In April, Forest Park Police Department Lieutenant Dan Miller was put on paid administrative leave — which he’s still on — after pulling a gun on a driver while off-duty in North Riverside. And last month, the police department assisted an ICE officer in fleeing a 16-year-old who was recording him.

In the months since, Forest Park residents have complained about how police handled both situations. And on Aug. 10, Police Chief Ken Gross told the village he would retire at the end of September — though he said his retirement is not directly related to recent events.

“My retirement is due to a culmination of things,” Gross told the Review.

“There are a lot of layers to that cake, and the icing is not the reason I left. It was time for me to go.”

Franklin-Brown tax increment funding district may become a reality

TIF could help finance residential development, reducing truck and train traffic in northeast corner of Forest Park

Forest Park is one step closer to launching a new Tax Increment Funding district at Franklin Street and Brown Avenue, with the goal of funneling money into the northeast corner of Forest Park and attracting a residential developer to buy a 2.6-acre property within the TIF. Ahead of the Aug. 10 council meeting agenda, there was a public hearing for the Franklin-Brown TIF. This included public comment and a presentation on the redevelopment plan from Ryan LLC, the village’s TIF consultant. The village council will vote whether to create the new TIF district at its Sept. 14 meeting.

“A TIF is a tool that a village can use to reach its economic goals,” said Adam Greer of Ryan LLC during the presentation. “At the time of the creation, the base property value will stay the same, and then all that [annual] extra value will go into the TIF area.”

TIF money could fund the demolition of industrial buildings currently in the TIF, as well as construction on streets, sidewalks, lighting and stormwater management — “Supporting coordinated redevelopment that would not reasonably occur but for the availability of TIF assistance,” Greer said.

The proposed Franklin-Brown TIF comes just a few months after Chicago Suburban Lumber Sales put its property on the market after 80 years of business. The property lies within the area of the proposed TIF. Steve Glinke, head of Forest Park’s building department, said he was contacted 18 months ago by a broker who was selling the Suburban Lumber property.

“In discussions with the broker, staff has made it crystal clear that the highest and best use — and frankly, the best cost per square foot — for the trust [of siblings who own the property] is going to be in residential redevelopment,” Glinke said at the TIF hearing. “We cannot prevent the seller from selling to another industrial user, but we’ve made it crystal clear, both [Vil-

At the hearing, Entler said that any development over a half-acre would need to be approved by the Planning and Zoning Commission, then the village council. The village council must also vote to agree to use TIF funds on the development.

And while an industrial development wouldn’t be able to benefit from the TIF district, a residential one would.

“This is meant to incentivize private investors and developers to facilitate new development that is going to align more with the comprehensive plan,” Greer said of the 2014 document that outlines the village’s goals for its facilities, land use, policy changes and transportation. “Creating more of a mixed-use residential commercial area instead of the current industrial area that is currently there will improve the [area’s] functionality, the accessibility and overall fit the neighborhood characteristics.”

Glinke said that “divorcing that part

of town from its light industrial history has a lot of benefits.” He said residential properties bring more tax money to the village, and removing the industrial site would eliminate truck traffic in that area — which could also reduce the number of trains coming through town, since trucks pick up goods from the last active rain spur in Forest Park.

“There would be a rail spur that would no longer be accessible to this site,” Greer said.

Forest Park resident Thomas Kovac emailed in a public comment to compare the amount of money another residential property in the TIF could bring to the village, as compared to an industrial one.

“For year 2024, the lumber yard, per county records, paid about 88,000 in real estate taxes,” Kovac said in his email. “My earlier research of the nearby townhouse developments for 2017 showed that at that time real estate taxes totaled well over a half-million dollars. Current real estate taxes very likely now probably cost close to $700,000.”

The intense rainfall has significantly impacted many landscapes.

Consistently saturated soil has reduced the ground’s ability to absorb additional water, causing rainfall to collect quickly in low-lying areas, and even on the surface, leading to flooding even with proper drainage solutions. Water can move four ways through soil: percolation down, percolation laterally, being absorbed by roots, or through evaporation. When the soil is so heavily saturated, there is nowhere for it to go.

The unusually wet conditions show how quickly the landscape can change when repeated storms overwhelm natural drainage systems. Let’s all hope that we are able to dry out soon - for both the landscape, and our own sanity.

Ramco opposes receiver for River Forest West Sub campus Says property ‘sits at the heart of carefully negotiated’ comprehensive West Sub settlement

As the legal battle over control of West Suburban Hospital continues its trudge through Cook County Chancery court, the case has been referenced in another Chancery court lawsuit involving the hospital’s River Forest medical campus on Lake Street.

The holder of that property’s $22 million mortgage, Computershare Trust Company, has asked a judge to appoint a receiver to take over management of the property. On Aug. 6, attorneys for Reddy Rathnaker Patlola’s Ramco Healthcare filed their response to that motion, arguing, in part, that doing so in the River Forest case would “layer delay and uncertainty onto a process already on the verge of resolution” in the separate West Sub case.

In its objection, Ramco said the three-parcel property bordered by Lake Street, Williams Street and Central Avenue “Sits at the heart of a carefully negotiated global settlement involving multiple properties,” including the West Suburban Medical Center in Oak Park and Weiss Memorial Hospital on Chicago’s north side.

Attorney Scott Kaplan argues that a settlement in the West Sub case “would bring two shuttered hospitals back to life and restore critical healthcare services to communities that have been without them for months.”

Appointing a receiver separately for the River Forest campus, he said, “would do the opposite,” and add delay and uncertainty to a negotiating process it characterized as “already on the verge of resolution” and “imminent.”

The parties to the West Sub lawsuit, Kaplan said, “agreed in principle to a settlement, memorialized in a term sheet,” on May 29 in Judge Patrick Stanton’s chambers.

Ramco and Patlola are being sued by Computershare, which represents the mortgage holder on Ramco’s River Forest campus. The foreclosure lawsuit seeks more than $33 million in unpaid rents dating back to 2025, late fees and other penalties, as well as the balance due in total. The original loan amount was $22 million. The balance due has reportedly been increasing at a rate of more than $8,500 per day.

In asking the court to deny the motion, Ramco argues that Computershare has not shown sufficient grounds for the appointment of a receiver. It is also arguing that Computershare has no standing to sue them, because they haven’t shown that

West Sub River Forest campus they are “the proper holder of the Note and Mortgage,” and that they haven’t demonstrated that they have a reasonable probability of winning the foreclosure action.

“A party cannot demonstrate a reasonable probability of prevailing in a foreclosure action if it lacks standing to bring one,” Kaplan argued.

In the event the judge is inclined to approve a receiver, Ramco said, it asked the court to defer its ruling for 60 days to allow the West Sub settlement to conclude and asked that a larger bond of $2,000,000 be required of Computershare, as well as a reduction in the receiver’s proposed fees.

However, it’s not certain that the West Sub settlement will in fact conclude any time soon.

Both Prasad and the principal of a medical services consultant he hired to run West Sub’s emergency room operation, S & T Consulting and Management, have filed separate motions to intervene in the West Sub lawsuit pitting Prasad and Resilience Healthcare against Patlola and Ramco. Complicating matters is the fact that Prasad holds a 60% stake in Resilience while Patlola holds 40%.

Ramco has a week to respond to the motions to intervene in the West Sub case. Judge Patrick Stanton set a court hearing on the matter for Aug. 25.

In its River Forest campus filing, Ramco alluded several

times to the harm being inflicted on people who formerly relied on West Sub, including a footnote referring to a Chicago Sun-Times article titled, “Where do they go? What West Side patients face after their hospital closes.”

That Sun-Times article was subsequently republished by Wednesday Journal.

“The stakes of disrupting the Global Settlement extend well beyond the private interests of the parties to this action,” Kaplan wrote.

Ramco made note of Insight Hospital’s “contemplated assumption of control” of West Sub in a possible settlement, outlined the proposed settlement between Ramco and Resilience in detail, and said the appointment of a receiver to take over management of the River Forest properties would put that all at risk.

Under terms of the proposed settlement in the West Sub case, which has been disclosed in recent court filings, the corporate entity that Prasad uses to control Resilience Healthcare, AUM, LLC, will be immediately sold to Insight for $1, giving Insight control over all properties and operations.

That, Ramco argues, would hand full authority over to an entity that has “no role in, connection to or understanding of the Global Settlement.”

River Forest Village Board barely passes Madison Street development with 4-3 vote Seventeen of 18 residents speak against measure in public comment forum

After more than five hours, 18 public comments and two breaks, the River Forest village board early Tuesday morning approved an ordinance to grant a planned development permit for a five-story residential and commercial building at 7620 Madison St. to be developed by Chicagobased Five Thirty-One Partners.

Village trustees Katie Brennan, Erika Bachner and Megan Keskitalo voted against the measure, which was debated in front of about 60 residents at Trinity High School’s Fox Auditorium. Trustees Lisa Gillis, Robert O’Connell and Respicio Vazquez voted in favor, with Village President Cathy Adduci casting the deciding vote at roughly 12:30 a.m.

The redevelopment would include construction of a mixed-use building with 69 high-end apartments and first-floor retail space. The five-story building would be 87 feet at its tallest point with the majority of the building just under 73 feet.

The land sale price for the property is $10, with an incentive of up to $2 million in TIF-eligible reimbursement, with $1 million payable to the developer when a certificate of occupancy is granted.

“While change naturally brings questions and concerns, we are confident that this development will be a positive addition to our community,” Adduci said before casting the deciding vote. “This project will expand our tax base, with new property and sales tax revenue. These funds will support village services and provide critical revenue for our schools, contributing to our efforts to stabilize our property taxes.

“My approval is based on several conditions discussed tonight, and my commitment to the surrounding neighbors and adjacent neighbors to get it right. We’re going

More significantly, Adduci proposed several conditions for approval, including: ■ Creation of a focus group to evaluate traffic and safety issues in the neighborhood around the development; ■ Requirement of a post-construction occupancy traffic impact study; ■ Replacement of lead service lines for residents on the 000 blocks of Ashland Ave. and Lathrop; ■ Complimentary window-washing for homes on the block of the project after construction; ■ Installation of security cameras on the property; ■ Prohibition of construction parking on residential streets; and, ■ Creation of a neighbor impact fund.

Village Administrator Matt Walsh said Five Thirty-One would be responsible for infrastructure and connections for water and sewer.

“The approval last night secured additional tax revenue for the village and its taxing bodies for decades to come, along with additional housing and retail options in River Forest,” Walsh said Tuesday morning. “The conditions placed on the approval improve the project and help the neighbors near the project site. Representatives from tax services firm Ryan, LLC projected generation of $25 million in property taxes between 2026 and 2056. Total tax benefit to Oak Park and River Forest High School District 200 would be $7.5 million and $11.4 million for River Forest School District 90.

Resident pushback Still, remarks from residents during the meeting’s public comment portion cast doubt on the review and approval process, especially in light of the fact that the village’s development review board July 9

“Buildings of this height contribute to a sense of enclosure and an intimate and pedestrian scale,” she said. “Why does this no longer apply?”

During the first break, Henek expanded on those thoughts.

“I personally would like them to pause and take into consideration what everybody has said, in terms of it’s not really what the community wants,” she said. “We need to go back to the drawing board.”

That didn’t happen. Another resident, Thomas Lamm, was more succinct.

“This property is too small for five stories,” he said.

Prior to Brennan’s no vote, she pointed out that the village also has to consider the anticipated September transfer of ownership and management of the River Forest Civic Center building to the village government.

“I think it’s appropriate to consider all of our obligations,” Brennan said.

“The DRB sat here for three hours, stoic; one person took notes,” said resident Bruce Faland. “A lot of this audience raised questions.

“The decision was made before they sat down … They sat down for three hours and listened to questions, comments and everything. No questions were raised.”

Regarding the building itself, former village trustee Patty Henek pointed out that “residents have consistently stated for years they do not desire a five-story dense building.” Two to four stories would be more appropriate for the location, she said.

Resident Kris Mackey, a member of the River Forest District 90 school board, was the only supporter among the 18 residents that spoke during the public comment section.

“Because I think we need development, we need the revenue that can be counted on steadily going forward,” Mackey said post-meeting. “And not this stream. Other streams … the Sheraton, now the Sunrise.

That was very important to this municipality. We hadn’t had anything for quite a while.

“This has to be thoughtful and steady for this revenue to meet what we pay people, which always goes up. And should.”

“Obviously, I’m happy, that was our goal,” said Five Thirty-One co-owner Viktor Jakovljevic, who himself spoke several times at the meeting, on his own behalf as a River Forest resident and also to answer board questions with fellow co-owner Chuck Westphal.

“I think we’re going to do great in this community and ultimately at the end this project will be accepted by the community,” he said. “It was a fight, like every project, but I think it was the right decision.”

But resident Greg Abcarian said after the meeting concluded that he was curious about the vote itself.

“All four yeses have always voted yes together,” he said. “Always voted no together.

They have never not voted against each other.”

Ken Gross calls it a career on Sept. 30

It’s unclear who will be interim chief

After 26 years with the Forest Park Police Department, Chief Ken Gross, 57, has announced he is retiring and Sept. 30 is his last day working for the village.

“I’m going to miss the people I work with and those I work for: The people I’ve met in the community, business owners, residents.

I’ve met a lot of good people,” Gross told the Review.

Village Administrator Rachell Entler said staff doesn’t yet have information on who will be interim chief after September, or if the new permanent chief will come from inside the Forest Park Police Department or be an external hire.

Though Gross doesn’t have any say in the hiring process, he said he assumes Deputy Chief Chris Chin will be interim chief — and hopes that he’ll stay in the role.

“My hope would be that the powers that be look within the department because we do have good officers within the administration that could fill my role, particularly Chin, who has been my deputy chief since I became chief,” Gross said.

Gross became police chief at the end of

RETIREMENT It was time to go from page 1 on duty. He hit that milestone in 2020, and has considered ending his career with the Forest Park Police Department since then.

He said his family has a history of heart attacks and “I’ve been stressed out about a lot of things.”

“I think there’s rumors out there that I was fired,” Gross said. “Obviously not true. I chose to retire, and I wasn’t forced out. I never had a conversation with anyone. I was never given an ultimatum.”

2021. After Police Chief Tom Aftanas retired, Gross, then a deputy chief of two years, was acting chief for at least a month before he officially took on the role.

“I knew I would be a sergeant in retirement. I had no idea I’d go above that,” Gross said. “When I started, I planned on leaving after 20 years.”

Gross was 31 when he started at the Forest Park Police Department in 2000. He came from a career in business.

“I thought I would take my business acumen, along with leadership skills, people skills and conflict skills, that I gathered with a police department and bring them back to the private sector,” Gross said. “I was selective with what departments I chose. The opportunities to go into law enforcement weren’t as great as they are now, but I still knew I wanted to pick a department that would match my personality. This definitely was it.”

After field training, Gross worked as a Forest Park Police Department patrol officer until 2005. Then, he worked for the department’s tactical unit — which identifies where crime and drug patterns occur — and became an evidence technician, which evaluates and preserves evidence at the crime scene. Gross was a patrol sergeant from 2007 to 2013, when the Forest Park Police Department created a commander position which he filled, overseeing the patrol division.

In 2016, Gross became a lieutenant, pro-

moted after taking a lieutenant’s exam, and was in charge of the police department’s investigative division.

When asked what some of the hardest parts of his career have been, “Anything could be a challenge,” Gross said. “It’s somewhat of a complaint department,” since much of his job is fielding complaints from citizens, the business community, political bodies and other officers. Ken Gross “It’s just trying to please everybody, and it’s not always easy to please everyone you have contact with, but we try our best, and I always do my best to make this a good place to work and a safe community.”

Gross is a third-generation police officer. He grew up in Cicero, where his father, grandfather and sister worked for the police department.He said he was originally going to retire next April, so he would have been with the Forest Park Police Department for exactly 27 years. But he decided to retire at the end of this year, instead.

“Like anything in life, you get to a point when you know it’s time to go,” Gross said.

In retirement, Gross hopes to travel more

Late last week, Mayor Rory Hoskins told NBC 5 Chicago that Chief Gross and Deputy Chief Chris Chin were the only two officers at the Forest Park Police Department the day the ICE officer came to village hall.

“The rest of the shift was chasing an armed vehicular hijacker and actually captured him,” Gross told the Review.

As seen in the video from July, the man who claimed the ICE officer’s car as his own — and moved it to the back of the police station so the ICE agent could drive away — is an auxiliary police officer who works at village hall. Though he’s not a sworn police officer, he helps the department with traffic control and parking enforcement during events and sends the

State’s Attorney’s Office body-worn camera footage for relevant cases.

At the last village council meeting, Hoskins said the village is speaking with unions about including new training standards for both police officers and civilian employees in their bargaining agreements.

He later told the Review that, if Gross hadn’t announced his retirement, he would have been included in the additional training.

“Firings are really rare in Forest Park,” Hoskins told the Review. While Hoskins spoke with Gross and Chin following the ICE incident, he said he did not speak with Gross about his retirement before Gross announced it.

“I hope that people in Forest Park and the

“Hopefully there’s more of that in my future,” Gross said. “I’d like to see a little more of the world.”

But Gross said he’s open to other work opportunities down the road, whether they’re in a police department or not: “I’ll see what’s available.”

Gross has also run nine marathons, which are 26.2 miles.

“I’ve been here just over 26.2 years, so I ran my career a little bit longer than a marathon,” Gross said.

After ICE incident, Mayor Hoskins seeks better training

And residents share concerns about safety and trust

The morning of July 30, 16-year-old Sam Luhmann recorded a U.S. Immigration and Customs Enforcement officer get out of his car, walk into Forest Park village hall and report that Luhmann was stalking him. The video then shows a man walk out of the police department and claim the ICE officer’s car as his own before driving it to the back entrance of the police station so the ICE employee could depart.

Over a week later at the Aug. 10 village council meeting, Mayor Rory Hoskins said the village is looking for more training for Forest Park Police Department officers.

“We’ve spoken with at least one union about our expectations and incorporating new training standards and expectations into bargaining agreements,” Hoskins said during his commissioner’s comment at the end of the meeting. “We’re going to have to see some better training for those employees, not only with police officers but also civilian employees of the village.”

During public comment at the same meeting, five Forest Parkers denounced the village for accommodating ICE, calling for a safer space in village hall and its police department in order to gain residents’ trust.

While Gross won’t be a part of the process in hiring his replacement after his retirement, he told the Review that he hopes the next chief is promoted from within the Forest Park Police Department.

Action Project, a community organization that provides legal services and advocacy for immigrants. “For many of the immigrant families that I work with directly, it felt like a direct signal that this village is no longer a safe place.”

Alzamora said she would email Hoskins, Police Chief Ken Gross and commissioners to meet with her individually to talk about designating ICE-free zones in municipal buildings and modernizing Forest Park’s welcoming resolution. Last updated in 2017, Alzamora said the resolution “needs an immediate update, as being proposed by immigration expert lawyers.”

“Trust is hard to build yet easy to break. I feel this incident sadly diminishes my trust in the Village of Forest Park, and it will take some time for me to be able to trust the public officials again,” said Forest Park resident Naoto Hasegawa, who emailed in a public comment. “Seeing a village official moving the vehicle for the officer and not accurately conveying the intent makes me feel extremely uneasy about walking into village hall to take care of things for me and my family.

What now goes through my mind is if a village official would call ICE based on their suspicion, my accent, or my foreign appearance, then use an excuse to delay my leaving the village hall until an ICE agent can come over to interrogate me.”

“Police personnel broke the Illinois Trust Act and the spirit of our own village welcoming resolution,” said Kimberly AdamiHasegawa in an emailed public comment.

The Illinois Trust Act says that municipal police cannot assist with federal immigration enforcement efforts. This includes not letting immigration agents use municipal facilities or equipment.

Hoskins said during his commissioner’s comment that he and Village Administrator Rachell Entler met with Gross and Deputy Chief Chris Chin the week after the incident.

“They emphasized that Forest Park complied with the Trust Act. No information was shared,” Hoskins said. It “essentially was an instance where law enforcement was deferential to other law enforcement. We discussed what was going on in terms of the legality. Monitoring law enforcement is legal in this state.”

“As the wife of an immigrant, I have seen firsthand what these ICE raids have done to shape my partner’s sense of safety and security in our community,” Adami-Hasegawa said. “After seeing what happened at village hall last month, and after seeing Lieutenant Dan Miller pull a gun on an innocent woman while he was off duty in another community, I believe the village and the police have work to do in rebuilding trust with our community.”

Lt. Miller remains on paid administrative leave after an incident in April.

Forest Park resident Geoff Binns-Calvey said, “ICE agents in general are a far cry from professional police forces, and local trusted police departments risk diluting their trust with their communities if they are perceived as being allied with ICE. I ask that our police department tread very carefully in dealing with ICE.”

Commissioners Michelle-Melin Rogovin and Jessica Voogd thanked the public commenters for sharing their views during their commissioners’ comments. Both said they spoke with Hoskins and Entler about the ICE incident.

“I just want to make sure that we are doing everything we can to restore folks’ trust and to feel safe in our community,” Voogd said.

“This is something I’ve been hearing concerns about from residents, that they’re worried and concerned and feeling unsafe in general about the increased presence of ICE and wondering what this means about their ability to visit village hall. I believe very strongly that village hall needs to be a welcoming place for everyone seeking services in Forest Park,” Melin-Rogovin said. “This occurrence has created uncertainty and fear, and we need to work together to address it. I commit to working with my colleagues and village staff to be a part of the process, and I welcome any residents who would like to share their thoughts with me to continue to do so.”

During his comment, Hoskins said, “We expect our employees to be truthful, especially when they’re wearing the Forest Park logo on their garments. And as a council, you know we’ve gone out of our way to give the police the tools that they need to be successful — things like cameras and modern equipment.

But at the same time, we expect their behavior to be cognizant of community standards and community sentiments. So, having said that, let’s continue to support our first responders. We live in a tough neighborhood.”

“ICE has had some really aggressive enforcement,” Hoskins added. “Those tactics have resulted in deaths, and unfortunately, from the perspective of municipal leadership, you have a federal agency that doesn’t even allow state and local governments to investigate deaths. For that reason, it’s really troubling to think that this community is perceived as really cooperating. That cooperation is a two-way street. We expect law enforcement to be constitutional above all.”

We’re already short and I’d hate for it to get any worse.”

Gross was promoted from deputy chief

to chief in 2021. He told the Review that he thinks Deputy Chief Chin would be a good fit to fill his role. Among examples of Chin’s successes, Gross said Chin took the reins when he was out of town in 2024 and, on Labor Day, a Blue Line train pulled into the terminal at Forest Park with four murdered people onboard.

“He really took charge of that situation and showed his leadership skills in light of a very tragic event, and one that got

worldwide attention,” Gross said of Chin, who was acting chief in Gross’ absence.

But Gross said, whoever his successor is, his cell phone will remain on after his retirement in case they need any advice.

“I have no ill will against the Village of Forest Park, the Forest Park Police Department, or anyone in this village,” Gross said. “I’m not burning bridges. I love the job, love the department, love the village.”

Redevelopment plan from page 1 the project to developers either through a Request for Proposals (RFP) or Request for Qualifications (RFQ), it must first have an idea of what it wants on its portion of the Altenheim, and if that’s something other than low-density residential housing.

Current covenants with the Altenheim say the village must restrict development on its part of the Altenheim property to R1 or R2 housing, or low- and mediumdensity residential structures including single-family and two-family dwellings, townhouses and publicly owned parks and playgrounds. But Losue said the Altenheim is open to discussing other options, and commissioners should decide if they want to explore that.

“There have been preliminary discussions with the Altenheim, and it sounds like they are at least open to having discussions about taking a look at those covenants and see if we can open that up to some other land uses or some higher density,” Losue said.

He said that discussion with the Altenheim might also include the company buying back portions of the village’s land around its building — which the Altenheim proposed two years ago.

“If you want to move ahead under the existing covenants, that’s always an option. If we want to look at higher density and other uses for the property, that’s the first and major hurdle we have to overcome. We have to come to some kind of an agreement with that property owner to overcome those covenants,” Losue said.

Entler said that, once village staff get in a room with multiple members of the Altenheim board, they’ll present various ideas.

“The village staff will come back to the village council with what’s being talked about. [The Altenheim] will go back to their entire board and talk about what’s being talked about, and so hopefully we’ll be able to get some better answers that paint a better picture through that route,” Entler said.

Commissioner Maria Maxham suggested that at the same time that village staff plan a meeting with representatives of the Altenheim, commissioners should work on what they want to see on the

Commissioner Jessica Voogd suggested the village do a market or land feasibility study to outline the Altenheim property’s best uses.

“I think, while we’re exploring the feasibility of that land, we’re also selling ourselves short if we’re not expanding what we’re looking at,” Voogd said. “The

Maxham said she and Voogd helped create the 11-member Altenheim Advisory Committee in 2022, to discuss what to do with the Altenheim property. In March 2023, the committee gave its final recommendations for the site: Going out of an RFP for R2 housing south of the Altenheim senior living building and denser housing in the southeast corner near the CTA Blue Line terminal.

“I don’t want to see that work and those recommendations just discarded. I would really like that to be part of the conversa-

“Yes, we have spent time, but the marketplace is changing,” Hoskins responded about the Altenheim project. He said the Northern Illinois Transit Authority Act, which passed in June — and to which he was appointed to the board last month — has a component to it that will impact transit-related developments. “It could create additional opportunities and additional interest.”

“We certainly do need to talk to the Altenheim,” Hoskins said. “We need to do our work, and commissioners, hopefully you all will be talking to each other and exchanging ideas in general, so that we can move forward with a common vision.”

RFP vs. RFQ After the village council decides whether it wants a use for the Altenheim beyond a R1 or R2 development, commissioners should set up parameters for what they want to see on that property. Then, they can decide whether they want an RFP or RFQ. “We really don’t want to get too far into an RFP or an RFQ process without some type of consensus on what we’re looking for on that property,” Losue said at the Aug. 10 council meeting. “We probably can’t get everyone on exactly the same page, and we don’t need to know exactly what’s going to go there, but we’ll ultimately have to come up with some general parameters on what we’re looking for before we go out to developers.”

Losue said he would suggest an RFQ over an RFP, since an RFQ is easier for developers to respond to.

“If you go out for the RFP, you’re basically asking for the developer to provide you with their preferred plan for the site,” Losue said. While the village board would be able to see a bunch of different plans and ideas they hadn’t considered, it takes a lot of time and money for developers to create an RFP and might limit the number of those who respond.

In comparison, an RFQ outlines a developer’s experience, previous projects and financials.

“You just pick the developer that you’re comfortable with, and then you work out the details later,” Losue said. “That’s an easier process for the developer to respond to. But again, under that scenario, you probably want to have a pretty good idea of what you’re looking to do on that site. You wouldn’t necessarily want to go ahead and hire a developer and then have no idea of what you want.”

Steve Glinke, head of the village’s building department, agreed with Losue about preferring an RFQ. “It’s always been my belief that an RFQ allows us to partner with somebody, so that we get the village’s vision, the developer’s vision, bring the two together to put together a package that makes it through the Planning and Zoning Commission, and passes hopefully unanimously with the elected officials,” Glinke said at the meeting. “As I look back over the last five years, we’ve had sort of a laser focus on multifamily, and I think that we’ve never given due consideration to developing within the confines of the restrictive covenants because it avoids a lot of headaches.”

Police were dispatched to the 7300 block of Madison Street around 5 p.m. on Aug. 16 after a man patronizing Robert’s Westside saw a man and woman arguing on the balcony across the street. According to the man, he saw a man slap a woman and push her to the ground. Police made contact with the couple and reported that the woman’s face was red. She told police they were drinking together when the man started talking on the phone with another woman, and they began arguing.

The woman said she didn’t want to sign complaints and was given a pamphlet for domestic violence victims’ rights, but because of the independent eyewitness accounts, the police department signed complaints against the man for domestic battery.

Reckless driving The afternoon of Aug. 15, police monitored a funeral procession traveling from Washington, south down Harlem. According to the police report, police saw “negligent driving, vehicles entering lanes of oncoming traffic, improper lane changes, and an occupant hanging out of an open window.” Police said reckless driving continued to Concordia Cemetery, endangering the public and passengers of the vehicles. Police mailed citation violations to the owners of three vehicles.

Property damage On Aug. 10 at 1 a.m., police were dispatched to the 300 block of Des Plaines Avenue for a car that looked like it had hit a light pole. Police reported that the car was unoccupied when they arrived at the scene. The car was towed, and police tried to call its registered owner but were unsuccessful. According to the report, police sent a hit and run letter to the registered address of the car owner.

Burglary ■ On Aug. 14, a landscaping crew was doing work at Woodlawn about 100 feet inside the cemetery and, once they returned to their work trailer, saw the lock on the door cut in half. Staff reported that two leaf blower backpacks were missing, estimated to cost $480. The manager of the landscaping company said he’d sign complaints if the offender was located.

■ Police were dispatched to the 1100 block of Hannah Avenue for a burglary and were informed someone broke into multiple vehicles. Police attempted to make contact with the owner of one of the vehicles but couldn’t, so they left a note. The same day, a Hannah Avenue resident reported that she found her driver’s side window shattered and Louis Vuitton purse stolen. Police found a large rock on the floor of the driver’s side.

Damage to vehicle A woman reported to police on Aug. 14 that, the day before, she saw there was damage on the corner of her garage gutter in the 900 block of Thomas that was not there the previous afternoon. The woman said Forest Park Public Works trucks have been doing work in the area and believed one of them damaged the gutter. She also told police that the trucks sometimes block her garage driveway overnight.

These items were obtained from Forest Park Police Department reports dated Aug. 10-16 and represent a portion of the incidents to which police responded. Anyone named in these reports has only been charged with a crime and cases have not yet been adjudicated. We report the race of a suspect only when a serious crime has been committed, the suspect is still at large, and police have provided us with a detailed physical description of the suspect as they seek the public’s help in making an arrest.

he more time I spend in Forest Park, the more I love it. You can say that Forest Park is one of my favorite things.

Besides all the great restaurants, bars, and shops, they have a booming arts scene. The Forest Park Arts Alliance is hosting their annual Garage Galleries Walk on Aug. 22. It’s an art show and sale with over 100 artists and 40 garages converted to galleries.

Kim & Anthony’s quest for a home, part 3

M

y wife and I met Kim and Anthony six years ago.

They were panhandling on the I-290 off-ramp at Harlem. My wife bought them water at Thornton’s gas station and gave it to them.

Later in the day she told me about her experience. It’s our policy not to give panhandlers money. Instead we give them $5 McDonald’s gift cards. My church was serving one meal a month at a Housing Forward shelter, so I suggested that they take advantage of that resource, but to my amazement they declined. Anthony explained that Kim has a fear of being in crowds.

When Housing Forward started using rooms at the Write Inn and the Carleton, both in Oak Park, it seemed like a good solution for Kim. I hooked them up with a case worker who made the arrangements.

Housing Forward aims to end homelessness by transitioning individuals and families from temporary, emergency shelters into stable, long-term permanent housing. Their approach pairs affordable housing units with vital wraparound support services to ensure long-term stability and prevent a return to homelessness.

They set Kim and Anthony up with an apartment in Northlake. The arrangement has them progressively paying a greater share of the rent. The problem is that, because of mental health issues, Kim has never worked a day in her life, the reason she wound up living on the streets, making it difficult for her case workers to get her on disability.

Anthony was able to get occasional day labor jobs and eventually a permanent part-time job with Goodwill in Elmhurst. Anthony has his own mental health issues, including clinical depression.

“People who have not experienced that disorder,” he explained, “have no idea how paralyzing it can be.”

A year ago, Anthony ran into what he

called some bad luck. He was driving a car a friend loaned him when he was pulled over for not having a functioning tail light. When the officer ran his driver’s license, he learned that there was a warrant out for his arrest for burglary.

Anthony claims he was not guilty and the charge was the result of a business misunderstanding, although it may have been also the result of poor judgement on Anthony’s part regarding how he handled the ending of the business relationship.

Two realities stacked the deck against Anthony. One was that because he had been homeless, he had no mailing address and therefore was unaware of the warrant. And second, because he was penniless, he had to rely on a public defender whose caseload made it impossible to do the research necessary to defend his client adequately.

He advised Anthony to accept a plea bargain which put Anthony on parole, which included mandated appointments with his parole officer and a mental health counselor, both of which he was required to pay for — two unfunded mandates.

The federal government did come through with link cards to help the two buy groceries, but with the current administration’s budget cuts in human services and massive layoffs of federal employees, Kim and Anthony went for a year without getting their link cards renewed. Thankfully, Proviso Township provided them with vouchers which were redeemable at only one grocery store in the area, and which charged as much as twice the amount as Aldi’s was charging.

Then, good luck, Anthony inherited a car.

More good luck. His parole time ended.

Bad luck. Last year Anthony parked his car in a no-parking zone in Bellwood “just to run into a store for a few minutes.” When he came out of the store, he discovered that the Bellwood police had towed his car.

The impounding private business charged him $500 to get his car and the Bellwood police charged him another $500 for the tow.

That was the only time in our six-year relationship that I ever saw Anthony cry.

He had worked hard to save $1,000 and one mistake took it all away.

In Anthony’s narrative he presents himself and Kim as victims, which as far as I can tell is partly true. Another part of the story is poor judgment and still another part is mental illness.

Housing Forward’s approach to homelessness is informed by an understanding that people who wind up living on the street need a hand up, not a handout, which assumes that their clients have the mental-emotional resources to recover. Indeed, Housing Forward boasts a 70% success rate regarding getting their clients out of homelessness and into permanent housing.

Unfortunately, Kim and Anthony fall into the 30% who don’t or can’t respond to Housing Forward’s approach, although they still are receiving a rent subsidy from the nonprofit.

I’m not a social worker, but in my layman’s opinion, Kim should have been on disability years ago. My wife and I are contributing our share. Housing Forward and its church allies are contributing their share, but the need of folks like Kim and Anthony requires more resources than we are able to provide.

The federal government helps victims of floods and wildfires.

They also need to help victims of mental illness.

Thrills in police blotters of yesteryear From The Forest Parker, Aug. 9, 1924:

Twelve shots fired at prisoner who raced from station The Forest Park Police Department got a thrill of real excitement, Sunday night, when a prisoner about to be booked for speeding and kindred charges, ran from the station, leaped into his motor car and led two motorcycle officers in a thrilling race of several miles in which 12 shots were fired from the officers’ guns before he was re-captured and led again to the booking sergeant’s desk at the Municipal Building.

Officer Jack Hermansen was breezing along Roosevelt Road with eyes “peeled” for speeders and law violators of all descriptions about 8:15 o’clock, Sunday night, when he saw a black object, closely resembling a Maxwell sedan, hurtle by him.

Upon investigation, he found that it was a Maxwell sedan traveling at an estimated speed of 42 miles an hour east on Roosevelt Road between Dunlop and Marengo avenues.

Upon stopping the car, it was discovered that one John C. Steward, who gave the two addresses of 566 Gladys Ave., Chicago, and 1424 S. Twelfth Ave., Maywood and who says he is the manager of a clothing store, was the driver of the speed wagon. In the rear seat, greatly exhilarated by the speed of the car, was one DeWitt Cook, 9212 Loomis Ave., said to be a policeman for the Rock Island Railroad at Blue Island.

All the way to the police station where Stewart was to be booked for speeding, resisting arrest and reckless driving, the two men in the car “razzed” the arresting officer and forced his machine to the curb time and again.

At the station, Cook, the railroad policeman insisted that he be booked and that Steward be turned loose to wend his merry way. Sergeant Harry Zimmerman was busy on the telephone and Cook was still arguing loudly with the arresting officer.

Just as Hermansen prepared to put the prisoners in a cell awaiting the booking sergeant’s attention, Stewart conceived of the very original plan of “French leave.”

Hastening through the garage of the police and fire departments, he leapt into his car and drove like mad up Madison Street. Spectators conservatively estimated the speed of the Maxwell at 63 miles an hour.

After him with revolvers drawn and commandments to

stop, were Motorcycle Officers George Rauch and Arthur Hess. Both Hess and Rauch emptied their revolvers at the fleeing car, managing shortly before capture, to puncture the right rear tire with a bullet.

At Jackson Boulevard and Cicero Avenue, Stewart had gained such terrific rate of speed that neither of his two right wheels were touching the pavement. Here he was forced to stop for an instant as the traffic was against him. Time and again in the pursuit he had forced Hess and Rauch to the curb with their machine.

At Jackson and Fortieth street, Chicago, the chase ended and Steward was again taken captive. Hess and Rauch took him to the Fillmore police station where Officer Hermansen drove down after him in his car.

Steward spent the remainder of Sunday night in a cell at the Forest Park Jail and on the following afternoon was released on $400 bond, made may his wife. His hearing is set before Judge Paul R. Witt at 8 o’clock, Aug. 8.

Cook, speeding playmate of Stewart, was booked on a charge of disorderly conduct and attempted bribery. Officer Hermansen declares that Cook offered him $20 at Roosevelt Road and Troost Avenue if he would “forget the whole thing.”

He was later released on bonds of $75 for the two charges.

Charged with drawing a gun James King, 18-year-old operator of a Chinese restaurant, at 7436 Madison St., was arrested shortly before noon on Wednesday on two warrants sworn out by Harry Wolf, partner of the Wolf Brothers furniture sore on charges of carrying concealed weapons and disorderly conduct. He was released on bonds of $100 on each charge, pending a hearing before Police Magistrate Paul R. Witt at 3 o’clock Friday afternoon.

King, who operates his restaurant in a building owned by Wolf, is said to have gone to Wolf ’s store to remonstrate about a leaky roof. Wolf is said to have replied he would send a man to repair the roof.

King is then said to have drawn a revolver, pointed it at his landlord and declared: “The next time I won’t ask you to fix the leak.”

Wolf then left the store and swore out the warrants against his tenant. King is said to have declared it was all a joke.
