Landlord terminating lease, will shut by end of September

Sears will close its doors for good at the North Riverside Park Mall, 7501 Cermak Road, by the end of September, ending its nearly 20-year run at the shopping center.

Liquidation sale signs appeared inside and outside the store June 25, with merchandise discounted between 20 and 70 percent and all store fixtures for sale.

Sears, which was purchased out of bankruptcy by its chairman Eddie Lampert in early 2019, has not formally announced the store’s closing. But North Riverside Park Mall’s general manager, Harvey Ahitow, told the Landmark that it was the store’s landlord who made the call.

Local schools are planning to open in August, but exactly what school will look like

has yet to be determined. Last week, Gov. J.B. Pritzker and the Illinois State Board of Education announced that schools should open as scheduled and issued guidelines about what steps schools should take to serve students

and protect them and staff from the novel coronavirus pandemic.

Local school administrators are now feverishly working to figure out how to put the guidelines into practice. And it won’t be easy.

COVID-19 cases inch up locally as state reopens State sees lowest number of single-days deaths since March 30

As Illinoisans around the state wait to see the fallout, if any, of the gradual reopening of businesses, restaurant, bars and entertainment venues while the COVID-19 pandemic persists and is worsening in other parts of the country, the number of new cases locally remained low for a third straight week.

As of the morning of June 30, Brookfield had seen seven new cases of COVID-19 week over week, while Riverside and North Riverside registered two each. That brings the total number of people testing positive for the disease in Brookfield since data began being recorded in March to 175.

The Cook County Department of Public Health’s online map tracking COVID-19’s spread indicates Riverside has seen 96 cases and North Riverside 78. There have been no

fatalities from COVID-19 recorded locally since June 6.

Four people in Brookfield have died from the disease, according to the Cook County Medical Examiner’s online dashboard, while two deaths have been recorded in North Riverside. The online dashboard continues to list one fatality in Riverside, although the Landmark has confirmed at least one more.

The seven-day rolling positivity rate for COVID-19 tests conducted remained at 2.7 percent Monday as the state reported the lowest single-day death total related to the pandemic since March 30.

There were 14 deaths reported Monday after 15 were reported Sunday and 26 on Saturday, bringing the COVID-19-related death toll since the pandemic began to 6,902 among 142,461 confirmed cases statewide.

The Illinois Department of Public Health also announced another 738 confirmed CO-

VID-19 cases out of 26,918 tests completed over the previous 24 hours.

There were a combined 1,432 cases reported Saturday and Sunday as the number of new cases has leveled in recent weeks.

The number of persons hospitalized due to COVID-19 continued to trend downward as well, with total hospital beds occupied by COVID-19 patients dipping below 1,500 over the weekend for the first time since the state began reporting the data daily on April 12, before ticking back up to 1,501 as of 11:59 p.m. Sunday.

COVID-19-related intensive care unit bed and ventilator usage dipped to their lowest levels as well, with 372 and 187 in use, respectively, as of 11:59 p.m. Sunday.

Riverside opens its playgrounds The Riverside Department of Parks and Recreation announced on June 29 that it

is opening up playgrounds that had been closed since late March to limit the spread of COVID-19.

However, recreation officials are reminding kids and parents of kids who are using the playgrounds that there’s still risk of infection and to follow some guidelines to limit that risk.

In addition to urging people who are experiencing COVID-19 symptoms to stay away from the playgrounds, they’re requiring that people maintain six-foot physical distancing and to wear face coverings when physical distancing can’t be maintained.

They also warned that playground equipment is not sanitized on a regular basis and that anyone using the playgrounds sanitize their hands often and for families to bring along hand sanitizer and disinfecting wipes to clean hands after playground use.

Fourth of July is going to be a strange one this year over at the Goldwyn household in Brookfield.

Meathead Goldwyn -- he insists on the name – is Brookfield’s barbecue whisperer, the man behind one of the most popular barbecue websites in the world, cookbook author and all around food raconteur.

On your ordinary Fourth of July, Meathead would be manning the grill, smoking up slabs of the ribs that launched his site amazingribs.com for the many members of his and his wife’s extended family.

“We had to call it off [this year],” Goldwyn said, referring to the COVID-19 crisis.

Figuring he wouldn’t be the only one grilling out for just his immediate household in 2020, Goldwyn has just published a one-stop reference for making a perfect slab of ribs yourself – whether you own a grill, a smoker or just want to make some in an oven or slow-cooker.

Last month, he dropped “Amazing Ribs Made Easy: Everything You Need to Know about America’s Favorite Food: Pork Ribs” an e-book that will walk you through the process of cooking ribs like a pro.

It’s co-authored by Clint Cantwell, senior vice president of amazingribs.com.

Cantwell, who lives in Memphis, formerly ran the Kingsford charcoal website, said Goldwyn.

“He’s a talented recipe writer,” Goldwyn said. “It was a real team effort getting this together.”

The book is available for Kindle and can be ordered from Amazon for $3.99. It checks in at 119 pages and serves as something of a rib compendium containing a lot of information pulled from amazingribs.com, but organizing it in easyto-follow book form.

Like his 2016 book “Meathead: The Science of Great Barbecue and Grilling” – which is among the top 100 best-selling cookbooks on Amazon – Goldwyn focuses on teaching, not just offering a recipe collection.

And unlike his website and earlier book, this latest volume focuses solely on pork ribs. He walks readers through the various rib cuts and why each needs to be approached differently.

He talks about the science of salting and how to properly prepare ribs for cooking/smoking as well as the differences between cooking your ribs on a gas grill, over charcoal or in a smoker.

It’s only after those basics that you get to

the recipes, which include his “Last Meal Ribs,” which served as the foundation for his website, to competition-style ribs, his classic Kansas City-style barbecue sauce and even ribs cooked indoors with a Chinese or Mexican flair.

“Amazing Ribs Made Easy” is Goldwyn’s second e-book for what he calls his “Deep Dive Series” that zero in on one specific type of cooking. The first e-book, published in January, was “Sous Vide Que Made Easy: How to Deliciously Marry the Grill and Smoker with Sous Vide.”

“Our first one was for a very narrow audience,” said Goldwyn. “This one [about ribs] should have much broader interest.”

Other Deep Dives books in the works will focus on steak and chicken.

“If people like them, we’ll do a whole series with them,” Goldwyn said.

One of the results of the coronavirus pandemic, is that interest in home cooking is way up and people are looking for information on how to broaden their culinary knowledge.

“Our website is booming, because people are stuck at home and they’re cooking,” Goldwyn said. “We’re up around 60 percent.”

Riverside America Legion Post #488 is marking Independence Day by inviting the community to join then for a special Zoom broadcast featuring renowned Theodore Roosevelt interpreter Joe Wiegand on July 4 at 4 p.m.

Wiegand will deliver Roosevelt’s famous “Citizenship in a Republic” speech, delivered in France in 1910, where Roosevelt talked about the “man in the arena,” someone courageous and tenacious, instead of a spectator, during historical times of stress.

ID theft charge for man who tried buying car with bogus license A 59-year-old Waukegan man faces felony identity theft charges after he allegedly tried to buy a $76,000 SUV at Castle Buick, 7400 Cermak Road in North Riverside, using a Wilmington man’s name.

Phillip A. May on June 22 reportedly filled out an online loan application to buy the vehicle, uploading a driver’s license with his photo but using another man’s name. An employee at the dealership noticed, however, that the driver’s license included a birth date that didn’t match the one on a credit check and misspelled the word “Wilmington” as “Wimmington.”

May reportedly paid a 24-year-old Chicago man $50 to drive him to the dealership on June 23, arriving there around 8 p.m. When he told the salesman he was there to pick up the SUV, he was escorted to the dealership’s manager who began asking questions and requested to see May’s driver’s license and Social Security card.

At that time May said he left those items in the “Uber” that dropped him off and said he would call the driver and retrieve them.

May then walked to the parking lot of CVS about a block away and got into the black Nissan Maxima he was seen exiting when he arrived at the dealership.

Police pulled over the Nissan and detained May and the driver, who was later charged with driving on a suspended license and having no proof of insurance. North Riverside police asked Will County Sheriff ’s Police to notify the man whose identity had been stolen. The victim confirmed he would press charges against May.

Construction workers fight over equipment Riverside police responded to Central School, 61 Woodside Road on June 27 at 7:25 a.m. after one of the constructions workers employed to assist in the renovation of the school allegedly punched another worker in the face in response to being allegedly spat on.

According to the police report, the two men – a 54-year-old from Earlville and a 52-year-old from Joliet – were arguing about a piece of equipment when the Earlville man allegedly spat in the face of the Joliet man.

The Earlville man reportedly denied spitting at his co-worker, but a witness reportedly corroborated the Joliet man’s allegation.

According to the report, the Earlville man allegedly spat twice in the other’s face, and that the Joliet man said he punched him in self-defense.

The victim said he didn’t want to press charges.

Burglary, theft ■ Riverside

police responded to a residence in the 100 block of West Quincy Street on June 27 just before 1 a.m. after a resident called to reported that at some point within the prior four hours someone entered his garage and removed a light blue Cannondale mountain bike.

The victim told police that the garage had been secured, but police reported no signs of forced entry.

■ A resident of the 8100 block of 30th Street, North Riverside, called police on the morning of June 24 to report that a bicycle had been stolen from her garage sometime after noon on June 23.

The victim stated that the side service door to the garage was unlocked but that the only way to get the bike out was to open the overhead door, which the offender apparently closed after exiting with the bike.

■ A resident of an apartment building in the 9000 block of Cermak Road, North Riverside, called police on June 27 to report that someone had stolen a boys black bicycle with red stripes from the building’s basement laundry room.

While the door to the room is typically locked, the victim told police it’s possible the door might have been left unlocked. The victim said she noticed the bike missing on June 25.

■ An employee of Irish Times, 8869 Burlington Ave. in Brookfield, called police on June 22 just before noon to report that sometime after the bar was closed up for the night on June 21, someone took three patio chairs from the outdoor dining area. The chairs were valued at $25 each.

Copper stolen The property manager of an office building at 7234 Ogden Ave. in Riverside informed police on the morning of June 26 that some copper pipe was removed from one of the five outdoor air-conditioning condensers outside the building.

The theft likely took place during the overnight hours, because there had been no complaints of the air-conditioning not working in the past week.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, June 2228, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Federal judge won’t dismiss suit against Brookfield police Civil excessive force complaint against officers will advance toward trial

As people across the nation and globe protest in the streets for greater police accountability and an end to police brutality, the village of Brookfield is still in the midst of fighting a federal lawsuit brought in 2018 by a retired CTA bus driver accusing eight police officers of excessive force, false arrest and malicious prosecution in connection with two separate incidents in 2016 and 2017.

The civil case seeking unspecified monetary damages is before Judge Marvin E. Aspen in U.S. District Court in Chicago. The case is scheduled for a status hearing on July 16.

Aspen on June 6 dismissed malicious prosecution charges in response to the defendants’ earlier motion for summary judgment.

He also dismissed excessive force charges against two of the police officers, Mark McEwan and Daniel Flores, involved in the May

According to court documents, a circuit court judge dismissed all charges against Valdez in May 2018.

In his order on the defendants’ motion for summary judgment, Aspen wrote that he was not dismissing the excessive charges against the other officers because there was some dispute as to exactly who might have been responsible for using that force and because the force used by the officers could be construed by a jury as excessive.

Writing about the August 2016 incident, Aspen wrote, “Here, it is not clear the defendants had probable cause to arrest Valdez of any crime, much less the serious crime of resisting arrest” (his emphasis).

Brookfield expects $730,000 total hit from pandemic fallout But cost cuts, deferred projects should be able to bridge gap

Brookfield’s finance director on June 22 told trustees that the estimated total impact on village revenues from the COVID-19 pandemic will be about $730,000 by the end of fiscal year 2020, which ends Dec. 31.

That figure, Doug Cooper said, was based on revenue losses the village has already experienced during the April and May shutdown of most commerce in the state as well as projections for revenue ramping back up as Illinois businesses gradually begin opening their doors in a limited capacity.

But, because of decisions made early on to either cut or defer costs and some unexpected increases in a couple of revenues streams, the village ought to be able to weather the storm.

“This started in March and right away I think a lot of municipalities and places were in shock,” said Trustee Michael Garvey.

“But we talked about this in April shortly after it happened, anticipating the possible impact and possible ways we were going to deal with it.”

Among the cuts village officials made in April were furloughing crossing guards with the closure of schools, leaving a vacant public works position unfilled and reducing the number of summer seasonal employees in that department and eliminating merit raises for non-union village staff.

The village also has delayed hiring a building inspector and pushed off a major renovation of Candy Cane Park until 2021.

All of those line items added up to a savings of about $430,000.

While the pandemic resulted in a number of revenue streams falling or drying up entirely temporarily, it also positively impacted at least one.

The stay-at-home order resulted in an avalanche of online retail sales, which resulted in an increase in the village’s per capita cut of sales taxes collected for online sales.

Cooper said the village stands to receive $50,000 more from online sales taxes than was budgeted for 2020.

Separately, and not related to the COVID-19 pandemic, is an estimated $100,000 increase in the amount of money Brookfield collects in ambulance fees. The increase was the result of an administrative change that has resulted in additional Medicare reimbursements for ambulance services, said Cooper.

Together with the budget cuts, the revenue increases have narrowed the $730,000 shortfall to about $150,000.

Trustees agreed earlier this year and reaffirmed on June 22, a decision to put off repairing the roof of the ESDA building, 4523 Eberly Ave., which is used for public works equipment and materials storage. Delaying that repair, will save an estimated $110,000 in 2020.

Officials are mulling whether to delay a renovation of the police department locker room, which had been planned for this year.

That project will cost an estimated $50,000.

The village could alternately choose to close the final gap by using cash reserves, but that option did not surface during Cooper’s presentation to trustees on June 22.

“As far as going into our reserve, we have not discussed that,” Cooper said last week in a phone interview.

As for Cooper’s revenue shortfall estimates in April, his total numbers were pretty close to what the village has experienced so far, though certain revenues were softer than expected while others were stronger.

For example, the village did not lose as much revenue in sales taxes as expected, with carryout food sales expanding during the shutdown and continued strong sales tax revenues from CVS and Tischler’s.

“Our major sales tax producers, excluding the zoo, held solid,” Cooper told trustees.

Income tax revenues losses were also softer than expected during April, May and the first half of June.

But the village saw greater than expected revenue losses from commuter parking fees, and collected a good deal less than expected in parking tickets.

Overall, however, while Cooper initially predicted revenue losses totaling $123,000 for April, May and the first half of June, the village actually lost $119,000.

New 2-year deal for public works employees in Brookfield Village will have the right to change health insurance plans

Brookfield Public Works employees have a new two-year contract after village trustees voted unanimously to approve a deal with Teamsters Local 705 at the June 22 village board meeting.

The ratification of the public works contract follows on the heels of the village board and union police officers agreeing to a new four-year contract in March.

While the Teamsters contract is for just two years, officials said the length of the deal was to eliminate the need to renegotiate all of the village union contracts at the same time.

“One thing the village really had an issue with is that all of the union contracts expired all at once this year,” said Assistant Village Manager George Issakoo, who was part of the village’s negotiating team. “We

wanted to do our best to stagger them, so we’re not dealing with every single contract at one time.”

According to the terms of the new deal, 2.5-percent base pay raises for 2020 are retroactive to Jan. 1. In the second year of the contract, base pay raises will be at least 2 percent, though they could be higher depending on raises given to non-union employees.

Either way, actual pay increases each year will be more in the range of 4 to 5 percent for employees who are working in the first six years of their assigned “range,” which is determined by job title, due to step raises built into the salary schedule.

A Maintenance 1 employee just starting out with the department in 2020 will make $54,107. That salary will increase in 2021 to $56,189 – a total increase of about 4.5 percent.

A first-year Maintenance 2 employee will

make $62,456 in 2020 and $65,514 in the second year of the deal, for a total increase of 4.9 percent. A first-year foreman will make $75,287 in 2020 and $78,300 in 2021, an increase of 4 percent.

The village sought and got a change in the contract language regarding health insurance coverage, similar to the language approved for the police union deal.

According to the new public works contract, the village has the right to become a member of the North Suburban Employee Benefit Cooperative and replace the health insurance plans presently offered with ones offered by the cooperative.

“That was important for the village to get,” Issakoo said.

He said employees, who must pay 15-percent of premiums, and the village will see lower premiums and broader coverages.

The move is also expected to save the village money.

Issakoo said he couldn’t provide an estimate of just how much money the village expects to save at this time.

“We are still in the process of collecting the data to fully grasp what the actual cost savings are, but they could be significant,” he said.

Union employees, meanwhile, were able to get a change in the contract that will shorten employees’ unpaid hour-long lunch break (except for mechanics) to 30 minutes, shortening the workday by a half hour.

But the contract also includes new language allowing the director of public works more flexibility in scheduling in order to contain overtime costs, and clarifies language regarding after-hours callbacks, stating that employees will be asked by seniority whether they want to work overtime.

“It starts with the most senior first on the list and then goes in order, so it’s clear that people will get a fair shot at it,” Issakoo said.

Mall shoppers greeted by beefed up security In wake of violence, police presence up inside and outside shopping center

When shoppers arrived at North Riverside Park Mall on the evening of Friday, June 26, they were greeted by a very visible police presence that included North Riverside Police vehicles outside each entrance on the east side of the shopping center and a patrol vehicle, with its lights flashing, at the 25th Street entrance.

Inside the shopping center, mall security and armed off-duty police officers working for a third-party security firm, made themselves visible at entry doors, the food court and the central court of the mall’s common area.

The police presence was in direct response to violence at the shopping center the week prior, which included three fights during the week and a shooting on June 21 that left one man wounded.

“We’ve got a cooperative plan in place for keeping the property safe,” said the mall’s

general manager, Harvey Ahitow, in a phone interview Friday. “Hopefully it’s more successful.”

Mall and village officials, including police leaders, met last Thursday to discuss those security plans. Mayor Hubert Hermanek Jr. said he also wanted to emphasize the village’s concerns.

“It was a very frank meeting,” Hermanek said. “I told [Ahitow] about the concerns of the residents and the village.”

The short-term solution was beefing up security and police presence inside and outside the mall. At least three North Riverside patrol vehicles could be seen driving slowly around the mall’s parking lots all weekend, with unoccupied police squad cars parked outside entrances on the east side. “”We’re working on a plan with the North Riverside Police Department of them giving us more coverage than they normally do,” Ahitow said. “They will absolutely be more present on the property.”

Carlos Garcia, aside from a couple of incidents, it was a quiet week at the mall even though the shopping center was quite busy and filled with shoppers.

“I think with all of the security that was there, it made people feel more at ease,” Garcia said. “We just want to make it a safe environment there.”

North Riverside police responded to one fight inside the mall on June 27 at about 4:15 p.m., where four teens said they were targeted by another group who started the fight.

No one was hurt or arrested.

Hermanek indicated that village and mall officials discussed using metal detectors, but that it was rejected as not feasible. Hermanek also suggested limiting points of entry, and that appears to have been taken to heart at least partially.

For example, signs on the doors to the upper-level entrance of J.C. Penney directed shoppers to the common mall entry doors north of the store, near where a North Riverside police vehicle was parked.

SEARS CLOSING No reason given from page 1 The north anchor property at the mall, which includes Sears on the upper level along with Amita Health and Round One on the lower level as well as some vacant retail space, is owned by Seritage Growth Properties.

Seritage is a real estate trust created in 2015 to buy all of Sears’ real estate holdings and lease back space to Sears and Kmart stores or to other businesses. Lampert is also chairman of the board of Seritage and his hedge fund, ESL Investments, owns a large stake in the real estate trust.

On June 3, Seritage amended its master lease with the company that now owns Sears, called Transform Holdco, terminating its lease with Sears and Kmart at 12 of 17 locations it owns.

At the time Seritage did not name the locations of the leases being terminated, and because he hadn’t heard otherwise Ahitow believed the North Riverside was not one of the 12.

Seritage informed Ahitow of its decision earlier this week in a conference call. He said the company gave no reason for the decision.

“They gave no explanation of why they would close before the holidays,” Ahitow said, adding that to the best of his knowledge Seritage did not have a tenant lined up for the roughly 90,000-square-foot upper floor of the anchor location.

“We’ve talked about working jointly to find a [tenant],” Ahitow said.

Traditional mall anchors disappearing When Sears closes at the end of summer, it will become the third anchor tenant to have folded at North Riverside Park Mall.

When it opened in the mid-1970s, the shopping center boasted three legacy retail powerhouses as its anchors, including Montgomery Ward, Carson Pirie Scott and J.C. Penney.

It also boasted a popular mini-anchor tenant in Madigan’s, a smaller family-owned department store chain that had roots in

Chicago going back a century. Madigan’s was the first to close in 1992, and its former two-story space on the west side of the mall has seen a parade of budget retailers come and go. Part of the former Madigan’s space remains vacant following the departure of Fallas in 2018.

Montgomery Ward followed suit in 2001, with Sears taking over the 180,000-squarefoot anchor property at the mall’s north end a year later.

Garcia said police are still investigating the June 21 shooting, which happened in the common rear area of the mall on the lower level near J.C. Penney. The victim, who survived, and two witnesses, however, were uncooperative when police tried to interview them.

“We’re still reviewing video,” Garcia said.

“It’s a work in progress.”

Also still under investigation is the fatal shooting of a 22-year-old man outside Olive Garden on the mall property on May 31 while the then-closed shopping center was being cleared of looters.

Police believe that in both shootings the victims were targeted and that they were gang-related. It’s unclear whether the two shootings are connected.

The writing appeared to be on the wall for Sears as the Carson’s saga was playing out.

Already on shaky ground for years, Sears Holdings, sought bankruptcy protection in October 2018 and by the beginning of 2019 was on life support, with the company facing liquidation.

But Lampert, who helmed Sears Holdings as it crumbled, bought the failing retailer at auction for $5.2 billion, keeping open 425 Sears and Kmart stores, including the Sears store at North Riverside, which by that time had consolidated its operations onto the upper floor of the anchor space.

With Sears’ demise, the only anchor tenant left at the mall is J.C. Penney, which itself is in the midst of bankruptcy proceedings and has announced it intended to close 242 stores.

The North Riverside Park Mall location was not among those targeted for closing in the first wave of more than 150 stores announced in early June or on a smaller closure list released last week.

Published reports have revealed that a pair of shopping mall operators, Simon Property Group and Brookfield Property Partners are exploring buying the company as they own dozens of malls where J.C. Penney stores are located.

The two companies bought the women’s clothing retail chain Forever 21 out of bankruptcy earlier this year. In 2016, Simon teamed with another mall property owner, General Growth Properties, to buy the Aeropostale clothing retailer.

Fireworks complaints skyrocket during pandemic Riverside, Brookfield calling for action against fireworks usage

Despite fireworks being outlawed in Illinois, it has become an unspoken tradition in the state for residents to shoot off contraband into the sky in the days leading up to Independence Day. However, in times that people are stuck at home due to the coronavirus pandemic, residents in Brookfield, Riverside and North Riverside have taken their fireworks frenzy to another level.

According to West Central Consolidated Communications (WC3) Executive Director Jason Rodgers, the number of fireworks complaints between May 25 and June 23 was up dramatically compared to the past two years.

In 2018, there were only eight complaints in North Riverside, Riverside and Brookfield and only seven complaints between the three villages in 2019.

In 2020, there were 37 fireworks-related complaints in those areas during that time period, and many more have been reported in the week or so since the Landmark sought those records.

Even with all of the uproar surrounding the spike in fireworks use, there are still some residents who are steadfast defending the “tradition” and are worried that the complaints will stop them from being able to celebrate with fireworks on the Fourth of July.

“It’s Independence Day and it’s a day that should be celebrated in the traditional way,” said a Riverside resident who requested anonymity. “I respect the police and my dad was a fireman for over 30 years. But I think they need to relax the rules a little bit so everyone can have a good time and get a little relief after all that has happened.”

The resident went further and claimed that people are “overreacting to a lot of things” and that “this is one of them.”

The state of Illinois, the Pyrotechnic Use Act prohibits anyone from buying, possessing, selling or distributing fireworks. Those who violate this act can be fined $2,500 and serve up to one year in prison.

Golf club will have fireworks on July 4

Anyone going to watch asked to wear masks, maintain social distance

While no one in Brookfield, Riverside or North Riverside will be celebrating a traditional festive Fourth of July with parades and community picnics, there are going to be fireworks in North Riverside at dusk on July 4.

As in recent years, the fireworks display will be coming courtesy of the Riverside Golf Club, which in the past has invited North Riverside residents onto its grounds to enjoy the show.

Mayor Hubert Hermanek Jr. told the Landmark that the golf club invited residents again this year, but said that due to the COVID-19 pandemic the village would not sanction any large gathering in 2020.

However, realizing that people are going to be coming to the area to watch the golf club’s fireworks display despite not being let into the club itself, the village will be clos-

ing off Desplaines Avenue from about 8:30 p.m. until the fireworks conclude. The show is supposed to launch at about 9:10 p.m., Hermanek said.

A roughly block-long stretch of Desplaines Avenue will be cordoned off between the entrance to the Riverside Golf Club and the North Riverside Public Library, said Hermanek, and the village will be placing signs reminding people to wear face coverings and maintain physical distance between themselves and others.

People will be allowed to park in the library and municipal parking lots along Desplaines Avenue and watch from the green spaces, parking lot, sidewalks and street within the cordoned off area.

“They can go wherever, but we’re asking please to exercise social distancing,” said Hermanek, who acknowledged that it would be hard to enforce. “But, I understand people are going to want to see fireworks, we’re going to try and keep it as safe as we can.”

Trustees OK second increase in water and sewer charges in 2020

Riverside homeowners will see an increase in water and sewer rates for the second time this year after village trustees voted to increase each by 2.97 percent at the village board’s June 18 meeting.

What that means, said Finance Director Karin Johns, is that residents paying the village’s minimum water bill of $90.85 per bimonthly billing cycle will pay $92.62. That’s an annual increase of $10.80.

Those households consuming an average amount of water, said Johns, will see their bimonthly bills rise from $163.87 to $167.83, an annual increase of about $24.

The overall increase in water and sewer charges ends up being less than 2.97 percent, because every customer’s bill also includes a bi-monthly infrastructure fee of $30. That charge is not changing.

The decision to hike water and sewer rates,

which were effective retroactive to June 1, comes after the village of McCook, which supplies water to Riverside, announced it was raising the rates it charges Riverside for water.

In May, McCook informed Riverside it was raising its rates by 2.97 percent, because the city of Chicago was raising the rates it was charging its customers by 2.45 percent. Chicago previously this year had increased rates to McCook by 0.82 percent, but the village did not pass that increase along to its municipal customers, like Riverside at the time.

For Riverside customers, the most recent hike comes as a double-whammy after the village on Jan. 1 had increased water charges by 4.41 percent and sewer charges by 10.5 percent.

The increase had been the village’s first since June 2018, and at the time Johns said the increase was needed to offset “personnel cost, including collective bargaining agreements, insurance and pension costs and the water and sewer fund paying a proportional share of the administrative staff costs.”

The village board’s action on water rates came in February, with charges retroactive to Jan. 1. The increases raised bimonthly minimum bills by $3.10, or $18.60 annually. The bimonthly water bill for an average water customer went up by $6.82, or $40.92 annually.

Schools must follow social distancing guidelines and students and staff will have to wear face masks or face shields while in school.

The biggest decision for administrators will be whether to bring back all students at once or switch to a so-called blended model, combining in-school instruction and remote learning.

Under blended learning models, students would be split into groups with each group attending school at different times during the week. The idea is to have fewer students in the school building at one time to allow for the required physical distancing, where in which students are expected to remain at least six feet apart whenever possible.

Riverside Elementary School District 96 is leaning toward adopting a blended-learning approach.

“I don’t think we can get everybody back in person and be physically distanced,” said District 96 Superintendent Ryan-Toye “I think we’ll build a really good hybrid model and get that out to families as soon as we possibly can.”

But District 95 is aiming to bring all students back at once with a normal school day and week. Bus transportation and other factors make a blended model just too complicated, Kuzniewski said.

“I can say with great confidence there will not be a blended model,” Kuzniewski said.

Both area high schools say that they have committees working on a plan and officials were reluctant to say very much now.

“We have been and are in the midst of reviewing guidelines and contemplating scenarios,” said Jennifer Bialobok, the community relations coordinator for Lyons Township High School District 204, which serves the south half of Brookfield.

Riverside-Brookfield High School District 208 Superintendent Kevin Skinkis referred the Landmark to a communication the district has posted on its website and sent to parents.

It states that RBHS has a COVID-19 transition committee of administrators, faculty, staff, parents and students working on plans for the start of school, which is now less than seven weeks away.

The committee met on June 24 and determined that a final plan will be sent out to families no later than Aug. 3, which is two weeks before the first day of school.

Schools will be required to confirm temperature checks for all students and staff every day, but they will be allowed to do temperature checks at home and certify them through an online portal.

At RBHS, and likely other schools, drinking from water fountains will not be allowed and students will only be allowed to use water bottles. Classroom layouts will be changed to maximize social distancing, and hand sanitizer will be available in every classroom.

Cleaning will be increased at all schools.

How to handle lunch is one issue schools are dealing with since the state public health regulations say that groups of more than 50 people are not allowed in any one room.

RBHS is revising its master schedule to

increase the number of lunch periods from three to five to allow for more physical distancing. Portions of lunchrooms and cafeterias may be divided with curtains or other partitions to keep within the limit of 50 people in one room. Salad bars may have to go.

“Kids aren’t going to be able to come and visit a salad bar where they used to be able to scoop fruit and scoop salad and get as many vegetables as they wanted,” Kuzniewski said. “I can’t imagine that’s going to be allowable.”

Lunch in District 95 will likely be a graband-go sack lunch, Kuzniewski said. The small gym at S.E. Gross Middle School may be turned into an additional lunch room.

Students might be allowed to eat lunch outside, Kuzniewski and Ryan-Toye said.

Some have suggested that elementary school students might eat lunch in their classrooms, but Kuzniewski doesn’t think that’s a good idea.

“We’re really trying to work hard to find a solution where they do not eat in the classroom, though it seems like the most logical point,” Kuzniewski said. “But when you have little kids eating in the classroom you have food that spills on the floor.”

That fate of middle school and high school sports has yet to be determined.

All districts are working on backup remote learning plans that might have to be used if COVID-19 cases spike and schools have to be closed again.

“Even if we start in person, there is a likely chance that at some point we’ll be back to remote learning,” Kuzniewski said.

District 96’s 20-person transition team is focusing on how best to deliver instruction in the changed circumstances.

“I feel like we can work through the lunch and the cleaning and the health and safety,” Ryan-Toye said. “We’ve been talking and thinking a lot about those things.”

Classrooms are being measured as school officials try to determine how many kids

they can fit if everyone has to sit six feet apart.

Administrators say they know that students learn best in person with a teacher physically present and that kids want and need to be with their classmates.

“Our goal is to bring the most students back in person for the greatest amounts of time with the most instructional focus,” RyanToye said.

Wearing face coverings all day will be challenging for both students and teachers. How strongly teachers can project their voices wearing face masks is just one issue. Students often need to see their teacher’s lips, especially when doing phonics and learning to read.

Face shields, instead of masks, are one option.

The Pipal family of Riverside has provided District 96 with 40 face shields to be used by speech therapists and others who need their lips to be seen. Clear face masks, or face masks with a clear covering for the mouth, is another option.

“We know that kids need to see teacher’s faces,” Ryan-Toye said.

Administrators say they hope for more coordination among west suburban school districts, noting that most of their staff do not live in the district in which they teach. This is especially important because many districts are expected to have blended models in which teachers may need to stay at home with their own children on some days.

“I was wishing for a more coordinated approach,” Ryan-Toye said. “Many of our employees have children in neighboring school districts.”

But administrators said that despite the challenges they are committed to coming up with a plan that works and improves upon the remote learning that took place during the spring after schools were shuttered in March.

“District 95 has a great team and we’re going to figure this out and we’re going to get kids learning,” Kuzniewski said.

Pappas, who will be paid $95,000 a year, earned his bachelor’s degree in psychology from Eastern Illinois University in 2011. He earned his certification as a school psychologist from EIU in 2014, and in 2018 he earned his certification as a school administrator from National-Louis University.

He begins work at District 95 on July 1.

Change on the way

Lions honor Boutsikakis as Person of the Year

I

f you’re one of North Riverside’s legacy retailers it’s been a rough go of late. J.C. Penney, Jewel-Osco and Sears – all of whom heard the siren song of the village’s commercial property tax rates and businessfriendly demeanor and escaped from a then-deteriorating Cermak Plaza in Berwyn – are either on their way out of town or in serious danger of folding.

That’s disappointing news, certainly, but as the Cermak Plaza itself has illustrated in recent years, sometimes you need to reinvent yourself. What was once a tired, unappealing strip of shops has gained new life and the Cermak Plaza is once again a destination – just try navigating the parking lot.

Now it’s the North Riverside shopping centers, developed in the 1960s and 1970s in the Harlem-Cermak area that are showing their age and obsolescence.

Those shopping centers are now in something of a transitional period and face a new reality of a weakening retail sector facing extra pressure from a pandemic that is driving even more customers to shop online.

The shopping center of old is on its way out, and the village of North Riverside and other towns that depend on sales, amusement and food-and-beverage taxes is in the midst of some serious self-examination.

The good news is that the Harlem-Cermak corridor is going to remain a hub of activity and traffic, bringing in people from all over. That remains attractive to retailers like Binny’s and Hobby Lobby and to amusement centers like Urban Air and Round One, which quickly filled important commercial vacancies as weaker traditional retailers exited.

North Riverside officials are in the midst of a major overhaul of its zoning code and land use plan as part of a strategic planning process that began last year. It’ll take some months yet for that process to be completed – and the pandemic isn’t helping in that respect – but it’s crucial work for a town that has to reinvent itself as a destination in a post-big box retail world.

Mask discipline, please

It’s summer, and hotter than blazes, and it’s great to get back out into the world.

Last weekend, the first under Phase 4 of Restore Illinois, drew big crowds to places like the North Riverside Park Mall.

But, people, you gotta wear your face coverings.

As we walked through the mall each day last weekend – Saturday was particularly crowded with shoppers waiting in lines outside capacity-limited stores and squeezing by each other at common area chokepoints – there were just way too many people either not wearing masks properly or just not at all.

There are examples all over this nation of what happens when simple steps like maintaining physical distance or wearing masks are ignored. In the absence of a nationwide plan to limit the spread of COVID-19, we’re largely on our own to make sure we’re doing all we can.

The pandemic is not gone, not by a long shot. It’d be a shame to have to move backwards after three solid months of working so hard to keep it under control.

Peter’s family has maintained the local grocery store since May of 1981 when his grandfather took over a former Jewel store.

The Fourth goes forth: Hope you are ready to welcome Riverside’s July 4 “parade” when it comes down your street. The parade route will not be published, so just be ready.

I can tell you it will start at 9 a.m. and will first go over to the Hollywood section of Riverside west of First Avenue and then back to start its trek through the rest of town. Hope they make it to Selborne Road where we’ll have a nice new street done in time -- I hope.

nd the Riverside Township Lions Club Person of the Year is …

Peter Boutsikakis from Riverside Foods.

Boutsikakis was chosen by a committee of the Lions Club after reviewing numerous nominations. Those recommending Boutsikakis to be Person of the Year cited his many services to Riverside, schools, community and organizations above and beyond his position as co-owner of Riverside Foods.

His efforts during the early days of the pandemic found him accommodating his customers by expanding deliveries, instituting senior hours and rolling out a curbside pickup service. He also maintained a high standard for his employees and shoppers by following health recommendations.

When told he had been chosen for the honor, Boutsikakis was humbled and felt there were many others deserving of the honor.

In a normal year, the Person of the Year is honored by riding in the July 4 parade and at a dinner in the late summer at the Riverside Golf Club. Due to circumstances created by the pandemic, those plans are on hold, but he will be honored when it is possible.

Give Brookfield seniors a break on water charges

Equal justice for all transcends politics

Seniors are under such trying times like everybody else. Concerning our water bills in Brookfield, I sent several emails to President Kit Ketchmark concerning how we are billed for water.

I am sure most seniors do not use even use half of the water that we are billed for. There is no reason why we should be billed a minimum charge. This is quite a hardship on all of us seniors.

Another item you would think that Ketchmark could cat least send an answer to reply.

In reply to “Yearning for the good old days” (Letters, June 24) by John Brokopp, equal justice for all, no matter one’s skin color or culture would seem, to me, to be an ideal that transcends any political party, not a left or right agenda.

Why is that considered brain-washing or rewriting history and a tactic of despotic power groups? To me, all groups that consider whites superior would be a despotic group.

In my opinion, whites need to own up to the fact that our enslavement of people of color and different cultures is a part of our past and, yes, a shameful part of that past.

Now we work to finally make the words “equal and justice for all” mean just that.

The time is right now, not in the future.

Liberty and justice for all are beautiful words. Let us make them true for all people.

Wasting money on Swan Pond improvements As often as Swan Pond now floods (we’ve had what, five straight record-setting Mays for rainfall, each major rainfall flooding Swan Pond), money spent trying to improve it when Mother Nature isn’t cooperating is not fiscally responsible decision making.

A mask is not a political statement

n today’s political theater it has become a controversy to wear a mask. Some claim it violates constitutional rights, some go as far as to say they can’t breathe.

Yet doctors, and nurses are wearing them all day long to take care of us, and they are not dying from lack of breathing.

Some are saying it takes away from their freedom, their right to peacefully assemble and protest. Well they are right, it takes away the freedom to be irresponsible, like many of our laws.

You can still peacefully assemble and protest with a mask on. Black Lives Matter marchers have been doing it for weeks now.

I have a car that can go about 120 miles per hour, you may have one that goes about the same speed. But none of us have streets close to where we live that will allow that to happen. In fact we have put up speed limits to keep us from going too fast, and we do it for public safety.

We have put up street signs and stop lights. We test and issue licenses, all in the name of public safety. Now nobody has ever complained about driving guidelines, because we never had it politicized.

Now we didn’t have these road precautions before the invention of the automobile, I guess because horses were not stupid enough to run over or crash into each other. But when we started to get more, and more drivers, it became necessary to limit what we could do with our cars, even though they could do more.

And yet no one complained. In fact, within the last few decades, an organi-

zation dedicated to stopping drunk driving has emerged, Mothers Against Drunk Driving (MADD). Again, this was done for public safety, and again no one complained. Within the last decade we were forced to wear seat belts, again not about politics, but about public safety.

Well, now we are facing a virus, and doctors are saying we need to wear masks for public safety. However, because of politics and a denial of the current medical situation, we have fallen into a controversy about wearing a mask or face covering. In fact, I would not be surprised to find out that some that refuse to wear a mask would rather wear a hood.

I think it’s time to start to think about the situation, instead of the politics of it. If President Trump had agreed with the doctors, like every other countries’ leaders did, he would have agreed with wearing a mask and this would not have been a political controversy.

However, this is only a controversy if you let it become one. I hope everyone that reads this will start to think for themselves about what is really happening in America, and take the right precautions, because it is the right thing to do, not because it’s the political thing to do or not do. Public safety for all is not political. It is necessary and in all of our best interests.

The good news is the virus will one day be cured, and we won’t have to wear masks forever. But we will still have to obey speed limits and wear seat belts.

I hope that won’t get politicized or we may have to go back to using horses for travel.

Girls wrestling gets state tourney after strong year Sport will be officially recognized by IHSA for 2021-22 season

While high school sports programs in Illinois wait to hear if there will be a fall season, the wrestling community received the news last week that girls wrestlers will have their own state tournament in the 2021-22 season.

Because girls wrestling will have its own state series, it will no longer be considered an “emerging sport,” making Illinois the 25th state to sanction the sport.

The Northwest Herald first reported that the IHSA held a virtual meeting on June 15 to announce the news.
