Film and fun this Friday at Outta Space

e’re promising an evening of film, fun and music this Friday, July 27, at The Outta Space, 6840 32nd Street, Berwyn. At 7 p.m., we’re showing the film Ezra & Mike: Facing Racial Tension in Forest Park. The 22-minute documentary will be followed by a Q&A with one of the film’s principals, Mike Chiappetta.

The film’s other principal, Ezra Buckner, served as producer for the Ohio Players, a ’70s soul band. So it’s only appropriate for a soul band to take the stage following the film. They call themselves Blue Groove and are based in Forest Park. Blue Groove started out as a student band at Kagan & Gaines. Now they’re a working band playing venues like FitzGerald’s.

Their most recent performance was at MusicFest last Saturday. They had a good turnout despite the rain and many fans took to the damp dance floor. Their set included classics like “Midnight Train to

Georgia,” “Hoochie Coochie Man,” and “The Thrill is Gone.”

Billy Smith is one of their lead singers. He joined the band five years ago and faithfully rehearses with them every Friday at Kagan & Gaines.

Billy’s musical roots go back to Ripley, Tennessee, where he grew up listening to music out of Memphis. Billy moved to Chicago, in 1968, but the sounds of the South remain in his bones. His main influences are Otis Redding and other Stax Records recording stars. Stax was revolutionary in producing popular, integrated bands in the early ’60s.

Billy’s tastes go beyond R&B to Country & Western.

Two of his favorite singers are Hank Williams and George Jones. Billy also sang with a gospel quartet for four years. He was invited to sing with Blue Groove by saxophonist Michael Estelle.

Horns are an important element of the band’s sound.

plus bass and drums. They have a large local following, filling spacious venues like Healy’s Westside. This summer, they also played at Melrose Park Fest. Their blend of blues and good-time rock ’n’ roll is irresistible. They will be followed on the Outta Space stage by the All Night Boogie Band, another group that got its start at Kagan & Gaines. Billy sings the blues with Boogie Band.

Aaron Mitchell, the proprietor of Outta Space, has been a solid supporter of local musicians and artists. Aaron took a former newspaper distribution facility and transformed it into a music venue/artist gallery. It features a large seating area, with a projector, stage and a full bar. Aaron is charging a $5 cover for the Friday night event to benefit Billy and the band.

We’re hoping to reach a new audience for Ezra & Mike in south Berwyn because we believe its story about race relations is still timely. We previously showed the film at Slainte on Madison Street. Audience members were respectful in not ordering drinks during the screening. Even patrons of an Irish pub can go 22 minutes without a beer.

Blake Harvey announces move out of district Staff Reporter

Blake Harvey is leaving the Forest Park District 91 Board of Education, after serving for about three years as a member of the board.

He was first elected to the board in April 2015, with two children in the D91 system.

Harvey said he has been renting since moving to Forest Park eight years ago and, by word of mouth, found a home in Oak Park, where a few of his friends already live.

“Perfect situation we couldn’t pass up,” he said. “Honestly, for me, the hardest part of moving is having to leave the board and the district.”

Harvey has coached soccer for nearly four years for the Park District of Forest Park, and also worked for about three months as an assistant T-ball coach, according to his LinkedIn. He works as a software engineer in the Chicago area.

After formally filing his nominating petitions in December 2014, he cited Common Core instruction and increasing job com-

petition in a global economy as challenges schools will have to face. He considers it the school board’s role to align and organize district resources to support the efforts of teachers and administrators.

“As a board member, I will always keep the educational achievement of our children foremost in my mind,” he told the Forest Park Review in December 2014.

Harvey would have been up for re-election, along with board members Christina Ricordati and Shannon Wood, next April.

Board President Mary Win Connor and Superintendent Louis Cavallo did not immediately respond to interview requests.

D91 announced on July 18 there was a vacancy on the board. The district will appoint an individual to fill Harvey’s vacant seat until the unexpired term ends. Whoever is appointed to fill the vacancy will have to decide whether or not to run for election next spring.

Council members pass appropriation ordinance The village plans to decrease overall spending by 3 percent year over year

Village council members approved the appropriation ordinance at the July 23 regular meeting, authorizing spending $27,111,495 in the general fund, a decrease of 3.1 percent from last year. The overall appropriation is $45,530,129, a decrease of 7.5 percent from last year.

The general fund covers the village’s working budget and day-to-day expenses.

Other funds are special revenue funds, debt service funds, the enterprise fund and the public library fund. The fiscal year began May 1 and will end on April 30, 2019.

Following a public hearing that preceded the regularly scheduled village council meeting, the ordinance was approved 5-0.

The appropriation ordinance will be the basis of the property tax levy, which will be approved and filed with Cook County in December.

The majority of the $864,523 decrease in the general fund is tied to a decrease of $483,466 in the public affairs category, which Letitia Olmsted, village finance director, attributed in a large part to the termination last year of business agreements with Currie Motors and Bed, Bath and Beyond.

Under the agreements, the village had rebated sales tax revenue to the businesses as redevelopment incentives. Both agreements were capped either by revenue or number of years. The Currie Motors agreement,

which began in 2010, terminated when the cap of $1.25 million was reached. The Bed, Bath and Beyond agreement, which began in 2004, terminated after 13 years. Bed, Bath and Beyond received $385,189 in sales tax rebates. Similar sales tax rebate agreements are still in place with Hawk Chrysler Dodge Jeep and Grand Appliance.

Also contributing to the public affairs decrease is a reduction in anticipated costs related to ending operations of the village’s 911 center and joining the West Suburban Consolidated Dispatch Center. Those moves also led to the termination of the emergency 911 fund, which impacted the special revenue fund.

The village was forced to join the consolidated dispatch center, which is based in River Forest and oversees emergency requests for that village as well as Elmwood Park, Oak Park and Park Ridge, by a state law that required municipalities throughout the state with populations of less than 25,000 to consolidate their police and fire dispatch operations by mid-2017.

Outside the general fund, the biggest decreases came in the special revenue fund, which is down more than $2 million, from $10,496,300 to $8,474,250; and the enterprise/ water fund, down almost $1 million, from $8,099,496 to $7,197,868.

Olmsted explained that the majority of the special revenue fund decrease, $1,775,000 total, is due to the termination of the Forest Park Mall tax increment financing district last year. Other decreases within the spe-

Forest Parkers showed their pride by arriving to the Park District of Forest Park extra early at 7 a.m. to wave to the camera. They enjoyed free coffee, donuts and marveled at the new stencil on the softball fields, which commemorates the 50th anniversary of the tournament.

“I thought it was kind of cool, it was our 15 minutes of fame,” said Larry Piekarz, director of the park district, adding: “It was fun, we hope WGN does another one during the tournament. It’s a fun event and we hope people turn out.”

The Roosevelt/Hannah tax increment fund saw an increase of $500,000 due to planned infrastructure improvements.

Completion of the Brookfield/North Riverside Water Commission’s new water main led to the enterprise/water fund decrease.

With the new water main, the Brookfield/ North Riverside Water Commission will no longer purchase Lake Michigan water from Forest Park.

Unlike in 2017, village officials were able to hold a series of budget workshops to prepare for this year’s appropriation ordinance vote. Last year, Commissioner Dan Novak abstained from voting on the appropriation ordinance, citing the lack of budget workshops and the fact that commissioners had received their budget binders just two weeks prior to the vote.

Last year, village officials said waiting for the Illinois legislature to approve a state budget led to the delay of the start of their budgeting process leading up to the appropriation ordinance vote.

Mayor Anthony Calderone said there is less uncertainty in Springfield this year, noting, “Things are a little more stable,” which allowed the village to re-establish the normal budgeting process schedule.

The decrease in the general fund appropriation and overall appropriation reverses

the trend of increases in previous years.

In 2016, the general fund appropriation increased 8.3 percent and the overall appropriation increased 6.1 percent. In 2017, the general fund appropriation increased 4.8 percent and the overall appropriation increased 4.6 percent.

In the general fund, the Office of Public Affairs, which includes the Police Department and Howard Mohr Community Center, is down from $8,947,963 to $8,233,677, but the Office of Accounts and Finance, which includes the Fire Department, is up from $14,218,159 to $14,316,338.

Other categories in the general fund that saw decreases are the Office of Health and Safety, down from $545,100 to $460,611; Office of Streets and Public Improvements, down from $1,866,672 to $1,720,025; and Office of Public Property, down from $2,398,123 to $2,380,843.

The only category in the general fund that saw an increase is the Office of Accounts and Finance, up from $14,218,159 to $14,316,338, due in part to the planned purchase of two new vehicles for the fire department.

Olmsted also noted that the police and fire pensions are funded at 100 percent for the second consecutive year.

The debt service fund is down from $713,750 to $710,650 but the public library fund, up from $1,957,000 to $2,035,867.

The Forest Park Public Library falls under the auspices of the village but is governed separately.

Village approves new firefighter hire Firefighter and “unofficial historian” Miguel Casanova resigned earlier this year for personal reasons

Forest Park officials are acting quickly to fill an unexpected vacancy in the fire department, and the village council approved on July 23 Fire Chief Bob McDermott’s request to hire a new firefighter.

At a village board meeting, council members voted 5-0 to direct the Fire and Police Commission to select a candidate from the eligibility list to replace Miguel Casanova, a firefighter who resigned July 11. McDermott said Casanova resigned “for personal reasons” after eight years as a firefighter. He also served as a paramedic for two years before then.

ties, Casanova served as the department’s unofficial historian, collecting newspaper clippings and online stories about the department. He said Casanova would process material donated to the department such as scrapbooks or memorabilia.

McDermott said he wants to continue having somebody from the department handle those duties, noting such material is not only fire department history but also village history.

He recalled Casanova scanning material from multiple scrapbooks donated by the family of former Fire Chief Bill Vrtis after his death in 2011. He was with the department for more than 40 years and served as chief from 1972 to 1979.

McDermott said he hopes the new recruit will be selected in time to start training at the Romeoville Fire Academy in September. Instruction will take seven weeks, including one week of hazardous material training.

The last time the fire department needed to fill a vacancy was in 2016 following the retirement of Chief Steve Glinke. McDermott was promoted to replace Glinke, who is now director of the village’s public health and safety department.

McDermott said all shifts will continue to be fully staffed with the shortfall covered by firefighters working overtime.

At full strength, the department consists of 21 firefighters, the deputy chief and the chief.

D209 hones focus on parent engagement The board unanimously approves $66K contract for outreach services

Proviso Township High School District 209 officials are getting more ambitious in their efforts to increase parent and community engagement. Before the 201718 school year, the district hired Youth Guidance, a Chicago-based organization that helps schools build their community outreach capacities.

The organization provided a community schools coordinator who assisted the parent coordinators at Proviso East and Proviso West in various parent and community outreach activities and helped facilitate parent workshops that were available to English and Spanish-speaking parents.

District officials said that, on average, 10 parents attended those workshops in 201718. For the 2018-19 school year, officials want to double average workshop attendance to 20 parents. They also want to offer parent leadership development training and to expand partnerships with outside community agencies.

During a regular meeting on July 10, the school board voted 6-0 to extend its contract with Youth Guidance. The contract is not to exceed $66,327. Board member Theresa Kelly was not present for the vote. The district will pay for Youth Guidance’s services with grant funds.

The contract with Youth Guidance is part of the community schools component of the district’s family and community engagement strategic initiative, which is designed to “measurably improve parent and community engagement with the schools, in the interest of improving student

The community schools coordinator will collaborate with D209’s director of student and family services and parent coordinators at East and West to develop a calendar of community schools activities for the 2018-19 school year, an official stated.

workshops and leadership training opportunities, with a special focus placed on “improving outreach and marketing of the community schools activities.”

Youth Guidance will also help the district administer a survey designed to gauge how parents perceived, and how much they were engaged with, the programming.

D209 to refinance $14M in bonds Second phase refunding plan could lead to $2.8M in savings, officials say

Proviso Township High School District 209 officials are a step closer to refinancing the remaining $14 million of the $24 million in outstanding bonds that it currently has on the books.

The D209 school board held a public hearing on the second phase of a bond refunding finance plan that it started last year, when the district refinanced $10 million of working cash bonds that were issued in 2008. The move was designed to take advantage of lower interest rates.

The reduced rates, district officials said at the time, would result in substantial savings and provide the district more money to fund major capital investments, such as the

district’s master facilities plan.

“In effect,” the Forest Park Review reported at the time, “the district plans to use current funds on hand to pay off $10 million of the bonds that were issued in 2008 for operations, but which were never spent, and to re-issue $10 million worth of bonds this year that will be used for capital improvements.”

Officials said back then that, in addition to a roughly 3 percent reduction in interest rate payments and the possibility of a higher credit rating, the transaction would also increase the district’s non-referendum funding capacity by around $5 million — from $25.5 million to $30 million.

The second phase would entail refinancing $10 million of the remaining $14 million of outstanding bonds issued in 2008. The

district would pay down $4 million of those bonds with cash on hand.

District officials noted in a statement this month that this second phase of the refunding plan could lead to an estimated $2.8 million in savings, “for a total savings for phase one and two of $5.1 [million].”

The board is scheduled to adopt two bond resolutions related to the second phase refunding finance plan at a regular meeting in August.

Cecilia Pina Boyd knows what it is like to have people try to put her in a box.

At first glance, her complexion makes people assume that she is African-American, until they get to know her and discover that her mother is a Mexican American. Her calm, cheerful demeanor can make people think she is relaxed and easy going, until they find out that, at 34 years old, she has already run 10 marathons. Her job at the American Bar Association involves fighting for women to have an equal place in the male-dominated profession.

Pina Boyd, who also serves on the Forest Park Diversity Commission, is a person who has integrated several facets of her life into a fairly coherent identity.

“I’m angry about a lot of things but I try to transform it into positivity, because anger won’t make you any more effective and it can consume you,” she said.

In her professional life, one thing she fights to overcome is society’s placement of female lawyers in lower positions of power than their male counterparts. Just 36 percent of persons practicing law, and 24 percent of counsels to Fortune 500 companies, are women, according to statistics from the Commission on Women in the Profession, a segment of the

American Bar Association. When Boyd and her colleagues tried to find out why the percentages are so low, they discovered that women have to jump over more hurdles than men in order to acquire positions of power.

When they interviewed women who had remained in the profession for at least 10 years, they discovered two common traits—grit and a positive mindset. Boyd said that women who last as lawyers either have those traits when they enter the profession or learn them fairly quickly.

“Women I’ve encountered who are in their 60s and still in profession are very tough women. They’ve dealt with a lot,” she said.

As part of her work, Pina Boyd implements a program to “help younger lawyers understand that if they want get into these positions of power, they have to go through certain steps to get there--they have to build networks and be a stronger person in their abilities.”

Confronting those barriers as a professional, along with the discrimination she has experienced in her own life as someone who doesn’t fit neatly into racial/cultural/gender box, makes her angry. Pina Boyd credits her parents for being role models regarding how to respond to discrimination. Instead of taking on the world with an angry persona she said “they transformed their anger into positivity. That’s what I try to do in my life.” She said her father was a big influence, pushing

her to pursue athletics and never telling her she couldn’t do something because she was a woman.

“We women of color have often tried to hide our anger, because if we show it we’ll be type cast as angry black women,” she said. “Yes, I am angry but I have to present myself as something else to get things done.”

She added: “I understand the need to rabble rouse. I like to do that every once in awhile, but I CECILIA PINA BOYD also understand that a lot of people don’t react very well to that approach. I’m of the belief that if you go to people in a calm and gentle way you can be just as effective in getting work done. It’s all about balance.”

Perhaps the word “balance” sheds some light on why Pina Boyd loves running marathons so much. As a woman of color working in a male-dominated profession, she confronts prejudice and resistance every day of her life. But when she talks about running, she said she feels empowered. She said she started running eight years ago because she wanted to challenge herself. Now she remembers crossing the finish line of her first marathon as one of the best experiences of her life.

“For me running is therapy,” she said.

She added that running makes her more aware of herself.

“Your whole lifestyle -- what you eat and whether you are having a good day or a bad one -- all affects how I run. Even finishing a marathon is humbling and empowering. It reveals what my body can do. It makes me think ‘If I just did that, what else could I do?”

Couple’s coleus collection is top pick at Historical Society’s House and Garden Walk

The Historical Society of Forest Park crowned the winner of its inaugural House and Garden Walk on July 19, naming John Sahli and Rick Wagner’s home on the 100 block of Elgin as “Best in Show” among the seven houses featured.

The nearly 110 attendees who walked the homes chose Sahli and Wagner’s house as tops. Wagner said he believes the pair’s collection of more than 500 colored coleus plants pushed their garden over the edge. Coleus plants can include small leaves with ruffled ends or large leaves with bold margins, and feature colors that span the rainbow, green to violet to red.

“I’ve been hooked on them all my life, my grandpa had them in his garden,” Wagner said, adding: “I feel elated.”

Sahli said he had never thought about planting coleus’ before he met Wagner, but now he’s stopped counting how many are in his backyard. He said he’s proud of his garden --“planting the coleus’ has been a labor of love,” he said -and that this will be the first award the duo’s space has ever received. Jessica Combe Luciano, founder of Creativita, presented the two with a handcrafted cement plaque acknowledging their first-place finish, and local entrepreneur Marty Sorice donated food and drinks to the celebration.

Houses featured were located across the north and south sides of town, and included bird feeders, in-home elevators, monarch butterfly nests and much more.

“You all know everyone has an amazing house,” said Chris Everett, president of the Historical Society, who spearheaded the event.

She said this year’s walk raised nearly $3,000 for the group, which they plan to invest in raising awareness about the Historical Society and organizing other events, like the

Rat Pack of Roosevelt Road pub crawl coming up on September 14. Everett aims to make the House and Garden Walk an annual event, and said she’s already gotten enough submissions to fill up next year’s stroll. She said there will be at least a three-year break between houses featured from year to year.

“If you haven’t been to all these houses, I promise you need to see them,” she said to the about 30 attendees of the awards ceremony.

“Come over anytime,” Wagner invited the crowd.

Community garden hits highest capacity in recent years

More than flowers grow in this community garden

Jessica Rinks and Gina Thomas met online through their gardening blogs in 2008. Almost ten years and many garden beds later, the pair have transformed what was once a vacant park area into the nonprofit Forest Park Community Garden.

Every year, the garden’s popularity has grown. But this gardening season it hit its peak for the first time in recent years. In years past, gardeners were allowed more than one plot to grow their vegetables, herbs and flowers. But for the past three years, due to increased demand for the garden, Rinks and Thomas have instituted a rule restricting each

family to one plot, which means that 54 independent gardeners from Forest Park, Oak Park, River Forest and more have all been tilling the soil.

Rinks said the recent shutter of the Root-Riot community garden in Oak Park has helped drive up membership.

“I know when that garden was forced to shut we did get some extra interest from people who had been gardeners there,” Rinks said.

These new gardeners have added to what Rinks said is an important community for her in Forest Park. Rinks grew up in Tennessee and moved to Illinois to pursue her master’s degree. She said she didn’t know many people in Forest Park before the garden, and wonders what her future would have been like if she hadn’t started the space.

“Would I still be relatively sort of isolated?” she asked.

“Whereas now, I feel like I have this really great community of people.”

Kimberly Adami-Hasegawa, who sits on the board of directors, moved to Forest Park in 2010. She discovered the garden through Forest Park’s annual Saint Paddy’s Day parade, when Rinks and others handed out packets of seeds instead of candy to spread the word about the garden.

“I was like, ‘Oh that would be so much fun to have a plot at the garden’ and so we applied,” Adami-Hasegawa said.

Eight years later, she agrees that the community garden has grown her friend group.

“We really made friends at the garden, that’s where our entire Forest Park friend group stems from…for us it was a good community bridge,” Adami-Hasegawa said.

Each gardener pays $50 to own a plot, though food grown from five of the plots this year is being donated to the local food pantry, a partnership that was established since almost the beginning of the garden’s history.

In 2009, a group started fundraising to build a community garden. Funds generated through a bake sale and plant sale were enough to build 10 plots. The next year, the group raised enough to expand the garden to 30 spaces.

Then, in 2011 the garden received money from the village to expand the number of plots to 54, as well as construct a fence, shed and water spigot and plant native plants along the side of Harlem Avenue.

The new plots provided an excess of food, and volunteer gardeners agreed that a “Giving Garden” should be built to dedicate food to the food pantry at the Howard Mohr Community Center.

Though, it’s not always food and flowers that gardeners grow.

“There is one family that has a little fairy garden in their plot which is totally cute,” Adami-Hasegawa said.

For the past three years, Rinks has noticed a gardener who is cultivating hops.

“We all joked that they need to brew a community garden beer then we can have a community garden beer tasting,” Rinks said, adding that there is a strict no alcohol rule in the garden.

She said she is focused on recruiting more people to serve on the board of the directors. Those interested in joining the community garden board should email fpcommunitygarden@gmail.com.

“I do hope that there continue to be people who want to take on leadership roles…we really need people who are willing to give their time and mental capacity to serve those roles,” she said.

Ferrara HQ move won’t impact Forest Park Local workers won’t feel the impact of Ferrara Candy Company moving its headquarters, a company spokeswoman promised.

The more than 100-year-old candy company announced its sweet move on July 16, and plans to move its headquarters to Chicago from Oakbrook Terrace.

Ferrara, owned by Italian confections giant Ferrero Group, employs 200 people at its factory in Forest Park, 7301 Harrison St., and 350 people total at its research-and-development facility in nearby Maywood and factory in Bellwood, a spokeswoman said, promising that local operations will remain unchanged. Ferrero acquired the similarly-named company last year, and continues to operate Ferrara as a separate business unit.

“As one of the largest confections companies in the U.S., our business continues to grow, and we need a more adaptive and flexible workspace that will meet the demands of our growing team,” Mike Goldwasser, chief human resources of-

ficer, said in a statement.

“Relocating to the city of Chicago allows us to build a more open, collaborative and dynamic environment that a modern workforce expects, while providing access and appeal to a broader employee demographic.”

The company expects to complete the move by next spring, and said it’s still working to secure an office space.

Crain’s Chicago Business reported Ferrara is finalizing a letter of intent to move to a 20-story building at 625 W. Adams St. in the city’s trendy West Loop neighborhood. The candy maker is planning to lease about 60,000 square feet at the building and will become the first tenant of the new tower, according to Crain’s.

It’s unclear how many jobs the move will bring with it to the city, but Ferrara has about 300 employees in Oakbrook and 2,000 workers across Illinois.

Man asks to be arrested at Blue Line Police arrived at Forest Park Blue Line station at 1:48 a.m. on July 22 and found a man refusing to leave and threatening CTA officers.

CTA employees told police they believe the man broke windows on a train car that just left the station, but didn’t have access to video in order to prosecute him. When they told the man he had to leave the station, he immediately became argumentative and challenged CTA officers to a fight.

Police attempted to escort the man down the station stairs, but the man broke free and charged toward a CTA officer. A Forest Park police officer intervened and stopped the man by guiding him to the wall with a stiff arm.

As police escorted the man out of the station, he attempted to break free again and challenge the CTA officer. Police told him he would have to leave or be arrested. The man asked to be arrested. He was transported to the police station and arrested for intoxication.

Man threatens Wingstop employee with scissors A man barred from Wingstop entered the restaurant at 4:44 p.m. on July 22, threatening an employee with scissors.

The employee told the man he had to leave 1215 Harlem. The man responded that he had a pair of scissors in his right pocket and said, “I’m going to kill you after you get off of work.”

Police arrived and charged the man with trespassing and aggravated assault.

Car stolen on Desplaines At some point between 10:30 p.m. on July 19 and 12:10 a.m. on July 20, a man told police someone stole his Chevy Suburban parked on the 100 block of Desplaines Avenue. The man told officers the doors were locked and the vehicle does not have an alarm.

Two cars broken into At some point between 9 p.m. on July 16 and 2 p.m. on July 17, someone stole $4 from a Jeep Cherokee parked on the 1100 block of Circle. A neighbors video camera recorded two men entering a Mercedes Benz parked nearby about 12:05 a.m. on July 17.

Three juveniles tamper cars Police responded at 12:25 a.m. on the 1100 block of Hannah on July 17 on a call that three juveniles were tampering with vehicles in the area.

The caller said he was watching three men checking vehicle doors. He told police he saw one of the men enter an unlocked Chrysler, but then immediately exit. The group walked west toward Roosevelt Road.

Officers spotted the group on the 7500 block of Roosevelt. All three stated they were near Hannah because they were trying to find the

CTA Blue Line, and denied entering any vehicles. The caller arrived at the scene, but was unable to identify anyone who entered a vehicle. Police talked to the owner of the Chrysler who said he left it unlocked. The man searched the car, and found nothing missing. He declined to press charges.

Police drove the three men home.

Power washer lifted from garage At some point between 10 a.m. on July 20 and 4 p.m. on July 21, someone stole a power washer valued at $159 from a garage on the 100 block of Marengo. The victim said he accidentally left the overhead garage door open.

Employee shoved at Living Fresh Market A Living Fresh Market employee called police at 4:45 p.m. on July 18, saying employees watched a man walk out of the store with a case of beer without paying. Employees confronted the man at 7520 Roosevelt Rd. and attempted to bring him back to the store’s security offices. The man responded by using both hands to shove the employee in the chest.

Police arrived and issued the man a criminal trespass warning and told him not to return to the store or parking lot.

Man arrested on active warrants after fleeing gas station Police observed a Kia back into a pump at Thornton’s gas station at 5:25 p.m. on July 18.

While parked, officers watched the driver swivel his head several times, observing the parking lot. No one exited the vehicle. Eventually, the Kia exited 601 Harlem and police followed the vehicle and watched it enter the I-290 without using a turn signal.

When officers curbed the Kia, they smelled a slight odor of cannabis coming from the vehicle. The passenger said she had to get out of the car to get her license, couldn’t find the car insurance and told officers “we changed our minds” about why they didn’t exit the car at the gas station.

A name check of the driver revealed that he had three active warrants for his arrest, and several previous arrests for possession of cannabis and battery. Police arrested the man, who started yelling that he was being arrested in front of his child, called officers names and tensing up his arms to resist arrest.

These items were obtained from police reports filed by the Forest Park Police Department, July 16-22, and represent a portion of the incidents to which police responded.

Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Hot prices, taxes from page 1 Baker, a realtor at Weichert Realtors Nickel Group who lives in Forest Park. “Forest Park is very attractive. You get more for your money, and the taxes, although increased, they look pretty attractive compared to our neighboring communities, let’s put it that way.”

Home prices have been steadily increasing in Forest Park since late 2012, she said, although they haven’t quite hit pre-recession levels yet. This year is no exception.

From the beginning of January to the end of June in Forest Park this year, prices for detached, single-family homes, condos and townhomes increased 11 percent year over year, with single-family homes selling for an average of about $304,000, while condos and townhomes are selling for about $162,000, according to Midwest Real Estate Data LLC. Single-family homes are also selling faster, spending an average 63 days on the market compared to 71 days in 2017. But the time condos and townhomes are spending on the market has increased, with those properties spending 95 days on the market this year compared to 77 days the year prior. Baker said she’s not quite sure why condos are lagging, although they typically take longer to sell since there’s a greater supply in Forest Park.

“Earlier this year we were struggling for inventory, we need people to sell their homes, nobody wanted to sell their homes,” Baker said, adding: “I think personally it was very cold and no one wanted to go out and look at homes.”

From January to June in 2017, there were 29 single-family homes on the market at any given time, whereas this year there’s been an average of just 24. Those looking to sell their condo or townhome declined year over year, as well, with 31 on the market at any given time, compared to 45 during the same period in 2017.

“We got a bit of a delayed start, but the market’s caught up and doing well now,” Baker said.

“We can’t wait for that” to be ruled on, Bastian said.

The Appellate Court mandated in March the binding referendum must appear on the upcoming election ballot, overturning the decisions of a circuit court and the local electoral board. “This decision mandates that it be on the ballot,” he said. Bastian was waiting for the Illinois Supreme Court to comment on an appeal submitted by bar owners. The state’s highest court

Baker said it’s a hot time to invest in real estate in Forest Park, since there’s plenty of rehabs and at least three new developments coming to the area. Baker is personally renovating an old home on the 400 block of Thomas.

“Honestly, the only critique I get is the education, the schools. I wish I could have something new to say, but I don’t. It’s the same old thing. If we were able to improve that there’s no stopping the price increase” in Forest Park, she said.

One critique she doesn’t often hear is about high local property taxes. Although many residents might complain of high taxes, a meteoric rise in taxes in nearby Oak Park and River Forest has driven people to Forest Park, with people seeking refuge in lower taxes, a walkable downtown, easy access to the city and more.

“People are in Forest Park for the affordable downtown, the walkability, the price points,” said April Moon, a broker for @ properties who worked on The Grove townhouse project. Unlike Oak Park, Moon said she doesn’t expect Forest Parkers to leave the village because of an increase in their taxes.

She just expects residents to appeal them.

Proviso Township Assessor Steven Zawaski, along with Mayor Anthony Calderone, will hold a property tax appeal forum at 6:30 p.m. on July 30 at the Howard Mohr Community Center, 7640 Jackson Blvd.

The deadline to file an appeal is August 17 and the deadline to file documentation is August 27.

“Out of the 14 towns in Proviso Township, Forest Park is in the middle to lower end with taxes because they have more commercial and industrial property than other towns,” Zawaski said.

Residents can also visit attorneys like Joseph Spillane, a real estate lawyer in River Forest who has spent more than 14 years helping residents contest their taxes.

Along with the tri-annual reassessment, he said those who saw an increase in their property taxes this year can partially credit it to the village’s hot property market.

“Taxes don’t, generally speaking, go down. It’s because home values increased.

That’s the bigger issue,” Spillane said.

“The Village Clerk of the Village of Forest Park is hereby ordered and directed to certify the public question regarding video gaming,” a state court order reads.

The Forest Park electoral board will hold its public hearing at 11 a.m. on July 30 at Village Hall, 517 Desplaines Ave., just in time for the village clerk to certify the decision to election officials by August 30.

The electoral board consists of Mayor Anthony Calderone, Village Clerk Vanessa Moritz and Commissioner Tom Mannix.

“I think it will be very short, they will convene, make a motion to approve the order and sign it,” Bastian said, adding: “We will schedule the hearing in ample time for it to be certified to the ballot.”

Forever PMSA

ometimes we’re wrong.

In the late winter after a community meeting convened by District 209’s architectural advisors included discussion of closing the district’s Forest Park high school and merging the Proviso Math and Science Academy into the district’s other two campuses, we leapt at the suggestion.

We know why we did it. The Review was never a fan of skimming the top students at D209 and segregating them into one separate facility, even if it was in Forest Park.

In our opinion, especially at the time it happened, it was another nail in the coffin of venerable Proviso East.

Well, the creation of PMSA certainly didn’t do East or West any favors. Those schools, in the hands of a politically charged school board and saddled with wildly unstable educational leadership, continued to seek the bottom among all Illinois high schools.

That was then. And our earlier editorial position was stuck in that place, based on those biases. But the new Proviso reality, one we’ve championed for three years, is that a politics-free board and a dynamic leadership team at the district and at East have resurrected the possibility that Proviso East can be salvaged.

Now the school board and its architects have taken the closure of PMSA in Forest Park off the table. Instead, in a certifiable challenge, the architects are working on multiphase plans to physically improve all three campuses.

That’s the right choice and we look forward to hearing the details by this fall.

Time for a vote

In the days ahead, Forest Park’s electoral board will reconvene and certify wording on a ballot question for November related to video gaming in town — that according to Thomas Bastian, attorney for the village government.

It is acknowledgement that time has run out on any possible legal maneuvers or appeals that would again block citizen petitions demanding a binding vote on the controversial issue.

Way too late, this is the right outcome. Time for a spirited and civil debate by opponents of gaming and proponents, mainly local bar owners.

Things we like

Here are a few of our current Forest Park favorites: ■ Our ever-scrappy local historical society mounted its first House and Garden Walk last weekend. With more than a hundred souls on the tour, this was a happy and auspicious launch. Seven homes were on the tour.

The society pledges this will become an annual event.

We’re all in for a celebration of Forest Park’s wonderfully diverse housing stock.

■ What we won’t do to be on TV! More than 50 locals turned out at the park Friday morning at 7 a.m. to wave at WGN TV’s helicopter. It was part of a push to promote this weekend’s fabulous softball tourney.

■ Which brings us to the 50th Anniversary No Gloves Invitational. This weekend. Nothing better.

OPINION Rain, disappointment and resilience

S

everal years ago, when the chamber of commerce put on Summerfest, a street festival like what we now call Music Fest, the board members would tell me that because I had the title of reverend, I was in charge of the weather.

On the one hand they were teasing me, but on the other hand they were acknowledging that for all of their careful planning and sweating the details there exist contingencies in life which are out of their control.

Granted, fans of scary movies like the feeling of being surprised by unexpected events in a film, and our kids love the illusion of losing control on rides at Great America, but most of the time most of us like to feel like we are in control.

Music Fest is supposed to do three things: be a fun street party for the village, provide another revenue stream for the Chamber of Commerce and, more importantly, draw thousands of potential shoppers to Madison Street and let them see what our unique shopping district has to offer.

Here’s how Star Events promoted Music Fest online: “Giving Forest Park residents the chance to enjoy all that the western suburb has to offer…crowds are sure to enjoy the beautiful summer weather and dance the night away.”

You may have noticed that the “beautiful summer weather” never materialized.

That’s why they built domed stadiums in Milwaukee and Minneapolis. Those cities understand that the weather in this part of the country can get pretty nasty, so they gained control over what up until then had been uncontrollable by bringing professional sports indoors.

Well, we don’t have a dome over Madison Street and this last weekend it rained on our parade, so to speak.

One day of rain would have been OK. We could have made up for the losses on the other two. But three days!

Hang with me for a few paragraphs as I try to formulate a take away from the disappointing weekend.

I went to a Lily Tomlin performance many years ago.

Speaking in character as “the bag lady,” she said, “You know, I’m certifiably crazy. What happened is that I concluded that reality is the main cause of stress, so I checked out of reality. And, you know, since then everything has been so much nicer.”

We all, of course, need vacations from reality, which can restore our spirits. But when planning ventures like Music Fest, it’s not helpful to base plans on illu-

sions. We stow spare tires in our cars, because we know flat tires sometimes happen.

We wear life vests, because we know that squalls sometimes capsize tour boats. We buy life insurance in our thirties because we know that all of us will eventually die and some of us a lot sooner than we expect.

“It’s all good” might be an upbeat way to respond to someone asking “how are you” at a party, but it’s a terrible foundation to build a business on. I was talking to Marty Sorice one day about why half of all new businesses fail within five years of their grand opening.

“Undercapitalized,” was Marty’s answer.

“They didn’t have enough money in the bank to survive during those inevitable lean times when expenses are greater than revenue.”

Right now the board of directors of the Chamber of Commerce is composed mainly of people who have been in business for a lot more than five years. They’ve survived lean times and enjoyed seasons when everything seemed to go right. In other words, their heads are pretty well situated in reality. Three days of rain were disappointing but not debilitating. They’ll feel bad for a day or two and then get to work planning the Sidewalk Sale, which begins on Friday.

What is true for business also applies to our personal finances. A website called the nest stated, “The Pew Charitable Trusts reports that one third of American families have no savings, while nearly half don’t have enough savings to cover a surprise $2,000 expense. The opinion among financial experts varies as to exactly how much money you should have in an emergency fund, but the general consensus is that you should save enough to cover three to nine months of living expenses.”

Some people are undercapitalized financially while others don’t have much in their spiritual/emotional tanks. Weekends are a time to escape from reality. But as wise people have known for thousands of years, they are also a time to put spiritual money in the bank, to become adequately capitalized regarding their character investments.

n behalf of the Park District of Forest Park Commissioners and Staff, welcome to the 49th Annual 16” softball “No Glove Nationals.” We hope that you will find this year’s tournament to be one of the finest tournaments we have hosted the last 48 years.

We will once again be hosting a Kid’s Area by Field One. When Dad is not playing, kids will be able to enjoy the bounce house. Also, don’t forget the pool will be open to have fun or just to cool off. Of course, we will be serving the best tournament food ever. Come enjoy a variety of sandwiches or the ever popular Tournament Tacos! Cool off with a Miller Beverage or a refreshing Tito’s Vodka Lemonade.

Please take time to visit the 16” Softball Hall of Fame Museum. The museum is located next to Field Two and is the place to see how the game got started and get the true history and feel for the game. A must see for anyone who has been around Chicagoland and the 16” softball game.

This tournament only exists due to the efforts of many volunteers that work throughout the weekend. They are truly awesome people who make this tournament run.

Last but not least, The Park District Commissioners wish to thank the residents of Forest Park, Mayor Anthony Calderone and the Village Council for their continued support of this event.

This year, Buckley and his crew face a special challenge. None of the grounds crew members has worked a No Glove Tournament before. But, Buckley is confident the rookie crew will meet the challenge and that the tournament will again feature the bestconditioned fields in the game of 16-inch softball.

A short history of the preeminent tourney in the country

he No Glove Nationals softball all tournament was founded 50 years ago by Jim Sarno, who was director of the Park District of Forest Park at the time.

Sarno was quoted as saying, g, “Al“A though our softball tournament does no not ot capture Chicago newspaper headlines, it excites and contains interest for particicipants and spectators alike. Many Forest st Parkers are softball fans and we will conntinue to offer the best in softball and softftball tournaments.”

That was certainly true in 1974, when en the Bobcats outslugged the Bruins 23-17 to win the championship. The Bobcats are re considered by many to be the best team m in softball history.

The tournament went for nine days that hat year and drew an estimated 15,000 fans. Sarno celebrated its success.

“With the way things are going in professional sports today, it is very refreshing to watch a game like softball being

played simply because the players love it and, therefore, do their very best,” Sarno said at the time.

From 1975-85, the No Glove Nationals tournament was a single-elimination affair, featuring 30 to 32 teams. This single-elimina decade was first dominated by the Bobcats and the Sobees.

Willie “Steamer” Simpson was named the W first fir MVP of the tournament in 1986. His award was recognized by Chicago Sun-Times aw sportswriter Dan Cahill. sp “Bud Chicago had a solid young team but it was an old warhorse who came through in the pinch at the 18th Annual Forest Park Invitational,” Cahill wrote. “Willie ‘Steamer’ In Simpson had game-winning hits in the last Si innings of the final and semifinal games to in lead the Whips to the title.”

In 1987, the tournament was moved to the last weekend in tou July. It featured 30 teams and was played on two fields after Field 2 finally got lights. It also featured sponsors for the first time, Sidekicks and Stroh’s Beer.

Stroh’s served the suds, while Sidekicks cooked burgers, brats and Italian sausage. The park district took a cut of the concessions and was able to raise the prize money to $1,300 for first place, $800 for second and $400 for third.

In 1989, the tournament was called No Glove Nationals for the first time, with the motto: “Never Had Them, Never Will.”

Richard’s Tavern on Madison Street became a co-sponsor. “Mr. Stats,” aka Milan Stevanovich, was hired in 1992, to compile all the tournament statistics, a task he performs to this day.

For the tournament’s 25th anniversary in 1993, the park district took over food and beer sales. Park district commissioners, staff and volunteers took on all the work and the park district kept all of the profits.

In 1994, the Forest Park Review printed its first pullout section, featuring a tournament bracket. The No Glove Nationals finalized its format into a 24-team, double elimination tournament. Lettuce was the dominant team of that era, winning four titles.

The 30th annual tournament honored Mayor Lorraine Popelka for her 30 years of service as a volunteer. The year 2004 brought great improvements to The Park. The ballfields were renovated at a cost of $338,500, with the installation of perimeter lighting, cement dugouts and two electronic scoreboards. A new sound system was donated by a local auto dealership.

Thanks to these improvements, the park district was honored, in 2011, with the “Field of Dreams” award by the 16-Inch Softball Hall of Fame. Park district commissioners, staff members and the grounds crew were recognized for making The Park the mecca of 16-inch softball and the No Glove Nationals the preeminent softball tournament in the country.

A stitch in time makes a great quilt NoGloves quilt fulfills a longtime goal

andy Byrnes has long been part of the village’s social fabric. She has been a positive presence at the schools, the Mohr Community Center and the Park District of Forest Park. But Byrnes really stitched herself in when she recently fulfilled a decades-long dream, by completing a quilt incorporating all the commemorative shirts from the No-Gloves Tournament.

Byrnes spent years collecting shirts from the park district, the manufacturer and her husband, Park Commissioner Joe Byrnes. She thought it only fitting that the quilt be ready for the tournament’s 50th anniversary.

Byrnes started the sewing project in March. She cut the shirts, pressed them and sewed a strip bordering each shirt.

She then completed the backing and filled the quilt with bat-

ting. No, not that kind of batting. There are 42 shirts on the front of the quilt and 14 on the back, with a few duplicates.

She mixed shirt fronts with the backs of shirts listing tournament champions.

Using a second floor room at the park administration building, Byrnes needed two tables to lay out the quilt. She spent over 45 hours sewing it. Not that she’s complaining.

On the contrary, she said the work was very soothing.

She is raffling off the quilt, $10 per ticket, to raise money for the park district and is also completing a second quilt, which she plans to display at the Roos Recreation Center.

Byrnes has been a booster of the park district, ever since she moved to Forest Park 46 years ago. She has been a fixture at the tournament since its inception in 1969. Over the years, she has volunteered to cook, pour beer and sell tickets, while Joe is in his 28th year of grilling for the fans.

Working the tournament isn’t Sandy’s only contribution

Byrnes learned her craft from her grandmother. Her mother, who was blind, crocheted afghans. She never cared much for crocheting. Quilting became her passion. She belongs to the Salt Creek Quilters Guild and the Itasca Quilters Guild. She also volunteers at the 19th Century Club Needle Arts in Oak Park.

“We make things for charity,” Byrnes explained, “We make bibs and receiving blankets for Fisher House, Ronald McDonald House and Shriners Hospital.”

This isn’t the only volunteer work Byrnes does. She is the longtime president of the Forest Park Seniors /Club at the Community Center. “I work there every Tuesday, from 9 to 1,” she said, organizing activities and arranging parties.

Giving her time to the people of Forest Park is second nature to Byrnes and she has even bigger plans for the future.

“I have a lifelong dream of making quilts and blankets for all of my friends,” she said. Her No-Gloves quilts are already a gift for everyone who appreciates the park district and 16-inch softball’s premier event.

Tourney a total team effort Outgoing director, working last No Gloves is bittersweet

’m going to miss summers at The Park,” said outgoing Park Director Larry Piekarz, “I’m going to miss the people in town that have been so supportive. I really love working here. It’s been a great ride for me.”

That ride will come to an end on Oct. 5.

Working the No Glove Nationals Tournament for 29 years has also been a great ride. “The No Gloves is known throughout the US,” Piekarz said. “I was wearing a No Gloves shirt in Arizona when someone recognized it. I was in North Carolina when a stranger told me he had played in the No Gloves. It’s the premier tournament.”

The tournament has changed some over time, though Piekarz recalled that 29 years ago, it was strictly softball.

“The No Gloves has gone from a hardcore softball tournament to a hardcore tournament with a party next to it,” Piekarz said. “Now it’s family friendly and the attendance has increased over the years. Now we have a kids’ playground and special rates at the pool.”

Piekarz never played softball as an adult, but he did umpire games for 20 years for the American Softball Association. Despite the party atmosphere of the tournament, he still sees the emphasis is on softball.

As tournament director, Piekarz keeps a close eye on cer-

tain games.

“Part of my job is to choose the MVP,” he said. “I target certain games, follow certain teams and players. Grace Kenney and I choose the MVP during the final game.”

The MVP receives a trophy but no cash. Piekarz, though, has seen the prize money increase over the years.

“Teams pay $350 for their entrance fee,” he said. “The champion gets $1,600.”

Second, third and fourth place teams receive $1,200, $800 and $400 respectively.

“The park district buys the trophies, equipment and scorecards from Hildebrand Sports,” he added.

The store has had a long association with the tournament, along with Burke Beverage, which has been a sponsor for 30 years.

Richard’s Tavern had been the first sponsor, supplying hot dogs, hamburgers and beer. Since then, the park district took over concessions and greatly expanded the menu.

“We also started selling shirts,” Piekarz said. “We got the community involved through volunteers.”

Residents were already volunteering. Piekarz remembers cars pulling over on Harrison during a rainstorm and helping dry out the fields.

Piekarz and his grounds crew would also pull all-nighters to make sure the fields were ready.

“After the last game, I’d sleep in my office,” he said. “The next day, I’d get up and do it all over again.”

Piekarz and his predecessor, Dave Novak, both had superstitious traditions to insure good weather.

“Working my last tournament is bittersweet,” Piekarz confessed. “It’s such a big part of the town’s fabric.”

It’s not just the softball but the causes and individuals the tournament has supported. In 1993, the tournament was dedicated LARRY PIEKARZ to the memory of Joyce Ann Novak. She was the sister of the tournament director and had died in a car accident in January.

In 2002, the No Gloves was dedicated to another victim of a car accident, Jimmy Giblin Jr. The late Mayor Lorraine Popelka was recognized in 2007 for having volunteered at the tournament since its inception.

Every year, there are tip jars to raise funds for local causes like the Forest Park Food Pantry. This year, the tournament is helping to save the environment by selling reusable water bottles from the Message in a Bottle Company.

Proprietor Tom McNamara is donating the water, while Nadeau’s Ice Sculptures is refrigerating the water and donating ice.

This level of cooperation is what Piekarz will miss most from working at The Park.

“Every agency in town works together,” Piekarz said.

“The village, the schools and the Park. It’s the opposite of most towns.”

Former Park District Director Dave Novak can look back at 45 years of involvement with the No Glove Nationals Tournament -- 33 as a Park employee and 12 as a volunteer.

Novak was fresh out of school, with his degree in parks and recreation, when he landed a job at The Park, on March 20, 1974.

The pay was $3 per hour. He was assigned to help out with the tournament that year.

Novak served as scorekeeper, announcer and groundskeeper.

The tournament ran for six days on Field 1.

“It was the only lighted field,” Novak said. “The other field didn’t get lights until 1987.”

The light poles were planted in the outfield and often came into play. Novak noted that the poles were padded, so there were no serious injuries. But they were in the field of play and bizarre bounces off them frustrated outfielders.

The tournament was low-key back then.

Novak and the park staff did their part hitting a drive that landed on Harrison by pulling all-nighters to make sure the Street. He watched Hall of Fame pitcher fields were ready. He started his career Mike Tallo revolutionize the position by

Many of those battered game balls end up in the hands of kids, as pick-up games break out away from the diamonds. He also loves how young kids shag the balls during pre-game batting practice.

He enjoys seeing the rush of fans, when the last out is recorded on Field 2 and they encircle Field 1 for the championship game.

“It’s like the Oklahoma Sooners with lawn chairs,” Novak said. “Kids take over Field 2 and start playing softball.”

Novak retired as park director in 2006 but remains part of the tournament.

“I’ve helped cook on Thursdays for the past 12 years,” he said.

But, he sees a bright future for the No Gloves.

“Fans come to the tournament and they go to see the Hall of Fame,” Novak said.

“The sport would be dead without the Hall of Fame.”

His favorite part, though, is seeing familiar faces at the tournament.

“I love walking around, seeing the same people year after year.”

Veteran journalist chronicles‘Chicago’s Game’ Don DeBat, a 16-inch Hall of Famer, recounts sport’s glory days and more

n his soon-to-be-published book, “Chicago’s Game: 16-Inch Slow-Pitch Softball,” author Don DeBat chronicles what he describes as “An Historic Chess Match with Bats” that has been a subculture in Chicago for 131 years.

Forest Park’s No Glove Nationals Tournament has been a key part of this subculture for the past 50 years.

DeBat has played and coached in the tournament. He also attends the tournament as a fan every year.

“It’s a wonderful tradition,” he said, “with Hall of Fame players in the stands.”

DeBat was inducted into the 16-inch Softball Hall of Fame in 1999 in the media category. He also voted in with his teams from the Chicago Daily News and Chicago SunTimes. He has played in the celebrity game featuring hall of famers.

“Having the Hall of Fame Museum in Forest Park really legitimized the tournament,” DeBat said, “and gave it greater stature.”

DeBat credits Royko with preserving the sport’s most sacred tradition. He filed a lawsuit challenging Grant Park’s plans to allow players to wear gloves in league play. The judge, who had grown up playing the game on the West Side, ruled in Royko’s favor.

The 16-inch game was so popular at that time, that the Daily News ran a softball column, penned by DeBat. “They played it up big in the sports section,” DeBat recalled. “Sometimes they’d give me a half-page.”

DeBat won an award for his coverage. After the newspaper folded in 1978, DeBat and Royko moved over to the Sun-Times and started a softball team there. DeBat retired from the newspaper business in 1995.

DeBat enjoyed a 47-year career in softball.

He finally retired as a pitcher, at the age of 73, in 2017.

In his book, he devotes an entire chapter to the gloves-versus-no gloves debate. DeBat knew which side he was on.

Once a player from Iowa asked DeBat, “Where’s your glove?”

He proudly responded, “I’m from Chicago.

We don’t use gloves.”

Eventful: From Block Parties to Golf Outings

y block party morphed from the traditional potluck into a paid affair. For the two plus decades I’ve lived here, we alternated one side of the street bringing appetizers and the other bringing entrees. I’ll admit it was always a gamble, usually resulting in an overabundance of pasta salads.

Still, I was shaken when the newly arrived Young Turks on the block decided to charge a fee and centralize the planning, buying, grilling and bounce house ordering. As soon as you put a price on something, you present a value yardstick, calibrated by your personal financial situation. You want how much for me to attend my own block party?!

We’re funny that way - money makes things feel different. But I admit: the block party was great and there was more grilled protein than we’ve seen in years. The efficiency we purchased created a lighter mood, less stress, better food and more fun. Totally worth it.

Given my experience with event planning, I should have been more supportive. Events are tricky. Fundraising is challenging. Volunteer time is scarce. Economies of scale is a thing.

There is real value created when events are centrally planned and professionally managed.

Centralization adds fees and a businessoriented approach that might seem unfriendly at the outset. The small town, raise-thebarn feel of yesteryear starts to wane as volunteerism declines and professional fees rise, but maybe that’s okay. Time is money, afterall.

Consumers today demand convenience and experience. Small, independent businesses demand exposure and marketing. Larger,

corporate-owned businesses demand the opportunity to buy into an event rather than offer volunteers.

We work hard on Chamber events in order to deliver on all three. We’re excited for this week’s golf outing, which - pending weather - should be terrific. We believe our team of volunteers aided by professionals has created a well-managed, financially successful event, providing great exposure for businesses and a fun experience for attendees.

And so, a big thank you to my neighbors who organized my block party, collected the funds and managed the experience. I grudgingly admit that it was completely worth the fee to not make that tired tortellini salad again and just enjoy the day.

Bidders will examine the plans and specifications and the location in which said work is to be done and judge for themselves all the circumstances and surrounding known and reasonably foreseen conditions affecting the cost and nature of the work, and all bids will be presumed to be based on such examination, familiarity and judgment.

The successful bidder shall be re-

quired to provide a Performance Bond and a Material and Labor Payment Bond in the amount of 100% of the Contract Amount, as well as liability and property insurance as required by the Bidding Requirements before commencing work. The successful bidder shall enter into a formal contract based on the conditions and requirements in the Bidding Requirements and the Bidding Requirements will be incorporated into the Contract.

Not less than the prevailing wage shall be paid for labor on the work to be done as required by law.

The successful bidder will be required to comply with the provisions of all State of Illinois and federal laws concerning public works projects as well as the State of Illinois Human Rights Act and the regulations of the Illinois Human Rights Commission.

In the event that a written addendum is issued, either as a result of a request for interpretation or the result of a change in the bidding documents issued by the Village, a copy of such addendum will be mailed to all prospective bidders. The Village will not assume responsibility for receipt of such addendum. In all cases it will be the biddersâ&#x20AC;&#x2122; responsibility to obtain all addenda issued.

The Contractor and Subcontractor shall comply with all regulations issued pursuant to Prevailing Wage Act (820 ILCS 130), and other applicable Federal Laws and regulations pertaining to labor standards.
