Chicago alderman Ray Lopez has announced that he will challenge Congressman Jesus “Chuy” Garcia in the 4th Congressional District Democratic primary next year.

Lopez, who has been alderman of the southwest side 15th ward since 2015, said that his centrist politics are a better fit than the progressive politics of Garcia for the district.

We’re transforming, inside and out. Join us.

t’s been two months, readers, since I was hired to lead all news operations here at Growing Community Media — long enough for me to get grounded and time now to introduce myself to you.

It’s been a wild and fun ride, for sure. I’ll explain, and when I do, I’ll share my vision for our community news organizations you’ve loved and supported for so many years.

My name is Erika Hobbs, and I’m an award-winning, veteran journalist who has worked at the Philadelphia Inquirer, Orlando Sentinel, Center for Public Integrity, Newsweek and other publications. I’m a digital strategist with a track record of transforming newsrooms into audience-focused publications. I’m a cat lady, favorite aunt (wink) and spiritual seeker who is committed to high-quality, authentic and representative local news.

My role here is a little different than what you may be used to. Growing Community Media is a nonprofit organization with four publications under its umbrella: Austin Weekly News, Forest Park Review, Riverside-Brookfield Landmark and Wednesday Journal. In the past, one editor and maybe one reporter was assigned to each coverage area. We’ve changed that structure. I act as editor-in-chief of all four publications, so I steer the plans with help from our reporters and edit all of the stories that come in. Our reporters are still embedded in each community — we wouldn’t have it any other way —but changing the structure eases their work-

load so they can focus on the quality news and information you deserve.

That new structure also frees me to set the vision for GCM for how we’ll grow, how we’ll better serve you and how we’ll continue to nurture our staff. It’s going to be tough, but I promise you that it will also be exciting and transformative. And you’ll be a part of it all.

Our mission is to connect “citizens through community journalism rooted deep in our neighborhoods, based in facts, and reflective of voices not always heard.” Sometimes we’ve done that beautifully. Sometimes we could have done better. We’ve talked the talk. Now it’s time to walk the talk. Here’s how I plan to do that: ■ Beginning in November, I’ll be holding meet-and-greet sessions in all our coverage areas so you can meet me personally and ask me anything you like.

■ By the beginning of the year, we’ll expand that to hold deep listening sessions with each community so we can learn how we can serve you better.

■ Also in the beginning of the year, we will begin intensive diversity, equity, inclusion and belonging trainings to transform our internal culture, and as part of that, we’ll publicly display our DEIB statement that will be crafted from that work. We recognize that we have a lot to learn. We will do better. And our coverage will authentically represent the communities we cover.

We’re already on our way to reaching our goals. Reporter Francia Garcia Hernandez, for example, wrote about how survivors of domestic violence can get help. Digital manager Stacy Coleman revamped our community page to help you find what’s new and to-do about town.

And we’ll be piloting a newsletter strategy in Wednesday Journal that we hope to expand across the board after we learn more about what readers want in their inboxes.

Finally, we’ll be making key hires in coming months to ensure quality coverage continues. You’ll see invigorated writing, bright voices and bold design.

The village of Brookfield may soon start administrative processes to ensure all parks have appropriate zoning designations and stand on consolidated parcels.

“In general, the majority of park property within the village has incorrect zoning designations. And in many cases, parks contain multiple parcels of land,” said Village Planner Kate Portillo at the Oct. 9 committee of the whole meeting.

Updating the parks’ records has “fallen through the cracks” over the years or has been completed on a case-by-case basis, said Village President Michael Garvey. To ensure they are now updated, the village brought up the request to potentially consolidate parcels and complete map amendments to the village board. After discussion, trustees recommended the village’s administration take action.

Currently, nine parks are zoned for residential uses instead of parks and recreation uses. Simultaneously, four parks

Village staff will bring the map amendments request to the Planning and Zoning Commission in the near future. Additionally, it will start the process of consolidating multiple parcels. In total, it could cost the village about $3,000, Portillo said.

To make zoning amendments, the village will submit a petition for review of the planning and zoning commission, which will hold a public hearing before making a recommendation. The request then will return to the village board for approval.

With these amendments, all parks will be zoned for parks and recreation uses S-1 or S-2 as mandated by the village code.

These could be completed by the end of this year or early next year.

To consolidate parks with multiple parcels into a single one, the village will complete consolidation surveys from a third party and complete Cook County paperwork. Once completed, it will record the consolidated property records with the Cook County Recorder’s Office. The process could take up to a year, Portillo said.

Budget shows $740k deficit for Riverside

The village of Riverside foresees an overall $740,000 deficit in 2024, the draft budget presented at a public hearing on Oct. 19, showed.

It is expected that about $26.7 million will come in while the village will spend about $27.5 million.

Contributing to the deficit is the village’s potential $4.2 million spending in capital improvement projects.

The village’s capital improvement plans for next year call for funding projects such as sidewalk replacements and the resurfacing of Riverside and Lionel Roads, as was presented to the village board on Aug. 17. It also includes the planned invest-

ments in the village’s capital equipment and vehicles for the public works, police and fire departments, and maintenance costs for village facilities.

The plan also outlines funding for capital improvement projects over the next ten years. From 2024 to 2029, the village needs to replace heavy duty vehicles for the local fire department with a projected cost of about $4 million, although costs could increase due to rising prices. The village will need to identify dedicated funding sources, the capital improvement plan shows.

The 10-year plan also warns that the village’s funds for parks and recreation are insufficient for large playground redesigns. In 2024, the village has dedi-

Cannabis and sales taxes may increase village’s income while property tax income will likely stay flat The five-year forecast shows the village expects sales taxes to substantially increase, mostly because of the recently opened cannabis dispensary Starbuds and the Sherwin Williams store. Conservative village estimates show that the sales tax revenue will increase by $200,000, although the sum could be greater if sales are higher than projected. It is estimated sales tax revenue will near $670,000 in 2024 and it could surpass $700,000 by 2028. In 2020 alone, the village collected about $220,000 in sales tax.

Cannabis sales will likely also increase per capita taxes for the village because it will receive 3% of all cannabis sales.

An increase in the village’s population, shown by the 2020 census, also increases the per capita taxes it receives from the state, which also include state sales and use taxes. However, these amounts could vary if the state determines changes to the percentage of per capita taxes it distributes to villages and municipalities.

Consistent with prior years, most of the village’s general revenue comes from property taxes. In 2022, these represented about 38% of all income in the village’s general fund. It is expected this revenue will be stable; however, it will not increase because property taxes cannot be increased above 5% in non-home rule communities like Riverside according to state law.

Historically, the village has increased property taxes based on the annual increase in the national Consumer Price Index. On average, these increases have been between 2% to 3%.

This impacts the village’s ability to stay par with the recommended contributions to the village’s police pension fund by using property tax funds. For 2023, the recommended contribution is about $1.6 million, about $330,000 above the required contribution.

Other sources of revenue that will see very modest increases, ranging between 2% to 3%, include construction-related fees, recreation program fees and vehicle registration fees.

The village and library budgets will be approved by the village board of trustees on Dec. 7, before the start of the new year.

Generally, these financial projections show Riverside is likely to see an annual surplus in the village’s general fund. The surplus amount could gradually increase from tens of thousands to hundreds of thousands of dollars. For 2023, the village expects to keep about $82,000 after all expenses. By 2026, this amount is likely to increase to $671,000.

SENIORS CAN REDUCE THEIR TAX BURDEN BY DONATING TO CHARITY THROUGH THEIR IRA

n most cases, distributions from a traditional Individual Retirement Account are taxable in the year the account owner receives them but there are some exceptions. A qualified charitable distribution is one of the few exceptions. A QCD is a nontaxable distribution made directly by the trustee of an IRA to organizations that are eligible to receive taxdeductible contributions. QCDs can’t occur from Simplified Employee Pension plans and Savings Incentive Match Plan for Employees IRA. Making a QCD can benefit the taxpayer by reducing their taxable income while they support qualifying charitable organizations of their choice. The taxpayer doesn’t have to worry about meeting the standard deduction or itemizing deductions with a QCD. Financial institutions report QCDs on Form 1099-R for the calendar year the distribution occurs. There’s no number or letter code on the Form 1099-R that indicates the distribution was a QCD. Here are some QCD Guidelines: • Taxpayers who make a QCD must be at least 70½ years old on the day of the distribution.

• A QCD will count toward a required minimum distribution.

• The taxpayer must have an acknowledgement of the contribution.

• The amount of the QCD can’t be more than the amount of the distribution that would count as income.

• Declare the QCD as income to claim the charitable

contribution as a deduction.

• The maximum annual exclusion for QCDs is $100,000.

• When filing a joint return, the spouse can also have a QCD and exclude up to $100,000.

• Any QCD more than the $100,000 exclusion limit counts as income like any other distribution.

Street closures begin Oct. 30 Water main improvements will last about a month

By LANDMARK STAFF Water main improvements are expected to snarl traffic for about a month beginning Monday.

According to Brookfield officials, water main improvements will begin at the area of the Prairie Avenue/Grand Boulevard/Brookfield Avenue/Fairview Avenue intersection.

Traffic is expected to be impacted, they said, and residents should expect a closure of the Prairie Avenue railroad crossing.

The project includes replacing and reconfiguring the water main system within the intersection area, and installing a hot-

mix asphalt surface, as well as restoring the affected curb, gutter, paver crosswalks, paver bump outs, and other related work.

Throughout the construction, the Prairie Avenue/Grand Boulevard/Brookfield Avenue/Fairview Avenue intersection area will be closed to traffic and will include closing the Prairie Avenue railroad crossing.

Traffic will be redirected to Maple Avenue until the project has been completed and the intersection can be reopened. “No parking” signs will be posted near the intersection to allow vehicles to turn around.

It’s time for Halloween in Riverside and Brookfield! Halloween wouldn’t be the same without haunted houses, treats, and costumes, so get your family and friends together for the following events that will get you in the spooky mood.

First things first -- the official time for trick-or-treating is the most important to figure out. It is important to note that both Riverside and Brookfield’s hours are the same. So, for all the big and small trick-or-treaters, your hours for tricking are 3 p.m. – 7 p.m. on Oct. 31.

FRIDAY, OCT. 27 Haunted Halloween Ride CycleBrookfield is conducting a Haunted Halloween Bike Ride through the neighborhood’s best decorated Halloween houses. The ride will start at 7:30 p.m. at the Compassion Factory and end at the Compassion Factory Garden.

CycleBrookfield urges participants to arrive 15 minutes early so that lineup can begin. The ride will be 5 miles and it will act as a slow roll Halloween Scary House Tour. Bikers are also encouraged to wear costumes and decorate their bikes. After all, every witch needs its broomstick!

A public hearing to approve a proposed property tax levy increase for the Village of Riverside for 2023 will be held on November 2, 2023 at 7:00 p.m. in Room 4 of Township Hall located at 27 Riverside Road, Riverside, Illinois 60546.

Man used stolen credit card to buy $730 jewelry but failed and got Taco Bell instead A man and a person believed to be a woman entered the North Riverside JC Penney through the southwest entrance around 5 p.m. Oct. 22. The man, arriving in a black Honda CR-V, headed to the third floor using the elevator, visited the restroom, and loitered near supervisor’s offices for about 10 minutes. He then returned downstairs, exited JC Penney, and sat in the mall’s main area.

He then went to Julio’s Jewelry, where he tried to purchase a piece worth $730, but all of his credit cards were declined. Later, North Riverside police said he used a stolen Discovery credit card to make a $9.70 purchase at Taco Bell.

The owner of the card discovered her Michael Kors wristlet wallet was missing from her purse, and she later received a fraud alert from her bank about a transaction attempt at Julio’s Jewelry, which she had initially disregarded.

The items that were stolen included an Illinois driver’s license, identification card, FOID card, numerous credit cards, and $105 in cash.

Camera footage identified the man’s black Honda CR-V, with an American Taxi sticker.

An investigation is ongoing.

Burglars steal $1,500 worth of tools On the 2200 block of Keystone Avenue, the owner of the Zoo Nissan van reported burglary Oct. 21. The rear passenger window was smashed by the time North Riverside police arrived.

The victim explained that at 11 in the morning on the same day, two people approached his vehicle, broke the rear window, and made off with a bag of tools containing various tools and batteries.

The stolen tools were estimated to be valued at $1,500.

The victim mentioned that the incident was captured by his Nest home security system, revealing the two unknown people who approached the van and committed the burglary.

Copies of the security footage were emailed to the police.

Unknown person threw bricks at woman’s windows A woman called North Riverside police to report that she was sleeping on the couch when she heard a loud noise, which turned out to be a brick thrown through her dining room window Oct. 18.

Shortly after, another brick was thrown through her daughter’s bedroom window. She did not witness anyone near her residence, but the backyard gate was found open.

The woman had been a resident there since June and claimed to have no known personal conflicts.

However, she mentioned having filed complaints against her 19-year-old daughter’s ex-boyfriend from a previous address. She reported that he shouldn’t have known her current address following their separation.

Two Teenagers Steal $185 worth of Chicago Bulls Merchandise Two teenagers took two Chicago Bulls clothing items valued at $185 from North Riverside’s Locker Room Oct. 21, concealed them in a backpack, and left the store without making a purchase, North Riverside police said.

Upon exiting, mall security apprehended the individuals, recovered the stolen items, and escorted them to the security office, where the police were notified.

One of the teenagers’ grandmothers was contacted and instructed both of them to take the bus home.

They were then escorted out of the mall and advised not to return.

These items were obtained from police reports filed by the North Riverside Department, Oct. 15-22, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

RB football draws Kaneland again for playoff opener Bulldogs seek victory in first home playoff game since 2015

The Riverside Brookfield High School football team returns to the Class 6A state playoffs with a familiar foe and a more familiar setting.

For the second straight season, the Bulldogs (7-2) open against Kaneland (6-3) but this time the game is home at 7 p.m. Friday.

RBHS secured its first home playoff contest since 2015 with a 35-20 victory Friday at Rich Township (4-5), which needed a win

to reach the playoffs. One of the highlights was the return of injured senior quarterback Diego Gutierrez and his typically strong outing.

“Definitely we wanted to make sure we kept [playing at home] in mind,” RBHS coach Sam Styler said. “Rich Township was coming out playing for their playoff lives. We made sure we came out and did what we needed to do to secure ourselves and try to get an opportunity to get a home playoff game.”

The Bulldogs, making their third straight

playoff trip, and the Knights are the 8 and 9 seeds in the upper half of the 6A bracket.

The winner most likely gets No. 1 Lake Zurich (8-1) in the second round.

The year 2015 also marked the Bulldogs’ last playoff victory. Kaneland won last year’s matchup in Maple Park, 35-14, behind a 28-point third quarter after the game was tied 7-7 at halftime.

“We’re looking for some redemption,” Styler said. “It’s really just about finishing. Last year, we came out and had a pretty good first half. We kind of let it slip

away. It’s making sure we do all of the little things right to hopefully get the win.”

RBHS lost to its two opponents that made the playoffs (Kankakee and Crete-Monee) and beat three 4-5 teams. The Bulldogs scored at least 35 points in every victory and limited six of those opponents to no more than 21 points.

Kaneland lost to undefeated Morris 4333 and to 8-1 Sycamore and Washington by a combined seven points. The Knights scored at least 21 points every game and at least 28 in their six victories.

Inspired effort nearly earns upset in soccer regional RB’s season ends with close loss to powerful rival Morton

Senior Max Swicionis had sensed the potential in the Riverside Brookfield High School boys soccer team all season.

The Bulldogs finally showed everyone else on Friday. In the Class 3A Morton Regional final, they nearly pulled off the greatest victory for this class of 14 seniors.

With the regional title on the line, RBHS lost to rival Morton on its home field 1-0.

The Bulldogs lost 4-2 on penalty kicks after the game remained scoreless following regulation and two 10-minute overtime periods.

The Bulldogs (10-11-1), the No. 9 seed in the Hinsdale Central Sectional, played with confidence against the top-seeded Mustangs (155-2) after losing their Sept. 6 regular-season meeting 2-1 on a last-minute goal.

“We had so much energy from the bench, so much energy from the field.

Just wondering where this was all season.

I wouldn’t have gone out any other way,” Swicionis said.

“We have friends on the [Morton] team.

They were already looking past us. We took that to heart. We knew we could compete with them. We just wanted to give them a run for their money and that’s what we did.”

The Bulldogs elevated their game to an even higher level after a solid performance to defeat No. 8 Jones 2-1 three days earlier in the semifinals on goals by junior Diego Villegas and freshman Kenzo DeLemos. Junior Xavier Salamanca and junior Tomas Kunickas had the respective assists.

For Friday’s penalty kicks, Morton converted all four attempts against RBHS senior goalie Nick Gilberto, whose numerous clutch saves during the game kept the Bulldogs alive, including a point-blank stop in the final minute of overtime.

The Bulldogs, who attempted first, got conversions in the first two rounds from Salamanca and Villegas. Morton freshman Miguel Jimenez, inserted as goalie for sophomore starter Diego Vargas, then made two diving stops.

“An absolute heartbreaker but I couldn’t be more proud of these guys,” RBHS coach Ivek Halic said. “They left everything on the field, went toe-to-toe with a very qual-

ity Morton side and took them to penalties.

I couldn’t be more happy with these guys.

Morton led 20-5 in shots and 4-1 in corner kicks. Less than two minutes into the second half, DeLemos intercepted an errant pass by Vargas, but Vargas quickly recovered to make the save.

Morton hit the post and crossbar. Other shots were thwarted brilliantly by Gilberto.

“The whole season he’s been playing like this, phenomenal,” Halic said. “He’s kept us in so many games.”

RBHS was riding the memories of the tight regular-season Morton match and its strong 2022 team losing its regional opener to Argo 4-2 after scoring first.

“To come out this year in the regular season and compete with [Morton] and then to lose with a minute left, it just showed us we can compete with anyone,” Swicionis said.

“If we came out like we came out against Morton against every other team, I think we wouldn’t have had 10 losses. That’s just something that these younger guys have

to realize and value and bring it for every game because you never know which game is going to make you a higher seed.”

Against Jones, Villegas was elated to give the Bulldogs the early lead. Jones closed to within a goal with 8:20 left, but Gilberto stopped a tying attempt with 4 minutes remaining.

“Probably the No. 1 [highlight this season] for sure because it was against a good Jones team and it was in the regional semifinal,” Villegas said after the victory.

RBHS continued to overcome adversity.

Captain Liam Hickey was injured the entire season. Captain David Carrillo was unable to play Friday after receiving a controversial red card in the Jones match for verbal dissent. Injured senior Liam Kaiser played as usual and stepped into his protective boot after the game.

“I absolutely love those [seniors]. I cannot thank them enough for what they’ve done with the program this year,” Halic said.

“Next year’s team is going to have a ton of talent,” Swicionis said. “They’ve just got to realize, take every game seriously, play every game like it’s your last.”

Lyons Township High School senior football player Jack Cheney couldn’t ask for a much better transition to defense.

The starting strong safety has remained healthy after two injury-plagued seasons at running back. He’s also playing with his brother, sophomore linebacker Patrick Cheney, for the first time in organized football.

“I’ve liked it a lot. A lot of fun, getting to hit people,” Jack Cheney said. “It’s been a lot of fun playing with my brother, finally, on the field. It’s been an awesome nine games, excited to keep going.”

The Lions (6-3) have high hopes for another Class 8A playoff run as they visit Stevenson (7-2) at 7 p.m. Friday.

LTHS is the No. 21 seed, but they silenced critics last season by reaching the state quarterfinals as a No. 14 seed. Friday’s

winner gets No. 5 York (8-1) or No. 23 Homewood-Flossmoor (5-4) in the second round.

“I think we learned [last year] that regular-season records didn’t really mean anything going into playoffs,” said Jack Cheney after the Lions’ 63-7 victory at Proviso East in Friday’s regular-season finale.

“Anything can happen any game so we’re looking forward to almost starting a new season and getting ready for whoever we play.”

Patrick Cheney is among three key sophomores this season with offensive lineman James Hillman and defensive lineman Roman Sosnovyy.

“It’s been going good so far, first year, feeling confident out there,” Patrick said.

“I’ve never got the chance to play with [Jack] before. What a memory to hold when we’re old. It’s exciting.”

Patrick did play a role in last year’s playoff run.

Nightmare on Maple Avenue

This Brookfield couple got frighteningly creative with their Halloween display, which draws hundreds of visitors each year

Since Brookfield resident Rick Mastroianni was a kid, he dreamed of creating the neighborhood’s informally designated “Halloween House” — the one neighbors intentionally walk past to soak in eerie decorations and brace for a jumpscare.

Now, Mastroianni and his husband, Raphael Mastroianni, spend most nights in October standing among the zombies, ghouls and flashing lights that have taken over their front yard.

Since moving to Maple Avenue in 2020, Rick and Raphael have combined their passion for art and love of horror movies and Halloween to create a front-yard spooky- season spectacle. They’ve named it Halloween on Maple.

“The world is very divisive right now and it’s really nice to be able to bring the community together over their love of Halloween,” Rick said. “We just try to do something to get people in the spirit and make people laugh.”

Raphael added, “This is such a fun thing for us to do each year. We’re just so grateful.”

In past years, the duo has presented one theme at a time. They started out small — by their own standards — in 2020 with a five-piece Poltergeist exhibit. But in an effort

The couple spends weeks setting up their scarefest. to expand their display and make the most of a small yard, this year they’re premiering a triple feature, which includes scenes of a Martian invasion inspired by Tim Burton’s Mars Attacks!, as well as an undead cemetery and a crazed butcher.

Machines hidden in the grass puff out hazy smoke and carefully placed light fixtures illuminate the dozen or so creatures of the night that rise out of their front yard. The corpse collection includes a smoldering zombie smoking through his clothes, another dressed in a white and green hazmat suit, and See-Through Sindy, who has a hole in her torso wide enough to poke a whole hand through. Passersby never know which delightfully terrifying ghoul might jump out next.

The couple has even created an auditory component to complete their display. Visitors hear a uniquely curated tape of emergency alerts — “This is a broadcast of the emergency alert system. This is not a test. I repeat, this is not a test.”

— and news reports warning of an alien invasion.

The final nail in the coffin? The whole display is controlled manually, meaning every puff of fog, zombie scream, and flashing light is intentionally triggered.

They’ve even got a built-in alarm system: Their three dogs bark when visitors approach, notifying the couple that there’s an audience waiting to be spooked. Handheld devices can set off lights, fog and individual animatronic figures from their dinner table.

The Mastroianni’s front yard has become a beloved

neighborhood Halloween staple, drawing hundreds of people each week from Brookfield and beyond. Laura Pena, who lives across the street, has watched the display grow over the years.

“It’s fabulous. I like how complex it is,” Pena said. “I really, really appreciate and love how much intention is put into each detail.”

Putting on a community-recognized Halloween display is no small task. The couple spent over three weeks setting up this year’s display before their official opening in early October. They also buy all their own materials and props. Raphael even drove three hours to Wisconsin to pick up one of their newest beloved zombies.

So how much does it all cost?

“A lot. But that’s okay. That’s our investment for this because to see your smile and your laughter and your joy, that is one thousand percent worth it,” Raphael said.

As for the future, the Mastroianni’s plan to keep stepping up their Halloween game. With an abundance of scary movies and gruesome props for inspiration, the couple already has their sights on next season.

“I don’t know what next year will hold, but I know it’s going to be bigger,” Rick said. “For sure. I have a lot of aspirations.”

Halloween on Maple at 4208 Maple Ave. will welcome visitors every evening through October. Even the bravest of sidewalk spectators might just find themselves spooked.

Going to pot

e are unclear just how much sales tax revenue the old Sara Lee Outlet Store on Harlem Avenue brought in. Modest seems the likely answer.

That small retail space in Riverside has recently become the village’s first and only cannabis dispensary and recent projections of current and future sales tax revenues indicate that Star Buds has already become a star performer for Riverside.

This did not happen by accident. Like most towns in Illinois, Riverside has been lobbying, cajoling, adjusting zoning, and generally strategizing to make sure it secured one of the limited dispensaries allowed under current state regs. The village was successful in securing the Star Buds location.

This is important because Riverside will receive a 3% local tax on every potrelated product sold at the dispensary. This is going to multiply into the tens and hundreds of thousands of dollars over time. This is a sales tax bonanza and a new stream of revenue that will be core to village finances.

(The village also gives a supporting heads up to the new Sherwin Williams paint store that recently moved across Harlem from Berwyn into Riverside.)

New revenue is hard to come by in Riverside. Without home rule powers it is severely limited in the taxes and fees it can add. Without a large commercial tax base, and no industrial tax base, Riverside is highly reliant on residential property taxes. Any stress new revenues can take off homeowners and multifamily building owners is welcome.

The new budget proposal from the village proposes hiking property taxes by the maximum 5% allowed by law. That is a reasonable reflection of the higher inflation that we have all experienced.

Good work by the village to lure a dispensary. Good work to take advantage of the busy Harlem Avenue corridor to locate the dispensary while keeping it on the village’s periphery.

A good outcome.

Two small things

Along with home runs like the cannabis dispensary, local governments need to hit a lot of singles along the way. Small fixes and attention to issues with the potential to become genuine problems is the stuff of good governance.

Here are two examples: Brookfield is paying attention to a longtime issue that was either overlooked or not recognized. It is the zoning of the village-owned parks. Until now they have not been zoned for park and recreational use but rather as residential. One odd outcome is that Ehlert Park currently has 62 distinct PIN numbers.

The village planner, the Planning and Zoning Commission, and the village board are at work making this fix.

In Riverside, where large multifamily apartment buildings have been too much ignored with resulting code and quality-of-life issues, a renewed focus has now resulted in a new two-page primer specifying the obligations and responsibilities of both landlords and renters.

This is small but necessary recognition that Riverside is more than gracious homes. It has a group of tenants who deserve care and protection.

JoAnne Kosey was a community treasure I recently learned of her death from friends who reside in Riverside, including police officers, and read her recent obituary in the newspaper. I was also honored for my name to be included in her last column, which was edited by Bob Uphues, as she reflected on her life.

I thought I would just briefly tell you about the JoAnne I knew. I first met her when I was a patrol officer working in the crime prevention unit. She invited me to appear on an RBTV program she was hosting. At the time, we discussed burglary prevention, theft prevention, and other safety measures you should take around your home to not become a victim of a crime. She made my experience on RBTV enjoyable, educational, and just fun.

I did RBTV programming with JoAnne several times over my years working in Riverside, including up through when I was the chief of police. Additionally, she would cover police-related community programs from time to time in her column in the Landmark newspaper. She was a law

enforcement supporter and, more importantly, a community safety spokesperson.

She genuinely believed that Riverside was a unique, beautiful, and safe community and wanted to keep it that way.

There were times when JoAnne would come into the police station and drop off cookies. She also brought or ordered food for the police department during the pandemic without being solicited to do so. She just wanted to make sure the officers knew that not only did she support them, but the community did as well. She asked me once to co-anchor the 4th of July parade commentary with her. I enjoyed that, and she knew every single person in the parade, who they were, where they lived, and what they did for a living — it was remarkable.

JoAnne will be sorely missed by me and the police community in the west suburbs and I thank her for all she did to keep us smiling!

Gloria Daily, 92 Traveler, great grandma Gloria Lindquist Daily, 92, died at her home in South Bend, Indiana on Oct. 9, 2023.

Born in Chicago on Jan. 3, 1931, her family soon settled in suburban Riverside, a National Historic Landmark. She was proud of her deep roots in that bucolic village, graduating from Riverside-Brookfield High School, as did her mother and her two children; she was a third-generation member of Riverside Presbyterian Church, where she was married, as were her mother, sister, and daughter.

Her father warned her that if she went to DePauw University in rural Indiana, she’d marry a farmer. She did both, graduating with a degree in psychology in 1952, then

meeting fellow alum (and farm boy) Loren Daily on a blind date. They married in 1957. Eventually they, too, moved to Riverside, where they raised their children, Bob and Debbie.

She found many ways to give back to her community, serving as an officer in the PTA and Friends of the Library; an elder and Sunday School teacher in her church; and a board director of the Erie Neighborhood House, where once a month she delivered meals to senior shut-ins.

After college, she worked as a secretary, living at home so she could save every penny for a European tour. She visited 10 countries in 10 weeks. (She was scheduled to be a passenger on the ill-fated Andrea Doria, but fortunately changed her plans.) Later in life, she and Loren visited 38 countries and all 50 states. When they moved to Plymouth, Indi-

State officials recommend gas price increase for 4.1 million consumers Final decision on rate increases expected before the end of the year

Utility customers throughout Illinois will likely see higher natural gas bills beginning in January after staff at the state’s utility regulatory agency recommended rate increases for four gas companies.

Those recommendations — made by administrative judges at the Illinois Commerce Commission — next go to the appointed five-member commission itself.

Over the next two months, the ICC will weigh whether to approve rate hikes for the 4.1 million customers of Ameren Illinois, Nicor Gas, Peoples Gas and North Shore Gas. Estimates on the consumer cost of the rate increases, which go into effect in January, vary.

Nicor, which serves 2.2 million Illinoisans, estimates that their original request would increase customer bills by about $9.28 per month. Ameren customers’ bills are expected to increase by several dollars per month as well. Peoples Gas claims that, due to the falling price of natural gas, customer bills will remain at similar levels to last winter.

The proposed rate increases have drawn criticism from consumer and environmental advocates. Consumer advocacy groups, like Illinois PIRG, oppose the increases and have argued the utilities are spending money irresponsibly.

PIRG’s director, Abe Scarr, said that he expects the commission to modify the recommendations “to be more consumer conscious,

“The big question is what changes will the commissioners actually make,” Scarr said.

Scarr and other advocates have been watching the commissioners closely throughout the rate case process for hints as to how they might rule. The commissioners are all relatively recent appointees of Gov. JB Pritzker, with three having joined the board in the spring.

One of the major concerns in the gas cases — and the infrastructure spending driving the rate increases — is the electrification of residential heating and cooking across the U.S. Advocates say this could lead to a future where companies create “stranded assets,” meaning infrastructure that is no longer used.

But the gas companies have defended their requested increases by pointing to the fact that much of the infrastructure spending is required for safety reasons and by federal law.

“The company’s cost of service is now increasing due to continued investments in our system infrastructure to meet new federal compliance-related regulations and industry best practices that help ensure system-wide reliability,” Allison Gregoire, a Nicor Gas spokesperson, said in an email to Capitol News Illinois.

This has been a major point of contention throughout the 11-month rate case process, with advocates, companies, the state’s attorney general, and the staff of the ICC all proposing different potential rates.

Ultimately, the administrative judges overseeing the cases sided with ICC staff on their recommended profit rates. For Nicor and Ameren, they recommended a 9.89 percent return to shareholders.

For Peoples Gas and North Shore Gas — which are owned by the same parent company, the administrative law judge recommended a 9.83 percent return.

While lower than the companies’ requested profit rates — all of which were above 10 percent — the recommended rates were higher than any proposed by consumer advocates.

The Citizens Utility Board, a nonprofit created by the General Assembly in the 1980s to advocate for consumers before the ICC, was part of a coalition of organizations that argued for a 9.5 percent profit rate for Peoples Gas and Ameren and 9.4 percent for Nicor.

“Too often, they (the ICC) side with utilities, especially when it comes to the profit rates for shareholders,” CUB director Sarah Moskowitz said in an interview.

Utilities also say a wider profit margin allows them to more easily attract investments and conduct business transactions.

ICC’s busy year Beyond the gas rate cases, the ICC is also considering two complex cases that will determine the price of electricity for Ameren Illinois and Commonwealth Edison, the two largest electric utilities in the state.

These cases involve multi-year rate plans as well as a grid planning process, both of which were outlined in the 2021 Climate and Equitable Jobs Act. These multi-year plans are expected to increase electricity rates for most Illinois utility customers over the next four years, with ComEd’s plan increasing rates by $200 per year by 2027 and Ameren’s increasing rates by $300 per year over that span. The ICC commissioners will likely lower these increases somewhat by the time they vote on a final order in these cases later this year.

The commission is also considering permitting two controversial pipelines that are designed to transport carbon dioxide for eventual sequestration in underground geologic structures in central Illinois.
