After more than five months of sitting empty, the classrooms of Brook Park Elementary School and S.E. Gross Middle School came alive on Aug. 26 with the teachers and students once again interacting with each other.

The entire campus of St. Mary Catholic Parish in Riverside is shut down until Sept.

8 after a parish staff member tested positive

for the presence of the novel coronavirus.

The positive test for the staff member was reported on Aug. 25, the day before the first full day of classes for St. Mary School, prompting the shutdown. All other staff members, and some family members of

staff, went to the Alivio Medical Center in Berwyn the next day, on Aug. 26, to get COVID-19 tests. They are currently awaiting results.

No one, other than workers doing a deep cleaning, will be allowed inside the church

or school until at least Sept. 8. That means there will be no Masses at the church for the next two weekends.

Zoo, village, chamber ink Brookfield Bucks sponsorship deal Discount program hopes to draw zoo visitors to local businesses

The village of Brookfield and the Brookfield Chamber of Commerce have agreed to pay the Chicago Zoological Society $3,500 for their help in advertising Brookfield Bucks, a new promotion intended to attract zoo visitors to spend cash at businesses in the village’s commercial districts.

The $3,500 amount represents the majority of $5,000 the village and Chamber of Commerce budgeted for marketing the new program, which offers visitors who spend at least $15 at Brookfield Zoo an opportunity to receive a $15 discount on any single purchase of $75 or more made at a business in the village.

To get the discount, the customer must present the business with a receipt from Brookfield Zoo showing a purchase there of at least $15 within seven days of their zoo visit.

Both the village and the Chamber of Commerce also paired up to pay $5,000 to the Chi-

cago-based digital marketing firm A5 Inc. for coming up with the marketing campaign for the promotion, which began Aug. 22 and will run through Dec. 31. A5 is also leading the village’s outreach efforts, mainly digitally.

More than 30 businesses in Brookfield have signed up to participate in the new program.

It’s up to the business to track the discounts and then submit a reimbursement form to the village of Brookfield. Businesses will be reimbursed $10 for each discount submitted on a monthly basis. The village and the Brookfield Chamber of Commerce will split the cost of each $10 refund to the business.

While the village’s restaurants and bars appear to be naturals for this type of promotion and have signed up en masse to take part, the list of businesses participating run the gamut – from a grocery store to salons and barber shops to florists, a videogame arcade and an auto body shop.

And while it’s unclear just how much traction the program will get, business owners

“It’s not going to create a ton of traffic for us, but any effort a community can put together to support businesses right now is meaningful,” said Abby Brennan, owner of Brennan Massage and Spa on Grand Boulevard in downtown Brookfield.

“The chamber and village supports us, so the right thing to do is support that effort,” said Dennis Tischler, owner of Tischler Finer Foods on Broadway Avenue in the Eight Corners business district, who is participating in the program.

The village and Chamber of Commerce announced in July that they were partnering to hire A5 Inc. to create the program, produce marketing materials and promote Brookfield Bucks.

Most of that promotion is being done online through social media, but the initiative is also getting a boost from Brookfield Zoo itself.

due to a non-compete clause in the zoo’s contract with its third-party food and retail services vendor.

The zoo’s help is the result of a sponsorship agreement signed by the three parties, which sets out how the Brookfield Zoo will help promote the program.

“Brookfield Zoo values the community relationships that it has built with the village of Brookfield and local businesses via the chamber,” said Jennifer Baader, senior vice president of government affairs through a zoo spokeswoman. “After additional conversations with the village and chamber on the Brookfield Bucks program, all respective parties were able to reach a collaborative agreement while respecting the existing partnerships that are in place with the zoo’s current sponsors.”

According to Assistant Village Manager George Issakoo, the zoo has agreed to display two signs, one each at the north and south guest gazebo/information boards. They also will post information about the program as a status update on the zoo’s Facebook page, which has nearly 400,000 followers.

In addition, the Brookfield Bucks logo will be included in two e-mails to members (90,000 e-mails) and in two non-member e-mails (38,000 e-mails). The zoo also may hang a vinyl Brookfield Bucks banner on their grounds.

North Riverside Public Library, 2400 Desplaines Ave., will expand its hours of operation beginning Sept. 8, but will continue to limit in-person browsing of materials to the lobby/circulation desk area, for now.

After Labor Day, unless the governor imposes new restrictions based on an increase in COVID-19 cases in the Chicago suburban region, the library will be open on Monday, Tuesday, Friday and Saturday from 10 a.m. to 4 p.m. and on Wednesday and Thursday from 10 a.m. to 7 p.m.

In all, the library will be open 12 more hours per week with the new schedule.

Additionally, the library’s lobby will be open to in-person visitors and for those who have scheduled appointments to use computers during all hours of operation as opposed to the Monday-Wednesday-Friday schedule now in place.

The library has two computers available for public use, and patrons can reserve a 45-minute slot (starting on the hour) in advance by

calling 708-447-0869. Patrons are limited to one computer appointment per day.

Curbside pickup will continue during all hours of the library’s operation.

However, unlike in Riverside and Brookfield, where patrons are allowed to browse the collections while maintaining physical distance and abiding by other protocols, visitors to the North Riverside Library can’t roam the stacks in search of titles.

Since late July, patrons have been able to browse new materials that staff have set out in the lobby. Face coverings are required for anyone visiting the library in person. Those who won’t or can’t wear a face covering can use the library’s curbside service to pick up materials.

“Visitors are still limited to the lobby/desk area, and we’re planning to keep that limit for our expanded hours after Labor Day,” said Lizzy Boden, adult services manager for the library. “As of right now, we don’t have concrete plans for a date at which we will allow browsing. We’ve found it to be a tricky balance between staff safety and patron access, and it’s definitely continuously evolving.”

Boden said the library has attempted to provide something of a browsing service via the creation of a Google form that allows patrons to provide librarians information on what they’re looking for. The librarians will respond with recommendations. That form can be accessed by visiting bit.ly/3hxY1zF.

Riverside police cited an 18-year-old Prospect Heights woman for three traffic offenses after she allegedly turned left in front of oncoming traffic at about 4:25 p.m. on Aug. 26, resulting in a crash that left her and her two passengers injured.

It could have been much worse.

They can be seen on the security video running away as the Saturn spins off the roadway where they were standing. None of the boys was hurt and all three had left the scene by the time police arrived, according to Police Chief Thomas Weitzel.

“As is clearly stated in the street camera video, this situation could have been far worse because it had the possibility of being a triple fatality for the pedestrians,” Weitzel said in a news release. “I am so thankful they were able to get out of the way.”

The video also helped police determine which driver was at fault, since it shows the Saturn turning in front of the Mazda as that vehicle was entering the intersection.

The driver of the Mazda had no time to stop

prior to the crash.

A 27-year-old Norridge woman, who was the driver of the Mazda, was not injured, police said.

All three people inside the Saturn, including the driver, a 17-year-old Wheeling girl who was a front-seat passenger and a 19-year-old Prospect Heights woman who was the backseat passenger, suffered unspecified non-life threatening injuries and were taken to Loyola University Medical Center in Maywood.

All three had been released from the hospital by Thursday night, Weitzel said.

Police cited the driver of the Saturn for having no valid driver’s license, failure to yield and failure to reduce speed to avoid a crash.

RBHS student cited for showing weapon during Zoom class In another first, at least locally, during the new era of remote schooling, Riverside police on Aug. 28 cited a Riverside-Brookfield High School student for disorderly conduct after he allegedly displayed what appeared to be a rifle and made statements that some students and staff found alarming during a class being conducted via the teleconferencing app Zoom.

High school officials contacted police on Aug. 28 at 2:40 p.m. about the incident, saying the school had also received complaints from other students through the school’s online anti-bullying portal.

According to police, a 16-year-old North Riverside boy displayed the weapon dur-

ing the online class and stated “gotta stay strapped all the time,” referring to being armed at all times.

During their investigation of the incident, police said they learned the gun was an Airsoft rifle that belonged to one of the boy’s parents, that they hadn’t given permission for him to take it and didn’t know he was displaying it during any online high school classes.

While the weapon was a replica rifle, it did look real, said police.

Riverside Police Chief Thomas Weitzel said that he was “confident” no one was ever in any danger, but that “the Riverside Police Department takes all online threats

seriously.”

Weitzel also said the department writing a citation for a child’s behavior during an online class was a first for him.

“This is the first time in the history of our department that we’ve cited someone from an online Zoom classroom setting,” Weitzel said in a press release. “Seeing most educational institutions are doing some type of remote classroom instruction during the pandemic, it is essential parents talk to their children about what they display in view of the camera, and that it is not anything that would be perceived to be of a threatening nature.”

Man wounded by bullet fragment in North Riverside

A 21-year-old North Riverside man faces two charges of reckless conduct after he fired a handgun in the backyard of his home in the 2300 block of 18th Avenue and a bullet fragment wounded his friend, a 20-year-old Lyons man on Aug. 25 at about 12:30 p.m.

The gunshot victim was transported by paramedics to Loyola University Medical Center where he was treated and released.

Initially, the North Riverside man reportedly told police he dropped the gun onto a glass table, causing it to fire, but subsequent investigation revealed that the two men and a 20-year-old Lyons woman were socializing at a backyard table, allegedly smoking cannabis.

During that time, the North Riverside man reportedly removed the gun from his waistband and played around with it, inserting and releasing the magazine from the 9 mm Smith and Wesson pistol several times.

According to the police report, the man may actually have fired the gun at a spider on the ground, and a bullet fragment ricocheted, striking the Lyons man in the chest.

Two charged in North Riverside burglary North Riverside police charged a 16-yearold boy from North Riverside and a 14-yearold boy from Hines with burglary after they allegedly broke into Smoker’s Den, 7929 Cermak Road, three times on the night of Aug. 23-24 and stole at least $1,800 in merchandise.

According to the police report, the boys smashed the front glass window of the business at 10:13 p.m. on Aug. 23, grabbed merchandise from the store, put it into a red backpack and then ran away to the west.

They reportedly returned at about 10:30 p.m. and took more merchandise and then came back a third time at about 12:40 a.m. on Aug. 24, at which time the store’s burglar alarm went off, prompting the business owner to call police.

Police quickly located the two alleged offenders in the area. Both were carrying backpacks, reportedly containing merchandise from the store. According to the report, police were denied permission to search the North Riverside boy’s home for additional proceeds from the store.

Each boy was charged with three counts of burglary, one count of theft and one count of criminal damage to property. The case is being handled by Cook County Juvenile Justice.

Vehicle break-ins ■A

resident of the 200 block of Lawton Road, Riverside, called police on the morning of Aug. 25 to report that during the

overnight hours someone had entered her vehicle, which was parked next to the garage, and took her wallet, containing IDs and credit cards.

The victim also learned someone tried to use credit cards at a gas station on Ogden Avenue and attempted to buy gift cards from Walmart online.

■ A resident of the 200 block of Herrick Road, Riverside, went to police on the morning of Aug. 25 to report that someone had entered his unlocked vehicle, which was parked in the driveway, overnight and removed a backpack containing a laptop computer, wireless headphones and a loaded Ruger LCP .38-caliber handgun.

■ Riverside police responded to the Loyola Medical office building at 3722 Harlem Ave. at about 11:05 a.m. on Aug. 25 after a man reported that while he was inside the building, someone had removed $15 in cash and a pair of sunglasses from his unlocked pickup truck.

Surveillance video reportedly captured the break-in. Lyons police reported that the same suspect was seen on checking car doors about a half hour earlier.

■ A teacher at St. Paul Lutheran School, 9035 Grant Ave. in Brookfield, went to police on Aug. 30 to report that three days earlier someone had stolen two laptop computers and a coin purse from the trunk of her vehicle, which had been left open as the teacher hauled materials into the school building.

According to the police report, a silver sedan had parked several feet west of the teacher’s vehicle as she began to unload items, but it was gone when she finished.

Catalytic converters stolen A resident of the 2300 block of 2nd Avenue, North Riverside, called police on the morning of Aug. 26 to report that sometime in the prior two days someone had sawed off the catalytic converter from his vehicle.

On that same morning, police responded to the 2200 block of 3rd Avenue, where a woman reported that her vehicle was also missing its catalytic converter, which had been sawn off within the past couple of days. The vehicle had been parked on the street.

Both vehicles were Honda CRVs, according to police.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, Aug. 2430, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Riverside Library renovation starts this month

Lower level will be off limits during comprehensive Youth Services overhaul

Construction for the renovation of the Riverside Public Library’s lower level is expected to begin by Sept. 15 after the library board voted last week to award a contract to Chicagobased Lo Destro Construction Company, which was the low bidder for the project.

Lo Destro beat out 13 other firms bidding on the job, which will transform the lower-level children and young adult services departments into contemporary spaces that separate age groups, mitigate noise and create flexible meeting spaces for public use.

“The hope is to have a preconstruction meeting next week, with work beginning the following week after that,” said Darren Schretter, the library’s architect.

In preparation for demolition and construction, library officials have been moving materials, throwing out old shelving units and offering library furniture – from study carrels to substantial oak library tables – for sale to residents.

Library Director Janice Foley said the roughly 40 pieces of furniture advertised for sale last week sold out within two days. Another batch of furniture will be advertised for sale on Sept. 2 on the library’s Facebook page and through email to library patrons. The sale will be conducted Sept. 3.

“Desks were at a premium,” said Foley. “The majority were purchased so kids could [do school] work at home and have big-

Except for the bathrooms, the lower level, including the Early Learners room, will remain off limits to patrons during construction.

Many books from the Children and Youth Services departments are being moved into the Great Room and used book sale room on the upper floor. Patrons can also request mate-

rials from Children’s and Youth Services and employees will retrieve them.

The two computer stations used for genealogy research have been brought up to the movie room on the upper level and are still available for use. Genealogy volunteers will be onsite to assist researchers on Tuesdays and Thursdays.

Patrons wishing to visit the library to browse the collection or to use computers still need to make reservation to do so.

Once work begins, Foley said it shouldn’t be too noisy as it’s a renovation and not a full-blown new build. Work crews will also begin their work day a good three hours before the library opens its doors to the public.

“The noisy stuff, as much as possible, will get done then,” Foley said. “It’s not going to be very loud for a long period of time.”

The renovation work is expected to continue through the winter and wrap up by March or April 2021.

Schretter’s firm, StudioGC Architecture and Interiors, was hired to do space planning for the lower level back in 2013. The library board unveiled its final plan in 2017 and had attempted to raise the money for the lower-level overhaul through special event fundraisers and private donations.

That effort was only partially successful. After three years, the library had raised $220,000 and trustees decided in late 2019 to go directly to voters to fund the project.

In the meantime, they used most of the money they had raised to build out the new Early Learners Area as an example of what they planned for the rest of the lower level.

In March, voters convincingly passed a referendum to allow library officials to issue $1.5 million in construction bonds.

The library board sold the bonds in June.

TAXPAYERS SHOULD INCLUDE TAX PLANS IN THElR WEDDING PLANS

ouples getting married this year know there are a lot of details in planning a wedding. Along with the cake and gift registry, their first tax return as a married couple should be on their checklist. Here are four simple steps that can make filing their first tax retmn as newlyweds less stressful.

Step 1: Taxpayers should check their withholding at the beginning of each year, or when their personal circumstances changelike after getting married. Using the IRS Withholding Calculator is a good way for taxpayers to check their withholding.

Taxpayers who need to change their withholding should complete and submit a new Form W-4 to their employer.

Step 2: Marriage may mean a change in name. If either-or both-of the newlyweds legally change their name, it’s important to

report that change to the Social Security Administration. The names on the taxpayers’ tax return must match the names on file at the SSA. If it doesn’t, it could delay any refund.

Step 3: If a marriage means a change in address, the IRS and the U.S. Postal Service need to know. Newlyweds can file Form 8822, Change of Address, to update their mailing address with the IRS. Step 4: Newlyweds should consider their filing status. A taxpayer’s marital status on December 31 determines whether they’re considered married for that full year. Generally, the tax law allows married couples to file their federal income tax return either jointly or separately in any given year.

Taxpayers can use the Interactive Tax Assistant to determine which status is best for them.

Brookfield blows past 300 virus cases

The total number of people testing positive for COVID-19, the upper respiratory disease resulting from infection by the novel coronavirus, vaulted past 300 in Brookfield, with another 20 cases added in the seven-day period ending on the morning of Sept. 1.

After seeing the rate of new cases plummet through June and into the first part of July, the total number of COVID-19 cases in Brookfield didn’t hit 200 until July 20. But in the last six weeks Brookfield has seen more than 100 new cases, including 40 in the past two weeks.

On the other hand, no Brookfield resident has died as a result of contracting COVID-19 since June 7. To date, the village has recorded four deaths from the disease.

After seeing the number of new cases drop two weeks in a row, Riverside also saw an uptick in new cases last week, with 12 more residents testing positive for COVID-19 for the seven-day period ending the morning of Sept. 1.

That count has pushed the village’s total to 163 since the pandemic began, with 42 coming in the past five weeks.

That’s roughly half the time it took for Riverside to amass the 42 cases before that.

Like Brookfield, Riverside hasn’t recorded a death from COVID-19 in some time. The last fatality was reported, by Riverside’s fire chief, on May 4. The Cook County Medical Examiner did not record that death as being from Riverside due to a clerical error. Likewise, the medical examiner did record a death in Riverside on July 19. But an examination of that record online showed that case to be out of North Riverside.

Riverside has had two deaths that the Landmark has been able to confirm since the start of the pandemic.

Seven more people in North Riverside tested positive for COVID-19 for the seven-day period ending the morning of Sept. 1, bringing that village’s total to 113.

North Riverside has added 21 cases in the past three weeks. The previous 21 cases in North Riverside were recorded over an 11-week period.

Statewide positivity rate at 4.1% As of Monday, the rolling seven-day average positivity rate throughout the state was 4.1 percent, while the positivity rate in Regions 4 and 7 of the state’s reopening plan either remained roughly flat or increased as of Aug. 28 despite added restrictions.

Region 7 – which contains Kankakee and Will Counties – saw its positivity rate increase to 8.8 percent as of Friday after new restrictions took effect last Wednesday. In Region 4, which includes the Metro East area on the Missouri border, the positivity rate was 10.4 percent as of Friday after nearly two weeks of restrictions.

Gov. J.B. Pritzker has said more restrictions can come this

week if the positivity rate in the area does not decrease.

Southern Illinois, in Region 5, had a positivity rate of 7.4 percent, the third highest. In Region 2, which includes Peoria and several surrounding counties, the positivity rate was 6.8 percent, and in suburban Cook County, or Region 10, the rate was 6.9 percent.

All other regions ranged from 1.6 percent in east-central Illinois’ Region 6 to 6.2 percent in Region 9, which include McHenry and Lake Counties.

From Saturday through Monday, the Illinois Department of Public Health reported an average of 1,846 new cases each day among 46,618 tests completed on average. The positivity rate was roughly 4 percent over that span.

As of Monday, there were 8,026 virus-related deaths recorded in the state after a total of 29 were reported the previous three days. There have been 235,023 cases of the virus confirmed since the pandemic began, and IDPH reports the recovery rate is 95 percent for individuals who are at least 42 days removed from a positive COVID diagnosis.

More than 4 million tests have been conducted in the state.

Suburban Cook County now at COVID-19 warning level

New cases and number of deaths above state limits

Suburban Cook County was declared at warning level for COVID-19 on Aug. 28, when the Illinois Department of Public Health (IDPH) reported 30 counties in the state, including suburban Cook County, at risk.

According to the IDPH, when two or more COVID-19 risk indicators that measure the amount of the virus increase, a county enters warning level.

In suburban Cook County, which is assessed separately from the city of Chicago, the two measures warranting concern according to

the IDPH are new cases per 100,000 and number of deaths.

The target for new cases per 100,000 is less than 50. On Aug. 28, suburban Cook reported 112.

As for number of deaths, the target is a decreasing or stable number. Suburban Cook went from 15 deaths for the week ending Aug. 16 to 25 deaths for the week ending Aug. 23.

In August, the state and county took several measures to attempt to slow the spread of the virus and lower the number of COVID-19-related deaths.

On Aug. 25, Gov. J.B. Pritzker announced a new rule for all of Illinois that requires customers of bars and restaurants to wear a mask during any interaction with employees, whether indoors or outdoors.

“Illinois residents continue to take impor-

tant steps to protect the safety of our loved ones and neighbors,” Pritzker said in a press release on Aug. 25. “However, due to a recent uptick in cases, we must take additional precautionary steps when we are out in public.

Based on conversations and input from industry and business leaders, the state of Illinois is implementing updated guidelines which will allow restaurants and bars across the state to stay open while helping protect the health and safety of patrons and staff.”

On Aug. 11, the state upheld Pritzker’s mandate that businesses can be fined up to $2,500 if employees or customers aren’t wearing masks, a mandate the village of Forest Park has said it will enforce, with warnings and education provided to businesses prior to hefty fines being levied.

Beyond the warnings issued to the 30 coun-

ties last week, some regions of Illinois have seen additional restrictions enforced because of high COVID-19 positivity rates. A ban on indoor dining at bars and restaurants is being imposed in Will and Kankakee counties, as the COVID-19 positivity rate in that region passed the threshold of 8 percent for three days in a row, from Aug. 22 to 24.

Region 4 near St. Louis is also seeing additional restrictions, such as earlier closing times for bars and tighter limits on gatherings. Region 4 includes Bond, Clinton, Madison, Monroe, Randolph, St. Clair and Washington counties.

Suburban Cook County is Region 10, and while still below the 8 percent positivity rate threshold, the area has seen a steady increase in the COVID-19 positivity, going from 4.1 percent on July 9 to 6.8 percent on Aug. 22.

Brookfield extends Grand Blvd. closures through September

Bars, restaurants rejuvenated by outdoor dining would like it even longer

The village of Brookfield will continue to close off the south half of the 3700 block of Grand Boulevard every weekend through at least the end of September, while some are calling for the closures – made to accommodate more outdoor dining during the ongoing pandemic – to continue through October.

Brookfield has been closing off the street from early Friday morning to early Monday morning every weekend since July 24, after most of the restaurants and bars, as well as many non-food businesses, in that stretch of Grand Boulevard voiced support for the idea.

While some restaurants and bars had already purchased tables and chairs in the event the village moved to close down the street, others took advantage of the village’s offer to use picnic tables scrounged from Brookfield’s parks.

The initiative has been nothing short of a success for the establishments on Grand Boulevard.

“In May we had a meeting about if we could continue to keep our doors open as our bills continued to pile up,” Mucha wrote. “We are extremely grateful for the village of Brookfield to acknowledge our struggle and offer to help by closing Grand Blvd. Without this assistance, we would still be fighting to keep our doors open.”

The weekend street closure, Mucha said, allowed the restaurant/bar to expand its seating to 92 from the 20 it had set up on the sidewalks outside Sebastian’s.

With customers still a bit leery about taking a table indoors – Conroy said he was told by a Sebastian’s employee that people have agreed to wait a half hour or more for an outdoor table -- the additional outdoor seating has allowed Sebastian’s to hire back its entire staff.

“There’s just a great deal of fear that once that outdoor seating is no longer available … that it’s going to be an extremely difficult time and a long winter for them to get through,” said Conroy who pushed for closing down the street for outdoor dining back in mid-June and who urged extending the street closures through

Mucha echoed Conroy’s endorsement of the street closure extension in her email.

“By allowing an extension of outdoor dining, it will allow us to continue on our journey of catchup with our past due bills and allow the residents more time to come out and support the local Brookfield businesses,” Mucha wrote.

Meanwhile, said Conroy, Dan Velcich, co-owner of Burger Antics at 3740 Grand Blvd., wrote him to support an outdoor dining extension through the end of October.

Jennifer Odesky, co-owner of Pub 78 at 3733 Grand Blvd., also urged village officials to extend the weekend street closure for

outdoor dining through Oct. 31.

August is a slow month for restaurants and bars historically, Odesky said, while September and October are usually better.

“This is only going to help us increase our sales along with normal trends,” said Odesky, who spoke during a discussion of the matter at the village board’s Aug. 24 meeting.

Conroy suggested also allowing the outdoor dining along Grand Boulevard to continue until 11:30 p.m., an hour later than the current closing time for the outdoor area. However, with residences so close by and with restaurants and bars outside the downtown likely to seek the same accommodation, there wasn’t support to extend the night hours.

As for extending outdoor dining through October, Village President Kit Ketchmark said he wasn’t ready to do that just yet, though he didn’t rule it out, either. Ketchmark has the ability to extend outdoor dining as long as he deems fit through the powers vested in him through the COVID-19 emergency declaration the village board has continued to extend since it was made in March.

“It’s really worked out good, but still there has to be caution that we all exercise, whether how we go about our business or how we operate things here,” Ketchmark said. “I think certainly through September, let’s go for that, and if the weather’s working out and the issues are fine, we’ll go as long as we can.”

Riverside Rec fills void for D96 students with two working parents Recreation staff will supervise remote learning in mornings, afternoons

Riverside School District 96 students are attending classes in-person only a couple of hours each day, but there are some students who won’t be going home for the remote-learning portion of the day.

Riverside Parks and Recreation is expanding the before and aftercare services it has provided to District 96 since 2017 in order to accommodate those families who need child care throughout the school day.

Last month, both the village and the school district inked an intergovernmental agreement for Riverside Parks and Rec to provide those services. The school district, for now, has decided against a similar agreement with the Brookfield Recreation Department to provide services to students at Hollywood School. Riverside’s program will include all of the district’s schools.

“This has been an ongoing conversation since March,” said Riverside Recreation Director Ron Malchiodi. “We knew people were going to have to go back to work. And even when you’re working from home and the kids are doing remote learning, it’s difficult to do both [as a parent].”

To serve families who have chosen the hybrid learning model and where both parents work, Riverside Parks and Rec staff will handle supervision of the remote-learning portion of the day, whether that’s the morning session, from 8:15 a.m. to 12:20 p.m. or the afternoon session, from 10:55 a.m. to 3 p.m.

“We’ll facilitate the e-learning and provide homework assistance,” Malchiodi said.

Initially, the plan was to provide those services at each school, but with only 17 students signed up as the school year gets under way, kids will be transported by Riverside Parks and rec to either the Scout Cabin or the recreation offices at 10 Pine Ave. for remote learning.

Riverside Parks and Rec will also continue to provide before and aftercare services for families who need it, through the Early Risers Club, which meets from 7 to 8:15 a.m., and the Afternoon Fun Club, which runs from 3 to 4:15 p.m.

Malchiodi said the enrollment in the extended day program fell short of expec-

tations, but that was also the case for the department’s summer camps.

“We’ve had to temper our expectations,” Malchiodi said. “There’s still a lot of hesitancy. I’d expect enrollment to pick up as confidence builds.”

Families will be able to enroll in the recreation department’s remote learning supervision service on an ongoing basis.

Riverside OKs tents outside schools In another nod to the reality of operating schools during a pandemic, the Riverside Village Board of Trustees last month approved allowing all District 96 schools within the village as well as St. Mary School to erect and maintain tents outside of their buildings throughout the school year.

Village board action was necessary to allow the tents, since they are considered a special use in Riverside’s residential districts, where schools are located.

St. Mary School made a request to erect four 20-by-30-foot tents outside entrances where students would be screened daily before being allowed inside school. The tents, which are not fully enclosed, are also seen as potential spaces to hold outdoor classes or serve as outdoor lunch rooms.

The tents at St. Mary’s are up, but to date have gone unused due to the parish’s buildings being shut down after a staff member tested positive for COVID-19 the day before full-day, in-person classes were to begin.

Riverside School District 96 requested approval for two tents for Ames School and one each for Blythe Park School, Central School and Hauser Junior High. The tents at Blythe Park and Central will be located behind the schools. Those at Hauser and Ames will be in front.

Some village trustees voiced concern about the tents being allowed to remain up throughout the school year, given the uncertainty of a full year’s worth of inperson learning.

In the end, trustees OK’d the tents but conditioned that approval on the tents being taken down if a school’s doors are closed for more than 30 days. Trustees also required furniture to be removed from the tents daily when school is not in session.

Brookfield hopes program will boost ambulance revenues

State legislation passed in 2019 allows towns to tap into Medicaid dollars

The village of Brookfield is hoping it will be able to boost the revenue it collects from ambulance/paramedic fees by about 44 percent annually through a federal program now available to Illinois municipalities via legislation passed by the Illinois General Assembly in 2019.

Fire Chief Jim Adams on Aug. 24 asked village trustees to approve an intergovernmental agreement with the Illinois Department of Healthcare and Family Services to allow Brookfield to participate in the Ground Emergency Medical Transportation (GEMT) program beginning in 2021.

GEMT is a federally funded Medicaid program that has been around for years, said Adams, but was introduced to Illinois via legislation last year. The program allows municipalities an opportunity to collect an additional Medicaid reimbursement for ambulance services, above and beyond what the state reimburses the village for Medicaid claims.

“It’s been used and popular in the western United States for years,” Adams told trustees last week, “allowing departments to receive the additional funding that the federal government would just keep within their program.”

Adams, when he was fire chief in Westchester, enrolled that village into the program in 2019. Westchester has been able to generate additional ambulance fee revenue through GEMT this year.

Anytime Brookfield paramedics transport a patient to the hospital via ambulance, the

department bills for either Advance Life Support ($1,400) or Basic Life Support ($1,000).

For Medicaid patients, the village submits a claim to the state program, which reimburses the village about $142 per claim for Basic Life Support and about $222 for Advanced Life Support.

In the past, there was no other way to recoup any more fees from Medicaid patients.

The GEMT program will allow the village to submit the balance of the bill – for an Advanced Life Support Call that would amount to about $1,777.

The village and the Illinois Department of Healthcare and Family Services will split that balance, meaning for a Medicaid patient receiving Advanced Life Support services, the village will collect about $589 in additional Medicaid reimbursement, or about $429 for Basic Life Support.

The village also collects revenue for ambulance services through private insurers and Medicare. Annually, in recent years, the village has collected between $375,000 and about $480,000 in total ambulance fees.

According to Adams, by participating in the GEMT program, Brookfield can expect to generate an additional $175,000 annually in ambulance fee revenue.

“As a result of participating in the GEMT program, the fire department will be able to recover additional funding to significantly increase our ambulance revenue without any effect on Brookfield residents,” Adams said in a memo to the village board about the program.

Village trustees are expected to approve the intergovernmental agreement to participate in the GEMT program at their Sept. 14 meeting.

“Any penny is more than we’re getting now,” said Trustee Edward Cote. “And, if there’s no cost to get into it, it’s a no-brainer.”

‘More organized’ than spring from page 1 pandemic requires major adjustments. Everyone -- teachers and students alike -- wore masks. And, students attending the hybrid program in Brookfield-LaGrange Park School District 95 are only inside the school building for 2.5 hours a day.

But those back inside their school buildings for the first time since March 13 seemed happy to be back and enjoyed seeing their friends and teachers again.

“It’s better than doing e-learning, that’s for sure,” said Nick Corradino, a sixthgrader at S.E. Gross Middle School in Brookfield.

Gross School eighth-grader Abbey Syslo was also glad to be back at school, even though she found some of the restrictions a little aggravating.

“It was very different and weird, I guess you could say,” Syslo said after her first day back in class. “It was hard with the mask on and trying not to touch people and staying six feet away.”

Syslo enjoyed seeing friends and classmates, some of whom she hadn’t seen since March.

“Sadly, I couldn’t hug them or anything, but I said hi to them,” Syslo said.

Syslo noticed an emphasis on cleanliness.

“It was very clean,” Syslo said. “You could smell all the hand sanitizer, but I liked it because we just were back. It felt somewhat normal.”

But Syslo, a volleyball player, is disappointed that the volleyball season, like most extracurricular activities, has been cancelled.

Wearing a mask for hours at a time is something everyone is trying to get used to.

“This mask thing is kind of getting on my nerves, but whatever,” said Gross sixth-

grader Jimmy Corradino, who is Nick Corradino’s twin brother.

Students attending in person at Brook Park and Gross Middle School have been split up into cohorts of nine to 15 students each. Each cohort stays in the same classroom for the entire time they are at school.

At Gross School, teachers who specialize in specific subjects rotate into the room so students can stay put.

In-person instruction in District 95 is concentrating on the core subjects of reading and math, while other subjects will be taught during the remote portion of the school day.

After just two days of school, Nick Corradino said the online portion of the hybrid plan already seemed much better than last spring.

“It’s definitely better. It’s more organized than last year,” Nick Corradino said.

Seventy-one percent of Brook Park students and 78 percent of Gross School students enrolled in the hybrid plan, which combines in-person and remote learning.

“I thought it was important for the boys to get back into the school building, because I could tell that they needed to, basically, get in front of a teacher,” said Tina Corradino, the mother of Jimmy and Nick Corradino.

“I could tell that they were getting tired of being at home, and I wanted them to try and feel somewhat normal with everything that’s been going on, because it’s been a difficult summer.”

Heather Wudtke of LaGrange Park said her second-grade daughter, Gracie, couldn’t wait to go back to school.

“She’s so excited, she was like ready two hours before,” Wudtke said.

Wudtke, whose other daughter is a seventh-grader at Gross, said she wasn’t overly concerned about health risks of going to school during a pandemic.

“We’ve got to start somewhere, so I’m OK with it right now,” Wudtke said. “We’ll see what happens.”

RBHS student, teacher test positive for COVID-19 Cases not related, says school, contact tracing being done

In the space of just a couple days last week –during the first week of classes -- a student and a teacher at Riverside-Brookfield High School both tested positive for COVID-19.

RBHS had switched to 100 percent remote learning shortly before school was scheduled to start on Aug. 17, but students still came to the school for one half-day orientation session during the week of Aug. 17.

The teacher and student who tested pos-

itive did not have any contact with each other said Assistant Superintendent Kristin Smetana.

“The staff member had no contact with that student,” Smetana said in an email to the Landmark. “It is unrelated.”

The student, a junior, tested positive nearly a week after attending the half-day afternoon orientation session at RBHS on Aug. 19. The school received notice of the teacher’s positive test on Aug. 27.

Those who came in close contact with the student who tested positive have been told to self-quarantine.

“All students and staff who have been

deemed a close contact (within six feet or less for more than fifteen minutes) received individual notifications and were asked to quarantine for 14 days,” RBHS Principal Hector Freytas wrote in an email sent to families on Aug. 25, after the school learned of the student’s positive test.

Employees were informed of the teacher’s positive test two days later in an email from Smetana. One other staff member was directed to quarantine as a result of the teacher’s positive test.

“Additionally, any areas throughout the building that the employee may have been

in are being deep cleaned tonight,” Smetana wrote in an email sent to staff and obtained by the Landmark.

School officials are doing contact tracing to determine with whom the infected student and teacher had contact.

RBHS teachers are expected to come to the school daily to teach remotely from their classrooms unless they have a strong reason not to do so.

When an employee at St. Mary Parish in Riverside tested positive last week for the presence of the coronavirus the entire St. Mary campus, both the church and the school, shut down for two weeks.

Father Thomas May, the pastor of St. Mary’s, said he’s disappointed about not being able to hold Mass for the next two weeks.

There will be no livestreaming of a Mass either for the next weeks, because May is not allowed inside the church.

“We are closed completely,” May told the Landmark. “In a way, it’s like going back to where we were in March. I feel like we’ve taken a giant step back to March where we can’t do anything again. Hopefully it’s only for two weeks, but it was terribly disappointing.”

May said staff members at St. Mary have been careful about wearing masks and maintaining physical distance.

“People have really been very careful, masking and keeping social distance, but even with all that, things still happen,” May said. “Ultimately, our major concern is the safety and health of all of our parishioners, the kids in school and staff. You don’t want anyone to get sick.”

May said he is still awaiting the results of his COVID-19 test.

Since reopening for in-person worship in July, St. Mary Church has been celebrating two Masses each weekend, one on Saturday afternoon and one on Sunday morning. No more than about 60 people have been allowed into the church for a particular Mass.

The church has a capacity of about 350 people. After Labor Day, St. Mary Church had been planning to add a 5 p.m. Mass on Sunday, because the other two masses were usually

St. Mary School had planned to begin the school year on Aug. 26 with a regular fullday, in-person schedule. But the start of school had to be delayed after the positive test of the staffer.

The school decided to open with remote

learning on Aug. 27. Students will not be allowed into the school building until at least Sept. 8.

“It was a big disappointment to everybody,” May said of the delayed start of school and the switch to remote learning, for now.

We’re not in control

Riverside chief welcomes questions from residents

I

n short order last week, we got yet another lesson in pandemic management. That is, you don’t so much manage the pandemic as it manages you.

Within the span of three days last week, we learned that a Riverside-Brookfield High School student who had attended an in-person orientation the week before had tested positive for COVID-19.

It resulted in that student and any other in close proximity that day to being quarantined for 14 days. Classes at RBHS are being held remotely after a late change of heart by school officials, so further student-to-student transmission has been mitigated.

Still, it demonstrates the risks of bringing people together in a school setting. A couple of days later, a teacher reported testing positive for COVID-19, leading to that faculty member’s quarantine along with one other.

Unlike students, teachers have been coming to school to provide instruction from their classrooms. While faculty can certainly maintain physical distance more successfully in a school building devoid of students, the risk of spread among staff is still there, with dozens of faculty and staff inside the building each day.

Also last week, on the eve of St. Mary School in Riverside opening for full-day, in-person instruction, word came down that a parish staff member had tested positive for COVID-19.

That not only resulted in that staff member’s quarantine, but a mass visit by faculty of the school to a COVID-19 testing site in Berwyn the next day. It also resulted in school having to start 100-percent remotely through at least Sept.

8 and necessitated the parish to close all of its buildings, including the church, to the public for that same period.

It’s unclear at this point whether that closure will be extended based on test results from other faculty at St. Mary School. But, this situation came about without classes even having been held and with the school undertaking detailed safety protocols for reopening.

Brookfield-LaGrange School District 95 opened its classrooms for the first time since March last week, and Riverside District 96 and LaGrange Brookfield District 102 are following suit this week.

These are extraordinary times and there’s no way to predict how the virus will manifest itself. But it is not going away, and with cold weather just around the corner we’re going to have to be even more vigilant.

Already, on a regional basis, we’re seeing positivity rates tick up and last week the state declared suburban Cook County one of 30 counties in the “warning” zone for potential new restrictions on public gatherings.

Yes, it’s sometimes exhausting to have to be hyper-vigilant about mask and distancing discipline. Everyone wants to go out, have a meal away from home, visit the zoo or the mall.

But we can’t lose sight of this simple fact. At this moment, we are not in control. The virus is. Any effort to downplay its danger is simple disinformation and a dangerous disservice to your family, friends and neighbors.

With kids, teachers and staff going back to school, and the physical interactions that represents, it’s vital that we double down on our efforts to keep our families and each other safe.

e’re not Mayberry anymore and we certainly have come a long way since Riverside named its first police chief, Charles A. Tiele, back on July 10, 1875, paying him a whopping $30 a month and the days of policeman Charlie Lange making his rounds on a bicycle in 1887. Yep, things sure have changed.

by Tom Weitzel, who joined the force in 1984 and worked his way through the ranks and was appointed chief in 2008. I had the opportunity to interview Chief Weitzel on a show for RBTV called “Koffee with Kosey,” where he was quite open in answering my questions.

So it was no surprise to have Chief Weitzel, along with Deputy Chief William Gutschick and Lt. Frank Lara participate in a forum last month moderated by Riverside Village President Ben Sells.

The forum was intended to give residents a chance to learn about their local police force and ask questions. No topic went undiscussed and no questions went unanswered. In today’s time with so much news revolving

around police, it was refreshing to see our local department is more than willing to answer questions and be open.

Though our department is small it works efficiently and stays in close contact with area departments. You may be aware that Brookfield Police Chief Ed Petrak is Riverside-raised, and the two chiefs are in tune to their communities.

This year the Friends of the Fourth chose the Riverside Police Department as one of the groups to be honored for their service. Their presence is visible. The forum, and I believe there will be more, is an example of how our police department and its chief want to emphasize transparency and their open-door policy.

If you haven’t met Chief Weitzel, give him a call, get to know him and share your concerns, because your concerns are his concerns. Yep, the times they are a-changing, to quote a famous song, but here in Riverside we are keeping up with the changes and working to make things better, because, yes, we are all in this together.

Thoughts on D96 lease deal with HCA First let me make the situation clear. I am the father of one of the District 96 board members and what follows is my opinion only and should not appear to reflect upon my son.

These are my opinions of the statements made by one of the board members.

1. The lease was one sided and was a taxpayer giveaway.

It takes two people to tango (sign a lease). If it is a taxpayer giveaway why did the district sign the lease? They should be looking out for our interests. I doubt $1 per year is a taxpayer loss. I think HCA should have demanded more.

2. HCA is receiving hundreds of thousands of dollars in taxpayer money.

In this era of exaggerated statements, please put a paper and pencil to the numbers that make up this statement.

You are only expanding the existing driveway 8 feet not building a tollway.

As for better parking for HCA, I thought the parking was being improved for both HCA and principally District, 96 since they want to use part of the existing parking lot for expansion of the school.

Oh, before we go crazy with any school expansion in any district, lets’ think about the current situation we are in with COVID-19. Does remote learning require larger schools? Maybe just bigger houses.

As for an improved playground for HCA, I always thought it was an improvement for District 96? Yes the residents should be entitled to use it. It’s our money 3. More legal protection for HCA. Go back to item 1. Takes two to tango. Why did District 96 sign off on such a supposed one-side agreement?

Check with your lawyers.

4. As for right-of-first-refusal, folks, it is HCA land and they can do what they feel is in their best interest.

Brookfield resident Lois Palmer Huth, sculptor, dies at 102 Childhood never really left Lois. Many think that’s said because of her long career sculpting children in clay in a myriad of childhood activities and poses.

But to see her parasailing and zip-lining in her mid-90s and hot air ballooning at 100 confirms her hold on never quite giving up anything. Every single adventure was marked by a broad smile and a daring twinkle in her eye.

On Aug. 26, 2020, Lois Palmer Huth, died after over a century of bringing joy, hope, creativity and humor to anyone on Earth fortunate enough to have known or encountered her.

What Lois, who was often affectionately called Lolo or Weird Lois by friends and family, packed into her near-103 years was amazing. Born Lois Palmer, she was the youngest child and second daughter of Flora and Charles Palmer.

She was born in the dining room of the Cicero home she lived in most of her life.

She met Kenny, her husband-to-be, at J. Sterling Morton High School. Not long after, she and her parents and two brothers (plus her kitten) packed up the family Studebaker and truck and amid the chaos of the Great Depression, moved to Spooner, Wisconsin, where they built a summer resort, Lake Lipsie Pines, on 80 acres of completely undeveloped forested property on the shores of Lake Lipsie.

In her late teens, she returned to Cicero to attend and graduate from The School of

Lois Palmer Huth the Art Institute of Chicago. In 1939, she and Ken married, and within a decade the Cicero home where she was born soon bustled with three boys to keep her busy, Michael “Mick,” Jonathan “Jon,” and Lindsay.

Ken built a studio in the garage after Lois’ creativity in ceramics began. By 1950, Lois’ focus on sculpting children began, and within the decade she became widely noted for

Kindness and understanding still very much alive I must write about my experience on Thursday, Aug. 18. I called my brothers to please join me for lunch anywhere, as I had to get out of the house for a while. I live alone after losing my husband of almost 50 years of marriage.

Well, we went to Tony’s Restaurant in Brookfield on Ogden Avenue and had a delicious lunch. When we finally went to pay the bill, I grabbed the bag on the counter, thinking it was my leftovers.

I had no idea my brother had my bag until we got to the parking lot. When I saw that I had taken someone else’s food, I hurried back to return it. The gal at the register said they could not take the food back and to keep it or they would have to toss it in the garbage.

After I got home, it still bothered me that I had taken something that didn’t belong to me. I jumped in my car and drove back

to Tony’s to insist on paying for the extra food, and they still refused any payment.

They told me to accept it as a gift. They were very kind and understanding and told me to please just enjoy and come back again.

In this day and age, I did not expect such understanding and kindness. With this COVID-19 closing so many businesses, I did not expect them to take a loss, but they did with a smile.

I must say I am old enough to recognize good people. Since they would not accept any payment for my error, hopefully this will give them some good publicity and let the people know that there are still good people in the world.

Thank you Tony’s Restaurant, and I will be back again.

Her creative sculpting ideas were without end and by age 98 when she was forced to retire due to declining vision, she had produced well over 8,000 unique works. During the years she sculpted, she and Ken participated in hundreds of juried art fairs across the country, and she won numerous awards and recognitions for her work.

As if three children and her prolific art career were not enough, Lois and Ken fostered 12 additional children over the years.

These children of varied ages, races and backgrounds each brought her and the family joy, then heartache upon leaving. More importantly, they provided these young kids an opportunity to experience love, family life and new tomorrows.

While juggling her sons and foster children, Lois also found time to volunteer. She was a regular for Meals on Wheels, the Chicago Food Depository, Morton Scholarship League, and served on the board of Cicero Family Service and Mental Health Center.

She won many service awards, including

Humanitarian of the Year in 2002 from the SRCA, a community for adults with disabilities.

In 1978 she and Ken acquired a small cabin on the shores of Lake Michigan near Shelby, Michigan, and it would become their summer home-away-from-home. Dubbed “Air Pocket,” it was heaven for them. The area, called Little Point Sable, was filled with many generations of families to whom it was also their heaven. Lois and Ken quickly established another set of roots there. With assistance, she was able to spend time there every year until her 102nd.

Kenny died in 2002, but serendipitously, that same year, her side of the family began biannual family reunions, and she savored every single one through 2018.

Born September 19, 1917, Lois lived through 18 presidents, a Great Depression, the advent of space travel, but certainly not as simply an observer. She lived fully and vivaciously with love, caring and passion.

Lois is survived by her sons, Michael (Patricia), Jonathan (Grace) and Lindsay and six grandchildren, Laura (Tom) HuthRhoades, Caroline Haley, Jason Huth, Kate (Branden) Alcanter, Erin Santilli and Austen Huth. She also has four great-grandchildren, Mollie Santilli, Addison and Mason Alcantar, and Marshall Haley.

PUBLIC NOTICE OF INTENT REQUEST FOR THE RELEASE OF FUNDS On September 10, 2020 the Village of Oak Park (Village) will request the U.S. Department of Housing and Urban Development (HUD) to release federal funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383), as amended, for various activities pursuant to the Program Year (PY) 2020 Community Development Block Grant (CDBG) program, including: public facilities and improvements $38,740 , lead housing reduction $99,150, single family and small rental rehab loan program $265,950, ADA sidewalk/curb ramp reconstruction $605,000, and water line lead improvement $50,000, alley improvements $400,000. These activities will take place within the Village of Oak Park, Illinois at a total cost of $1,458,840. An Environmental Review Record covering CDBG programs has been made by the Village, which documents the environmental review of the activities.

58.35, 58.47 or 58.53 for the grant activity, as applicable; or (c) that the recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by Sec. 58.75 before release of funds and approval of the environmental certification by HUD.
