As Riverside Elementary School District 96 teachers prepare to be reunited with their students inside their classrooms for the first time

since March, the faculty’s union leadership on Aug. 19 made clear that a solid majority of teachers did not support the school district’s hybrid in-person learning plan.

Riverside Education Council co-presidents Katie Kayastha and Jen Ohlman informed the

school board that in a survey just days before last week’s school board meeting that 60.2 percent of District 96 teachers did not support the in-person learning plan.

Jeffrey Tobolski, the former mayor of McCook and Cook County commissioner for the 16th District, has been charged with extortion and filing a false tax return, the latest to fall amid a sweeping federal corruption investigation of Chicago and suburban officials.

Sandoval, the formerly powerful chairman of the Senate Transportation Committee, pleaded guilty in January to taking $70,000 in bribes in exchange for serving as the red-light camera industry’s “protector” in the state Senate and taking more than $250,000 in bribes in exchange for benefitting the business interests of others.

As summers go, it’s been one bereft of the traditional community events that bring residents together. Now, as the season winds down and families begin turning their eyes toward an uncertain school year, the village of Riverside will send it off with some spice.

On Saturday, Aug. 29 from 2 to 6 p.m. everyone is invited to come on down to Centennial Park, Longcommon Road and Forest Avenue in downtown Riverside, for the inaugural Curbside Cuisine food truck event organized by the Riverside Economic Development Commission and the Riverside Department of Parks and Recreation.

“Honestly, all summer we’ve been trying to figure out a way to provide as much as we can to the community,” said Ron Malchiodi, the village’s recreation director, who was instrumental in organizing the

pandemic-year revamped Riverside July 4 parade.

“This wasn’t the vision for a food truck event, but it’s the best we can do under the circumstances. We’d like this to become an annual event.”

According to Malchiodi, the event will feature four to six food trucks – he was still nailing down confirmations as of late last week – as well as food tents for two local business, Aunt Diana’s and Empanadus.

As of last week, said Malchiodi, he had food truck confirmations from vendors offering Puerto Rican cuisine, tamales and “decadent desserts.”

The two local food tents will be set up inside Centennial Park itself, said Malchiodi, with the food trucks parked on East Avenue, facing Centennial Park. The event will follow the same distancing guidelines and mask requirements used by the Riverside Farmers Market, which is held at Centennial Park weekly.

There will be hand sanitizer at each station, markings on the pavement will guide social distancing and the event will be a strictly grab-and-go affair. There will be no tables or chairs available in order to discourage people from gathering.

The food truck event idea actually had its origin earlier this year, said Malchiodi, when rules regarding reopening farmers markets were still unclear. Malchiodi said

the food trucks were seen as a possible weekly event to replace the farmers market, if those were prohibited.

It turned out the state treated farmers markets as essential businesses, like grocery stores, and the Riverside Farmers Market has been able to operate every week this summer, drawing about 400 people every Wednesday afternoon/evening to Centennial Park.

Burglars hit downtown Riverside pub

Riverside police responded to Mollie’s Public House, 31 Forest Ave., on the morning of Aug. 17 after an employee called to report that the business had been burglarized during the overnight hours.

The employee told police he’d locked up the pub when he left, but when he returned around 10:20 a.m. to let some utility workers in, he found the back door open. Inside the cash register was open and cash was missing from the drawer. Also taken were numerous bottles of alcohol from behind the bar.

Police reported that the back door appeared to have been pried open. Surveillance video reportedly showed two men entering the pub a little after midnight.

■ Whoever broke into the concession stand at Veterans Park, 7600 26th St. in North Riverside, during the overnight hours of Aug. 19-20 left plenty of DNA evidence behind in the form of blood, police reported.

Police responded to the park on the morning of Aug. 20 after a public works employee called to report that the concession stand’s front gate had been forced open and there was blood all over the floor. There was also blood on all of the door handles, according to police.

Two glass panels of the concession stand window were broken, and police observed the first aid kit and some boxes thrown to the ground. A trail of blood was seen on the ground westbound on 26th Street from the park.

and other violations after she reportedly crashed her white 2012 Chevy into a metal barrier protecting the gas pumps at Amstar, 3416 Harlem Ave., and then tried to flee the scene on Aug. 23 at about 3:20 a.m.

An officer on patrol while eastbound on East Quincy Street reported hearing what sounded like a crash in the direction of Harlem and went to investigate. He reported seeing a white Chevy back up after striking a protective barrier at Amstar and drive away southbound on Harlem Avenue.

The officer pulled the Chevy over in the 3400 block of Harlem Avenue and reported that the driver appeared intoxicated and failed sobriety tests. When asked to submit to a breath test at the police station, the woman reportedly told police, “I have a lawyer from my last DUI arrest and he told me not to blow.”

The crash did not damage the gas pumps to the extent that they needed to be taken out of service, police reported.

Suspect wanted in alleged home invasion

North Riverside police have directed a man to turn himself in after he allegedly forced his way into his ex-girlfriend’s apartment by breaking the lock on the rear door on Aug. 21, prompting the woman to run out the front door and call police.

The victim told police that the alleged offender is the father of her two children, and that he did not have permission to enter the apartment in the 2400 block of Desplaines Avenue. When she told him to leave, the man reportedly grabbed her cellphone to prevent her from calling police.

She fled the apartment through the front door and ran to Commons Park and located someone with a phone to call 911.

The woman fled the apartment with her children still inside. Police who responded to the scene reported finding them in a bedroom, unharmed. The offender was no longer on scene. As of Aug. 24, he was not in custody.

DUI crash at gas station Riverside police charged a 35-year-old Chicago woman with drunken driving and cited her for leaving the scene of an accident

Vehicle break-in A resident of the 2900 block of Desplaines Avenue, North Riverside, called police on the morning of Aug. 17 to report that someone entered her unlocked vehicle, which was parked in front of her residence overnight, and removed two antique items valued at $150 from the glovebox.

Riverside and North Riverside police reported a rash of vandalism involving someone using a magic marker to write on three vehicles and one building.

All of the incidents appear to have occurred during the overnight hours of Aug. 16-17. One of the incidents took place in Riverside, where someone wrote in magic marker on a white pickup truck parked in a driveway in the 400 block of Desplaines Avenue.

Someone reportedly drew “obscene images and phrases” on a vehicle parked in a driveway next to the alley in the 2400 block of Westover Avenue, North Riverside, Similar images were scrawled on a vehicle and a business in the 7900 block of 26th Street.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, Aug. 1723, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Scarpiniti said she was optimistic Cook County’s supplemental CARES Act funding would pay for the remaining 25 percent of the cost for the website redesign.

The village earlier this year sought proposals for web design services and received submission from four firms. The cost for those services ranges in price from about $30,000 to about $75,000, according to Scarpiniti.

Next month Scarpiniti wants to arrange for each firm to formally present their proposals to the village board during a meeting of the board’s administrative committee via Zoom. The village board could then compare services and design options and choose a preferred vendor.

Upgrading the website would allow the village to make video recordings of village board meetings, or any meeting that takes place inside the council chamber, available to the public for the first time.

Scarpiniti told the Landmark she has already ordered two cameras, at a cost of about $5,000. The cameras – it’s unclear whether one will be sufficient – will be mounted on the ceiling of the council chamber. The room is already equipped with the

When the North Riverside Village Board passed its 2020-21 fiscal year budget last month, two line items struck from the document were funding for a redesign of the village’s website and the purchase of cameras that would allow the village to record and post videos of village board meetings.

But, both of those initiatives are moving forward now after Village Administrator Sue Scarpiniti told trustees that she’s got preliminary approval of a funding source through the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, which was signed into law by President Donald Trump in March in response to the nationwide COVID-19 pandemic.

According to Scarpiniti, the Federal Emergency Management Agency (FEMA), which manages federal CARES Act funding has given her at least verbal approval to use those funds to cover 75 percent of the cost to overhaul the North Riverside village website.

While the production values of such a setup will be limited – nothing like the twocamera, quasi-professional cable TV operation of the Riverside Cable Commission – it will at least make meetings easily available to the public.

To start with, meeting videos will be uploaded after the fact, but the future goal, said Scarpiniti would be to livestream meetings.

Since the start of the COVID-19 pandemic, the North Riverside Village Board has made meetings available to the public via Zoom.

The present North Riverside website, said Scarpiniti, can’t accommodate large video files, so the new website will be the first step in making video available.

More recently, a village staff member has used an iPad to provide live Zoom video of the meeting in progress. Scarpiniti said the village could continue to do that in the absence of a better livestream option.

“The village has so much work to do infrastructure-wise, I’d like to get the ability for people to watch meetings on their own time first – we’ll still offer Zoom – until there’s a good solution we can focus on,” Scarpiniti said.

Scarpiniti said the goal was to get the new website and the video camera system up and running by Jan. 1.

North Riverside police Facebook page goes live North Riverside’s official plunge into the social media environment came Aug. 17, when Facebook flipped the switch on a verified North Riverside Police Department page. In the works for weeks, the page is be one of two new Facebook pages the village will be using to disseminate information to the public.

The North Riverside Department of Parks and Recreation has communicated its events through a common Facebook group page, but Village Administrator Sue Scarpiniti said she wanted the municipal government and police department pages to be official, clearly verified sources of information.

It’s not clear when the village of North Riverside’s verified Facebook page will go live, and the village won’t necessarily get notification that it has. The police department’s Facebook page simply appeared online Monday after weeks of waiting for Facebook to verify all of the information it requested.

As of Aug. 24, the police department’s page had about 450 followers. One of its first posts was a photo announcing the promotion of Sgt. Theodore Roberson and his K-9 unit partner, the German shepherd Gunner.

That said, according to Weitzel, “There’s room for improvement.”

He suggested 911 dispatchers might try to obtain more information from callers about the supposed suspicious person and what they are doing. Someone walking down the sidewalk vs. someone walking through backyards makes a difference.

“I can see the day when there’s a more detailed protocol for reporting suspicious activity, noise,” Weitzel said. “I believe there’s a legitimate concern there.”

Weitzel also addressed the Riverside Police Department’s policy regarding use of force, saying that any level of force used by an officer must be documented and that police must use only the force necessary to make an arrest.

“Once they’re in custody,” Weitzel said, “the force stops. We don’t have a lot of those situations.”

Weitzel reiterated that there have been no use-of-force complaints against Riverside police since he has been chief. He was named chief in 2008 and is in his 36th year as a police officer.

He added that he supported developing a standardized use of force policy for the entire nation, initiating a national decertification process to weed out bad cops and the creation of a national police misconduct certification database to make sure those officers can’t move from one department to another.

As far as the future of policing, Weitzel said that change is on the way.

“It’s already changing,” Weitzel said. “I think you’re going to see a new model of policing. … I think it’s going to be a more just police force, a more compassionate police force and a better-trained police force.”

Virus going nowhere as some regions face new restrictions Suburban Cook County still OK, but Kankakee and Will hit ‘trigger’ levels

As some areas of the state are seeing new restrictions being imposed on businesses and gatherings due to increased cases of COVID-19, the Chicago suburbs, including Brookfield, Riverside and North Riverside continue to flirt with danger.

Brookfield saw new cases of COVID-19 increase for the first time in a month, adding 20 more during the seven-day period ending on the morning of Aug. 25. That number marks the third-highest number of new cases in Brookfield during a one-week period since Cook County started gathering that data back in March.

The total number of Brookfield residents testing positive for COVID-19 since the pandemic began in March is now 290, with four people dying from COVID-19.

North Riverside, meanwhile, has added enough cases in the past two weeks that the Cook County Department of Public Health has flagged the village as a hotspot on its online map displaying municipal “recent percent change” metric.

As of Tuesday morning, new cases in North Riverside during the most recent two-week period had increased 117 percent compared to the prior two weeks.

During the most recent seven-day period, five more North Riverside residents tested positive for COVID-19, bringing the village’s total to 106, including three deaths.

village has had 151 residents test positive for the disease since the pandemic’s appearance locally in March. Two Riverside residents have died from COVID-19.

According to the Illinois Department of Public Health, the test positivity rate for suburban Cook County – the area has been identified as Region 10 for the purposes of tracking COVID-19 data in the state – has hovered between 6 and 7 percent for the past month.

That is perilously close to the 8-percent positivity rate within any region for three straight days the state has set as a trigger for imposing new restrictions.

Until Monday, the only region affected by such restrictions was near St. Louis, but things moved closer to home on Aug. 24.

Will, Kankakee counties see new restrictions Gov. J.B. Pritzker and the Illinois Department of Public Health on Monday announced increased restrictions for residents of Will and Kankakee Counties as the COVID-19 positivity rate there remained at or above 8 percent for three consecutive days.

ing similar rules to those implemented over the past five months by state officials trying to limit the spread of COVID-19.

The new restrictions, which will take effect Wednesday, are stricter than ones being enforced in Region 4, or the Metro East area of Illinois along the Missouri border.

They do not apply to schools.

Establishments serving food and alcohol cannot serve customers indoors, and all outdoor consumption must end at 11 p.m. Patrons must be served at tables placed six feet apart, in observation of social distancing guidelines. Reservations will be required.

Employees cannot allow customers to assemble inside or outside while waiting for a table, alcoholic beverages or to leave. Bars must remove stools to discourage patrons from congregating.

Other rules include limiting social events to 25 people, or one quarter of a space’s capacity. Party buses will be banned and casinos and other gaming establishments must close at 11 p.m.

If, over a two-week period, the virus positivity rate drops to 6.5 percent or below, both regions 4 and 7 can reopen to the degree allowed under the Restore Illinois Plan.

The basics of voting, especially by mail

What to do, what you’ll need and who to contact

The Nov. 3 presidential election will be unprecedented in U.S. history, with many people forced to rely on mail-in voting to cast their ballots just as the United States Postal Service appears to be in a state of disarray.

Here is some basic information about voting by mail that may ease some of those concerns.

How do I register to vote?

You can register to vote online, in person or through the mail. The deadline for registering in person and through the mail is Oct. 6. The deadline for online registration is Oct. 18. You can also register to vote on Election Day, but only at your home precinct, which is the place where you’re assigned to vote based on your residency.

You can find the details at the Cook County Clerk’s website at cookcountyclerk. com/agency/register-vote But what about voting by mail?

You can register to vote by mail by going online to the Cook County Clerk’s website at cookcountyclerk.com/agency/vote-mail.

All you need is your driver’s license, state ID and/or the last four digits of your Social Security number; the address where you want your ballot mailed; and your email address. You may request a mail ballot by emailing mail.voting@cookcountyil.gov or

by calling 312-603-0946.

Once you complete your vote-by-mail application, you should receive an official mail ballot “no more than 40 days and no less than 30 days before the election,” according to the Cook County Clerk’s website. Applications for mail ballots are available in at least 12 different languages.

If you don’t receive a mail ballot within that time period or if you questions, email mail.voting@cookcountyil.gov or call 312603-0946. You can also check the status of your mail ballot by visiting cookcountyclerk. com/service/your-voter-information.

Your ballot “must be postmarked no later than Election Day and received at the Cook County Clerk’s office within 14 days after Election Day,” the clerk explains.

What if I’m anxious about mailing my ballot?

You actually don’t have to put your ballot in the mail if you don’t want to. Those who applied for mail ballots will start receiving them by Sept. 24, according to the clerk’s office. You’ll get a postage-paid return envelope if you want to mail the ballot, and the clerk is urging voters to do that as early as possible once they receive their ballots.

But if you want to avoid the mail, you can take your ballot to a secure drop box located in at least 50 early voting sites across Cook County. The drop-off hours will be from 8:30 a.m. to 7 p.m., Monday through Friday; and 9 a.m. to 5 p.m. on weekends.

“Mail ballots will be collected on a daily

basis and will be time stamped,” the clerk’s office explains.

Drop boxes for mail ballots will be available starting Oct. 9, at 69 W. Washington St. in Chicago, and at the five Regional Courthouses in suburban Cook County, including the Maywood Courthouse, 1500 Maybrook Dr. In Maywood.

Drop boxes will be available at all early voting sites -- including Brookfield Village Hall, 8820 Brookfield Ave. -- starting Oct. 19.

When, if ever, will I need ID? You only need an Illinois driver’s license or a state ID to register to vote online or in person before Election Day. In order to register to vote in person on Election Day, you need two pieces of ID, one of which must show your current address.

You may be asked to show ID if an election judge challenges your right to vote (i.e., if you’re voting at a precinct on Election Day that is different from your home precinct).

But even if you can’t show ID at that exact moment, you can still cast what’s called a provisional ballot, which is a ballot that doesn’t get counted until you prove your eligibility.

What’s the difference between a mail ballot and an absentee ballot?

An absentee ballot is necessarily a mail ballot cast by someone who can’t vote in person. In Illinois, there’s functionally no difference between the two.

I went to prison. Can I vote?

Yes, if you’re a formerly incarcerated individual, you can vote in Illinois. You can also vote from jail while you’re awaiting trial, since you haven’t been convicted of a crime.

Man accused of 2016 murder on electronic monitoring One of three charged with Michael Smith killing posts bond

One of three men accused of the 2016 murder of a Brookfield man has been released from Cook County Jail and was placed on electronic home monitoring after posting 10 percent of his $250,000 bond on Aug. 18.

DeJuyon Johnican, 33, will appear again in court at the Maybrook courthouse on Aug. 28. He and two other men are accused of plotting to kill 33-year-old Michael Smith, who on Jan. 27, 2016 was gunned down as he sat in his car in front of his home in the 3600 block of Forest Avenue.

Johnican and two others, Comfort K. Robinson and Jermaine Douglas, were arrested in November 2016 following a lengthy inves-

tigation. All three face first-degree murder charges.

Prosecutors alleged that Douglas was the gunman, who pulled up in a blue hatchback alongside Smith’s car and fired several rounds at point-blank range at Smith. Police located the blue hatchback the following day in Chicago. At the time of the arrests, police said they had also uncovered evidence showing the three men met at different locations both before and after the shooting.

Smith was targeted, prosecutors say, because he was a security guard scheduled to testify as a witness in a criminal case involving Robinson. On the date of his murder, Smith had appeared in court, but the case was continued and Smith did not testify.

Prosecutors allege Smith was killed to

prevent him from testifying in the future against Robinson.

The bonds for Johnican and Robinson initially were set at $250,000, but in December 2016 a Cook County judge ordered both men held without bond after Robinson was freed, which outraged Brookfield police.

Robinson and Douglas have been held without bond ever since. But in August 2017, a judge reduced Johnican’s bond to $250,000, and last week the court convened a source of bail hearing. A day later, Johnican posted 10 percent of the $250,000 bond amount and was placed on electronic monitoring.

Brookfield Police Chief Edward Petrak angrily responded to Johnican’s monitored release.

“I think it’s outrageous. This isn’t a

non-violent crime. DeJuyon Johnican was charged with first-degree murder,” Petrak said. “The murder of a man in the prime of his life, a devoted husband, son and father of a 3-year old boy. Killed because he chose to testify against a violent gang member in a Cook County courtroom. This is sickening.”

Johnican is one of a host of alleged violent offenders who have been released from Cook County Jail and placed under electronic monitoring.

The Chicago Sun-Times last week reported that as of Aug. 9 – a week or so prior to Johnican’s release -- 43 people charged with murder were on electronic monitoring. That number was 40-percent more than those charged with murder on electronic monitoring exactly a year earlier.

Riverside Elementary School District 96 has nailed down a long-term solution for separating play and parking areas at Hollywood School in Brookfield, with school board members voting 6 to 1 on Aug. 19 to approve a long-desired lease agreement with the Hollywood Citizens Association (HCA).

The 30-year lease gives District 96 access to about 10,300-square-feet of land north and west of the Hollywood House for the sum of $1 a year. The land sits immediately south of Hollywood School, 3423 Hollywood Ave., and a portion of it has served for years as a playground used by students.

The agreement concludes more than a year of negotiations between the two entities, which began in June 2019 with an unsolicited offer by District 96 to buy the HCA property outright.

“It an imperfect agreement, which is definitely why it took so long to hammer out,” said District 96 school board president Dan Hunt. “But I do think overall it’s a very positive agreement, a great agreement to have, and it opens up so many possibilities for Hollywood School.”

HCA President Gonzo Schexnayder in a press release called the lease agreement a “win-win” for the two entities, with the resulting playground becoming “a valuable asset for Hollywood School students and the entire community.”

“The HCA preserves the historic Hollywood House property as a community resource, the school board achieves their objectives for separating play and parking and Hollywood Elementary children will get an expanded playground and more green play spaces,” said Schexnayder in the press release.

The lease will allow the school district to roughly triple the amount of open space students can use as a play area, and it also includes formal access to the driveway that runs along the Hollywood Community Association’s east property line from Washington Avenue to the Hollywood School parking lot.

While the rent on the property is nominal, the lease requires the school district to shoulder all of the cost for improving and maintaining the leased property. The deal also calls for District 96 to pay the HCA’s legal and title fee costs, up to $7,500, for negotiating the deal.

According to the terms of the lease, the school district has agreed to improve and expand the width of the driveway from 12 to 20 feet at its own expense. The lease gives the HCA permission to use the school parking lot when classes are not in session and the school district is responsible for maintaining

While the lease states that the school district “will consult and seek input” from the HCA regarding playground improvements it plans to make, the school district has sole discretion over the final design.

School board member David Barsotti, a resident of the Hollywood neighborhood, cast the lone vote against the lease, saying it was one-sided and amounted to a taxpayer giveaway to the HCA. “People may think the HCA is being magnanimous in granting this lease; however, the HCA is receiving hundreds of thousands of dollars in taxpayers’ money,” Barsotti said prior to casting his vote. “The benefits that will be made to leased land will equally benefit the HCA and the school, but provide the HCA with an improved driveway, better parking and a playground for the residents.”

Barsotti also complained that the school district is accepting more liability in the agreement than the HCA. “This lease provide far more protection to the HCA than it does to the district,” Barsotti said, referring to a clause in the deal that says the school district will indemnify the HCA under all circumstances, while the HCA will indemnify the school district only if a claim arises from the HCA’s negligence or willful misconduct.

Barsotti also expressed frustration at the HCA’s unwillingness to offer the school district the right of first refusal if the HCA ever decides to sell the property in the future. “[It] only solidifies that they are using the district moneys to improve their property at taxpayer expense,” Barsotti said. “By signing this lease, the district will assume an unequal amount of risk without having an equal amount of say.”

As for the right-of-first-refusal issue, Schexnayder told the Landmark in an email, “The HCA board didn’t want a future school board to determine what a future HCA board could do with the Hollywood House.

“Neither the HCA board nor the Hollywood House are a part of the D96 school board. The HCA board’s allegiance is to the house and the land it sits on, the kids at Hollywood Elementary and the Hollywood neighborhood.”

Barsotti’s colleagues on the school board, while acknowledging those issues, were enthusiastic to approve the lease.

“This is a very exciting foundational step for a really great addition to the Hollywood community,” said school board member Lynda Murphy.

The lease deal paves the way for not only the construction of a new, expanded playground and wider driveway, it also will allow the school district to build a multipurpose room addition onto Hollywood School.

The multipurpose room, which will serve as a lunchroom, music room and space for multi-grade level activities, will occupy part of what is now the school’s parking lot, which has done double duty as both a place for cars and as an outdoor play space for Hollywood

But, there’s still more work to do in finalizing plans for the playground and also solving the parking issue. While the school district will now be able to separate park-

The school district has been consulting with the village of Brookfield and Brookfield Zoo on possible alternatives to help solve that parking shortfall.

“The lease with the HCA is a great step, but we have more to resolve before making this a reality,” said Ryan-Toye in an email.

At a special meeting Aug. 19 called in response to the abrupt decision by the administration to shift to 100-percent remote learning, the District 208 Board of Education unanimously approved a revised remote learning plan that significantly increases instructional time compared to the backup remote learning plan that developed over the summer.

The unanimous school board vote came just six days after the board approved a plan that had combined in-person and remote learning.

Dan Bonarigo, a math teacher and president of the Riverside Brookfield Education Association, the teachers’ union at the high school, said teachers are anxious to begin work.

“We have a very passionate and dedicated staff, and we’ve got the schedule and we’re going to do our absolute best to deliver some pretty great instruction and make connections with students,” Bonarigo said.

RBHS boys cross country gets all clear to resume

The nearly weeklong quarantine for members of the boys cross-country team at Riverside-Brookfield High School has ended as the member of the team who reported symptoms tested negative for the presence of the novel coronavirus.

RBHS Principal Hector Freytas and Assistant Principal for Athletics Brendan Curtin shared the good news with families the evening of Aug. 24.

“Great news,” Freytas and Curtin wrote in an email sent to families. “Our student-athlete has tested negative for COVID-19 twice and we couldn’t be happier. Our students’ safety and health continues to be our No. 1 priority.”

On Aug. 18, the school administration received word that a member of the boys crosscountry team had reported two or more symptoms of COVID-19. Symptoms include cough, fever, shortness of breath, muscle aches, severe headache, extreme fatigue, loss of the sense of smell, and loss of the sense of taste.

Members of the team were then instructed to quarantine for two weeks or until the re-

sults of the COVID-19 test came back negative.

Now that the test has been confirmed as negative, the boys team can again have group practices, which resumed on Aug. 25.

Boys cross country is one of the six fall sports that the Illinois High School Association is allowing to compete this fall, along with girls cross country, boys and girls golf, girls tennis, and girls swimming.

“I don’t want people to think that this is old to me, because of that [experience],” Ballerine said. “I’ve seen a lot and have a lot of institutional knowledge. … I’ve forged some good relationships and think a lot of people in town respect the way I work with them, even if we disagree.”

The 2017 Riverside Person of the Year and co-founder with Sells and others of the Riverside Friends of the Fourth, Ballerine was elected twice, in 2011 and 2015, as village trustee and served two more years after being appointed to that post in the 1990s.

Ballerine also spent 15 years on the Riverside Parks and Recreation Board, serving as its chairman.

“Once Joe determined he wanted to run, then I didn’t see any reason to,” said Sells, who served as a village trustee for six years before running for his first term as president in 2013.

“The idea of a contested election between me and Joe doesn’t make any sense to me.”

Sells said he had been talking to Ballerine about his plans for months, but that it was only in the past couple of weeks that Ballerine informed him that he’d be going through the Riverside Community Caucus’ candidate interview process and seeking

The Riverside Education Council conducted its first survey of teachers on Aug. 3, just prior to the school board approving the hybrid plan to start the 2020-21 school year. At that time, the union got a 76 percent response rate, which indicated that a slight majority of teachers – 52 percent – did not favor in-person learning, while 48 percent did.

The most recent survey, conducted early last week, received a 98-percent response rate, said Kayastha. The stronger opposition to the in-person option was fueled not only by more respondents to the survey, said Kayastha, but also by teachers who over the prior two weeks had changed their minds due to increasing numbers of COVID-19 cases locally and in suburban Chicago.

Fifty-two people who had previously said they were OK with in-person learning indicated that they no longer did, favoring fully remote learning instead.

Kayastha, student support coordinator at Hauser Junior High School, said 2.1 percent of teachers intended to take a leave of absence during the 2020-21 school year rather

their support.

“People know what kind of a man he is, his judgment,” Sells said of Ballerine. “You know exactly what you’re getting. He has a stellar record of serving his town.”

Ballerine said that were he to be elected, the transition between Sells’ administration and his would be smooth. Ballerine is familiar with and has longstanding relationships with the village’s department heads, and as a trustee faced many of the issues that will remain for the new president to tackle.

“We’ve spent a lot of work getting together the administrative team we have,” Ballerine said. “It’s important for [the transition] to be seamless.”

Ballerine said that if he were elected president, he would work to forge closer ties with other taxing bodies, like Riverside Township and the local school districts. He pointed to successes such as the Riverside TV Commission broadcasting District 96 and township board meetings as an example of that kind of cooperation. He also pointed to the village’s recreation department providing

before and after school services for District 96 students.

“That’s the kind of stuff we have to do to mitigate the tax issues we have,” Ballerine said. “The more we work together, the better.”

Ballerine said “it’s really time” to engage with landlords in the village to try to make progress on addressing longstanding problem properties.

“If we can sit down and find mutual, common ground, I think we can do that,” Ballerine said.

The transition between administrations in Riverside has not always been smooth. Sells was elected running unopposed in 2013, but his candidacy was in opposition to the sometimes tumultuous one that immediately preceded it.

Ballerine was on that village board for two years before Sells was elected president.

The two were allied on that board, along with then-Trustee Jean Sussman, and have become close friends. When Sells was unable to preside over village board meetings, Ballerine stepped into the role as presidentpro-tem.

In September 2018, Ballerine got firsthand experience in handing a hostile crowd, which had come out to complain about a home being used as a vacation rental on Michaux Road.

“I believe I did what Ben would have done, defuse the crowd,” Ballerine said.

Sells introduced a sense of calm to village board proceedings. While the village has faced some contentious issues in the past seven years – from video gambling to recreational cannabis to residential holiday rentals to a still-pending flood wall initiative – Sells has

The move will allow teachers to meet on Aug. 31 and Sept. 1 for what are being called Remote Learning Planning Days.

Those two days of additional preparation for the coming school year will supplement the professional development teachers received during two Institute Days scheduled for Aug. 27 and 28.

“I wanted to use beauty as a touchstone, beauty in the deeper sense of things being well-ordered and carefully crafted,” Sells said. “I wanted to try to show people what government can be, how it can be run to maintain its purpose. It’s about empowering residents and leaving a better place than you came in with.”

Ballerine, said Sells, “has the same kind of depth of attachment and friendship in this town that I do. It’d be a seamless transition.”

If Ballerine ends up running unopposed, said Sells, that transition would begin sooner than Election Day next April.

“I told Joe, once we get past filing [in December], if he’s unopposed, the transition will begin more formally,” Sells said.

The closeness between the two men will be an asset, Ballerine said, if he is elected.

“The other quality I think I have is, I have Ben. … I’ll have a friend to rely on to give me his advice,” Ballerine said, referring to past administration changes that were less cordial.

“I think that’s important, especially in the first two years of those administrations,” Ballerine said. “Those were tumultuous, and it sucks a lot of the oxygen out of the air in a community that small. If we’re working for two years just trying to get through the day, we’re not getting anything done.”

As of Aug. 19, suburban Cook County saw four days of positivity increases, with a positivity rate of 6.4 percent.

Ohlman acknowledged that the school’s plan “has been carefully crafted,” allowing the district to “seamlessly pivot from hybrid to remote.” Until Aug. 19’s meeting, however, teachers were unsure what metrics District 96 leaders would be using to make a decision to go fully remote.

Superintendent Martha Ryan-Toye earlier in the meeting announced that the district would be using data for all of suburban Cook County as its measure for when to pull the trigger on fully remote learning.

According to the governor’s Restore Illinois plan, a regional positivity of 8 percent would trigger fully remote learning.

A number of families are also concerned about in-person learning, with 27.5 percent choosing the district’s all-remote option when the school year starts.

In response to an email from the Landmark, Kayastha and Ohlman said the purpose of the union’s presentation to the school board on Aug. 19 was to communicate its members’ feelings, but there was no indication the union will take further steps to force a remote start.

“As educators, we will do anything to maintain a nurturing environment where we challenge our students to reach their highest potential and are looking forward to a successful beginning of the school year,” Kayastha and Ohlman said in a joint response.

Just a start

iverside convened a conversation on policing last week, after a summer of unrest and protest nationwide in response to repeated incidents of police brutality against Black citizens – incidents that continue to stoke resentment and violence, as evidenced by the events that have played out in the last couple of days in Kenosha.

The village is not alone in its introspection – other nearby suburbs have had similar conversations – but it’s really just a start. A re-examination of the role policing plays in communities and what it will look like in the future is sure to be a long-term process, one municipal leaders need to confront.

While the conversation in Riverside last week featured little back-and-forth between top brass and residents, there was value in the exercise and it revealed that, at least in Riverside, leaders are cognizant that there are some things that need to change.

There’s no call to “defund” police locally, but even Police Chief Thomas Weitzel suggested that the community and police themselves might benefit from a rethink of how towns allocate resources.

Throughout time, police officers have had to take on roles they are not necessarily equipped to handle. They are almost always the first and sometimes only responders sent to mediate incidents of family turmoil and abuse.

They are often the first line of response for incidents involving those addicted to drugs and alcohol. When someone addicted to opioids overdoses on heroin, a police officer is almost always the first person there to render life-saving medication.

If a child refuses to go to school and parents feel they have nowhere to turn, they call police. If there’s someone clearly suffering from a mental health issue and acting unusually while walking around Riverside’s downtown, if someone calls 911, a police officer will respond.

Just as fire departments have shifted over time to predominantly agencies providing emergency medical response, police departments have morphed into social service providers.

Riverside Police Chief Thomas Weitzel admitted as much last week when he proposed incident response teams that might include a social worker or mental health professional who could take the lead on such calls while police officers stayed in the background.

It’s an interesting idea, but one that would need funding.

But from where? The chief suggested that such funding and training come from the state.

And while that might be a source of some revenue, municipalities are going to have to wrap their heads around staffing a new kind of police department – maybe a renamed police department – that includes the resources that residents really need in times of crisis. Sometimes a police officer is the wrong person for the job.

We’re glad Riverside had the conversation, and we hope that conversation will be ongoing and public and collaborative. It is, after all, the community’s police department, and it will be residents, through their elected leaders, who will determine its best version of a public safety and health department.

But, the past is over and change is on the way. Instead of feeling threatened by such change, communities need to look at this as an opportunity to improve public safety on their own terms.

Pandemic or not, Cubs-Sox rivalry still hot

T

here are the Hatfields and the McCoys, the Montagues and the Capulets, the North and the South, the Democrats and the Republicans. However, one of the longest running feuds -- and I say that because I can’t think of a better word -- is the feud that exists between Cubs and the Sox fans.

I and most of my family are Cubs fans. I don’t know why, we just are. My mother took the grandkids to the games and loved to sit in the bleachers (notice I said grandkids).

We seemed to plan a lot of our summer TV watching around the team. Our children proudly wore Cubs gear.

As it happened, not all the kids in the neighborhood were Cubs fans. There were some vehement Sox fans and they let you know it. Now, I can root for the Sox and be happy for their wins, except when they play the Cubs, yes. But Sox fans cannot root for the Cubs.

It wasn’t unusual for mom to step in every once in a while and proclaim, “It’s only a game!” Crosstown classic time was an exceedingly tense time, and we won’t discuss this past weekend. My “W” didn’t fly as often as

it should have.

Even as an adult I’m cautious. Recently, when I encountered a friend wearing a Sox mask, I was relieved I was not wearing my Cubs mask, thus avoiding any possible discussion. Some things are better left unsaid, although I am proud to be a Cub fan.

Granted, this has been an unusual season, so all teams have excuses (and I hope Chris Bryant’s finger gets better, soon). I applaud my favorite Tribune sports columnist Paul Sullivan, who was able to put out a daily column when there were no games and kept me in touch with what or wasn’t happening. He writes column every day when I sometimes have a problem coming up with 400 words once a week.

All in all, the friendly rivalry -- weird season or not -- will continue. Just remember: may your words be tender, because you may have to eat them tomorrow. Go Cubs!

Voting does not need to be lethal The president, through his appointed lackey, is slowing the post office to prevent mail-in voting. He claims, with no proof at all that mail -n voting is corrupted and has led to false votes.

The truth is there has never been widespread voter fraud through the mail. The last voter fraud was attempted in North Carolina, in 2018, by a Republican operative named Mark Harris. He collected unmailed ballots from Democratic neighborhoods and threw them away. He was charged with voter fraud for his interference.

This attack on the post office is also disrupting the normal deliveries of mail, bills, prescriptions and packages.

It’s an attempt to cheat in the election and shows how lacking the current administration and GOP is in morals.

The post office has been around longer than our constitution, and is now a constitutional right.

My mother in-law has not been to the grocery store since the pandemic started; my wife goes for her. However, you can’t send someone to vote for you, and you can’t wait to get better, so that means COVID-19 carriers will surely be at the voting booths.

This is actually the best time to be voting by mail. It’s the safest way we can vote during a pandemic. Be sure swim club site is free of contaminants When I was looking over the Riverside Swim Club plans for the Zoning and Planning Commission meeting this week, I remembered a conversation I had with a longtime Riverside resident concerning the swim club site. He said that it had been a coal storage yard when he was growing up in the 1940s and ’50s.

For your convenience I am attaching a 1930 Sanford map of this site from the University of Illinois library, showing the coal yard previously located there. The 1950 Sanford map shows the coal yard as well.

I think a hazmat survey needs to be done before the Planning and Zoning Commission starts the review of these plans in case there are any environmental issues with the site, which would necessitate changes to the plans.

An avid sportsman, Mr. Kretz made a hole in one, bowled a 299 game and held the fishing trophy for years. While being NORBERT D. KRETZ a proud member of the Riverside Township Lions Club, his real passion was science, developing theories and working on formulae until the end. He was retired from Argonne National Laboratory.

Mr. Kretz was the husband of Diane (nee Danaher); the father of Thomas (Stephanie), Margaret Kubik, Laurence and James (Sara) Kretz; the grandfather of Thomas, Steven, Martin, J.
