Tobolski resigns as Cook County commissioner

No reason given for decision; will leave post March 31

Cook County Commissioner Jeffrey Tobolski, a Democrat whose 16th District includes all of North Riverside and portions of Brookfield and Riverside, will resign his post on the county board at the end of the month. In addition, Tobolski will resign as mayor of the village of McCook, the Landmark has learned.

On March 6, Tobolski submitted brief letters of resignation to Cook County Board President Toni Preckwinkle and to McCook Village Clerk Charles Sobus. The one-sentence letters gave no reason for Tobolski’s resignations.

In a statement, Preckwinkle’s office had little to add about Tobolski’s unexplained departure.

“The president has received a letter of resignation from 16th District Commissioner Jeffrey Tobolski with an effective date of March 31,” said Natalia Derevyanny, Preckwinkle’s spokesperson, in an email. “Commissioner Tobolski did not state the reason for his resignation and the president is not going to speculate.”

Tobolski, who has served as the commissioner for the Cook County Board’s 16th District since 2010, is also the mayor of the village of McCook, a job he’s held since 2007, when he was appointed to the job on an interim basis. He was first elected in 2009.

Cantata residents find their aspiring playwrights Chicago theater troupe finds seniors’ work eye-opening

Every life has a story to tell, and each day we certainly catch a glance into the lives of those we interact with. But how often is it that we take the time to genuinely dive deeper into the history of another person?

For the actors and directors at Chicago’s Silk Road Rising theater group, the answer was not enough.

A few years ago, a group from Silk Road Rising formed EPIC (Empathic Playwriting Intensive Course), developed as a workshop for students in grades 6-12 to understand the importance of empathy through creative writing around personal experiences.

Fortunately, the idea was successful, but Tracy Strimple, Silk Road Rising’s director of education, felt EPIC should not just be limited to addressing a creative writing gap among children, but a population seemingly not tapped into at all -- senior citizens.

Following collaboration with Lifetime Arts, a New York City-based program dedicated to enriching the lives of older adults through arts education, Strimple knew the concept of “creative aging” was one EPIC could replicate throughout Chicagoland.

“What I learned through that training is that it’s so important to stay engaged and creative no matter what age you are,” she said.

“Who better to tell stories than people who have lived a very long life?”

Soon after, EPIC began reaching out to senior living communities to gauge interest in participation.

Cantata Adult Life Services in Brookfield.

Adapted to suit the older-adult community, EPIC’s program at Cantata this past fall included professional playwrights and actors teaching residents storytelling techniques and how to translate personal stories into a play. Following peer-to-peer collaboration, revising, and reading aloud, the residents’ stories were finalized and then read back to them by professional actors.

Following the course, two of the residents’ plays were chosen to be professionally read in January at the Chicago Temple and during a special dinner theater program at Cantata on Feb. 19.

Luckily, it paid off, as her play was one of the two selected for the showcase.

Titled “Petra,” Ritacco’s play tells the story of a young girl whose mother is expecting a new baby. But when her mother falls ill and the baby dies, Petra’s aunt comes to live with the family, and the family dynamics are very different from what they were before.

The best part about “Petra” for Ritacco?

It’s her autobiography.

“It makes me cry, because I remember how awful it was to live through that,” she said. “I thought I had forgotten it all until I wrote it down. When they did the show at the Chicago Temple, I was in tears.”

William Voller was the other Cantata resident whose play was selected. Voller had done some creative writing in the past, but EPIC was his first shot at formal training.

Though not autobiographical, his play “Opposites Attract” shares the story of a college boy who is an engineering major aspiring to go to law school. He meets a girl who lives near his campus who is the total opposite of him -an artist and free spirit.

For Voller, taking the course was a no-brainer because he says writing is a good way to express yourself. And, when he learned his work would be shared with audiences for the first time, he was shocked.

“When I was told they chose my story to act out, I said, ‘They’re going to do my story?’” he said.

Jarrett King, one of the Silk Road Rising actors who helped with the EPIC course, said the

experience of working with the residents at Cantata was eye-opening.

“It’s always interesting to work with new students, and in this case, this is the first time I’ve worked with older adults,” said King, whose acting credits include TV’s “Chicago PD” and film and voiceover work. “What’s really great is that creativity is something that spans generations. I feel like we created a bond that went way beyond being students and teachers.”

Cheryle Hurtado, director of client hospitality at Cantata, said she is happy Cantata was open to welcoming the one-of-a-kind program.

“To see people blossom is a very exciting thing, and to see the sparkle in their eyes and realize that there’s more for them to experience, more for them to share, it’s amazing,” she said.

Strimple hopes the collaboration between EPIC and Cantata is one that will continue into the future.

“We felt so welcomed,” she added. “We have really made wonderful relationships with the people who took the class. It’s something that you can take over and over again, because nobody lacks for stories to tell.”

And, as Ritacco summed up, the chance for seniors like herself to share a glimpse into the depths of their imagination is something that she and her fellow residents will be forever grateful for.

“It lets you relive a part of your life that you may have forgotten about — and a chance to appreciate other people.”

Riverside president, trustee term limits up for vote Voters in Riverside heading for the polls early or on presidential primary day on March 17 should remember to make it all the way to the bottom of the ballot where, in addition to the referendum on the public library’s bond issue, there will be one regarding term limits for the village president and trustees.

The question asks whether voters want to limit the village president and trustees to serving no more than three consecutive terms, beginning with officials elected in April 2021.

Last October, President Ben Sells cast the decisive vote, breaking a 3-3 deadlock, to place the question on the March 17 ballot.

Even though he disagreed with the idea of term limits, Sells said he voted in favor of the referendum in order to honor a vote taken last March to leave the question to voters.

The referendum question approved by the village board in March 2019 would have retroactively limited the terms of officials already sitting on the village board. If passed, the law would have limited Sells and Trustee Doug Pollock to just one more term in their present roles.

However, that referendum question needed to be repealed and amended after the Illinois General Assembly passed a law last summer requiring any term-limit questions

to be prospective rather than retroactive.

Sells said at the time that he had no intention of seeking to serve any more than one term.

“If it passes, it means the residents of the town don’t want anyone serving for more than three terms, and I’d honor the intent of the referendum,” Sells said at the time.

Likewise, Pollock said he saw no way he’d ever serve five consecutive terms as trustee.

“My hope would be that other qualified candidates file to run for trustee and that I would step aside after two or three terms,” he said last October.

Motorcyclist fatally injured in Harlem Ave. crash

A motorcyclist reportedly racing at high speeds while southbound in the 1900 block of Harlem Avenue in North Riverside died after slamming his 2001 Yamaha into a car turning left into the Aldi parking lot at about 6:50 p.m. on March 7.

The Cook County Medical Examiner identified the motorcyclist as 29-year-old Eduardo Galvez, of Addison, who sustained multiple injuries in the crash. He was found lying unresponsive in the street when first responders arrived at the scene. He was pronounced dead at 7:12 p.m. at Loyola University Medical Center.

Three witnesses interviewed by police said that they saw two motorcycles apparently racing one another southbound at extremely high rates of speed just before the crash. One witness estimated the bikes were traveling at 90 to 100 mph.

Another witness told police she was also waiting to turn left into the Aldi lot when a motorcycle zoomed past her at a very high rate of speed. Shortly afterward, she said she heard what sounded like another motorcycle racing and observed it strike the Nissan as the car turned left.

According to the police report, a 58-year-old Berwyn woman in a white Nissan Xterra was facing northbound, waiting in the left-turn lane, believed southbound traffic had cleared when she made her turn into the Aldi parking lot.

At that moment, she reported seeing a bright white streak of light traveling very fast southbound and then felt a sudden impact. The crash caused the Nissan to spin and strike a red Honda, which was waiting to exit the parking lot, head on. Police said the driver of the Nissan showed no signs of impairment and agreed to blood and urine draw at a local hospital.

Neither the driver of the Nissan nor the passengers inside Honda sustained serious injuries. The WESTAF accident reconstruction unit sent investigators to the scene and are compiling a report.

Police cited the driver of the Nissan for failure to yield turning left.

Riverside vehicles burglarized

A burglary crew operating in the west and southwest suburbs struck in Riverside on March 4, breaking into three unlocked vehicles in the 700 blocks of Arlington and Selborne roads and fleeing from police at high speeds.

Notified earlier that nighttime burglaries had been taking place in nearby LaGrange and LaGrange Park, a Riverside police officer on patrol in the 700 block of Arlington Road at 1:40 a.m. on March 4 spotted a silver SUV matching the description of a vehicle reported to be involved in incidents elsewhere.

The SUV fled immediately upon seeing police and raced southbound on Harlem Avenue

toward I-55 at speeds in excess of 80 mph. Police terminated the chase out of safety concerns, but they were able to get a license plate number for the SUV, which came back as stolen out of South Holland.

LaGrange police reported finding a vehicle registration card for the SUV spotted in Riverside at the scene of a burglary in that village.

Riverside Police Chief Thomas Weitzel said the burglary crew has been hitting communities easily accessible by expressways and picking locations near main roads, like Harlem Avenue.

In the case of the Riverside burglaries early on March 4, the offenders stole a laptop computer, jewelry and cash. At 7 a.m. on the same morning of the burglaries, Riverside police were notified that the laptop taken from a car on Selborne Road had been found on a public parkway in Hinsdale.

Van, left running and unlocked, stolen North Riverside police responded to the 2300 block of 17th Avenue at about 9:30 p.m. on March 5 after a woman called to report that her Ford van, which had been left unattended and running while parked on the street for about 10 minutes, had been stolen.

During the early morning hours of the following day, Broadview police contacted North Riverside to report the van had been recovered, unoccupied, at 13th Street and 16th Avenue, about a mile away.

Burglary/scam warning North Riverside police are urging caution in the wake of a report that someone posing as a “water department” employee gained entry to a home in the 2200 block of Westover Avenue on the afternoon of March 3 under the pretense that he had to shut off the water for an unknown reason and may have stolen items from the home.

The victim told police she hadn’t noticed anything of value missing from the home, but the man posing as the water department employee reportedly could be heard going in and out of several rooms.

Riversider running for countywide judicial post

O’Meara previously served 2016-18 as circuit court appointee

John O’Meara loves being a judge. So, the Riverside resident is making another attempt to wear the robe of a Cook County Circuit Court Judge.

O’Meara, 54, served as an appointed Cook County Circuit Court Judge from 2016 to 2018 but was narrowly defeated by Elizabeth Ciaccia-Lezza in a four-way 4th Judicial Subcircuit primary back in 2018. That race also included another Riverside resident, Martin Reggi.

Ciaccia-Lezza, a prosecutor who was endorsed by the Cook County Democratic Party, defeated O’Meara by just 745 votes, less than 2 percent of the votes cast in the race.

With no vacancies in the 4th Subcircuit this year, O’Meara is running countywide in the March 17 Democratic primary and again faces a difficult challenge in the form of Laura Ayala-Gonzalez, a prosecutor who has been endorsed by the Cook County Democratic Party. There’s also a third candidate, whose name on the ballot appears as U. O’Neal.

Since leaving the bench at end of 2018, O’Meara has been working as an administrative law judge for the Illinois Department of Labor.

“In my opinion being a judge is the highest calling a lawyer can strive for, and I really enjoyed it,” O’Meara said. “As a lawyer you get a chance to help individuals or fami-

lies one at a time, but as judge I get the satisfaction out of handling and resolving disputes on a daily basis.”

As a judge O’Meara presided over a busy civil trial courtroom in the Daley Center.

“The majority of people who are judges don’t have a lot of civil experience, and that’s one of the things that I offered,” O’Meara said.

O’Meara has been endorsed by the Chicago Tribune and is rated highly by the bar associations that evaluate judicial candidates.

The Chicago Bar Association rates O’Meara as highly qualified, while the Illinois Bar Association and Chicago Council of Lawyers rate O’Meara as qualified.

Ayala-Gonzalez, a felony supervisor for the Cook County State’s Attorney who lives in Western Springs, is rated as qualified by all three bar associations. The Chicago Council of Lawyers said that Ayala-Gonzalez has good legal ability and substantial trial experience in complex matters and is reported to have a very good temperament.

O’Neal, who changed his name from Ubo-

chi Osuji, was rated as “not recommended” by all three bar associations after he did not participate in their screening process. An Irish name is traditionally considered an advantage in Cook County LAURA AYALA GONZALEZ judicial races.

Having the endorsement of the Cook County Democratic Party is a big advantage in judicial races, where most voters have no idea who they are voting for. It means the endorsed candidate’s name will appear on party campaign literature and palm cards.

O’Meara, who voted in Republican primaries in 2008, 2012, and 2016 said that makes it almost impossible for him to earn the endorsement of the party.

“I think voters nowadays are more independently thinking and they don’t necessarily follow lockstep with what the Democratic Party suggests.” O’Meara said.

O’Meara, 54, said his judicial experience sets him apart from his two opponents.

“I’m the only candidate in my race who has judicial experience at all,” O’Meara said.

Ayala-Gonzalez, 44, has spent her entire career with the Cook County State’s Attorney Office. She started her career in the Child Support and Juvenile Justice Bureau, but she has spent much of her career as a felony prosecutor, rising to become a felony trial supervisor.

Ayala-Gonzalez told the Landmark she has dedicated her career to public service

and that being a judge would be the culmination of a path that she has been on since she was a young girl.

“I think this was actually always a goal of mine since I was very young,’ Ayala-Gonzalez said.

Ayala-Gonzalez was born in El Paso, Texas and spent much of her early childhood in Mexico before moving to Melrose Park when she was 6 or 7. She was raised by a single mother who was a hair dresser. Ayala-Gonzalez graduated from Trinity High School and Bradley University before getting her law degree from John Marshall.

In her spare time, Ayala-Gonzalez has been active in the Illinois Women’s Bar Association and has done volunteer work helping in immigration cases and with victims of domestic violence. “[Community work] is something that I’ve done because I believe in giving to back to communities and that’s something the neither of my competitors ever do,” AyalaGonzalez said.

Ayala-Gonzalez has a number of endorsements that often go to party-backed candidates or prosecutors, including ones from the Chicago Federation of Labor, Fraternal Order of Police Lodge Number 7, the Polish American Police Association and the Personal PAC. O’Meara said running countywide is much different than running a judicial subcircuit as he did two years ago.

“When you are running countywide, there are at least five-and-a-half million people in the county, and you can’t shake enough hands, meet enough people to make a difference on retail type of basis,” O’Meara said.

The Illinois Republican Party is spending $50,000 in an effort to deter Republican primary voters in the 3rd Congressional District, which includes the southern half of Brookfield and the southern tip of Riverside, from voting for Art Jones in the March 17 primary.

Republican leaders have endorsed Mike Fricilone, a member of the Will County Board, in the congressional primary.

Oak Lawn realtor Catherine O’Shea is also running.

“I am proud to stand behind and support Mike Fricilone for Congress in the 3rd Congressional District,” said Tim Schneider, the chairman of the Illinois Republican Party at a March 5 press conference. “Mike is a respected conservative on the Will County Board, and he supports our president. Most importantly, Mike is a proud Republican. Arthur Jones is not. He is a self-proclaimed Neo-Nazi and Holocaust

denier. There’s no place in our party for people like Arthur Jones.”

Two years ago, Jones was the Republican candidate in the general election against Congressman Dan Lipinski, because he was the only person to file to run in the Republican primary in the heavily Democratic district.

Jones, a perennial candidate, received a little more than 25 percent against Lipinski.

In addition to endorsing Fricilone, the Illinois Republican Party has established a website titled “Say No to Nazi Arthur Jones” (illinois.gop/say-no-to-nazi-arthur-jones), depicting a photo of a gray-shirted Jones standing in front of the flag of the Aryan Nations, a white supremacist group.

The state party made the rare move of endorsing in a primary race to take stand against Jones. The party’s executive committee voted unanimously to endorse Fricilone. Also appearing at the press conference to condemn Jones was Cook County Board member and Cook County GOP chairman Sean Morrison, whose 17th District includes almost all of Riverside and most of Brookfield between 31st Street and Ogden Avenue.

“The Illinois Republican Party is disgusted and appalled that Arthur Jones would try to associate himself and his evil ideas with the Republican Party,” Schneider said.

“That’s why we are using precious resources to send mail and digital advertising to Republicans throughout the district to make sure he is defeated on March 17th.”

In addition to creating the website, digital advertising and sending mail to Republicans in the 3rd District, the state GOP also plans to send anti-Jones and pro-Fricilone robocalls to Republican voters in the district.

Jones told the Landmark that he was not surprised by the effort against him.

“I think it’s a little bit of overkill,” Jones said. “I don’t have an army behind me. I’ve got a few patriots and friends and supporters.”

Jones said the photo of him standing before the flag of the Aryan Nations was taken by a friend of his about five years ago when he traveled to Louisiana to speak before an Aryans Nations conference.

“I don’t belong to Aryan Nations,” Jones said. “My policy was if you can agree with my beliefs and principles of the American First Committee, because they had my literature, then I’m willing to speak at your organization as long as it doesn’t clash with my beliefs and principles. And it didn’t clash, so I decided to go down there and speak at their conference.”

Volunteers make final push for Riverside Library referendum $1.5 million bond issue would fund lower-level renovation

With the March 17 presidential primary election less than a week away, a committee of volunteers raised to advocate for passage of a $1.5 million bond issue to fund improvements at the Riverside Public Library are hard at work.

According to Pete Durbin, a Riverside resident and co-chair of Vote Yes for the Riverside Public Library, about 40 volunteers have spent that past couple of months knocking on doors, distributing fliers and handing out yard signs in support of the referendum.

Durbin, the husband of Nora Durbin, who is head of youth services as the library, said volunteers have passed out at least 500 fliers and plan to distribute more this week at the downtown Riverside Metra station.

The committee has raised about $1,200 in donations to help fund printing of the fliers and also for the 150 yard signs that have already been distributed around town. There’s another shipment of 50 to deliver this week.

The Facebook page Durbin created at the end of December has picked up about 200 followers.

Its posts include a pair of short videos, one focusing on the need for a lower-level renovation and another a “virtual tour” of what’s planned.

While there hasn’t been any organized opposition or even much in the way of social

media pushback, Durbin said the committee’s work is important in informing voters.

“Not everyone does seem to be aware of the referendum,” said Durbin, a marketing director and father of twin 7 year olds who volunteered to be the committee’s social media coordinator. “We want to extra sure [voters] make it to the end of the ballot.”

The Riverside Public Library Board of Trustees voted to place the $1.5 million bond issue on the ballot late last year after a two-year attempt to raise private donations to fund a complete renovation of the lower level, which houses youth and teen services, genealogy/research collection and the public meeting room.

The fundraising campaign had been launched in fall 2017 when the library board unveiled its plans for the renovation, which seeks to create individual spaces for younger children and teens, cut down on noise from downstairs reaching the upper floor and enlarge the public meeting room.

The last time the lower level underwent a major physical renovation was in 1986.

Through its capital campaign, the library board raised about $220,000, including a $55,000 donation from the now-disbanded Riverside Elementary Education Foundation (REEF) earmarked for the creation of a Teen Room.

All but that REEF donation was used to build out the new Early Learners Room in the southwest corner of the lower level, a space that made its debut at the Reading Between the Wines tasting event in February and serves as an example of how the area will be transformed.

“It’s a place where kids zero to 5 can hang out with their caregivers and parents, and it’s all theirs,” said Library Director Janice Foley.

Andrea Parham, nanny for a Riverside resident, said she and the child visit the new space about four times a week, an increase from the two or three weekly visits before the room was built out.

“It’s a cool space for their age,” Parham said, nodding to Simon, who was focused on one of the two iPads loaded with children’s programs, which were donated by Riverside

Township. “Once he found out about the new room, he just loves to come here.”

“It’s an example of what we’re planning to do,” Foley said.

D96 revises residency check for returning students Most now need verification every other year, except for new families

Families whose children are enrolled in Riverside Elementary School District 96 schools this year will not have to prove their residency in the district for next year unless they move.

Until now, families had to prove residency in the district every year. However, District 96 has decided to streamline its residency verification procedures. Families new to the district will have to prove that they reside in the district, but families already enrolled will only have to prove residency every other year, unless they move.

“The vast majority of parents who have students here won’t have to complete inperson residency verification,” said Don Tufano, the district’s director of technology and innovation, who manages the residency

verification process. “As far as people who are new to the district nothing has really changed in regards to them. But now that they’re here they won’t have to do it next year.”

This month, District 96 will be sending out an email to parents containing a hyperlinked registration code for each student now attending a school in the district. The email will also include instructions on how to register returning students online.

You may also receive a paper copy of the information through the mail if the school district doesn’t have your family’s email contact information.

Parents of incoming kindergarteners who already have children enrolled in District 96 schools will not have to go through the residency verification process unless they have moved since they last registered or will move prior to Sept. 1, 2020, are a renter whose lease

expires before Sept. 1, 2020, are renting within District 96 boundaries without a lease or are living with a District 96 resident.

Families who successfully complete kindergarten registration by April 30 will receive a 40-percent discount on the district’s standard registration fee of $80.

The $80 registration fee is up $5 from last year’s fee. Registration fees for pre-kindergarteners will increase by $5 to $75. Tuition for pre-kindergarten will increase by $75 to $3,075.

Registration fees for first through fifth grades will also increase by $5 ranging from $90 for a first-grader to $105 for fourth- and fifth-graders. Registration fees for Hauser Junior High students will not increase next year. They range from $165 for sixth-graders to $190 for eighth-graders.

The district will also be using a third-party database, the Thomson Reuters CLEAR data-

base, to determine which families will have to prove that they live within the boundaries of District 96.

The software will calculate a score for each family based on a variety of factors and families whose score is below a certain threshold will have to bring in documents to prove that they live within the district’s boundaries.

Families can submit residency verification documents online, a practice that was begun last year.

“This coming year we’re going to have a much lower percentage of parents who will have to prove residency,” Tufano said.

Firm snubbed for Brookfield Library appeals to state agency Company argues grant rules should force project re-bid

A Cicero-based construction company that filed a formal protest last month after the Brookfield Public Library Board of Trustees awarded a construction contract for its new facility to the second-lowest bidder, has now appealed to the director of the Illinois State Library to intervene.

In a March 2 letter to Illinois State Library Director Greg McCormick, the attorney for ALL Construction Group claimed that Brookfield Library officials violated state competitive bidding laws and requested that McCormick order the project re-bid.

In response to a request for comment by the Landmark, McCormick acknowledged the bid protest and said more information was being sought.

“The Office of the Secretary of State, Illinois State Library, is aware of the bid protest and allegations filed by ALL Construction Group with the Brookfield Public Library,” McCormick wrote. “In response, a letter requesting further information from the Brookfield Public Library director and Board of Trustees has been issued by the assistant general counsel assigned to this matter by the Secretary of State’s Executive Inspector General.”

Attorney Ricardo Meza, who represents ALL Construction Group, approached the Illinois State Library because the agency had awarded a $125,000 Live and Learn Construction Grant to the Brookfield Public Library in 2019 to help fund construction of a new 21,000-square-foot facility at 3541 Park Ave. The Linda Sokol Francis Brookfield Library, named in honor of the benefactor who donated $1 million toward the cause, is scheduled to break ground in April.

On Feb. 12, the library board awarded an $8.4 million construction contract to IHC Construction Companies LLC, of Elgin. That bid was about $93,000 higher than ALL Construction’s.

According to Meza, by accepting a state construction grant, the Brookfield Library Board of Trustees was required to accept the lowest responsible bid, which he says was submitted

by ALL Construction.

Meza also amplified the allegation made in his client’s formal protest, that Brookfield Library owner’s representative Dan Eallonardo essentially steered the construction contract to IHC, his longtime former employer. Eallonardo has not worked for IHC since 2011.

In his letter to McCormick, Meza references a July 9, 2019 email Eallonardo sent to the library’s architects and Brookfield Library Director Kim Coughran, which revealed that IHC

had been provided with an independent cost estimate of the project and had submitted its own estimate of cost “as well as some unit costs.”

The Brookfield Library Board did not seek competitive bids until early 2020.

In that July 2019 email, Eallonardo also noted that IHC “would not include general conditions for more than the 13-month schedule because they felt it would push their bid higher than the other bidders, but they would aggressively pursue additional time for changes and delays and would expect the owner to pay extended general conditions for that extended time.”

“In other words,” Meza wrote to the Illinois State Library director, “six months before the request for proposal was issued to the public asking for sealed bids, Brookfield Library, through their owner’s representative and with full knowledge of the Brookfield Library’s director, provided IHC with the actual cost estimates of the library project.”

Meza added, “This is exactly the sort of unfair tactic(s) that state law seeks to prohibit through competitive bidding,” Roger Ritzman, the attorney for the Brookfield Public Library, rejected those claims in separate emails to both Meza and McCormick.

Ritzman explained in his email to Meza that Eallonardo expressed concern about the cost estimates he received in June 2019 from a con-

sultant hired to compile those figures, and that Eallonardo reached out to two contractors, IHC and Camosy Construction, for a second opinion. At the time Eallonardo was working with both firms on other library construction projects. IHC responded to that request; Camosy declined.

To both Meza and McCormick, Ritzman reiterated what he believed to be the actual reason the Brookfield Library Board of Trustees rejected ALL Construction’s bid: The company was not qualified to do the job.

“All bidders should have evaluated whether their experience met the qualifications,” Ritzman wrote to McCormick on March 4, adding, “Re-bidding would not change the bidder qualifications. The bidder qualifications in the specifications were established to assure that bidders have the experience deemed necessary by the library and its architect to do the project.”

McCormick declined to comment further on ALL Construction’s allegations at this time.

“The Live and Learn grant issued to Brookfield Public Library requires compliance with all state laws, including the Illinois Grant Funds Recovery Act (30 ILCS 705/),” McCormick wrote. “As this is still an investigative matter, it is premature for the Office of the Secretary of State, Illinois State Library, to have formed an opinion.”

What about situations that are less dire where inaction does not kill us, it just keeps us stuck? How do we convince ourselves to choose action with the fear of failure and its underlying emotions standing in the way?

James Clear writes about an interesting experiment that addresses this question.

A professor at the University of Florida ran an experiment on his photography class. He divided the students into two groups. The first group was graded on the quantity of photographs that they produced. The second group was graded on the quality of one near perfect photograph.

After the photographs were submitted the professor was surprised to find that all the best photos came from the students in the group graded for quantity. Turns out that the students in the quantity group were busy taking photos throughout the semester, experimenting with lighting and testing various methods of photograph development. During the process, they honed their skills.

Meanwhile, the quality group sat around speculating about perfection. In the end they only produced unverified theories and one mediocre photograph. Action through testing and experimentation created growth and confidence.

Testing and experimentation is really just code for making mistakes. Action requires us to pivot, make iterations, and yes, even make mistakes to succeed. That is okay. Mistakes are opportunities to learn something. Action breeds courage.

Courage conquers fear. Conquering our fear moves us forward and ultimately makes us happy.

This theory can be applied to estate planning. We adults need an estate plan to take responsibility for our lives. An estate plan protects us and our family against life’s uncertainties. Riverside’s village board is poised to create a pair of new business districts along Harlem Avenue, in an effort to help spur redevelopment in key commercial zones near the Burlington Northern-Santa Fe Railroad tracks and at Harlem and Ogden.

Trustees voted to approve two ordinances last week announcing their intention to create the business districts and to hold a pair of public hearings on the matter at the April 2 village board meeting at 7 p.m. at the Riverside Township Hall, 27 Riverside Road.

Members of the public, including any property owners within the proposed business districts, can submit testimony either in person or in writing to the village board.

Prior to those hearings, the village will hold an informational open house for the business district proposal on Wednesday, March 25 from 5 to 7 p.m. in Room 4 of the Riverside Township Hall.

Anyone -- residents, property owners, business owners -- within the proposed business districts can ask questions of Phil McKenna, the village’s consultant from Kane McKenna and Associates, who will be present at the open house.

Business districts are official designations that are governed by state law. Like a tax increment financing district, a business district is established for a period of 23 years and is a tool to help municipalities redevelop underutilized commercial properties.

Unlike a TIF district, there is no property tax impact to taxing bodies within a business district. Rather, a business district collects revenue to aid redevelopment activity by levying a 1-percent sales tax within its boundaries.

That sales tax revenue is held in a special fund and can be used for a variety of purposes, including land purchase and assembly, public infrastructure improvements, renovating existing properties or to create financial incentives to entice development, among others.

Riverside established its first business district, along Harlem Avenue from Berke-

ley Road to the alley just south of the Citgo gas station on Longcommon Road, in 2017.

Village budget projections predict that by the end of 2020, that business district will have collected about $30,000 in sales tax revenue.

Harlem Avenue Business District No. 2 is proposed to run along the west side of Harlem Avenue from just north of Addison Road to Lawton Road and will also take in commercial and multifamily properties extending west on East Burlington Street and, to a lesser extent, East Quincy Street.

That business district would include the retail properties from Addison to Burlington as well as the now-vacant Bank of America building and parking lot and the vacant mixed-use building at 363-69 E. Burlington St., where redevelopment appears to have stalled.

The district would also take in commercial properties immediately south of the tracks, including the Riverside School District 96 offices, Amstar gas station and El Faro #2.

“We’re not suggesting, in our mind, that anything needs to be changed,” said McKenna, the consultant the village employed to produce the report used to justify the need for the business districts. “It’s how can you help the businesses that are there, and if there’s vacancies or vacant land, how can you get more businesses in there.”

Harlem Avenue Business District No. 3 is proposed to extend south on Harlem Avenue from Blackhawk Road to Ogden Avenue and then west on Ogden to Lionel Road.

That area includes White Fence Farm, the Loyola Medicine Physicians Center and parking lot and an underutilized office property and parking lot immediately to the west. It also includes a single-family residential property at the northeast corner of Ogden and Lionel that was looped in, said McKenna, to allow business district funds to be used in case the Lionel/Ogden intersection needs improvement.

If the village board votes to create the business districts, it would subsequently need to vote to impose the 1-percent sales tax for each one. Sales tax collections for those business districts would start Jan. 1, 2021.

Brookfield trustees OK daycare for Ogden Avenue Onsite drop-off/pickup prohibited, safety barrier out front required

Brookfield village trustees last month voted unanimously to approve a special use permit allowing a daycare business to operate at 9109 Ogden Ave., but they rejected an advisory commission’s recommendation regarding pickup and drop-off and will require physical barriers in front of the business as a safety precaution.

The unanimous vote by village trustees and the conditions set by the village board reflected the safety concerns they expressed two weeks earlier. Village Planner Elyse Vukelich said it’s her understanding that the owners of Let’s Play Child Development Center are intending to purchase the prop-

According to the filing, the value of the North Riverside Park Mall property owned

by The Feil Organization was appraised at $48.8 million last November. The company owns 423,826 square feet of the roughly 1 million-square-foot shopping center, because its three anchor spaces – J.C. Penney, Sears and the former Carson Pirie Scott stores -- are owned independently.

The last time the property was appraised, it was valued at $129 million, reflecting a decline in value of some 62 percent.

The filing also reveals that North Riverside Park Mall is carrying a $68.7 million mortgage, which matured last October. At that time, The Feil Organization received an extension on the maturity date and the special servicer for the loan, LNR Partners LLC, delayed action.

According to Harvey Ahitow, general manager of North Riverside Park Mall, that extension period ends March 20. Ahitow noted that the Cook County Assessor had placed a 2020 market value of $85.3 million on the property.

“We’ve been negotiating with the lender for the past six to eight months,” Ahitow

Calls to Jeff Fields, the person listed as the daycare center’s point person on its planning application, were not returned. When the center opens, it will be Let’s Play Child Development’s fourth location in the area.

It currently operates two locations in North Riverside and one in Cicero.

The Brookfield location would serve children between the ages of 6 weeks and 12 years old and would be open Monday through Friday from 6 a.m. to 6 p.m.

One of the challenges of the site was its location on busy Ogden Avenue, a state highway that allows no street parking, but where businesses historically have used front parkways for parking.

Planners and police expressed concerns over pickup and drop-off procedures at the site, and village trustees overturned a Planning and Zoning Commission recommendation that would have allowed parents to use

a 25-foot-wide drive aisle immediately west of 9109 Ogden Ave. for that purpose.

Worried that the cars of parents dropping off children could back up on Ogden Avenue, trustees voted to prohibit using the drive aisle for anything other than employee parking. Trustees will require the drive aisle to be striped for four employee parking spaces and will also require signage indicating that drive aisle traffic moves one way, to the south.

As a result, parents will need to park in public spaces on either Park or Elm avenues and walk their children to the front door of the daycare center. The business is also renting 11 spaces in a privately owned off-street parking lot just south of Ogden Avenue on the east side of the 4100 block of Park Avenue, which will also be used for employee parking.

The exact solution has not been determined and could range from protective bollards to large concrete planters placed along the property frontage. Vukelich said those details would be worked out as part of the local business license process.

“We’re setting a precedent,” said Cote.

“And if we’re going to set that precedent, let’s go with an aesthetically acceptable way.”

Governor declares state of emergency over coronavirus Move makes federal funds available; state cases up to 11

SPRINGFIELD — Gov. JB Pritzker on Monday announced he has issued a state of emergency decree in response to the novel coronavirus threat.

That disaster proclamation is “an operational procedure” in part allowing the federal government to reimburse costs related to the state’s response, and making State Disaster Relief Fund dollars available, according to the governor’s office.

Pritzker said 13 other states have enacted similar measures, including California, Washington, Oregon, Utah, Kentucky, New York, Florida and Maryland. His action, he added, is the “next phase of our continued effort to stay ahead of these changing circumstances.”

“I want to emphasize that this is a statewide response with robust preparations and deployment of resources in southern, central and northern Illinois,” Pritzker said during a news event in Chicago.

In the meantime, local officials have begun reaching out to residents to inform them of the ongoing threat and to provide avenues to educate themselves about limiting the impact.

Both the Riverside (riverside.il.us) and Brookfield (brookfieldil.gov) municipal websites prominently feature links to coronavirus information on their home pages, along with links to other sources of information and tips on how to prevent becoming infected.

Last Friday, North Riverside Mayor Hubert Hermanek Jr. sent out a Code Red message to its residents, letting them know the village first responders are taking extra precautions in their interactions with the public and not to be alarmed by them.

There are now 11 cases in Illinois of COVID-19, the illness caused by the coronavirus, according to the Illinois Department of Public Health. Director Ngozi Ezike said “it’s possible we will get more.”

Nationally, there had been 423 cases in 35 states, including the District of Columbia, as of March 9. According to the Centers for Disease Control and Prevention, 19 people have died.

Symptoms include fever, cough and shortness of breath and are spread through close personal contact -- shaking hands, coughing and sneezing, for example.

“What we need now is to make sure that we have access to the resources because we can see from the other states, from the other countries, what’s coming -- there’s going to be an increase in cases,” Pritzker said.

The governor’s proclamation allows Illinois to station support teams of health officials and first responders as needed as well as receive additional support from the CDC and federal Emergency Management Agency.

“I know that this is a difficult time for people as we try to understand and respond to something this new. It is reasonable to feel apprehension. I want folks to understand -this is going to affect your daily life,” Pritzker said. “But know that your city, your county and your state officials are working hard to stay ahead of this and to give you all the facts as soon as we know them.”

He advised Illinoisans not to take any “risks that could endanger others;” to get medical help and self-isolate if symptoms are present; to check on elderly people in their community; and resist the temptation to “horde supplies.”

The state will begin distributing 600,095 facemasks, 1.2 million gloves and other personal protective equipment to health care facilities.

“Most of all, remember that we are one community here in Illinois, and community members take care of each other,” the governor said. “Don’t let fear replace level-

Pritzker said state officials are exploring ways to expand unemployment insurance so those who become sick or are instructed to self-isolate by a physician for 14 days have

A woman in her 50s and another woman in her 70s are both family members of a female employee in her 50s of the Jacqueline B. Vaughn Occupational High School in Chicago. Another woman in her 50s is a Californian who traveled to Illinois. The fourth is a woman in her 70s who returned from an Egyptian cruise. All are in good condition, officials said.

Close allies indicted from page 1 revealed that another of his close political allies, William Helm, had been indicted for bribery as part of an ongoing federal investigation into local and state politicians, their associates and their ties to companies whose owners were generous political contributors.

On March 5, federal prosecutors alleged that Helm, a former deputy aviation commissioner for the city of Chicago, gave more than $5,000 in bribes to former state Sen. Martin Sandoval to influence approval of a road construction and traffic signalization project in East Dundee.

Helm is identified in the indictment as having been retained as a consultant by “Company A,” identified only as a “construction company,” to help them obtain Illinois Department of Transportation approval for the East Dundee project.

Sandoval was the former chairman of the Illinois Senate Transportation Committee before being forced from the job after federal agents raided his statehouse and district offices as well as his home in September 2019.

Sandoval resigned his Senate seat at the end of 2019 and pleaded guilty in January to taking $70,000 in bribes in exchange for serving as the red-light camera industry’s “protector” in the Illinois Senate and taking more than

$250,000 in bribes in exchange for benefitting the business interests of others.

Part of that guilty plea included a promise to cooperate with federal investigators in their ongoing investigation.

Just days after the feds raided Sandoval’s offices last September, they raided the offices and homes of several other area politicians, including Tobolski, Lyons Village President Christopher Getty, Oakbrook Terrace Mayor Tony Ragucci and others.

Ragucci resigned from his post as Oakbrook Terrace’s mayor in early 2020 after it was reported federal agents had seized $60,000 in cash from a safe in Ragucci’s home. Federal agents also reportedly seized more than $51,000 in cash from a safe in Tobolski’s home.

Helm is the second close ally of Tobolski’s to face indictment. On Feb. 14, federal prosecutors indicted Patrick Doherty, who served as Tobolski’s chief of staff at the county board, for Doherty’s role in a bribery scheme to influence an Oak Lawn trustee to support extending the village’s contract with SafeSpeed LLC, a red-light camera operator also at the center of the federal probe.

In addition to his job with Tobolski, Doherty worked as a “consultant” for SafeSpeed, getting a small percentage cut of ticket revenue collected. Doherty has pleaded not guilty and remains free on bond while awaiting trial.

Helm is set to be arraigned on March 10.

The timetable for replacing Tobolski on the county board has not bene announced. A replacement will be chosen by the committeemen of the 16th District.

Planning for the future

Y

ou’d think that with its large tracts of commercial property -- including one of the busiest regional shopping malls, a bustling Costco, a bona fide skyscraper and other big box retailers – that North Riverside’s approach to development would be comprehensive.

The reality is that for the past decade the village’s community development department has operated without a full-time director. And, while the department’s part-time employees have handled all of the complex development requests that have come their way, it’s been more of a reactive effort as applications flow in.

With the experience of failing big-box retailers Sears, Carson’s, Sports Authority, Toys R Us and H.H. Gregg in recent years, it was clear that approach needed to change. And the village’s foray into comprehensive planning last year, in addition to a change in the village administrator’s office, has led to a few needed changes in the way it should approach development in the future.

For the first time, perhaps since the commercial building boom of the 1970s, North Riverside is now looking at development through a prospective lens. Over the next year, a professional urban planner who has been hired as a consultant will assess the community development department and recommend how to best staff it in the future.

That planner is also leading a comprehensive look at land use in North Riverside as a way to reflect current trends and plan for the future, not simply react to the fortunes of big-box retailing and try to plug holes in that ever-leakier dyke.

It’s been a refreshing change of outlook for North Riverside, and one which is necessary. The North Riverside of the 1990s is history, and village officials must confront the challenges of the 21st century – municipal pension costs, the retail revolution from big boxes to online sales, aging infrastructure like streets, water lines and sewers.

Beyond the efforts of local elected and appointed officials, the shift in mindset will also affect residents. Again, gone are the days when retail sales taxes subsidize water bills, garbage pickup and vehicles stickers.

All of that aging infrastructure and the pensions of the police officers and firefighters that serve the village have to be funded somehow. Tools like red-light cameras may not be an available solution in the future, and residents need to realize they are the ones officials will turn to when there’s a financial crunch.

That’s why it’s so important to look at the future comprehensively. Not only the community development department, but how the village delivers police and fire services. Are there ways to consolidate services? What kind of staffing levels are sufficient?

North Riverside government’s turn toward future planning and making sure the village is prepared could have come sooner, but at least has not come later.

There’s a lot of uncertainty right now in the world, and the village’s effort to begin planning in the face of that uncertainty is welcome.

As a result of last year’s telethon, the foundation was able to raise over $24,000 to fund 63 educational experiences for students and teachers at the high school. Many of last year’s recipients will share some of their experiences during the telethon.

And now … Let’s call the rest of this column a public service. Tuesday, March 17 is Election Day (also St. Patrick’s Day and Dave Newman’s birthday). You have plenty of time to early vote, and Brookfield Village Hall is close and conve-

nient.

There’s lots to consider this election on the national and local level. Do your homework: there are referendums that need your support. The Riverside Public Library is looking to do more work, which will enhance its lower level.

The library is more than just shelves with books and is used for many purposes. The library board has worked hard to raise funds to complete the work that has been started and now must turn to the voters. I support this referendum and will be voting yes.

North Riverside is looking to help Komarek School with some much needed updating. A good school, it needs to be able to accommodate the needs of all students, which means improving the conditions of the building. While I cannot vote for the Komarek referendum since I live in Riverside, I would if I could.

Looking at referendums that will affect our tax bills is not always an easy decision, but the bottom line is passage of these two referendums will enhance the value of your property.

I, possibly like many of you, was very skeptical of this proposal until my wife, Patti Jo, insisted we take a tour of the Komarek facilities, which we did last week. Oh my goodness!

The east building of the complex was obsolete 25 years ago and the west building is obsolete today. I am frankly embarrassed as a North Riverside resident by the state of these facilities.

Vote no to term limits in Riverside

R

iverside voters will encounter an orphaned referendum on the March 17 ballot. Crafted and abandoned by the village board.

Like some forgotten land mine, Referendum Question 1 could blow a hole in local government if approved.

The village board is asking the electorate, at a traditionally low turnout primary election, to make a significant change to the structure of local government, without offering any supporting rationale for doing so.

The referendum purports to address limiting terms for the elective offices of village president and village trustee. But its actual result may be just the opposite – increasing the length of time actually, rather than theoretically, served by any individual.

First a little history: The Riverside Community Caucus (RCC) has traditionally limited its endorsement of a candidate to two consecutive full terms. The RCC sat out last year’s municipal election while it underwent reorganization.

But rumors of its demise were greatly exaggerated. The RCC’s new bylaws state that the “maximum terms for each office shall be: … Two (2) consecutive full 4-year elected terms.” The RCC is currently planning for next year’s municipal elections.

No village officer has been elected to a third term since 1985 – 35 years ago. Many trustees choose to serve only one term.

Two of the last three village presidents (excluding the current officeholder) have also chosen to serve a single term.

Bottom line: The terrifying idea “of

having the same trustee sitting here for 30 years” is a fiction. In Riverside, a maximum of eight consecutive years is the accepted norm.

So what’s the harm in approving the referendum?

First, this referendum is binding, not advisory. Approval would change what is viewed as acceptable service from two to three consecutive terms. The first election to be impacted by the mandated term limits would be held in 2033 – a full 13 years from now.

Second, this referendum is prospective, not retroactive. Which means that current elected officials could serve four or five consecutive terms before the “limits” kick in. Current officials could colorably argue that it is the mandated “will” of the electorate that they serve longer, because the impact of the referendum was known at the time of the vote.

Limiting terms through this referendum will not increase participation in village government. The prospect of waiting a dozen years is no incentive to get involved.

A better “tool” to achieve the dual goals of limiting terms and increasing participation exists – the non-partisan Riverside Community Caucus. Membership is open to all voters registered in the village. Collaboration, not coercion, is key to sustaining and improving local government.

Loss of chimney swifts a concern

Americans for Disability Act, ventilation, plumbing and electrical requirements, asbestos abatement, you name it.

We are woefully behind modern regulations and standards on all these fronts and many more. Our family has lived in North Riverside for over 40 years, and we have benefited well from the low property taxes we have paid all these years.

However, while we have kept our property taxes low, we as a community have severely underinvested in our grade school facilities at Komarek.

Extensive effort by the Komarek community, North Riverside residents and the professional school architect Arcon has been expended to come up with a thoughtful and cost-conscious design to address all of these concerns.

Now is the time to vote yes for Komarek to ensure our grade school meets modern building requirements, so that we can be proud of our local grade school, continue to attract young families with children to our Village, and maintain and improve our property values.

I am writing you in response to your article “Riverside is for the birds” (News, March 4).

I have been a Brookfield resident for many years. This past fall a tall chimney was removed on a property next to me. It was home to migratory chimney swifts for as long as I can remember. They will return soon with no place to roost.

The swifts provide an important public service in the amount of insects that they eat, and their flying skills are amazing.

Unfortunately, their numbers are decreasing every year.

There are communities across the country that are building simple fake chimneys. Perhaps the Audubon Society can install some along the corridor. Please pass this suggestion on.

The loss of the swifts is also our loss.

Joan F. Shurtleff Industrial designer Joan F. Shurtleff (nee Fagerburg), of Brookfield and formerly of Riverside, died on March 7, 2020.

Born in Fond du Lac, Wisconsin, to Ruby and Rudy Fagerburg, the family moved to Riverside when she was a young child. Ms. Shurtleff attended Riverside-Brookfield High School and, with a talent and love for art, she received a degree in industrial design from the University of Illinois in 1950.

She met her husband, John, there, and they married in 1953. Ms. Shurtleff worked for Waltman and Associates for about a decade as one of the few professional women in industrial design.

When she and John bought a home in Riverside, she became a full-time mom, raising her kids with love, ingenuity, poetry and art.

She lived a full life with love and generosity for all.

Ms. Shurtleff was the wife of the late John Howard; the mother of Karin (Robert) Crain and Robert Scot Shurtleff; the grandmother of Michael (Shannon), Matthew, Margaret, Nathan, and Lorelei Crain; and the greatgrandmother of Connor Crain.

RBHS boys hoops continues surge through regionals Zilinskas goes for 17 points

The seniors on the Riverside-Brookfield High School boys’ basketball team made their final home game a memorable one as the Bulldogs topped Glenbard South 67-53 on March 6 to win their own 3A regional title.

“Our seniors have led us all season long; we’re a senior-dominated group,” said RBHS coach Mike Reingruber. “Their experience, toughness, and savvy obviously paid off tonight.”

Paul Zilinskas is one of those seniors who led RBHS (22-10), tallying 17 points along with collecting 11 rebounds in a strong allaround effort.

“It feels amazing,” said Zilinskas, who transferred in from Richards at the start of the school year. “This is what we’ve been working on since I got here, and it’s amazing to win our last game on our floor, especially with it being the regional title. We’re so grateful for everyone coming out here and watching us, and I’m so happy my teammates stepped up and played a great game.”

The contest was tight at the start. RBHS scored the first five points, but Glenbard South (25-5) responded with a 11-0 run and took a 14-9 lead after the opening quarter.

The Bulldogs then started the second quarter with a 6-0 run to retake the lead, and the game remained close for the remainder of the half as RBHS took a 25-24 advantage into the locker room.

About three minutes into the third quarter, RBHS led 29-28. That’s when the Bulldogs went on a 9-2 burst to break things open a bit, raising the score to 38-30. Zilinskas, Dylan Meehan, and Jack Stivers each nailed a three-pointer in this key stretch, one that both Reingruber and Zilinskas believed was critical in the outcome.

“That stretch where we hit three threes in a row really busted things open,” Reingruber said.

“I think it was our defense (in the second half) that was important,” added Zilinskas.

“In practice last night, all we worked on was defense; we barely played offense. Our defense was the key.”

RBHS took a 47-36 lead into the fourth quarter and continued to dominate on the defensive end, holding the Raiders without a basket for the first six minutes. This allowed the Bulldogs to gradually pull away, and a thunderous Jamir Truman dunk with about two minutes left sent the RBHS Dog

“It sounds great,” said Reingruber on becoming regional champions. “The kids have worked really hard all offseason and throughout the year to get to this point.

Hopefully, we’re not done yet.”

RBHS starts three other seniors besides Zilinskas, and each of them was a key contributor to the win. Truman tied Zilinskas in team scoring honors with 17 points, Mee-

han finished with 14 points, six rebounds, and four assists, and Luke Gentile added five points and five assists. And another senior, Jack Stivers, came off the bench to score seven points for the Bulldogs.

Brandon Malone had a game-high 19 points for Glenbard South. Aryton Temcio added 12 points and 10 rebounds and Nick Plaso nine points for the Raiders.

Up next for RBHS is a meeting with Bogan in a sectional semifinal March 10 at Hins-

dale South. The Bengals (27-3), who were the 3A runner-up last season, defeated host St. Laurence 79-65 for the regional title and are led by senior Antoine Bloxton, who this week was named to the prestigious Chicago Sun-Times All-Area Team.

Bogan presents a formidable challenge, but it’s one that the Bulldogs are not backing down from.

“Obviously, Bogan’s a great team,” Reingruber said. “They’re super-athletic and got

S P O R T S a bunch of dudes that can play. We’re going to have to play better.”

“We played them three times this summer and beat them once,” Zilinskas said. “We’re going to come at them strong, and they’d better be ready.”

How they got here After starting off the season 7-7, the Bulldogs won 13 of their final 16 regular season games to capture a share of the conference title. They averaged 64.5 points per game during that stretch while only allowing 51.5 points per game to their opponents.

Zilinskas said the team rallied around each other following two conference losses in mid-December.

“Honestly, those losses left a bad taste in our mouth,” said Zilinskas during a phone interview with the Landmark on March 8. “We felt like we were the better team in both of those games and should have won.

up blowing them out. That was definitely our turning point.”

Fenwick boys hoops moves on The narrative surrounding Fenwick’s boys basketball team this season has been that it is too young to compete for a state title.

The Friars have other ideas.

After outscoring its opponents 168-74 in the first two games of regionals, Fenwick (25-7) is riding high heading into the sectional semifinal game versus Westinghouse on March 10 after Wednesday Journal’s press time.

“Everybody on this team can play,” said sophomore Trey Pettigrew. “We are a young group that still can improve but we are ready now. It’s the best of both worlds.”

Fenwick beat Speer Academy 90-27 earlier in the week, and hosted Walter Payton (7-20) on March 6 for the regional title. After the first quarter, the Friars held an 18-11 advantage behind 16 combined points from Bryce Hopkins and Pettigrew.

It wasn’t until two minutes into the second quarter when the Friar offense started clicking on all cylinders. After Walter Payton narrowed the gap to 23-19, one of the Grizzlies’ players started to mouthing off to Hopkins which is something he has dealt with all season.

“When they start talking, that just adds fuel to my fire,” said Hopkins. “I don’t worry about it. I just play my game and I end up proving them wrong. My shot was working, and I just kept going back to that the rest of the game.”

Hopkins scored 19 points from that point on in the second quarter and led the Friars to a 27-2 run that essentially put the game away. The play of the night came when Hopkins stole the ball at midcourt and pulled off a one-handed poster dunk over a Walter Payton defender that had everyone in the gym in disbelief. Hopkins was fouled on the play and the officials let 40 seconds lapse between the foul and free throw attempt so the crowd could calm down.

“I haven’t had one of those since last year,” said Hopkins. “It was fun to be able to feel that again and for everyone to be hyped up after it. It was good time.”

Later in the quarter, Pettigrew tried to pull off a similar dunk after seeing his teammate throw down a one-handed slam.

IN THE HUDDLE: After starting 7-7, the Bulldogs have won 13 out of their last 16 games and took a share of the conference crown “Oh yeah, I definitely tried to match him,” said Pettigrew with a grin. “I tried to punch it on [the defender]. I’ll get him next time for sure.”

Hopkins was pulled with 5:15 left in the third quarter and ended the game with 32 points. Pettigrew finished with 13 points and six assists. Sophomore David Gieser buried three three-pointers and has proved over the season he can be one of the difference makers for this team beyond the arc as the Friars try to vie for a run at the state championship.

“Besides Bryce [Hopkins] and Trey [Pettigrew], David Gieser had a great game,” said Fenwick head coach Staunton Peck after the game. “We have a really good rotation going right now and Max [Reese] and Gabe [Madej] are stepping us for us as well. We are in a good place right now but we are about to face another level of competition. I am not sure who we will play but both Westinghouse and North Lawndale are good teams so we have to stay focused and prepare for what comes next.”

Kincanon played at Triton College and Indiana State after posting a 26-6 record along with a 1.12 ERA during his time at RBHS.

Riverside seeks grant for Swan Pond path Permeable concrete proposed to replace asphalt walkway prone to erosion

Riverside trustees on March 5 voted to authorize applying for a $200,000 state grant to replace the asphalt walking path in Swan Pond Park with a permeable concrete path that would be wider and ought to be more resistant to erosion.

A Bicycle Path Grant from the Illinois Department of Natural Resources would supplement $350,000 in funding the village received for the construction of a permeable path along the river in the capital bill approved by the Illinois General Assembly last June and signed into law by Gov. J.B. Pritzker.

Riverside’s 2020 budget includes a $500,000 line item for constructing a new path in Swan Pond Park, to replace the one installed after the park was regraded by the U.S. Army Corps of Engineers in 2012.

The existing path has been a disappointment almost from the start, due to its width and lack of durability. At between 4- and 6-feet wide along most of its length, it’s difficult for two people to walk side by side, much less allow for others on foot or on bicycles to pass.

In addition, the path has had to be re-

paired on several occasions – the first less than a year after it was installed – due to flooding that has become a common occurrence since the removal of the Hofmann and Fairbank dams in 2012.

Record flooding in April 2013 demonstrated that the roughly 2,000-foot long asphalt path was prone to being undermined by erosion, especially upstream in Swan Pond Park near the site of the Fairbank Dam and downstream near the drainage culvert installed by the Army Corps in 2012.

The village is now proposing to install a 10foot wide permeable concrete path to replace the asphalt one, and while there’s no guarantee it won’t suffer damage as a result of erosion during floods, it should hold up better.

“I don’t think there’s any perfect solution,” Public Works Director Edward Bailey told trustees at the March 5 village board meeting. “Concrete is probably the most durable material given the amount of erosion that occurs there.”

Of particular concern to Bailey is the erosion that occurs along the river near the drainage culvert, where flooding has at times washed out portions of the bank.

“We want to build some kind of structure down at that downstream end that is more

In light of the chance for future repair of a concrete path, should it be built Trustee Edward Hannon asked village staff to look at historical data in order to determine what kind of future maintenance cost there might be.

“Based on historical data, and the times we’ve repaired the asphalt, what do we anticipate in the next 10 years the cost of repairing this permeable path, just so we have an idea of what we’re undertaking?” Hannon asked. “I think this would be a spectacular addition, bring more people coming into the downtown area, through the village. I just want to make sure we’re doing this in a way that doesn’t ruin that objective.”
