Instituting a policy restricting nepotism in hiring in village government will be a priority under Mayor-elect Rory Hoskins, who will be sworn into office on May 13. Only the

school districts in Forest Park have instituted policies governing nepotism in hiring, despite parents from other taxing bodies hiring their children as either full- or part-time staff.

“I just think we need to do things with a little bit of more transparency,” Hoskins said. “It’s important that the pub-

lic know the rules and know when positions are becoming available and people have the chance to apply for them and compete for them. I think, for the most part, we have a really good workforce in Forest Park, but we don’t get everything See NEPOTISM on page 16

Tales of a Forest Park private detective

Here’s a column from 2013: hat’s it like to be a private detective in Forest Park? Well, since I’m a private detective, you’re asking the right person.

There are many misconceptions about private detective work. No, I don’t carry a gun, and I’ve never been struck in the back of the head after entering a dark room. I work on several assignments at a time and never spend a two-hour movie or 300-page novel solving one case.

My clients are mostly lawyers and insurance companies — not gorgeous blondes with suspicions about their rich husbands.

Most of the claims and lawsuits I investigate arise from car accidents. So I’m continually searching for witnesses and sometimes the drivers themselves.

Finding hard-to-find people is a big part of the job. Contrary to the opinion of everyone I’ve met at a cocktail party, there is no magic software or website that enables me to find the people I’m looking for. If there were, I’d be out of business. No, the people I’m seeking are often hiding from the law, immigration, or at least creditors. They live outside the system of listed telephones, valid driver’s licenses and authentic Social

Security numbers.

So I spend a great deal of time visiting possible addresses, knocking on the doors of strangers. I get addresses that don’t exist, boarded-up houses and people who move every two weeks, whether they need to or not. Mostly, the people I’m looking for, like me, are not home.

When they are home, I sometimes get lied to. Or they may mislead me. Other times, I don’t get the complete truth.

During this door-knocking, I never run across a sultry female who has a fixation for short guys with briefcases.

My dad, who started the business, once stumbled on an apartment full of chorus girls. He said it gave him the incentive to knock on doors for the next 40 years.

I don’t carry a badge but do have a flimsy State ID that no one has ever asked to see. I do very little divorce work and, though the money’s good, no surveillance. I was physically attacked once, but it never got past the shoving, shirt-tearing phase.

I don’t hide behind a newspaper but spend a good deal of time reading and rereading them. Just as I slaughter time at shopping malls, coffee shops and driving ranges waiting for the people I’m chasing to come home.

mundane, I at least have good stories to tell when I get home. The cases themselves can be interesting, in particular the ones involving medical malpractice and environmental pollution. And I meet some very unusual people.

My family has become rather blasé listening to these adventures. For example, one evening I went to a South Side twoflat to find someone and could see family members through the apartment windows.

However, no amount of ringing and pounding would get them to answer the door. A neighbor heard the racket. He came over and flicked a light switch to get their attention, because the family was deaf. My wife’s eyes were glazing over.

“Diane,” I repeated through cupped hands, “the family was deaf !”

Space doesn’t permit me to tell any more quirky stories. But I would like to add that some of my toughest assignments have been in Forest Park. I’ve met some closemouthed individuals, with “No Solicitors” stickers on the door. If you do see me outside the door, don’t worry. I’m not a solicitor. I’m a private detective.

Among honorariums bestowed, officials from the Forest Park police and fire departments gave Calderone a shadow box filled with honorary badges, representatives from the Park District of Forest Park and Forest Park Public Library read resolutions in recognition of Calderone, and District 91 students presented Calderone with a banner, signed by the more than 700 students in the district, which read, “Mayor Anthony T. Calderone, The Kindest Mayor in America.”

“Tony was one of the first people I met when I came to Forest Park,” D91 Superintendent Louis Cavallo told the crowd. “We sat down and I walked away knowing he was passionate for the village and cared deeply

about the schools and cared deeply about the kids.”

He praised Calderone’s willingness to come in and read to students, as well as his support of D91’s “Kindness Week,” when students distributed homemade “kind” stickers to residents, and the village passed a resolution recognizing the initiative. Cavallo said he remembered once walking through the schools and a student asking him, “Are you the Mayor?”

“That tells me one thing; it’s as common for the superintendent to walk through the schools as the mayor,” he said.

State grants closure of Westlake, but saga continues State votes 7-0 to allow closure, Pritzker removes two voters before matter heads to court — again

The months-long attempt by Pipeline Health, the California-based company that also owns West Suburban Medical Center in Oak Park, to close Westlake Hospital in Melrose Park underwent a dramatic twist that involved the governor, just after a state agency approved Pipeline’s application to discontinue services at Westlake.

The Illinois Health Facilities and Services Review Board voted 7-0 on April 30 to allow Pipeline to close the hospital. After the April 30 hearing, Pipeline officials had indicated in an email that they planned to close the hospital by May 3.

On the day of the planned closure, however, a Cook County Circuit Court judge entered a temporary restraining order prohibiting Pipeline Health from closing Westlake at least until 5 p.m. on May 7. The court decision was the result of the village of Melrose Park having filed a complaint for administrative review of the state board’s ruling.

In an April 26 letter to the review board, Ari

Scharg, Melrose Park’s attorney, urged board members to defer a decision on Pipeline’s application to discontinue services at Westlake until a lawsuit that Melrose Park filed against Pipeline in March alleging fraud and conspiracy during the purchase process is resolved and an “equitable transition of Westlake to a new owner” is completed.

Hours before the unanimous vote on April 30, the Review Board issued a 4-3 decision in favor of postponing the closure while the lawsuit played out, but without a 5-person majority the board could not make a final decision, the Chicago Sun-Times reported.

The Review Board has one seat that needs to be filled and one member was absent.

On May 6, Gov. J.B. Pritzker’s administration announced that the governor was withdrawing the nominations of two Review Board members — Julie Hamos and Michael Geldner — who voted against delaying the closure, according to the Capitol Fax blog.

In a statement, Pritzker’s office said that he would replace the members with appointees “who more closely share the governor’s vision for hospitals around the state. We ap-

preciate their willingness to serve. The governor’s priority is to work with communities to ensure their health care needs are met.”

“It’s a good start,” said state Rep. Emanuel “Chris” Welch (7th), whose district includes Westlake’s service area. “He never should have appointed them in the first place.

Those two have never done anything to help poor people. Now the governor needs to do more to ensure our community continues to have access to healthcare.”

Welch said that the governor should call for a re-vote on the closure. He also joined state Rep. Kathleen Willis (77th) and Melrose Park Mayor Ron Serpico in calling for Illinois Attorney General Kwame Raoul to intervene.

“Raoul was elected on a platform of access to healthcare,” the three lawmakers wrote in a joint Op-Ed published in the Chicago Sun-Times on May 6. “He now has the opportunity to stop an out of state investment company from stripping healthcare access away from 40,000 low income, minority people.”

Scharg said that on Tuesday a judge was

scheduled to decide “whether we have a reasonable likelihood of success and if so, may stay the implementation of the board’s ruling until she enters a decision on the lawsuit.”

Local creates custom clothing site Dana Todd was inspired to create Balodana after being unable to find flattering clothing

After the age of 35, Forest Park resident Dana Todd said the experience of shopping for clothing felt dismal at best.

That’s why she launched her made to measure clothing website Balodana in December 2018.

“I had a fashion crisis when my hair went grey,” Todd said. “If you try to have cool clothes and don’t have the body of a 20-year-old, it’s hard. Like most women, I blamed myself and my body because I couldn’t find clothes I liked for my body, even from higher end brands.”

Todd called the fashion industry a “broken system,” because of the way most brands mass produce limited sizes, which leads to environmental degradation and women feeling insecure in ill-fitting clothing. Todd says that she seeks to inspire women to enjoy their clothing and their bodies by purchasing items that fit their unique measurements.

Balodana operates much like Amazon and Etsy. Customers input their exact measurements into a custom “fit profile.” From there, customers can choose from more than 500 items made by 10 different designers across the globe.

Once items are selected, designers custom make the clothing based on the customer’s personal measurements, ensuring proper fit. According to the Balodana website, the items take one to three weeks to create and ship and, with clothing that fits properly, customers save time because they don’t

have to make returns.

Before Balodana, Todd, a native of Texas and Oklahoma, started her career in digital marketing in 1997, owning her first company at age 30. But outside of her career, Todd was always passionate about custom fashion.

Todd sought out an alternative way to find clothing that she enjoyed, and she began ordering her clothing from a Romanian designer on Etsy, who custom stitched items to fit Todd’s exact measurements. The experience was empowering for Todd, who found communicating directly with the maker of her clothing to be a special experience.

“She really listened to me. I understood [the relationship] our parents felt with dressmakers,” said Todd.

After travelling to Romania and meeting her designer, Todd sketched out a rough business plan on a napkin for a website where customers could order made to order clothing from a variety of designers and tailors. By the end of her trip she had four designers signed on to join the website.

For Todd, a core focus of Balodana is sustainability, which they see as going hand-in-hand with made to measure clothing due to the decreased need for returns and unwasted fabric from mass production.

“With made-to-measure clothing, there are not 10,000 pieces of the same piece of mass-produced clothing sitting in a warehouse unpurchased,” said Todd.

who make them, an experience that was the standard when tailoring was still a widespread trade.

Key to rekindling that personalized relationship, said Todd, is using personalized measurements.

“Women attach their sense of selfworth to the letters and numbers of sizes, but those sizes are arbitrary because they are not uniform across DANA TODD all brands. Women blame themselves when they should be blaming the system,” said Todd.

She added: “Current sizing is confusing and frustrating.

We’ve been taught for the past 40 years to define our bodies by one letter and one number. With personal measurements, women are able to see their true numbers.”

One of the biggest hurdles is motivating women to take the extra step of getting measured, which can be difficult to do on one’s own, Todd said. Balodana uses a specific measurement guide, and Todd encourages customers to get their measurements taken at a tailoring shop for accuracy.

While certain brands offer made to measure clothing, Balodana is the only businesses creating a marketplace of designers, according to Todd. Todd sees that as an opportunity rather than an impediment.

“I love creating new things,” she said.

Todd said she sees an opportunity to bring fashion tech back to the United States, and back to Chicago, which she said was once a hub of retail and fashion.

Along with reconnecting women to the source of their clothing and their true sizes, Todd hopes to bring excitement back to tailoring and clothing design, as the artisans who create clothing are as necessary as customers.

“The young workforce doesn’t see tailoring as a viable career option,” Todd said. “But there is no shame in loving to make clothes. There is joy and fulfilment in making a garment.”

Man charged with fighting CTA employee Police responded to the CTA Forest Park Blue Line stop, 711 Desplaines Ave., at 4:22 p.m. on May 2, on a call that a Chicago man attempted to fight a transit employee.

A CTA employee told police she entered the motor cab and found the Chicago man, 36, standing inside. The man threatened the woman, saying “I’ll beat your [expletive],” and swung his fists at her.

Officers entered the train car and found the Chicago man inside smoking a cigarette.

Police told the man to extinguish his ciga-

rette. The man balled his fists, puffed his chest and said he would “bash” the officers’ faces in. Police restrained his arms behind his back and handcuffed him. When asked if he had any weapons, the man replied, “My fists are my weapons.”

He was charged with aggravated assault.

Possession of controlled substance Police watched a man swallow a pink powdery substance as he pumped gas at Citgo, 601 Harlem Ave., about midnight on May 5.

He then threw the bag that contained the powdery substance out the window.

Officers asked the man what was inside the discarded bag. He told police there was ecstasy in the bag but there was none left. Police asked him if there were additional drugs inside the vehicle and the man said no.

When he exited the car, officers said they saw a bag containing two pills sticking out of the man’s sock. They also recovered a bag of cannabis in the man’s shoe. As police searched the driver, two passengers

Cellphone stolen from Citgo A man stole a cellphone from a Nissan Murano parked at Citgo, 7400 W. Roosevelt Road, about 10:10 p.m. on May 2.

The victim told police she went inside the gas station to pay for gas, when a Cadillac pulled up next to her window. She said she saw a man get out of the Cadillac and enter her car and take her cellphone.

At some point between 7 p.m. on May 2 and 7:40 a.m. on May 3, someone broke into several cars and multiple storage lockers in a parking garage on the 200 block of Marengo Avenue.

A burglar stole about $1,200 worth of items inside a Kia, with the victim saying his laptop, backpack, garage door opener, planning books and more were taken. A garage door opener, handicap sign, windbreaker and $40 cash were stolen from a Toyota Avalon parked nearby. Various tools were also taken from a storage locker in the parking garage, as well as a wagon valued at $90. Another victim told officers that multiple pans, old bike tools and a stove totaling $100 were taken from his storage locker. Police observed multiple storage lockers and vehicles broken into.

The Forest Park Police Department reminds residents to lock, and not keep valuables inside, their cars.

Man with knife threatens commuters Police responded to the CTA Forest Park Blue Line stop, 711 Desplaines Ave., at 10:27 a.m. on May 5, on a call that a man with a knife was threatening commuters.

As officers entered the bus terminal, a man yelled, “That guy just threatened me with a knife. Be careful. He has a knife.” The victim told police he was standing at the bus station when the man, 63, a resident of Chicago, came up to him, allegedly waved a knife in his face and said, “Man, I’ll kill you.” Police ordered the Chicago man off the bus and uncovered a folding pocket knife in his back pants pocket.

The man broke free and ran away.

Police chased the man and eventually apprehended him on the 600 block of Desplaines Avenue.

He was charged with aggravated assault and resisting and obstructing an officer.

These items were obtained from police reports filed by the Forest Park Police Department, April 29-May 6, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Realtor wants to bring Mayberry to Madison Street Auxiliary officer turned realtor is a big fan of ‘The Andy Griffith Show’

Realtor Dean Pelafas is looking for the perfect tenant for his recentlypurchased building at 7504 W. Madison Street. And he’s got a few ideas in mind.

Pelafas, a former Forest Park auxiliary officer and “big time” fan of The Andy Griffith Show, dreams of turning the old antique shop he purchased into a Floyd’s Barbershop — but not like the trendy Floyd’s 99 Barbershop franchise in Chicago.

Pelafas is looking to recreate the one in the show, with that old-time feel, homemade pies offered, a place where residents can constantly hang. He said he dreamed up the idea after Chicago Magazine named the village “Most Mayberryest” in a March feature, with the magazine calling out Brown Cow Ice Cream Parlor for its ice cream and the village’s “old-timey” street lamps, and recommended spending a Saturday at a curbside pub.

“In The Andy Griffith Show, one of the characters is Floyd the barber. All the characters hung out, all of them congregated in the barbershop,” Pelafas said. “When I saw this article that Forest Park is Mayberry in the near western suburbs, I got the idea to bring a barber. But somebody needs to call it Floyd’s Barbershop, like as a shoot off of the Mayberry thing.

“I just want to give it that hometown feel. Forest Park Madison Street is such a high-traffic street, trendy, with antique stores up and down the street; it needs a neighborhood barbershop where they could see chocolate or taffy apples, go in and get your haircut, get a cup of coffee.”

Pelafas said he and a partner closed on the building on April 1.

Diversity Commission plans Pride celebration The Diversity Commission will celebrate Pride in Forest Park for the first time on June 22

He’s since added a Barney Fife mannequin — Barney being the lovable but high-strung police officer in The Andy Griffith Show — to the front window advertising the space. Occasionally, Pelafas said he drives by the space in his Mayberry squad car, a vehicle from the show’s set that he bought a few years ago.

“It was just a great show,” Pelafas said. “It shows a time of simplicity, a time of good morals, a time of discipline, and you don’t see a lot of that in today’s culture. It’s fast-moving, very electronic now. It was all about good values, about family.”

Pelafas said he grew up in River Forest and eventually went on to serve as a Forest Park auxiliary officer for about 13 years with current Village Administrator Tim Gillian and outgoing Mayor Anthony Calderone.

He said he’s seen probably every

episode of The Andy Griffith Show 10 times. But his favorite episode is named “Citizen’s Arrest,” in which the deputy sheriff overzealously arrests people for jaywalking, accidentally littering, and other small crimes. Eventually a Mayberry resident (Gomer Pyle) pulls a “citizen’s arrest” and arrests the sheriff for parking in a no parking zone.

“It’s a real feel-good, good-morals type of program. Barney Fife is hysterical,” said Pelafas, who has his real estate office in River Forest and is an Elmhurst resident.

He’s got one potential tenant — artists from Black Moon Gallery & Studio in Oak Park are looking to set up a separate studio — but he’d also like to bring something like a pretzel shop to the village too.

“I simply love Forest Park; I own apartment buildings too,” he said.

D91 board members sworn in, officers elected During a special meeting held on April 30, the two new and one incumbent elected to the Forest Park District 91 Board of Education were sworn into office.

Shannon Wood was elected for her first four-year term—she had served two years previously—and voted in as board secretary. New members Monique Cotton Yancy and Katherine Valleau were also sworn into office.

The board voted for Kyra Tyler to serve as board presi-

dent, after Tyler served nearly three months as vice president of the board. She replaces Kim Rostello in the role, who will now serve as vice president of the board.

D91’s board was recently reorganized in February, after longtime head Mary Win Connor immediately resigned from the post due to health issues.

Mary Win Connor and her husband, Eric Connor, continue to serve on the board.

The Forest Park Diversity Commission has announced plans to celebrate Lesbian Gay Bisexual Transgender Queer (LGBTQ) Pride Month with a Forest Park Pride Celebration from 11 a.m. to 3 p.m. on June 22 in the parking lot of Constitution Court in the 7400 block of Madison Street.

According to Cecilia Boyd of the Diversity Commission, this will be a first for village but added she hopes it also will not be the last.

“We haven’t celebrated before,” she said. “Now’s the time.”

The Village Council added its support for the celebration, voting 5-0 at the April 22 meeting to grant approval to the Diversity Commission to use the Constitution Court parking lot for the event.

“I am excited that the Diversity Commission is stepping up and offering this opportunity for the community,” Mayor Anthony Calderone said.

Noting that village officials have been “pushing” the commission, Boyd said, “We appreciate their support.”

With organizers still in the planning stage, few details other than day, time and location are known.

“We’re trying to figure out ways to tap into the LGBTQ community,” Boyd said.

She said the Diversity Commission has been working with the Forest Park Historical Society to research LGBTQ presence in the village in the past and has asked the Forest Park Public Library to assemble a list of books available at the library written

by LGBTQ authors or featuring LGBTQ themes.

“The Forest Park Diversity Commission will host a pride celebration with family friendly activities, entertainment and educational resources on LGBTQ history,” commission members said in a written request for support to village officials. “The celebration will convene community members, local participating businesses and surrounding communities to celebrate the LGBTQ community in Forest Park.”

Boyd said the Diversity Commission also is reaching out to officials at Forest Park District 91schools and Proviso Township High School District 209.

“We see the need for kids to be involved,” she added.

Organizers also are hoping for support from the Forest Park Chamber of Commerce and Development and its members, stating in their written request that they will encourage all attendees to visit local Forest Park businesses and take part in “pride celebration deals” indicated by the participating businesses.

Organizers are seeking support to purchase refreshments and snacks for pride celebration attendees, which they estimate will be 150.

Boyd said reception to the idea of a Pride Celebration in Forest Park has gone “really well,” noting the local event will not conflict with the Chicago Pride Parade, which will be held on June 30.

“My goal is to get the word out to as many people as we can,” she said. “We need to get people comfortable with Pride.”

Established by the Village Council in May 2016, the Diversity Commission is designed to be a resource for experience and information on diversity issues and to serve in an advisory capacity to the mayor and Village Council.

Proviso East grad fights for educational representation Andrea Evans is part of an Illinois-wide effort to get more students of color into teaching

Back when Andrea Evans attended Proviso East High School, she said her teachers never touched on black history.

“It was neglectful,” said Evans, who identifies as black and AfricanAmerican.

It was only when she attended the University of Illinois at Chicago, did Evans enroll in her first African-American history class.

As an honors student at Proviso East, Evans was exposed to a variety of subjects at a high level. But she thinks there’s a specific reason why her teachers didn’t spend time on African-American history.

This year’s rankings featured a revamped methodology and many more schools.

“Now more than 17,000 schools nationwide are numerically ranked – up from last year’s 2,700 schools,” U.S. News officials explained in a press release issued April 30.

“By evaluating more schools than ever before, the new edition expands that focus so all communities can see which schools in their area are successfully serving their students – including historically underserved populations,” said Anita Narayan, the managing editor of education at U.S. News.

In the April 30 release, U.S. News officials said that “2019 Best High Schools rankings take a holistic approach to evaluating schools, looking at six factors: college readiness, reading and math proficiency, reading and math performance, underserved student performance, college curriculum breadth and graduation rates.”

Hoskins said he was referring to the hire of John Ryan Doss at the village’s public works department as “rushed through.” John Ryan was hired as a public works driver about three years ago by his father and department head John Doss, with Mayor Anthony Calderone and Commissioners Rachell Entler and Dan Novak approving the move.

Doss said he hired his son without advertising the position to external candidates, following hiring protocol since he started as department head about 11 years ago, with open positions advertised first to those who served as summer help, then to current village staff and then posted externally. John Ryan earns $29.62 hourly—or, at least $61,600 annually— which Doss said is the same as everyone else in his position.

“I think corrupt is sort of a crazy word to be used for helping out my son,” Doss said, adding that John Ryan did not want to be interviewed for this article.

Doss said his son came to him as summer help, asking if he would consider hiring him since he decided he didn’t want to return to college. He said, at first, he thought it would be a little awkward with his son working for him, but now views John Ryan as an asset to the department. He said that John Ryan is “content” in his current position and that he doesn’t think he holds ambition to serve as executive director of the department, or elsewhere in public works.

“I expect the best out of all my workers, but I expect a little bit more out of my son,” Doss said.

During his time as department head, Doss said he’s hired four people, two who previously served as summer help for public works and two who were transfers from other village departments. The public works department is comprised of 16 people, all of whom are white men. Doss said he believes the village’s union dictates the public works hiring process.

“It’s been successful for us,” Doss said of the village’s hiring, since it saves time on staff training. He said he had no comment on what, if any, shortcomings there could be to this approach, and said he did not believe nepotism hiring was a problem in Forest Park.

“If they had [a nepotism policy], I would adhere to it. I just don’t think there’s a problem with it,” Doss said.

Hoskins said that, while he thinks the public works department does a “great job,” he views the hiring of John Ryan as “problematic.” Hoskins noted that his daughter previously worked at the Howard Mohr Community Center, and his son served as summer help for the village’s public works department, but that it was important to him that they did not work in those positions while he had previously served as commissioner.

“Optics, I think, matter,” Hoskins said. “So that people have faith in government, trust in government.”

After he assumes office, Hoskins said the village will aim to update its handbook outlining how hires are made, as well as the village website.

“Look at what other villages our size are doing, other units of government are doing and do what makes sense to fit our circumstances,” he said.

He said he was unsure about current hiring policies at the village, but that he did not view nepotism hiring as a problem in Forest Park.

“I think right now we have a perception problem, so we’ll look at the policy,” Hoskins said.

John Ryan Doss isn’t the only member of the Doss family to work at a public agency in Forest Park.

In May 2018, his brother Andrew Doss was hired as the manager and athletic supervisor at the Roos Recreation Center, where he earns $41,000 per year. Andrew holds a bachelor’s degree in recreation and administration from

How D91 instituted its nepotism policy Forest Park District 91 instituted a policy on nepotism about a decade ago, after a principal at Grant-White Elementary School hired her daughter for a temporary position.

“I believe that a nepotism policy is important to have, just as a public image. We don’t want people to believe that we are giving favors to individuals that are related to people. The other important aspect too is that we’re hiring the best qualified candidates for every position,” Superintendent Louis Cavallo said.

He added: “I have been to other places where favors lend themselves to other favors. You don’t want to get into that, ‘If you hire my nephew, we’ll provide this for you.’ It was never an issue here but we don’t want to be in that position either.”

The district’s nepotism policy prohibits D91 board members and staff from having direct supervision of full- or part-time employees, as well as a say in salary or disciplinary conversations related to their relatives.

D91 board members must notify the

board president of any family members employed by the district. The policy does not apply to “short-term, temporary employees such as substitute teachers, summer help, or game workers.” Cavallo said that exception was made since “there wasn’t a lot of people jumping at those positions.”

He said the district has always legally outlined what it means to hire “highly qualified individuals” — in regard to proper licensure and years of experience — and currently aims to hire more teachers of color.

“Right now, we have been really taking a look at our hiring practices, hiring more teachers of color, it’s part of our equity imperative,” Cavallo said.

He said he wasn’t sure how common adopting nepotism policies were for school districts but recommended instituting guidelines since, “it avoids conflicts of interest, it instills confidence to the public, [and] it allows you to hire a broad range of candidates.” Cavallo said the principal who hired her daughter as a temporary instructional assistant is no

Illinois State University and had worked full-time for the Park District of Forest Park since May 2017 and part-time for the organization since May 2009.

His father, John Doss, serves as vice president of the park district board. Andrew referred all questions about his hiring to Jackie Iovinelli, executive director of the park district.

“I can speak on behalf of Andrew as his supervisor, and he’s one of the best employees we have here,” she said. “If I worked here or worked two towns over, I would hire him in a heartbeat.”

Iovinelli said the park district does not have a policy outlining nepotism hiring, and that it hasn’t really been an issue in the eight months she has served in the position.

“It’s something that, if it did become an issue or residents would bring it up to us, we would definitely bring that policy or any policy to the board to address,” she said.

John Doss said that, during his three terms on the board, the park district’s executive director has done all the hiring. He said any claim that former executive director Larry Piekarz hired his son as a favor to him is “false.” The Review was unable to contact Piekarz.

“I’ve never been asked for approval to hire anybody. They do all the hiring. We only do the hiring of the director,” he said.

Doss said he was unsure of the park district’s past hiring policy but that now all open positions have been posted on the Illinois Park and Recreation Association website.

“I’m not saying whether that’s good or bad, I’m just saying this is the way our new director does it,” he said. “To be honest, I’ve been happy with 99 percent of the hires in the park district. Whatever they’re doing, I don’t think it’s broken.

They’ve got a great staff, great team.”

Hoskins declined to comment on Andrew Doss’ hiring, or the hiring of Joseph Aftanas as an auxiliary officer with the Forest Park Police Department.

The Better Government Association (BGA) recently reported that Police Chief Thomas Aftanas hired his son Joseph in August 2015 to serve as a part-time auxiliary officer.

longer with the district. He said her hire, while qualified, inspired him to discuss instituting a nepotism policy with the district, since it was best practice. Cavallo said the district’s attorneys drafted the nepotism policy in conjunction with the board’s legal committee.

“Nepotism policies are good practice, you should not wait until it is something that occurs,” Cavallo said.

“In the case of the principal hiring her daughter, we had no policy in place, no reason for board to say, ‘No, don’t make that hire.’ You don’t want to be in that position.”

He said that, since adopting the policy, the district has had no problems related to nepotism. He said he didn’t think Forest Park had a problem with nepotism hires either.

“This is a small village, everyone’s related to everyone,” Cavallo said.

“We often make jokes that there are seven degrees of separation in Forest Park, it’s hard not to hire someone that’s related to someone.”

Joseph worked 47 volunteer hours, the second-most on the auxiliary force; 11.5 paid hours, the fifth-most on the force; and 58.5 total hours, the fourth-most on the force. The 20-person auxiliary force includes three women — although two recently quit, Aftanas said — and four black officers. All auxiliary officers earn $15.12 per hour. To qualify for the position, individuals must be at least 21-years old, pass a background check and complete a 40-hour gun training course.

Auxiliary officers’ main duties are crowd and traffic control and, Aftanas said, contrary to the BGA report, auxiliary officers have not done foot patrols on Madison Street in years.

Most auxiliary officers do not hold aspirations to become full-time officers, Aftanas said, “they just want to stay close to the community and enjoy doing it.”

“All I ask is, other people, would they give their son or daughter an opportunity if they were qualified? If my kid were an idiot and I thought he was going to make me look bad I wouldn’t have hired him,” Aftanas said.

He added that Joseph is set to graduate from a local college with a degree in criminal justice in a few months, and that he did not want to be interviewed for this article.

Even if he wanted to, Aftanas said, he could not make Joseph a full-time officer, since state law dictates hiring at the police department. While Joseph does eventually want to be a full-time police officer, Aftanas said he does not want to work in Forest Park.

“He has no desire to take the test here and try to work in Forest Park because I’m the chief here. I think he thinks he would be scrutinized even more by everybody here, ‘It’s the chief ’s kid.’ In a way, I can’t blame him,” Aftanas said.

Aftanas said he was not sure of the future of the department’s auxiliary force after the BGA investigation, which was launched after a burglar stole an auxiliary officer’s gun and later used it to fatally shoot a man in Forest Park. He said that Hoskins said he wants to talk to him about the program, but that they had not yet set a date to talk.

Hoskins said he hopes to talk with Aftanas “fairly soon.”

“We’re going to make sure all of our staff, whether auxiliary or public works or clerks, have the best training possible,” Hoskins said.

Mayor Calderone

A

good crowd gathered last Wednesday at the Roos Rec Center for a farewell to Mayor Tony Calderone as he comes to the close of his final term as mayor. It was a warm and affectionate affair as both local public officials and ordinary Forest Parkers took the opportunity to thank Calderone for his 20 years in the head chair.

We add our thanks, too. While the Review has had its disagreements over policy with Calderone, there are many times when we believe he offered strong and capable leadership in what have been challenging times for any small community. And always we have known that Calderone has nothing but passion for his hometown. That is always clear.

Going back two decades, Tony Calderone gets credit for getting Forest Park unstuck from a very passive approach to governing. He arrived in the mayor’s office as the progressive voice for change. Specifically, and never by himself, Calderone helped drive a bold remaking of Madison Street, a downtown in genuine trouble when he arrived. He became the welcoming face of the village in recruiting new retail and restaurant uses to the street. He oversaw the implementation of a terrific streetscaping project. He saw the value, both within town and drawing visitors from the city, in an array of great events.

He championed the acquisition of the 11 acres at the Altenheim, a visionary stance that preserved this critical open space. The new mayor and council will now have to find a middle ground between development and open space.

Under his watch, housing values have improved, investment in our very diverse housing stock has accelerated, and some sense was made of Forest Park’s chaotic zoning policies. Multiple TIF districts were created to build a cash flow for improvements and to offer incentives to developers. Under Calderone, Forest Park became more connected to neighboring communities and the region overall. He worked effectively with local state legislators to bring money home for an array of projects from Roosevelt Road’s redo to the west stretch of Madison where a strong partnership was created with River Forest for improvements.

The garbage got picked up and, man, did the snow ever get plowed. Maybe most important was his constant presence in moments where he took the spotlight, and in many more moments when he worked quietly to offer help, to solve a problem.

And in this editorial, Mr. Mayor, there is no “but” coming.

Just a sincere thanks.

FPMS students write state about 290 expansion I am from Forest Park Middle School and I and my classmates have been doing a project to help the community of Forest Park. We thought it would be a good thing to let the community of Forest Park know how we are trying to help. Below is something we typed up about our project.

Over the past two years, a group of Forest Park Middle School students has been working on a project really hard. Students are a part of Our American Voice, a program where students learn about civics and encourages students to be involved in their community.

They brainstormed how they could help the community last year and thought pedestrian safety was the biggest concern. Students think that the bridge sidewalk is very narrow and dangerous and they care about Forest Park citizens safety. Students surveyed the community through interviews in person on Madison Street and also sent out a Google form. They discovered town members

agreed and reached out John Doss. They have met with Forest Park officials, Tim Gillian and John Doss. Gillian and Doss did put in a proposal to the state the students’ sidewalk expansion idea, but the 290 expansion has not been approved by the state yet.

Mr. Gillian explained the difficulties of expanding the bridge and sidewalk and proposed the students reach out to IDOT. They sent letters to IDOT using the engineer’s suggestions and they are going to put a sign on both sides of the bridge warning cars of pedestrian traffic.

They are hoping these signs will help make those walking on the narrow sidewalks safer.

ComEd opens Icebox Derby scholarship This summer, 30 young women from the Chicago area will build both high-tech racecars and pathways to their futures in science, technology, engineering and math (STEM). Girls can apply now for the sixthannual ComEd Icebox Derby, a competition that challenges teens from across Chicagoland to transform recycled refrigerators into electric and solar-powered racecars.

PUBLIC NOTICE Public Meeting Notification Village of Brookfield Candy Cane Park Master Plan The Village of Brookfield conducted a planning initiative to identify improvements for Candy Cane Park in 2015 and developed a Master Plan for the park.
