All signs point to Amazon Fresh replacing Jewel-Osco

New architectural plans show distinctive wall signs, ‘optical speed lanes’

No one will say just who the new tenant for the former Jewel/Osco store at 7401 24th St. in North Riverside will be, but new architectural plans submitted to the village’s Community Development Department in the past couple of weeks paint a pretty clear picture.

The plans submitted for the interior buildout of the new 39,698-square-foot grocery store include a detailed floor plan showing where grocery aisles and various departments like produce, meat, dairy and prepared foods will be located.

They also include illustrations of distinctive wall signage and the location of a checkout area that includes six “optical speed lanes” – both pointing to Amazon Fresh as the new tenant.

The firm serving as the tenant’s architect is NORR Architects, an international architectural firm headquartered in Canada with offices in the UK, United Arab Emirates and the United States, including Chicago. The firm’s portfolio includes significant experience with grocery stores, with Fresh Thyme Market, in particular.

However, the design of the wall signage for the North Riverside store and the “optical speed lanes” – a term used on earlier Ama-

zon planning documents -- leave little doubt that the village will be one of a handful of Chicago-area locations for Amazon’s new high-tech grocery store concept.

The interior wall signage includes distinctive all-caps block lettering that appears to be identical in style to wall signs inside Amazon Fresh stores that have opened recently in Woodland Hills, California, and southwest suburban Naperville.

The store’s prepared foods area, identified by a sign that says “FRESH KITCHEN” includes smaller signs below for the types of foods being served –“pizza/carvery/sushi/ sandwiches/deli” – terms identical to the prepared foods department signage in other Amazon Fresh stores.

A large wall sign depicted in the plans as “Welcome to _____ North Riverside” is otherwise identical to the one that welcomes shoppers in Woodland Hills and Naperville, except that the blank space spells out “Fresh” in larger all-caps letters.

The steel frame of the façade now being erected at the North Riverside store also points to Amazon Fresh as the tenant, with a large rectangle protruding upward in the center of the façade.

The store’s entrance will be at the west end of the new retail space. The store will also include a modest seating area at the front of the building, near the prepared foods area on the east side. The proposed layout of the North Riverside store is virtually identical to the one that recently opened in Naperville, which a Landmark reporter visited Saturday.

While it appears the store will have a

handful of traditional checkout lanes, Amazon Fresh’s concept relies on shoppers taking advantage of its high-tech “dash carts,” which are equipped with scanners and cameras.

Shoppers place bags in the carts, which are meant to hold just modest loads of items.

As items are placed into bags, the scanners and cameras identify them, weigh produce and tally up the bill on a screen. Shoppers can scan coupons as they shop.

When it’s time to check out, shoppers simply wheel through one of the optical speed lanes, which automatically process the transactions using customers’ credit card info linked to their Amazon accounts. Receipts are emailed to shoppers.

Alan Saposnik, president of Tower Real Estate Services, who manages the North Riverside Plaza shopping center on behalf of its owner, Federal Construction Inc., said he expects the tenant, “whoever that may be,” to take possession of the premises in mid-April to begin the interior build out.

He said he had no idea when the tenant planned to open, and North Riverside Village Administrator Sue Scarpiniti said no one else had yet submitted applications for a business permit or liquor license.

Those applications, which would necessarily identify the tenant by name, don’t need to be processed until much closer to the opening date.

Saposnik also said he had no tenant lined up yet for a new 14,196-square-foot retail space being created immediately west of the new grocery store. That space had previously been where Osco was located, but was not needed by the new grocery store tenant.

Brookfield police arrest vehicle burglary suspect A 25-year-old Brookfield man faces two counts of felony burglary to a vehicle after allegedly breaking into at least two unlocked vehicles on the village’s south end during the early morning hours of Jan. 19.

Police responded to the 4300 block of Madison Avenue at about 3:55 a.m. when a resident called to report someone with a flashlight walking down the block back and forth past his residence several times. Police located a suspect, later identified as Jason Ursich, sitting on the front stoop of his house, who initially denied knowing anything about the burglaries.

During their investigation, police reported finding several unlocked cars in the 4300 block of Madison Avenue and the 9200 block of Shields Avenue that had been rifled through. Officers also observed boots prints on the ground that matched those Ursich was wearing.

Ursich also reportedly matched images in surveillance camera video showing a person burglarizing vehicles in the area. When police returned to Ursich’s home, he reportedly went inside and refused to talk to police.

However, police said, Ursich left several items on the front stoop, including ones identified by victims as having been taken from their vehicles.

On Jan. 20 at about 7:50 p.m., police returned to Ursich’s home after receiving a report of a disturbance. Police took him into custody at that time and he reportedly admitted to committing the burglaries during a subsequent interview with detectives.

While Ursich was suspected of entering about a half dozen vehicles, according to police, only two victims agreed to pursue burglary charges against him. He was also charged with one count of possession of a controlled substance without a prescription.

■ A resident of the 2300 block of 11th Avenue, North Riverside, went to police on Jan. 18 to report that sometime during the overnight hours someone entered his unlocked vehicle and ransacked the interior.

The victim did not believe anything of value was missing, but the contents had been strewn around the vehicle’s interior.

Riverside first responders rouse overdose victim Riverside police and firefighters have been credited with saving the life of a 38-year-old Forest Park man by administering multiple doses of the opioid antidote Narcan after he reportedly overdosed on heroin.

Officers were called to an apartment building in the 2800 block of Harlem Avenue on Jan. 24 at about 2 a.m. where the man reportedly was unresponsive and barely breathing. Police administered two doses of Narcan, which officers carry in their squad

cars, before the man revived.

Paramedics who arrived at the scene continued life-saving measures before transporting him to MacNeal Hospital in Berwyn for further treatment.

Tools stolen from work truck Brookfield police responded to the 4200 block of Raymond Avenue on Jan. 21 at about 1 p.m. after a construction company employee called to report that someone had stolen items from his Ford pickup truck, which was parked on the street.

The victim said he parked the truck at about 10:30 a.m. to perform road repairs.

When he returned to his truck at about 1 p.m., he saw that someone had removed a Stihl 420 concrete saw valued at $1,000 and a Honda generator valued at $2,000.

Man charged with felony DUI after crash Brookfield resident Colby Seaman, 43, has been charged with felony drunken driving and driving on a revoked license after he allegedly crashed his Jeep into a Dodge driven by a 57-year-old Riverside man in the 7500 block of 26th Street on Jan. 19 at 5:15 p.m.

The victim told police that he was headed eastbound on 26th Street at Veterans Drive when the Jeep struck his vehicle. At that time, according to the police report, Seaman reportedly put the Jeep in reverse, made a U-turn and drove away to the west with the victim following behind.

The victim pulled alongside Seaman’s vehicle and told him to pull over. Seaman then allegedly made another U-turn and went back eastbound, eventually pulling into the parking lot of 7-Eleven, 2600 Harlem Ave. According to police, Seaman’s driver’s license was revoked. He reportedly had been arrested for DUI in 2007. Police reported finding a partially empty vodka bottle on the floor of the Jeep.

A 7-year-old girl who was a passenger in Seaman’s vehicle was not secured in a booster seat, police said, but was unhurt.

Seaman reportedly failed sobriety tests, and was arrested for driving under the influence in addition to the driver’s license violation. He was also cited for failure to secure a child, failure to reduce speed to avoid a crash and illegal transportation of open alcohol.

These items were obtained from police reports filed by the Riverside, North Riverside and Brookfield police departments, Jan. 1824, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Woman’s body found in Des Plaines River after car discovered submerged Vehicle appears to have driven off road at Lawndale and Ogden

Illinois State Police continue to investigate the circumstances surrounding the death of a woman whose body was recovered from the Des Plaines River at the base of the Barrypoint Road bridge on the afternoon of Jan. 24, hours after first responders towed an abandoned car from the middle of the river about 500 yards upstream.

The Cook County Medical Examiner on Monday identified the victim as 23-year-old Jacqueline Morales, of Harwood Heights.

The cause of her death remains under investigation, according to the medical examiner.

A Riverside resident called 911 at about 8:20 a.m. to report the car in the river after seeing it from the front window of her home, according to Riverside Police Chief Tom Weitzel. The car, which had sustained driver’s side damage, was half submerged and facing westbound in the water.

The car apparently floated about 100 yards downstream from where police believe it left the roadway, at the intersection of Lawndale and Ogden avenues, sometime during the overnight hours.

Riverside Fire Chief Matthew Buckley was one of two firefighters who waded out to the car to inspect it while it was still in the river. He said the driver’s side airbag had deployed, the keys were in the ignition and there were a couple of jackets in the back seat. There was no one inside the car, whose doors were closed and windows rolled up.

A Riverside police officer reportedly did make phone contact with the owner of the vehicle, a Chicago woman. It was unclear immediately whether or not she might have information about what happened.

While early information pointed toward possibly two people having been inside the vehicle at the time of the crash, it appears that investigators now believe there was only one occupant.

Buckley, interviewed at the scene of where the woman’s body was recovered on Sunday afternoon, told the Landmark that “through the investigative things that [state police and Lyons police] have done already this

morning, they determined there was only one person in the vehicle, which is why we’re confident that this is the person from that vehicle.”

The car was towed from the river at about 10:20 a.m., and first responders searched the riverbanks downstream of the crash site on foot and by drone throughout Sunday morning and early in the afternoon.

Initially those efforts came up empty, but when they deployed a drone to search near the Barrypoint Road bridge at about 12:55 p.m., they discovered the victim in the water on the west side of the bridge.

At about 3 p.m., firefighters using a boat and recovered the body from the water.

Reached Monday, Illinois State Police said they had no additional information to provide.

“The search has concluded but the investigation remains open and ongoing,” said Trooper Jayme Bufford, public information officer for the state police.

More than 100 trees potentially coming down

The Burlington Northern-Santa Fe Railroad last week removed about 20 pine trees from its right-of-way along Brookfield Avenue between Arden and McCormick avenues in Brookfield, added another 10 or so to that count Monday morning and many more of the trees that line both sides of the tracks west of Prairie Avenue could be coming down in the near future.

While railroad officials reportedly said they had notified the village of the removals, local officials said they were caught off guard when a work crew revved up the chainsaw to begin trimming back the long line of Austrian pines that have stood along the tracks for the past 30 or 40 years.

“It really is a shock,” said Victor Janusz, the village of Brookfield’s forester. “It would’ve been nice to get a heads up before people started having a heart attack over this.”

While last week’s removals only went as far east as McCormick Avenue, Janusz confirmed on Monday that the remainder of the pines between McCormick and the Hollywood Avenue grade crossing had been de-

stroyed.

Among the trees removed was a Colorado blue spruce, which Janusz said he would have used as the village’s Christmas tree had he known it was destined for the wood chipper.

The trees felled last week were removed by a backhoe that loaded the branches and trunks onto a train car brought in for the job. All that will be left of the tree line is a row of short stumps protruding from the ground. Janusz said he was told the railroad does not have plans to plant new trees along the tracks.

Ben Wilemon, external corporate communications manager for the BNSF, told the Landmark in an email that the tree removal are part of a routine right-of-way maintenance project under way all along the 38mile stretch from Union Station in Chicago to the Aurora Transportation Center.

“The scope of the vegetation removal is 20 feet from the center of our track to either side and higher than 3 feet,” Wilemon said.

On Jan. 21, the first day removal crews worked in Brookfield, workers denuded 10 pine trees before the chainsaw broke, said Wilemon, delaying the project slightly. The crews were back the following day and removed those and roughly another 10.

Asked if the railroad intended to remove all of the trees along the north and south rights-of-way, Wilemon said he wasn’t sure.

“Unfortunately, we won’t be able to quantify until our crews have assessed the entire area of their work,” Wilemon said.

Prior to Friday, there were about 110 pine trees in all along both sides of the tracks, all of them roughly the same distance from the tracks and standing about 20 feet tall. The trees serve not only as a visual barrier, said Janusz, but also as a windbreak and sound barrier.

“It’s going to be windier and it may affect snow drifting on Brookfield Avenue,” Janusz said. “There will be a lot of things we’ll find out in the aftermath.”

Janusz said he was optimistic that trees on the north side of Brookfield Avenue between Prairie and Maple could be saved due to their distance from the tracks. As for the roughly 30 trees in the south right-of-way west of Sunnyside Avenue, he wasn’t so sure.

The majority of the pine trees appear to date to about the 1980s and through the years had been placed there by village staff and by Boy Scouts, who planted some as service projects.

“I remember at one point the village planted about 50 saplings,” said Village President Kit Ketchmark. “I know we’ve replanted a few over there west of Prairie Avenue.

“They serve as a really good buffer for the sound, too, and we’ll be losing that. It looks bad.”

Three Roman Catholic parishes in Riverside, North Riverside and Lyons will merge to form a new parish, the Archdiocese of Chicago announced Jan. 22, as part of a years’ long, comprehensive reorganization of Catholic parishes throughout Chicago and the suburbs.

In the works locally for about the past year, the archdiocese’s Renew My Church program had grouped St. Mary in Riverside, Mater Christi in North Riverside, St. Hugh in Lyons and St. Pius X in Stickney and both parishioners and church leaders undertook a “discernment” process to determine a future path.

Based on a report the parishes delivered to the Archdiocesan Standards and Recommendations Commission late last year, Cardinal Blase Cupich and the archdiocese’s Presbyteral Council delivered their verdict last week.

Effective July 1, St. Mary, Mater Christi and St. Hugh parishes will combine to form a new parish, whose name will be determined later in the year following input by parishioners and a final determination by the cardinal.

The new parish’s pastor will be Rev. Tom May, who is pastor of St. Mary in Riverside.

The new parish’s administrative center will remain in Riverside and St. Mary will be designated the official parish church. Any new

St. Mary School, which is the only school in the parish grouping, will remain unchanged, according to the archdiocese.

St. Pius X will not join the other three in the new parish. It will re-enter the Renew My Church process, grouped with several Berwyn and Cicero parishes who are just beginning to enter the discernment period.

While St. Mary and Mater Christi churches will continue to be regular worship sites for the new parish – and the Mother of Mothers Shrine at Mater Christi will remain unchanged – the archdiocese intends to discontinue regularly scheduled Masses at St. Hugh Church in Lyons by no later than March 2, which is Ash Wednesday.

According to an archdiocesan announcement posted on the St. Mary Church website, the “vitality and stability of the new parish will be bolstered by reducing the number of campuses and auxiliary buildings, making the new parish more manageable. Drawing down ministry and selling or leasing the campus at St. Hugh will significantly reduce expenditures on building maintenance for the short and long term.”

As far as naming the new parish goes, parishioners will be invited to submit nominations, within guidelines established by the archdiocese, and three to five choices will be presented to the cardinal.

Cupich will announce the combined parish’s new name, possibly sometime late in 2021.

When the newly combined BrookfieldLaGrange Park parish comprising St. Barbara and St. Louise de Marillac got its new name – Holy Guardian Angels -- in 2019, the announcement was made that October.

New deputy, battalion chiefs for Riverside Fire Department Chief Matthew Buckley taps James Mulligan for the No. 2 job

Riverside Fire Chief Matthew Buckley has chosen a new deputy chief and has promoted two others to the rank of battalion chief.

Village Manager Jessica Frances announced the promotions at the Jan. 21 village board meeting. The promotions come more than a year since the department last employed a deputy fire chief.

The late William Sherman, who died in December 2019 after serving as a Riverside firefighter for 45 years, was deputy chief from 2015 until his death.

“At first we wanted the dust to settle,”

said Buckley of the wait to hire Sherman’s replacement, “and at the same time we had three lieutenants who were newly promoted.

Then COVID hit and we spent the majority of the time dealing with that.”

The past year also ended up serving as a sort of proving ground, according to Buckley.

“It helped me determine what people were good at, and while the entire department did an excellent job, making the decisions came down to a few factors, and a lot came down to time on the job,” Buckley said.

Tapped as deputy chief is James Mulligan, a Riverside firefighter since 2012 who was promoted to lieutenant in July 2019. Mulligan also serves as the department’s train-

ing officer and is also a certified paramedic, hazardous materials technician and fire instructor.

Mulligan has played a key role in recruiting new members to the paid-on-call department and making sure they remain up to date on training. Only a handful of the Riverside Fire Department’s 36 paid-on-call firefighters have full-time jobs as firefighters elsewhere.

“Training of our employees is paramount for what we do,” Buckley said. “He’ll continue to oversee the training division.”

Mulligan works full time as a firefighter for the Carol Stream Fire Department. He is the son of Kevin Mulligan, a former River-

side fire chief and retired Pleasantview Fire Protection District battalion chief.

Mulligan elevated two other lieutenants to the rank of battalion chief on Jan. 14.

Ray Williamson, a Riverside firefighter since 1992 and lieutenant since 2003, was promoted alongside Dan Tabb, who was hired as a paid-on-call firefighter in 2002 and serves as the village of Riverside’s full-time public works director.

Williamson and Tabb are both certified emergency medical technicians and have attained their advanced firefighter certifications. Williamson is also a fire instructor and is a certified fire officer. Both are certified in hazardous materials operations.

Riverside seeks bids for downtown bike racks Village hopes to install 50 U-shaped fixtures throughout business district this spring

A long-awaited plan to install dozens of new bicycle racks in downtown Riverside is about to come to fruition.

Last week the village sought bids for the grant-funded project with Community Development Director Sonya Abt telling the Landmark, “We’re hoping they’ll be installed before the end of May.” Riverside won a federal Congestion Mitigation and Air Quality (CMAQ) grant through the Illinois Department of Transportation back in 2016 to install bike racks in the downtown area to complement the village’s comprehensive streetscape improvements on East Burlington Street, Longcommon Road and Riverside Road.

Initially, the village contemplated both freestanding bike racks in key spots in the downtown business district as well as covered bike shelters near the downtown train station. However, the village board decided against the shelters, reducing the scope of the project somewhat.

In the village’s 2020 budget, elected officials earmarked about $46,000 to install 50 new bike racks at 11 locations downtown.

Of that amount, the federal grant will cover about $36,800, leaving the village to fund the remaining $9,200.

“We’re excited to get this project in the ground,” Abt said.

In some cases, the new racks – each of which allows bike owners to lock the frames and wheels to the U-shaped steel – will replace old, obsolete racks already in place. Others, such as the 12 racks slated to be located near the corner of Pine Avenue and Longcommon Road opposite the north Metra platform, are new.

Right now, many of those biking to the station lock their bicycles to the metal railing that lines the north platform. Other new bike rack locations include two that will be placed outside

Local libraries eye limited reopening on Feb. 1 Doors swing open, but appointments required in some cases

With COVID-19 positivity rates on the decline and Gov. J.B. Pritzker loosening restrictions on in-person gatherings, local libraries will again begin welcoming patrons back through their doors on a limited basis starting Feb. 1.

While the Brookfield, North Riverside and Riverside libraries will all continue to offer contact-free curbside pickup of items as well as virtual programming for children and adults, they all differ in how they will welcome back patrons inside at this time.

The libraries’ virtual collections remain available to patrons 24 hours a day, seven days a week.

Brookfield Patrons may visit the Brookfield Public Library, 3609 Grand Blvd., by appointment from 10 a.m. to 7 p.m. Monday through Thursday and from 10 a.m. to 6 p.m. on Friday and Saturday.

Those appointments can be used for general browsing of the collection as well as use services like computers, photocopier, the

fax/scanner station and notary services. To make an appointment, patrons need to call 708-485-6917, ext. 130 or email to reference@ brookfieldlibrary.info.

Patrons can also book a one-on-one session via Zoom or phone with a librarian to get specific questions answered. More information is available at brookfieldlibrary.info.

Employees and visitors must wear face coverings at all times, and staff will wipe down equipment and high-touch areas on a regular basis throughout the day. Any item returned to the library will be quarantined for 72 hours.

Patrons must make an appointment if they wish to use computers, but staff will be available to assist with finding, holding and checking out items as well as assisting with faxes and copies.

The library is open Monday, Tuesday, Friday and Saturday from 10 to 4 p.m. and on Wednesday and Thursday from 10 a.m. to 6 p.m. The first hour Monday through Saturday, from 10 to 11 a.m., is being set aside for senior citizens only.

Riverside If you’d like to visit the Riverside Public Library, 1 Burling Road, you don’t need to

make an appointment, but staff will be enforcing capacity limits so you may be asked to wait outside until there’s enough room.

You also don’t have to make a reservation to use one of the library’s computers, but they’re recommended to ensure one is available when you visit. Computer sessions are limited to an hour per person per day.

Most seating areas within the library have been removed, but library officials note that the Wi-Fi signal extends to the outdoor benches, reading circle and parking lot (where patron parking is allowed on weekends only).

The library will be open Monday, Wednesday and Friday from 10 a.m. to 5 p.m., with the first hour of those days reserved for senior citizens and other at-risk individuals. Curbside service is still available for everyone at that time.

Brookfield native earns veterinary medicine scholarship

J

essie Zenchak Petersen, a third-year veterinary medicine student at Michigan State University, is a recipient of a $3,000 Lallemand Animal Nutrition Forward scholarship.

The Lallemand Forward Scholarships recognize students at the doctoral degree, master’s degree, doctor of veterinary medicine and undergraduate levels who are excelling in their agricultural programs.

Zenchak Petersen, a Brookfield native, hopes to become a production animal veterinarian in a rural, high-need area and plans to focus on cattle.

She is a member of the national Society for Theriogenology and the American Association of Bovine Practitioners. In 2019, she interned with CentralStar Cooperative, where she became proficient at handling cattle and assisted in several field studies.

According to a December scholarship announcement from Lallemand Animal Nutrition, Zenchak Petersen specifically enjoys production medicine due to its critical role in animal, human and public health.

The scholarship program has provided $81,500 to students since its inception in 2015.

Edward Petrak was appointed as the Region 4 co-chair of the Illinois Law Enforcement Alarm System (ILEAS) governing board on Dec. 21, 2020.

ILEAS was formed in 2002 in response to the terrorist attacks on Sept. 11, 2001. It is a consortium of over 900 local governments, created to meet the needs of local law enforcement throughout the state of Illinois in matters EDWARD PETRAK of mutual aid and emergency response.

After fall scare, RBHS semester failure rate about normal Administration, teacher efforts brought up students’ grades in final month

Last November, the principal of Riverside-Brookfield High School reported to the school board that approximately 35 percent students were on track to fail at least one first-semester class, describing the situation as “alarming.”

But when the dust settled and final grades were handed out, it appears that a concentrated effort by school administrators, teachers and students had cut the actual failure rate to just 7.3 percent.

The school took a number of steps to reduce the failure rate.

Teachers made it easier for students to make up work by consolidating assignments and giving students opportunities to improve their first quarter grades.

Administrators allowed some students to come to the school building to do schoolwork if they needed a quiet place to do schoolwork or get extra help at a time when almost all students were doing remote learning. Administrators also reached out to students with failing grades and encouraged them to complete their assignments and turn their work in.

“We reduced the failure rate to 7.3 percent of our student body having one failure or more, which brings us very close to pre-pandemic numbers for failures,” said Principal Hector Freytas at the Jan. 12 meeting of the District 208 Board of Education. “I want to thank the students for all their hard work; I want to thank the teachers and family members for really coming together. That is a big achievement

and I’m very proud of everybody.”

Teachers were encouraged to reopen their first-quarter grade books to give students opportunities to improve their semester grades and apparently were told not to fail any student who had to quarantine during the first semester.

“They leaned on us pretty hard to make those F’s go away,” said one RBHS teacher, who asked not to be identified because of fear of retribution from the administration or school board and concerns that there is no right answer to the dilemma of how to grade during a pandemic in which many students are struggling. The teacher added that they did not feel any direct pressure to change specific grades.

The number of F’s given this year was in line with previous

years and was slightly lower than the number of failing grades reported one year ago, during the pre-pandemic first semester of the 2019-20 school year.

This year 233 F’s -- 2.3 percent of all grades -- were handed out as final first semester grades, compared to 251 F’s -- 2.4 percent of all grades -- one year earlier. Two years ago, in the first semester of 2018-19 school year, teachers handed out 203 F’s, or 2 percent of all grades.

For the current school year, 120 students received at least one F

as a final first-semester grade, according to a preliminary report prepared after some teachers wanted to know the racial and ethnic breakdown of the students who received failing grades.

For the students receiving at least one F during the first semester, 46 percent were white, 42 percent Hispanic, and 11 percent Black.

According to the most reason state school report card, 53 percent of all RBHS students are white, 37 percent are Hispanic, and 5 percent are Black.

Virus cases in Brookfield appear to be on downswing 80-year-old woman is village’s 12th COVID-19 fatality

The number of new cases of COVID-19 continued to trend downward in Brookfield for the two-week period ending on the morning of Jan. 26, with an average of 42.5 each week since Jan. 12.

That compared favorably with the kinds of weekly numbers the village saw from November through early January, when the village was seeing close to 100 new cases each week. As recently as the week ending Jan. 5, Brookfield had reported 82 new cases.

Brookfield has reported fewer than 50 new cases in one week since late October, when the state saw a dramatic spike in confirmed or probable new cases of COVID-19. By late November, Brookfield also began seeing its first reports of residents dying from COVID-19 since the summer.

On Jan. 22, an 80-year-old Brookfield woman was identified as the 12th village resident to die from COVID-19 and the first since late December.

While new confirmed and probable cases in Brookfield appeared to be trending down, the two-week average for the period ending on the morning of Jan. 26 in Riverside and North Riverside remained essentially flat.

The two-week average in Riverside during that period was 32.5 new cases, pretty much in line with the kinds of weekly totals the village has seen since mid-December. North Riverside’s two-week average of 20 cases ending on the morning of Jan. 26 was also in line with weekly case numbers for the past month-plus.

There were no deaths in Riverside or North Riverside reported in the past two weeks. Each village has lost three residents to the disease since the Cook County Medi-

cal Examiner began tracking that data 10 months ago, in March 2020.

The Landmark has chosen to look at the last two weeks of case data, since Cook County delayed its weekly reporting last week due to the Dr. Martin Luther King Jr. holiday on Jan. 19.

Governor OKs indoor dining in suburban Cook The Illinois Department of Public Health announced on Jan. 23 that Region 10, suburban Cook County, had moved into Tier 1 of the state’s COVID-19 mitigation plan.

The move was long-awaited for many businesses, especially restaurants and bars which were prohibited from serving cus-

tomers indoors during Tier 3 and 2 mitigations, which the region had been under since Nov. 20.

While many local bars and restaurants openly defied the indoor service ban during that time, they can now do so without fear of sanctions from the county, which had sent violation notices to a number of Brookfield establishments from late November through early January.

Under Tier 1, bars and restaurants can once more serve people indoors, with a limit of 25 percent capacity or 25 persons per room, whichever is less. Seating at tables may not exceed four people indoors.

For restrictions to be loosened even farther, the region must move into Phase 4, which requires:

■ COVID-19 positivity rate of less than or equal to 6.5 percent for three consecutive days (on a seven-day rolling average), ■ ICU bed availability of at or greater than 20 percent for three consecutive days (on a seven-day rolling average), and ■ No sustained increase of hospitalized COVID-19 patients for at least seven out of 10 days (on a seven-day rolling average) In Phase 4, restaurant capacity is determined by arranging seats a minimum of six feet from each other or service areas, with a 10-party limit per table. Bar capacity is determined by arranging seated parties at a minimum of six feet apart. There is a limit of 25 percent of standing area capacity for unseated customers.

North Riverside board passes COVID relief package $400 water credits will show up on bills beginning next month

North Riverside trustees voted unanimously on Jan. 18 to pass a roughly $1 million relief package to help single-family homeowners and business owners impacted by the COVID-19 pandemic.

The action comes two months after it was rolled out by Mayor Hubert Hermanek Jr.

during a meeting of the village board’s Administrative Committee on Nov. 9, 2020. The initial plan had been for the package to be passed by the village board in December, but the item was not included on that month’s village board meeting agenda.

The ordinance provides a one-time $400 water credit for the roughly 2,200 water customers who own single-family homes in North Riverside. That credit will begin

showing up on the February water bills for those homeowners east of First Avenue and on the March water bills for those west of First Avenue.

Bills will show a separate $400 credit line item from which funds will be deducted as new water bills are sent out to customers.

If a customer typically spends $150 per billing cycle on water, for example, it could take more than two cycles before that credit is

exhausted.

Each single-family home address is eligible for the one-time credit. Anyone buying a home after the credit for that address already has been implemented will be ineligible for another.

The village has not been assessing late fees for water, nor has the village shut off service to any customer for non-payment of water bills since last June. Those poli-

With interest in saliva tests mounting, Campbell decided to take the plunge and create a company to do tests for other school districts.

Campbell turned to two friends from his high school days at Lyons Township High School, and they formed a company they named SafeGuard Surveillance.

“These schools were calling us up asking for a solution, and this was really the only way,” Campbell said.

Campbell found a building at 9300 Ogden Ave. in Brookfield that had housed a precision parts company that had operated a lab in the building.

“They had just ideally suited lab space, some rooms on their own ventilation systems and other things,” Campbell said.

“We were able to slide in there and start going in a way that was a small miracle.”

Campbell quickly signed a lease, began buying equipment -- including four PCR machines that cost $45,000 each -- and he hired a staff that has grown to about 15 people.

“Luckily, we’ve been able to find some really good people with a lot of good lab experience,” Campbell said. “We’ve taken the model of kind of overpaying, because we realize it’s not a job with long-term security.”

In October, SafeGuard signed up its first big customer, New Trier High School.

Other contracts quickly followed and now SafeGuard performs tests for about 30 school districts.

Last week, SafeGuard ran about 25,000 tests and by next week Campbell said the company may run up to 42,000 for the school districts, which deliver the saliva samples to the Brookfield lab.

Since New Trier signed on, other large districts have followed, including Oak Park and River Forest High School, Stevenson High School, Naperville District 203 and Wheaton District 200.

“We’re very pleased to offer this weekly screening to our students and staff,” said

Niki Dizon, the director of communications at New Trier High School. “It’s an extra layer of protection and mitigation in addition to everything else we’re practicing.”

Dizon says saliva testing has identified asymptomatic carriers of the coronavirus every week since testing began in November and has been important in allowing New Trier to sustain a hybrid learning model.

“It’s been very effective for us,” Dizon said. “We are identifying a handful of students every week. It definitely adds to our level of confidence that we are able to keep our school buildings safe. It’s one more metric we can look at and not just have to be reliant on external metrics like what’s happening in our township and our county.”

The contract with New Trier could be worth up to $1.3 million and newly inked contract with OPRF could be worth up to $413,000. SafeGuard charges $11 per test, less than some competitors.

Campbell said that only about 0.2 per-

cent of the samples tested by his company come back positive. When that happens the lab notifies the school district, which then contacts the student/family or staff member, and asks that the person get a diagnostic COVID test. The saliva test is considered a screening test, not an approved diagnostic test.

Campbell partners in the business are LaGrange District 105 school board member Elyse Hoffenberg and her husband, Jeff Hoffenberg, as well as Campbell’s best friend from high school, John Carroll. They put in approximately $300,000 of their own money to get the business off the ground.

“We had a little bit of risk tolerance in the group that allowed us to do it,” Campbell said. “Luckily, we were able to scrounge up enough cash just laying around. We have talked our clients into paying in advance for our tests, which allowed us to monetize pretty quickly.”

cies will extend until the pandemic state of emergency is no longer in effect, said Village Administrator Sue Scarpiniti Funding for the water credit portion of the relief package, which is estimated at about $850,000, is being drawn from the surplus in the village’s water operations fund.

Scarpiniti said a $1.3 million project budgeted in the 2020-21 fiscal year to refurbish the water standpipe on 26th Street has been deferred until the next fiscal year, which begins May 1.

In addition to the water standpipe project, North Riverside also deferred this year’s planned phase of the Cermak Road water main replacement.

Apart from the water credit, the village is

waiving 2021 liquor license fees for bars and restaurants that possessed liquor licenses in 2020, when businesses went months without income due to state-mandated shutdowns to limit the spread of COVID-19.

That waiver extends to the Riverside Golf Club and the North Riverside VFW hall, but it does not extend to standalone video gambling parlors, whose owners pay a premium for liquor licenses to operate in the village.

Finally, all North Riverside businesses that possessed business license in 2020 – with the exception of Zeigler Ford, which received a generous sales tax rebate package last summer – will be eligible for a 25-percent reduction on their 2021 business licenses.

Between the liquor license fee waivers and the reduced business license fees, the village expects to take a revenue hit of about $100,000.

The money for the business and liquor license relief is being pulled from the roughly $187,000 the village has received so far as reimbursement for COVID-related expenses in 2020 from the Cook County CARES Act. The village has applied for another $12,000 in CARES Act reimbursement, which it has not yet received.

Campbell went to LTHS with Carroll and Elyse Hoffenberg. They graduated in 1993.

“I’ve been friends with both of them for 20 years, and when you pop something like this up you need to have people that you know and trust,” Campbell said. “It just seemed like it was meant to be.”

Elyse and Jeff Hoffenberg are both lawyers, so they handle that aspect of the business. Carroll, who has a background in computer programming and information technology, handles much of the logistics and scheduling, leaving Campbell to focus on the science.

Campbell has kept his day job of teaching and doing research at Loyola University’s Stritch School of Medicine, so he now essentially has two full-time jobs.

“The thing I’m not doing as much is sleeping,” Campbell said. “I figure I have five months of this in me. … For the time being I’ll do what needs to be done.”

Campbell said SafeGuard is going to be profitable, but he doesn’t expect to get rich and didn’t start the company primarily to make money.

“Really our goal is to keep schools safe,” Campbell said. “If schools need us the entire semester, I think it’ll be a profitable company. If vaccines get rolled out and people don’t need us, maybe we don’t make too much money but don’t lose money. That would be fine with me.”

He’s looking forward to pandemic being brought under control and hopefully shutting down the business this summer.

“The plan is in June or July we can go out of business and return to our daily lives,” said Campbell, who was recently voted faculty member of the year for outstanding teaching and mentorship at the Stritch School of Medicine. “I’m happy to do it because I know it’s helping people, but I can’t wait to quit my job and go back to my regular day job.”

Campbell is still getting regular inquiries from school districts about having SafeGuard do saliva testing for them, but he’s not sure how many more customers the company can take on.

“At this point we’re needing to put people on a waitlist, because we are worried about our bandwidth and capacity,” Campbell said.

According to Scarpiniti, the program was funded by shifting $10,000 budgeted for the village’s annual Christmas party to buy $250 gift cards from Aldi to assist food-insecure families in North Riverside.

The families were identified by the North Riverside Department of Parks and Recreation as well as the village’s Neighborhood Services program, which maintain a list of families in need of assistance throughout the year, Scarpiniti said.

Some 40 local families qualified for Aldi gift cards from the food assistance program in late 2020.

Enduring frustration

I

t was about a year ago that many of us began hearing the word “coronavirus” being tossed around on TV and in newspapers – an unfamiliar and increasingly worrisome virus that by the final week of January 2020 would be roaring through Italy and Spain.

Last January it was hard to imagine just how quickly it would arrive on our shores and in our communities and how much its presence would permeate every aspect of our lives – from the ways we shopped and dined out to how we interacted with our own families.

As is natural for a nation of this size, with its disparate cultural, physical and political qualities the reaction to the pandemic varied, a situation aggravated by a handsoff federal response which dumped responsibility on individual states.

To this day, Illinois and Cook County feel the effects of that decision from federal leaders, but there’s optimism nonetheless.

Even with a stop-start federal rollout of vaccines – millions more doses were promised than delivered and a supposed federal stockpile turned out to be a mirage – the Biden administration has rolled out a new federal strategy, including invoking the National Defense Production Act and aiming to vaccinate 100 million people in 100 days.

That’s a mighty ambitious goal, and one on which we may end up falling short, but it’s at least the kind of national effort this crisis demands.

During the past month, the state of Illinois has targeted vaccine distribution to those working and living in frontline health care settings and long-term care homes.

On Jan. 25, the state moved into the next phase of vaccine distribution – which includes hundreds of thousands more people, including senior citizens and essential workers.

What we’ve quickly learned is that vaccine doses remain in very short supply – every appointment made available through Cook County Health at noon on Jan. 25 was snapped up within 24 hours.

It’s frustrating to the thousands who continue to wait for a turn in line. Sure there are some who will luck out by visiting a local pharmacy and get asked to receive a vaccine because someone else failed to show for an appointment, but that’s no way to reach herd immunity.

The agency with the power, personnel and the pockets to organize such a campaign is the federal government; it always has been. It’s for moments like this that the federal government exists.

When vaccines are available, local and state agencies will gladly receive them and with the help of the National Guard, which has already been deployed to assist, we can do this.

The next month or so, we’re guessing, is going to be frustrating and it’s going to seem like we’re failing. But, we also have renewed hope in the national response, which is the key to success locally.

Yes, vaccine appointments right now are precious. But, more will be coming and there will be more locations giving the shots in the future. It’s going to take a little more time, but there’s light at the end of the tunnel.

Let’s get there together.

North Riverside native still tearing up the drag strip

ver since she was 8 years old, North Riverside native Brina Splingaire, currently living in Schaumberg, has had a passion for drag racing. Along with her father Jeff and her mother Cyndy, the family has spent weekends driving around, watching as Brina burn rubber on drag strips throughout the Midwest.

Splingaire went on to earn a degree in mechanical engineering technology from Purdue University, choosing the school for its excellent engineering program and its proximity to home and the tracks for weekend competitions.

She is now employed as an application engineer at Greenheck Fan Corporation, who share in Splingaire’s love of cars. So when she had an opportunity to get her name on the list to order a 50th Anniversary COPO Camaro, she enlisted the help of Jim Greenheck, himself a racer.

Splingaire got on the list for one of the Camaros – which fetch $150,000+ -- and Greenheck became the owner of the car that Splingaire would drive.

With Brina at the wheel, the Camaro gave her another win. To date, she has earned five national drag racing titles and looks forward to more.

At the age of 32, she has gained the respect of other

drivers who often look to her for advice and the answer to questions pertaining to their cars. Her own car is named the Chi-Town Shaker and is transported by Brina’s father, Jeff, in a trailer that also contains living quarters.

If you happen to pass Jeff Splingaire’s business, Jeff ’s Auto and Truck on East Quincy Street in Riverside, you may see the big rig waiting to be packed for its next excursion to the race track.

Brina was featured in the September 2020 issue of Drag Racing Edge highlighting her career. She reflected on how drag racing has changed with so much now being computerized. With the support of her family, it has given them time to spend together on something they all enjoy.

According to Brina, “We have always said if it wasn’t fun, we wouldn’t do it.”

Juggling work and racing hasn’t always been easy, but managing her time has been something she is used to doing.

She volunteered at Brookfield Zoo for about 14 years, first as a guest guide and later as an early childhood docent in the Hamill Family Play Zoo. She greatly enjoyed working with her fellow volunteers and zoo guests.

Due to the pandemic, this past year was difficult because all her favorite activities were curtailed, but she found ways to connect with family and friends. She was always fun to be around, with a good sense of humor, a kind heart, and a shining smile.

Her last illness was a shock to all. She tried to do as she was asked to fight ovarian cancer, but too many setbacks kept her from making enough progress. She was at peace with her decision to enter hospice care in her Brookfield home and was delighted by the flowers, cards, and visits from many friends and family members. She felt very loved and clearly she was.

Ms. Alexander was the daughter of the late Eleanor J. and Selwyn T. Alexander; a cousin to Betsy Snyder, Cris (Donna) Snyder, Wendy (Jim) McInerney, and many more cousins; and “aunt” to Cara (Daniel) Allard , Colin Snyder, Catina Snyder, Michael McInerney and Dylan McInerney.

A funeral Mass was celebrated at St. Mary Church, Riverside, with interment at Queen of Heaven Cemetery, Hillside.

In lieu of flowers, donations are suggested to be made to the American Cancer Society or the Parkinson’s Foundation.

Clarissa E. Monroe, 95 Riverside resident Clarissa “Cassie” Eugenia Monroe, 95, a Riverside resident since 2006, died Dec. 27, 2020 at Alexian Brothers Hospice in Elk Grove Village.

Ms. Monroe was born Jan. 25, 1925 in Hollywood, California, where her father was a carpenter working for the Hollywood movie studios.

She enjoyed oil painting, gardening and doting on her cats. Her upbeat, sunny character and generosity will be CLARISSA E. MONROE missed by family and friends.

She was preceded in death in 1998 by her husband of 49 years, Donald Monroe, and later by her son Wallace Elkins. Ms. Monroe is survived by her daughter, Leilani Lauger and sonin-law Timothy Lauger; her sons, Jerry Monroe and Terry Monroe; her grandchildren Lucas Lauger, Natalie Lauger and Kristen Jorgensen; great-grandchildren Trinity (Anthony), Jeremy, Justin, and Valerie; and great granddaughter, Reagan.

VACCINE CENTER Supplies limited from page 1 that as of noon that day the state would begin Phase 1B of its vaccination program, which includes some 600,000 Cook County residents, including those 65 and older as well as a slew of essential workers, including first responders, postal service workers, grocery store employees, public transit workers, teachers and school administrators and those working in adult daycare settings.

Anyone who qualifies for a vaccination in Cook County under Phase 1B can now make an appointment through a special website that went live Jan. 25 at vaccine.cookcountyil.gov. You can also make an appointment by phone by dialing the county’s vaccination appointment hotline at 1-833-308-1988.

The website also includes a list of FAQs, reason why you should get vaccinated and information on the Pfizer and Moderna vaccines themselves.

But it appears people are going to have to patient. Less than 24 hours after the county’s new website began booking appointments for its 13 vaccination sites, every available spot was filled.

“The rollout of Phase 1B is truly an exciting development, but I want to remind everyone that there are only about 120,000 first doses arriving in Illinois – outside of Chicago, that is – this week,” Pritzker said.

“Because of the federal supply limitations, I want to emphasize that vaccinations are being given by appointment only. I’ve said that before, but I want to make it clear so people don’t go line up at their local pharmacy or line up at their local health department.”

Health officials expect the limited number of appointments available at the North Riverside site and at other clinics will be booked quickly.

However, said Cook County Health CEO Israel Rocha Jr., that should not dissuade people from visiting the new appointment website and registering their information.

According to Rocha, whether you are someone who qualifies for Phase 1B or not, “you should register your information so that as you become eligible for a vaccine, you will receive updates.”

“We are anxious to vaccinate all the people that are able to receive the shot, but patience is needed as the federal government works to ramp up production,” Rocha said. “When you visit our microsite at vaccine.

cookcountyil.gov it is critical to remember that all sites share appointments at this one time.”

The website only reflects appointments for which a vaccine is guaranteed, said Rocha.

North Riverside clinic is one of just four operated by Cook County Health taking appointments for COVID-19 vaccinations, but there are more than 90 other locations at Walgreens, CVS and Jewel-Osco pharmacies. Hundreds more sites will open as vaccine supplies ramp up, Pritzker said during his Monday press conference at the Tinley Park Convention Center, which has been chosen as a large-scale vaccination site capable of delivering up to 18,000 doses a week when at capacity.

“As more vaccine comes available from the federal government, additional mass vaccination sites are slated to begin operations, built on existing community vaccination efforts,” Pritzker said.

Cook County is being aided in its efforts to ramp up vaccine distribution by partnering with the Illinois National Guard. About a dozen National Guard troops were assigned to the North Riverside clinic on Jan. 19 and will be assisting there through at least March 31, according to 2nd Lt. Alex Villafuerte.

The troops were assigned to the site during Phase 1A to administer vaccinations to frontline healthcare workers.

“We’re here to help out the nurses with administering the vaccinations, so between civilian nurses and combat medics that are here, we have about five people giving the COVID vaccinations,” Villafuerte said. “At this location we’re averaging about 150 vaccinations per day.”

Dr. Daniel Vittum, lead physician and medical director of the Cook County Health Clinic in North Riverside, said the National Guard troops will help dramatically increase the number of vaccine doses it would otherwise be able to provide.

“The 1B pool of people is much larger, so we’re going to need more vaccine, more vaccinators, more people to register and that’s why [the National Guard troops] are here,” Vittum said, adding that with the added help they should be able to push to 275 doses daily. “It’s a massive operation, so we want to do it right and we want to do it equitably and we want to do it quickly, but we want to do it correctly.”

Education bill to revamp social studies classes Also puts heavier emphasis on computer science and computer literacy

SPRINGFIELD – Social studies classes in Illinois public schools are about to get a major overhaul, with more emphasis on Black history and the contributions of other underrepresented groups to American culture.

In addition, within the next few years, all school districts in the state will be required to offer computer science courses and more instruction in computer literacy.

Those are just two of the major provisions of a 218-page education equity bill, House Bill 2170, which passed during the recent lame duck session of the General Assembly with the backing of the Illinois Legislative Black Caucus.

Jennifer Kirmes, executive director of teaching and learning at the Illinois State Board of Education, said in an interview that the agency has been working toward updating the state’s social studies standards for months.

“Over the summer, we convened a working group of educators and advocates and gave that group the task of reviewing the existing Illinois social science learning standards, in particular through the lenses of equity and social justice, and to ensure that the standards aligned with the statutory mandates to teach about the contributions of underrepresented groups like African Americans and LGBTQ Americans,” Kirmes said. “So really, what’s in the bill codifies work that we started several months ago, and are still undertaking now.”

Specifically, the bill calls on ISBE to adopt new standards by July 1 “that are inclusive and reflective of all individuals in this country.”

It also calls for establishing an Inclusive American History Commission to help the board develop the new standards. That 22-member commission will be charged with reviewing educational resources that teachers can use that “reflect the racial and ethnic diversity” of Illinois and the United States, providing guidance for educators on how to ensure that their class content is not biased in favor of certain cultures and providing guidance on how to identify resources for “nondominant cultural narratives.”

The bill also calls on every elementary and high school to develop a curriculum that includes one unit of studying preenslavement Black history. That unit will cover the period from 3,000 BCE to 1619, when the first enslaved Africans were brought to America. Black history units will also have to include the study of the reasons why Black people came to be enslaved and the study of the American civil rights movement.

Social studies programs in the United States have been criticized for years for putting too much emphasis on the white European origins of the original 13 colonies and the development of a predominantly white culture while paying only scant attention to the history of slavery or the contributions of people from other, non-European cultures.

“I cannot speak to what is happening in

every district across Illinois, and I think it’s hard to make any kind of sweeping statement about all of history education in Illinois,” Kirmes said. “Our position is that we want it to be well supported and well executed in every community.”

Kirmes said ISBE expects to have a draft of the new standards available for public comment in March. The final standards will then be presented to the board for approval early in the summer.

In addition to revising social studies standards, the bill also tries to ensure greater access throughout the state to computer literacy programs and computer science education.

It calls on all districts to provide “developmentally appropriate opportunities” to gain computer literacy skills beginning in elementary school. Also, starting in the 2022-23 academic year, students entering ninth grade will be required to take at least one course that provides “intensive instruction” in computer literacy. That could be a course that also meets other graduation requirements such as math or social studies.

Beginning in the 2023-24 academic year, all districts that operate high schools will be required to offer at least one course in computer science, which is defined as “the study of computers and algorithms, including their principles, their hardware and software designs, their implementation, and their impact on society.” It does not include the study

of everyday uses of computers and applications such as keyboarding or accessing the internet.

ISBE does not currently have educational standards for computer science, Kirmes said, so those will have to be developed from scratch.

She said ISBE has already convened a group to begin drafting computer science standards and the agency expects those to be adopted this summer as well.

Other provisions of the bill call for changing the state’s high school graduation requirements so they are more closely aligned with college admission requirements at the University of Illinois. Starting in the 2024-25 academic year, students entering ninth grade will have to complete two years of laboratory science. And beginning in the 2028-29 school year, they will be required to complete two years of a foreign language.

In the area of higher education, the bill changes the funding formula for the AIM HIGH student aid program. Instead of splitting the cost of those grants evenly between universities and the state, schools where 49 percent or more of their undergraduate student body are eligible for federal Pell grants will only have to match 20 percent of their state allocation while schools where fewer than 49 percent of students qualify for Pell grants will have to match 60 percent of the state allocation.

The bill was sponsored by Sen. Kimberly Lightford (D-Maywood) in the Senate and Rep. Carol Ammons (D-Urbana) in the House.

Lightford, the Senate majority leader, represents North Riverside and part of Brookfield.

It needs only a signature from Gov. JB Pritzker to become law.

The Village of Oak Park reserves the right to issue plans and specifications only to those contractors deemed qualified. No bid documents will be issued after 4:00 p.m. on the working day preceding the date of bid opening.

The bidder is specifically advised that the Village is a Subgrantee of a Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) grant, pursuant to an agreement entered into and between the MWRDGC and the Village.

The MWRDGC requires that contractors entering into contracts shall have a performance bond and a payment bond. The Contractor shall furnish a satisfactory performance bond in the sum of the amount of the contract in dollars guaranteeing the proper completion of the work and the maintenance of the work during the period of one (1) year from and after the date of the completion and acceptance of the same.

The Contractor shall furnish a satisfactory payment bond in the full amount of the Contract guaranteeing payment of all material used and for all labor performed.

The Contract will be subject to the requirements of the Multi-Project Labor Agreement. A copy is on file at the offices of the Engineer and may be requested from the Engineer. The Contractor shall execute the form entitled “Certificate of Compliance with Multi Project Labor Agreement (MPLA)” as found in the Bid Proposal Submittal Packet.

The work to be performed pursuant to this Proposal is subject to the Illinois Prevailing Wage Act, 820 ILCS 130/0.01 et seq.
