have proven so popular that adults are requesting them, too, Coughran said.

The pollinator garden won’t be the only special garden dedicated next spring. Closer to the sidewalk along Lincoln Avenue, the library has set aside space for a Village of Brookfield History Garden.

In honor of the original library, founded through a $10,000 Andrew Carnegie Foundation grant, the original limestone lintel carved with the words “public library,” will be set into the ground. The Foundation for the Brookfield Library is soliciting donations to go toward the creation and maintenance of that garden.

Catalytic converter thief in Brookfield eludes arrest A Brookfield police officer interrupted a catalytic converter crew in the act in the 4600 block of Maple Avenue at about 12:35 a.m. on Nov. 28 but broke off a brief pursuit after getting a license plate number and information off the fleeing vehicle, which blew through a couple of stop signs before driving away eastbound on Ogden Avenue.

The officer, who was responding to a report of a possible catalytic converter theft in progress, reached the intersection of Maple and Sahler where he saw a cellphone light under a vehicle parked in a rear parking lot nearby.

As the officer approached the vehicle, a person got up and entered another vehicle, which drove away, ignoring the police squad’s emergency lights and sirens.

After the suspect vehicle left the scene, the officer went back to the 4600 block of Maple and found that the catalytic converter had been removed from a Mitsubishi Outlander.

Stolen vehicle recovered The Cook County State’s Attorney approved charging a 29-year-old Chicago woman with possession of a stolen motor vehicle after a police officer reported seeing her driving the blue 2011 Infiniti at the North Riverside Park Mall, 7501 Cermak Road, on Nov. 21 at 5:35 p.m.

The officer had run the license plate of the vehicle, and a computer check indicated it had been reported stolen in June. Police reached the registered owner, who told police the vehicle had been taken without her permission during the summer by her exboyfriend, who proceeded to disable the vehicle’s GPS and blocked the owner from con-

tacting him. The woman arrested by police is reportedly the man’s present girlfriend.

Garage burglary Brookfield police continue their investigation into a garage burglary that appears to have happened during the morning of Nov. 22 in the 9300 block of Monroe Avenue.

Multiple items were taken from the garage, including a lawn mower, leaf blower, weed whacker, hedge trimmer, a power washer, other small power tools with batteries and chargers, two REI mountain bikes and a bag of 28 Frisbees.

Police reported observing no signs of forced entry and the garage may have been entered more than once given the number of items taken.

Landscaping trailer stolen The owner of Tulip Tree Landscaping in the 9100 block of Plainfield Road, Brookfield, went to police on the morning of Nov. 29 to report that during the early morning hours that day someone stole a trailer from the lot.

Security video reportedly showed that at about 3:15 a.m. a U-Haul truck pulled up and backed toward the trailer. One person is seen getting out of the truck and assists the driver in backing it up closer before hooking the trailer up to the U-Haul, which is last seen heading northbound on Plainfield Road.

Graffiti spree Gang graffiti was scrawled on the rear overhead garage doors of five residences

on the south end of Brookfield overnight on Nov. 26-27.

According to police, three of the garages vandalized were in the 4300 block of Deyo Avenue, one in the 4200 block of Deyo Avenue and one if the 4200 block of Raymond Avenue.

DUI A 35-year-old North Riverside man faces drunken driving charges after he allegedly was found passed out behind the wheel of his car on Nov. 25 at about 12:25 a.m. on Cermak Road just west of 17th Avenue.

Police stated the driver was passed out and that an open can of beer was beside him. Music was blaring from the vehicle, said police, who added they had trouble

waking up the driver.

When police were able to finally rouse the driver, he reportedly began driving forward until police could get his attention and get him to stop. He reportedly failed field sobriety tests. In addition to driving under the influence of alcohol, the driver was cited for illegal transportation of open alcohol.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, Nov. 2228, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Man who crashed car at Bar-Tini was shot in head, back

Additional details released on Nov. 22 highway shooting that ended with crash outside North Riverside tavern

A man with gunshot wounds to his head and back, and who had a small child in the backseat of his car, drove away from police before crashing outside a North Riverside bar Monday night, according to new details released by the Forest Park Police Department.

The unnamed man was apparently injured during a shooting near eastbound Interstate 290 and the Desplaines Avenue exit ramp around 8:15 p.m. on Nov. 22. When Forest Park police arrived, responding to a call of shots fired, they found a Chevrolet Impala stopped in the 800 block of Desplaines with the driver’s side door open.

An officer approached the Impala with his gun drawn and ordered a man in the driver’s seat to show his hands. When that man stuck his head and hands out of the car, the officer saw that the man was bleeding from his head.

For unknown reasons, the man then ducked his head back in the car and drove off. Forest Park police pursued the Impala before “it appeared the driver was no longer in control” and the car drifted across Desplaines Avenue, according to a police report. The Impala came to a stop after crashing between a light pole and Bar-Tini Lounge at 2433 Desplaines Ave. in North Riverside.

A pair of officers again approached the vehicle with guns drawn and saw a man slumped over the center console. They also saw a young child, believed to be around 5 years old, screaming and crying in the back seat. The child was able to unlock the doors and was removed from the car, apparently unharmed.

The man in the front seat, however, was “dead weight” and had his left leg pinned under the steering wheel. Officers eventually extricated him from the car and performed first aid on the sidewalk before he was taken to Loyola University Medical Center in Maywood with “serious injuries,” according to Illinois State Police.

Forest Park police said the man had gunshot wounds to his head and back.

Dashcam and bodycam videos of the incident have been turned over to the Illinois State Police, the lead investigative agency because the shooting apparently occurred on the highway or the exit ramp.

Illinois State Police did not provide an update on Nov. 24, saying the investigation is ongoing.

At long last Hollywood playground, addition complete After months of delays, new features opened to students on Nov. 29

The long-awaited and much-delayed new playground and multipurpose room at Hollywood School in Brookfield both finally opened on Nov. 29.

Both the playground and the multipurpose room addition were originally scheduled to open at the start of the school year in August but were delayed again and again because of supply chain issues and other

problems.

The fifth-grade class at Hollywood was the first class to use the playground, but Hollywood School Principal Kim Hefner let each class have to playground to themselves for a time on Nov. 29 to check out the playground and climb on the equipment, which features a merry-go-round and a tall twisting slide.

“The kids had a blast today,” Hefner said.

Fourth-grader Lionel Otero said he liked the new playground, despite the long wait.

“It was worth it,” Lionel said.

He said that he especially liked the swings and the merry-go-round.

“I liked that there was the spinning circle,” he said.

The playground only came about after years of protracted negotiations between

The school district is leasing the land the playground sits on from the HCA for $1 a year. The playground is surrounded by a wrought-iron fence, but the gates to the playground will be unlocked so that kids can use the playground after school hours.

The approximately 1,450-square-foot multipurpose room built on to the back of the school also opened on Nov. 29. The room will be used for orchestra classes and eventually for lunch once social distancing rules are relaxed.

The room will also be used for indoor re-

cess when the weather is bad and will serve as a large meeting space. On Monday, boxes of orchestra instruments were moved into the new multipurpose room, which features stylish, circular overhead lighting.

It cost the district about $1.61 million to build the multipurpose room and the playground. The playground equipment cost $72,101.50 and it cost approximately $31,800 to install.

Unlike the new multipurpose room at Ames School, the Hollywood multipurpose room features operable windows. The $16,000 cost of the operable windows were covered by a grant.

Riverside District 96 approves tax levy increase Roughly 1.8-percent extension seeks to capture value of new development

The Riverside Elementary School District 96 Board of Education approved a 1.77 percent increase in its annual tax levy at its Nov. 17 meeting. The district tax levy approved by the school board amounts to $27,329,818.

The tax levy assumes that approximately $2 million in new property development will be coming onto the tax rolls this year.

Tax cap laws limit the increase in the tax

levy to no more than the increase in the consumer price index (1.4 percent last year) or 5 percent, whichever is less, plus the value of new development.

The Cook County Clerk’s office will make the final calculation to limit the tax extension to no more than the CPI plus the value of new property. While many taxing bodies routinely approve levies near the maximum of 5 percent to be safe and let the clerk reduce the tax extension, District 96 tries to be more accurate while making sure it levies enough to capture the entire value of new development coming onto the tax rolls.

District 96 Finance Director Jim Fitton says that he follows the practice of his predecessor, David Sellers, in trying to be as accurate as possible in the tax levy.

Seventy-six percent of the tax levy will go to the district’s education fund, which day-to-

day expenses such as the salaries of teachers and other staff and other expenses related to education.

Next year taxpayers are likely to see a bigger property tax increase. For the first time since Illinois’ property tax cap law was passed 30 years ago it looks as if taxing bodies will not be able to increase taxes enough to keep up with inflation.

The law limits tax levy increases to 5 percent or the CPI for the previous year. As of October, the CPI has increased by 6.2 percent this year. If the annual increase in the CPI is more than 5 percent when the final numbers are reported in January, taxing bodies will only be able to raise their tax levy by 5 percent. That will be the first time since the tax cap law was enacted that taxing bodies could increase their tax levies by the full 5 percent without a referendum.

School finance directors are looking forward to the influx of revenue.

“That’s good as long as our expenses don’t increase by more than 5 percent,” Fitton said.

Last year the tax levy for District 96 increased by 2.55 percent. The largest increase in the extension over the past nine years was the 3.99 percent increase of 2014. In 2013, the annual tax extension (the amount actually collected) decreased by 1.17 percent because the school board decided not to increase the tax levy that year.

The equalized assessed valuation of the property in District 96 decreased by about 4 percent this year due to triennial reassessment process. However, this does not really affect the tax revenue the district collects because the county clerk’s office adjusts tax rates so taxing bodies can collect the maximum amount that they are entitled to by law.

Just who will be conducting the inspections is an open question at the moment. The village has been unsuccessful in recruiting inspectors who would be hired on staff. Recently the village issued a request for proposals from firms that do such work on a contract basis.

According to Monroe, the village hopes to conduct interviews with companies and settle on a finalist that can be hired on a contract basis at the village board’s meeting on Jan. 6, 2022.

The inspection ordinance also mandates that building owners allow inspectors entry into common and mechanical areas and states the village may seek an administrative search warrant if a landlord fails to comply.

Inspection of common and mechanical areas is in addition to the inspection requirement written into the rental registry ordinance passed by the village board in August.

The rental registry law includes a rolling inspection cycle whereby all rental units in the village’s multifamily buildings must be inspected every three years, with no less than 20 percent of a building’s units inspected annually.

Those unit inspections may be done by a village inspector or by an inspector hired by the building owner using a village-supplied checklist. Self-inspection during the first three years of the rental registry is allowed

Riverside offers cash to ease transition when employees leave

Incentive available to those who promise to stay on at least 3 months

The past 12 months have been something of a whirlwind at Riverside Village Hall. Key director-level employees including the police chief, deputy police chief, public works director and community development director have either retired or resigned to seek positions elsewhere.

Other important – and it turns out not so early replaced – employees, such as a veteran building inspector also retired with no heir apparent waiting in the wings. Coupled with a comprehensive realignment of the village hall staffing that saw the community development department placed under the direction of a new assistant village manager and the consolidation of the police and fire departments into a single public safety

unit, there have been a lot of moving parts.

With the prospect of other veteran employees retiring in coming years, the village board on Nov. 18 adopted a resolution that offers prospective retirees a financial incentive to stay on a bit longer and help train their replacements.

“For a seamless transition, it is in the best interest to have the new staff member with a short overlap of the retiree,” wrote Finance Director Karin Johns in a Nov. 18 memo to the village board. “This allows for personalized training and eliminates the expense of filling with temporary staff or overtime.”

While Johns’ memo calls out past and impending retirements as a primary reason to offer the incentive, it’s not limited to those retiring and may be more useful in preventing abrupt departures of experienced employees for positions elsewhere.

In order to be eligible for the incentive, the employee can be either full-time or permanent part-time who is either retiring with a police or IMRF pension, has worked with the village at least five years and is separating with the village on good terms.

The departing employee must provide a minimum of three months (or 12 weeks) for the transition. Full-timers will be paid $750 for the three-month notice, plus $100 per additional month, not to exceed $1,050.

Permanent part-timers would be paid $400 for the three month cushion, plus $50 per additional month, not to exceed $550.

The incentive payment is to be paid in a lump sum one month after the employee’s final paycheck, and the employee isn’t allowed to return to village employment within a year unless it’s in a temporary, shortterm capacity.

Outside central Brookfield’s celebrations, the village also encourages families to drive north to the newly renovated Candy Cane Park at the corner of 29th Street and Park Avenue.

There, stroll through a life-size, 8-foot tall candy cane lane for festive photo ops and enjoy the new equipment at the park, which opened in early November following years of anticipated redesign.

North Riverside to host expanded Winter Fest Dec. 1 Event features tree lighting, sleigh rides, music, treats and more

ince 2017, the Village of North Riverside has proudly rung in the holiday season with an annual tree lighting ceremony in front of the Village Commons, 2401 Desplaines Ave., illuminating a blue spruce tree with twinkling lights as neighbors and village officials watch on.

Five years later, the Village has made a few updates to its seasonal celebration, rebranding this year’s event as North Riverside Winterfest and promising a fireworks-free evening filled with carols, cocoa, camaraderie and Christmas cheer.

From 6 to 8 p.m. on Wednesday, Dec. 1, this year’s celebration has been extended an extra half hour from previous years’ events to provide more time for mingling with neighbors and village officials. However, visitors are encouraged to attend as early as possible, as flipping the switch on the Christmas tree will occur closer to the start of the event.

Teresa Mrozik, director of North Riverside’s Parks and Recreations Department, says this year’s reimagined

program will not only be a great way to celebrate the holidays back in-person, but catch up with familiar faces.

“Last year because of the pandemic, our tree lighting consisted of cars lined up along Desplaines Avenue and the police department lot,” she said. “This year, the event is just going to be such a nice kickoff to the holiday season. As the sun goes down earlier and the weather gets cooler, everyone starts to retreat a little bit, so this event will put out the good holiday vibes and get everyone warm and merry for the season.”

With the brightly lit tree as a festive backdrop, Santa and Mrs. Claus will be on hand to hear gift wishes from children and for photo ops with families.

To give the event an old-fashioned holiday spirit, musical entertainment will be provided by The Chicago Carolers, a troupe professional singers and actors who don Victorian costumes and sing favorite seasonal tunes.

In addition to Winterfest, the village is continuing the holiday celebration with the annual Village Christmas Party on Thursday, Dec. 16 from 5:30-7:30 p.m. inside the gymnasium at the Village Commons.

Branded as a giveback event for North Riverside residents only, the free program is focused on community fellow-

ship and sharing a warm meal with friends and neighbors new and old.

To enter, residents must show an ID with proof of North Riverside residency.

Walk-ins are welcome, and no prior registration is needed.

The party will be very kid-friendly, featuring a visit from Santa Claus himself, a letter-making station for kids to pen letters to the North Pole’s most famous resident, a balloon artist and holiday crafting tables.

Holiday music will be pumped throughout the gymnasium as guests eat a delicious holiday meal. While the event typically features a large holiday buffet, for health reasons due to the pandemic, this year’s dinner will most likely be provided in the form of a warm, pre-boxed dinner.

Though the party will include highenergy holiday fun, Mrozik says the event is not just for families with young children or residents who are typically involved with programming in town — it’s one open to North Riverside residents of all ages, from toddlers to seniors.

“It’s such a unique event — being indoors, it’s warm and comfy and it’s a great way to get that holiday feel with neighbors and friends,” Mrozik said. “Not all towns are lucky enough to extend the invite to their residents to come on in and celebrate the season with one another, and I think that’s really important.”

Riverside ready to reconnect at annual Holiday Stroll With safety in mind, this year’s event held primarily outdoors

or nearly 50 years, the Riverside community has kicked off the holiday season with the annual Holiday Stroll — an event held in downtown Riverside and throughout the business districts to spread yuletide cheer and neighborly camaraderie.

Though paused for the first time last year since 1974 due to the pandemic, the cherished Riverside tradition returns this December — albeit scaled back quite a bit to ensure holiday cheer while keeping health and safety in mind.

The Riverside Chamber of Commerce welcomes Riversiders and neighbors of all ages to gather in the heart of the village for the 2021 Holiday Stroll on Friday, Dec. 3.

“I’m glad it’s coming back,” said Brian Brennan, longtime Riverside resident and lead organizer of the Holiday Stroll. “We want people to enjoy themselves and come out to downtown Riverside and support our businesses, which are the mainstay of our community. It’s a chance to be out with your friends and enjoy a very fun night.”

From 5:30 to 9 p.m., the stroll will feature open houses and light refreshments at various downtown Riverside businesses, outdoor holiday crafts, carolers crooning favorite Christmas songs, an appearance

from Santa Claus, and of course, the lighting of Riverside’s Christmas tree.

The fun kicks off at 5:30 p.m., when Santa makes his way to Centennial Park (Longcommon Road and Forest Avenue) to help local students illuminate the village’s Christmas tree, which will take place around 6 p.m. Following the tree lighting, Santa will hang around the park for the evening, hearing wish lists from kids and stopping for festive photo ops with families.

While you’re in the park, stick around for the sweet sounds of the season brought to you by carolers rocking around the Christmas tree to drum up season’s greetings.

Old-fashioned Christmas vibes will abound as horse and wagon rides will convey visitors throughout the evening up and down picturesque East Burlington Street.

Take advantage of the opportunity to celebrate the season like Riverside’s first residents did in the late 1800s.

If you have kids, don’t forget to stop by Riverside Garage, 18 East Ave., for pony rides and a petting zoo.

Unlike years past, which featured many indoor activities, this year’s program will primarily focus on being an outdoor event, with businesses in the area setting up tents outside their storefronts. Visitors are encouraged to stroll throughout the downtown business district, where many merchants will feature holiday treats and other special events.

horton was one of the first people to enter Housing Forward’s workforce development program when it was launched in October 2020. He is now the lead worker on our Interim Housing Program sanitation crew. Every weekday, he supervises a crew of six workers who clean and sanitize the facility to meet COVID-19 protocols. “The program residents clean their own rooms,” said Thorton. “But keeping the common areas of the building clean at all times keeps us very busy. When a resident moves on from the program, our team sanitizes that room from top to bottom, to get it ready for the next resident.”

The workforce development program is made possible through Village of Oak Park’s American Rescue Plan funding. In addition to providing temporary employment, the program focuses on helping participants build marketable job skills and support their permanent employment search. While taking part in the program, participants also attend classes focused on conducting a job search and interviewing.

Golden goose appears cooked

It’s beginning to look a lot like …

N

ews made public last month about an impending road improvement project at the intersection of Harlem Avenue and Cermak Road ought to give elected officials and residents alike some pause.

The work will result in the loss – perhaps permanently – of revenue attributable to the two red-light cameras North Riverside operates there. While from the standpoint of motorists hit with $100 fines for turning right on red that news couldn’t be better – that means the cameras on the Berwyn side are toast as well – it’s a real problem for North Riverside.

Those two cameras have resulted in the village collecting about $2 million annually, money which has gone directly to pay about half of the village’s police and fire pension obligations. Absent that money, officials would have to find it elsewhere.

There are some creative avenues for doing that. Just last month, village trustees voted to increase ambulance fees from $600 or $1,200, depending on service, to $3,000 regardless of whether basic or advanced life saving measures are taken.

While officials have assured residents they won’t have to pay any more than they already do through third-party insurance for ambulance services, the village stands to collect hundreds of thousands of dollars more per year from additional Medicaid reimbursement via a federal program adopted by Illinois in 2019.

While that’s fine, it won’t be enough to make up for the loss of the red-light revenue which, if we’re honest, was always trending towards trouble.

In the wake of political corruption cases involving a former official from the red-light camera company used

by North Riverside and most other camera reliant Cook County suburbs, fewer of the devices have been approved and opposition has increased.

In 2020 the Illinois Comptroller’s Office announced it would no longer seek to collect red-light camera fines through its Local Debt Recovery Program, which was an effortless avenue for North Riverside to collect on tickets from scofflaws, who would have their state income tax return checks garnished.

That forced the village to spend money to hire a collection agency, which could never hope to recoup as much as the state. The writing has been on the wall for some time, most North Riverside residents just didn’t know it.

During the 2021-22 North Riverside budget discussion last summer, elected officials were faced with plugging a $1.6 million projected deficit. Now add another $1.5 to $2 million once the red-light revenue is gone, and you’ll get a sense of the pickle elected officials will find themselves in come 2023 or 2024.

Unless there’s a golden goose we haven’t heard of that’s ready to swoop in and provide that kind of revenue, North Riverside taxpayers may be facing a day of reckoning.

anta Claus is coming to town. In truth he has already been sighted in a few places but his big season is beginning now.

With COVID putting a damper on his work schedule, he is very rested to start this season with an almost back-to-normal routine.

He had a long conversation with Brian Brennan, chairman of the Holiday Stroll for the Riverside Chamber of Commerce, to see how they could celebrate but still remain within the protocols for health safety.

So here’s what’s happening, all of which was decided within a short period of time. Santa will be here on in Riverside on Friday, Dec. 3, not in a sleigh but on a fire truck, sirens and all, down East Burlington Street to Centennial Park for the official start of the holiday season with the lighting of the Riverside tree.

He will remain at the park to greet everyone and pass out holiday coloring books to all the good boys and girls.

Strollers are then invited to view the train display at the Riverside Garage where there will also be a petting zoo. Ride in a horse-drawn carriage down Burlington

and wave to those who have come to celebrate one of Riverside’s traditions.

Many businesses will be open to greet people, possibly outside of their storefronts.

A stop at Aunt Diana’s Fudge Shop is a must, but the number of people in the store at one time is limited and don’t forget your mask.

Check out the eating establishments in Riverside and see what’s happening outside of Riverside Foods. Next door at St. Paul VI Parish there’s also something planned -- stop by and see.

Cross the tracks and go to Quincy Street and for a pony cart ride and then make stops at Quincy Street Distillery, Higgins Glass and the Riverside Arts Center.

Brookfield is also ready to welcome the festive season, especially businesses like Christopher Mark Flowers, Betty’s Flowers, Laura Atwood Studio and birds at Keith Brennan’s shop For the Birds. He has the best selection of children’s books as well as everything for the local bird enthusiasts, whose numbers appear to be increasing.

Vincent Capone, 88, of Lyons and formerly of Riverside, died Nov. 28, 2021.

Mr. Capone served in the U.S. Army and was retired from a career as an electrical engineer.

He was the husband of the late Marcia (nee Radogna); the father of Dominic (Lisa) Capone and Dawn (Vince) Hartnett; VINCENT CAPONE grandfather to Jimmy and Nicole Capone, Alissa (Joseph) Lambert, Max and Griffin Hartnett; and an uncle, cousin and friend to many.

Mr. Culbertson was born Nov. 30, 1959 in Chicago, and was a mechanic at Tony’s Fast Lane Performance in Lyons.

He husband of Annette Culbertson (nee DeVito); the son of Thomas (Angie) and the late Ann (nee Boguski) Culbertson; the brother of DONALD T. CULBERTSON David (Diana) Culbertson, Laura (Bob) Hart, Ruthie (Daniel Morris) Jackson, the late Ann (Greg) Achterkircher and the late Joyce Culbertson; and an uncle to many nieces and nephews.

Visitation is on Wednesday, Dec. 1 from 3 to 8:00 p.m. at Johnson-Nosek Funeral Home, 3847 Prairie Ave., Brookfield.

Funeral service will be held Thursday, Dec. 2 at 11 a.m. at the funeral home, followed by interment at Queen of Heaven Cemetery in Hillside.

Wide achievement gap from page 1 the multifaceted approach the school in taking to the issue. They discussed the issues at even greater length during a four-hour long committee of the whole meeting of the school board on Nov. 8.

Leading the effort at LTHS this year is Jennifer Rowe, who was hired to be the first director of equity and belonging at the school. As a sign of how important the position is, Rowe reports directly to Superintendent Brian Waterman.

As measured by test scores, the achievement gap among students of different racial and ethnic backgrounds is wide at LTHS. White students in the Class of 2022 scored, on average, 270 points higher than their Black classmates.

The average SAT composite score for white students in the Class of 2022 was 1,134 compared to an average score of only 864 for the 24 Black students in the Class of 2022 who took the SAT. Hispanic students had an average score of 972.

“Our African-American students were in the lowest-performing tier,” Rowe told the Landmark during a telephone interview.

Racial and ethnic disparities are also wide in Advanced Placement courses at LTHS with a much higher percentage of white and Asian students taking AP classes and scoring well on AP exams than Black and Latinx students.

Last year 54.5 percent of white students at LTHS passed an AP Exam compared to 37.7 percent of Hispanic students and 28.6 percent of Black students.

Administrators are trying to place more Black and Latinx students into AP courses and other challenging classes. Waterman said that starts with putting freshmen into the most challenging courses possible. He said the school would look to teacher recommendations and not just test scores in determining where to place students.

“We know we can do better,” said Waterman at the Nov. 15 school board meeting.

“It’s been a wonderful experience,” Rowe said. “People have been very thoughtful and kind.”

She has focused on teacher professional development. Rowe, who began her career as an English teacher, is leading teachers in book groups focusing on two that focus on teaching students of color: “Teaching for Black Lives” and “Start Here, Start Now: A Guide to Antibias and Antiracist Work in Your School Community.”

“It’s building relationships with colleagues so that they can use you as a resource,” Rowe said.

Rowe’s work reaches into all facets of the school. She works with teachers, administrators, students and community members.

“I touch on everything in this work,” Rowe said.

LTHS has started a student equity and belonging committee in which students meet before or after school to work on ways to make all students feel welcome and build connections among them. Thus far about 25 students have participated.

“They want to create opportunities for kids to connect, have conversations and learn about each other,” Rowe said.

Twenty LTHS students participated in workshops over the summer and are continuing to be trained and encouraged during the school year to become leaders and facilitators. They will meet later this week for two days of workshops about equity and belonging. The goal is to turn these students into ambassadors who will work with other students to promote equity and belonging.

erything,” Rowe said. “We can train them to help participate and be the leaders in that work.”

Rowe has also been mentoring students.

She has lunch weekly with two small groups of students at South Campus. Over lunch she works with them on academic goal setting, social and emotional support and fostering a validating and supportive space.

Rowe is trying to encourage LTHS to look to hire more teachers of color and trying to encourage more teacher candidates of color to apply to teach at LTHS. Currently Rowe said that LTHS has only two Black teachers, one Black assistant principal and one Black social worker.

“Our teaching staff does not represent the children that are coming into our school,” Rowe said.

She wants teachers of color to know that LTHS wants to hire them.

“If people don’t think you will hire them, they never apply,” Rowe said.

On Dec. 15, LTHS will host an open house for those just entering the teaching profession and are seeking jobs. Last week Rowe and HR Director Edward Piotrowski went on a recruiting trip to Aurora University in an attempt to seek out applicants and diversify the LTHS faculty.

Rowe is reaching out to Latinx students, who now make up 22.5 percent of all LTHS students. About 3 percent of LTHS students are Black, and about 2 percent are Asian while white students make up 69.6 percent of the student body.

Rowe said that too often the achievement gap is looked at as binary Black-white thing.

“It’s not race. It’s how we are providing the most opportunities in all places and spaces for our kids, staff and families,” Rowe said.

She said that often too much of the focus in placed on students who are not performing well instead of focusing on a school that is not serving them well.

“We have to make those changes and not focus on the student, but maybe on this institution,” Rowe said.

Most of those who work on closing the long standing and widespread achievement gap acknowledge that the causes of the achievement gap are many and not easily solved.

“There isn’t one answer,” Waterman said.

“It’s complex.”

“We knew that we’d be a top team coming into this. We were disappointed not being ranked before but we know we’re a great team and we’ll be there with other teams up there.”

Gilhooley (26 points) and Hanley (24 points) fueled the OPRF victory. RBHS led 13-5 and 50-39 with 2:30 left in the third quarter and responded when OPRF closed to 53-49 and 66-61 with 1:56 left.

Gilhooley scored just 10 seconds later off a passing combination with Vaia and Gonzalez and added a layup for a 70-61 lead with 40 seconds left. Gonzalez and Hanley clinched the victory with free throws.

Hanley had 22 points against U-High and a double-double against Thornwood (22 points, 10 rebounds).

LTHS girls win tourney title for first time since 2014 Lions defeat defending champ Wheaton North to begin season undefeated

Senior and returning starter Hailey Markworth already was a believer in the potential of the Lyons Township High School girls basketball team’s combination of veterans and newcomers.

The Lions gained many more on Nov. 27 after beating Wheaton North 57-48 to win their five-team, round-robin home tournament for the first time since 2014 with a 4-0 record.

“We’re already working off each other so well. I’m just excited to see how much better it gets,” Markworth said.

“Our starting five, we’ve all played with each other for two-years plus, most of us three or four. We knew that we were going to

be playing fast-paced and sharing the ball, but I don’t think I personally knew how good we would mesh already.”

Markworth, seniors Izzy Lee and Olivia Mezan and junior Ally Cesarini were among six LTHS players voted onto the All-Star Tournament Team.

The Lions previously defeated Argo 65-28 on Nov. 24, Lane Tech 78-11 on Nov. 20 and Morton 73-14 on Nov. 19.

They led Wheaton North 53-38 with 5:33 left before the Falcons (3-1) closed to 53-48 with 35 seconds remaining.

“We knew that this team is special so we were trying to get [our players] to the next level when it comes to leadership, just understanding what is expected,” LTHS coach Meghan Hutchens said.

“I thought [against Wheaton North] they

did a nice job of taking the game plan, taking it with poise, for example the [Falcons’ defensive] press. They did a really nice job of seeing what was open, passing the ball well. I was very proud that they were able to kind of elevate their game. This was the first true test of what we were capable of.”

For the tournament, Lee (11.3) and Markworth (10.3) averaged double digits in points, followed by Cesarini (9.8) and Mezan (7.5).

Lee also averaged 9.8 rebounds, Cesarini 4.5 steals and Lee and Markworth more than three assists.

The Lions led defending 2019 tournament champion Wheaton North throughout and gained separation after sophomore Elin O’Brien’s three-pointer started a 10-2 run to end the first half for a 28-18 lead.

Wheaton North never again got closer

than nine points until the final minute.

“We definitely wanted to end that [tournament] losing streak. We wanted our last season to be a winning one,” Lee said.

Markworth had 14 points, O’Brien (3 threes) and Lee each had nine and Mezan seven. Adding six each were Cesarini and sophomore Kennedy Wanless, whose points were part of the second-quarter finish.

Seven Lions had double-digit tournament performances. Cesarini collected a careerhigh 18 points against Argo and Ella Ormsby added 10. Brigid Dunne and O’Brien had 12 points against Lane and Morton, respectively.

“We moved the ball so well. We do not have one selfish player and that really played to our advantage,” Mezan said.

Junior Nik Polonowski is adjusting quickly to joining the Lyons Township High School boys basketball team’s varsity roster.

“We’ve gotten super lucky. We’ve known we were going to be good for a while so the past two years the seniors have gotten in the gym with us and said, ‘If we want to go far, we’ve got to start now,’” Polonowski said.

“We’ve been together in the gym building good chemistry.”

The Lions also overcame a big adjustment in winning their four-team, round-robin LT Tournament with a 3-0 record.

LTHS defeated Lincoln-Way East 58-51 on Nov. 24 in LaGrange after winning their first two games minus senior standout and Ak-

ron recruit Tavari Johnson. The Lions beat Maine South 45-40 on Nov. 23 and Fenger 5545 on Nov. 22.

“I don’t think that we really changed anything [without Johnson]. We just played with a lot of effort, made sure to box out, especially against Lincoln-Way East. They had some big guys,” LTHS senior guard Aidan Sullivan said.

“It was a little change-up [without Johnson] but I think it was good experience for all of us. And we had junior Jackson Niego step up. He’s a pretty good point guard. I love having him.”

Sullivan, usually Johnson’s backcourt mate, collected a team-best 33 tournament points while Polonowski and senior Billy Bach had 29 apiece. Junior Graham Smith (17) and Sullivan and senior Will Carroll (16

each) led in rebounds and Niego led with seven assists and five steals.

LTHS led Lincoln-Way East most of their game. Pairs of free throws in the final 25.5 seconds by Niego, Johnson and Polonowski sealed the victory after the Griffins closed to 52-49 on a three-pointer. Those three and Sullivan finished with between 11 and 9 points.

“Fenger, Maine South and Lincoln-Way East are all good teams, tough. Defensively, they’re very good,” said LTHS coach Tom Sloan. “To get two wins without Tavari not playing was really big for us. It’s good experience for everybody, so hopefully that’ll help us as a team as the season goes along.”

Even with Johnson, LTHS would have needed to elevate its game against LincolnWay East, especially with defensive re-

bounds. Polonowski had six of the Lions’ 15.

“Those rebounds are all just who wants it more. You’ve got to have it in your heart to say, ‘I want to go get that ball,’” Polonowski said.

“We lost the rebounding battle in the first half and then won the rebounding battle in the second half. That’s a big reason we won the game,” Sloan said.

Bach had 16 points and Sullivan nine rebounds against Maine South. Sullivan scored 14 against Fenger.

Polonowski said other big contributors didn’t even play.

“Off the court, the energy is crazy,” Polonowski said. “Guys like that are really helping us win these games. It’s not the kids who score the points. It’s the kids who hype us up after we score.”

A buffer of less than 10’ is currently proposed; • A variation from Section 10-8-4 (Design of Off Street Parking Spaces), subsection (A) (Dimensions Of Spaces And Aisles) to allow a two-way drive aisle of less than 24’ (if necessary based on final design).

• Such other variations as may be necessary based on any special use and site plan approvals given or conditions imposed for creation of the parking lot as a principal use or as part of the adjacent property to the south.
