North Riverside trustees are all in agreement that they would like to hire three additional police officers and three additional firefighters during the 2022-23 fiscal year, which started May 1.

Doing so would create an additional expense of roughly $556,000, an amount that will fairly rapidly increase as the new emergency personnel receive contractually negotiated step raises.

Village hall will be open to all Cook County suburban voters through June 27

Brookfield Village Hall, 8820 Brookfield Ave., is once again serving as an early voting site for the 2022 Gubernatorial Primary Election through June 27, providing any suburban Cook County resident the opportunity to cast an in-person ballot prior to Election Day, which is Tuesday, June 28.

While there are no village-level races on the ballot in this election, there are a host of federal, state and county-level posts up for election, including races for U.S. Senate and U.S. Congress; Illinois governor, lieutenant governor, secretary of state, attorney general, treasurer and comptroller; Senate and House seats in the Illinois General Assembly; Cook County Board president, commissioners, sheriff, treasurer, assessor and Board of Review; and a slew of state and county judicial races.

There are no local referendums on this year’s primary election ballot.

The Brookfield Village Hall early voting site – like all of the roughly 50 early voting sites across suburban Cook County will be open during the early voting period to voters Monday through Saturday from 9 a.m. to 5 p.m. and on Sundays from 10 a.m. to 4 p.m.

You do not need an excuse to vote early and a government-issued ID is not required to vote, although it can help if there’s a question about a voter’s signature.

Early voting and Election Day polling places will also now be equipped with electronic voter check-in devices, rolled out by Cook County Clerk Karen Yarbrough earlier this month during a press conference in Cicero.

ing to thumb through large paper poll books.

Each device can pull up a voter’s registration, verify signatures and ensure they are given the proper ballot.

If you are not registered to vote, you can register at all early voting sites. Anyone registering for the first time or filing for an address change must present two forms of ID. Types of ID acceptable can be found on the Cook County Clerk’s website at tinyurl.com/2y96yedu.

All early voting is done in person on electronic touchscreens, since poll workers need to be able to offer the correct ballot to all who are registered to vote anywhere in suburban Cook County. Once cast, ballots will be securely stored until votes are counted after polls close on election night.

In addition to the Brookfield Village Hall early voting location, here are other early voting sites located in the vicinity of Brookfield, North Riverside and Riverside: ■ Cermak Plaza, 7003 W. Cermak Road, Berwyn (south of Shoe Carnival) ■ Cicero Community Center, 2250 S. 49th Ave., Cicero

At her press conference on June 2, Yarbrough also reiterated the need for Election Day poll workers. Election judges get $200 for Election Day, while polling place technicians are paid $365.

Cruise Nights are back

Riverside Garage’s annual Cruise Nights will return to downtown Riverside this summer on June 16 from 6 to 9 p.m. in and around Centennial Park, 10 Pine Ave. Classic car owners who would like to show off their wheels do not need to sign up and will be admitted on a first come, first served basis. No awards will be given out.

There will be live music and vendors, and there’s no admission fee to come and enjoy the car show.

Colleagues face off in primary for county judge nomination Western Spring residents are both Cook County prosecutors

There are two judicial races in the 4th Subcircuit in the June 28 primary. While much of the attention has been on race which includes Riverside resident Chloe Pedersen, former Brookfield resident Jerry Barrido, Patrick Campanelli and ShawnTe Raines Welch, the wife of Illinois Speaker of the House Chris Welch, there is another contest.

The two candidates in other 4th Subcircuit race are Nicholas “Nick” Kantas and Amanda Moira Pillsbury. Both are career prosecutors in the Cook County State’s Attorney’s Office and both live in Western Springs.

Kantas, 43, now works as a supervisor in the juvenile justice division overseeing prosecutions of juveniles while Pillsbury, 42, is a first chair prosecutor in a courtroom at the Bridgeview Court House.

As a first chair prosecutor Pillsbury oversees all the prosecutions assigned to a particular judge and tries the most serious cas-

es, such as murders and aggravated drunk driving cases that result in a death, herself.

“I get any case that involves a dead body,” Pillsbury said.

Kantas, a former first chair prosecutor, has tried approximately 40 jury trials while Pillsbury has prosecuted about 20.

One difference between the candidates is their ratings by bar associations.

While Kantas has been rated recommended or qualified by every bar association that has weighed in on the race, Pillsbury has been rated as qualified or recommended by eight bar associations, including the Chicago Bar Association, but has been rated as not recommended or not qualified by five bar associations.

The Chicago Council of Lawyers, traditionally known as the pickiest bar association when it comes to judicial evaluations, rates Pillsbury as not qualified. While praising her legal ability, the Chicago Council of Lawyers say that some have questioned her temperament and diligence.

“Most respondents praised her temperament but a few noted that she can, on occasion, be abrasive with opposing counsel,” the Chicago Council of Lawyers evaluation states. “She has substantial litigation experience although some respondents noted that a substantial amount of her experience has been in less complex matters. Most respon-

dents praised her trial skills, although there were a few respondents who questioned her diligence.”

The Illinois State Bar Association, the Black Women Lawyers Association, the Hispanic Bar Association, and the Cook County Bar Association, which is made up mostly of Black lawyers, also all found Pillsbury not qualified or not recommended.

Pillsbury, who ran unsuccessfully for judge countywide in 2018 and 2020, told the Landmark that her negative ratings probably stem from her job as a felony prosecutor who tries high stakes and contentious cases.

“I don’t think a passion for doing a trial should be mistaken for poor temperament,” Pillsbury said.

She also criticized the process used by the Chicago Council of Lawyers in their evaluation process.

“Their ratings are based on a very short interview that’s a couple of minutes long,” Pillsbury said. “The pool of people that they speak with during their investigation is a very narrow pool, usually with defense attorneys or maybe other attorneys. They may be more accurate if they talked with those who observed and interacted with me on a daily basis for the last 17 years.”

Pillsbury noted that she has been found qualified or recommended by the largest bar association in the area, the Chicago Bar As-

sociation, and by groups such as the Women’s Bar Association, the Puerto Rican Bar Association, the LAGBAC-Chicago LGBTQ+ Bar Association and others.

Pillsbury, whose father was a long time union electrician, has also been endorsed by the Chicago Federation of Labor and by the pro-abortion rights group Personal PAC, upon whose board Pillsbury sat until she resigned to run for judge.

Kantas is more politically connected. He has the support of State Sen. Steve Landek and the Lyons Township Democratic Organization. Kantas is the son-in-law of Al Ronan, a former state representative who became a powerful lobbyist. Kantas’ wife is also a lobbyist.

He has received campaign contributions from powerful players in Illinois politics, such as House Minority Leader Jim Durkin (R-Western Springs); LaGrange Park resident Heather Vaught, who is a former chief counsel for former House Majority Leader Michael Madigan; and the Del Galdo Law Group, which represents a number of municipalities in the western suburbs.

Kantas served for two years on the board of the Lyons Township Treasurer of Schools, commonly known as the TTO. He said that his wife’s lobbying activities would have no impact on him should he become a judge.

Dems in state rep race clash over campaign mailer Rashid slams Zalewski piece claiming he’s backed

by GOP fundraiser

As the campaign hits the final stretch before the June 28 primary, state Rep. Michael Zalewski (D-Riverside), who has been repeatedly attacked by opponent Abdelnasser Rashid throughout the campaign for his vote against repealing a parental notice requirement for minors seeking abortions, hit back with a campaign mailer stating Rashid has accepted campaign donations from donors who back Republicans who oppose abortion rights. Rashid is crying foul saying that the mailer is distorted and inaccurate.

“Abdelnasser Rashid has been backed by a prominent Republican fundraiser who once spoke at the Republican National Convention and who has donated $35,000 to Republican politicians, including candidates who oppose civil rights and a woman’s right to choose,” the mailer states.

Rashid is crying foul, saying that the mailer is distorted and inaccurate.

The “prominent Republican fundraiser” the mailer refers to, but does not name, is Talat Othman, an 86-year-old Palestinian American businessman from Chicago who was the founding president of the ArabAmerican Business and Professional Association.

Othman, who has been contributing to political campaigns at least since the 1980s, contributed $250 to Rashid’s campaign for county board in 2018 and another $250 to his campaign for the Board of Review in 2020.

Othman told the Landmark in a telephone

that he has also contributed a total of $1,250 to Rashid’s current campaign, including a recent $1,000 donation at a fundraiser.

In 2000, Othman gave an opening prayer at the Republican National Convention and the year before contributed $1,000 to George W. Bush’s presidential campaign. He has also contributed in the past to the presidential campaign of George H.W. Bush and a number of other Republicans, including former Illinois Senator Peter Fitzgerald, a strongly pro-life Republican, and to the Republican National Committee and the National Republican Senatorial Committee.

But Othman also has a long history of contributing to Democrats and has mostly contributed to Democrats for nearly the past 20 years, including to the campaigns of former President Barack Obama, Sen. Dick Durbin, and congressional representatives Jesus “Chuy” Garcia, Sean Casten, Marie Newman and a host of other Democrats.

Othman told the Landmark that he grew up in a Republican household and used to be a Republican, but that changed about 20 years ago.

“I did switch from being a Republican to a Democrat, because the Republican Party over the last 20 some years has pulled to the right so far that they’re over the cliff now,” Othman said.

Rashid said that the Zalewski mailer was dishonest.

“Representative Zalewski is lying and he knows it,” Rashid said. “Representative Zalewski is trying to distract from his vote to take away a young woman’s right to reproductive freedom.

Zalewski said he stands by the mailer.

“The attack is that Abdelnasser Rashid chose to accept a contribution from the gentleman who also contributed to Senator Peter Fitzgerald who doesn’t believe in the rape and incest exception,” Zalewski said.

Stolen car recovered in North Riverside, 6 charged

Three teenage boys were charged with felony possession of a stolen motor vehicle after North Riverside police responded to a call of a disturbance in the parking lot of Urban Air, 7401 25th St., on June 7 at 8:25 p.m.

Officers located the vehicle said be involved in the incident, a gray Chevy with six occupants inside, still in the parking lot. A check of the license plates showed that the car had been reported stolen by Chicago police less than 15 hours earlier.

A search of the vehicle revealed identification and credit cards belonging to two people who were not inside the vehicle at the time police arrived. Police also contacted the vehicle’s owner.

A 17-year-old boy and a 15-year-old boy, both of Chicago, were charged with possession of a stolen motor vehicle and released to the custody of a parent.

Another 17-year-old Chicago boy who had prior arrests for aggravated vehicular hijacking and armed robbery with a firearm was charged with possession of a stolen vehicle and turned over to Cook County Juvenile Justice authorities.

Two 18-year-old Chicago men and a 19-year-old Chesapeake, Virginia, man were charged with misdemeanor criminal trespass to a motor vehicle and released on bond.

Attempted burglary Brookfield police responded to a home in the 3200 block of Arthur Avenue on the morning of June 12 after the homeowner reported that it appeared someone had attempted to break into the residence sometime after 9 p.m. on June 11.

According to police, a nailed-shut basement window had been forced open, breaking a clothes rack just underneath it and pushing aside a dehumidifier. In addition, there were items on the floor of the basement near the window – a pair of greenframe eyeglasses, a container of sunblock and a black pen – that did not belong to the homeowners.

Nothing else in the basement appeared disturbed or missing.

Catalytic converter thefts Suspected catalytic converter thieves were able to elude arrest on two separate occasions in Brookfield during a four-day period in which the devices were stolen from nine vehicles.

On June 9 at about 4:20 a.m. a crew of thieves in a silver Nissan who had jacked up and sawed through a catalytic converter on a 2004 Hyundai in the 3900 block of Grove Avenue fled after a neighbor woke up from the noise and shouted at them. The catalytic converter of a 2019 Nissan van was also removed during the overnight hours in the 4400 block of DuBois Boulevard.

Brookfield police also reported two catalytic converter theft reports on June 7 in the 4000 block of Grove Avenue and the on June 8 in the 4200 block of Deyo Avenue.

Police reported four incidents, possibly all related, during the overnight hours of June 9-10 in the 3600 block of Rosemear Avenue, the 3500 block of McCormick Avenue, the 3800 block of Hollywood Avenue and the 8500 block of Brookfield Avenue.

A resident of the 3600 block of Rosemear Avenue called police at 3:16 a.m. on June 10 to report a black Dodge Charger being involved in the catalytic converter theft there.

Police responded and an officer located the Charger, which took off at high speed, colliding with the police squad car as it fled the area at speeds reaching 90 mph on First Avenue.

■ North Riverside police responded to the 2500 block of 9th Avenue on the morning of June 10 after an Oak Park man called to report that during the overnight hours someone had removed the catalytic converter from the undercarriage of his 2012 Ford Escape.

■ A resident of the 500 block of East Parkway Road, Riverside, called police on June 8 to report that during the overnight hours someone had sawn the catalytic converter from his 2008 Honda Element, which was parked in the driveway of his home.

Woman allegedly attacks store manager North Riverside police charged a 20-yearold Indianapolis woman with battery, criminal damage to property and disorderly conduct after she attacked the 66-year-old manager of K-Stone Beauty, 7401 24th St., who told her he was calling police after the woman had knocked two merchandise displays to the ground after she felt a cashier “was giving her attitude,” police said.

The 47-year-old female cashier said the woman and others with her “came in disgruntled,” according to the police report, and called her a “bitch” after making a pur-

chase. The cashier reportedly replied “whatever” to the woman, who then knocked over two display cases.

The alleged offender told police that the cashier called her a “bitch” as she was leaving after allegedly “giving her attitude during her entire visit,” police reported. She also stated the store manager grabbed her first, causing her to respond by punching him. The victim suffered a bruised and swollen right cheek and scratches to his back

Riversider recognized for bravery during Lyons fire

R

iverside resident and Cicero firefighter Lt. Brian Kulaga was recognized on May 31 with a resolution commending his bravery during a fire emergency in Lyons in February.

Off duty at the time, Kulaga was running errands that afternoon when he spotted smoke coming from a second-story apartment above Waterworks Pizza and Tavern, 7815 Ogden Ave. He alerted employees, evacuated two apartment residents and helped Lyons firefighters with hose lines.

Earlier in May, Kulaga received a Medal of Honor from the Office of the Illinois State Fire Marshal. On May 31, he accepted a resolution commending his bravery from local state representatives Elizabeth “Lisa” Hernandez (D-Cicero) and Michael Zalewski (D-Riverside) in a ceremony at the Cicero Fire Department.

“Even when he was off-duty, Lt. Kulaga put himself in harm’s way to save the lives of others and help his fellow firefighters finish the job,” said Hernandez in a press release. “His actions clearly demonstrate courage and selflessness beyond the usual call of duty and our community is safer because of his service and dedication.”

Severe storm causes widespread tree, property damage Thousands without power as heatwave steams into area

A storm that brought torrential rain and extremely high winds that blew through the area at around 7 p.m. on June 13 downed scores of trees in North Riverside, Riverside and Brookfield and left hundreds of homes without power ahead of a weather system expected to bring temperatures reaching 100 degrees in the coming days.

Crews worked on the night of the storm and the morning afterward to clear downed trees from roadways, sidewalks and driveways. Brookfield Zoo sustained extensive tree damage throughout the park, said Dr. Michael Adkesson, president and CEO of the Chicago Zoological Society.

No animals or people were injured by falling trees or limbs and no buildings were damaged, but the extent of the tree damage was enough that the zoo delayed opening until at least 1 p.m. on June 14, when Adkesson said he hoped to be able to open half of the zoological park to visitors.

“It’s pretty much across the park,” Adkesson said. “There are dozens of large trees down that snapped, and a lot of big limbs down. Crews are working to clear as much stuff as they can.”

The southern end of Riverside and the northern end of Brookfield sustained heavy tree damage, with mature oaks and other species crashing across streets, driveways and front lawns. In several instances, such as at the corner of Washington and McCormick and the first block of Lawton Road in Riverside, trees came down directly on houses.

Andy Daun’s home on Lawton Road just north of Riverside Road in Riverside was crushed by an enormous white oak tree that uprooted in his front yard. Daun was inside the house about 15 feet away from where the tree hit, but he was not injured.

“I just kind of freaked out a little bit and ran into the garage and between two door frames there, because there’s no basement,” Daun said. “I heard a ton of noise and some smaller leaves hit the side of the house and then heard this giant crash. You could feel the whole house shaking.”

“We’re pretty fortunate that nothing happened,” Cowell said.

Residents there reported that winds were completely still moments before extremely strong gusts whistled through the neighborhood.

“Watching the top of the trees, they went from mysteriously still and then, you know how a storm blows straight? The [tree tops] started doing a rotation. These things snapped,” said Tom Zidlicky.

WGN-TV meteorologist Mike Janssen tweeted just after 7 p.m. as the storm came through the area that “a severe thunderstorm capable of producing a tornado was located over North Riverside, or over Maywood, moving southeast.”

While the winds experienced locally were part of a storm that did produce tornadic winds, data Tuesday morning did not indicate a tornado came through Brookfield, North Riverside and Riverside, said Casey Sullivan, a meteorologist for the National Weather Service’s Chicago office in Romeoville.

“Right now we believe in that area that it

was straight-line wind damage,” Sullivan said. “We’ll have a team that will be examining the damage, but based on the data the best tornadic signature was near Streamwood, but it was part of the same storm.”

The National Weather Service on Tuesday morning had just two official wind gust readings for the area on the evening of June 13. The strongest gusts at O’Hare registered at 84 mph, while at Midway, the strongest gust was 69 mph, Sullivan said.

North Riverside Public Works Director Vince Ranieri, who lives on the far west end of the village, said the wind sounded like a locomotive as it came through.

“I’ve been here 25 years and I can’t remember the last time we had something like this come through,” Ranieri said.

As of 8 a.m. on June 14, Ranieri said the “majority of town” was still without power and that on the east end of the village, the severe damage appeared to be concentrated between 23rd Street and Traube Street, particularly in the 2300 and 2400 blocks of Burr Oak Avenue and the 2500 block of Hainsworth Avenue, all of which still had fallen trees blocking the roadway that morning.

In Brookfield, according to Public Works Director Carl Muell, the storm damage appeared to be concentrated in a corridor between 26th Street and Washington Avenue, in particular the very north end of the village.

“It looks like devastation,” Muell said.

One tree in the 9000 block of Bartlett Avenue, Muell said, looked as if it was twisted off its trunk.

“In my 30 years, what I witnessed last night, I’ve never seen that,” Muell said.

Those attending the Brookfield Village Board meeting sought shelter in the village hall basement as the storm came through.

Power went out within minutes and the meeting had to be recessed until a later date.

Outside a handful of trees were blown down in Kiwanis Park, including an oak tree that snapped about 15 feet from its base and landed on the concession stand next to Overholt Field.

More than 1,000 households throughout Brookfield remained without power as of mid-morning on June 14, while ComEd reported about 1,500 without power in North Riverside and close to 1,000 in Riverside.

Power had been restored at Brookfield Village Hall and the Linda Sokol Francis Brookfield Library as of Tuesday morning and both have been designated as cooling centers for those still without power seeking relief from the heat.

Muell put out a call for mutual aid to help Brookfield public works employees clear up all the damaged trees and limbs.

Starting on June 15, additional crews from Montgomery and Wilmette were scheduled to assist.

As of Tuesday morning, Riverside Village Forester Michael Collins was still trying to get a full assessment of the damage, which he said appeared worse on the south end of the village. In addition to the tree that fell on the Lawton Road home, trees also crashed onto homes in the 200 and 300 blocks of East Quincy Street.

Riverside public works crews spent six hours on June 13 just trying to clear roads so emergency vehicles could get through.

“This is the worst I’ve seen,” said Collins, who has been Riverside’s forester for 17 years, of the damage to the tree canopy.

“I’ve never seen a storm event with multiple trees on houses.”

Komarek teachers get new 4-year contract 5% percent raises granted in first and last years of deal

Last month, the teachers’ union at Komarek Elementary School District 94 and the school board both approved a new fouryear contract that will run through the 2025-26 school year.

Teachers will get a 5-percent raise next year, which will be a combination of a 4-percent boost in base salary and 1-percent raise in lane adjustments. In the second year and third years of the contract, teachers will get raises based on the consumer price index but with a floor of at least a 2.5 percent and a maximum raise of 4.5 percent in base pay.

Hard decisions ahead from page 1 the fiscal year – without adding in the new officers – is already projected to be a little more than $4.2 million – almost 20 percent of the village’s entire budget, according to the 2022-23 preliminary budget, which elected officials have been wrestling with since late May. On June 20 at a budget workshop scheduled after that night’s regular village board meeting at 7 p.m. at the Village Commons, 2401 Desplaines Ave., trustees are expected to finally make a decision about what new expenses and revenue streams or budget cuts they will make prior to adopting the budget and passing an appropriations ordinance in July.

The desire to beef up the roster of police officers and firefighters is in conflict with the reality of North Riverside’s preliminary budget, which – before adding in any wishlist items such as more personnel and other big-ticket items -- projected a deficit of nearly $1.7 million.

At the most recent budget workshop on June 6, Village Administrator Sue Scarpiniti told elected officials that she had made adjustments to sales tax projections that have

base pay.

“I think the contract is good for teachers,” said Komarek Superintendent Todd Fitzgerald. “They’re be given fair wages in light of what’s going on these days with inflation and the economy.”

Fitzgerald said the contract is also good for the district, because raises in the second and third years of the contract are tied to the consumer price index, which also determines the increase in the district’s tax levy.

“Having this connected to the consumer price index will allow us to move forward in a fiscally responsible way and not overextend our budget when it comes to teacher salary,” Fitzgerald said.

It only took four negotiating sessions over two to three weeks for the union and

school board to agree on the new contract.

“There was really outstanding collaboration between the Board of Education and the union co-presidents and representatives that were part of the negotiation team,” Fitzgerald said.

The new starting salary for a Komarek teacher with just a bachelor’s degree will be $43,000. The starting salary for a teacher with 15 graduate credit hours in addition to a bachelor’s degree will be $44,000. The new starting salary for a teacher with a master’s degree will be $49,000.

In the second and third years of the contract, the starting salaries for new teachers will rise by 1 percent less than the raises for currently employed teachers. In the fourth and final year of the contract, the starting salary for new teachers will rise

by 4 percent.

The school board will have the discretion to pay new teachers that have experience at other districts an amount equal to but not to exceed what is paid to currently employed Komarek teachers with similar experience and education.

The district will continue to pay 100 percent of the cost of single health insurance for teachers. A teacher who chooses not to be covered by district’s health insurance plan and provides proof being covered by another health insurance policy is eligible to be reimbursed for up to $2,000 annually for medical expenses.

Last year, teachers at Komarek only received a 1.25 percent raise as the previous three year contract was extended by one year.

taken that projected deficit down to roughly $920,000.

The hiring of additional police officers and firefighters would result in significant savings in the $1 million paid out to current staff in overtime, but that benefit would fade as those personnel earn higher salaries.

As of June 6, trustees had not ventured many suggestions for raising the additional revenue needed to fund new personnel or capital items nor did they suggest possible cuts in services to offset the new costs. And their reluctance to do so has frustrated Scarpiniti, who needs policy direction from elected officials to produce a final budget document.

“We’ve been asking the board to make some of these hard decisions for years,” Scarpiniti told trustees at the end of a nearly three-hour workshop on June 6. The budget workshop on May 21, which lasted almost five hours, produced little in the way of direction.

Trustee H. Bob Demopoulos suggested that perhaps the budget projections were not that dire given Scarpiniti’s track record of conservative revenue budgeting. The village board, for example passed a 2021-22 fiscal year budget that showed a general operating fund deficit of $1.2 million. The village ended the fiscal year about $370,000 in the black.

“The cash receipts reports are phenomenal. Our businesses are rocking and rolling,” Demopoulos said. “Sue budgets for a

catastrophe, but most of the time we don’t have worst-case scenarios.”

Scarpiniti argued that she budgets revenue projections she knows are certain and that retail sales and other sales taxes collected can be volatile.

“I have no idea when to expect inflation at 7 or 8 percent or if we go into a recession,” Scarpiniti said. “This is what I know and can guarantee what we collect. It is imperative we stay conservative on revenues.”

The surplus the village experienced in 2021-22 was unexpected and achieved only though a one-time $1.1 million injection of cash through the federal American Rescue Plan Act in the wake of the COVID-19 pandemic.

“Take away that revenue and we would’ve been right on in our projection of an operating deficit,” Scarpiniti said.

Some new revenues already agreed to by trustees – increased vehicle sticker fees, a new fee charged for the village’s new rodent mitigation program and charging the maximum license fee of $250 for each video gambling machine in the village – have already been incorporated into the general operating fund projections.

Trustees in their workshops held on May 21 and June 6 also agreed to increases in water rates and waste hauling fees in order to pull those funds, which are separate from the general operating budget, out of the red.

The one tangible suggestion for raising

operating revenue floated by Trustee Jason Bianco was lifting the village’s cap on the number of standalone video gambling cafes, which is limited to 10.

“It’s in our best interest to look into that again,” Bianco said on June 6. “The moratorium is only cutting us out of revenues.”

Video gambling has become a fairly lucrative revenue source for North Riverside.

The more than 100 machines in the village’s bars, restaurants and gambling parlors brought in about $440,300 in 2021. In April of this year alone, the most recent month for which there is data, the village collected $42,000, putting the village on course for collecting close to $500,000 in 2022.

But trustees were not wholly receptive to Bianco’s suggestion. Trustee Terri Sarro, who has been leading the budget workshops and is the chair of the village’s board administrative committee, said the proliferation of gambling parlors has been a sore spot for many residents.

“We have all as elected officials received complaints from the residents not wanting more,” Sarro said. “We have to take that into account.”

The village board is required by state law to pass an appropriations ordinance by the end of the first quarter of the fiscal year, which is July 31. While the board is on pace to do that, there are fundamental questions that remain unsolved going into the board’s June 20 workshop.

New security cameras slated for Riverside Twp. Hall 18 high-def devices will replace a dozen installed at least a decade ago

This summer workers will install a total of 18 surveillance cameras – two outside and 16 inside – the Riverside Township Hall, 27 Riverside Road in Riverside, following action taken by the township board in April.

The new high-definition cameras will replace a dozen existing cameras that are at least a decade old and whose video footage is clumsy to use.

“We have had four [cameras] since before 2006, and five more were added in 2012,” said Riverside Township Supervisor Vera Wilt.

“Of course, it is old technology, with no night vision and no high definition. Recordings have to be viewed on a separate monitor. The new ones can be accessed from staff computers and will have much better clarity.”

Trustees voted 5-0 on April 12 to award a $31,400 equipment and installation contract to Elmhurst-based Griffon Systems, which is

also the vendor for the village of Riverside, whose police monitor a network of cameras at high-traffic locations along First Avenue, Harlem Avenue and in downtown Riverside.

“We’re looking to cover any interaction with the public, inside and outside the building for security and safety,” Paul Grefenstette, president of Griffon Systems, told trustees in April.

Griffon Systems was the lower of two proposals the township received for the cameras and installation. A fully cloud-based system pitched in March by Versatile Computer Services Inc. of Park Forest would have cost about $41,850.

The new cameras will store video on a server that will be owned by the township and located within the township hall. However, anyone with access privileges can have the video served to them on their phones or other devices using cloud technology.

Video is saved on the local server for 30 days.

“Riverside Police Department uses the

same system, so they’re well-versed in the system and sharing video with the police is very easy,” Grefenstette said.

The system will include 16 Avigilon dome cameras, which will be installed inside the building and are capable of providing highdefinition images with remote zoom and focus features.

The outside cameras will be installed at the front entrance and overlooking the west parking lot. One of the cameras will be a “bullet” model that provides “maximum coverage for seeing activity in complete darkness” and a panoramic camera that rotates 360 degrees, works in low-light settings and can record high-quality audio.

Wilt said she did not know exactly when the cameras would be installed.

“There have been some supply chain delays, like everywhere else, but once the equipment is received by the vendor, we expect installation sometime early to mid-summer,” Wilt told the Landmark.

New GWMS principal ‘right at home’ in District 103 Superintendent impressed with Dakins ‘compassion and trauma-informed experience’

The new principal at George Washington Middle School expects to feel right at home when he starts his new job this summer.

Joshua Dakins, who was hired by the school board on April 26, has spent his entire career working in schools that are predominately Hispanic and have a significant number of low-income students.

Dakins is currently assistant principal at Bardwell Elementary School in Aurora where 93 percent of the students are Hispanic and 76 percent are classified as low-income. At GWMS, 72 percent of the students are Hispanic, 20 percent are white, and 5 percent are Black. Seventy-eight percent of GWMS students are classified as lowincome.

“Everywhere I’ve been I’ve looked specifically for this demographic just because I grew up in a community very much like this in Waukesha.” said Dakins. “Most of

my friends were Latino or African American and so to me it just feels like home.”

Dakins has extensive experience in middle schools. After graduating from Carroll University in Waukesha, he began his career as a sixth-grade social studies and science teacher at Jack London Middle School in Wheeling. He went on to teach at Lincoln Middle School in Schiller Park before becoming an administrator.

Dakins spent 10 years in West Chicago, first as an assistant principal at Leman Middle School and then became the principal of Currier Elementary School. After three years as principal at Currier, he took a year off to be a stay-at-home dad.

After a year of changing diapers and preparing lunches while taking care of a newborn child and a toddler, Dakins returned to work as an assistant principal at Springwood Middle School in Hanover Park before moving to Bardwell in 2019.

Dakins was recommended to the school board after one interview with Lyons Dis-

trict 103 Superintendent Kristopher Rivera and HR Director Stephanie Koenig.

“The one thing that I liked is his compassion and trauma-informed experience,” Rivera said. “In education right now [there] is a strong push to address the social-emotional needs of not only students but staff as well. He comes across as a very caring individual.”

Discipline has been a problem this year at GWMS, and Dakins is also expected to address that issue.

“There’s been some adjustment coming back from the COVID,” Rivera said. “There seemed to be more discipline occurrences than the previous time we had kids in the building.”

Rivera noted that students across the state have had trouble returning to in-person school after so much remote learning in 2020 and 2021.

Dakins is anxious to get started at GWMS. “I’m looking forward to getting in and meeting everybody, finding out where we’re

at and seeing where we can take it to the next level,” Dakins said.

Dakins is replacing Carol Baker, who is not returning after two years as principal at GWMS. Baker was apparently offered a job as the principal of Edison School but declined to move to an elementary school.

Including Baker, the last three principals at GWMS have only stayed for two years each.

Rivera hopes that pattern changes with Dakins.

“I hope he stays awhile,” Rivera said.

Dakins will be paid $126,087 next year and will serve both as principal of GWMS and as the athletic director for District 103.

When Dakins was originally hired on May 3, his salary was set at $117,000. But on May 24 the District 103 school board approved an addendum to his contract in which Dakins will work 222 days next year instead of the 206 days originally approved on May 3.

His salary was boosted to compensate him for the additional days that he will work.

At Komarek School District 94 in North Riverside, Superintendent Todd Fitzgerald, who is completing his second year as superintendent, got a new three-year contract and a 5-percent raise, boosting his salary next year to $164,530.

In Riverside Elementary School District 96, the school board voted 5-0 to give Superintendent Martha Ryan-Toye a 5-percent raise, increasing her salary to $214,676.

District 96 Special Education Director Pam Shaw is getting a 4.5-percent raise in her final year before retirement, pushing her salary to $154,782 next year. All other administrators in District 96 are getting 3.33-percent raises.

In a memo to the board of education, board member Wesley Muirheid, who chairs the board’s personnel committee, said Ryan-Toye deserved a raise beyond the standard 3.33-percent raise in recognition of the work she did to keep the district moving despite the disruptions caused by the pandemic.

“We continued to grow and achieve our goals despite the pandemic due to the leadership Martha provided throughout the past two years,” Muirheid wrote.

In District 95 Superintendent Mark Kuzniewski is getting a 6-percent raise that is specified in his contract, which will boost his salary to $242,698 next year.

Riverside Brookfield High School District 208 Kevin Skinkis will be heading into the final year of his contract next year. He does not yet have a new contract, although that could change as soon as the next school board meeting on June 14.

District 208 school board President Deanna Zalas said the school board has been having discussions about a new contract or contract extension for Skinkis.

Roadrunners race to first state baseball title Five-run fifth inning ices 17th straight win for Nazareth Academy

The first state championship trophy in Nazareth Academy baseball history briefly had another distinctive feature Saturday.

There were a pair of buffalo horns on top.

Moments after the Roadrunners’ 5-1 championship victory in the IHSA Class 3A state finals over Chatham Glenwood in Joliet, Nazareth coach Lee Milano again referenced the midseason story he told his players about buffalo and cattle.

“When the storm comes, the cattle run away. The buffalo takes the storm head on,” Milano said. “So we are the buffalo. When we face adversity, take it head on.”

The Roadrunners (34-7) weathered many storms for their fifth trip to the state semifinals. They concluded with a program best 17-game winning streak.

“Just watching that last strike is something you always dream of. That’s probably one of the coolest things I’ll ever be a part of,” said senior designated hitter Luke Brabham.

“It’s insane. That last out, the feeling in our bodies, was just amazing,” sophomore left fielder Cole Reifsteck said.

Nazareth played five seniors at state but have 10 players signed or verbally committed for college baseball, five to NCAA Division I programs – seniors Brabham (Morton), Sebastian Gutierrez (Parkland), Sam Wampler (St. Ambrose), Joey Bennett (Aurora) and Redmond Murphy (Central); junior Lucas Smith (Illinois-Chicago); sophomores Nick Drtina (Louisville), John Hughes (North Carolina) and Cooper Malamazian (Indiana); and freshman Jaden Fauske (Louisville).

Milano coached them all, compiling 531 victories in his 23rd season as head coach.

“We talk about this a lot. We play for all of the guys that have been in the program all of the years. We play for all of the young kids that watch and cheer us on and want to be a Roadrunner. And then we play for each other,” Milano said.

Before state, Nazareth received a visit from former Chicago White Sox player Jim Thome, the Hall of Famer with 612 career home runs.

“He said embrace the moment. You’re never going to get this chance again and just

look around and calm yourself down,” Brabham said. “I think that really helped us.”

The Roadrunners broke a scoreless tie with five runs in the bottom of the fifth inning behind runs batted in from sophomore Luca Fiore (single), Reifsteck (single), Brabham (sacrifice fly) and Drtina (single) and a two-out delayed double steal with Drtina and Malamazian from third. Fauske (single), senior Robbie Mishka, courtesy runner for Wampler (walk), Reifsteck and Smith (hit by pitch) also scored.

Winning pitcher Drtina (5.1 innings) and junior reliever Finn O’Meara (1.2 innings) held Glenwood (27-7) to three hits. Drtina (12-1) broke the 25-year-old single season record for pitching victories.

“A perfect time to do it,” said Drtina, who learned he would start Friday night at home.

“My defense, my coaches all put faith in me,” Drtina said. “The fans were great, loud.

I just took that energy and put it forth and knew that I would get the job done. It’s indescribable, amazing.”

Nazareth had four of its five hits in the fifth. Fiore and Reifsteck, the No. 8 and 9

hitters with a combined 18 RBIs, started the scoring after Fiore had an unsuccessful bunt.

“I just went with an approach to stick the bat out and [the ball] went between first and second,” Fiore said. “It’s an awesome feeling to win a state title, especially for [Milano], whose been coaching for so long.”

Reifsteck’s brother, Breven, was a sophomore on the 2018 state qualifier.

“For my brother, for everyone who has played before, all of this is for them,” Reifsteck said.

The Roadrunners won’t forget their 6-5 sectional semifinal victory over Lemont after trailing 5-0 and down to their last strike five times.

Another turning point came May 3. Nazareth was 17-7 after losing the fourth of its past seven games to Marian Catholic 7-5 in extra innings.

“Lucas Smith texted me after we lost and said, ‘Is it time to panic yet?’ ” Milano said.

“I said, ‘Trust me. I’ve been through it before. Don’t panic.’ And we won 17 in a row and won it all.”

very year around this time, elected officials in North Riverside spend hours and hours trying to make the village’s budget look like something other than a boat taking on far too much water.

The task is such that it results in a kind of paralysis, where they look for every small-ticket item that’s possible to tweak, finding $1,000 here and $5,000 there to somehow make all of the numbers balance.

It’s often a hopeless task. Back in the early 2000s, the solution was to throw up their hands and simply not fund their police and fire pensions, until the state of Illinois threatened to force them to use their sales tax revenues to do so. Now a good chunk of that pension obligation is funded through red-light camera fines. The clock is ticking on that $1.6 million or so in revenue and will disappear, possibly forever, starting next spring.

So far this spring, elected officials have spent about eight hours tinkering with their budget. On June 20, they’ll tinker some more. Whether or not they’ll look to enact policies with long-lasting impact is unknown, but the road they’ve been kicking the can down is about to dead end.

Are elected officials up for facing that challenge? Again, we don’t know, but we’d like to suggest one fundamental change in the way the budgeting process works in North Riverside.

Right now, the village board’s budget workshops are conducted within the Administrative Committee of the board, which is chaired by a trustee. This isn’t meant as a slight to Trustee Terri Sarro, who has the unfortunate task of herding cats as she tries to get the board to agree on direction they can provide to village staff.

What these workshops need is a change of format. They need to be conducted as special meetings of the full board or as a committee of the whole, chaired by the mayor. Right now, the mayor is somewhat of a spectator instead of providing the leadership and direction that trustees clearly need.

The mayor needs to be providing the overall policy leadership instead of trustees repeatedly looking to Village Administrator Sue Scarpiniti to feed them solutions they really don’t want to confront.

Because Scarpiniti has repeatedly, over a period of many years, warned many different village boards that they need to confront what is a structural problem with the village’s budget – there are not enough stable revenue streams available to fund what residents have come to expect in the way of services.

She has suggested a referendum to create a tax levy to fund pensions. She has recommended the village board extend its property tax levy every year. Elected officials treat the referendum idea as if it were radioactive and routinely brush off calls to increase the paltry property tax levy.

A day of reckoning is coming, and it’s time to begin confronting it.

t’s hard to believe it goes back to 2009 when Riverside was in danger of foregoing one of its longtime traditions -- the annual July 4 celebration.

The village board at the time felt it was too expensive and cut the program of activities for the residents.

July 4 in Riverside has always been my favorite days since childhood, and I couldn’t envision it not happening again, so there I was to save the day. Determined to have a parade of some sort, I was ready to march down Longcommon Road with the Little League with kazoos to have music and a parade. Joe Ballerine came to my aid and offered to help if I was serious. Serious? Of course I was serious.

We enlisted the help of Danny Jisa and Andy Daun who also wanted to save The Fourth. With the further help of Ben Sells and Rey Navarro we had a committee called the Riverside Friends of the Fourth. The first item on the agenda was to raise funds.

We sent out a message we hoped would reach every resident and business in Riverside to explain the situation and ask for their financial help -- and help they did.

Enough funds were generated through donations and the sale of T-shirts to not only have a parade you be proud of, but also have concert in Guthrie Park the night before. The people came through.

Fast forward to 2022 and we are back in full swing to join with the residents in celebrating our county’s birthday. The T-shirts have been selling quite fast with this year, the concert is scheduled and we anticipate a good time to be had by all. With the price of gas, you don’t have to go far to have a good time. It’s right here.

If you have never attended the July 3 concert, food and beverages will be available for purchase and we encourage to support our local businesses who will be participating. On July 4 in Guthrie Park local organizations will have some eats you won’t want to miss. How about a bratwurst and an old-fashioned lemonade!

However, we still need your support, because we always need funds to keep the celebration going.

You can make your donation with a check made out to the Friends of the Fourth, which you can drop off at the Riverside Recreation Department, 43 E. Quincy St., or the mailbox in front of the village hall.

Claims misinform about state rep hopeful My wife, Sandy, and I have been residents of Riverside for 41 years.

I’m writing to share my concern about the misinformation being shared by State Rep. Mike Zalewski about his opponent, Abdelnasser Rashid. Zalewski claims that Rashid has taken money from a prominent Republican donor.

That donor is Mr. Talat Othman, who has been a close personal friend of mine for 30 years. In fact, Mr. Othman is a Democrat who has given money to President Obama, senators Durbin and Duckworth, Congressman Garcia -- and Abdelnasser Rashid.

Mr. Zalewski’s claim is flat out misleading.

On the other hand, I have seen reports that Mr. Zalewski recently accepted $25,000 from a special interest group that has given hundreds of thousands of dollars to antichoice Republicans. Integrity is important.

Mr. Rashid is the son of immigrants. He achieved a degree from Harvard. I know him and his family. He started in politics as an organizer for the 2008 Obama campaign. He has worked for immigrant rights with progressive elected officials like David Orr, Bernie Sanders and Chuy Garcia.

He is honest to a core. He is unequivocally dedicated to the public good.

I hope your readers will join Sandy and me to support Mr. Rashid for state office.
