Developer expects to close on former bank property, parking lot next month

Riverside trustees on Nov. 4 voted unanimously to award a development company $220,000 in economic incentives to bring a Sherwin-Williams paint store to the corner of Harlem Avenue and East Burlington Street possibly by late 2022.

David Vernick, a trustee of MEV Riverside LLC, told elected officials that his company intends to close on the properties at 3300 Harlem Ave. and 3320 Harlem Ave. – which sit across East Burlington Street from one another – in December.

According to the terms of the deal approved by village trustees last week, Vernick will have 270 days from the property closing date for the new store to be substantially complete.

Feeding wildlife in North Riverside now could bring fine Officials roll out new measures to help control rat infestations

Officials in North Riverside say efforts to convince residents to stop feeding wildlife in order to combat a growing rat infestation problem in the village have fallen on deaf ears.

As a result, if residents continue to do so, they now face a fine of up to $250 for each offense.

On Nov. 1, North Riverside trustees voted unanimously to pass a new law that expressly prohibits anyone from feeding wildlife “by placing or leaving any food, feed or seed at the exterior of any public or private property.”

The law makes an exception for elevated bird feeders, but even then residents must make sure they aren’t an attractive nuisance for wildlife. The law orders the removal of “any accumulation of food, feed or seed spilled onto the ground or surfaces from elevated bird feeders.”

While those violating the new law won’t face immediate fines, said Village Administrator Sue Scarpiniti during a discussion of the subject during a meeting of the village board’s development committee on Oct. 25, they are a distinct remedy for those who continue to ignore village warnings.

“We wouldn’t start off ticketing people.

We’d start off with a warning and giving them the education,” Scarpiniti said. “But if they don’t take care of the problem and the problem is clearly on private property, then the village has the ability to then step up enforcement.”

Rat problem growing

Exterminator program coming

The ban on feeding wildlife is directly tied to an ongoing effort to combat the spread of rat infestations, something officials say has worsened despite efforts to communicate the problem to residents through the village’s quarterly newsletter, public statements by elected officials and efforts to educate those who the village has identified as feeding wildlife.

“The village has received an increase in the number of calls and complaints,” Scarpiniti told trustees. “Whereas before the rodent issue was primarily identified in the commercial district … they’ve actually now started to migrate into the residential areas.”

Over the past year and a half or so, North Riverside has employed a company called First Illinois Systems to identify the scope of and abate the problem, spending about $20,000 to do so during that time.

Chris Wasicki, an account technician for First Illinois Systems, said he’s trying to establish a buffer zone on the east side of the village and that Berwyn was the source of the problem.

Getting that buffer zone established will mitigate the rat problem further inside the village, Wasicki said, but the continued feeding of wildlife by North Riverside residents was hampering those efforts.

“The first thing is to just acknowledge the problem and get the homeowner to acknowledge the problem and then to tackle it,” Wasicki said. “We’ve found people where I can already tell are going down that road where the only way we’re going to control it is through fines and enforcement.”

The wildlife feeding ban is just the first part of a more ambitious effort to control rats that will begin in 2022.

In the coming weeks, North Riverside trustees are also expected to approve an amendment to the municipal code that will establish a requirement for commercial and residential property owners to abate rodent infestations.

In the case of commercial properties, the village will require them to register the extermination company they are using with the village and First Illinois Systems will then ensure that company meets standards for abatement, with those falling short losing their local licenses to operate.

In the case of residential property infestations, the village will be able to provide a list of registered exterminators to homeowners to abate those issues. The village is likely to also include some sort of reimbursement for a portion of the homeowners’ expense in abating their rodent infestation. If those infestations go unmitigated, commercial and residential property owners could face fines.

Scarpiniti said requiring private property owners to abate problems on their own land will help solve the growing problem.

“The abatement program cannot be just the village putting traps out when we get complaints,” Scarpiniti said. “Without an active exterminator program and requiring [residents] to take care of the issue and have a buy-in … financially, they don’t really care, because they’re not paying for it.”

North Riverside looks at registry for all rental properties Initial recommendation includes annual inspection requirement

North Riverside trustees are expected, as early as later this month, to consider passing an ordinance that would require the owners of all rental properties to register annually with the village and submit their buildings to annual inspections to ensure they comply with village codes.

“This is a way for the village to track where the multifamily or rental properties are in the municipality, to ensure they’re code-compliant,” said Village Attorney Kevin Kearney during a discussion of the subject at the village board’s administrative committee meeting on Oct. 25.

“Inspections on an ad hoc basis are tough, especially just getting into properties,” Kearney added. “When you have this system in place, landlords know they’re going to have to let these properties be inspected on an annual basis.”

If adopted, the program would be similar to a rental registry program approved by the Riverside Village Board this summer, but would include all rental properties and impose tighter inspection requirements by making them annual.

In Riverside, rental buildings of three or more units are included in the registry – not single-family homes or two-flats – and properties in the program are on a three-year inspection cycle, with additional allowances given to landlords whose buildings have no history of complaints or code violations.

The Riverside law ended up taking five months to finalize after several multifamily building owners pushed back on the initial language of the ordinance, successfully arguing that it was onerous and unfair to those who faithfully maintained their properties.

As described by North Riverside Village Administrator Sue Scarpiniti on Oct. 25, that municipality’s registry would include all rental properties, whose owners would pay an annual registration fee and open their properties to village inspectors every year.

This is not the first time North Riverside officials have attempted to get their arms around inspecting rental properties.

In July 2016, the village board passed a single-family rental registry ordinance that required property owners to pay a $50 registration fee and re-register when tenants changed.

It also asked for property owner contact information as well as tenant information, and required inspection when tenants turned over.

Finally, it limited occupancy to two people per bedroom. The village, according to Scarpiniti, also prohibits bedrooms from being located in basements.

“It was a way for the village to make sure there were no code violations,” Scarpiniti said. “We don’t have anything that addresses

North Riverside looks to restrict short-term rentals After fielding a couple of complaints about bedrooms in a local home being advertised as short-term rentals on Airbnb, the village of North Riverside is moving to restrict where those rentals can be located.

The North Riverside Planning and Zoning Commission is expected to consider the matter in the near future, and Scarpiniti said her recommendation would be to prohibit short-term rentals in the village’s single-family residential districts and allow them in other districts as a special use.

If the village follows through on that recommendation, the new law would be similar to the one in Riverside, where elected officials voted to outlaw short-term rentals in residential districts after a large home being marketed as a rental for events such as weddings and corporate events drew multifamily properties or any other types of properties like two-flats.”

The single-family home rental registry is not foolproof, however. Scarpiniti said in the wake of the 2016 registry law, the village opted not to collect the names/contact information for owners of single-family rentals.

Instead, Scarpiniti told the Landmark, “The village coordinates with the Water Department when a new renter of a single-family home comes in to change the account into

Riverside still allows short-term rentals (of up to 30 days) in commercial districts, but owners of short-term rentals must apply for a special use permit, which triggers a public hearing. If approved those rentals must be licensed annually. The initial license costs $500 with annual renewals at $250. Owners must also provide the village a certificate of insurance.

Placing restrictions on short-term rentals in North Riverside will require an amendment to the zoning code, which triggers a public hearing before the village’s Planning and Zoning Commission.

Any recommendation from that commission will be passed along to the village board for final approval.

Those water bill requests also appear to be how the village finds out some homes are being rented out. The numbers of rented singlefamily homes has grown since the village instituted the registry in 2016.

At that time, it was estimated that there were 85 rental homes in North Riverside. On Oct. 25, Scarpiniti said there are now more than 100.

North Riverside gives a little, allows 2 a.m. last call at taverns

Trustees had cut weeknight closing time to 1 a.m. in June

North Riverside trustees voted unanimously on Nov. 1 to allow the village’s two late-night bars – Sweet Spot and Bar-Tini Lounge – to stay open an hour later on weeknights, but they declined to revert to allowing 3 a.m. closing times despite entreaties from the bar owners.

Effective upon passage of the ordinance on Nov. 1, closing time at the two bars, whose owners pay a premium for extended operating hours, was set at 2 a.m. seven days a week.

Last June, in response to a request from Police Chief Christian Ehrenberg, trustees voted to temporarily roll back closing time for the extended-hours taverns, which previously had been allowed to operate until 3 a.m. seven days a week.

The change this summer closed bars a 1 a.m.

Sunday through Thursday and at 2 a.m. on Friday and Saturday nights.

In September, Randy Womack, the owner of

the Sweet Spot, 2531 Desplaines Ave., pleaded with trustees to reverse their June decision, saying it was killing his business. Officials did not act at that time, but with liquor license renewals coming in December, Village Administrator Sue Scarpiniti told trustees she needed a permanent answer on extended bar hours.

“What we want to put an end to is other towns closing and getting that group of drunk people to come here,” said Trustee Terri Sarro, during a meeting of the village board’s administrative committee on Oct. 25.

Womack and John Downs, the owner of Bar-Tini Lounge, 2433 Desplaines Ave., argued the 3 a.m. closing time was critical to generate income for themselves and tax revenue for the village.

By way of illustration, Downs said that an analysis of his second quarter and third quarter revenue figures showed that video gambling revenue was down 26 percent and liquor sales down 24 percent. In all, he said, that amounted to more than $3,200 in tax revenue to the village for the quarter.

Downs also asked trustees to consider giving his bar and Sweet Spot a probationary period through the end of the year where they would reinstate a 3 a.m. last call and reevaluate at that time.

arney pushed back against that idea, saying 2021 liquor licenses expired at midnight on Jan. 1 and that there wasn’t enough time to make such an arrangement work.

“The trouble is, the license is expiring and [bar owners] need to know what they’re applying for,” Kearney said.

What appears to have convinced trustees to settle on a blanket 2 a.m. closing time for extended hours bars was information Ehrenberg provided related to the bar closing times of surrounding municipalities and data on police calls to the Desplaines Avenue taverns since last call was rolled back in June.

The only neighboring municipality with 3 a.m. licenses was Berwyn, Ehrenberg said, while Brookfield allowed some bars to close a 2:30 a.m. on weekends and holidays. Broadview also had a 2 a.m. closing time.

Ehrenberg also provided a comparison of police calls from July through October in 2018 and 2019 when last call was 3 a.m. seven days a week and calls from those months in 2021, under the new closing time.

From July through October in 2018 police responded to 16 calls, and in 2019 they responded to 14 calls to the taverns. In 2021 during those months, they responded three times.

In 2018 and 2019, respectively, 63 percent

and 60 percent of police calls to the bars came between the hours of midnight and 3 a.m. In 2021, none of the calls came after midnight.

From January through June 2021, when closing time was 3 a.m., said Ehrenberg, police responded to the bars 29 times, with 69 percent of those calls coming after midnight.

There were also three fights and eight “disturbance” calls.

From July 1 through Oct. 25, there were three calls for service with no fights or disturbances.

“I’m a firm proponent of ‘predictable is preventable,’” Ehrenberg said. “If we’re the only one open at 3 a.m. when the others are open until 1 or 2 a.m., they’re going to come here.

“That being said, I don’t think it’s unreasonable to have a 2 a.m. liquor license seven days a week. It’s certainly better than 3 a.m.”

The change in the extended-hours liquor license rules also affected three other license holders – Miller’s Ale House, Tipsters Village Pub and Riverside Golf Club. According to Scarpiniti, neither Miller’s nor Village Pub stayed open until 3 a.m.

Moving forward, with the Nov. 1 vote, North Riverside no longer offers a liquor licenses with a 3 a.m. last call. The village’s A-1 Extended Hours license now requires taverns to be closed between the hours of 2 and 7 a.m.

Brookfield requests 5% levy increase for 2021 tax year

Public safety, pensions account for about 62% of the total request

The village of Brookfield will seek to extend its 2021 property tax by 5 percent, of which nearly $2 million is being earmarked to fund village operations outside of police and fire protection, a 21-percent increase compared to the 2020 tax levy.

Still, taxes levied for village operations outside of public safety still represent just 16 percent of Brookfield’s total 2021 tax levy request of $12.2 million.

The proposed levy for police and fire protection, plus pension obligations for those departments, amounts to more than $7.5 million – about 62 percent of the total tax levy extension request.

The requested levy increases for general operations and public safety are tempered somewhat by a reduction in the requested tax levy to pay debt service, which is about

$130,500 less than in 2020.

Village trustees are expected to pass the 2021 tax levy increase at their meeting on Dec. 13 at 6:30 p.m. at the Brookfield Village Hall, 8820 Brookfield Ave. Prior to passage, the village board will conduct a public hearing on the proposed levy where members of the public can provide comment.

While the village seeks a 5-percent levy extension, it is unlikely to collect the full amount due to the state’s tax cap law for non-home rule municipalities like Brookfield. The law limits tax levy increases for non-home rule communities to 5 percent

or the level of the consumer price index, whichever is less.

For 2021, the consumer price index is 1.4 percent, meaning Cook County will approve a levy closer to the consumer price index.

For example, in 2020 the village requested a total levy of $11.99 million, but was granted a little more than $11.6 million.

That reduction mainly affected the amount levied for general operations. Instead of levying $1.96 million for those purposes, the village ended up levying $1.63 million for general operations.

The reason the village asks for a levy in excess of the consumer price index is that levying taxes on any newly developed property – commercial, multifamily or singlefamily construction – is not limited by tax caps the first year those assessments hit the tax rolls.

However, if the village doesn’t try to capture the full value of that new development, it loses the ability to do so in the future, because tax caps apply after that first year.

Brookfield won’t know the full extent of the tax levy, and by how much it will be reduced, until the Cook County calculates the total value of new development in mid-2022.

After 3-year hiatus, Brookfield Kiwanis Club revived Newly chartered organization also includes Riverside

When the Brookfield Kiwanis Club announced it would be dissolving in 2018, its members went out with a flourish, donating its remaining $75,000 to the Brookfield Police Department to fund the purchase of a police dog, a K-9 unit squad car and to pay for the training of the dog’s police handler.

Thus ended a 91-year run for the club, chartered in 1927, which was so central to the village that it named one of its two main parks in the club’s honor. In addition to providing college scholarships to local students, donating money to Special Olympics and sponsoring an annual “Zoo Day” for the intellectually and physically impaired, the club built a community swimming pool that it operated on the village’s south end for three decades.

But with a dwindling and aging membership, the club decided to call it quits three years ago.

And now, it’s back.

Within the past couple of months, a new Kiwanis Club of Brookfield-Riverside has been formed and the nascent organization is in the midst of putting together its slate

of officers and recruiting members.

Knowing the proud history of the Brookfield club, Jay Hubbard, a recruiter/club opening specialist for Kiwanis International reached out in early September to Brookfield Recreation Director Stevie Ferrari to see if the idea of a new club would gain traction.

Ferrari ran the idea past the Parks and Recreation Commission and through word of mouth there was enough interest that within a week, Hubbard was meeting with prospective Kiwanians at Irish Times.

“Brookfield has a strong attitude toward community service, and I just thought a new club would thrive,” Hubbard told the Landmark. “[The former club] just reached a point where it was an old, tired club,” Hubbard said. “The average age now is in the 30s and 40s versus 70s and 80s.”

In just a month, the club had recruited 20 members and began scheduling meetings.

According to David Pardun, the club treasurer and co-owner of Fill My Jar in downtown Brookfield, “We are looking for members and people to help us figure out our mission and what we’re trying to achieve.”

For now the club is meeting monthly, with

the next meeting set for Tuesday, Dec. 7 at 6:30 p.m. at the Linda Sokol Francis Brookfield Library, 3541 Park Ave. Anyone interested is invited to attend. If you have questions, you can call Pardun at 630-240-9406.

“We’re still finding our way and what we’re going to be exactly,” said Pardun, whose grandfather was a Kiwanian and who saw the opportunity to help revive Brookfield’s organization as a way to give back to the community he and his wife call home.

Kiwanis International has assigned two “club coaches” to help the new club get off the ground, Hubbard said, and serve as sounding boards and mentors.

“When clubs are new, the members sometimes don’t know what buttons to press to make it work,” Hubbard said. “The coaches are there to shepherd the club, advise them and help get their questions answered or point them in the right direction.”

While the club members themselves will determine what initiatives to pursue, Kiwanis is different from other fraternal organizations in that the entire focus is on helping young people.

“What differentiates Kiwanis is our focus on youth,” Hubbard said, “but there’s no agenda a club has to follow.”

State adopts federal guidance on COVID-19 vaccine for children

CDC approved emergency use recommendation on Nov. 2

One day after the federal Centers for Disease Control and Prevention recommended that children between the ages of 5 and 11 receive the COVID-19 vaccine manufactured by Pfizer and BioNTech, the Illinois Department of Public Health adopted the same recommendations on Nov. 3.

That vaccine had previously been approved for people 12 years of age and older. The U.S. Food and Drug Administration authorized its emergency use for 5 to 11 year olds last week, and the CDC made the recommendation official the night of Nov. 2.

IDPH Director Dr. Ngozi Ezike said in a news release that medical experts have reviewed data from clinical trials that included more than 3,000 children, leading to the CDC recommendation. Those trials showed the

vaccine to be more than 90 percent effective in preventing COVID-19 in children in the age group.

Children in the trials saw the same side effects as adolescents and adults but to a lesser extent, according to IDPH. The side effects included injection site pain, redness and swelling, fatigue, headache, muscle or joint pain, chills and fever. They generally lasted one to two days.

State officials have urged parents with questions or who are wishing to vaccinate their children to call their pediatrician’s office to learn more.

Pediatric COVID-19 vaccinations will also be available at local health departments, many pharmacies, Federally Qualified Health Centers, and from other providers who offer the Pfizer-BioNTech vaccine, according to a news release.

That includes about 2,200 pediatric providers in Illinois who have already enrolled in the state immunization registry and can administer COVID-19 vaccines. IDPH said more than 1,200 youth vaccination events have been held or are scheduled, and the department continues to work with schools to

schedule more.

While children don’t often get severe COVID-19, Ezike said, it is still possible, and infected children play a major role in disease spread.

“We need as many people as possible, including children, to be vaccinated to stop the spread of the virus and end this pandemic,” she said in the news release.

Last week, Gov. J.B. Pritzker said the state expects to receive 306,000 doses, with another

73,000 going to the city of Chicago and 100,000 doses to pharmacies.

In a Nov. 2 news conference before the approval, Pritzker and Ezike said it is premature to talk about mandating the vaccine for children in order for them to attend school.

Such a decision would have to wait at least for full CDC and FDA approval, not just emergency use authorization.

Pritzker also said that decision would be up to the Illinois General Assembly.

D96, D102 to host vaccine clinics for kids 5-11 400 children in each district expected to get COVID-19 inoculations

Now that a COVID-19 vaccine has been approved for children ages 5 to 11, two area school districts have quickly scheduled vaccination clinics.

Riverside Elementary School District 96 scheduled voluntary vaccination clinics after school at Ames Elementary School, 86 Southcote Road, on Nov. 9 and at Blythe Park School, 735 Leesley Road, on Nov. 15.

Students who attend a school in LaGrangeBrookfield School District 102 can get vaccinated at Park Junior High School, in LaGrange Park on Saturday, Nov. 13 from 9 a.m. to 1 p.m.

Parents have been eager to sign up their

children to be vaccinated with most of the 400 spots available at Ames and Blythe Park schools quickly grabbed moments after the signup links were emailed to families on Nov. 3.

“We’re going to have [about] 200 kids at each spot,” said Riverside Elementary School District Superintendent Martha Ryan-Toye.

District 102 is planning to offer shots to 400 students but Superintendent Kyle Schumacher said the number could be expanded if there is demand for it.

Brookfield-LaGrange Park District 95 and Komarek School District 94 are not hosting vaccination clinics. Lyons-Brookfield School District 103 has not yet responded to a question about its plans.

District 95 Superintendent Mark Kuzniews-

ki said that since the vaccine for children is widely available at drug stores and through other health care providers, he didn’t see a need to do vaccinations onsite at school.

But Ryan-Toye said she thought getting students vaccinated at school would offer a more comfortable and less scary setting for young children.

“It is important that we remind parents that we realize that vaccines are not mandated for children, but we really feel the school provides an opportunity for families of young children to have a convenient, friendly, welcoming place to come and get a vaccine,” Ryan-Toye said. “So, we really do see this as a service to the community and an effort to encourage vaccination.”

Parents or guardians must grant permis-

sion for their children to be vaccinated and must be present when the vaccine is administered.

Children will receive a specially formulated version of the Pfizer-BioNTech vaccine that is one-third the dosage that is given to adults. Two shots are required to be fully vaccinated and both District 96 and District 102 will host follow up clinics three weeks after the first doses are administered.

Ryan-Toye said any family living within District 96 boundaries that can obtain the signup link is eligible to sign up. In District 102 only children enrolled in the school district and the children of District 102 staff members will be eligible to get vaccinated at Park Junior High School.

“We have finally been able to geocode every single person’s address so we can be clear that the municipal data denominators are correct,” said Dr. Rachel Rubin, co-lead and senior medical officer for the Cook County Department of Public Health, during a press conference held via Zoom on Nov. 3.

Rubin specifically called out Riverside and North Riverside as towns where data had been incorrectly entered since the county began tracking COVID-19 penetration in March 2020.

The Landmark reported previously that vaccination rates the county was reporting for the two villages might be skewed due to sharing the same ZIP code. Prior to last week, the county had reported that more than 80 percent of Riverside residents and just about 40 percent of North Riverside residents had been fully vaccinated.

That suspicion turned out to be correct.

With the new data unveiled last week, the Riverside vaccination rate dropped, while North Riverside’s rose.

As of Nov. 8, the county was reporting

that 64.2 percent of Riverside residents had been fully vaccinated and 58.9 percent of North Riverside residents.

“You’ll see that the North Riverside data looks better [in terms of vaccination rate] and Riverside looks a little worse, and that’s because we’re actually mapping people according to where their municipal home really is,” Rubin said.

In addition, total case numbers in each village shifted significantly with the release of the newest data. On Nov. 2, the county reported that Riverside had recorded 1,124 cases of COVID-19 since March 2020 and that North Riverside had recorded 735.

cases recorded in Riverside since the pandemic started in March 2020 stood at 891, while the number recorded in North Riverside leapfrogged past Riverside’s total to 977, showing the pandemic actually hit North Riverside harder than initially reported.

Of the three villages covered by the Landmark, North Riverside now has recorded the highest number of COVID-19 cases per 100,000 people at 13,156. Riverside’s is the lowest of the three at 9,583, while Brookfield’s is 11,614.

“There have been some incorrectly entered addresses with communities that have similar names, like Riverside and North Riverside,” Rubin said. “Geocoding also corrects that.”

The county at the same time also announced that it was now measuring vaccination rates based on 2020 census data, which had the effect of slightly lowering the vaccination rate in Brookfield, where the population grew by about 500 people compared to 2010.

Whereas Brookfield’s percentage of fully vaccinated residents was listed at nearly 62 percent at the end of October, the rate for full vaccination in Brookfield on Nov. 8 was listed at 60.1 percent.

Rubin said the county’s goal is to concentrate vaccination efforts in the 70 municipalities in suburban Cook County where the single-dose vaccination rate has not yet reached 70 percent.

“One thing the new data shows us is that we can really see a cut point of how many municipalities have had less than 70 percent [of the population receiving at least one dose of the vaccine], which is our new goal,” Rubin said.

With the new data, the first-dose vaccination rates in Brookfield (73.4 percent), Riverside (78.7) and North Riverside (70.9) all meet that 70-percent target.

The data shift reported last week did not affect the total number of fatal cases of COVID-19 reported in any of the communities covered by the Landmark. That information is tracked separately by the Cook County Medical Examiner. While the Landmark has noted some Riverside/North Riverside address discrepancies over the past 20 months, they are rare and are easier for the Landmark to catch.

Truck stolen in Brookfield found in LaGrange Park Brookfield police continue to investigate the theft of an employer issued pickup truck from in front of a home in the 3800 block of Harrison Avenue during the overnight hours of Nov. 1-2.

The victim told police the truck had been parked, unlocked in front of his residence and that he had left the ignition key inside the truck.

However, the truck was equipped with a GPS system that allowed police to track the vehicle to the railroad easement behind an apartment complex on Beach Avenue in LaGrange Park. A police officer located the vehicle at that location, locked but undamaged. Someone from the victim’s employer brought a key to open the vehicle, and police also recovered a key from the steering column of the vehicle.

Also inside the vehicle were a glass smoking pipe, two packs of cigarettes, a laser light projector, a speaker and a 7-Eleven cup that did not belong to the victim. A company-issued fuel credit card was missing from the truck.

GPS information also indicated the vehicle had stopped at a 7-Eleven at 708 E. 31st St. in LaGrange Park overnight on Nov. 1-2.

■ Riverside police responded to 7-Eleven, 2600 Harlem Ave., on Nov. 3 at 1:40 p.m. after a man called to report that his black 2006 Toyota Matrix had just been stolen from the parking lot.

The victim told police he parked his car in a space in front of the minimart and left it running and unlocked as he went inside.

When he came out, his car was gone. A witness told police that after the victim had gone inside the store, he saw a silver Hyundai pull into the lot.

A man exited the Hyundai, got into the victim’s vehicle and drove away at high speed with the Hyundai following behind.

The driver of a gray Nissan that rolled over onto its roof after crashing into a gas street light in the first block of Northgate Road in Riverside on Nov. 4 at about 4:10 a.m. fled the scene, leaving the vehicle behind.

The impact of the crash had broken the street light into multiple pieces and police reported finding a small amount of blood on the car’s interior roof. Security video reportedly captured the crash. A couple of minutes later, the driver can be seen crawling from the wreckage.

Police went to the address of the vehicle’s registered owner, whose driver’s license reportedly is revoked for a DUI conviction, but were unable to locate him. Police took samples of blood inside the car as evidence to be tested.

Vehicle break-ins ■ A resident of the 3600 block of Morton Avenue, Brookfield, called police to report that during the overnight hours of Nov. 1-2 someone entered his vehicle, which was unlocked and parked in front of his home, and removed about $20 in cash from the center console.

■ Riverside police responded to the first block of Woodside Road on the morning of Nov. 6 after a resident called to report that during the overnight hours someone entered his unlocked vehicle, which was parked in the rear of the property, and removed a Hilti PS100 concrete scanner valued at $30,000 and a Hilti Ferro scanner valued at $5,000.

■ North Riverside police responded to the 9200 block of Cermak Road on Nov. 7 after an employee of a business in the strip mall there called to report that someone had entered his vehicle, which was parked in the lot on the afternoon of Nov. 6 and rifled through his belongings.

Security camera footage reportedly captured a man wearing a hooded sweatshirt entering the passenger side of the unlocked vehicle at about 1:05 p.m. Nothing was reported missing.

Robbery reported at Kohl’s North Riverside police are investigating what appeared to be a potential retail theft case at Kohl’s, 2200 Harlem Ave., as a robbery after the offender allegedly told a clerk he was armed before pushing her aside and leaving the store with several bottles of cologne on Nov. 2 at about 8:10 p.m.

An employee told police she noticed a man crouching down in the men’s cologne section as if he was scooping bottles into his backpack. When the employee approached and asked if he needed assistance, the man reportedly stood up and pushed the employee aside and said, “I have a gun” before leaving the store through the east exit.

The man never displayed a weapon, according to the police report, but several bottles of cologne were missing from the display.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, Nov. 1-7, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

D96 data shows pandemic’s impact on learning in 2020-21 MAP scores show 6th-graders struggled through transition to middle school

As expected, a year of mostly hybrid or remote learning impacted student achievement in Riverside Elementary District 96 during the 2020-21 school year. That was the message delivered by Angela Dolezal, the district’s director of teaching and learning, school board during a Nov. 3 committee of the whole meeting.

Although the results of student performance on state-mandated tests won’t be released until Dec. 2, data from the Measures of Academic Progress (MAP) test used in District 96 showed academic growth was less than normal last year.

Dolezal said that was not surprising given the COVID-19 pandemic’s impact on education since March 2020. During the final three months of the 2019-20 school year, students had less instructional time and less direct contact with teachers due to the switch to remote learning, something that lingered into 2020-21.

As a result, Dolezal cautioned against comparing student achievement data to previous years.

“Our instruction was different and our social-emotional needs were way different than what we’re experiencing right now,” Dolezal said.

Dolezal estimated that in 2020-21 students had half the amount of contact time and half the amount of direct instructional time with teachers compared to previous years. While typically District 96 students get 80 minutes of daily instruction in math and English language arts, that was cut dramatically last year to accommodate a hybrid schedule.

“We did our best to get through the pandemic,” Dolezal said.

In reading, District 96 students fell short of expected academic growth at all grade levels, with the biggest shortfall occurring with last year’s sixth-graders. Dolezal noted those students were navigating the challenging transition to middle school under very unusual circumstances.

“They were the group that was at a pivotal transition point,” Dolezal said.

The average percentile reading score fell nearly 25 points for District 96 sixth-graders, more than double the state average decline.

Math scores for District 96 sixth-graders also dropped by more than the state average. But math scores for third-, fifth- and eighth-graders in District 96 actually increased in percentile terms last year while percentile math scores for fourth- and seventh-grade math percentile scores fell by less than the state average.

Dolezal and other educators say that the time away from the typical school experience has affected student behavior and their social-emotional needs. Those impacts are most apparent in the primary grades and seventh and eighth grades, Dolezal said.

“We are seeing a high social-emotional need,” Dolezal said. “We continue to remind our teachers that while data is important and it does help us show where we are going, we do need to address our students’ social and emotional needs before we’re able to have them actually learn the academics.”

Children in second grade and below had never experienced a normal school year until 2021-22 since schools shut down for in-person learning due to the COVID pandemic in March 2020 when today’s secondgraders were in kindergarten.

Kids have to get used to the expected

norms of school behavior after having so much time alone at home during the pandemic when they could more easily just do what they wanted when they wanted to.

“Social interactions have been difficult, kids being able to socialize respectfully with each other have been somewhat hard, possibly because of the fact that they weren’t around groups of people -- just being able to, as we call it, do school,” Dolezal said.

As a result, District 96 is putting a focus this year on addressing those aspects of the educational experience.

“We have to address our students’ social and emotional needs, otherwise they’re not present mentally to be able to learn academics,” Dolezal said. “We are seeing a high social emotional need for our students.”

SHERWINWILLIAMS $1.86 million investment from page 1 “Not only will your building have an exponential effect on the market value of the property, it’ll be wonderful for our village,” Riverside President Joseph Ballerine told Vernick at the meeting.

The 3,500-square-foot store, along with a 16-space parking lot, will be located at 3300 Harlem Ave., home to a former Bank of America branch that closed two years ago and has sat vacant since.

MEV Riverside LLC will demolish the existing bank building and construct a new Sherwin-Williams store in its place. The SherwinWilliams store which has operated for decades a stone’s throw away from the Riverside site, at 3401 Harlem Ave. in Berwyn, will close to make way for the new location.

Vehicles will be able to access the new store’s parking lot via both Harlem Avenue and East Burlington Street, though the East Burlington Street curb cut will be narrowed since the existing curb cut will no longer be needed to accommodate the bank’s drive-thru area.

“In all the years I’ve been in Riverside, I’ve never had a national chain come knocking at our door,” said Ballerine. “Sherwin-Williams has been a company almost as long as Riverside has been Riverside. It’s been 50 years that that property has been a non-[sales] tax-generating bank.”

Vernick estimated the cost to acquire the land, demolish the old building and build a new store will be about $1.86 million. In exchange for his pledge to make that investment, Riverside is waiving up to $40,000 in permit and inspection fees. Additionally, MEV Riverside LLC will receive business district tax and sales tax rebates totaling $180,000 or for 13 years, whichever occurs first.

The property lies within one of three specifically designated “business districts” along Harlem Avenue, which the Riverside Village Board created in recent years. An additional 1-percent tax on retail sales is levied within each business district for use within the district.

MEV Riverside LLC will receive a 100-percent rebate on the business district sales tax attributed to the Sherwin-Williams store and

60 percent on sales taxes generated by the store up to the $180,000 maximum.

Based on a sales tax analysis provided to the village by Vernick, Sherwin-Williams paint stores produce between $21,000 and $28,000 annually in sales tax revenues during a store’s first 10 years of operation.

Village to acquire parking lot A key aspect of the deal with MEV Riverside LLC is the village’s acquisition of the former Bank of America parking lot at 3320 Harlem Ave. The closing costs for the parking lot property will be shared by the village and MEV Riverside LLC, which will cede the site to the village immediately upon closing.

The roughly 0.4-acre parking lot in the shortterm will continue to serve as parking for the village, but redevelopment is not out of the question.

However, any sort of redevelopment where the site is excavated will trigger a need to remediate contaminated soil, which was previously identified from the property’s former use as a gas station.

The site has a 2001 no-further-remediation letter from the Illinois Environmental Protection Agency, which identified the presence of benzene in the soil near the ATM location in the parking lot.

Because the site was used solely as a parking lot, the asphalt barrier was deemed sufficient for that use. However, the letter also noted that “any excavation within the contaminated soil will require implementation of a safety plan” that adheres to federal guidelines for cleaning up hazardous waste sites.

Development of the site has other challenges, including the likelihood the Illinois Department of Transportation will never allow access to the property from Harlem Avenue due to its location next to a railroad right-of-way.

Still, said Village Manager Jessica Frances, the village has been contacted by commercial real estate brokers interested in marketing the property. For now, it appears the village will be content with seal-coating and re-striping the lot so it can continue to be used for that purpose.

Frances said apartment tenants near Harlem Avenue have long desired off-street overnight parking in that area. The lot could also be used for commuter parking since the Harlem Avenue Metra stop in Berwyn is just steps away.

Numbers game

T

he Cook County Department of Public Health threw us a curveball last week when they unveiled newly reconfigured municipal COVID-19 data. The shift in data reflected a couple of things going on behind the scenes at the county level.

First, in an attempt to get the clearest picture of where the county needs to focus its efforts in educating and encouraging people to get vaccinated, the county used the new 2020 Census data to give the most up-to-date snapshot for vaccination rates.

With the county aiming for 70 percent of every town’s population to receive at least one dose of the COVID-19 vaccine, that census data is key. In villages like Riverside, North Riverside and Brookfield, where populations all grew, real-time vaccination rates dropped.

As recently as last week and for months before that, the county was reporting that more than 90 percent of Riverside’s residents had been vaccinated, while North Riverside had barely eclipsed 40 percent.

If those numbers seemed skewed — they certainly raised red flags for us, because the two towns share the same ZIP code — it’s because they were.

In addition to using the most up-to-date census figures, the Cook County Department of Health revealed last week that its new data reflected its effort to geomap the addresses of every person who contracted COVID-19 and who had been vaccinated.

It was the geomapping piece that dramatically affected the numbers the county and, by extension, the Riverside-Brookfield Landmark had been reporting on case totals and vaccination rates.

Essentially, the new data wiped away roughly 20 months of data for Riverside and North Riverside that the Landmark has been tracking since March 2020. The Landmark reached out to the county in the wake of last week’s announcement in order to get a new data set for each village that tracks COVID-19 cases on a weekly basis since the beginning of the pandemic.

The Landmark received that data late on the morning of Nov. 9 and is working through it, but an early assessment is that it’s not perfect, since for the weeks that there were four or fewer new cases in each town, an exact number was not provided.

So we have a bit of work to do on our end to recreate the COVID-19 case graph that we’ve been using to give local residents a picture of how the pandemic has been impacting the villages.

The new data has not had an effect on our weekly case counts in Brookfield, but it sure has in North Riverside and Riverside, although the total combined number of cases for those two villages still tracks.

The new data allocation also had no effect on tracking fatal cases of COVID-19 in Brookfield, Riverside and North Riverside. The Cook County Medical Examiner tracks those cases separately and the Landmark routinely checks this data for its accuracy and has noted over time when the medical examiner’s address information does not reflect the proper municipality.

That’s why we know there have been at least four COVID-19 deaths in North Riverside while the medical examiner’s data only shows three. The agency misattributed one North Riverside address to Riverside. We also found one instance where a Riverside resident’s address was attributed to the hospital in which that person died.

It’s frustrating, but the good news is this new municipal-level data appears to be much more reliable, and it’s what we’ll be tracking going forward.

Mater Christi Holy Name keeps tradition going

ack in the early 1950s, Mater Christi Church in North Riverside, a mission Church of St. Mary’s in Riverside, formed a men’s group called the Holy Name Society. The plan was to bring together men of the parish to promote friendship and support Mater Christi Church through faith. Among those chosen to serve as officers was someone active in the groups’ formation named Joseph Kosey Sr. In the club’s second year, he served as president.

Over the years the Holy Name has remained active and has welcomed generations of parishioners’ families. For example, the late George Zdarsky attended meetings with his sons, George and Michael, along with son-in-law, Al Meyer. They are still attending meetings and keeping the family and church tradition going.

The Holy Name has monthly meetings, many times with a guest speaker and a Mass to bring the members together. A popular event is the Smoker -- not that many are smoking these days, thank goodness. I’m not quite sure what goes on, but there is Harrington’s corned beef to eat and beer to wash it down. They also

have a golf outing. Then there is the big event: the annual Turkey Shoot.

There’s no actual shooting, just raffles. In past years, the event was held in Menarik Hall in the basement of the school where booths displayed food items you could win.

They also had pull tabs and split-the-pot drawings for cash prizes. You could work up an appetite doing that much raffling, so you could also take a break and have something to eat from the kitchen.

Due to that darn virus last year and this year, the Holy Name came up with Plan B -- a Turkey Shoot Basket Raffle. The 35 baskets will be filled with turkey, canned ham, bread, pie, houska, pannetone, salami, prasky. kolacky and assorted groceries.

Each basket will contain all the items.

They will be raffled off and there will be a split-thepot raffle. Tickets are $5 with two free entries for every $20 purchase. The Turkey Shoot will be livestreamed online at materchristichurch.com on Sunday, Nov. 14 at 3 p.m. Questions? Call Stephen Pisczor at 708-602-1927.

Ms. Antonicic was born July 22, 1928 in Chicago and warmed many hearts with her thoughtfulness and gentleness. “Be” talked often about friends she’d made through school and fondly remembered jobs at Marshall Field’s, Decca Records, Hines Hospital BEATRICE A. ANTONICIC and Brookfield Department of Public Works, from which she retired.

She also enjoyed sewing, needlecrafts, caring for pets (major dog lover), gardening, feeding birds and squirrels, showing love to people in need and shopping, especially QVC. Proteau dashes to 3rd overall at cross country state meet RBHS boys finish fifth in team standings in IHSA Class 2A race

Hoping for a great postseason, RiversideBrookfield High School senior Paul Proteau discovered his final piece of gear at Dick’s Sporting Goods two days before the Class 2A boys cross country regional.

“I always wanted to wear a bandanna during a race, so I did it for regionals and just kept the tradition going,” Proteau said.

“It was blue and white [school colors]. I just saw it on the rack. I’m like, ‘I’ve always wanted to do it.’ I just went for it.”

Proteau enjoyed his greatest race on Nov. 6 to finish third at the IHSA Class 2A state meet at Peoria’s Detweiller Park.

Proteau’s personal-best 14 minutes, 44.54 second for 3.0 miles is the Bulldogs’ secondhighest finish to Jim Press’s 1966 state title.

“I couldn’t ask for a better way to close out my senior season,” Proteau said.

RBHS added multiple top-25 all-staters for the first time since 1973. Sophomore Cooper Marrs persevered for 22nd (15:18.01) after mostly running with Proteau throughout the race.

The Bulldogs finished fifth (235 points) as a team. Sophomore Jack O’Brien was 30th (15:35.90), followed by sophomores Hayden Marrs (139th, 16:26.29) and Will Kallas (142nd, 16:26.83), junior Zack Gaynor (158th, 16:41.39) and sophomore Brennan Lester (195th, 17:00.70).

Paul Proteau Proteau said working off Cooper Marrs absolutely was his key. They were sixth and seventh after one mile and 5-6 at two miles, just tenths of a second from third place.

“I slipped my way into third place with about 1,200 meters left. I didn’t think that was going to happen,” Proteau said.

Cooper Marrs, however, began staggering and collapsed meters from the finish. He crossed seven seconds ahead of 26th place.

“It felt like somebody tied a truck to my body the last 200. It was really difficult,

but I’m just glad I finished the race and got all-state,” Marrs said. “That was a great way [for Proteau] to finish off his senior season.”

In the Class 2A girls race, Riverside-Brookfield High School junior Bryce Pacourek (72nd, 18:58.33) and freshman Gianna Gelb (151st, 19:45.42) were individual qualifiers.

Pacourek sat out conference and PAUL NICKOLEY/Contributor regionals yet ran a season-best nine seconds from her lifetime best.

“I’ve been sick for a while, so this race really boosted my confidence,” Pacourek said.

“It’s been a pretty hard season. And here I am now, not 100 percent, but close to it.”

“I guess I kind of learned my ability,” said Gelb. “It’s been pretty exciting.”

In Class 3A, Lyons Township High School junior Catherine Sommerfeld made a late surge for an all-state 12th place (16:58.37) that just missed Sarah Barcelona’s schoolrecord 16:57.86 for 18th in 2015.

“[All-state] was a goal since the summer,” Sommerfeld said. “I had some moments where I thought I was going to be falling back, but at the end I saw that little group in front of me. I just decided to push that last couple of seconds.”

The LTHS boys were 12th as a team overall (298 points) behind senior Finn Gallagher (35th, 15:04.67), sophomore Nick Strayer (46th, 15:09.47), senior Hayden Constas (72nd, 15:20.02), junior Aidan Collins (104th, 15:34.59), senior Charlie McLawhorn (106th, 15:36.43), sophomore Cillian Henning (133rd, 15:44.46), and junior Matt McGovern (182nd, 16:08.14). McLawhorn, LTHS’ season-long No. 1 runner, injured his right ankle during sectionals.

Riversider helps Fenwick to state title Fenwick High School won its first topthree trophy in cross country in fine fashion on Nov. 6, winning the IHSA Class 2A state meet behind all-state performances from junior Grayden Rill (8th, 15:06.34) and sophomore Nate McKillop (20th, 15:17.35).

Also running for the Friars was Riverside resident Carl Lukas, a senior who was making his second state meet appearance.

Though he was not among the Fenwick runners to score, he ran a 16:21.04, good for 123rd place overall.

Curtin steps down as RBHS varsity football coach Will remain at school as athletic director

There will be a new head varsity football coach at Riverside-Brookfield High School next year. Head coach Brendan Curtin told his team last week that he is resigning as head coach.

Curtin, a former starting quarterback at RBHS, will remain as assistant principal for athletics, which is the title used at RBHS for a position more commonly known as athletic director, a position he assumed in 2018.

Curtin apparently has known for some time that this would be his last season as head coach.

“Brendan and I had a conversation this summer prior to the start of the season. He

shared that this would be his last year as head coach,” said District 208 Superintendent Kevin Skinkis in an email.

Curtin has been the head varsity coach at RBHS for the past 10 years. Serving as both head football coach and as athletic director is difficult and time consuming job. Curtin also has two adolescent children who are both athletes.

Skinkis praised the job Curtin did as football coach, both on and off the field.

“We respect and understand Brendan’s decision to step down as the head coach and appreciate everything he has done for the RB football program,” Skinkis wrote. “Brendan was committed to not only building a football program but also developing young

men. He established a culture both on and off the field that expected student-athletes to work as hard in the classroom and the community as they did on the field.”

In his 10 years as head coach Curtin’s teams compiled a record of 48-46 and made the state playoffs six times. He took over a program that was at a low ebb two years after Otto Zeman was dismissed as football coach. After going 2-7 and 1-8 in his first two seasons, Curtin turned the program around and posted three straight winning seasons.

Curtin’s best team was the 2015 squad led by quarterback/linebacker Ryan Swift, which went 10-2 and won two playoff games advancing to the Class 6A quarterfinals in the state playoffs. Those were the only play-

off wins for RBHS under Curtin, whose teams went a combined 25-7 from 2015 to 2017.

Prior to being hired at RBHS, Curtin was the offensive coordinator at Nazareth Academy.

This year’s team finished 5-5 and made the state playoffs, losing in the first round to East Saint Louis. The Bulldogs started the season 5-1 but lost their final four games as they faced the three powerhouse teams of the Metro Suburban Conference in their last three games of the regular season.

Reached by email, Curtin declined immediate comment. As assistant principal for athletics, Curtin is expected to play a major role in choosing his successor.

RBHS freshman sets 2 school records on way to state swim meet

Lyons Township wins team sectional title, advances eight swimmers

Riverside-Brookfield High School freshman Hailey Vlcek battles nerves most swimming meets.

Approaching the Sandburg Sectional Saturday with state berths on the line, Vlcek realized another level.

“You have to qualify [for state] and you can only qualify at sectionals,” Vlcek said.

“I was more nervous than usual. Not overly nervous, but I was fine.”

Vlcek responded by breaking her school records in the 100- and 200-yard freestyle to qualify both events for the IHSA state preliminaries on Nov. 12 at the FMC Auditorium in Westmont.

Sectional team champion Lyons Township (309.5 points) qualified all three relays and three individuals by winning their events or achieving state cuts at the meet.

All eight Lions also will compete at state for the first time – juniors Maggie Adler, Becky Phillips and Theo Calafeteanu; seniors Catherine Bonanno and Molly Norgle; sophomores Amelia Mariano and Avery Riley; and freshman Audrey Cavaliere.

Adler qualified in all four events.

“It was crazy cool. I guess we came in knowing we could win sectionals but it was awesome to actually do it,” Phillips said. “We all just put in the work as normal. I feel like we’re closer this year than we ever have been.”

Senior middle blocker/hitter Ivy Schoditsch helped the Nazareth Academy girls volleyball team achieve a programbest third place in their first trip to the Class 3A state tournament finals in 2019.

Now she’s contributing significantly more to what the Roadrunners hope will be an even better return trip.

After no 2020-21 state tournament due to the COVID-19 pandemic, the Roadrunners earned another berth last week with a 2512, 25-8 over De La Salle at the IHSA Class 3A Little Village Supersectional Friday.

Nazareth (27-8) meets Joliet Catholic (27-

13) in the Class 3A state semifinals at 4 p.m. on Nov. 12.

“It’s the best feeling ever. After we came back from state [in 2019], we’re like, ‘We’re not graduating without coming to state again,’” said Schoditsch, a 5-foot-10 LaGrange Park resident who will play at NCAA Division II Ferris State.

The Roadrunners have four other college volleyball recruits in seniors Gill Grimes (Michigan State), Katie Hurta (Indiana) and Abby Reid (Penn) and junior Kitty Sandt (Clemson). Also playing Friday were junior Emily Risley and sophomores Olivia Austin and Lauren Salata.

Grimes, Hurta and Sandt also were at the 2019 state finals. Schoditsch, who had 33 blocks that season, has a team-best 47 as a senior and 120 kills, nearly twice as her first two varsity seasons combined.

“Sophomore year I took the role of being the best blocker I could be,” Schoditsch said. “This year, I feel really good to give

the offensive side and defensive side for my team and really just to be a leader is something important to me.”

Roadrunners host Fenwick in 5A quarterfinal Nazareth (7-4) will play host to Fenwick (9-2) in the Class 5A football state semifinals at 1 p.m. Saturday after the Roadrunners’ 23-14 victory at Marmion Saturday.

The Roadrunners broke a 14-14 tie entering the fourth quarter on Ryan Short’s 21yard field goal and Justin Taylor’s 4-yard touchdown run.

Taylor caught a 40-yard touchdown pass from quarterback Logan Malachuk (11 for 17 passing, 140 yards) and Quentrell Harris’s 4-yard rushing touchdown opened a 14-7 third-quarter lead. Kaleb Miller contributed 59 rushing yards and a team-high five tackles. Jacob Eraci and Harris had interceptions.

Kinsella repeats all-state performance Junior Colette Kinsella, the only top-25 all-stater in Nazareth history, was 13th at the IHSA Class 2A girls state meet on Nov. 6 in Peoria, improving one place on her 2019 all-state performance.

“I feel like I was a little less nervous [this year] because I could trust the training,” said Kinsella (17:44.77 for 3.0 miles). “This season was kind of up and down, so I’m glad to end with something good.”

The Roadrunners (14th, 355 points) were one place from their best state showing.

Also competing for the Roadrunners were freshman Sarah Owen (48th, 18:39.98), sophomores Jane McNamara (79th, 19:02.76) and Hannah McCarthy (124th, 19:26.43) and juniors Taylor Lester (190th, 20:09.74), Natalie Ereio (228th, 21:29.39) and Molly McNamara (231st, 21:36.82).
