Officials at the Linda Sokol Francis Brookfield Library celebrated the new facility’s opening with a public ribbon cutting on July 31, but two days earlier Phase 2 of the project to create a new public library campus kicked off in earnest.

On July 29, a backhoe rolled up to the old library at 3609 Grand Blvd. and began carving chunks out of the 35-year-old brick building, which is being razed to make way for greenspace and a 23-space parking lot.

Dan Eallonardo, the library board’s construction consultant, said that preliminary demolition – recycling interior items like light bulbs and refrigerants – began a couple of weeks ago. That will be followed by three to four weeks of building demolition.

“The county requires a certain percentage of materials to be recycled, like bricks and concrete,” Eallonardo said. “So, they have to separate things like metals, ma-

sonry and stone as the building is being demolished.”

Once the demo work is complete, workers will have to disconnect all utilities and then install new storm water detention, drainage and sewers before backfilling the site and pouring the curbs and gutters for the parking lot, paving it, landscaping the grounds and enclosing it with a decorative wrought-iron fence.

“Completion should be in late October or early November,” Eallonardo said.

“When that happens, we’ll reopen Lincoln Avenue [which has been closed to traffic since April 2020] and the parking lot will be usable.”

Vehicles will be able to access the parking lot from either Lincoln Avenue or Grand Boulevard, and a good swath of the old library site will be given over to greenspace, with trees and other plantings to soften the look of the parking lot.

One of the final touches said Eallonardo will be the planting of a pollinator gar-

den, a joint effort between the library and Brookfield Zoo, as part of the zoo’s ongoing Communities & Nature initiative.

In addition to plants that attract pollinators, the garden will feature interpretive signage courtesy of Brookfield Zoo. The original signage from the 1914 Carnegie library that once stood on the property will also be incorporated into the design, placed near bike racks along the south side of Lincoln Avenue.

And for those who are worried about the fate of Wooly Bully, the fiberglass bison that has served as something of a library mascot since it arrived as part of another zoo-library partnership in 2010, fear not.

According to library Director Kimberly Coughran, the life-size bison figure is temporarily back at Brookfield Zoo getting a bit of a spruce-up. Once the landscaping in and around the new parking lot is complete, Wooly Bully will be back – with its own interpretive signage – roaming the rear area of the park.

Hostage situation called in, but cops say false alarm Riverside police equipped with ballistic shields responded to an apartment inside the Tower Building, 22 East Ave., on the afternoon of July 27 after a 29-year-old man called to report that a 38-year-old female resident of the building was being held against her will by the woman’s ex-boyfriend, who was armed with a gun.

The 911 caller told police that he had stayed overnight at the woman’s apartment but had left in the morning. He later returned when the woman requested he bring food and drinks to the apartment.

She reportedly invited the man up to her apartment, but while he was in the hallway he heard the woman yell from inside the apartment that he needed to leave because her exboyfriend was going to kill him. The man told police he heard what he believed to be a handgun racking, so he fled and called police.

Police descended on the building and after trying to call the woman on her cellphone and unsuccessfully pinging her phone, they used a drone to try and see inside the second-floor apartment windows, without success.

At that time, with guns drawn and

ballistic shields deployed, police knocked on the door twice and announced their presence before the woman opened the door and told them no one else was inside. Police searched the apartment to confirm no other person or weapon was in view. The woman did not appear to be harmed and after being evaluated by paramedics, she signed a medical treatment refusal form and police departed the building.

Computer fraud A 64-year-old Brookfield man went to police on July 30 to report he was the victim of computer fraud involving someone posing as a technical services rep from a big box electronics retailer.

The victim told police he was sharing his computer screen with someone who identified himself as a member of the Geek Squad, which troubleshoots computer problems for customers of Best Buy. The individual told the victim he needed to install something valued at $14,000 to fix the victim’s computer and instructed the victim to buy $1,400 in gift cards and then provide him with the redemption codes.

The victim did as instructed, as which time the purported troubleshooter told the victim he needed more money to fix the computer. At that time, the victim went directly to a Best Buy store, where he was informed he’d been defrauded.

Vehicle break-in A resident of the 4100 block of Park Avenue, Brookfield, contacted police on the morning of July 31 to report that during the overnight hours someone had entered his vehicle and ransacked it, removing a small amount of loose change.

Police subsequently learned via social media that someone had confronted an unknown man seen walking down the block at about 1:30 a.m. pulling on vehicle door handles.

After the witness yelled at the man, he ran away, jumping a neighbor’s fence.

Catalytic converter stolen in Brookfield For the fourth time since late June someone has removed a catalytic converter from a Toyota in

Brookfield, and the third identifying the model as a Toyota Prius.

On July 27, police responded to the 4400 block of Raymond Avenue after a resident called to report that someone had sawn off the catalytic converter of her 2005 Toyota Prius during the overnight hours of July 25-26.

Toyota Priuses appear to be particularly popular with catalytic converter thieves. The expensive to repair items were removed from Priuses in Brookfield on June 29 and July 8. The model of the Toyota targeted in Brookfield on July 16 was not specified by police.

Aggravated speeding ■ A 26-year-old Chicago woman who was pulled over for allegedly speeding at 70 mph while southbound on Harlem Avenue at about 1:20 a.m. on July 29, also was charged with drunken driving when tests revealed her blood-alcohol content to be .204, which is nearly three times the legal limit of .08.

An officer pulled the woman’s blue Hyundai over in the parking lot of the Amstar gas station, 3346 Harlem Ave., and reported find-

ing several empty beer cans in the vehicle along with a receipt from a Berwyn sports bar from July 28 at 11:24 p.m.

■ North Riverside police charged a 22-year-old Chicago man with aggravated speeding after an officer on patrol reported observing a silver Chevy westbound in the 7600 block of 26th Street traveling at 69 mph in a 35 mph zone on July 24 at about 10:05 p.m.

The driver reportedly told the officer he was driving so fast because he needed to use the restroom. After arresting the driver, the officer brought the man to the police station for processing and reportedly asked whether he needed to use the restroom. The man declined.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, July 24-Aug. 1 and represent a portion of the incidents to which police responded.

Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

D95 will start classes with universal mask mandate School board will revisit subject monthly as data, circumstances change

Students and staff alike will be wearing face coverings when classes resume at Brook Park School and S.E. Gross Middle School after the Brookfield-LaGrange Park District 95 school board on July 29 directed Superintendent Mark Kuzniewski to make universal masking part of the district’s 2021-22 return-to-school plan.

Board members were unanimous in their decision to require face coverings inside school buildings to begin the school year with recent guidelines from the Centers for Disease Control and the American Academy of Pediatrics recommending universal indoor masking in schools.

The decision came during a special meeting of the District 95 school board held in the new gymnasium at Brook Park School in LaGrange Park in front of about 30 parents with about 15 more watching over Zoom.

Masking guidance has been changing almost weekly in Illinois and around the nation after a spike in new COVID-19 resulting from the spread of the highly infectious delta variant, which originated in India but is now present throughout the United States.

Just a day before the July 29 special meeting, the Illinois State Board of Education announced it would be following the latest CDC guidelines which recommended universal masking inside schools for anyone 2 and older.

In a statement issued July 28, the ISBE warned that “school boards that choose not to implement public health guidance are putting their students and staff at risk and should consult with their insurers as to potential liability.”

School board members – the only member absent was Barbara Garvey – were unified in their wish to begin the school year on Aug. 25 with a universal mask mandate, citing the latest guidance and the contagious nature of the delta variant.

“What we do know is that masking works. It worked in the schools last year.”

A dozen parents weighed in on whether to make face coverings mandatory or optional, with those speaking evenly split on the subject.

The arguments for and against were the familiar ones, with parents alternately urging universal masking to protect children under 12 who are not yet eligible for vaccines, and others arguing that the decision to mask their children should be up to them.

In the end, school board members said they were choosing to require universal masking

to begin the school year – the subject will be revisited by the school board monthly as more data becomes available and as infection rates either rise or fall – because it was in the interest of public health.

“We are a public school and our role as a board of education is to educate every student,” said school board president Katie Mulcrone. “We have a responsibility to them, and at the same time we have a responsibility to the community. From the emails we’ve received as a board there was a plea to think about more than just our children but who our children were going home to.”

While seventh- and eighth-graders at S.E. Gross Middle School are eligible for vaccination and many are fully vaccinated, the school board included them as well as staff in the mask mandate not only because its follows the most recent guidance, but also because it

would make contact tracing very difficult.

Kuzniewski explained updated protocols for determining “close contacts” resulting in a student quarantining. For example, if a student is determined to be in close contact to another student who has been exposed to COVID-19 – within three feet -- as long as both students were masked, the close contact would not need to quarantine.

That’s a change from last year and one officials hope will drive down the frequency of enforced quarantines.

Anyone vaccinated will also not be asked to quarantine if they come in close contact with someone who has been exposed to COVID-19, as long as they don’t exhibit symptoms.

However, the school district will not require proof of vaccination from either students or staff, said Kuzniewski, despite a recent trend of both private companies and government agencies moving toward such a requirement.

Staff are also not required to be vaccinated, said Kuzniewski, who added that despite the lack of a mandate about 95 percent of staff had been vaccinated.

Kuzniewski also outlined other updated protocols for the new school year, which include removing capacity limits on school buses, which last year had been limited to 47 kids per bus. However, both students and drivers will be required to wear masks at all times when on the bus.

By Sept. 15, said Kuzniewski, the school district hopes to return to a more traditional hot lunch service instead of the grab-and-go sack lunches students were provided last year. All students will have access to free lunches for the 2021-22 school year.

But physical distancing of six feet – one kid per table – will be maintained in school lunch rooms.

While the expectation is for all children to return to classrooms full time, if any student needs to quarantine for any lengthy period, the school district will provide a remote learning option for that student, which would including synchronous instruction – i.e. Zooming into the classroom – for core classes and asynchronous learning for other classes.

Brookfield hikes water rates to fund replacing oldest mains Village also rolling in project to switch out meter radio signal relays

If you pay a water bill to the village of Brookfield every two months, brace yourself for the bill coming in September.

On July 26, village trustees voted 5-0 to increase water rates by 18.5 percent, from $11.68 per 1,000 gallons to $13.84 per 1,000 gallons to pay for water infrastructure up-

grades over the next 50 years, including a systematic replacement of the village’s oldest water mains.

The average residential water customer, according to an analysis provided by the village’s finance director, Doug Cooper, would see their bimonthly water bill increase by about $17, or roughly $102 per year.

Those water customers paying minimum bills would see a bimonthly increase of

about $11, with an annual increase of about $65.

The rate increase will go into effect on bills issued after Sept. 1, said Cooper, and will result in the village collecting an additional $940,000 annually to fund water main replacement projects.

“This is a very long-term plan,” said Village President Michael Garvey. “We said specifically it was a 50-year plan and even

after 50 years we won’t have all of the oldest water mains replaced, but we do have to start at some point.”

Back in March, Village Manager Timothy Wiberg approached the village board about increasing water rates to address Brookfield aging water infrastructure. At that time, he and Village Engineer Derek Treichel explained that 51 percent of Brookfield’s water mains, 31 miles’ worth, were at least 100

COVID-19 cases climbing in villages after brief respite Cook County offering free rides to vaccine clinics

The number of new COVID-19 cases in Brookfield, Riverside and North Riverside for the week ending on the morning of Aug. 3 was the highest total in nine weeks, mirroring a trend seen elsewhere throughout Cook County and the United States in general.

With the rate of vaccinations slowing over the past three-plus months, the highly contagious delta variant of COVID-19 has driven the number of new cases higher throughout Cook County, according to the Centers for Disease Control.

As of Aug. 1, new cases of COVID-19 were up in Cook County by 30.49 percent over the prior seven days, with hospital admissions

Unless the village began replacing the oldest mains systematically, they said, the village risked widespread main failures resulting in emergency repairs that would be more expensive to fix.

The village’s present water rate generated only enough money annually to fund replacing 1,400 feet of water mains a year. At that rate it would take 116 years to replace water mains already 100 years old, Treichel said in March.

There were 12 new cases reported in Brookfield during the past week, the highest total in the village since mid-May. No deaths as a result of COVID-19 have been reported in the village since March 24.

A total of 13 Brookfield residents have died from the disease since data began being compiled by the Cook County Department of Public Health in March 2020.

The seven-day rolling positivity rate in Brookfield as of Aug. 2 was 2.74 percent.

In the 60546 ZIP code, which includes both Riverside and North Riverside, the sevenday rolling positivity rate on Aug. 2 was 5.6 percent.

As in Brookfield, neither Riverside nor North Riverside had additional fatalities as a result of COVID-19. Since the start of the pandemic, the Landmark has counted three deaths in Riverside and four in North Riverside from COVID-19.

The uptick in cases appears to be having some effect on vaccination rates, at least in the short term. As of Aug. 1, the rolling seven-date number of vaccine doses administered in Illinois was 27,396, according to the Illinois Department of Public Health.

While that’s still a far cry from the sevenday rolling number of 130,849 doses back on April 11, it’s an increase compared to July 9, when that seven-day rolling number of daily doses had fallen to 16,423.

On Aug. 2, the Cook County Department of Public Health announced a new program to provide residents free rides to vaccine sites to spur more inoculations. The program, called “Destination: Vaccination,” hopes to provide individuals with limited mobility or transportation issues to get vaccinated easily.

“Transportation is a critical barrier for those in traditionally underserved communities,” said Cook County Board President Toni Preckwinkle in a press release. “We want to eliminate this barrier for residents who otherand an EPA loan, should the village succeed in getting one.

The applications are due in to the EPA in January, said Cooper. However, the village will likely include the meter transmission unit swap-out project in its 2022 budget, along with some sort of water main replacement initiative, even if officials are uncertain about getting a federal loan.

“We’re just going to fund it and start making these improvements,” Garvey said. “Myself and staff are well aware that if there’s any federal infrastructure money that offsets any of this, it’ll accelerate the pace of the program. But we can’t wait for the federal government to take any potential action.”

Hollywood School project faces materials shortage delays Discovery of underground oil tank may require remediation

The new multipurpose room under construction at Hollywood School won’t be ready when classes resume in less than a month. Delays in obtaining construction materials have slowed down what was always a tight construction schedule.

Although Hollywood School itself will open on time Aug. 25, the new multipurpose room won’t be complete and ready for use until the end of September.

“By the time we get the school open there will be no heavy equipment; we should be able to keep disruption to a minimum,” District 96 owner’s representative Ramesh Nair told the school board at their July 21 meeting.

The new Hollywood School playground, also under construction on land leased from the Hollywood Citizens Association, should be completed by mid-September.

The playground equipment is expected to arrive in late August and then must be installed, Nair said.

In addition to the construction delay due to scarce materials, the school district received another surprise in July when the Illinois Environmental Agency informed

tect knew about the existence of the tank.

“There were no [school district] records of this over 70 years,” said Nair.

Nair added that the Illinois EPA was the only agency with information about the loca-

tion of the tank and that a ground-penetrating radar scan of the area done July 21 prior to the board meeting confirmed its existence.

“It was used to store oil when the school was heated by heating oil,” Nair said. “So it’s just outside the basement area and we actually found the pipe that was connected to it.”

Although the storage tank hasn’t been used for decades, because of its age the Illinois Environmental Protection Agency considers it a “leaky” tank.

“That’s really bad news for us,” Nair said.

Whether the tank actually is leaking or not will be confirmed when the district decides to remove it. Performing that work will require the school district to obtain a permit from the EPA. Any contaminated soil – the amount of which won’t be known until crews begin hand-digging the area -- will have to be removed and disposed of in a manner approved by the EPA and replaced by clean fill.

Work to remove the tank and remediate any contaminated soil will have to be done over spring break 2022 or next summer, so the area will be cordoned off for now. The storage tank location will not affect the work on the multipurpose room.

“We are going to work around it right now, because it’ll hold up construction,” Nair said. “It’ll shut us down for months.”

D96 takes village’s temp on altering Blythe Park School Preservation commission will hear pitch about addition to local landmark

Just one year after building a small addition to Blythe Park School to add an additional classroom, officials in Riverside Elementary School District 96 are considering whether to put another addition on the architecturally significant school, which has local landmark status.

At its July 21 meeting, the District 96 school board approved a memorandum of understanding with its architects to pay them up to $5,000 to see whether the Riverside Preservation Commission would be amenable to another addition at Blythe Park. Any changes to the exterior of Blythe Park School must be vetted by the commission and approved by the village board.

District 96 is gradually making Blythe Park School into a two-section school, and officials would like to add another classroom or multipurpose room. Blythe Park, which serves students in kindergarten through first grade, has 12 classrooms.

Next year there will be two sections in kindergarten, first, second, and third grades and one section each of fourth and fifth grade. Two sections of each grade would require 12 classrooms if the district moves to full day kindergarten in the future, and District 96 administrators would like to have dedicated classroom space for art classes or perhaps special or advanced education.

ibility, District 96 Superintendent Martha Ryan-Toye said.

The other idea District 96 has been considering is turning the Blythe Park’s lower-level auditorium into a multipurpose room or dividing it into two learning spaces. That was the direction the district had seemed headed in, but architects and district officials have since realized that redoing the auditorium would probably also require altering the exterior of the building, changing windows at least.

“The other idea would be to renovate the auditorium potentially from the inside, which would have less impact on historic preservation,” Ryan-Toye said.

Ryan-Toye said the school district wants to find out if the Preservation Commission would be open to any kind of addition at Blythe Park.

“We have to find out what sort of parameters they would allow us to work within,” Ryan-Toye said.

If an addition was allowed, it could be on the north end of the school. An 800-square-foot addition built last year on the south end of the school, is being used as a first-grade classroom. The addition was built with a composite oak paneling sets it apart from the red brick exterior of the rest of the school but references wood paneling inside the building.

Ryan-Toye said the Preservation Commission was good to work with in planning last year’s addition.

“They were actually really good partners when we did the other project,” Ryan-Toye said. “I think it took them awhile and there were some disagreements, but I think when all was said and done they were very supportive.”

In the meantime, said Wiberg, it’s important to address economic development now and for there to be an action plan ready to implement when the new director is in place.

“I’ve identified over the last few years that it really is an area of vital importance to the village, and what’s been frustrating to me is getting a person or entity who can devote the attention that’s needed to this to help us develop an economic development strategy and an action plan,” Wiberg told trustees on July 26.

Brookfield will pay $84 per hour to GovHR for Klima’s services, and Wiberg suggested she would probably work two to three days a week, but will essentially work on as-needed basis.

The funding for the contract position is coming from savings the village has realized by having a vacancy in the community development director position for the past three months.

“Her role will be to meet with key stakeholders in the community, review past/current studies and reports and evaluate the

current business conditions in the community, eventually resulting in the creation of an action plan for pursuing a general strategy for economic development opportunities,” Wiberg said in a memo to the board about the contract position.

Klima is expected to begin those stakeholder meetings this week, Wiberg said.

Once a new community development director is hired, that action plan will be handed off, but it appears likely that Klima could continue working for Brookfield on a contract basis, with a focus on economic development, in the future.

“My thinking is that she can stay as long as we want her to or as long as she wants to,” Wiberg told the Landmark in a follow up interview. “I fully anticipate the relationship lasting for some time after we hire a director.”

Wiberg said that his experience seeing community development directors struggle to manage both the building/planning and economic development aspects of the job has made him realize the village may need an economic development specialist as well.

“I’m tired of shooting at butterflies,” Wiberg said. “Our approach has been totally reactionary.”

After sending its design firm back to the drawing board a couple of times, the Brookfield Village Board agreed upon a final design for a new fountain at the veteran Memorial Circle at Eight Corners, with construction still on track for the fall.

Bids from contractors will be opened at 10 a.m. on Aug. 11 at the Brookfield Village Hall, 8820 Brookfield Ave. and trustees likely will award a contract at their meeting on Aug. 23, setting the clock in motion to break ground on a project estimated to cost just under $500,000.

At their meeting on July 26, village trustees came to a consensus on the final sticking point of the design – how to display emblems of each service branch, five in all, for the Army, Navy, Air Force, Marine and Coast Guard -- plus a sixth for the Illinois National Guard.

The problem was how and where to mount the emblems, with trustees rejecting one design where the emblems were mounted on low stone plinths, reminiscent to some of tombstones. They also rejected another that mounted the emblems at the top of taller obelisks, which reminded at least one trustee of LaGrange Park street signs, which could be confusing for motorists.

In the end, trustees went with the simplest, cleanest design. The emblems will be

made part of the fountain’s basin wall, with the words “Veterans,” “Memorial” and “Circle” in succession between the emblems, so that the name of the memorial is clear to passing motorists.

Earlier in July, trustees had agreed to a design change that will provide more protection for the fountain from vehicles that, in the past, have crashed into the circle and even into the fountain itself.

In addition to the barrier curb around the perimeter of the circle, there will be a second barrier curb, obscured by plantings to soften its look, around the fountain itself. Brookfield employed Hitchcock Design Group, which serves as the village’s main consultant for park improvements, to design the new fountain, which will also include a much more dramatic 10-foot-high spray that can be lit at night by programmable LED lighting.

The Illinois General Assembly earmarked $250,000 through the Department of Commerce and Economic Opportunity in the state’s 2019 capital bill to help pay for the improvement. Village Manager Timothy Wiberg said the state recently notified Brookfield it was moving forward with awarding that money to the village.

For the village’s share of the cost, Brookfield will use funds from the Eight Corners TIF District reserve, which can be used to pay for public infrastructure projects within the TIF district.

District 102 school board member resigns post School board accepting applications to fill vacancy until Aug. 9

LaGrange-Brookfield District 102 school board member Brian Anderson has resigned his post, effective July 6, after a turbulent few months for the school board.

The action followed in the wake of a pandemic year that saw board members split on whether to return students to classrooms full time last spring and questions surrounding whether board member Ed Campbell improperly profited off district resources to create a private COVID-19 testing company.

But, Anderson told the Landmark he didn’t resign because of issues with Campbell, though he did say he had concerns about Campbell not telling the school board that

In August 2020, Campbell, who is professor of immunology at Loyola Medical Center, played the major role in creating a District 102 saliva screening program to test for presence of the novel coronavirus.

Campbell set up a lab in the district’s science center to test saliva samples taken from District 102 students and staff. Subsequently, District 102 contracted with Riverside Elementary School District 96 and LaGrange District 105 to test saliva samples.

On Sept. 14, 2020, Campbell formally incorporated a company that he co-owns with a couple of high school classmates to do the same saliva testing for other school districts.

They created a separate lab on Ogden Avenue in Brookfield, but Campbell did not formally notify other board members that he had created a private, for-profit saliva testing company until Oct. 29.

The district office is located at 333 N. Park Road, LaGrange Park. Applications must be turned in no later than Aug. 9 at 3 p.m.

In April, Campbell was interviewed for about a half hour at a Starbucks in Forest Park by an FBI agent and a special agent from the Department of Education Inspector General’s Office. Campbell said he went to the interview alone without a lawyer because he had nothing to hide. He said that it was soon apparent to the agents that he had done nothing wrong.

“It was amusing,” Campbell said. “The individuals were very professional and almost apologetic. I think they knew that they had received a report that was completely inaccurate, and they were just following up doing their jobs and I think they felt bad that the investigation was occurring and realized that its nature was more political than legal.”

On May 28 Special Agent Jason Burt of the Department of Education emailed Campbell to tell him the investigation was complete.

“Our investigation into the allegations involving Safeguard is closed,” Burt wrote, according to a copy of the email Campbell provided to the Landmark. “We found no evidence of wrongdoing. The U.S. Attorney’s Office has closed the matter as well.”

District 102’s own lawyer also investigated and on May 27 released a 10-page report that found no wrongdoing by Campbell. That report is posted on the school district’s website at tinyurl.com/c2vwraa9.

“I have found no evidence of wrong-doing or other concern that would warrant further investigation,” said the report written by attorney Darcy Kriha of the Kriha Boucek law firm.

Campbell believes that the allegations against him were political in nature. Boyd’s statement came at a board meeting a week after a long, contentious and emotional

board meeting in which Campbell was one of four members who voted not to resume full day, in-person school for the rest of the school year.

School board member Brian Anderson strongly favored a return as did Boyd, who favored the recommendation of Superintendent Kyle Schumacher to return students to classrooms full time. The meeting was also just a few weeks before a school board election in which Campbell was running for reelection.

“I think the bad blood created by that particular vote made people desirous of impacting the election the way they tried to impact it,” Campbell said.

Campbell was the leading vote getter in the school board election in which four candidates ran for three seats.

Safeguard Surveillance, which last year had contracts to do saliva testing with 30 to 40 school districts is winding down. The state has made tests by the company’s leading competitor, the University of Illinoisbacked Shield, free to school districts for the upcoming school year, leaving Safeguard with only a handful of private school clients.

“I don’t think the future [of Safeguard] is indefinitely bright,” Campbell said. “Certainly, I think the period when we were needed the most in our community and the surrounding area is over, but we’ll be here until people [don’t] need us, and then I will be quite happy to walk off into the sunset and worry about other things. It’s not a glorious business dealing with that much saliva and it was really done for the goals of public safety and service.”

Campbell declined to say how much money the company had made during its brief run.

Campbell said that he did not mean to mislead anyone.

“I think it was simply a matter of convenience and how busy it was,” Campbell told the Landmark in a telephone interview. “I don’t think I was under any actual obligation to inform the board.”

District 102’s lab and testing program, as well as Campbell, received a lot of publicity last fall, including from National Public Radio and the New York Times.

Other school districts were calling District 102 to find out more about the saliva testing and inquiring whether they could have their students be part of the testing regime or how to have their own students tested.

Many of those districts were told to talk to Campbell. Some have said that Superintendent Kyle Schumacher and the school district’s head nurse Kelli Kalata referred those districts to Campbell. Schumacher said he did nothing wrong.

“If they called Kelli or I, we were sharing with them the protocols of what we were doing,” Schumacher said.

Not surprisingly, Campbell also feels that Schumacher and Kalata acted appropriately.

“I can’t imagine why it’s inappropriate for them to let them know that I was the one who was responsible for setting up the program [in District 102],” Campbell said. “And when those people contacted me, I can’t imagine what’s wrong with trying to find a way to help them, which is what I did.”

The FBI and the Inspector General’s Office of the U.S. Department of Education got involved when someone alleged that Campbell had used $700,000 in District 102 resources to help Safeguard.

TAX BASIS - PART I

uppose you buy stock for $10 and sell it for $50. The sale generates a $40 gain, the excess of the $50 sale price over your 10 purchase price. Your $10 purchase price is referred to as your tax “basis.”

However, if you die holding this stock, its basis will increase to the $50 date-of-death value. This increase and other basis increases are referred to as “basis step-up.”

Suppose you pay $25,000 for piece of equipment. You might be able to write off part to all of the purchase price in the first year. The equipment’s tax basis starts at $25,000, but then is zero when it’s fully written off. Whatever you write off reduces the equipment’s basis, eventually to zero.

The reduced basis is referred to as “adjusted basis,” as contrasted with the purchase price, which is the property’s “original basis.”

Suppose you form a corporation . You invest $100,000 in equipment, which is then written off, so that the equipment’s basis is now zero. Your basis in your stock in the corporation is referred to as your “outside basis,” and the corporation’s basis in its equipment is referred to as its “inside basis.” When you sell the stock for $150,000, the buyer’s stock will have a $150,000 basis, but the equipment’s basis will remain zero.

Thus, outside basis will be $150,000, and inside basis will be zero.

Paying the piper

R

iverside and Brookfield have been around so long – more than 150 and 125 years old, respectively -- that it can seem like they have always been there. But the tree-shaded streets were once just woodland and prairie, with nary a water main or sewer pipe running underground.

All of that infrastructure, which makes modern life convenient, clean and healthy, had to be painstakingly installed, a big chunk of it during the late 19th and early 20th centuries, and paid for by those who developed the villages and its early residents.

Those who came later got to enjoy the benefits of the investment made by those people so long ago, to the point where sewers and water mains were taken for granted. All of that infrastructure is just part of the package, right?

And because it costs so much to repair and replace that infrastructure – now you have to rip up streets to get at the pipes and make allowances for other utilities – it’s been a tradition for elected officials in most municipalities to adopt an “if ain’t broke, don’t fix it” philosophy.

Now, 100-plus years on, places like Riverside and Brookfield have pipes that are as old as the village themselves, built when the village populations totaled 2,000 or less, and those pipes are wearing out.

That’s why both villages this year proposed launching major initiatives to address that aging infrastructure before residents either face catastrophic system failures or to remedy shortcomings.

In Riverside residents can expect some sort of utility fee increase soon as officials begin tackling more projects to address storm water runoff that continues to flood basements and yards during what have been storms of increasing frequency and intensity.

It’s unclear at this point just how much more Riverside residents initially will be paying in increased utility fees to fund the estimated $11 million effort, but over the next few years that fee is expected to rise from $30 to $45 every two months.

In Brookfield, we already know what that number is. It’s going to cost the average water customer about $100 a year to fund an initiative to replace the village’s oldest water mains over the next 50 years.

More than half of the village’s water mains are at least 100 years old, according to officials, with another 20 percent at least 60 years old, meaning when the 50-year program is complete, 20 percent of the village’s water mains will still be more than 100 years old.

It’s a never-ending process that residents who enjoy living in a community have to face. There’s no magic pile of money to fund such critical infrastructure. It has been and will always be paid for by the people who benefit from the systems – just like streets and alleys (if you want them paved) and parks and fire engines and ambulances.

No one wants to pay more for such things – especially stuff you can’t even point at, like a fountain, and say, “Isn’t that grand?” But, unlike fountains, which are decorative, water and sewer mains are indispensable.

And at 100+ years old, they need to be attended to before everyone finds out just how much they are indispensable.

Say it ain’t so, Cubs fans, the ‘trinity’ is no more

ardon me, readers, while I take advantage of the column this week and do some venting in print.

For the past year and a half, of course, we have all had to endure all of the COVID restrictions, including the mask on, mask off rules, which I have gone with the flow on. More recently, I was just getting adjusted to what has happened with the Tribune ownership, when they took all my favorite columnists and bought them out. I’m still deciding if they need my business or don’t care.

But, now, the tearing apart of the Cubs is a bit more than I want to deal with.

Since I do not have a direct line to the Ricketts family, I will express myself here. I’m sure some helpful soul will pass them along.

Rumors had been spreading as fast as the California wildfires in regards to the future of the “trinity” of the Cubs – Antony Rizzo, Kris Bryant and Javier Baez. While I know it is all business, which relates to money, I had hoped they would not break it up the way they did.

The one that hurts the most is Rizzo and what he brought to the team and the city. His caliber of play is as big as his character. He beat cancer, set up the Rizzo Foundation, and went to the hospitals to visit sick children just to mention a few of the things that make Rizzo who he is.

The level of excitement when he would come to the plate was worth some of the millions he received (though it should have been more). Baez and Bryant completed the trio and it was fun while it lasted.

Craig Kimbrel goes across town to the Sox, lucky them. I enjoyed his “pose” when he would get ready to throw strikes and put the game away.

So that’s it, I will put away my Cubs mask and sulk for a while. They just don’t get it or want to.

This year the Cubs gave us something to watch and hope for and take our minds off of other things.

Jed Hoyer, president of baseball operations, said it was the right move for the organization, but not for a lot of us but then he never asked us.

Proud to be your neighbors and friends In 2020, my company, Boxless Media, was faced with a difficult situation. We were amidst a global pandemic, having one of the busiest years in our sevenseven year history and had to find a new home due to the redevelopment of our existing office space.

As a proud resident of Brookfield for more than five years, I made the decision to relocate the business to Brookfield. As soon as we moved in, we joined the Brookfield Chamber of Commerce and began contributing to everything we could including sponsoring this week’s #NationalNightOut. I was quickly offered, and without hesitation accepted, a volunteer directorship on the chamber’s board of directors.

At the same time, we also started the Explore Brookfield podcast to help promote fellow small businesses in town – not asking for a paycheck, just being a good neighbor.

To be a better global neighbor, we stopped billing all our restaurant clients in an effort to help the most struggling businesses survive COVID. We also offered any restaurant in the area free marketing

services -- just to help them through a rough time.

We were able to do this because during the pandemic, we focused on our live streaming services and, among other things, built a system for privately streaming memorial services. In a matter of a few months, we became Chicagoland’s largest provider of livestreaming services for the funeral industry.

Today our services are offered at more than 40 funeral homes.

While we are disappointed that the village recently chose not to shop local and spend the tax dollars earmarked toward supporting our local businesses with an out-of-town vendor (“Brookfield tries new approach for marketing village,” News, July 28, 2021), we are here to stay. We are proud to call Brookfield home and will be here far longer than a company that just wants a quick paycheck.

We love you all, Brookfield, and are proud to call you our neighbors and friends.

He considered himself lucky and proud to have had one lifelong profession, beginning in Cleveland shooting model comps to learn the craft, and advancing to fashion retail photographer at May Company.

In Chicago, he continued as senior fashion photographer with clients like Sears, Marshall Fields, Carson’s, Kmart and Montgomery Ward. Later in years, he still shot people, whether a CEO from a Fortune 500 company, a rambunctious high school football team, a commemorative senior portrait or climbing a cherry picker to shoot 100 firefighters always systematic, prepared and with pride.

Mr. Primer placed importance on his Italian-Polish family and traditions, often sharing fond memories of home while enjoying a homemade pizzelle. He and his wife, Mary, travelled 7,000 miles due west to begin their family in China. The love and unique bond of this trio was his joy in life.

An outdoorsman, he taught the art of forest bathing, or “shinrin-yoku” whether casting flies on a trout stream, cycling California’s Highway 1, camping amongst bison in the Badlands, canoeing the Boundary Waters, birding and conversations in the garden with neighbors, and enjoying
