roperty owners on Madison Street could be paying more in property taxes if the Forest Park Village Council supports a recommendation to create a special service area (SSA) in the business district.

The recommendation came in correspondence from a committee of the Forest Park Chamber of Commerce and Development to the village council that was discussed at the July 8 council meeting. Specifically, the committee requested that the village assist with conducting a feasibility study, including funding.

What is the difference between a monofocal implant and a bifocal implant?

In the past, the IOL corrected distance vision only; this is called a monofocal implant. Patients who undergo cataract surgery with a monofocal implant still need reading glasses. Recent advances incorporate a bifocal into the IOL. The bifocal implant allows patients to read without glasses, drive without glasses, and do virtually all of their activities without glasses.

What will I experience during cataract surgery with a bifocal implant?

Cataract surgery is performed on an outpatient basis using eye drops to numb your eye; no shots are necessary. The operation takes approximately 20 minutes after which you will rest for a short time before going home. Post-operatively, you will be asked to instill eye drops for a few weeks after surgery. You will have 90% of you vision back within one day and your eye will be completely healed within two weeks.

The last thing we need is a hidden-agenda census

T

he daily attacks on our bedrock beliefs and institutions can hit too close to home. I worked on the 2000 and 2010 Census and know how valuable the data is. Adding a citizenship question to the form would be disastrous.

The census was designed to count citizens, non-citizens and what we call undocumented immigrants. Even slaves were counted and they were not considered people. They counted as 3/5th of a person.

Even after they were freed, African Americans remained undercounted. In 1970, an estimated 6 percent of African Americans went uncounted. The undercount of minorities has been a persistent problem with the census. Adding a citizenship question could reduce Hispanic responses by 6.5 million.

Hispanic response to the census has already been low. It could be due to a language barrier or a distrust of government.

I see this same level of distrust among immigrants from Europe and Asia.

I’ve worked on countless cases to help immigrants with legal problems. It’s in their best interest to cooperate, but it’s dif difficult to gain their trust. The level of fear has skyrocketed in immigrant communities. Their biggest fear is discussing their citizenship status.

It’s the same with the census. It’s in ev-

eryone’s interest to be counted.

An accurate count increases a community’s political power and ability to access government funds. I saw serving as a census enumerator as an act of patriotism. I also needed the money.

I worked the 2000 Census in Forest Park. My boss was passionate about counting every soul in town and we did a very complete job. In 2010, I again worked the census. I was assigned to Cicero, a town that was 84 percent Hispanic. I was a group leader, so I had an eight-person crew dropping off completed forms at my house every evening. Cicero proved to be a challenge.

I showed residents my badge and introduced myself as “Censo.” They often claimed they had sent in their form. Sometimes they would say they didn’t speak English. Usually, one of their kids would translate. Top speed for an enumerator was finishing four forms per hour. I completed six forms per hour.

That’s because Cicero is so densely populated. There was usually someone home. If not, I sat on their front stairs and did my paperwork until they arrived. I fell in love with the people of Cicero. Once I earned their trust, they became gracious hosts.

They gave me water and food. One woman even sharpened my pencil.

I can’t imagine having to ask residents about their citizenship. The job was already

tough enough. I would have gotten zero cooperation from many of them. I didn’t have police powers to force them. It was voluntary. Cicero would have been severely undercounted at a great cost to the community.

I hoped to work the 2020 Census but can’t face the physical challenge. In 2010, I developed a severe case of “census legs.” They were sore 24/7 from climbing stairs. Still, I’m fascinated by the census and hope the citizenship question will not be included.

Census-taking goes back to the Biblical account of the census conducted at the time of Jesus’ birth. There is more fact than myth to this story. Caesar Augustus did conduct a census for taxation purposes. Quirinius was governor of Syria at the time. The Romans ruled Israel and Herod reluctantly agreed to count his people. Each resident returned to the town where they were born to be counted.

If there hadn’t been a census, we wouldn’t have Nativity sets to display. That could be seen as an attack on the bedrock beliefs of certain folks in DC. We need the census to be as complete as possible, and we don’t need unnecessary and hidden-agenda questions that serve as barriers to conducting it.

the increase of petroleum costs was to adjust the price at the pump by half. So if gas is more than a dollar a gallon, the price on the pump would be half, requiring drivers to multiply by two to determine the actual cost at the pump.

In other local news, Forest Park village commissioners “swallowed hard” and approved the expense of $1,600 to appraise the property at Thomas and Madison, which was anticipated to be around $200,000 to make way for off-street parking. The property, which was occupied by GoodLite Co., Gentleman Jim’s Barber Shop and two small manufacturing facilities, would eventually be purchased and leveled to make Constitution Court.

Greening of Forest Park, one project at a time Step by step, first an alley, now a parking lot

Following the successful completion of one green infrastructure project, a green alley, Forest Park officials are continuing to be environmentally-conscious by planning a second project, a green parking lot.

And they are hoping the Metropolitan Water Reclamation District (MWRD) officials will help fund the project with a second green infrastructure grant.

At the July 8 village council meeting, officials voted 5-0 to apply for an MWRD $288,000 grant to reconstruct the employee parking lot at 510 Desplaines Ave., across from Forest Park Village Hall, with permeable pavers.

The overall cost of the project is $345,600 with the village covering the remaining $57,600.

“This is part of the village’s overall efforts toward drainage and flood remediation,” Mayor Rory Hoskins explained.

“If we see an opportunity, we will seize that opportunity.”

The village used a $123,830 MWRD grant to help pay for the recently completed green alley project in the Elgin-Marengo alley between Lexington and Harvard streets.

Coincidentally, the village council at the July 8 meeting voted 5-0 to approve a second payout to J. Nardulli Concrete Inc. for the green alley work. An initial payout of $168,000 was approved previously. Total cost of the project is $311,456.36, higher than the initial cost estimate of $275,000.

The current parking lot consists of hot-mix asphalt concrete, which village officials said in the application is in “deteriorating condition.” In addition to the poor condition of the pavement, the lot is experiencing drainage issues from poor grading and insufficient drainage structures, they added.

Forest Park has active combined sewer overflow problems and implemented a long-term plan to minimize the environmental and health hazards they pose, village officials said.

Heavy rainfalls cause excessive stormwater flows that overload the combined sewer system and result in the overflow discharging into the Des Plaines River, they added.

Village officials estimate the project will divert 77,093 gallons of storm water per rain event from the 11,420-squarefoot lot.

The grant application deadline is Aug. 9, with announcement of awards expected by Dec. 31. If successful, construction would begin next May and end in July.

Village Administrator Tim Gillian said if the village does not receive the grant, the project will be delayed.

However, Hoskins expressed optimism, saying, “We’ll get it.”

The green alley is the third in the village, joining the 500 block alley between Thomas and Beloit avenues and the 100 block alley between Harlem and Elgin avenues. Gillian said both were done “a long time ago,” also with partial funding from the MWRD. He indicated the cost of a green alley, which is $100,000 higher than the cost of a standard concrete alley, is preventing the village from doing more.

Under the intergovernmental agreement, Forest Park officials will provide and maintain signage describing the project as a joint effort between the village and the water reclamation district “to promote the use of green infrastructure as an effective means of storm water management.”

The Forest Park project is among projects in parks, forest preserves, municipalities, a university and a nature center throughout Cook County to benefit from water reclamation district funding of green infrastructure enhancements to better manage storm water.

Residents launch civic data group

OpenFP hope to use technology to help solve Forest Park’s problems

Two citizen techies have formed an initiative aimed at using data to solve Forest Park’s problems. Called OpenFP, all community members are invited to join the group, which meets from 7 to 9 p.m. on the third Tuesday of every month.

“OpenFP is an initiative to find out matters of pressing concern to residents in Forest Park, across the spectrum of residents here, and identify which of those concerns can be addressed with data, and to try to illuminate those concerns with data, and hopefully find the solution,” said Steve Rummel, who created the group with resident Matt Sweeney.

Rummel, a data scientist, ran an unsuccessful bid for the Forest Park District 91 school board. During the campaign, he stressed using data to better communicate the quality of local schools to taxpayers.

Sweeney followed Rummel’s campaign and, inspired by his efforts, reached out after the election. The two talked about what they could do to drive civic engagement, and OpenFP was born in April.

“The one thing I’m really curious about is, can we get more people to participate than typically participate around public-related decision-making?” Rummel said. “I’m hoping that just the process of doing this will make people think engagement is important. Second, the one thing I hope we will

learn is the stuff people really care about.”

The two decided to model the group after Chi Hack Night, a tech civic group in Chicago. Sweeney has participated in Chi Hack Night’s weekly meetups since 2014, and was part of the group that helped build a better E. coli monitoring system for Chicago Park District beaches, as well as a team that analyzed and mapped media reports about crime in Chicago. In his professional life, he serves as a senior researcher at the University of Illinois Chicago’s College of Urban Planning and Public Affairs, where he leads research projects that help capture community voice and public priorities.

“When Matt reached out, I was really excited. OpenFP is right up my alley [and] it’s local,” Rummel said. “You see the message boards, and with a lot of concerns, one person will say, ‘This is a huge problem here’ and others say, ‘Oh it’s really not that big of a deal.’ Let’s shine a light, find out. How big a problem is this? Let’s find out what it is and if we can do something useful in terms of recommending a solution.”

For OpenFP’s first project, Rummel and Sweeney launched a survey on July 9 — titled, “Which question about Forest Park is more important?” and located at https:// allourideas.org/FPquestions — where they will solicit community opinions on such topics as local education opportunities, property taxes, and businesses.

In the survey, two randomly matched questions — like, “How civil is Forest Park,”

or “How many homes are vacant in Forest Park” — are presented with participants asked to pick which is their greater priority to answer. Right now, the survey consists of about 25 questions although anyone can add a question of their own. Sweeney and Rummel will moderate survey questions submitted, eliminating questions about village revenue derived from video gaming since “it’s a decided matter,” Rummel said, or other redundant and/or inappropriate issues submitted. OpenFP is a nonpartisan group that will only use public data to solve citizen concerns. All citizen responses will remain private and anonymous.

“I wouldn’t want anyone to see us as antagonists; we want to support people in Forest Park,” Sweeney said. He added that technical controls are in place to ensure both participant anonymity and integrity of the process, specifically around spam and bot submissions. “Obviously if on one day, there’s a huge spike — all of a sudden it voted 1,000 times — it will show us. If there’s a lot of activity in a given time, we’ll throttle that.”

Rummel noted that using data to solve community problems can help because it’s impersonal, which takes personal reputation out of the questions and responses.

“We are neutralizing the influencer affect,” he said.

Sweeney said the process allows for a comparison of a large quantity of ideas and being behind a computer might help solicit

more honest answers.

“Being digital, removing some bias — some people are more shy to share ideas in person,” he said.

The two will solicit community responses until Aug. 13, although the survey will remain open after. They will then draft a data project based on citizen responses. For citizen questions that pop up and don’t lend themselves to a data-derived solution “or are way beyond the scope of what we could do right now, like commission a traffic study of Forest Park and surrounding towns,” Rummel said, they will still relay the concern to public officials. Once they have completed their first data project, they will also deliver those results to election officials. They have not discussed OpenFP with anyone in elected office yet.

Sweeney believes residents would be particularly interested in analyzing education opportunities and crime rates and locations, and he’s excited to see what the data revealed.

“This is our way of capturing priorities from people who live in, or work in, Forest Park and have an interest in Forest Park,” he said.

D209 board hires contract manager for capital work Gilbane Building Company gets $4.7M contract through 2023

During a special meeting on June 18, the Proviso Township High Schools District 209 Board of Education voted unanimously to hire Chicago-based Gilbane Building Company as construction manager to oversee the first phase of construction projects in the district’s facilities master plan. Board member Sam Valtierrez was absent.

Gilbane was among 10 firms that submitted bids. District officials picked five of those firms to present during a facilities committee meeting in April before narrowing the search to three finalists. The board ranked Gilbane the highest among the three finalists.

During their April 30 presentation, Gilbane expressed the

“importance of diversity and inclusion” and highlighted their idea of ‘hire Proviso,’ which would assist in engaging the local community to be included in the project, according to the minutes of that meeting.

The firm’s contract runs through 2023 and entails a preconstruction fee of $117,000. During the preconstruction phase, Gilbane will evaluate the district’s master plan, and come up with a more precise construction schedule and more precise cost estimates.

So far, district officials estimate that the preconstruction phase could run until December 2021. Construction work could last from June 2020 through August 2023. But that timeline is subject to change depending on what Gilbane discovers during its preconstruction vetting process.

The district will pay Gilbane $2.7 million in staffing costs

and a $1.2 million professional fee, which reflects 1.9 percent of an estimated $64 million in total construction costs — a figure that could change. The district will also set aside $555,000 for general liability insurance. The total contract cost amounts to around $4.7 million.

As previously reported, the range of capital improvements in the master plan runs the gamut, from lifesafety maintenance projects, electrical upgrades and airconditioning installation to classroom and lab upgrades and repositioning athletic fields.

In January, the D209 board voted to go forward with construction projects in the facilities master plan.

The district’s Financial Oversight Panel approved the contract with Gilbane last month.

A pretty picture of an ugly truth

Mural features approximately 6,000 images of Forest Park’s garbage

From a distance, viewers see a colorful “Forest Park” logo. Up close, however, the audience is confronted with roughly 6,000 images of trash picked up in Forest Park.

This summer, a mural titled, “Science, Art, and Trash” is making its way across the village, with creator Julieta Aguilera Rodriguez hoping the exhibit draws attention to the real scope of trash in Forest Park and inspires viewers to reflect on how they can reduce waste.

“When we see trash, it’s always only one piece or 10 pieces. But there are thousands of pieces, right?” Aguilera Rodriguez said.

“It is a critical part of the project to understand the effects of our collective action.

We need to look at data. Our direct experience is not enough. So the way we can solve this big problem is when we look at the data [which] gives us a window to the bigger reality of the world we are in, and the effects of our human actions.”

Aguilera Rodriguez, who recently completed a doctorate in interactive art from the University of Plymouth in the United Kingdom, used public images of Forest Park’s garbage compiled from the Litterati mobile application to create the “Science, Art and Trash” mural. In Litterati, users take pictures and geotag where they pick up garbage. Globally, nearly 3.6 million pieces of trash have been logged through the app. In Forest Park, more than 8,500 pieces of trash have been picked up, with the Roosevelt Road corridor being the most popular area.

Aguilera Rodriguez said she first learned about the Litterati app in 2016 when she was teaching a class at the University of Hawaii-Hilo and working at the ‘Imiloa Planetarium. She liked how classifying lit-

Before Hawaii, she had worked for eight years as the associate director of the Space Visualization Laboratory at the Adler Planetarium. During that time, she learned about citizen science and crowdsourcing through the Zooniverse project. As part of Zooniverse, astrophysicists in England needed help classifying the shape of galaxies, which is something that computer vision cannot do very well and would take a single person months, if not years. Astrophysicists put the data online and, with the help of motivated citizen scientists, classified all the galaxies in just two days.

with collaged photos of their own garbage could help Forest Parkers reflect more deeply on where their trash comes from, and where it will end up.

“I have this drive to leave the world better than I found it,” she said. “In our case, we’re not just classifying, but generating the data.

People pick up litter in our streets and are the author of their own data, it’s kind of cool.”

Aguilera Rodriguez said the 6,000 pieces of garbage that make up “Science, Art, and Trash” are 64 percent plastic, 31 percent paper and 5 percent metal and glass. Garbage ranges from fast food bags to tequila bottles to cigarette butts. In addition to the larger “Forest Park” logo, Aguilera Rodriguez also incorporates images of such community

hubs as St. Bernardine Church, Proviso East High School, the Des Plaines River, and more. She focused on making the larger image beautiful, to make the smaller pieces of garbage accessible to viewers.

“Nobody likes looking at just trash,” she said.

According to the Litterati app, Aguilera Rodriguez has submitted the most images of picked-up garbage in the village — “you learn so much picking up trash about people; it’s like I’m in their life, it’s kind of intimate.” She said the five individuals who have picked up the most trash in Forest Park are all women.

“Women are more passionate about it,” she said. “I think we empathize with the environment a little more. We are paying attention to what surrounds us.”

“Science, Art, and Trash” is currently on display at Brown Cow Ice Cream Parlor, but over the next few weeks will move to Creativita, Schauer’s Hardware, Exit Strategy and elsewhere. Etta Worthington takes issue with Trump’s hotels, “Muslim Ban,” Mueller Report and more

Etta Worthington became interested in impeaching President Donald Trump almost from the day he took office.

Right off the bat, Worthington, of Forest Park, said Trump did not divest himself of his business interests, which violated the Emoluments Clause of the U.S. Constitution, which forbids government officials from accepting payments and gifts from foreign governments. She said Trump’s hotels “flagrantly” violate the Emoluments Clause because they take in foreign profits.

“He’s been selling access to himself,” Worthington said.

Next on her list of indictments is Trump’s “egregious behavior regarding the Muslim ban and what people are calling the ‘Trump Camps,’ i.e. detention centers which people say are like concentration camps where kids are being separated from their parents.”

Trump’s next “high crimes and misdemeanors,” according to Worthington, is his behavior surrounding the release of the Mueller Report—which investigates Russian interference in the 2016 presidential election—the firing of James Comey, former director of the Federal Bureau of Investigation, and his appointment of William Barr as Attorney General. Worthington said Barr has clearly obstructed justice by limiting access to the full Mueller Report and counseling witnesses to plead “executive privilege” when refusing to answer questions put to them by the House Judiciary Committee.

“Barr,” she said, “has essentially become Trump’s own personal attorney by obstructing a lot of access to information.”

Worthington heads a political action group called Western Front Indivisible, which is loosely composed of 15 to 30 members, depending on who happens to show up at their monthly meetings, and 300 members if you count the names on her email list.

What began as Western Front added the name Indivisible when the Forest Park group affiliated with a national, grass roots organization by that name. Indivisible, according to Worthington, was formed by two former congressional staffers who put together a 20-page document on how to resist the 45th president based, ironically, on the grassroots tactics used by the Tea Party. The document went viral, the movement grew organically and now there are 5,000 groups across the country.

Worthington is in contact with Indivisible’s national leaders twice a month.

the leader of Western Front Indivisible acknowledged that in her relatively small group as well as on a national level, the antiTrump coalition is divided on the wisdom of pursuing impeachment, primarily because they worry about the Senate not voting to convict, Trump then saying he’s been vindicated, and the Republicans using the impeachment process to their advantage in the 2020 election.

What the Indivisible movement both on the national level, as well as here in Forest Park, seems to be supporting is pushing the House of Representatives to hold an impeachment inquiry, not a vote on impeachment itself.

Worthington expressed impatience with Congress not moving on an impeachment inquiry. “The problem I have with the inactivity right now,” she said, “and in particular [House Speaker] Nancy Pelosi is that they are all thinking politically. We don’t elect people to think politically. We elect them to uphold the constitution, and if they are not doing that they need to be challenged.”

“We need to get the facts out,” Worthington said, “and have it on television where everyone can see and hear the facts, like John Dean did during the Watergate controversy.

If that happens, more and more senators are going to get increasingly nervous the closer we get to the election. It would become like a TV reality show and that would even impact red districts,” Listing her paying jobs as a writer, a sous chef for her daughter’s catering company, an Airbnb host, and adjunct faculty at Columbia College, Worthington spends about 20 to 40 hours a week in activism.

Responding to the many people in this country who contend that activism like hers is a waste of time and won’t change anything anyway, Worthington told a story about her recent experience with Rep. Danny Davis (D-7th).

On May 29, Davis held a town hall in Forest Park, where he “came out in support of impeachment,” Worthington said. After the

meeting Worthington said she asked him if he would be a co-sponsor to a bill, and he replied that he would.

“I then told him that I was going to check and see if it’s on his website and if it is not, I would be calling his office,” Worthington said. “When it did not appear I called and the staffer who answered the phone did not know anything about it but that he would pass the contents of my call on. The staffer did what he promised and the Seventh District Congressman’s name was on his website the next day.”

“I didn’t change his basic stance,” she concluded, “but my call made a concrete difference in getting him officially signed on. We do have a say in what happens. We don’t have a say only when we don’t say anything.”

Worthington then rattled off a series of actions people can take to make their voices heard and have an impact. Advocates can tweet their representatives. Other social media like Facebook and Instagram can also be used.

Campaigns can always use volunteers on their phone banks, text banks and to canvass and enter data, she said.

Two relatively new ways to make an impact are by submitting Witness Slips and Postcard to Voters. While a bill is going through committees, Witness Slips are a way for citizens to comment on bills as they are in process. In the Postcard to Voters program, the volunteer supplies the cards and hand writes a message to Democratic voters.

Worthington said she feels a sense of urgency around her activism regarding impeachment and the 2020 presidential election.

“This may be our last chance to reclaim our democracy,” Worthington said. “We can’t afford four more years of Trump. I would like to challenge everyone to say they are responsible for making a change.”

“But it did not work out because I have to take care of my siblings; I need to work.

that’s how I got into trade school.”

Ayouba stopped attending school to care for his nine siblings, who went on to become doctors and accountants. He started working as a medical assistant at a chiropractor’s office and fell in love with the practice.

Three years ago, he opened his own space in Oak Park—at 6955 W. North Ave.—where he only had room to offer clients massages.

He was also operating an additional, Inductor of Healing space in Chicago. About six months ago, Ayouba realized he needed a larger office space to fulfill his dream of opening a holistic wellness center, and fell in love with the site on Madison Street.

“All my life when I was going to school, my education was high in biology, human anatomy and everything in science,” he said. “So I have been always fascinated by science and so that’s why I’m more into clinical massage.”

Prior to opening in June, Ayouba planned to be open Monday through Friday from 10 a.m. to 7 p.m.; Saturday, 9 a.m. to 5 p.m.; and be closed Sunday. He said a regular massage session costs $125 for one hour, but that individual prices vary.

Mold that kills oaks found in Cook County Shrubs sold at Walmart carried pathogen from West Coast

A pathogen that has wiped out large numbers of oak trees in California, the Pacific Northwest and Europe has been found in Cook County and other locations in the state of Illinois, the state’s Department of Agriculture announced last week.

Phytophthora ramorum, which causes the disease Sudden Oak Death, has been traced to rhododendron and lilac bushes sold at 10 Walmart locations in Cook, Jackson, Jefferson, Lee, Macon, Monroe, St. Claire, Stephenson and Will counties and at a Hy-Vee store in McDonough County.

According to Scott Schirmer, spokesman for the Illinois Department of Agriculture, the Walmart locations in Cook County where infected plants were identified were in northwest suburban Rolling Meadows and south suburban Richton Park.

“There have been a lot of sites identified as far as retail locations, but as of now it’s early and we haven’t had many reports or calls yet,” said Schirmer. “We’re trying to get resolution on where they were planted and how they look in the landscape.”

If anyone has bought rhododendrons from Walmart and

if those plants are in poor condition, they are being asked to contact the Illinois Department of Agriculture’s DeKalb office at 815-787-5476 or the University of Illinois Extension office in Westchester at 708-449-4320.

Sudden Oak Death has not been confirmed in any oak trees in the state of Illinois, although they are susceptible to the pathogen. The disease is incurable, according to the IDOA in trees although it poses no threat humans, pets or other food sources.

According to the California Oak Mortality Task Force, which operates the website suddenoakdeath.org, the pathogen Phytophthora ramorum has been identified as affecting more than 100 species of trees, shrubs and other plants.

Symptoms on trees include bole or trunk cankers, while shrub symptoms include leaf spotting and shoot dieback.

“Trunk cankers are the most damaging, and often lead to death,” the website states.

Introduced to California in the mid-1990s, the pathogen has killed millions of oaks in that state, according to the California Oak Mortality Task Force.

The pathogen travels well through soil and water, which is why state officials want to quickly quarantine and remove any infected plants.

Residents who use landscape contractors might want to contact them to see where they bought their plants.

The rhododendron and lilac plants identified in Illinois, according to Schirmer, have been tied to a particular shipment of plants from the state of Washington in April or May. Those plants were sold to Walmart through a company called Parkhill Plants in Oklahoma. Those shipments also included plants from British Columbia, but Schirmer said the Canadian plants have not been identified as carrying the pathogen.

According to press release issued by the Department of Agriculture on July 2, the shrubs routed through Parkhill Plants were distributed in 18 states.

Sale of those plants has been halted, according to the IDOA, which has also collected infected plants in order to dispose of them.

The press release states the following varieties have tested positive for Phytophthora ramorum: Rhododendrons: Cat Cunningham Blush, Firestorm, Holden, Minnetonka, Nova Zembla, Percy Wiseman, Purpureum Elegans, Roseum Elegans and Wojnars Purple.

Lilac: Common Purple and Persian Lime.

While there have been no cases of Sudden Oak Death identified in Illinois yet, said Schirmer, residents should be vigilant.

“The analogy I use is that you have the flu virus all around, but it’s not the flu until it gets into a person,” Schirmer said.

“The Sudden Oak Death pathogen is here and could potentially lead to it.”

Attempt to lift vacuums sucks employee into trouble A Bed, Bath and Beyond loss prevention agent called police at 5:32 p.m. on July 5. Officers arrived at 215 Harlem Ave., and the employee told police he believed a theft was in progress. The man said he had witnessed another employee, Kenneth Reynolds, 32, of Chicago, walk out of the store with three vacuums. On June 20, the employee said security cameras had captured Reynolds walk out of the store with two vacuums without paying. Bed, Bath and Beyond was missing $12,000 worth of vacuums.

Police attempted to apprehend Reynolds, who ran east, ignoring officer commands to stop. Eventually he surrendered on Elgin Avenue and was transported to the Forest Park Police Department, where he told officers he attempted to steal the vacuums by concealing them in the parking lot.

When asked how he was going to get the vacuums out of the parking lot, Reynolds replied, “I have no idea.”

He received a felony charge for retail theft.

Slumped behind the wheel Officers spotted a man passed out behind the wheel of his car at 6:58 p.m. on July 2 on the 800 block of Desplaines Avenue.

Police approached the car, and immediately smelled alcohol coming from the sleeping driver. They also noticed the GMV Yukon was turned on and in drive. Worried the man might be startled when awakened, an officer reached through the open driver’s side window, placed the vehicle in park and turned the car off.

After several attempts to wake the man, police opened the car door, the man woke up, stepped out and his pants fell down. He refused to provide ID or answer any of the officers’ questions. Police eventually obtained his ID and a name check revealed the man, Sylvester Carrizales, had a suspended license.

Carrizales, 37, of Chicago, was transported to the Forest Park police station and charged with aggravated driving un-

der the influence (DUI), as well as misdemeanor charges for driving with a suspended license and illegal parking.

Armed robbery at the CTA Police responded to a report of an armed robbery at the Harlem Blue Line stop, 701 Harlem Ave., at 8:33 p.m. on July 1.

A Bellwood man, 38, told police he was riding the train with a man and a woman. He began talking with the woman, and the man said something he couldn’t understand. As the train pulled into the Harlem stop, the man yelled, “Give me your money or I’m going to [expletive] you up.” He then held a knife to the Bellwood man’s throat, while he and the woman rifled through the victim’s pockets. Reported stolen were $65 cash, his ID and CTA bus pass.

Failure to break flips car A Peotone man flipped a car about 7:45 a.m. on July 1 in the turn lane on the 700 block of Harlem Avenue.

The man told police he did not see cars stopped in the intersection as he approached. He attempted to swerve to avoid the stopped cars but hit a Kia Sportage on the driver’s side, flipping the vehicle. The Kia driver, a Chicago woman, 41, told police she did not have a valid driver’s license.

She was arrested for driving with a suspended license.

Neither were transported to the hospital for injuries.

Thieves escape Walmart Police responded to a call about a retail theft at Walmart, 1300 Desplaines Ave., at 8:54 a.m. on July 3. The store’s loss prevention associates were able to apprehend one person, but two others fled through the parking lot. The employee told police the thieves were attempting to steal BB gun pellets, clothes, chips and a soda.

A nearby officer reported that he recently saw two people

matching the subjects’ description walking in the Portillo’s parking lot. As police drove up to the parking lot, they spotted a car containing two individuals who looked like the suspected thieves. They drove up the Kia Sorrento and the car drove through the parking lot. Officers followed the car, activated their emergency sirens, and saw two additional passengers rise up who had been lying down in the car. The vehicle eventually came to a stop and as police began walking toward the Kia Sorrento, the vehicle accelerated again and drove a short distance through the parking lot. It then stopped, again, and police heard the engine sound as if the accelerator and brake were being pressed at the same time.

The driver kicked an 18-year-old Maywood woman out of the car, yelling “get the [expletive] out.” The car then fled down Roosevelt Road. Maywood police eventually located the car on the 1900 block of Washington Boulevard in Maywood. Forest Park police responded to the scene and found a handgun on the car floor.

At the police station, the Maywood woman told police she had been with her brother in the car and was kicked out because she was trying to stop them from fleeing from police.

She was released because it was unclear what, if anything, she had to do with the retail theft at Walmart.

Thief nabs iPhone A Cicero man told police he was sitting near the train door of the CTA Blue Line at about 5:11 p.m. on July 6, when three men snatched the phone he was using out of his hands. His iPhone was valued at $1,200 and his cellphone case held his state ID card.

These items were obtained from police reports filed by the Forest Park Police Department, July 1-7, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Although no specifics have been discussed, the SSA would include properties on both sides of Madison from Harlem Avenue on the east to the Canadian National Railroad tracks on the west, plus an area of Harlem north of Madison. In the correspondence to the village council, committee members said a preliminary search suggests the potential of 175 properties within the proposed SSA, based on property identification numbers. Residential condominiums would be excluded, they added in the correspondence.

An SSA is a property-taxing mechanism that can be used to fund a wide range of special or additional services and/or physical improvements in a defined area within a municipality or jurisdiction, according to officials at SB Friedman, a Chicago-based development advising firm. An SSA allows local governments to establish such areas without incurring debt or levying a tax to the entire municipality, they added.

“For the past few years, Madison Street property and business owners and the Forest Park Chamber of Commerce have struggled to find the funds needed to sustain the marketing and events that we feel should support this cherished business district,” Lane and Watts said in the correspon-

dence. “We have much appreciated the village marketing funds and the village public works and police staffs’ efforts to make Madison Street marketing and events competitive with better funded nearby districts. We know that those districts have much larger budgets supported by SSAs to reliably fund events and marketing and we feel that it is time for Madison Street to do the same.”

Lane estimated the cost of a feasibility study to be between $10,000 and $15,000.

“This is something that has been discussed for many years,” she said. “The Madison Street property owners want it.”

She said other Chicago-area municipalities with SSAs include Evanston, Highland Park, Hinsdale, Highland Park and Wheaton, noting that some municipalities have multiple SSAs. With a target of $50,000 across all properties, which she called a “reasonable amount,” Lane said the average property contribution would be $286 annually. She said language creating the SSA would include a sunset clause with renewal required after five years.

“That would give us a way to try it,” Lane noted.

In the correspondence, Lane and Watts said the village would receive the funds and could designate a chamber committee composed of both property owners and business owners within the SSA to guide their expenditure.

In response to concerns expressed by commissioners Joe Byrnes and Dan Novak regarding sufficient representation of Madison Street property owners among those supporting the recommendation, Lane said it “represents the unanimous vote of the committee,” which she noted comprises most of the Madison Street business representatives.

“We definitely want to look at it,” Mayor Rory Hoskins said, noting that the issue was discussed at a meeting he attended in April.

“Madison Street is the jewel of Forest Park and we do want to support the chamber of commerce if they are willing to support taxes on themselves.”

Hoskins said he does not know when the issue will be brought back to the village council, adding that village officials will need to know more specifics, including funding costs and the number of hours of staff time that will be required.

“We’ll find a resolution that works for all of us,” he added.

Village Administrator Tim Gillian said the village annually budgets a $25,000 contribution to the chamber.

At the July 8 meeting, Laurie Kokenes, chamber director, acknowledged that annual contribution, thanked village officials for their support and asked that the contribution be included in the FY2019 budget, which has yet to be finalized.

Gillian and Kokenes also are voting members of the committee, in addition to David King of David King and Associates; Art Sundry, caffe DeLuca; Melody Winston, Forest Park Plaza/Living Word; Jacob DeHart, the Heritage; Mark Hosty, Healy’s Westside/BHHS Koenig Rubloff Realty Group; Neil Rembos, Crystal Carwash; Jane Ertel, Team Blonde; and Dan Browne, Forest Agency. Another chamber representative is Dorothy Gillian, chamber president, and other village representatives are Steve Glinke, Building Department director, and Courtney Kashina, village planner/ consultant.

In their correspondence, Lane and Watts outlined the steps to be taken in the feasibility study, which include developing a list of properties to be included; establishing an SSA governance and management plan that relies on a chamber sub-committee composed of property owners and businesses operating in the SSA; developing a statement for proposed SSA services; proposing a budget for services; and convening one public meeting to present findings.

funeral or funeral procession, so to speak.

These individuals know one another, either by blood, marriage or a friendly relationship.”

Then-First District representative Richard Boykin partnered with the Cook County Sheriff ’s department to create the task force, with law enforcement, faith leaders and funeral directors meeting three times over the next year. The last time the task force met was in November 2018, essentially ending its in-person meetings after Boykin lost his re-election bid to new Commissioner Brandon Johnson.

“My term sort of ended by the time the task force’s work concluded, and so that created an interesting dynamic,” Boykin said.

“December 1 the new board was sworn in and so I was at that November meeting,” he added. “Obviously it was like, ‘Rush, rush, rush to get something done here before my term ended.’ But then what I said to them was, ‘Don’t rush it, do it right, come up with a set of recommendations that make sense and get everyone everybody on board.’”

The task force created a set of five recommendations in December 2018. Nine months later, Boykin said he believed the sheriff ’s department would send the recommendations to the Cook County Board of Commissioners, which could vote to formally acknowledge the recommendations and enter them into the public record in September. Any action on the recommendations beyond that would be up to funeral directors, state lawmakers and local law enforcement officials.

The task force’s five recommendations stress a need for the sheriff to communicate to funeral directors and cemetarians about high risk funerals; for funeral directors to contact the Chicago Police Department about violence or threats of violence during memorial services; for Chicago police to update the sheriff ’s department about high risk memorial services; for the sheriff ’s department to provide additional security at Oakridge-Glen Oak Cemetery in Hillside; and for the state legislature to enhance penalties for individuals convicted of crimes at funeral, memorial, internment or entombment ceremonies.

als and funeral processions and burials there are,” said Detective Sergeant Jason Moran, who works for the Cook County Sheriff ’s Department.

“It’s absolutely correlated to the rise in murders in the city of Chicago,” he said.

“So, in 2016, [Chicago] had that huge increase in murders, and each year it’s been very high since.”

Ten years ago, Moran was the lead detective in the Burr Oak Cemetery Desecration Case, where he discovered two brothers were digging up corpses and dumping the bodies in the back of the cemetery to make room for new burials.

“As a result of that case, I became the ‘cemetery cop,’” he joked.

Moran was thrust into the death care industry and, because of his expertise, served on the Cook County Funeral and Cemetery Violence Taskforce. The seven-member task force was created in 2017, after a homicide was committed at a funeral in OakridgeGlen Oak Cemetery in Hillside. The Hillside police chief personally rammed his car into the fleeing murderer’s vehicle. The incident caught the attention of the media — as well as constituents in Hillside and the Austin community of Chicago — who complained about the prevalence of chaotic funeral processions, nicknamed “rowdy funerals.”

Rowdy funerals often occur following the death of Chicago gang members, Moran said, as the funeral party travels to suburban cemeteries for the burial. Moran said he was unsure what gangs were associated with most rowdy funerals, “since the gangs have broken off into such small crews that it’s hard to really kind of see.” The sheriff ’s department was unsure if such a task force has been enacted in other areas.

“I think that the general public sometimes thinks its rival gang members, and it’s not. It tends to be within the family, or groups of friends, that are in these processions that are causing these problems,” Moran said. “It’s not someone like crashing a

translated into concrete measures implemented by local law enforcement, funeral homes and cemeteries.

After the task force was created, Moran said the sheriff ’s department executed a contract with Oakridge-Glen Oak Cemetery to station two police officers there during Fridays and Saturdays. “It doesn’t cost the taxpayer any money, the cemetery has entered into a contract with our department and they pay for the detail,” he said.

So far, Oakridge-Glen Oak Cemetery is the only cemetery that has secured a contract, although the sheriff ’s department is “in talks” with Mount Hope Cemetery in Chicago about stationing police there.

Moran also now acts as a central figure in a newly-created communication system, between funeral directors, cemeteries, Chicago police and suburban departments.

When Chicago police learn of a high-risk funeral, Moran said they now issue an intelligence bulletin to the Cook County Sheriff ’s department, and then that agency will alert county police and suburban agencies — “primarily Oak Park and Forest Park” — about what they know about these activities.

Funeral directors have also been given contact information for their district intelligence officers for the Chicago police department, and were encouraged to call cemeteries if they suspect a funeral might devolve into violence.

“That’s helped out a lot,” he said.

Commissioner Johnson said that, since he’s taken office, no one has brought the issue of rowdy funerals to his attention — although they have mentioned longer processions causing traffic problems — and that he has no reason to believe they are a “regular phenomenon.” In June, Johnson said he did have a conversation with local officials in Westchester, who said that, in the case of longer processions, it would be helpful to have sheriff ’s police help secure the village.

“Local law enforcement has expressed a need for some additional support. I see that request as reasonable and sort of a simple ask for how the county can be supportive of local villages stretched for resources,” Johnson said, adding that he planned to talk with the sheriff in the coming weeks about providing additional support to villages where longer processions were travelling.

Boykin said that, because the Cook County board has a balanced budget, he saw no reason the county wouldn’t be able to fund additional police presence during longer processions.

“We have to do whatever we have to do to make people feel safe, and if it means we need to put more money into sheriff ’s police, then we need to do that,” Boykin said. “The county budget has been in good shape for the last 4-5 years, quite frankly.

The president announced recently they’re not going to raise taxes for the upcoming budget. I think that says that the county’s coffers are doing pretty well and it means we gotta make sure people are safe in their community and in the processionals.”

At least three rowdy funerals have

passed through Forest Park since May, according to Forest Park police reports, although there is also no centralized data repository for the number or outcome of the rowdy funerals, which Boykin said is a mistake.

“Data drives resources,” he said. “The more data you have as it relates to this issue, I think the better you’re able to say, ‘We need to put more resources here to help prevent some of the things going on.”

In addition to providing police presence during chaotic processionals, Forest Park officers review red light camera footage and fine those violating the village’s funeral, disorderly conduct and negligent driving ordinances, sending tickets to vehicle registration owners in the mail. Those who do not pay their tickets ultimately get their car booted.

Johnson said local authorities must address ordinance violations at a local level but that criminalizing anything beyond that could represent an “exaggerated characterization” of anyone’s behavior. He said he did not support the task force recommendation to increase criminal penalties — for example, increasing a charge of battery to aggravated battery — for those who commit illegal acts during a funeral services.

“The entire country is moving away from the criminalization of people. There’s been a long history of targeting particular groups of people that has undermined and, quite frankly, destroyed our families,” Johnson said, adding that enhancing penalties for those who commit illegal acts during funeral services “speaks to something out of a very treacherous past, the criminalization of people and the explosion of the prison industry complex that has unfairly and unjustly targeted people.”

Boykin said the solution to calming chaotic funeral processions lies in victim’s families.

“If we get folks in the homes to talk about the importance of civility as it relates to funeral processions, if we can get loved ones — somebody whose child has been killed or murdered or whatever — they know if the child was in a gang, dealing drugs. Get them to be honest with that reality and share with funeral homes, directors the circumstances, or share with the pastor of the church who does funeral services,” Boykin said. “They can then alert CPD.” Moran said that, because the task force just started last year, it’s hard to know if the group’s work has had a direct impact on decreasing the number of rowdy funerals.

During the meetings, Moran said members discussed limiting the number of cars allowed in each processional as an additional safety measure.

“In the old days, when the cemeteries were out in rural areas and you took a funeral procession to a church out in a rural area, there wasn’t as many traffic concerns,” Moran said. “Being that Cook County is an urban county, lengthy travels with dozens of dozens vehicles in a processional is something not preferable.”

Selling Madison Street

G

ood for the Forest Park Chamber of Commerce and for village government to move quickly on a deserving proposal to study the creation of a Special Service Area (SSA) on Madison Street to raise funds for events and marketing on the village’s main commercial strip.

The Forest Park Village Council set a plan in motion on Monday night with its vote to fund a feasibility study requested by the chamber for an SSA. Effectively, an SSA is a distinct property-taxing district where property owners within a defined district pay an added tax that goes into a pool used for specified purposes over the term of the SSA. In the chamber’s proposal, money raised would be used exclusively to create events, to market the street, and potentially, to fund some sort of physical markers at gateways to Forest Park on Madison.

There was a moment 20 years back where a combination of direct village funding and dynamic fundraising among a strong merchant group paid for effective marketing of Forest Park’s downtown as the ultimate “urban/suburban” destination for shopping and dining. It worked and the buzz about Forest Park grew across the metropolitan area to the benefit of both merchants and the wider community.

Creating an SSA, assuming the feasibility study is favorable, ultimately comes down to direct votes of the property owners along the street. Those owners will need to be convinced that shelling out added property tax dollars will build the value of their buildings, allowing them to attract better tenants at higher rent. That’s a one-on-one sales job the chamber and its Economic Development Committee will need to take on once the initial study is complete.

We’re supportive of the concept which would give a resource-short chamber a guaranteed cash flow over an extended number of years to build the Forest Park Madison Street brand.

Data-based decisions

A lot of noise can be generated on social media, in election campaigns, on a newspaper’s editorial page. It can have value, but it can also be just noise without a whisker of data to back it up.

Now two locals with professional careers in data science want to use available data to sort out complex Forest Park issues and then propose solutions for elected leaders to consider. Steve Rummel and Matt Sweeney have created OpenFP, a citizen-driven, data-oriented group meeting monthly, actively surveying residents for ideas on projects to tackle, committed to being non-partisan and pledging to share their data and recommended solutions openly with elected officials.

Matt Sweeney we don’t know as well, though his background in urban planning at the University of Illinois is impressive. Steve Rummel we met during his narrowly unsuccessful bid for a seat on the District 91 school board this spring. We liked his approach then and we are wildly enthused about seeing a defeated candidate stay actively, positively involved. If OpenFP turns out well, Rummel may have found an even more productive use of his energy and expertise than being a school board member.

Early to rise makes a man … well, wise up

I

do not know exactly what is going on with me lately, but in a move that goes against everything I was raised to believe was right and good and wholesome, I am finding myself more and more inclined to get up early in the morning.

It was my understanding as a child that there was nothing more odious you could ask of another person than for them to get out of bed before they were ready to do so. Direct experience taught me that, adult example taught me that, and television taught me that. Everyone is supposed to stay in bed until 10. It’s just human nature! Proposing a 7:15 tee time on Saturday morning is rude. Proposing 6:30 is a war crime. I remember someone at my first job telling me he liked to be at his desk by 7. I didn’t believe him, as there did not seem to be much difference between being at your desk at 7 a.m. and being at your desk at 5 a.m.

What’s the difference if it’s before 9:30? Why would you take a job that required such a thing?!

It turns out, though, that mornings are nicer if you’re not frantic from the moment the snooze alarm pings for the 16th time. Who knew? This past weekend, I was at the Farmers Market at 8. There was no line for coffee (nor was I desperate because I had already had some), the giant stroller delegation wasn’t out in force yet, and the vegetables didn’t look par-cooked by the heat. The leafleters were much less aggressive, too, which was an unexpected bonus. (I lobby every year for the same experiment: the Farmers Market should allow dogs and confine the politically-minded to a special park a block away. This inversion of the current policy would improve the market considerably.)

Where getting up early really shines is on vacation.

day of vacation — and that’s before you factor in stuff like how much shorter lines are first thing in the morning, how much more active zoo animals are, how some summer things are better experienced before the sun is directly overhead, that sort of thing. To turn a five-day trip into six just by changing bedtime and realizing that morning bitterness is not compulsory?

Yes please.

I realize that from here I sound like I am reaching the age and lifestyle Billy Crystal once described as “eating dinner at two in the afternoon, lunch around 10, breakfast the night before.” I know this might be part of the cycle of life and all that, but I still cannot communicate to you how revelatory this is, that getting up at 6:30 isn’t really any more difficult or unpleasant than getting up at 10, and there is way more day ahead of you. It’s about what you’re going to do with it more than anything.

I know there are those who will tell you this is just an issue of attitude, but this is not so. Obviously, it is harder to get up if you open your eyes facing a day of yardwork and errands, but there’s more to it. I had a boss I hated in the early 2000s, and I realized just how much partly by how much easier I found getting out of bed on weekends. Gotta listen to what you are telling yourself sometimes.

I don’t mean to evangelize. Some people tell themselves, correctly, that they prefer to sleep 2 a.m. to 10 a.m., and that they even function better. I’m not arguing that. What I’m discovering is that those hours are not the optimal hours for everyone. It’s as though I never tried running because I was told it was difficult and unpleasant, and then when circumstances forced running, discovered I was great at it and loved it.

Today I got up early to write this.

Tomorrow, perhaps I will get up early and think about what other features of life, which I take as fact, might really be things I am wrong about.
