Supreme Court won’t rule on owners’ video gaming appeal Referendum likely to make November ballot

Illinois’ highest court on June 6 declined to hear Forest Park bar owners’ case for stopping a village-wide vote on video gaming.

The state Supreme Court chose not to hear the appeal of James Watts, owner of O’Sullivan’s Public House, who asked the court to knock the question “Shall video gaming be prohibited in the village of Forest Park?” off the November election ballot.

The question is binding, which means that if a majority

of Forest Parkers were to vote against the practice, video gaming — which is now allowed — will be outlawed in the village.

I

Losing a small slice of village history

t’s been called the “pool house,” the “party house” and the “country club house.” That’s because the home on the 1000 block of Beloit was the only one in Forest Park with an in-ground pool.

In February, Frank and Alyssa, a young couple from Oak Park, bought the spacious three-bedroom house, and in April they emptied the pool to check its condition. They called it “draining the swamp.”

That’s because the concrete pool had algae and insects growing in its dark waters.

There were even pool toys hidden in its depths. Frank didn’t know how deep the pool was, until they reached bottom. It was over 10 feet deep at one end! He saw the concrete was cracked and crumbling and called local pool companies to come out and assess it.

One of them said it was the second-largest residential pool he had ever seen. He also said it was in the worst condition of any pool he had encountered. The contractors gave Frank “astronomical estimates” to fix the pool. So he had it demolished, which was also costly. The operation included taking down the backyard fence and several overgrown trees.

They left the pool house standing, but it’s only a matter of time before that crumbling structure comes down. Still, the pool house reflects the former glory of the yard. Like the pool, it dates back to the 1950s. It features décor from that era and it boasted a bar and an outdoor theater. There are hooks on an exterior wall where they hung the screen, flanked by speakers.

Frank and Alyssa are the second young couple to purchase the 114-year-old house.

In 1992, Linda Wagner and her husband, Art bought the “pool house.” Like Frank, Art was a general contractor who was eager to renovate the house and restore the pool. The Wagners drained it, patched it and painted it. When they refilled it, the pool was in pristine condition.

The cabana room was also a gem. It was screened and they hosted many parties there.

When visitors arrived, they were blown away, wondering “where did this house come from?” Linda felt like the Beverly Hillbillies — down-toearth people living on an estate. Their three little girls squealed and played in the pool, along with kids from the neighborhood.

ever lived in,” not only for the pool but its proximity to Ed’s Way and The Park. Linda and her family moved out in 1997 but she still has “tons of good memories” from her years on Beloit.

Frank and Allyssa also enjoy living on Beloit. They love the layout of the house and look forward to landscaping the yard.

Frank first had to tear down the rusty leaning flagpole in the front yard and replace it with sod.

He also plans to sod the former site of the pool. After the pool house is demolished, he intends to build a garage. Frank and Alyssa may be the perfect couple to bring the property back to its former glory. He works on large-scale construction projects in the Loop. She is an accountant who can keep the renovations within their budget.

Demolishing the pool was necessary, but another part of Forest Park history was lost. It reminds me of how the original Forest Park Pool met its end. It was the fifth largest pool in the state of Illinois but was leaking thousands of gallons of water. Now our little slice of Beverly Hills is gone and all that remains are memories of golden days swimming at the “country club house.”

The vacant lot at Harlem, 7201 Madison St., will soon become a retail strip center; the longtime home of Kevil’s bar and restaurant, 7228 Circle Ave., will become a five-story, mixed-use development; and 7625 Madison, formerly occupied by the Irish taverns Brian Boru’s and Molly Malone’s, will become a four-story, mixed-used development.

“They’ve seen an uptick in development proposals, especially along Madison, and I think it’s a lot for Forest Park,” she said. “I think what’s great is people show up and are interested in new development, like neighbors and residents. There’s kind of an art to running a good public hearing, and that’s something we always include in our training.”

Steve Glinke, director of Forest Park’s Department of Public Health and Safety, said this was the first time the two commissions met with professional planners since 2012.

Plan commission, zoning board members undergo training Members of the Forest Park Plan Commission and Zoning Board of Appeals received training from representatives of the American Planning Association on June 18.

Professional planners reviewed processes, such as how to comply with the open meetings act, review development proposals, and discussing the limits of each commission.

The plan commission reviews development proposals and oversees new construction, while the zoning board reviews developers’ zoning questions and appeals. Courtney Kashima, planning consultant for the village, said representatives also reviewed the role of elected officials and the village board, and how those entities should interact with the review processes.

“Some communities might get themselves into trouble by getting overly restrictive on signage,” Kashima said. “It’s a municipality’s right to regulate signage, but some take it too far. If they wanted everyone to have purple signs — it’s a silly but extreme example — they could not do that.”

Problem behavior up at middle school, down elsewhere There were 774 discipline referrals at D91 over the past school year

The number of discipline referrals skyrocketed at Forest Park Middle School (FPMS) this past school year, while problem behavior by elementary school students saw a steep decline, according to a presentation of disciplinary data at a Board of Education meeting on June 12.

Forest Park District 91officials plan to analyze discipline data from the past year and adjust staffing to target particular behavioral issues among student groups.

“I think the ultimate goal throughout all of the teams is, when a behavior happens, to address that student or those couple individuals right then and there,” Julie Hantson, assistant director of student services, said at the board meeting. “I feel like just having that conversation with teachers, like: How many warnings are you giving before you’re sending them down? Is it by Friday, you’re already frustrated with them? What can we do to make sure that they’re the behaviors taught right then and there?”

During the 2017-18 school year, the number of in-school suspensions in Forest Park School District 91 increased to 40 from 15 the school year before. At the same time, the number of outof-school suspensions decreased to nine from 33 the year before.

There were 774 total discipline referrals in the district during the 2017-18 school year, a number which has essentially remained steady over the past three years.

Most discipline referrals came from FPMS, which comprised 39 percent of all complaints. FPMS logged 305 referrals during the 2017-18 school year, up from 199 the year before. Complaints categorized as inappropriate language/ disruption increased 296 percent year over year, with 99 referrals this school year.

Referrals for disrespect increased to 75, up 150 percent from the year prior. Charges of defiance also increased by

21 percent to 52 referrals for the school year. Eighth-graders were the most problematic group.

Hantson said one of the reasons for the middle school’s “drastic increase” in bad behavior can be credited to a single student who has since been transferred out of the district.

Superintendent Louis Cavallo said the person in charge of teaching middle school students social and emotional skills was also out for nearly a semester after she was injured in a car accident.

“Part of life is not only learning academics, it’s the socialemotional part of that learning, to cooperate and work with each other and find a solution, instead of creating a problem,” board member Kim Rostello said at the meeting.

At Field-Stevenson Elementary School, the number of discipline referrals increased to 100 from 82 the school year before. Fourth-graders had the most referrals out of all the grades, with 38 total.

Incidents of minor disrespect increased 50 percent year over year, to 18 total referrals. Apart from that, physical aggression and minor disruption/defiance were the most common complaints against students. At the same time, FieldStevenson also decreased its out-of-school suspension rate by 91 percent for the school year, with just one student facing that discipline as opposed to 11 the year before.

“It’s kind of a lot of repeat offenders again, so we sat down as a team and we already started to plan for things they’re going to focus on,” Hantson said.

The number of disciplinary actions at Garfield Elementary School decreased to 201 from 294 during the school year before. Second-graders comprised the majority of those cases, with 107. The top three disciplinary issues at Garfield were minor disruption, disrespect and physical aggression.

Grant-White Elementary School also saw a decreased number of discipline referrals, with 152 last year, compared to 266 during 2016-17. Fourth-graders had the highest inci-

dents of referrals, with 70 for the year. The most common reasons for referrals were minor disrespect, disruption and physical contact/aggression.

Meanwhile at Betsy Ross Elementary School, officials reported the lowest number of discipline referrals for at least three years, with just 16 for 2017-18 year, down from 45 the year before. Physical aggression, minor defiance and inappropriate language/disruption/disrespect were the most common reasons for referral.

“The only one they’ve had an increase for at Betsy was disruptive and disrespectful behavior, and most of those came from our special education classroom,” Hantson said.

D91 marked its 10th anniversary using Positive Behavioral Intervention and Supports (PBIS) this year, a disciplinary system which aims to make sure behavioral consequences include rewards for good behavior as well as punishments for bad, Cavallo said.

When the district launched the program, it received national recognition as the only district to involve the entire community, Cavallo said, with the police department issuing positive tickets to students displaying good behavior, offering rides to school with police, firefighters coming into the school for a day and much more.

Cavallo noted that disciplinary incidents at the middle school saw a “drastic decrease” when PBIS initially rolled out. A national PBIS official oversaw and ran meetings in the district.

Then, state funding for the program disappeared, and D91 and the village split the cost to hire someone as a PBIS consultant. That person eventually left for another job, and now the district relies on two Midwest PBIS officials to train staff.

Because D91 no longer has its own PBIS staff member, they’ve stopped meeting with community institutions like the Forest Park Public Library, Howard Mohr Community Center and Park District of Forest Park to see how PBIS enforcement is going.

“We were the first community-wide PBIS, where we sat down and said, ‘Be safe, be respectful, be responsible looks different in different environments. What does ‘Be safe’ look like around the pool? What does ‘Be safe’ look like in a business?’” Cavallo said. “I think it’d be a great idea to celebrate 10 years and really talk about what we’ve accomplished, and also a reminder that we’re not done yet.”

Retirements begin to impact police department Council approves Chief Aftanas’ request to hire three new officers

After reaching full strength in December for the first time since 2015, the Forest Park Police Department is short-handed again.

The retirement of two officers and the resignation of another led the village council to grant Chief Thomas Aftanas’ request for three new officers at the July 9 meeting.

Aftanas said he is hoping the Fire and Police Commission will be able to hire the three off the department’s eligibility list in time for them to start training at the Chicago Police Academy in September.

The department reached its full strength of 38 officers with the addition of three officers in December. One of those three, Justine Constantino, unexpectedly resigned last month, shortly after graduating from

the police academy, according to Aftanas.

Officer Young Lee retired in May and Officer Harold Grimes has announced he will retire in October.

In addition, Officer Daysi Riglos, who joined the department in April, is still at the police academy.

Grimes began his Forest Park career as a 911 dispatcher in October 1989 and joined the police force in May 1996. He served as a bicycle officer and as an evidence technician assigned to the West Suburban Major Crimes Task Force.

Lee began his career in September 1991 and also served as a bicycle officer, in addition to being a field-training officer, evidence technician and special response team member.

Aftanas indicated these two retirements might be just the beginning, noting that other department members are nearing retirement age and speculating another might

retire before the end of the year.

“I told the mayor when I became chief that we would see a large number of retirements in 3-5 years,” he said. It has been just over three years since he was promoted to chief in June 2015.

The process for bringing on new officers is extensive and can take more than a year to complete. Forest Park’s department, like other municipal forces, adheres to state law.

Illinois requires departments to maintain an eligibility list of potential hires, even when no job openings exist.

Typically, a department will contract with a private company to help compile the list.

Forest Park, for instance, has used Chicagobased Stanard and Associates in past years.

The hiring process includes mental aptitude, physical fitness, and psychological examinations; polygraph tests; and drug and

medical screenings.

The Fire and Police Commission, a threemember, mayor-appointed board that oversees the hiring process, also conduct interviews. In Forest Park, candidates with college degrees, prior law enforcement or military experience score additional points.

Preference cannot be given to individuals from any particular racial, ethnic, religious, gender or sexual orientation group.

Although the Illinois Law Enforcement Training and Standards Board, a state agency established in the 1960s, mandates a minimum level of requirements — such as no felony convictions for sworn police officers — individual communities can establish their own additional qualifications, too. Forest Park, for instance, requires 60 credit hours from an accredited college or university and the successful completion of a background check.

D209 administrators get slight pay raises The pay bumps, officials said, are mostly to keep up with rising cost of living

During a June 12 regular meeting, the Proviso Township High Schools District 209 school board voted 5-2 to approve salary raises for district administrators. The pay increases ranged from 0.5 percent to 4.5 percent, depending on an employee’s classification.

Board members Theresa Kelly and Della Patterson both voted against the proposed increases. Kelly said that teachers should be getting paid more for their work, and both Kelly and Patterson had concerns with the fact that some of the employees up for pay increases had not undergone the required evaluations.

away and make tens of thousands more and we’re giving all these administrators raises,” Kelly said.

Todd Drafall, the district’s outgoing chief financial officer, said that teachers have actually gotten larger pay increases than administrators. He said that over the last six years, teachers have received an average pay bump of 4.8 percent, which doesn’t include other increases — such as those related to obtaining additional degrees and a roughly 4 percent pay bump teachers received in 2014.

Drafall also said that support staff has received a 22 percent increase in pay during the last seven years.

The increases the board approved for administrators, he said, mostly covers cost of living increases, such as the rising cost of gasoline.

Addressing Kelly’s point about teachers leaving for other districts, Drafall said that “pay isn’t the only reason why people leave … some of it is money and [some of it is] sanity, [among] other reasons.”

Board member Claudia Medina, who was on the team that negotiated the most recent teacher contract, said that “we were very generous and worked diligently to cross our t’s and dot our i’s to ensure there were equitable practices, that teachers were getting the best benefits and that they were happy.” She also said that some administrators were on pay freezes last year.

Board member Rodney Alexander added that administrative salaries in District 209 are similar to those within districts of comparable size, demographic makeup and economic status. He said that there is a limit to how much the district can increase teacher and administrator pay.

That limit, he added, is established, in part, by the Financial Oversight Panel — a stateappointed advisory panel.

Kelly, along with some other board members, recommended that the district conduct an overall analysis of why employees are leaving for other places.

Prompted by Kelly’s concerns about the fact that not all of the employees listed for pay raises were evaluated beforehand, Supt.

Jesse Rodriguez said that he will verify who had and had not been evaluated “with the entire administrative team.”

One district official, speaking from the audience, confirmed with Kelly that not all employees received an evaluation.

Board member Amanda Grant emphasized that teacher pay, which is governed by a contract that the board already approved, and administrator salary increases are two separate matters.

“What we’re voting on has nothing to do with teacher salaries whatsoever,” she said. “This does not take money away from anyone.”

Friendship gives birth to pregnancy business Birth Boutique opened in May

A chance meeting among three neighbors and new moms of Garfield Elementary School recently blossomed into a new business.

The Birth Boutique, 128 Harrison St. in Oak Park, opened in May with the aim of supporting and empowering parents pre-, post-, and during pregnancy. Owners Lauren Elliott, Jen Gold and Lindsey Monroe met while their children were enrolled in Forest Park School District 91’s preschool program, and immediately bonded over their birthing experiences.

“I had sort of thought I would show up to my birth and just sort of fall in line and have my baby, with other people telling me what to do versus making a very conscious decision for myself and being a very active participant,” Monroe said.

When she gave birth, she said, she was living in California with her husband, away from family and friends. To provide the additional support she felt was missing, Monroe hired a doula — a birth companion, coach and post-birth supporter — to help guide her through pregnancy. The support she received felt empowering. So empowering, in fact, that seven years ago she quit her high-powered career at the Nielson data analytics firm and pursued the practice herself.

“The experience really stuck with me,” Monroe said. “I started motherhood feeling really confident, and I wanted to help other women with that. I never looked back.”

Monroe started her own doula practice — partnering with her love of photography — and visited growing families’ homes at all hours, providing emotional and educational support, and then taking new portraits. For years, she prac-

ticed alone. “Being on-call for women, that sort of job is not easy. I needed support for my own family,” she said.

She had just had her second child when she met Elliott and Gold, and discovered that, along with their shared interest in motherhood, the neighbors also lived within blocks of each other. They soon started spending more time together, coordinating play dates with their kids who became fast friends.

Elliott said learning about her new friend’s work sounded exactly like the impactful career she wanted to pursue, compared to her then-job as a product salesperson for a hospitality firm. She also remembered how her doula helped her through the pregnancy and birth of her first child, Thomas.

“With that support, my birth was a very powerful experience,” Elliott said. “There’s this saying that the birth of your baby is your own rebirth. It’s just so true.”

In August 2015, the trio met at Counter Coffee in Forest Park for what they describe as their first — and only — group running workout. It was there, Elliott said, she had an “Aha” moment.

“When you know something like that in your gut, you have to follow your instincts,” she said.

Gold said the work appealed to her, too.

“Either you had a doula and you loved it, or you didn’t have one and wish you had,” she said.

The group’s plan to start a doula business bloomed. By October, two months later, Elliott and Gold had already become certified in the practice. Elliott has since enrolled in nursing school, to deepen her understanding of the medical end to childbirth. In early 2016, they started operating their business virtually, scheduling appointments with clients online and taking turns visiting new moms. But they always

“The community itself, there was a calling for this type of service,” Elliott said.

The trio looked in Forest Park, River Forest and Oak Park, knowing that there were so many families in the area and that the communities lacked local doulas. They toured the Oak Park Arts District in October 2017, and signed a lease for an 800-square-foot space in early 2018. After a few months of preparing the shop — setting up clothes and products from local crafters, organizing a gift wrapping and delivery service, and designing a space for continuing education for new families — they opened on Harrison Street in May. “We built a family when we built this business,” Monroe said. “In starting this business with these women that are now my dear friends, we support each other as we support other women. It’s been great for our families; it’s been great for us.”

Mexican Republic lights up Madison Street Adds ‘additional energy’ to Forest Park’s downtown, says realtor David King

After nearly a year of preparation, a group of three chefs and friends are ready to open a new Mexican restaurant on Madison Street.

Rosalba Diaz, Enrique Gomez and Fernando Manriquez will open Mexican Republic Kitchen and Cantina, 7404 Madison St., at 11 a.m. on July 16. Mexican Republic replaces Axcan Mexican Grill, which closed in early June and where Gomez served as executive chef for about four years.

“We’ve always had the idea to own our place, a restaurant to serve great Mexican food,” said co-owner Manriquez.

He met Diaz in culinary school, where the two studied a wide array of cooking techniques and styles. After graduation, Diaz went on to work as head of hospitality at the Peninsula Hotel, Manriquez said, while he took an internship at Frontera Grill, working under famed chef and restaurateur Rick Bayless. There Manriquez met Gomez, who spent almost two decades working as a teaching chef at the awardwinning Chicago restaurant.

“We were looking in Chicago, the Pilsen area, but we decided on Forest Park because it’s a nice, small town and the mayor really cares about what goes on,” Manriquez said, noting that Mayor Anthony Calderone met the team when he learned the group was looking to buy the 4,325-square-foot space.

“The cool part about this is you have three chefs, all trained

chefs, who are all going to be owners of the restaurant and all going to be working in the restaurant,” said David King, owner of the Oak Park-based David King & Associates, who brokered the deal for the commercial property. “Do all of us put a little more effort into our own endeavors if we’re our own boss?” he said. “Yes. This really is exciting.”

After signing a five-year lease on the property, the group decided to name it Mexican Republic after the many states they hail from, including Guanajuato in central Mexico known for silver mining and colonial architecture; Guerrero, where Acapulco, the Sierra Madre del Sur mountains and the Pacific coast can be found; and Oaxaca in southwest Mexico, best known for its indigenous peoples and cultures. Mexican Republic’s menu will reflect the diversity of its owners, and include dishes native to these states, like Oaxaca mole coloradito.

“The menu will be more traditionally known food, like what you would expect a Mexican restaurant to have: tacos, enchiladas, burritos, some traditional entrees like carnitas, chile rellenos. Popular dishes that are popular with people who know Mexican food,” Manriquez said, noting that the group has lower prices compared to the previous restaurant.

He also said the group repainted the building’s exterior and interior with bright colors and installed new lighting.

“Could you do any bolder colors on the outside?” King said. “We’re here, we’re festive, let’s be bold, let’s go.”

95th Anniversary from page 1 “We want to be the Kiwanis Club the community needs over the next 10 years, and not be the Kiwanis Club that Forest Park needed 95 or 50 years ago,” Lordan said. “As the community evolves, the community needs change and we want to change and evolve as the times change.”

Ninety-five years ago Forest Park’s club celebrated its new charter at a community banquet in the Roos Cedar Chest Factory building, where the new Roos Recreation Center now stands. Back then, most members were independent business owners and business was male-oriented, male-dominated and local. Now, “I’m not quite sure what are the number of female-owned businesses on Madison Street, but I bet it’s larger than it used to be,” Lordan said. Forest Parkers socialized by banqueting at community functions. Today local service and fraternal organizations are fading. The old Moose Hall on Desplaines Avenue closed years ago, along with the International Order of the Oddfellows. Veterans of Foreign Wars lost its charter in 2015. Lordan credits the Kiwanis Club of Forest Park’s survival to its flexibility and inclusivity.

In the early years, Kiwanis focused on business networking. “It was the de facto Chamber of Commerce,” Lordan said. Members of Mohr family stood as prominent Kiwanians, the heads of thriving businesses at

Pace hosts open house on Harlem Ave. Pulse proposal Pace, which operates buses in suburban Chicago, will host an open house this week to get public input and feedback on its proposed Pulse rapid transit proposal for Harlem Avenue from North Avenue to 71st Street.

The Central Harlem Avenue Corridor Study open house will be held on July 12 from 6 to 8 p.m. at Morton West High School, 2400 Home Ave. in Berwyn. Pace officials and project team members will be on hand to discuss the findings of its recently completed existing conditions survey.

Harlem Avenue is one of Pace’s seven near-term priority Pulse corridors. Pulse is a new rapid-transit bus model, featuring fast and frequent service and buses that have amenities like WiFi and charging ports that allow riders to be productive during their commutes.

The Pulse buses would stop at fewer, designated locations along the corridor and run in addition to regular routes along Harlem Avenue. The buses would

also be equipped with technology to lengthen green lights or shorten red lights to keep buses moving along the corridor.

The study’s boundaries include the communities of Elmwood Park, Oak Park, River Forest, Forest Park, North Riverside, Riverside, Berwyn, Lyons, Stickney, Forest View, Chicago, Bedford Park, Summit and Bridgeview.

It may be years before such a bus line might operate along Harlem Avenue. The first Pulse line is nearing reality along the Milwaukee Avenue corridor between the Jefferson Park transit center in Chicago and Golf Mill Shopping Center in Niles.

Additional public open house events about the Harlem Avenue Corridor Study will be held this fall and will include initial recommendations.

“We’re a community that sees regular residential turnover. They move into town and then they move out of town. We may not be doing enough things to recognize the people making contributions to our community,” said Lordan who, although living in Oak Park, has served as a Forest Park Kiwanian for 14 years. Some of his favorite memories are the annual Ed O’Shea dinners, where awardees like the Forest Park Review’s own Jackie Schulz are honored for their service.

The group prides itself on comprising of lifelong Forest Parkers, like Karen Dylewski, Steve Knysch, Julie Thompson and more.

“When we have events like the Ed O’Shea dinners it’s an opportunity for our community to stop and reassess the positive aspects to life in Forest Park, and to come out and celebrate those with people whom they might not ordinarily celebrate things,” he said.

Although Forest Park’s Kiwanis was once dominated by the male heads of business in

town, the organization has never discriminated against members’ gender, racial or religious identity. Its mission has always been to provide service to children.

In 2017, Kiwanis was one of the first groups to sign on to the Cover Our Rust campaign, which beautified the Circle Avenue Bridge. Kiwanis also supports youth soccer, baseball, adolescent and juvenile library services, helps at the Forest Park food pantry, volunteers at Scout meetings, Little League games and more.

The group has set up a foundation to support and advocate for endeavors in town, which may not be 501(c)(3)s. Through the foundation, individuals can make designated planned gifts for organizations like the recent “Great Chefs Feeding College Dreams” fundraiser, which raised more than $16,000 for scholarships for Proviso Township High Schools District 209 students.

“For whatever reason, there doesn’t seem to be a critical mass of juveniles and adolescents inside Forest Park,” Lordan said.

“If you lack the critical mass of individual juveniles and adolescents, then you lack the critical mass of adults who are parents of those individuals to advocate for those individuals. So if there aren’t enough parents of children inside Forest Park to advocate for children, the Kiwanis has to help.”

As the group plans for its centennial in five years, Lordan said they want to give a gift to the community. Members have formed a task force to study the community’s needs, with a focus on Roosevelt Road. “We think one of the futures of Forest Park is going to be along Roosevelt Road, and we want to kind of decentralize off Madison Street,” he said, adding that the group is looking to put a fountain on Roosevelt and calling it “Centennial Plaza,” modeling it after Constitution Plaza on Madison. Former Forest Park resident Ardythe Hager, 84, of Guttenberg, Iowa, formerly of Forest Park, died on July 6, 2018, at Mercy Medical Center in Dubuque after a brief illness. Born in Forest Park on Jan. 24, 1934, to Clark and Mildred (Blough) Strader, she attended St. John Evangelical School and graduated from Proviso East High School.

On Sept. 21, 1981 Ardythe married the love of her life, Walter Hager, at St. John Lutheran Church in Guttenberg. She had worked for many years as a secretary and office assistant in the Chicago-area before retiring and moving to Guttenberg in 1994. Ardythe spent many wonderful years as an active member of the Harlem German Choir, loved traveling the world, hosting friends and family at her home, had a great love for dogs and all animals, and was a devoted and loving aunt to her nieces and nephews.

Ardythe Hager is survived by her brother, Ken (Mickie) Strader; her niece, Megan Strader; her nephews, Eric (Dawn) Strader, Todd (Stephanie) Strader and Scott (Joelle) Strader; six great-nieces and nephews; and her many other relatives and friends. She was preceded in death by her parents and her husband, Walter.

Arrangements are being handled by Tuecke-Allyn Funeral Home, 207 S. 1st St., Guttenberg (www.tueckeallyn.com ) where the family will receive friends from 2 until 5 p.m. on Sunday, July 15. A funeral service will be held at St. John Lutheran Church in Guttenberg at 10:30 a.m. on July 16, with interment at the Guttenberg City Cemetery.

Forest Park will be the center of Chicagoland’s music scene for three days — on the weekend of July 20-22. That is what the Forest Park Chamber of Commerce is hoping for as they partner with Star Events to stage the ambitious street festival on Madison between Circle and Desplaines.

Man bashes car window with kitchen pot A Chicago man smashed a kitchen pot over the window of a Chevrolet Impala in the HOBO parking lot at 12:14 p.m. on July 4. Police spotted the suspect walking east on the 7500 block of Harvard. He admitted to breaking the window because he’s got things going on in his life and he needed to get some aggression out. The estimated cost of replacing the windshield is $300.

He was charged with criminal damage to property.

Head-butted at CTA Blue Line stop A Chicago man told police he was robbed at the CTA Blue Line terminal at 10:51 p.m. on July 6. He said a man head-butted him and stole his new iPhone and wallet, which contained $60 cash and two credit cards.

The man told police a CTA employee saw the attack and told him to use a payphone to report it. Instead, he walked to the police station, and was eventually transferred to Rush Oak Park Hospital for treatment.

Police found the victim had an active warrant for his arrest. He was accompanied to the hospital by a police guard, and will be placed in custody once he’s released.

Bike stolen at McDonald’s drive-thru An Oak Park man rode his bike through the McDonald’s parking lot at midnight on July 8. After picking up his meal, he sat in the parking lot at 420 Desplaines and ate his food. While he was eating, a man came up to him and asked if he could use his bike to order food through the drivethru. The man gave the man his bike but, instead of going through the drive-thru, the man rode south on Desplaines with the Trek bike, which the victim said was worth $500.

At 2:20 a.m., police spotted the man riding the bike at the intersection of Madison and Burkhardt. Officers tried to stop him, but he refused to comply. Eventually, they were able to pull in front of the bike at Beloit, just south of Madison. Officers asked the man whose bike he was riding, and the man replied, “Dude from McDonald’s.”

The man admitted he took off with the man’s bike, rode to a bar named Ted’s, had a few drinks and then planned to return to McDonald’s to give the bike back when he was stopped by police. Since the victim got his bike back, the man said there was “no harm no foul.” But he was charged with theft.

Two cars broken into

■■Between 7:30 p.m. on July 5 and 8 a.m. on July 6, someone broke into a Chevrolet parked on the 600 block of Ferdinand and stole a computer valued at $500, a camera valued at $500 and three camera lenses, valued at $175 each. The victim said he left the doors unlocked.

■■Sometime between 8:30 a.m. and 5 p.m. on July 7, someone took the passenger side rear-view mirror from a Toyota Avalon parked on the 7600 block of Roosevelt.

BB guns hit home, car ■■A woman was hanging out with her family at 10 p.m. on the 800 block of Circle on July 4, when she heard a loud bang and then noticed a hole through her house window. Her husband rushed her and her son to the back of the house and called 911. Police said it looked like the hole was caused by a BB or pellet gun shot. The woman said her neighbor had been hanging out with a gun in front of his home in recent days.

■■A woman parked her Chevrolet Tracker in the Walmart lot at 9:30 p.m. on July 6.

When she returned to her car 30 minutes later, she realized her back window was shattered, and two empty, plastic cases of BB guns lay next to her vehicle.

Car scratched, punched, painted Sometime between July 3 and 5, someone scratched, punched, painted and shattered the windows of a Subaru Legacy parked in the underground parking lot at 140 Marengo. There were fist imprints on the car door near the front passenger seat, and scratches near the rear passenger door. A blue, nail polish-like substance was smeared on the rear door and window.

The victim told police she parked her Subaru in a stall that belongs to someone else. She said that couple hasn’t paid rent since January, and are in the process of being evicted.

A man who was in the parking lot on July 4 told police he saw two men getting “highly upset” about the Subaru being parked in the parking stall and heard one of them say something like, “Well, this [expletive] can clean up the mess.”

Proviso woman nabs first golf scholarship in school history Lauryn Craine-Farries is the first Proviso woman to receive a golf scholarship in at least 100 years, maybe ever

Last fall, Lauryn Craine-Farries made history when she opened her college acceptance letter and found a scholarship offer inside. Come fall, she will be the first woman in Proviso Township High School’s 100-year history paid to play golf at the collegiate level at Missouri Valley College.

“I think they saw potential,” said Craine-Farries, 18, who recently celebrated her graduation from Proviso Math and Science Academy (PMSA). “Their coach said that their top five girls play lowest 88 and highest like 100, and I kind of play at 105. So if I can improve I can be one of his top girls.”

Golf scores are calculated by the number of shots taken each game.

Craine-Farries said she started playing golf at age 7, at the urging of her grandmother to get her out of the house and get involved in sports. The woman tried to get Craine-Farries involved in cheerleading, soccer and swimming. Once she tried golf, it was a hit.

“Just swinging the club is really fun, when you get a low score it feels really great,” Craine-Farries said. “It’s really calming to play, it’s not loud like every other sport.”

She continued to hone her game and, by the time she got to eighth grade, started noticing that she was a little better than those around her. Her coaches would pull her aside during practice to give more targeted lessons. Her sophomore year she was appointed captain of the Proviso East

He estimated video gaming will bring in approximately $200,000 for Forest Park this fiscal year, which he said will help plug the village’s more than $1 million deficit. “It would be very difficult for the village to fill that void without some form of tax increases” otherwise, he added. In addition to generating revenue for the village, he said, video gaming is keeping bar and restaurant owners’ businesses afloat, and several have reinvested the money in community institutions.

Holding public hearings to get residents amped up about video gaming is something bar owners would do ahead of the November election, said Watts, noting that he’s not yet sure of his next legal step since he hasn’t had a chance to speak with his attorney. James Nally is on vacation until July 16, and did not respond to interview requests. His office said they would not comment on his cases while he was away.

Ed Mullen, attorney for the Let Forest Park Vote on Video Gaming political action committee, said the Appellate Court must still issue a mandate to the Cook County Circuit Court.

“In my experience, the mandate will tell the Circuit Court and the Forest Park Electoral Board that

There is still a pending appeal at the appellate level — bar owners contend that signatures Let Forest Park Vote gathered before the last general election in April 2017 should be dismissed — but Mullen said he doesn’t know how bar owners could pursue that line of reasoning since courts have already ruled against that argument. He is confident the binding referendum will appear on the November ballot.

“Honestly, I think this is how the Forest Park Electoral Board should have decided in the first instance,” Mullen said. “We shouldn’t have had to deal with the Supreme Court and everything else.”

Jordan Kuehn, president of Let Forest Park Vote on Video Gaming, said he’s glad the Supreme Court decided not to hear the case. Come November, Kuehn said he will vote against video gaming.

“Personally, I think it looks tacky. I’m also upset about the way it was brought into place,” he said.

“I think our current village representatives did not serve the constituents like they should have. I think they decided to bring it in based on whatever they wanted, certainly not based upon the feelings of the people they represent.”

Before the November vote, Kuehn said his group will likely hold a few informational sessions for residents, where they’ll present data and specific studies about how video gaming has affected the Chicagoland area.

“I just hope everyone gets out, votes and contributes to the discussion,” he said.

Over the next two years, she said her relationship with the team coaches and members evolved into lifelong friends.

They would text each other jokes and talk about what’s going on in their lives. By her senior year, she said the team grew from just two golfers when she started to about six.

She was named to the Mid Suburban League West All-Conference Academic team.

When she started looking at colleges her criteria was twofold—the school must offer a golf program and she wanted to feel a family vibe, like the one at Proviso East. Although she got 27 college offers, when she saw the $10,000 scholarship and met the team at Missouri Valley, she knew she had found a match. This fall, she looks forward to refining her golf game. She said she’ll miss the team and coach who made her four years at PMSA great, and hopes to eventually follow in their footsteps and become coach of a high school golf team.

“Never give up. Even when it seems hard, just keep pushing forward,” she said.

What is the difference between a monofocal implant and a bifocal implant?

In the past, the IOL corrected distance vision only; this is called a monofocal implant. Patients who undergo cataract surgery with a monofocal implant still need reading glasses. Recent advances incorporate a bifocal into the IOL. The bifocal implant allows patients to read without glasses, drive without glasses, and do virtually all of their activities without glasses.

What will I experience during cataract surgery with a bifocal implant?

Cataract surgery is performed on an outpatient basis using eye drops to numb your eye; no shots are necessary. The operation takes approximately 20 minutes after which you will rest for a short time before going home. Post-operatively, you will be asked to instill eye drops for a few weeks after surgery. You will have 90% of you vision back within one day and your eye will be completely healed within two weeks.

Gaming gets a vote

A

fter an extended period of bluster and bullying, it seems near certain that Forest Park’s bellicose bar owners have lost their final route to silence local voters on the subject of video gaming. With the decision of the Illinois Supreme Court not to hear a final appeal of a lower court ruling, that court’s approval of the effort of Let Forest Park Vote on Video Gaming to place a binding referendum on this fall’s ballot is finally heading to voters to decide.

This vote is several years overdue.

Over those years you’ve been abusive of voters on Facebook. You have demeaned our elections with your nonsense referendum questions designed to clog the ballot. And you have spent heavily at multiple levels of the legal system working to deny ballot access based on a technical argument over the headings on petition signature pages.

All of this has created a considerable divide in Forest Park and left a very sour taste in the mouths of ordinary citizens who just want a vote.

Here’s our advice to bar owners: It is time to proactively make your case for video gaming in Forest Park. Pretty simple. Explain honestly the benefits gaming has had on your business. Admit to more and necessary money in your pocket but tout renovations, charitable contributions, and a stronger competitive situation with gaming common in neighboring towns. Spell out how you’ve lived within Forest Park’s fairly stringent rules on signage and visibility of game machines, the ban on stand-alone gaming salons and how, in your collective view, gaming has not diminished the appeal of Madison Street. And make the case for how a cash-strapped village government has benefitted from a new revenue stream.

Be positive. You do have a story to tell. And let gaming opponents make their case, too, without insult and belittling.

And while it might be hard to do, we’d suggest starting with some sort of apology, or at least some humility, in explaining past actions which have been rude and actively divisive.

Bar owners might win. They might lose. But we still have a community to build.

Individualized learning, testing Standardized tests in schools are a stressful and imperfect measure of student performance. That’s especially true in Illinois where the state blows up the testing model every two or three years and everyone from the second grader to the superintendent is left head-scratching.

That’s why we’ve been fans of ongoing testing keyed to individual students and their achievement in very particular learning modules. The real-time testing that Forest Park’s District 91 has undertaken with the FastBridge system in the past year offers teachers immediate insights into a single student’s progress. That’s actionable information.

The results of this testing and of other social and academic goals set a year ago by teachers, principals and the administration are encouraging. At a June school board meeting, Supt. Lou Cavallo reported decided progress in most areas.

And where the schools fell short, it was mainly the result of having set audacious goals for improvement.

We’ll never fault those ambitions.

Stuck between two mouthy generations

I

’m just gonna come right out and say it: I think the derision for “Millennials” has gone considerably past reasonable.

This is part of the circle of life, of course – every new generation is mocked by the old, but I think we’ve gone far enough. Nothing Millennials are accused of doing — growing giant beards, driving up the price of avocados, refusing to demonstrate loyalty to brands or employers — is half as annoying as listening to Baby Boomers bitch bitterly about it.

Think about this for a moment: The most coddled, self-absorbed generation America has ever produced, the generation that swarmed the Earth like locusts and left a pillaged mess for someone else to clean up, has the temerity to complain about … well, about anything, really. But specifically, it seems to me that they are mostly complaining about their children and grandchildren’s disinterest in replicating their lives precisely but for much less benefit.

Look: What are the complaints you hear most? “Millennials don’t have traditional morals (career paths/ taste in food/home-buying patterns/ television-viewing habits/ideas of grooming/politics)!” These are all the traditional complaints of the elderly. The “Greatest Generation” (now blessedly dead or incapacitated, possibly from an overdose of patting themselves on the back) said all of these things about you, Boomers!

Find me an Elks Lodge or bridge club meeting in 1967 that didn’t contain some variant on “Kids today with their sex and their communes and their organic vegetables are stalling on settling down.

Cut your hair and get a job, I say!”

The Elks and bridge clubs have given way to Pilates and smoothie bars — those Boomers and their vanity — but the song remains the same: “Our way is better and they should do just what we did!” Save it.

This is not to give Millennials a pass. The complaining from the kids would be deafening if the Boomers weren’t talking over them. My god, you’d think this was the first generation to have to pay for things, or have expectations they did not seek or agree to, cited as disappointments when they went unmet. There can

be no argument that $8 for a piece of bread with avocado paste on it is insane. And please, please, please shut up about student debt. You did not have to incur it. No one pointed a gun.

If there’s no decent work to be had in your chosen field, maybe you should have looked into the demand in your chosen field before you borrowed the money you coulda used to buy the house you say you can’t afford to spend five years studying the field in which you can’t find work. This is not new. I assure you the Boomers were refusing to move aside for the next generation when you were watching Power Rangers in a diaper.

I know this because I’m Gen X. Everything the Millennials are dismayed about and everything the Baby Boomers are disappointed in, I been through.

Not a ton of work, check. Chosen field — radio and newspapers, FML — failing, check. Housing too expensive, check. Dislike TGI Fridays, check. Stuck between two much larger, much louder generations … OK, that one’s ours.

You two fight it out. Gen X is tired of listening to you complain about each other. You’re like a couple going through a horrendous breakup and you can’t shut up about it, except that we’re your friends who know that the reason you don’t get along is that you are so very alike. Really, the Millennials are the Junior Boomers.

They’ll both be mad at me for pointing that out, of course, which to me just bolsters the truth of it.

o those of you who read follow me weekly, here’s the latest update following last week: my sister’s husband is recovering from his medical emergency and on route from Iowa to his home in New Jersey.

For those just glancing at this today, let me give you the short version. My brother-in-law had a medical emergency while on vacation last weekend that could have resulted in the worst possible outcome. Instead, he recuperated at record pace these past seven days and is now on his way to full recovery.

Life lessons are part of the drill when bad things happen, and we walk away from this incident with the usual. Live in the moment, don’t sweat the small things, take

care of yourself, treasure your loved ones, etc. Through my “getting down to business” lens, I noticed a few for the small business community as well.

While it seems obvious, bad things happen.

You can never be specifically prepared.

But when you start from a relatively strong position, you are better situated to survive hard times. My brother-in-law was otherwise healthy, exercised regularly and ate right.

That didn’t keep bad things from happening, but it sped the recovery process once he fell in harm’s way.

Same thing for small business. Taxes increase, competitors threaten, emergencies happen. Those well-positioned going into a recession often survive it. Those on shaky ground have a harder time.

Most small, micro, independent businesses have a hard time building up the strength and balance sheet and resources to withstand an emergency. Most are pretty low margin operations, doing just enough to provide a salary to the owner and employees. That is why minor changes in cost or regulation or competition or taxes are viewed as an oncoming disaster.

Developing sufficient strength to the withstand the disaster you don’t know is coming: that’s the secret to success.

PUBLIC NOTICE OAK PARK TOWNSHIP PREVAILING WAGE RATE RESOLUTION WHEREAS, the State of Illinois has enacted â&#x20AC;&#x153;An Act regulating wages of laborers, mechanics and other workers employed in any public works by the state, county, city or any public body or any political subdivision or by any one under contract for public works,â&#x20AC;? (the â&#x20AC;&#x153;Actâ&#x20AC;?) approved June 26, 1941, as amended, (Illinois Compiled Statutes, 820 ILCS 130/1 et seq.) and WHEREAS, the Act requires that the Board of Trustees of the Township of Oak Park (the â&#x20AC;&#x153;Townshipâ&#x20AC;?) investigate and ascertain the prevailing rate of wages as defined the Act for laborers, mechanics and other workers in the locality of the Township employed in performing construction of public works, for the Township.

NOW THEREFORE, BE IT RESOLVED BY THE SUPERVISOR AND BOARD OF TRUSTEES OF THE TOWNSHIP OF OAK PARK: SECTION 1: To the extent and as required by â&#x20AC;&#x153;An Act regulating wages of laborers, mechanics and other workers employed in any public works by State, county, city or any public body or any political subdivision or by any one under contract for public works,â&#x20AC;? approved June 26, 1941, as amended, the general prevailing rate of wages in this locality for laborers, mechanics and other workers engaged in construction of public works coming under

the jurisdiction of the Township of Oak Park is hereby ascertained to be the same as the prevailing rate of wages for construction work in the Cook County area as determined by reference. As required by said Act, any and all revisions of the prevailing rate of wages by the Department of Labor of the State of Illinois shall supersede the Departmentâ&#x20AC;&#x2122;s June determination and apply to any and all public works construction undertaken by the Township. The definition of any terms appearing in this Resolution which are also used in aforesaid Act shall be the same as in said Act. SECTION 2: Nothing herein contained shall be construed to apply said general prevailing rate of wages as herein ascertained to any work or employment except public works construction of the Township of Oak Park to the extent required by the Act. SECTION 3: The Township Clerk shall publicly post or keep available for inspection by any interested party in the main office of the Township this determination or any revisions of such prevailing rate of wage. A copy of this determination or of the current revised determination of prevailing rate of wages then in effect shall be attached to all contract specifications.

SECTION 4: The Township Clerk shall mail a copy of this determination to any employer, and to any association of employers and to any person or association of employees who have filed their names and addresses, requesting copies of any determination stating the particular rates and the particular class of workers whose wages will be affected by such rates.

SECTION 5: The Township Clerk shall promptly file a certified copy of this Resolution with the Department of Labor of the State of Illinois.

SECTION 6: The Township Clerk shall cause to be published in a newspaper of general circulation within the area a copy of this Resolution, and such publication shall constitute notice that the determination is effective and that this is the determination of this public body.
