Planned infrastructure projects, and an anticipated influx of grant money to help pay their costs, are the major factors behind a 16 percent increase in the annual appropriation ordinance approved by the Forest Park Village Council, July 22.

The appropriation ordinance authorizes spending $28,216,788 in the general fund, an increase of 4 percent over last year, and $53,022,942 overall.

The general fund covers the village’s working budget and day-to-day expenses. Other funds are special revenue, debt service, enterprise and public library. The Forest Park Public Library falls under the auspices of the village but is governed separately. The fiscal See APPROPRIATIONS on page 7

Forgive me, readers, for I have sinned

don’t know about you, but I really miss Confession.

Here are some sins I want to get off my chest: I call people back without first listening to their voice mails.

■ I’m too lazy to change the subject lines on emails. I’m still using “Merry Christmas!” with one of my friends.

■ I forget the names of everyone I know, including some members of my immediate family.

■ I block intersections, even when the sign clearly says, “Do Not Block Intersection.”

■ I use alleys to avoid main streets, even when the sign clearly says, “No Thru Traffic.”

■ I have been seen in public carrying groceries in a plastic bag.

■ I am single-handedly killing forests by using an excessive number of paper towels.

■ I sometimes read newspapers online, thus causing their financial ruin.

■ When someone lets me into traffic, I don’t always wave.

■ I received a speeding ticket for going 30 mph in a school zone. It was dark out and I didn’t see any students, but the officer claimed that some preschoolers are taking night classes.

■ I have gotten into the express checkout lane with as many as 27 items.

■ I have thrown gum on the sidewalk, expecting the Gum Fairies to scrape it up.

■ I have honked at people to turn right, even when the sign says “Right Turn on Arrow Only.”

■ I have failed to fill out customer service surveys, even af after I told the clerk I would do so.

■ I have marked “Yes, I Accept” to lengthy Agreements, without reading them.

■ I have filled free plastic water cups with iced tea.

■ I smile and nod, when I have no idea what the person just said.

■ When the server is describing that night’s specials, I only pretend to listen.

■ My internal dialogue is filled with profanity.

■ I call people when I should have emailed them.

■ I email people when I should have texted them.

■ I have Facebook “friends” but have no idea who they are.

■ I have beaten several jokes to death.

■ I have never watered a plant.

■ Sometimes I can’t wait for someone to finish their story, so I can tell mine.

■ Even when the sign says “2 Hour Parking This Block,” I have parked for more than two hours.

■ When people ask me how I’m doin’, I neglect to ask them back.

There … I feel much better. For my Penance, I will make three right-turns on red at Harlem & Cermak.

Towed, ticketed, and feeling taken

In the four years that Jane Fitzjerrell has been parking her vans in village-owned lots, vandals have drilled the gas tank and stolen the fuel. She has been ticketed for parking in the wrong direction. But she said nothing compared to the feeling on July 16, when she realized the village ticketed and towed her vans — which she uses to drive ex-offenders and recovering addicts to church — without her knowledge.

“I think they should look at the [parking] program and spirit of how they’re treating the residents and look into their soul or look at their hearts,” Fitzjerrell said. “They live here, we live here, we voted for them. Why are they treating us this way? Why are they making it harder for us to park and live here?”

Fitzjerrell is the program development coordinator at the Forest Park-based Mission USA, a Christian nonprofit with the goal of helping ex-offenders and recovering addicts find jobs, homes and churches. It operates “The Bridge,” an initiative where officials pick up some 50 individuals from group homes every Tuesday and transport them to churches in Chicago, where they hear sermons from a rotating cast of pastors and enjoy a home-cooked meal. She said she pays $370 for two, 24-hour village parking passes for the vans each quarter.

Every year, the village’s Public Works Department needs to clean the lots. This year, they scheduled refreshing the lot at Marengo Avenue and Roosevelt Road for July 15.

John Doss, head of Public Works, said they posted sandwich-board signs advertising that cars needed to be moved from the lot eight days in advance, a day ahead of when they are required to post the signs.

“I don’t wish being towed on anybody,” Doss said, adding that the village uses the same process for alerting vehicle owners in all the village lots and “it does seem to work.” Most people don’t get ticketed and towed, he said.

But Fitzjerrell said neither she nor her employee saw the signs.

“Why couldn’t they put a flier in my windshield, or email me, or call me?” she said.

When she applied for the 24-hour parking passes, she listed her name, physical address and phone number on the permit application. She said each van also had three magnetic signs posted on it with Mission USA’s phone number, website and a cross.

“I live four blocks away, I could’ve walked over and moved it, but that wasn’t their interest,” Fitzjerrell said. “I perceive their interest is not for me to get help to move it; their interest is to make money off the tow and ticket.”

The village ticketed the vans and Nobs Towing transported them to the lot at 1510 Hannah Ave. At first, Fitzjerrell said, Nobs told her it would cost $360 to retrieve each van. But

when they found out the vans were part of a nonprofit, they dropped the price to $200 for each vehicle, saying, “Most of that was the city’s cut” and that he had done this to 40 people in Forest Park. Each also had a $40 village ticket on them.

“It’s like salt on the wound,” she said.

Police Chief Thomas Aftanas said that, from July 15 to 17, 29 total vehicles were towed in the village. He said the parking enforcement officer does not remember seeing a phone number on the side of Fitzjerrell’s vehicle, and staff usually do not look up phone numbers listed on parking permit applications since “that gets to be time consuming.”

“Generally, they attempt to get a phone number by running the license plate and checking to see if we have a contact in our computer system,” Aftanas said via email.

In this instance, the registered owner of Mission USA’s vans was not called because it was registered to a church, and the desk clerk could not find a phone number, he said.

“I think part of the problem in this case is there are three separate vehicles and all register to a different address as well,” Aftanas said.

Fitzjerrell doesn’t plan to dispute the tickets because she doesn’t think it will do any good. She said she will have to use nonprofit funds to pay off the ticket and towing fees, instead of using the money to “put gas in the tank of vans to pick up people, programs, meals, food, serve them.”

But she believes the village should void all the tickets issued that day “as a good faith effort.” She also said the village should give better notice to vehicles before they are towed, offer nonprofits discounted parking and eliminate any “cut” it receives from the

If the village needs the proceeds it gets when cars are towed to cover its contract with Nobs Towing, “I would say negotiate a new contract because that seems like a really high price. I would say you’ve got problems with your vendor negotiations department.”

Commissioner Jessica Voogd, who is in charge of public property, said she saw Public Works’ signs advertising the cleaning “prominently displayed” at the lots.

“I think it’s always good to occasionally revisit code and look at it and make sure things are working well. To me, it doesn’t sound like this is something highlighting a big issue; it kind of sounds like everything was handled appropriately,” Voogd said, adding that tickets can be contested by mail or in-person, and that payment plans are available. She called these “effective op-

tions.”

“I absolutely feel for anybody who gets a ticket; we don’t like to give them,” Voogd said. “But we have certain rules put in place for a reason, and it seems like folks in the village did their due diligence.”

As for the practice of ticketing vehicle owners on top of the towing fee, Voogd said the village does have to pay the towing agency to come out, move and store the car, and that it does “have to be monetized to some degree.” She was unsure how much the village makes off cars that are towed.

In the meantime, Fitzjerrell said she is searching for a new place to park her vans.

“I can’t find those other 39 people towed because I don’t know who they are, but I want them to know their stories are being heard and I’m fighting for their justice,” Fitzjerrell said.

Ex-commissioner ‘absolutely not’ involved in racist GOP post

Former village commissioner Thomas Mannix denied creating a “Jihad Squad” image posted to the Illinois Republican County Chairman’s Association (RCCA) Facebook page on July 19.

“Everyone is entitled to their own opinion. I think the type of political discourse we have in this country has gotten off on the wrong track,” Mannix said, in response to those who called the poster racist and discriminatory toward Muslims.

The image pictured Democratic Congresswomen Alexandra Ocasio-Cortez of New York, Rashida Tlaib of Michigan, Ayanna Pressley of Massachusetts, and Ilhan Omar of Minnesota. They are all women of color who have been nicknamed “the squad” over their shared progressive viewpoints.

“Political jihad is their game,” the Facebook post read. “If you don’t agree with

their socialist ideology, you’re racist.”

The image featured a logo from the Illinois Republican County Chairman’s Association.

Some observers speculated it was created by American Strategies — a political consulting firm owned by Mannix, a Forest Park resident and former village commissioner — since the GOP organization had paid American Strategies for advertising in the past.

In November 2018, the Illinois Republican County Chairman’s Association paid a combined $5,131 for advertising and graphic design services by American Strategies, according to state campaign finance records. In June 2019, the Republican group paid another $250 for a “subscription” to American Strategies’ services, according to filings with the Illinois State Board of Elections.

Mannix said American Strategies built the GOP group’s website last May, and that the group recently added a plug-in to the

website, which accounts for all of the money. He said he found out about the Facebook post on Sunday — someone called him about it; he said he does not remember who — and that he does not know who designed the image or where they got it from.

Mannix said American Strategies “absolutely [did] not” create the post, as called the question of his involvement a complete “non-story.”

Mark Shaw, chairman of the Illinois Republic County Chairman’s Association, likewise denied that Mannix was involved.

“Neither Tom Mannix nor anyone associated with, employed by, or subcontracted by, American Strategies created, authored, authorized, or approved the image which was posted on the RCCA Facebook page, apparently on Friday night, regarding the four Democratic U.S. Representatives,” Shaw said in a statement to the Review.

“American Strategies is not a legal or media representative of the RCCA.”

Madison Street java joint gets interior makeover Counter Coffee’s new owner goes for African theme

Counter Coffee’s new owners have brewed up a new look for the community coffee hub.

Black and white walls dotted with straw hats and a colorful tapestry have replaced the shop’s former off-white walls.

New lighting, floors and furniture have been installed, and the counter has been moved back a couple of feet.

A new menu, expanded hours, updated outdoor seating and a meeting space have also been added. The renovation started about six weeks ago.

“We’re not Starbucks, we really have our own identity,” said Vito Claps, vice president of business development at Java Master International, an Elmhurst-based coffee roasting firm that bought the Forest Park business in January.

Java Master bought Counter Coffee, 7324 Madison St., from the owners of Team Blonde.

“We’re an African-themed, communal coffee shop,” Claps, a River Forest resident, said of the coffee shop’s new look.

New owner Jacques Shalo grew up on a coffee farm in Cameroon. His experiences growing up there led him to develop a deep appreciation for the value chain of coffee --the process of understanding where every dollar goes and how the bean gets to the cup --as well as the drink itself.

About 30 years ago, he founded Java Master International, a firm that has developed a new type of coffee roaster that roasts green coffee beans in small batches of hot, forced air.

Most “big box” firms drum-roast enormous batches of green coffee beans. During the drum-roasting process, the husk of the coffee bean, known as the chaff, chars and separates from the bean. The burnt chaff imparts the bitter flavor commonly associated with coffee.

During the Java Master Roasters seven-minute roast, a vortex of hot air separates the beans from the chaff before burning, which leaves a smoother drinking coffee without the bitter notes.

Shalo also tries to purchase and supply mostly African green beans from Kenya, Ethiopia, Sumatra and elsewhere.

“He eats the green beans every time he walks by,” joked Evan Beadleston, general manager and barista.

Beadleston, of Oak Park, worked at Counter Coffee under

both the old and new owners, and he said the biggest difference the change has brought is to the quality of the coffee.

Counter Coffee used to source coffee from the Chicago-based Intelligentsia Coffee and Tea. “I’m not sure of the exact numbers of Intelligentsia, but it probably took a couple months from it being roasted to getting in the cup. Ours is a couple days, at the most,” Beadleston said. “If you like espresso, this will be the best espresso you’ll ever have. I think that change to fresher coffee is very noticeable.”

Counter Coffee also tries to use mostly real silverware, instead of disposable plastic items, and plant-based chemicals. The disposables Counter Coffee does use are all compostable.

“We have zero harm to the environment, zero addition to the landfill,” Beadleston said.

Shalo, along with a group of local investors, bought Counter Coffee with the aim of keeping the community hub open, and using it as a place to showcase his Java Master Roaster.

Initially, when he bought the coffee shop, Claps said they planned on “shining the place up, and keeping it running, and putting our roaster in.”

But the group knew the floor was uneven in certain spaces, with cracked tiles. At first, they tried to cover the flaws with rugs.

“The main issue was behind the counter the flooring was the tripping hazard,” Beadleston said.

They decided to update the floor. Forest Park National Bank & Trust Co. extended the business a generous line of credit and investors decided to remake entire the upstairs space. In about six months, they plan to update its basement.

“You don’t get a line of credit like that if you’re a new business,” Claps said. “We quickly shared with them our plans, the whole thing, and they loved it.”

The group brought on Asia Babbington as a designer. Babbington is an Oak Park and River Forest High School alumna who started Salvaged Sanctuary, an interior designer and custom furniture studio in Chicago.

“She’s not only an incredibly talented designer, she’s not afraid to pick up a saw; she’s a welder,” Claps said.

First a large drink, then a false alarm Forest Park police and fire responded at 9:24 a.m. on July 15 to McDonald’s, 420 Desplaines Ave., on a call that someone pulled the fire alarm.

When they arrived, the McDonald’s manager told them a man had come in the restaurant and poured himself a large soda without paying for it. When she confronted him about it, he looked her in the eye and pulled the fire alarm. He then walked south through the parking lot to Desplaines Avenue.

Police spotted Thomas A. Knighten, 38, of Chicago, walking down Desplaines Avenue with a McDonald’s cup in his hand. Officers transported Knighten to the McDonald’s, where the manager identified him as the man who pulled the fire alarm.

Knighten received a felony charge for disorderly conduct, as well as misdemeanor charges for retail theft and trespassing.

Hit-and-run leads to marijuana Police responded to a hit-and-run call at 3:38 p.m. on July 17 at the intersection of Harlem and Circle avenues. A short while later, officers spotted a vehicle with front-end damage that matched description traveling south on Circle Avenue at Roosevelt Road. They curbed the vehicle and immediately smelled a strong odor of marijuana.

Driver Nathan Smith, 20, of Oak Park, gave police a valid insurance card but told him his license was suspended.

When asked if he had anything illegal in his vehicle, Smith said he didn’t know.

Police searched the car and found a digital scale, and at least four bags containing a combined 150 grams of cannabis.

He was charged with delivery of over 30 grams of marijuana, which is a felony, as well as misdemeanor charges for

Shalo’s son Jeremiah, also an OPRF grad, added his own touch by designing Counter Coffee’s new tapestry, colors, bathroom sign and creating the colorful new artwork on the side of the building.

“It’s really just been a huge, family-oriented project, and one that actually turned out very well,” Beadleston said.

Counter Coffee has also updated its food menu to include vegetarian, vegan and gluten-free options like cauliflower crust pizza, a corn bowl, salmon toast and more. All pastries are also made in-house in the kitchen downstairs.

Downstairs, the group has also added a conference room with full audio and video capabilities that individuals can rent. Prospective renters should call Counter Coffee to reserve their space.

“I definitely view this as a community hub,” Beadleston said. “You get people from a couple-mile radius who come here every day, and it’s always great to see them. You get to know them after a while. It’s fantastic.”

Man with gun seizes backpack, cellphone A man with a gun demanded the cellphone and backpack from a man walking home from 7-11, 205 Harlem Ave., at 1:30 a.m. on July 17.

The victim, 38, of Forest Park, told police he had purchased a few items from 7-11 about five minutes earlier and was walking home when he saw a car idling on the 7200 block of Randolph Street. As he passed the car, a man opened the passenger door, displayed a handgun and said, “gimme all that.” The victim gave him his Android phone, and backpack containing approximately $100 worth of toiletries, a phone charger and other items.

These items were obtained from police reports filed by the Forest Park Police Department, July 15-21, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

A decade in the books

Newcity recognizes Allium Press founder on company’s 10th anniversary

Allium Press of Chicago celebrates 10 years in business in 2019, but it’s also the same year founder Emily Victorson has been named one of Chicago’s “Lit 50” by Newcity Chicago magazine.

“I feel like now I’m sort of on the radar,” said Victorson, who also serves as vice president of the Forest Park Public Library Board of Trustees.

She added: “Nobody’s told me to stop, you know. The books have sold well for a small press, the numbers have been good for a small press, we’ve gotten really good reviews in national reviews and journals, and several of the books have won awards. So I feel like I have gotten the stamp of approval from various places -- I know that I’m not just making this up.”

Victorson credits her persistence, good writers and local support for helping her keep her independent press alive for 10 years.

She started Allium Press out of her Forest Park home in 2009, with the aim of “rescuing Chicago from Capone, one book at a time” and publishing historical fiction, mysteries and thrillers with a connection to the city.

She previously served as a librarian at the Chicago History Museum, where she published a significant number of history articles in the museum’s magazine, and as a researcher at History Works research firm, the group responsible for compiling information for the now-closed Ernest Hemingway Museum in Oak Park.

She was hired at her first job to give her boss time to write a book, she said. Now, 35 years later, she’s copyediting that former boss’ manuscript.

“It’s like my career is going full circle,” she joked.

Victorson’s professional experience informed her ability to start her own independent press, where she does everything from approving and editing manuscripts to crunching numbers to designing book covers.

Allium has now published 21 books including the “Desplaines River Anthology: Historic Voices from the Graveyards in Forest Park” and other titles by local authors like D.M. Pirrone and J. Bard-Collins, who live in Oak Park. Re-

cently, a prospective author drove from Iowa City to pitch Victorson a novel.

“Fortunately, it sounds good,” she said.

Victorson estimated she’s received dozens of submissions so far this year. She attends conferences and receives referrals from agents.

“If they have a Chicago book that they can’t sell to the big publishers, they will often recommend that author’s pitch to me,” she said.

Allium also is listed in industry directories and Victorson belongs to writing groups, like Sisters in Crime and Mystery Writers of America, which are based out of Forest Park’s own Centuries & Sleuths Bookstore.

“If people in Forest Park want to buy our books, that’s the place to go,” she said, calling the bookstore “very supportive” of her press and the local literary community.

Victorson said authors who want to pitch her must start out by sending a query letter. If the subject sounds interesting and fits with Allium Press’ theme of fiction with a Chicago connection, she will then ask for three chapters from the writer. It’s then she can usually decide if a book will be worth publishing.

“It’s really about the quality of the writing that I can’t get around,” Victorson said. “If you’re a really good writer, if the quality of your writing is good, you can always fix problems with plot and character and things like that. But if you’re not a good writer, even if you fix the plot, the writing is just not there. And, you know, I can’t sell the books if people don’t want to read them.”

Books have to be “really good, not just good,” Victorson said, and authors have to be willing to market their work.

Writers need to be on social media, hosting book events and constantly networking.

“I always think people are, like, ‘Wow she just gets to sit around all day and read books and go to cocktail parties,’” Victorson said, adding that she attends events like the Printers Row Literary Fest, holds book events for authors and helps writers with social media, all in an effort to hawk their works. She’s even pitched Hollywood about making some of Allium’s books into movies.

“The book we just released would make a great movie, so that would be nice if someone would figure that out,” Victorson said.

She is currently revising three more books and has several more to read in the queue.

Over the last 10 years, Victorson said the rise of self-publishing and price of paper has impacted her independent press.

“There’s just way too many people out there now,” Victorson said. “I think it is nice for people to be able to get their work out there, but it also means there’s a lot more competition for readers’ attention, for getting reviews. The reading space is just overwhelmed right now. I don’t think that benefits anybody.”

Still, Victorson said she can never ignore a good hook.

“I love to read books about Chicago, and I want to read more of them, so I try to provide that for authors,” she said.

“It’s been really exciting to see how the partner organizations have been able to collaborate intentionally around serving our full community in a really thoughtful way by working together to meet the needs of the individual students,” D90 Superintendent Ed Condon said. “I think it has taken what each of the member organizations could do individually and elevated it to a much higher level.”

River Forest and Forest Park’s summer program represents the first time that two school districts have collaborated to launch Power Scholars, which is now in its second year. It also represents the first Power Scholars program in the area. In April, the West Cook Y honored superintendents from both districts with its prestigious Scott Gaalaas Community Partner Award — named after the organization’s late and longtime head — for the success of Power Scholars.

“This is a really good example of intervention. Something is happening that is not favorable and the collective was really decisive in saying, ‘We really want to address this,’” said Phillip Jimenez, president and CEO of the West Cook YMCA. “I think simply that the collaboration among the communities saying, ‘Not on our watch; we will as best we can address this issue,’ is really important.”

APPROPRIATIONS Spending ordinance from page 1 year began May 1 and will end on April 30, 2020.

Following a public hearing that preceded the regularly scheduled village council meeting, the ordinance was approved 5-0.

It will be the basis of the property tax levy, which will be approved and filed with Cook County in December.

In a memo to the village council, Letitia Olmsted, village finance director, described the appropriation ordinance as a document that sets spending limits and is not to be confused with the line-item budget, which is the working document for all financial activities. She explained in her memo that expenditures other than salaries are categorized with allowances ranging from 10 to 25 percent for unexpected maintenance and repairs; insurance premiums; and capital expenses.

Mayor Rory Hoskins also cautioned against confusing the appropriation ordinance with the budget.

“We inflate the numbers so there is money we can legally spend in case of emergency,” he said. “There’s no way we’re going to spend all the money that has been appropriated.”

A $2.45 million increase in state grants helped increase the general fund by $1.1 million from $27,111,495 to $28,216,788. Forest Park received $635,683 in state grants last year but is angling for $3,089,404 this year.

Organizations haven’t yet analyzed students’ social and academic progress from this summer’s program — they expect to present a final report in September or October — but expect results to mirror Power Scholars progress from last year, when a majority of scholars improved their math and reading comprehension, as well as said they felt more selfconfident.

“We even had people creating fake applications this year,” said Tinisa Huff, assistant principal at Forest Park Middle School, who heads the program.

Huff said Power Scholars has already reported greater gains in enrollment and daily attendance. This summer, 84 students successfully finished the initiative, up from about 73 the year before. Average daily attendance rose to 92 percent, up from 86 percent last year, she said.

This year, officials said students also reported greater identification as a scholar, which Forest Park school board President Kyra Tyler said most impressed her.

“I love the constant reference to them as ‘scholars.’ We’re not referring to them as kids, students, children; we’re referring to them in this particular setting, and hopefully moving forward, as scholars,” Tyler said. “I think the impact that has on students’ self-confidence, and the way they see themselves, carry themselves, that it really plants a very powerful seed.”

Forest Park Superintendent Louis Cavallo said Forest Park has tried summer school in the past but Power Scholars is the only program that actually worked. He said administrators and staff will come together soon to discuss how this summer’s program went, and plan for next year’s program by building on the strengths and the challenges.

Already announced is $750,000 from the state that will allow Forest Park to demolish four abandoned buildings on the villageowned Altenheim property at Madison and Van Buren streets. The village bought the 11-acre property for $3.6 million in 2001.

Over the years, several ideas for development, including from Fenwick High School and the West Cook YMCA, were eventually scrapped. More recently, the village is considering creation of a cultural park on the property.

Separately, village officials anticipate using a $1 million grant from the Metropolitan Water Reclamation District to help fund a sewer separation project in the Roosevelt/ Hannah Tax Increment Financing (TIF) District on the far south end of the village.

Village officials also are hoping to use state grant funding to revive two projects that have been on hold for four years, resurfacing the CTA Blue Line parking lot and installing a backup generator at the pump station on Hannah Avenue. The village had received notification that grant funding would be provided by the Illinois Department of Commerce and Economic Opportunity, but funding was frozen in 2014 due to the state’s budget impasse before either project could be undertaken. Estimated costs are $550,000 for the parking lot project and $250,000 for the backup generator.

In addition, Hoskins said village officials are considering applying for financial assistance for capital projects at the Howard Mohr Community Center, 7640 Jackson Blvd., especially for improvements to the playground and parking lot.

He said he also plans to use parent input to improve the program, and maybe even incorporate elements of Power Scholars into Forest Park’s year-round curriculum.

“We have tried summer school … in so many different ways since I’ve been here — just to try and hit on something that not only accomplishes what we want it to but that will get kids to attend — and we honestly have not been successful until now,” Cavallo said.

He added that the program’s daily pledge helped drive a sense of belonging that is in line with the district’s work on equity.

Huff said she’s been thinking of how to create a pledge for the middle-schoolers that echoes the daily pledge all Power Scholars attendees said every morning.

“I’ve been thinking about how can we infuse that, how to have pride in school, have pride in who you are, and send you on your way every day,” Huff said. “You know what they say: ‘Imitation is the highest form of flattery.’”

In addition to improving test scores, Power Scholars also focused on enrichment for students and building life skills.

Condon said he believed the enrichment portion of the program — cake decorating, weekly field trips, music and art projects — made it more exciting for kids, which helped drive attendance.

“When you consider some of the other goals of the program, such as leveling the playing field and providing opportunities for all students to be successful, you know the enrichment lens really looks toward kids’ strengths and emphasizes those, builds upon those, instead of perseverating on deficiencies,” Condon said.

Over $6.7 million is appropriated for the Roosevelt/Hannah TIF District sewer separation project and a multifaceted infrastructure project in the Brown Street TIF District on the north end of the village.

In addition, over $4 million from the water fund will be used for infrastructure projects.

The increase in state grants helped accounts/finance rise $1.8 million from $10,766,319 to $12,595,921. Salaries, insurance benefits, office equipment, debt certificate payments, police pension costs, fire pension costs, local grants and liability insurance also increased under accounts/ finances and village clerk/HR administrator, audio/consulting services and federal grants decreased.

Olmsted noted that the police and fire pensions are funded at 100 percent for the third consecutive year.

Other increases in the general fund are $29,578 in health and safety, due primarily to additional appropriation for consultant fees due to zoning code updates, and $178,298 in streets, due primarily to the request for a replacement dump truck.

Decreases in general fund categories are public affairs, down $325,942 in part due to a reduction in the anticipated cost of consolidated dispatch; police department, down $236,675; community center, down $32,413; fire department, down $29,007; and public property, down $308,148.

In the special revenue fund, planned infrastructure projects helped increase the Brown Street TIF $2.9 million from $1,281,000 to $4,230,500; the Roosevelt/Hannah TIF $1.6 million from $1,281,000 to $2,977,755; the Roo-

sevelt Road TIF from $181,000 to $430,500; and the Village Improvement Program from $1,880,000 to $2,194,952.

Estimated costs for the infrastructure projects are $2.1 million for the Brown Street TIF District project and $2.7 million for the Roosevelt/Hannah TIF District project.

Also in the special revenue fund, the Forest Park Mall TIF decreased $1.5 million from $1,706,000 to $110,500 as phasing out continues following the district’s termination last year, and U.S. Customs increased from $75,000 to $200,000. Unchanged are police seizure, $235,250; Illinois Municipal Retirement Fund, $350,000; Social Security, $385,000; and motor fuel tax, $1,100,000.

The debt service fund also increased from $710,650 to $713,850 and the library fund increased from $2,035,867 to $2,092,704.

In 2016, the general fund appropriation increased 8.3 percent and the overall appropriation increased 6.1 percent. In 2017, the general fund appropriation increased 4.8 percent and the overall appropriation increased 4.6 percent. In 2018, the general fund decreased 3.1 percent and the overall appropriation decreased 7.5 percent.

He tries to use salvaged materials to accent the space — a water feature in the back is a combination of two fountains he found in the side alley — and he tried to organize the space into three separate areas, one for each of the families that live on the property to enjoy privately. Two families live in the two-flat at the front of the property, and Abernathy and Vamvakas live in the setback house.

“I like to have space out in the front yard because lots of people walk up our block when they’re going to Madison Street,” he said, adding that one of his favorite activities is to sit in the front yard with his mother-in-law and dogs and greet his neighbors.

“One of the great things about Forest Park is if you try even a little to engage with neighbors, everyone knows each other; it is a really little community.”

The Historical Society presented him with a custom plaque honoring the award at a banquet at Creativita on July 16. Abernathy said he plans to display the award on his front porch.

“It’s not about me; it’s about the garden walk and the appreciation for beautiful spaces,” Abernathy said. “It makes everyone slow down for a minute, look at all these gorgeous spaces we have in Forest Park.”

“Our baked artichokes with breadcrumbs and lemon butter have great Italian flavor;” says Greco proudly, “they are one of our best-selling appetizers in the restaurant and we think people will love them at the Taste of Elmwood Park.”

Village Trustee and Co-Owner of Massa Café Italiano, Angelo Lollino, shares Greco’s sentiments about the local food festival.

“There is a real sense of camaraderie at The Taste of Elmwood Park,” says Lollino, “it’s an excuse for people to gather and brings neighbors together and also provides a way for local restaurants to give back to the community that supports them.” says Lollino.

Restaurants come out to showcase their specialty items at the Taste and Massa Café Italiano is no exception. Lollino indicates they will be peddling their award-winning gelato at the festival. Lolliono’s co-owner and wife, Giovanna, selected the items featured on Massa’s menu at The Taste of Elmwood Park. In addition to serving up their version of rocky road called Chicago Pothole and the perennially popular pistachio gelatos, Massa will serve up fried dough tossed in powdered or cinnamon sugar, and a vegetarian panzerotii filled with mozzarella and tomato.

No matter which vendors festival goers choose to patronize the Village of Elmwood Park encourages all restaurants to sell their items at a fair price to ensure the festival is accessible to all. As a result most food items offered at the Taste of Elmwood Park will cost between just three and six dollars each.

Summer Scholars

P

ick a school district, ask them about summer school, and whether it is a student, a teacher, a parent, a superintendent and you are most certain to see some version of a grimace.

Summer school has a purpose. Our young students suffer summer learning loss. Students already at a deficit miss an opportunity to advance over the summer. Families need a way to maintain some structure to long summer days. But traditional summer school doesn’t work. Attendance is rotten, even if you get kids signed up in the first place. Test scores don’t rise. And, if anything, attitudes toward school deteriorate rather than improve.

That is why the Power Scholars Academy, now wrapping up its second summer, is such a gratifying experiment. An audacious combined effort of the public elementary schools in Forest Park and River Forest, intensively backed by the West Cook YMCA and working from a template from the Building Educated Leaders for Life curriculum organization, Power Scholars saw 84 youngsters complete the program last week.

Enrollment was up. Daily attendance was up. And in a month or so the measures of social and academic progress will be reported out by each district.

But assess results based on the comments of Supt. Ed Condon from River Forest and Lou Cavallo from Forest Park and the results are already known. “I think it has taken what each of the member organizations could do individually and elevated it to a much higher level,” said Condon.

Starting with a daily pledge, our young scholars powered on through classwork and into art projects, music, cake decorating and all manner of field trips. Finally, summer school that beats sitting home doing nothing!

Library shelves four jobs Forest Park’s library, its board and administration, made a difficult but we think progressive choice this spring. With the state approving a new minimum wage law that will, over years, raise the minimum to $15 per hour for any position, the library chose to eliminate four low-paying jobs for staff who reshelve books and other materials, instead distributing those duties to other staff members while immediately implementing a $15 minimum for every remaining staffer.

Hard, of course, to see four positions eliminated. But embracing the more livable wage of $15 immediately will create a more energized and devoted staff. That the book shelving duties can be absorbed by remaining staff – and that has been demonstrated already – indicates the library is working to streamline workloads.

This is a good hard decision.

OPINION Lessons learned from recovering addicts

R

eading this column will be a waste of your time if you are not addicted to sugar, alcohol or gambling; ■■if you are praying your phone vibrates in your pocket and you don’t compulsively check who is calling and can let it go to voicemail; ■■if you don’t compulsively eat in order to reduce stress; ■■if you bring $30 to the casino and when it’s gone, you go home; ■■if the time you spend at work is not eroding your important relationships.

One definition of “addiction” is that it is when any substance or behavior is in control of you instead of you being in control of it. And, what keeps people enslaved by their obsession/compulsion is denial.

One favorite declaration by alcoholics who are not in recovery is “I can quit any time I want.”

Can you? Can you quit any time you want to?

What’s more, back in 1984 author and psychotherapist Anne Wilson Schaef argued in “When Society Becomes an Addict” that whole cultures can be controlled by toxic thinking. This year author Arthur Brooks in “Love Your Enemies” contends that in this country “we have a cultural addiction to contempt.”

“We have,” he declares, “an insatiable craving for insults to the other side.”

Let’s look in the cultural mirror. Schaef wrote that signs of a whole society being an addict are dishonesty, self-centeredness, dependency and the need for control.

So, this column might be worth reading if you—individually or collectively—are looking in the mirror and are beginning to recognize that a substance or behavior is making your/our life worse instead of better.

Last week, I reported on a program for recovering alcoholics and addicts at the Way Back Inn (WBI) in Maywood, which has implications for all of us who are trying to live healthier lives.

Powerlessness The very first step on the road to recovery from an addiction is to admit powerlessness. If recovery is going to happen, folks must admit that something is in control of them instead of them being in control of it.

Only men live at the Way Back Inn. Phil Schneeberger, who is an addictions counselor there, said that powerlessness is especially hard for men to accept.

“Men like to feel powerful,” he said. “We don’t like powerlessness. It’s very humbling.”

Structure Clients at Way Back Inn must submit to a very structured routine. They wake up at 6:30 a.m., make their bed and clean their room, must be downstairs by 8 a.m. for breakfast with the others in the house, be off to work or looking for a job by 9 a.m., attend a house meeting at 5 p.m., have a family-style dinner with the other clients at 5:30 p.m. and, from 6 till 9 p.m., participate in a clinical meeting three times a week.

When not in a clinical, then they must attend a 12 Step meeting the other four days. Wake up the next the next morning at 6:30 a.m. and repeat.

Denise was a client and is presently a staff member at the

Grateful House for recovering women, which is located in Oak Park but is under the Way Back Inn organizational umbrella.

“The Way Back Inn is a step down program,” she explained. “The first 90-120 days have a lot of structure, routine, rules, discipline, and requirements. The next step has less structure. Finally, independent status combines an increase in personal responsibility with still going to an individual counselor, group therapy and 12 step meetings.

Responsibility and Accountability

Accepting responsibility for how life has become unmanageable is not just an issue for addicts.

Everyone wants to blame someone or something for the messes they find themselves in. You only have to observe the behavior of those at the very highest levels of government to see how common blaming is.

So, until clients own their own disease and the responsibility for recovery, healing will not happen.

Matt, a man who was a client and is now a staff member at the Way Back Inn, said, “The WBI is the only place I know of personally that really holds you accountable for your actions and will give you a hand up if you are willing to grab the help. It gave me my life, family and friends back to me.”

Surrender In the 12 Step community, an admission of powerlessness is followed by a surrender to the reality that “a power greater than ourselves” is necessary if recovery is going to happen At first, this may sound silly, but surrendering involves accepting that “we are not God.” Schneeberger has observed that addicts tend to be very egocentric, with a thought process that sounds like, “I want what I want, when I want it, and I don’t care if it endangers other people or myself to get it.”

“We spend a lot of time here,” he said, “helping clients understand that the world doesn’t revolve around them and [helping them] to begin adopting a lifestyle that includes other people.”

The corollary, of course, is that if addictive systems include people who think they are God, the system also has enablers who let them get away with that illusion…for their own unhealthy reasons.

Not just for addicts and alcoholics ■■Listen to the radio ads for the weight loss program called Noom and you’ll discover principles at work in the weight loss community which are very similar to the ones effective in addictions recovery.

■■The Army. A couple weeks ago Jake Marchetti, of Forest Park, started boot camp as the first step on his road to becoming an officer in the Army. Structure! Surrender to a power greater than yourself ! Losing the idea that you are the center of the universe!

■■Church. A bunch of screwed up sinners trying to admit their powerlessness and nurture their trust in a power greater than themselves. At our worst, of course, some of us in the institutional church are hypocrites, at least some of the time. But at our best, we know what we’re like when we are at our worst, confess that it’s our own damn fault and acknowledge that we need a community to make progress on the road to recovery.
