After D209 student’s suicide, concerns raised

Teachers, parents worried about safety, social/emotional support across district in light of Nov. 9 suicide

During its regular meeting on Tuesday, Nov. 9, the District 209 school board held a moment of silence for a 16-year-old Proviso Math and Science Academy (PMSA) student who died by suicide earlier in the day.

In a YouTube video, District 209 Supt. James Henderson and Elizabeth Martinez, PMSA’s principal, said that administrators leveraged a range of social and emotional support for students in the building.

“We have a crisis team in place to provide counsel, resources and even a listening ear to anyone who needs support,” Martinez said in the video. She added that “counselors, social workers and mental health professionals are ready to assist” students.

The principal also said students at all three schools can call or text (844) 670-5838 to speak anonymously with a licensed mental health professional.

But some parents and district employees have voiced concerns about whether the district has the capacity to provide adequate support for grieving students as fewer staffers attempt to deal with increased fights and widespread complaints of bullying, among See CONCERNS RAISED on page 8

The wisdom of curiosity

become increasingly judgmental. Our new national pastime is criticizing each other. The pandemic has made it worse. We get judged for wearing a mask, or not wearing a mask. We get judged for getting vaccinated, and not getting vaccinated. We are judged for attending large gatherings, or not attending large gatherings.

Last Thanksgiving, I agonized about attending the family feast.

I didn’t want to catch COVID or participate in a super-spreader.

At the last second, I decided to go. No one got sick at the party but plenty of people judged me for attending it.

This past year, I’ve been judged for what I say and what I write. I’ve been censored, corrected and lectured. It’s ironic that it’s the free speech and social justice advocates who tell me what I can, or cannot, say. I learned that people are judgmental because they are insecure, fearful, or lack self-esteem. Maybe they were raised in a critical environment?

Besides telling me what I can’t say, they warn me what I cannot write. They tell me how a topic is going to offend certain individuals or groups. I’ve written columns that have offended readers, and I regret writing

ike some of you, I find laughs and wisdom in watching episodes of Ted Lasso. I also identify with Ted’s character. He’s a clueless soccer coach and I used to be a clueless coach for the Forest Park Youth Soccer Association. Ted doesn’t know much about soccer strategy, but he is wise when it comes to how to treat people.

In one episode, he quoted poet Walt Whitman: “Be curious, not judgmental.” Ted lives up to this motto. He is curious about everyone he meets. He engages people regardless of their social standing. He befriends the lowly equipment man, Nate, and entrusts him with increasing responsibility. Ted doesn’t judge people, not even the fans who mock him to his face.

I was really struck by the Whitman quote because it reminded me of my late Forest Park friend, Mark Rogovin.

Mark was curious about everyone and everything. He engaged everyone he met in conversation, whether they were busboys or CEOs. No matter how much he disagreed with someone, he didn’t judge them.

I miss Mark and his curious, nonjudgmental ways because our society has

them. But now I have to be so careful what I joke about. Humor that was acceptable 10 years ago is now out of bounds.

I have had my own judgmental moments.

A few years ago, I was collecting money for Kiwanis on “Peanut Day.” I was shaking my white can at Circle and Madison. For some reason, I was pre-judging people I was certain wouldn’t donate. Each time I came up with a prejudice, some generous soul disproved it.

As for being curious, my worst Thanksgiving was when I was determined to tell my fascinating stories. I became bored by my stories and the listeners didn’t find them fascinating. I felt so empty on the way home because I hadn’t learned a single thing about the other guests.

So my advice this holiday season is to be curious, not judgmental. Questions make the conversation flow. Don’t judge the other guests, even if you don’t agree with their views. This approach reminds me of a quote from another fictional character, Elwood P. Dowd (of Harvey fame). “In this world, you must be oh so smart, or oh so pleasant. Well, for years I was smart. I recommend pleasant.”

By the way, I researched Ted Lasso’s quote. A website said that Walt Whitman never said it. OK, but I bet he wished he had.

The Harlem State Bank incorporated in 1904 in the village, with stockholders primarily from Harlem, Oak Park and River Forest.

The early stockholders included Fredrick Lang, William Haase, William Rieger, Frank Troost, L. H. Hollerman, William Einfeld, C.E. Bollis, Wallis Henrric and E. A. Cummings.

All of Forest Park’s banks closed during the Great Depression of the 1930s and this bank was reopened in 1943 when Forest Park National Bank was founded. When the bank opened, they hired the familiar and reliable Otto C. Roeder as an assistant cashier. He was once the cashier at Harlem State Bank.

BIG WEEK Take a Hike The Forest Preserves of Cook County are encouraging residents to bundle up and get outdoors this week on National Take a Hike Day, Wednesday, Nov. 17.

The annual event, promoted by the American Hiking Society, claims hiking lowers the risk of heart disease and reduces stress.

Special events will be hosted throughout the forest preserve system, including at the Trailside Museum of Natural History, 738 Thatcher Ave. in River Forest. Beginning at 1 p.m., volunteer Roberta Jannsen will host a “mindful and meditative guided nature walk” for those 18 and older, a hike intended to refresh body and soul.

Registration is required and can be reserved by calling 708-366-6530.

Hikers are advised to wear comfortable shoes and bring a backpack with water and snacks to stay nourished.

Switch Gaming Kids ages 8 and older can reserve one of the Forest Park Public Library’s Nintendo Switch consoles for solo play or gaming with friends on Tuesday, Nov. 23 from 3:30 to 6:30 p.m.

The library’s gaming room can be reserved for up to four guests and both the room and the consoles are free to use. Forest Park Public School District 91 will not hold classes on Monday, Nov. 22 and Tuesday, Nov. 23 to allow families the opportunity to immunize children who are newly eligible for the COVID-19 vaccine.

While school may not be in session Monday, both Betsy Ross School, 1315 Marengo Ave., and Grant-White School, 147 Circle Ave., will host community vaccine clinics from 8 a.m. to 7 p.m., according to Nurys Uceta-Ramos, the district’s family and community engagement manager.

The vaccine clinics are being held in conjunction with the Cook County Department of Public Health and doses will be available to all community members, not just school children or Forest Park residents. Online pre-registration at bit.ly/FPSD91Vaccines is recommended but not required. First-dose and booster doses will be available, with the district contemplating a second-dose clinic the week of Dec. 20.

Superintendent Elizabeth Alvarez sent a note to parents earlier this month announcing the decision to close the schools for two days, writing that the move was made in consultation with Mayor Rory Hoskins and other village officials. Alvarez added that the district is partnering with the Howard Mohr Community Center, the Park District of Forest Park, and the Forest Park Public Library to ensure child care is available on Nov. 22 and 23 for parents or guardians who cannot take off work.

In a follow-up letter this week, Alvarez acknowledged the challenges presented by closing schools on relatively short notice, saying, “It was not an easy decision,” but noting that a slight uptick in school cases, along with feedback she received from both parent and teacher surveys, precipitated the move. Because of the Thanksgiving holiday, students will be out of session the entire week of Nov. 22. One of those days will be made up on March 15, Alvarez wrote, on what was originally a day off for students and an institute day for teachers.

In her letters home, she also advocated strongly for the vaccine, which has been widely adopted by staff and teachers in the district. Only four of the district’s 192 employees were unvaccinated as of Nov. 5.

The district reported 11 positive cases of COVID-19 among its student and staff populations the week of Nov. 7-13, far and away the highest total of the school year. There have been only 34 total confirmed cases in the district since Aug. 22.

only help them, their families, neighbors, and friends be more protected from COVID-19, but it will mean that your child will no longer have to quarantine if they are exposed to someone who gets COVID-19 at school and remains asymptomatic,” Alvarez wrote to parents. “This results in fewer disruptions to children’s learning due to quarantine as well as supports families who no longer need to scramble to find child care if their child has to quarantine.”

The clinics on Nov. 22 are the first in Forest Park specifically directed at children age 5-11 since the Pfizer BioNTech vaccine was approved for that age group by the Centers for Disease Control and Prevention on Nov. 2. Forest Park has been the home of several clinics throughout the pandemic, including a large-scale clinic at the former HOBO store in March.

The Howard Mohr Community Center held a vaccine booster and flu-shot clinic earlier this month, with around 100 doses of each distributed, according to Karen Dylewski, the center’s director. An additional clinic was held at the Forest Park American Legion Post 414 on Sunday, Nov. 14.

For older children and adults who don’t want to wait for the Nov. 22 clinic at Forest Park schools, Riveredge Hospital, 8311 Roosevelt Road in Forest Park, is hosting a clinic Sunday, Nov. 20 from 10 a.m. to 1 p.m. Doses of the Pfizer vaccine will be available to those age 12 and older, with the single-shot Johnson & Johnson vaccine also offered to those 18 and older. Walk-ins are welcome at the Riveredge clinic.

Doses of the COVID-19 vaccine are also widely available through doctor’s offices and local pharmacies.

According to the Cook County Department of Public Health, 10,695 Forest Parkers have received at least one dose of a COVID-19 vaccine, approximately 74.6% of the population, an increase of 248 residents since Nov. 1. Sixteen new cases of COVID-19 were reported last week, a small uptick from the week prior but still at an infection rate below the rest of suburban Cook County.

seeing historic investments in the state’s infrastructure across all modes of transportation,” Maria Castaneda, IDOT’s public information officer, wrote in an email. “Under the governor’s leadership, IDOT looks forward to working with our federal partners and local stakeholders as a nationwide infrastructure package is now a reality and [as] additional federal guidance becomes available.”

Construction of the Eisenhower Expressway was completed in the late 1950s and, according to the ILEPI study, up to 90% of the “underlying pavement and subbase” remains from its original construction. In addition, of the 44 bridges that cross the highway, 34% are “structurally deficient” and 86% are “functionally obsolete.”

But the fact that the press conference came before the signing of the $1 trillion federal infrastructure bill and before the Illinois Department of Transportation (IDOT) announced any firm plans to move the project forward is a sign of just how serious officials are about getting the rebuild off the ground and how confident they are that the state will redirect some of those federal funds to Interstate 290, one local mayor said.

Forest Park Mayor Rory Hoskins, who was invited to attend the event, called the signing of the infrastructure bill a major development for an ambitious plan that has languished since IDOT’s most recent proposal was published in 2017.

“I don’t think they would have come to a public press conference to talk about their expectations if they didn’t think there was a real possibility of those expectations being realized,” Hoskins said in an interview last week, before the bill was signed.

“I walked away really optimistic from that press conference.”

The press conference came in the wake of a study released by the Illinois Economic Policy Institute (ILEPI) that touted the wide-ranging benefits of a reconstructed Eisenhower, including needed repairs on an outdated roadway, renovations to stations along the CTA Blue Line, imTraffic on the Eisenhower Expressway. proved pedestrian safety on highway crossings, and a major economic boon to the area’s residents.

A separate study by the Chicago Metropolitan Agency for Planning (CMAP), referenced by ILEPI in its report, estimated that the number of jobs available within 45 minutes of each household along the Eisenhower Expressway corridor would increase by more than 17,000 under the proposed project. CMAP projected that 31% of the residents traveling to jobs via I-290 would be from so-called Economically Disconnected Areas (EDAs) and estimated that 1,300 of the jobs created would be high wage positions that do not require a college degree.

The ILEPI report defines EDAs as “areas with a concentration of low-income residents and either minority residents or resi-

dents with limited proficiency in English.”

Mary Tyler, ILEPI’s transportation director and the report’s author, said that by simply cutting down on congestion, the radius of where a resident along the I-290 corridor could look for a job increases significantly.

“If you improve travel times, you are giving people the opportunity to travel to more opportunities because they are not being stuck in traffic,” Tyler said in an interview.

“That’s one of the main components, opening up more access in a similar amount of time. Everyone has a slightly different definition, but everyone’s got a limit of where they can go [for work].”

Job access could also be impacted by the

multimodal design of the proposal, which ties together highway travel and public transportation. The overall project would increase access to and, Tyler said, protect the safety of commuters looking to use the CTA Blue Line, much of which runs parallel to I-290.

“The existing CTA Blue Line stations adjacent to I-290 have significant limitations for pedestrian access,” Tyler wrote in the ILEPI study, specifically citing the stations at Austin and Harlem Avenue. “They require transit riders to use narrow sidewalks along busy roads and dangerous pedestrian crosswalks across I-290 exit and entrance ramps. The use of many of these facilities [is] difficult, if not impossible, for a person in a wheelchair.”

The other key feature of IDOT’s project, and something that would make the highway unique in the state of Illinois, is what engineers call a “managed lane” reserved for express bus service, vehicles with at least three passengers, and made available as a toll lane for those willing to pay. Envisioned as the inside, or left, lane, between 25th and Austin, the HOT3+ (high-occupancy travel for three or more people) lane would function as a so-called carpool lane and decrease travel times in those lanes by up to 56%, CMAP estimated.

Currently, the highway shrinks to three lanes between Mannheim Road and Austin, something that contributes significantly to traffic delays and, the ILEPI study says, an increase in fatal crashes, particularly in spots where the highway fluctuates between three and four lanes. The IDOT proposal creates an eight-lane highway throughout the 13-mile stretch slated for renovation, and a HOT3+ lane would be the first of its kind in Illinois, Tyler said.

Meanwhile, despite the enthusiasm at the Nov. 8 press conference and FILE the benefits trumpeted by researchers, the project still has no concrete future. The exact dollar amounts headed to Illinois for highway improvements and the method in which money from the federal government will be allocated is still an open question, at least as of Nov. 15, but local leaders whose constituents would stand to benefit believe they have found the funds to move forward.

“Maybe the exact plan that the Rebuild 290 Coalition is advocating is not part of what IDOT already had on the table, but what IDOT had on the table I don’t think ever really reflected the huge infrastructure bill that we expect President Biden to sign,” said Forest Park’s Hoskins.

“It’s kind of a game-changer.”

“Currently, PMSA has no social worker and no PMSA building-specific special education case manager,” said Connie Paprocki, a licensed school counselor who works at PMSA, during the Nov. 9 board meeting.

“There seems to be the belief that successfully testing into PMSA cancels the social emotional at times clinical and special education services students may need. This is simply not true,” she said.

Paprocki said the number of students entering PMSA who need Individualized Educational Plans (IEPs) and 504 Plans — both of which are targeted, intensive programs developed for students with particular learning and behavioral needs — “grows each school year,” before urging the district to invest in a social worker and a building-specific special education case manager for PMSA. Paprocki’s concerns about understaffing have been raised before by other staffers in the district, including Nicole O’Connor, a counselor at West who has spoken about the issue at public meetings hosted by individual school board members earlier this month.

O’Connor said she has a case load of 300 students and has also heard workload complaints from first-year social workers. O’Connor said when she brought the issues to administrators, she was disciplined.

Tameka Howard told board members on Nov. 9 that her daughter, who attends Proviso East, has been a target of constant bullying this school year. Howard said her daughter has been slammed by security guards multiple times and once had to be taken to the hospital.

“This school is out of control,” she said. “It’s so out of control. There are fights every day … [Students] can’t learn.”

Denise Alvarez, the parent of two students who attend Proviso West, said during a phone interview on Nov. 13 that her sons have only been in the district for a year, but have had two different principals and multiple social workers.

“Social workers don’t call you back — their voicemails are full,” Alvarez said, before addressing the turnover rate among support staffers.

“They have such a high turnover rate, that you really can’t ever complete anything with anyone,” Alvarez said.

Jaleel Anthony, a 2019 graduate of West, said he remembers a roughly six-month span between late 2018 and early 2019, when three 15-year-old Proviso East students died by suicide. The students were part of a suicide cluster in Maywood — about five suicides happened in the village within 12 months.

“In the last two years, we’ve had multiple students murdered, students who passed by overdose. The frightening thing I’ve heard is multiple students feeling bullied,” Anthonys said. “That’s a big issue … I’ve been asking since I was a freshman, ‘Can we get more security?’”

Anthony then gestured to police officers who were in the back of the Proviso East auditorium, where the Nov. 9 board meeting was held.

“I see [Cook County Sheriff ’s] officers in the back,” he said, before saying that he thinks that the district’s approach to student safety and social/emotional wellbeing is “not proactive, it’s reactive.”

The lack of security guards at East and West has been a source of widespread concern among parents, students and district employees.

A former dean at West who spoke on the condition of anonymity said that deans no longer exist at West and that the school has lost about half of its security guards — going from roughly two dozen last year to around a dozen this year.

The complaints about understaffed schools in the district have been widespread among employees since Supt. Henderson implemented a major district-wide reorganization

in February.

In board meetings since then, Henderson has explained that the changes were made in order to make district operations more efficient and more in line with pandemic realities. For instance, on Nov. 9, amid complaints about the lack of IT staffers in school buildings, Henderson said the goal is to make sure that IT operations can be delivered remotely.

The district has also made some steps to shore up security issues within the schools. On Nov. 9, the board voted 6-1 to bring back the school/community liaison officer program to East. A liaison officer from the Maywood Police Department had previously been a fixture in the school before the position was removed a few years back. West never got rid of its school liaison officer, who comes from the Hillside Police Department.

Board member Claudia Medina, who voted against the measure, said the presence of a police officer in the school will only add to an environment of fear.

“There is a definite fear within the Latino community of the officers,” she said. “The students’ fear is real, the parents’ fear is real and I think that there needs to be other options.”

Other measures the district has implemented to address safety issues in the high schools include a parent advisory group and a Parents on Patrol initiative, which will allow parents to patrol the hallways at East and West before, during and after the school day. In another YouTube video uploaded on Nov. 12, Supt. Henderson said he’s gotten more than 50 parents to volunteer for the initiative, but is looking for more participation.

During the Nov. 9 meeting, Alexander pushed back against what he said is the wrong narrative about the district.

“You’re saying our kids are out of control,” he said, addressing parents, teachers and community members who had voiced their complaints earlier in the meeting. “Well, if that’s the case, instead of talking to this board, go talk to the parent.”

Alexander said that “everything’s flowing” in the district, referencing what he said has been improved communications illustrated by a weekly informational newsletter that the superintendent sends out each Friday.

To some parents in the district, however, the reality is much different. Alvarez said, although she did receive a communication informing her about the suicide of the PMSA student, she has not gotten regular information about the routine fights and other major incidents that have happened at West — only cell phone videos of fights that her children show her.

Alvarez said she’s had a hard time getting in touch with district and building administrators, along with social workers. She said her sons have also been verbally abused by some teachers. The mother of two lamented that she doesn’t quite know where to turn.

“It’s mind-boggling to me,” she said. “I’ve called several times about these behavioral things [and have only gotten] voicemails that were full. Nobody calls back. It’s a shame and I hate that my kids go there.”

I-290 project could impact Altenheim property

A revitalized project to rebuild Interstate 290 and create a multimodal transportation system along the highway corridor could have a major impact on Forest Park, the mayor said, and could help determine how officials make use of recently cleared public property near The Altenheim.

Mayor Rory Hoskins acknowledged several steps still need to be taken before any projects begin, but he struck an optimistic note last week in the days before President Joe Biden signed a $1 trillion infrastructure package into law on Nov. 15.

Proponents of a plan to reimagine the Eisenhower Expressway corridor seized the passage of the bill through the state legislature as the moment to push for a 2017 Illinois Department of Transportation proposal to be enacted, something that may be more realistic today but is still far from a concrete plan.

But if the efforts to rebuild I-290 do get off the ground, Forest Park wants to be a big part of it, and Hoskins said the village has a wish list they’ve shared with state and local decision-makers. Those priorities include a rebuilt and widened Circle Avenue bridge, bike paths added along Desplaines Avenue as it crosses the highway and, more than anything, a thorough examination of the Forest Park Blue Line station, the end of the line at 711 Desplaines Ave. “We don’t have all the answers but we’re just excited about the idea of a significantly rebuilt Forest Park Blue Line station,” Hoskins said.

Among the things the village may suggest, he said, are improved roadways around the transit center, “safety enhancements” like increased surveillance cameras, the addition of solar panels on the building’s roof and a physical connection to the nearby Howard Mohr Community Center.

And because of the station’s location, a renovation to the transit center will be a part of the process to build up the nearly 11 acres of village-owned land near The Altenheim retirement community, property that has sat undeveloped for years.

The village-owned Altenheim property abuts CTA land near the Blue Line station, a single building still owned and operated as The Altenheim, and Concordia Cemetery. Forest Park received a grant earlier this year to demolish the derelict buildings on the property, a project that was completed late last month, and the village is expected to discuss next steps for a multi-use project in the coming weeks.

Any decision on what to do with the land, Hoskins said, would be made while considering forthcoming changes to the Blue Line station.

“With the uncertainty of what may happen to the Blue Line in terms of possible reconstruction, it just lends itself to a lot of measuring and a lot of input,” he said. “There are residents right across the street. There are seniors who live in The Altenheim. You obviously want to have participatory government in making a big decision, and so we’ll seek input from a lot of different partners.”

Hoskins added that any decision on The Altenheim would not be contingent on what happens to the Blue Line station, but he and his colleagues would “be cognizant of what’s happening.”

While the project to rebuild I-290 — and the ripple ef fects it would have on the Blue Line, highway crossings and The Altenheim — is still unofficial and in the very early stages, Hoskins expects to see additional village improvements on tap thanks to the federal infrastructure package.

Back during a so-called “infrastructure week” under the previous presidential administration, Hoskins said U.S. House Rep. Danny Davis contacted him to ask for Forest Park projects to include. He proposed funding to “service” Jackson Boulevard between Harlem and Desplaines avenues, something Hoskins believes is included in this current infrastructure package. That project would include better lighting and bump-out curb extensions on a busy stretch of road that includes the Forest Park Public Library and Garfield Elementary School.

“I think all the mayors and their councils and boards are pretty optimistic right now,” Hoskins said. “I’ve talked to my colleagues about [it]. We’re excited. … We want to see Illinois benefit. We want to see Forest Park benefit, obviously.”

Uber driver carjacked, threatened with gun

An Uber driver was forced from his car in the 600 block of Lathrop Avenue on Friday, Nov. 5 by two men, one of whom reportedly pointed a gun at his head, according to the Forest Park Police Department.

The alleged carjacking occurred around 7 p.m. in front of the Cook County Department of Public Health building, where his vehicle was facing southbound on Lathrop.

The Uber driver walked the two blocks to the police department to file the report immediately after his car was stolen.

The driver, a 42-year-old Chicago man, said he had received a fare at that location, and when he arrived, two men approached, one on the driver’s side and the other on the passenger side. Both men were wearing dark clothing with their hoods up, the driver said.

The man on the driver’s side opened the door, pointed a gun at the driver’s head, told him to hand over his wallet and phone and get out of the car. The driver complied and the men fled the scene in the vehicle, a white 2016 Toyota Camry.

Local man arrested with Xanax, ecstasy, cocaine A 23-year-old man carrying a black pouch filled with an array of drugs was arrested behind a Madison Street business after run-

ning from officers during a traffic stop, according to police.

The man was a passenger in a car that allegedly ignored a red light at the intersection of Madison Street and Desplaines Avenue around 12:30 a.m. on Friday, Nov. 5.

The car was pulled over by police and the passenger stepped outside when the traffic stop occurred, then took off running when an officer started talking to the car’s driver.

The suspect, a Forest Park resident, was apprehended after he “slipped numerous times” in the alley behind a business in the 7500 block of Madison and was subdued by an officer. The man told the officer he had Xanax and ecstasy in his possession, and when the man’s pouch was opened at the Forest Park police station, it allegedly contained more than six grams of Xanax, one gram of MDMA (ecstasy) and a small amount of cocaine.

The 23-year-old told police the cocaine and ecstasy were for personal use, and that he sold the Xanax “to a few friends to make money on the side.” The pouch also contained several plastic bags, police said, and a search of his backpack uncovered a locked safe and a notebook with “notes which coincide with the selling of narcotics.” Inside the safe, officers found more than a dozen rounds of firearm ammunition.

fication. The driver of the car was cited for disregarding the red light and driving with an open container of alcohol.

Bump-and-run car theft suspects arrested A man and woman were arrested in Chicago on Nov. 9, hours after they allegedly rammed into a car on Roosevelt Road in Forest Park, then stole the vehicle after the driver got out to inspect the damage.

Police were called to the 8400 block of Roosevelt a little after 8 a.m. to speak to a woman who said she was driving her Volkswagen SUV when she was rear-ended by a minivan.

The woman said that just 30 seconds after she exited the SUV, a woman from the minivan hopped into her vehicle and drove away.

The minivan followed close behind.

Officers interviewed several witnesses at the scene, one of whom said they chased the minivan at a high rate of speed down Roosevelt and watched it turn on 17th Avenue, then enter I-290 eastbound. The witness stopped pursuing the minivan at that point.

Later that morning, officers used a GPS device inside the SUV to track the vehicle near Madison Street and Lotus Avenue on Chicago’s West Side. Officers arrested the two people in the SUV, later identified as Javan Johnson, 25, and Ashlynn Coleman, 20,

both of Chicago.

Coleman, who allegedly jumped into the Volkswagen SUV, is charged with vehicular hijacking. Johnson has been charged with unlawful possession of a stolen motor vehicle.

Two cars ‘shooting at each other’ on Lexington Officers from the Forest Park and Oak Park police departments responded to multiple calls of shots fired from two vehicles driving eastbound on Lexington Street near Harlem Avenue just after midnight on Sunday, Nov. 7.

The two dark sedans were reportedly “shooting at each other.” The cars had left the area by the time officers arrived.

Forest Park police later recovered four used handgun shell casings in the southbound lanes of Harlem near where it intersects with Lexington.

These items were obtained from police reports filed by the Forest Park Police Department, Nov. 5-11, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Gross, Chin assume top jobs at police department Formal swearing-in followed by a celebration

Forest Park Chief of Police Ken Gross selected Chris Chin to serve as his top deputy, and both men were celebrated during a swearing-in ceremony at Forest Park Village Hall on Friday, Nov. 12.

Dozens of friends, family, and current and former law enforcement officials attended the ceremony in the basement of village hall, including around 20 active Forest Park police officers in full uniform.

Gross’ hiring was made official Monday, Nov. 8 when the village council unanimously approved his appointment by Mayor Rory Hoskins. Gross was emotional, Friday, talking about his journey to becoming police chief, explaining that he had been working in marketing when he lost his job around the turn of the century and began looking for a new path.

“March 27, 2000 is when I stood here and took the oath of office,” Gross said at the ceremony. “Then April 3, 2000 is when I went to the police academy. … I look back and I think, like, ‘How did I get here?’”

Gross’ appointment was cheered by those in attendance, including his former boss, now-retired Police Chief Tom Aftanas, who praised the work of both Gross and Chin, a lieutenant before being promoted to deputy chief.

“Everybody here does an excellent job and I always said they made me look good,” Aftanas said. “They’re going to continue to make you two guys look good and the department is in great hands.”

In an interview after the ceremony, Mayor Rory Hoskins, who opted not to conduct an external search when Aftanas retired earlier this year, said he had no reason to look

“I have a lot of confidence in this police department,” Hoskins said. “And if it’s not a department where I see glaring issues, glaring problems, there’s nothing to disrupt right now. If it’s not broke, don’t fix it.”

The 42-year-old Chin, who, like Gross, started in a different field before his law enforcement career began in 2008, is believed to be the first Asian-American in a leadership position in the department’s history.

Chin’s father was born in China and his mother is a first-generation Chinese American. Both were in attendance Friday.

Chin downplayed the significance of his appointment but said he is someone who has always valued bringing as many perspectives into big decisions as possible.

“I’m in the police department and I add to the diversity of the department, but now I’m in a leadership role. Is it significant? I guess, based on what everyone tells me, but to me it’s a job. My responsibility is to do the best I can, take care of everyone around me, and I assume that’s one of the reasons I am where I am,” he said in an interview.

“You don’t want a bunch of people around you that are going to tell you what you want to hear,” he added. “I don’t have the answers, but I always know who to ask. That is impor-

tant. Can I add that from my background?

Yeah, I think so, but it’s not just purely a cultural thing.”

Chin worked as a veterinary technician after attending college and planned for a while to study to become a veterinarian before growing disillusioned with that path.

He consulted with family and ended up landing a job as a cop in Forest Park.

“It was less a career and it sounds kind of hokey, but the whole helping others,” Chin said in explaining the decision. “It’s less about fighting crime. You think more about the victims than you do the offenders.”

Chin has risen quickly through the ranks at the FPPD, where he has been in charge of the department’s training division and supervised the rollout of the body cameras, which have been fully integrated throughout the department as of Nov. 1.

Shortly after joining the police department, Chin was invited to join the Northern Illinois Police Alarm System (NIPAS), a collaboration of suburban departments, and chosen to head up the Mobile Field Force’s bike unit in charge of crowd control.

He is a graduate of Loyola University Chicago. After switching careers to law enforcement, he furthered his education through the Northwestern University School of Police Staff and Command, then earned a master’s degree in public safety administration at Lewis University.

Gross, who served as deputy chief under Aftanas before he was promoted, was already laying the groundwork for Chin’s next move at Friday’s ceremony.

“I think Chris is going to do a wonderful job,” Gross said. “He is the right man for the job and he’s going to do great things once I leave.”

D209 board resumes livestream Contentious five-hour meeting Nov. 9 was broadcast online, one month after board chair opted to discontinue practice

Proviso District 209 School Board President Rodney Alexander reversed an earlier decision and announced school board meetings would once again be livestreamed, beginning with a raucous five-hour meeting on Nov. 9 at Proviso East High School.

Alexander’s controversial decision not to livestream the Oct. 12 regular board meeting prompted an outcry from district parents and staff and prompted two board members — Amanda Grant and Claudia Medina — to hold their own community listening sessions in the weeks afterward.

Alexander, addressing the decision to resume the video broadcasts near the end of the lengthy board meeting Nov. 9, said the livestream was back because the board wanted it back.

“It’s a privilege, though,” he said. “It has nothing to do with transparency … livestreaming is not a requirement.”

In an interview after he abruptly cut the practice Oct. 12, eliminating something that had been in place since 2017, Alexander told the Review that the behavior of community members who had participated in recent board meetings led to the decision.

“We don’t by law have to record at all,” Alexander said at the time. “The superinten-

dent and I are responsible for setting up the meetings. We knew the crowd was coming.

We knew that the teachers union was putting together these theatrics or whatever.”

On Oct. 13, one day after last month’s meeting, Alexander vowed not to livestream or record regular board meetings and board committee meetings again as part of an effort to get them under control.

His recent change-of-heart did not accompany a more tranquil environment.

The Nov. 9 board meeting was attended by upwards of 100 people, including a bloc of district teachers who have been vocally critical of some board members and district Supt. James Henderson in the midst of negotiations with the teachers union over a new contract.

Those in attendance in Maywood had to wait several hours to hear their voices heard, as the board opted to move public comment later in the planned agenda. The public comment period was later pushed back up the agenda after Medina moved to do so around 9:30 p.m., two hours after the meeting began, saying some in attendance needed to get home on a school night.

During the public comment period, a string of emotional speakers unleashed a barrage of criticisms toward the board and administration, ranging from concerns about security in school buildings, a backlog of IT issues, and out-of-control student

Leaf collection began on Oct. 1.

Residents are asked to rake their leaves into the street gutters where they will be picked up by a public works street sweeper on a rotating schedule that can be found on the village’s website, forestpark.net. Leaves should be raked to the curb only a day before they are scheduled to be picked up.

No grass clippings, bags or tree limbs will be collected. Contractors dumping leaves illegally from other locations will be cited, according to the village.

Scarecrow winners announced The Historical Society of Forest Park and the Forest Park Arts Alliance have announced the winners of their first-ever Invasion of the Scarecrows fundraiser that encouraged locals to display a scare-

behavior and fights — something Henderson addressed in a video to the district earlier this month.

Alexander, too, addressed the atmosphere in D209’s three high schools, citing the COVID-19 pandemic’s impact on students’ home and school lives, and saying the violent environment described by some parents at the board meeting was overblown.

“I push back vehemently on the notion that our scholars are out of control,” he said.

Alexander was combative throughout the meeting, clashing with Medina in particular over everything from the superintendent’s credit card expenditures to the hiring of additional security personnel to staffing and facilities concerns.

When it finally came time to vote on a number of items presented during the meeting, it was after midnight on Nov. 10. The board split on most votes, with Medina and Grant in the minority.

The contested issues included the purchase of a curriculum enhancement program called Educational Epiphany at a price tag of $533,660 for “professional development, workshops and services, literacy kits, resource guides, video library, school license and consumables.” That purchase was approved by a 5-2 vote.

Medina, who voted against the purchase, called the cost “absolutely exorbitant,”

something challenged by several other board members who countered that the dollar sign, while offering a bit of sticker shock, broke down to less than $200 per student.

“I don’t think this amount is too much to invest in our children,” board member Theresa Kelly said.

The program was presented early in the evening by Dr. Donyall Dickey, who touted its effectiveness in teaching literacy and improving students’ overall competence by pivoting away from a practice of teaching in order to improve test scores. That drew applause from some in the audience, including teachers, but when the price was revealed, one audience member derided the program as a half-million dollars for “flash cards.”

Grant, who also voted no on the purchase, cautioned that the move was made too hastily, as the board had not been presented with studies on its efficacy in other districts or received widespread buy-in from teachers.

Dickey is a former school administrator in Atlanta who was briefly picked to be the school superintendent in Portland, Oregon in 2017. Dickey withdrew his interest in the position, however, after school board members said he displayed a “lack of candor” about his background, including a minor criminal history, the Oregonian newspaper reported at the time.

Empowering Gardens opens winter shop The nonprofit garden center, Empowering Gardens, which offers career oppor-

tunities to people with disabilities, has opened its winter store at 7736 Madison St. in Forest Park, one door down from the permanent garden center.

The store will be open Tuesday through Saturday from 9 a.m. to 5 p.m. Use of the building was donated by Jack Strand, according to Ana Solares, Empowering Gardens’ director of operations.

“We are grateful to Jack Strand for allowing us to use his building,” Solares said. “Last year we worked from trailers and it was difficult for our staff and the houseplants. Thanks to Jack this year, we have a large, warm and safe place for our employees, customers and plants.”

The winter shop will sell employee-created items, houseplants, winter decorations and gardening supplies. Customers who prefer non-contact shipping can purchase online at empoweringgardensinc. org. Delivery is available.

Historical society presents annual award Anthony Crawford, the general manager of O’Sullivan’s Public House in Forest Park, has been named this year’s recipient of the Dr. Frank Orland Award,

as presented by the Historical Society of Forest Park.

A pillar of Forest Park, Dr. Frank Orland, founder and first president of the historical society had a mission of sharing the history of his town. He collected stories, treasures and moments, and researched with a passion and eccentricity that was beloved.

Every year, the HSFP honors an individual or group who has shown the same devotion, unique energy and talent.

Crawford has devoted his bartending skills and curious nature to build an annual prohibition fundraiser to mark the Volstead Act period. Crawford not only has added his own charm and creativity in crafting the drinks, he has also partnered with several local businesses to build the event.

Using ice from Nadeau’s, furniture from Studio 8, glassware and record player from the Forest Park Emporium, he created an experience even when the world turned virtual. He even created mixology videos with special historical notes with every signature drink.

Crawford grew up in Forest Park.

The Ike’s rebuild moment

T

here is a long-dormant plan to rebuild the Eisenhower Expressway from the dirt up, to reconfigure the space within Oak Park’s Harrison to Garfield ditch to allow two added lanes, to modernize and make the Blue Line el accessible from the Loop to Forest Park, to finally get rid of the space-saving but long unsafe center entry and exit ramps at Austin and Harlem, to replace all, and potentially widen, some bridges from Racine to Mannheim.

That plan, on which Oak Park lobbied heavily, and with some influence, more than a decade ago, went on the shelf after the state of Illinois’ Department of Transportation spent upfront for planning and development but then had no access to federal dollars for actual construction.

That changed Monday when President Joe Biden signed a rich, bipartisan infrastructure plan. There will be billions flowing to states to cover an array of hard infrastructure investments. And the rebuild of the 60-plus-year-old Eisenhower is essential and readymade.

Certainly that was the view of Forest Park Mayor Rory Hoskins, Oak Park Village President Vicki Scaman, Illinois Senate President Don Harmon (Oak Park), Speaker Chris Welch (Hillside) and other political leaders last week as they touted the Rebuild 290 Coalition.

The goal, and certainly neighborhoods and towns along the Ike from the West Side to the far edge of Proviso Township are well represented here, is to make sure the Ike project is top of the list when IDOT apportions those federal dollars in the very near future.

There is still work to be done on a plan last seen four years back. Still at issue is how grand and expansive rebuilt bridges will be. The new bridge at Harlem, for instance, will be wide enough to allow bus lanes to drop off passengers at the Blue Line. Oak Park is lobbying for added width on the Oak Park Avenue bridge and maybe at East Avenue. Oak Parkers were divided five years ago on whether they wanted tall walls lining the highway to block sound and visuals of the roadway from neighborhoods.

While it is right and necessary to eliminate the center exits and entries, the replacements were stunningly intrusive in Oak Park and encroached on the south end of Columbus Park. A fresh look will be necessary.

We are glad to see Forest Park’s Hoskins taking a more pro-active approach on this plan’s impact on his town than his predecessor. Making sure two more lanes do not cut into the community, lobbying hard for a far better CTA terminus at Desplaines, and replacing the humpbacked Circle Avenue bridge with something far more connective of the north and south sides of town is imperative.

Finally, this rebuild comes in a moment when there is rightfully renewed focus on how the original interstate highway system was built through cities in the 1950s and 1960s. So many of the decisions on routes and which neighborhoods would be decimated and divided had absolute racial motivations.

That consciousness needs to be brought to the final stages of the design debate. Do Blue Line stops on the West Side get reopened? Can the Blue Line be extended west toward more job opportunities? How does Columbus Park, a gem of the Greater West Side, get protected this time after it was sliced into back in the 1950s?

All important questions we need to collectively work through while making sure it doesn’t stop work on a project that absolutely must move forward.

My favorite giant pumpkin story

T

hanksgiving is approaching and I am a little disappointed that I didn’t have success growing a giant pumpkin to use as the centerpiece this

year.

A few years ago, shortly after our sweet Mini, the pit bull from the Animal Care League, had taken over our family I got involved in a giant pumpkin-growing competition.

Honestly, to say I got involved, is a misdirection. I was the instigator, challenged my dad to see who could grow the biggest pumpkin, thought it would be a nice way to build our relationship.

At the start I procrastinated. By the time I was shopping for giant pumpkin seeds, the stores were dry. It must have been a giant pumpkin year because the shelves were empty, sold out everywhere. If I was growing corn, pansies or alyssum, no problem, but giant pumpkins were scarce. Walmart, Schauer’s, Whole Foods, Green Earth, all empty. I lucked out at Home Depot where a pack of seeds was misfiled behind some radishes. End of May is not an ideal time to sow a giant pumpkin and expect it to be competitionready for the fall. There is no rushing a pumpkin.

Having a puppy with unbridled energy and keen desire to hunt every bird, squirrel and leaf in the yard meant that my garden beds were just soft places to land when she hurdled over the decorative fences. The shade hosta garden became her runway, the tomato trellises her punching bag and milkweeds were slalom practice flags.

So I took the seeds, soaked them, roughed them up, and planted with prayers in a few spots in the yard with space and light. It was in June when my dad boasted the first photo of long strong vines, beautiful pumpkin leaves and curling tendrils with blossoms following.

I had three places in the yard where I planted seeds and babies were emerging, but it wasn’t long before two of the plants were compressed by Mini. All I needed was one, and that one was hidden close to the house. It had a vine, very smart vine, that independently started climbing up the pole to the bird feeder, roping its way up to the only safe place in the yard. On that climbing vine was a blossom, which must have been female

because the cutest bulb started to bulge behind it. Every day the plump little green gourd got a little bigger. It was off the ground, away from Mini, suspended midway up the pole.

My dad’s photos of his progress were steady, then one day he sent a photo of a large, bright orange, perfectly round pumpkin in his vines.

It was easily four times the size of my little girl. It wasn’t the pale, milky color that usually is the signature of a giant; it was more pantone 144, that harvest spice color, which was doubly impressive.

I knew I lost the competition, it was just time to let nature take its course and be thankful for the clever gourd that was developing and growing every day. I was not going to win, winning isn’t everything, and I kinda fell in love with my little giant pumpkin.

My mom even started to get into the pumpkin discussions and would giggle whenever she talked about it.

My parents seemed to delight that their pumpkin was so big and orange, and I commended them. But I delighted in having a pumpkin growing off the ground.

When I asked if they wanted to put their giant pumpkin on the center of the Thanksgiving table, they became very quiet.

They weren’t trying to avoid hurting my feelings; the truth police came knocking at their door. There was no behemoth growing in their yard. Apparently their gourd had been eaten by squirrels, the fat hungry squirrels that my dad has single-handedly fed for many of their generations. He has a squirrel biome in his yard, and these squirrels are hungry, and get whatever they want. They could not resist the exotic young pumpkin and opened it right off the vine.

Mischievously he and my mom substituted a fake pumpkin in the photos to give the illusion that they were growing a great gourd.

The joke was on me.

It was the morning of Thanksgiving when I cut the vine and placed the award-winning “giant” 17-pound pumpkin right in the center of the table. It was grand, a showstopper, and gave me a story of hope, perseverance and gratitude to share every year.

ike everyone else, the Oak Park River Forest Historical Society found itself in need of new ways of connecting with the world when COVID-19 shut down in-person events. So, Executive Director Frank Lipo and Operations Manager Rachel Berlinski turned to the internet to reach their audience.

While he Oak Park River Forest Museum is again open to visitors and offers live programming, Lipo says the use of the internet to reach a wider audience probably won’t wane.

They discovered that recording videos on YouTube allowed them to expand their reach and make a live archive of stories that tell the history of Oak Park and River Forest.

The pair came up with two series of short videos that they post on YouTube under OPRFHISTSOCIETY. On the third Thursday of the month, they post an “Inside OPRF Museum” video, which focuses on a current exhibit or interesting artifact in the museum. On the last Friday of the month, they post an “Ask the Historians” video, which delves into a question on village history.

“It’s reaching people right in their living rooms,” Lipo said of the videos, which are roughly 20 minutes long and not highly produced. “It’s really a conversation.”

October’s “Ask the Historians” featured architect and former Oak Park resident Bill Dring on the Continental Divide in Oak Park. Lipo notes that Dring grew up near Taylor Park, where the ridge caused by the divide was quite evident.

The OPRF Museum’s “Ask the Historian” video for October featured former Oak Parker Bill Dring, who as a boy convinced the Rotary Club to fund signs marking the Continental Divide and who, as an adult, recently granted money to the museum to replace them with new signs.

As a boy, Dring was curious about the Continental Divide and wrote a letter to the newspaper about it. Someone from the Rotary Club saw his letter, and the club decided to fund markers for the Continental Divide in multiple locations in Oak Park.

Dring moved to Colorado after he and his wife raised their family in Oak Park, and on a visit back to the village in 2020, he noticed that the signs were a bit worse for wear. He gave a grant to the Oak Park History Museum to redo the signs and offered to be a part of an “Ask the Historians” video about the Continental Divide in Oak Park.

According to Lipo, the Continental Divide represents the former shoreline of ancient Lake Michigan. For centuries, the land between Oak Park and Chicago was a marshy area. Water east of the ridge of the Continental Divide would flow towards Lake Michigan, and water west of the ridge would flow towards the Des Plaines River.

“Ask the Historians” is made to share little stories like these, said Lipo.

Other short topics covered by the series have included a look into why the lots on Home Avenue south of Madison Street are oddly configured. In another, Berlinski looks into rock ‘n’ roll bands and rock stars with roots in Oak Park and River Forest. OPRF History Museum volunteer Frank Fiorito investigated an endof-the-world cult and its connection to Oak Park.

On Thursday, Nov.18 at 11 a.m. Historical Society President Peggy Sinko will be featured on “Inside OPRF Museum” sharing her collection of Oak Park commemorative spoons, which feature scenes of the village. Those wishing to participate in this or future Zooms, can contact the historical society at oprfmuseum.org/contact Lipo says that there’s a utility in continuing to offer the events via Zoom with recordings on YouTube.

“Even though we’re open now, we want to continue this at least through 2022,” Lipo said. “People from places like Joliet can attend, when they might not want to make a drive for an event.”

Hearing from former Oak Parkers like Dring is another benefit. Lipo notes that it would take quite a budget to fly in a speaker

but by using technology, the expense is minimal. The reach of the video is an added bonus.

“We know that a lot of people love history, but a lot of people don’t know that yet until there’s a topic that interests them,” Lipo said.
