scape of Forest Park has changed since the dawn of the 20th century.

Last year, the Proviso Township High Schools District 209 community was traumatized after two Proviso East sophomores — both 15-year-old Hispanics — died by suicide within three weeks.

As the Proviso Township community grieved, a ray of hope came in the form of a letter from a school an hour and a half away in Milwaukee.

“Dear friends,” the letter begins. “We heard you are feeling sad. We hope you feel better soon. Maybe one day we will meet See MILWAUKEE on page 10

The mob informant and the nun, Part II

W

hen William “BJ” Jahoda came to Springfield in 1997 to address a conference on combatting legalized gambling, his travel companion was Pastor Tom Grey. Grey had met Jahoda, when he testified from behind a screen to the House of Representatives Judiciary Committee in 1995. Grey was a longtime opponent of state-sanctioned gambling. He thought, “There’s got to be truth if a mob guy and a minister see eye-to-eye.”

Jahoda proposed a get-together. They met on March 4, 1996 at the University of Maryland.

Students had been alerted that a man named “Bobby J.” was going to discuss gambling and that no photographs were permitted.

Bobby J. warned the students about the dangers of gambling.

He told them how “gambling could turn a million dollars into two pizzas and a six-pack.”

Grey was captivated by Jahoda. They became friends and comrades in a common cause. For six years, they traveled coast-to-coast, speaking at college campuses.

“60 Minutes” spotlighted their efforts.

When they journeyed to Springfield, Grey called his longtime friend Sister Pauletta Overbeck, who had provided accommodations in the past. She agreed to put them up in the convent. Jahoda needed to keep a low profile after his cooperation with federal

authorities on mob activities.

Sister Pauletta grew up in the tiny hamlet of Dietrich, Illinois, where her parents ran a boarding house. Among their guests were Chicago mobsters who came down to vacation. She became a foe of organized crime early in life.

After she became a Dominican nun, an order that has opposed gambling since the 1500s, she joined an organization called Illinois Action on Alcohol and Addiction Problems (ILCAAAP). It had been established in 1898 as the Anti-Saloon League. In 1992, they added gambling as an “area of prevention.” Sister Pauletta became secretary of this Springfieldbased organization. She worked with Executive Director Anita Bedell for 20 years.

Bedell remembers the day Grey brought “Sonny” to Springfield to speak to the conference and students at a Lutheran high school. She recalled Jahoda blasting gambling boats as “pirate ships.”

Bedell said Jahoda was an engaging speaker with a colorful background.

Grey would agree. “You could have the IQ of a canned ham,” Jahoda would say, “And play a slot machine.” He had a good sense of humor and charm to spare. Sister Pauletta looked “ageless” in her 80s, Grey recalled. He described her as a “saintly person” and said she and “Sonny” charmed

each other.

Jahoda continued his anti-gambling crusade for the rest of his life. When he died of liver disease, on May 7, 2004, at the age of 61, he was working at a mission in Omaha, while heading a group he had formed, Americans Against Gambling.

Grey attended Jahoda’s wake at Zimmerman-Ehringer Funeral Home in Forest Park. The mourners were an odd mix of old friends from his unsavory days and the federal agents, prosecutors and judges who had grown to admire him. If he were alive today, Jahoda would have opposed video gaming in Forest Park. He would have celebrated the successful effort of a citizens group to defeat video gambling at the polls.

Bedell calls video gaming the “crack” of gambling. It is not “entertainment” but an adrenaline rush that affects the brain like narcotics. She said that women are especially vulnerable to gambling addiction.

That is why the video gaming parlors that are springing up bear the names of women.

One of the special women in Jahoda’s life was Sister Pauletta, who died at the age of 103, on Oct. 13, 2018. After he left the convent following the Springfield visit, Jahoda wrote her a heartfelt letter and included a picture of bluebirds, “From the two blue birds, Tom and BJ.” Bluebirds are a symbol of happiness and that is what “Sonny” had finally found.

Commission candidates debate unity, development The nine who are running discuss growth, transparency and unity

Calls to bring residents together while also stopping the growing deficit highlighted a commissioner candidate forum sponsored by the League of Women Voters of Oak Park-River Forest on Feb. 19.

“Everyone talks about the budget because we want to be able to do things for our community,” Martin Tellalian said. “We want to have a thriving community, we want to continue the great services that we have, but we’re limited by our resources. So we have to find a way to get the word out there so we can continue to have this great place to live.”

Commissioners must look closely at the village’s costs and conserve spending wherever possible, Tellalian said, adding that the village should develop a portion of the village-owned Altenheim property and better market the community to businesses.

“In four years, I want to be able to say that we got the word out about what kind of town we are. … That will be represented in businesses wanting to move in,” he said. “If one of them fails, like what recently happened at HOBO, we want people to be lining up and saying, ‘I want to be a part of that.’”

Jessica Voogd, a candidate running as part of the Forest Park Forward slate, agreed that the village needs to do a lineby-line audit of its budget, as well as better market itself to customers.

“If we can update our village website, get more people involved, coming into the village, we can start producing sales revenue,” she said.

Dan Novak said the village has had some “great budget workshops” over the last few years, where officials have combed through every expense to cut costs. In the nearly four years he’s been commissioner, Novak said the council has also increased business and resident fees. He believes the village needs to come up with a long-term economic plan.

“Businesses are key, customer service is key, we’ve got to treat our businesses like residents,” Novak said. “They have a great stake in this village and we should be proud to have them.”

John Kubricht, a member of Forest Park Forward, said commissioners should be working with the mayor to recruit new businesses.

“It’s not just the department of finances; it’s all four commissioners and the mayor.

They need to go out and solicit local businesses to come to Forest Park,” he said.

Ryan Nero said the village needed to continue its efforts with the chamber of com-

merce, develop the Altenheim property and make sure it’s “business-friendly” by streamlining its processes and offering resources.

“We have the tools to make sure that they foster growth, right? We must make sure that they have incentives, outreach, job training programs,” he said.

Joe Byrnes, an incumbent commissioner, said the Economic Development Commission should be used to help local startups develop business plans and secure loans from banks.

“But the main thing that we have to do is we have to deal with the people who own those buildings,” Byrnes said. “Higher rents are not going to keep businesses. Rents that people can afford are going to keep businesses in there.”

Byrnes added that the village should work to secure an estimated $250,000 ambulance contract with the Hines Veterans Hospital.

Ryan Russ said the village needed to collect on unpaid parking tickets.

“That’s money that is owed to us; we should look that way and get what’s owed to us,” he said. “I think I’m not the smartest guy in the room, but we have financial advisors and people of that nature to help us with that planning. So let’s listen to those people.”

Mark Boroughf, a member of Forest Park Forward, agreed the village needed to hire a collection agency to recoup an estimated $300,000 in overdue tickets. He also said the village should better market its federal Small Business Administration office.

“Those are hard to come by,” Boroughf said.

Julianne Bonwit, a member of Forest Park Forward, said the village budget is hard to access because it’s not posted online, which she said spoke to a larger issue of transparency in the village. Bonwit was inspired to run for commissioner after encountering communication difficulties over how to add a stop sign near Garfield Elementary School.

“I found it was hard to navigate through local government, and I want to make that easier. I want to make it easier to access for everyone,” she said.

Voogd also called for easier access to information.

“We need a respectful responsiveness from our government officials, and I think that’s reality,” she said. “I think we can utilize that approach as we deal with anything from economic development to a greater,

Economic development talk of mayoral forum Hoskins, Harris debate development, engagement at League of Women Voters forum

A crowd of about 70 packed the auditorium of Forest Park Middle School on Feb. 19, listening to mayoral candidates Rory Hoskins and Chris Harris broadly outline their platforms.

Both Hoskins and Harris served as commissioners on the village council—Hoskins for eight years and Harris for four years— and went on to unsuccessfully challenge Emanuel “Chris” Welch for state representative of the seventh district. In 2015, Harris also challenged Mayor Anthony Calderone for the village’s top spot. He lost that race, and Hoskins endorsed Calderone.

“I spoke truth to power when necessary and advanced the ideas that I think we all believe in,” Harris said at the forum, which was sponsored by the League of Women Voters of Oak Park and River Forest.

He said he believes the state will legalize adult use of recreational marijuana, which will help fill the approximately $300,000 budget hole video gambling left. He called the village’s budget shortfall a “major issue,” saying that the village needs to aggressively pursue grant funding, collect unpaid village tickets, and invest in the Chamber of Com-

merce. The village has projected a $1.89 million budget shortfall this fiscal year.

“Right now, the chamber has restarted the economic development committee (EDC) without the complete support of village hall, which I think is a little bit of a mistake.

I think you need an all-in approach,” Harris said. “I think you need the local banks in with the village, I think you need to be, as a mayor, you’re out recruiting businesses individually. It’s not just an effort of the EDC.” Hoskins said expanding the village’s economic base was its “number one problem,” saying that he’d like to reduce the village’s operating expenses, see the village engage in a marketing campaign similar to Bedford Park’s commercials on WBBM radio, consistently support the Chamber of Commerce and develop a section of the Altenheim property.

He called developing a portion of the villageowned property his first priority as mayor.

“Expanding our economic base by developing portions of that property does not have to be mutually exclusive from keeping green space there,” he said, calling the ad hoc Cultural Park committee’s proposal for how to develop the space a “great starting point.”

Harris said he’s “100 percent” behind the ad hoc Cultural Park committee’s plans, and likewise believes the front part of the

property that faces Madison Street could be sold off and developed into a boutique hotel, which he said could help fund the plans for the back.

“Our events, our getting together, our interacting with our neighbors, that’s one of our strengths,” Harris said. “Fourth of July, RibFest, these are the things that bring us together and getting people out from behind their keyboards and back talking to each other is a very important thing.”

He said face-to-face conversations were key to healing “the divide in town.”

Hoskins said he believed healing over the video gaming referendum would happen organically.

“You have to make everyone feel like they’re heard, you have to continue dialogue, you have to make people feel like they’re involved in the village planning,” he said. “The next mayor should just be accessible, should be a good listener and should work to hear all sides of peoples concerns.”

He called for increasing funding to the village’s Diversity Commission—“their budget is a mere $2,000 and that’s not a lot for a year’s worth of programming.”

Harris said the Diversity Commission should be placed in a reporting role to the village council and “run through the vil-

lage’s hiring policies.” He also said he would support Proviso High Schools District 209 “in any way possible,” naming providing police support for traffic control at them as an example.

“The interaction that’s happened in the past through Proviso and municipal governments has all been bad, you need to have minimum interference and maximum support,” he said.

Hoskins said he would support Proviso East having its homecoming parade in Forest Park again, sending its band to play at Park District of Forest Park events, look into creating “non-traditional learning opportunities” for students at village hall and more.

“We have our own unique village, we have Ribfest, we have the annual Juneteenth event, and we have such a small school system, that parents can have a lot of impact on our school system,” he said, adding: “I feel like my time on the village was a positive impact to the village, and I’d like to bring that back to Forest Park.”

Village misses deadline to collect overdue tickets

Commissioner estimates the village is owed $750,000 in unpaid fines

Forest Park Little League merges with River Forest

Forest Park Little League has officially and permanently folded into the River Forest Youth Baseball and Softball organization this year, after years of declining membership.

“It was just based on a trend of numbers; we were losing a team every year,” said Dan Novak, Forest Park liaison to the River Forest league.

Last year, Novak said Forest Park had one baseball team and fielded four T-ball teams. Because students who attend private school in River Forest are able to legally play baseball in River Forest, Novak said students were advancing to the next level and leaving the village. He estimated every year the league lost about 10 kids, most of whom were elementary school age or preparing to enter middle school.

Last season, the Forest Park Little League participated in the River Forest organization on a “trial basis,” Novak said, where they had access to about 12 teams. “Having a solid committed league allows the kids to truly enjoy baseball, consistency, playing multiple teams multiple times,” Novak said.

This season, officials decided to make Forest Park’s participation permanent. They redrew the league boundaries so Forest Parkers could participate in the larger River Forest organization.

Because River Forest’s fees to register cost about $60 more per player, the Forest Park league picked up the additional cost and shelled out about $2,400 for 40 players.

“We could’ve run the league this year, but with one team it’s not fair to the kids because you have to go find games in other towns and you’re playing travel teams that play year-round or are the hand-picked best,” Novak said.

“Forest Park Little League had a great run [but] registration continued to dwindle. We worked with River Forest and the Little League organization to redraw the boundaries that will allow Forest Park kids to legally play in a league that has more kids — and more kids is more fun.”

Those interested in learning more about the new league should visit rfybs.com. Registration for this year closes Feb. 28. The Park District of Forest Park is also offering T-ball this year, which Novak called residents’ “best option” for playing the sport locally.

The village missed the deadline to collect fees from overdue tickets for the past two years, Joe Byrnes, commissioner of accounts and finances, said during an endorsement interview at the Forest Park Review office on Feb. 20.

The Review invited all candidates to endorsement interviews, in the run-up to the newspaper’s endorsement for commissioner and mayoral posts for the April election.

“Procrastination means we lose revenue,” Byrnes said at the interview.

The village has not had a collection agency since early 2018, when it ended its relationship with Genesis Business Group. The firm served as the village’s collection agency for at least five years. The village has yet to hire a new collection company.

Because Forest Park does not have a collection agency, fees from overdue tickets are not being collected, Byrnes said.

When overdue tickets are not collected, the village must alert the Illinois Comptroller’s Office in order to participate in the comptroller’s Local Debt Recovery Program, which deducts unpaid municipal fines from state income tax refunds.

The village missed the deadline to report violators to the state for the last two years.

Byrnes estimated the village has tickets from October 2017 that it has not collected on.

Park District launches T-ball program The Park District of Forest Park will hold its first-ever T-ball program this year, in response to Little League deciding to look outside the village borders and merge with the larger River Forest organization.

“Our staff heard about Little League and figured there’s an opportunity to start a T-ball program to help those kids learn and move on to the next level,” said Andrew Doss, athletic and facility supervisor at the park district.

The district’s seven-week program will teach kids, age 4 to 6, the basics of fielding, hitting, throwing and batting. Players will meet three days a week at the park district, with practice on Tuesdays and Thursdays and games on Saturdays.

Park district staff, Doss included, will coach the program. They can accommodate up to 70 kids. T-ball costs $100 for residents and $115 for non-residents.

Registration is open until May 21. Prospective participants can sign up online at pdofp. org or in person at the Roos Recreation Center, 7329 Harrison St.

“I think there’s about $750,000 worth of revenue out there, if I’m quoting what I got from two people over in the parking division,” he said. “That does not include the $55,000 that’s owed to us from the old collection agency, plus the tickets they still have.”

Byrnes added: “We have this money out there, we’re in the hole, let’s try and recoup some of this money through the parking tickets. I didn’t park illegally and get a ticket. You parked illegally, you didn’t pay the ticket and it went to collections. You didn’t pay the collections, so they’re going down to the [comptroller] and report you down there. So when you’re getting a tax return, they’re going to take that money out of there because it’s an obligation.”

Village Administrator Tim Gillian did not respond to interview requests about the matter.

In an earlier article, Leticia Olmsted, village finance director, cited the lack of a new collection agency as a contributing factor to the shortfall in fines revenue for fiscal year 2018. Fiscal year 2018 stretched from May 1, 2017 to April 30, 2018.

According to the village’s fiscal year 2018 financial audit, fines were budgeted at $1,330,000 but actual revenue was $972,811.

In addition to the change in collection agencies, Olmsted tied the decrease to the fact that red-light cameras on Roosevelt Road were not operating during the reconstruction project there.

She also said past-due fines are not being collected currently but village officials expect that some past-due debt will be realized once the new collection agency is in place. The collection agency also collects overdue parking tickets.

Sign up to stock the Little Free Food Pantry Forest Parker Sarah Shepherd Reyes is calling for volunteers to keep the Forest Park Public Library’s Little Free Food Pantry stocked.

She has 10 people signed up to keep the library stocked with winter gear and non-perishable food items, but is looking for about 30 volunteers to cover the monthly task. Volunteers would be assigned an individual day every month to make sure the pantry is stocked.

“You could either pull things from your pantry — extra scarves, extra gloves, hats, anything you have lying around the house you want to donate, pick up an extra couple of cans at the store, anything really,” Shepherd Reyes said.

She was inspired to compile the volunteer list after seeing the library’s notice calling for additional pantry items. Shepherd Reyes has two sons and, prompted by Forest Park District 91 schools’ Project Kindness Week, Feb. 11-18, said she thought championing the volunteer sign-up could further promote kindness in the village.

“I have a passion for helping others, but I also have two young sons who wanted to get involved.” She wanted to teach them about kindness, and “just to build community amongst each other and show that we care about each other.”

Village named top spot for millennials Affordability, diversity attract younger residents to village

Forest Park is the best community for millennials in the Chicago metro area, according to Niche, a site that uses census data and local reports to rank villages.

There are a lot of bars, restaurants, coffee shops, and parks,” Niche wrote. “Many young professionals live in Forest Park and residents tend to be liberal.”

Bridget Lane, a resident who has served as the village’s economic development consultant, said the post could act as a marketing coup for Forest Park, since 80 percent of millennials begin their home-buying process online.

“I work with many villages who want to acquire what Forest Park already has,” Lane said, naming affordable housing, diversity, residents and community assets as positives.

Lane said that it is important to understand who the millennials in general are. They are a relatively young demographic cohort roughly between the ages of 18 and 35.

In general, they are more highly educated than their baby boomer parents but are saddled with massive college loan debt. They tend to delay having children, which explains why only a third of them are parents.

For those reasons, adults born between 1982 and 2002 are more inclined to rent. If they do buy a house, millennials will purchase a smaller, more affordable home than their parents might have if they bought in their twenties.

Millennials also lived through the housing crash and, therefore, are more hesitant to make a big investment in a home. Lane said that her millennial son in his 30s, for example, still doesn’t own a home but has an impressive stock portfolio.

“Baby boomers tend to think of home ownership as the ideal and renting as bad. Millennials don’t think that way.

Affordability is a major factor influencing where they live,” Lane said. “There’s a new class called ‘renters by choice.’

They might buy a home in their late 30s when they start having kids. But, even then, it might be smaller than the house in which they grew up.”

Finally, she said that millennials value racial and socioeconomic diversity. In the 2010 census, the village’s population was 55 percent white, 32 percent black, 9 percent Hispanic and 6 percent Asian.

“There are people whose goal is to make houses more expensive and to prevent rentals in town, but rentals and affordable homes attract people who give us diversity and vibrancy.,” Lane said. “We’d be making a huge mistake if we try to make everything rise in value.”

She added: “We have something special here. We have community on a human scale. I don’t want high rises here.”

Lane said the village has plenty of assets which attract young professionals like two El train lines and a Metra line; Roos Recreation Center and the Forest Park Aquatic Center; and restaurants and nightlife.

She added that Edward Hines Jr. Veterans Hospital and Loyola Medical Center have also attracted millennials workers to Forest Park. Dorothy Gillian, a realtor and president of the Forest Park Chamber of Commerce, agreed that many medical students settle in the village.

“We do often get medical students, from Loyola in particular, who will settle in Forest Park, again because of its convenient location to school and the city, good transportation, entertainment and restaurants and bars,” Gillian said. “It is a good mix of renters and purchasers.”

Lane pointed out that, ironically and in addition to millennials, lots of retired baby boomers are moving into Forest Park.

“They don’t want to live in an old folks home until they have to,” she said. “Increasing numbers are also renting, because a mortgage ties you down more. If you decide you want to move to Florida and your are renting, you wait till your lease is up and go.”

Car crashes in Forest Home Cemetery Police responded to an accident at Forest Home Cemetery, 863 Desplaines Ave., about 2:07 p.m. on Feb. 20. Officers arrived at the parking lot and found a Chevrolet Colorado smashed into a fence and into the back of a Chevrolet Cavalier. A Chicago man stood behind the Chevrolet Colorado and was swaying.

Police asked him what happened. The man replied, “I don’t know.” Officers asked if he was drinking while paying respects to his brother. The man said he had “one beer.”

He was transported to the Forest Park police station, where he began yelling “PCP is a [explicit].” He submitted to a breath test and blew a blood alcohol content of zero. He refused a blood and urine test.

The man told police he went to Forest Home to visit the grave of his younger brother, whom he lost to gang violence.

Prior to arriving, he said he smoked PCP. He was charged with driving under the influence of drugs and reckless driving.

Theft leads to high-speed chase Two men stole hundreds of dollars worth of electronics from Walmart about 9:27 p.m. on Feb. 22. An employee told police a man put a speaker valued at $199 and a computer valued at $539 in a cart and walked out of the store without showing anyone his receipt. Another man walked out immediately after him. The two got in a Chevrolet Impala and fled 1300 Desplaines Ave., driving north

on Harlem Avenue.

Officers caught up and attempted to curb the car, but the driver wouldn’t slow. He entered I-290 and began weaving in and out of traffic at a high rate of speed.

Officers chose not to chase the car out of safety concerns. They retrieved security footage of the incident from Walmart.

Public indecency on the Blue Line Police responded to the Forest Park Blue Line station about 9:52 p.m. on Feb. 21, responding to a call that a man had been masturbating on the train.

At the station, officers approached a Chicago man who matched the complaint’s description, and asked him what happened. “I did it on the train,” he replied. The victim identified him as the man masturbating.

He was charged with public indecency.

Assault at Dunkin’ Donuts A man threatened a Dunkin’ Donuts employee at about 2:41 a.m. on Feb. 19. Police arrived at 7200 Circle Ave. and found officers from Oak Park and River Forest restraining a Bolingbrook man.

A witness told police he was inside Dunkin’ Donuts when the Bolingbrook man began shouting obscenities at the clerk. The employee told him to stop yelling, and the man replied, “I’m gonna make you a casualty.”

When police asked the man for identification, he threw a donut he was eating on the ground. He was charged with littering, assault and disorderly conduct.

Early morning attempted break-in Police spotted a Chrysler 300 parked in the Parky’s Hot Dogs lot about 12:45 a.m. on Feb. 21. Officers asked the Bellwood man who was driving and his female passenger what they were doing since the business was closed. The two replied they were trying to visit a friend, but the person was not home, so they were leaving.

Later that morning, the officer observed the Chrysler back in the lot. Police drove by the location and saw the man on the roof of a home, attempting to open a window. The officer ordered the man off the roof and placed him in handcuffs.

The woman told police that their friend lives at the home and sometimes lets the Bellwood man stay there. She said both their phones were broken, so they couldn’t call the friend and ask to let him in.

Officers contacted the building owner, who said the man had no right to be on the property. They got in touch with the friend renting the space, who likewise said he had no idea why the Bellwood man would be on his roof so early in the morning.

The man was charged with criminal trespass to real property.

Police recover stolen sedan Officers recovered a stolen sedan from 7-Eleven, 7749 Roosevelt Road, about 5:59 p.m. on Feb. 23. A 7-Eleven employee told police he initially saw the car parked at the first pump around 4:30 p.m. About 90 minutes later, he noticed the sedan was still there. Assuming it was abandoned, he called police, who found the vehicle had been stolen from Naperville.

Phone stolen Someone stole an iPhone at Thornton’s Gas Station about 7:47 p.m. on Feb. 22. The victim told police he was buying lottery tickets at 601 Harlem Ave. and placed his iPhone 7 on the counter of the store. He said he did not observe who took his phone, which was valued at $600.

Credit cards stolen Sometime between 8 a.m. and 8:50 p.m. on Feb. 19, someone stole two credit cards from a Volvo parked on the 1000 block of Desplaines Avenue.

The burglar left an unworn pair of men’s Nike shoes in the front seat of the vehicle.

These items were obtained from police reports filed by the Forest Park Police Department, Feb. 17-23, and represent a portion of the incidents to which police responded.

Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Council approves green townhomes After moving through various village entities, commissioners approved Brightleaf’s project at long last

The Forest Park Village Council, Feb. 25, gave the green light to an energy-efficient row house development at 315 Burkhardt Court.

Although Scott Sanders of Brightleaf Homes had hopes of beginning construction sooner, the project was delayed by issues raised by Forest Park Plan Commission members at a December meeting and concerns expressed by neighbors at a commission meeting in February.

No residents addressed the council at the Feb. 25 meeting prior to officials unanimously passing the ordinance granting the site plan for the development.

In a memo to officials, Steve Glinke, director of the Department of Public Health and Safety, noted that the project is in full compliance and Sanders was not required to request any variations.

He said plan commission members raised issues regarding drive aisle conflicts, landscaping, and flood control at the December meeting and neighbors expressed concerns about flooding at the February meeting.

Mayor Anthony Calderone said all issues and concerns had been addressed.

“It was all handled at the plan commission meetings,” Calderone said. “It all worked out well.”

Under the project, Brightleaf will replace a vacant multifamily home with three detached townhomes. Because of the small lot size and lack of alley, Sanders said, the townhomes will be situated from front to back on the property, rather than left to right along Burkhardt, as would be typical.

Three garages will join the townhomes.

Sanders originally hoped to have the proj-

ect ready by spring; now he thinks it will be completed by the summer. Once it’s done, he plans to live in one of the townhomes and presell the other two for more than $500,000 each.

In 2015, Brightleaf Homes built what was termed the most energy-efficient house in Forest Park at 7736 Monroe St. It is the village’s first Zero Energy Ready Home, a distinction awarded by the U.S. Department of Energy, and the first residence built to meet Leadership in Energy and Environmental Design (LEED) standards, a ratings system established by a Washington D.C. nonprofit in the 1990s to certify “green” buildings.

Founded in 2008 by Sanders, BrightLeaf is a Chicago-area construction company focused on building “high-performance, sustainable” residences. According to the firm’s website, BrightLeaf has managed the construction of over 100 homes and retrofitted an additional 100 residents to improve energy efficiency.

The hopes of the young students at the Milwaukee Jewish Day School were realized on Feb. 22, when a bus carrying 15 thankful students from Dist. 209 Supt. Jesse Rodriguez’s Student Advisory Board arrived at the Day School.

Anyiah Thornton, a 17-year-old junior at Proviso East and an Advisory Board member, said the kindergarteners’ letter touched her deeply. Thornton said she knew one of the students who died last year.

“That letter really helped because it showed me there’s somebody out there who sees what we’re going through and, particularly, what I’m going through,” she said during an interview hours after visiting the young students.

The idea to write the letter came from Elsie Crawford, the founder of Repairing Together — a project started in August 2016 that produces and executes “thematic social and environmental action programming for schools of different cultural and racial backgrounds,” according to the project’s website.

Anthony Brazouski, D209’s assistant superintendent for human resources, is on Repairing Together’s board and once worked at the Indian Community School in Milwaukee, which integrates indigenous cultural values specific to Native American communities into a modern academic curriculum.

This year, Repairing Together connected students from the Indian Community School with those from the Milwaukee Jewish Day School so that young people in those divergent learning settings can grow up together.

“I started this on my own to think about how I could connect school children of different ages, cultures and backgrounds,” Crawford said during an interview on Feb. 25.

Crawford, who is Jewish, said she emigrated from the Netherlands 12 years ago and was “appalled” by Milwaukee’s racial segregation. The realization eventually prompted her to act. So she called the day school to ask if they were interested in partnering with her on what would eventually become Repairing Together.

In less than three years, Crawford said, the project has grown from serving 80 students to 430. It’s on track to encompass more than 500 students by August, she said.

In July 2018, Milwaukee Jewish Day School brought the Repairing Together program in-house.

The project’s values were on display in sharp relief late last year when Brazouski told Crawford that he couldn’t attend a board meeting due to the two student suicides — one on Nov. 22 and another on Dec. 9.

“I told him, ‘That’s mind-boggling,’ and asked if it would be appropriate for one of our classes to send out a letter that said, ‘Hey, we don’t know you, but we care about you.’”

Crawford then contacted Rachel Wolfe, a prekindergarten teacher at the Jewish Day School who mobilized her young students. Wolfe was teaching on Monday afternoon and unavailable to comment.

“When we mailed the letter, we thought maybe we would get an email at some point, but when we got a call that 15 students were coming with administrators, it touched us deeply,” she said. “Even though they’re not in Milwaukee, we are looking for a continuation of the conversation from now on.”

Crawford said she hopes to introduce Repairing Together’s curriculum to other communities beyond Milwaukee at some point.

Thornton said during her time in the classroom, she had a “personal moment” with Wolfe.

me,” Thornton said. “I gave her a hug and let her know that I really appreciate that she and her students know what we’re going through.”

Chris Dixon, an advisory board member and 18-year-old senior at Proviso West, said the letter had a tremendous impact on West as well, that the suicides galvanized the district.

“There was definitely a lot of help for those students who were struggling,” Dixon said.

Supt. Jesse Rodriguez, who accompanied the students to Milwaukee along with a small team of administrators, praised the student advisory board members.

“I once again experienced firsthand the talent, dedication, passion, and professionalism of our Proviso students in different learning scenarios,” he said. “I am proud of them and all the teachers and faculty who worked in forming their leadership behaviors to serve as contributing members of a dynamic, global society.”

Jenna Paterod, an 18-year-old senior and an advisory board member, said the suicides were “a wakeup call for all of the schools in the district to be more aware of what students are dealing with,” adding that the tragedies have “caused more adults to get more involved in our lives.”

“This showed me that if you want to do good in the world, you don’t have to do big things,” she said. “The little things matter, too.”

Local raises funds after near-fatal hit-and-run Matthew Creedon needs another $20,000 to cover physical therapy

After near-fatally being struck in a hit-and-run in November, Matthew Creedon said his two collapsed lungs, broken pelvis, three broken ribs, fractured back and torn aorta are almost fully recovered.

Creedon, who lives in Denver but was in town visiting family for Thanksgiving, was struck by a vehicle about 5:30 p.m. on Nov. 8 on Roosevelt Road. Other motorists got out of their cars and dragged him out of the roadway, he said.

Creedon’s family lives on the 1500 block of Marengo Avenue in Forest Park.

“I’ve learned a lot about how much people care about me and just [about] myself and what I can make better in me,” he said. “I’ve had a lot of time to think. When you can’t

walk, can’t talk, can’t do anything, it really made me pay attention and care more about the little things.”

After the accident, Creedon, 35, was put in a medicallyinduced coma for two days.

He regained his ability to walk on Christmas Day, a month ahead of schedule. Doctors later decided to remove an old plate in his ankle, so he estimates that surgery will keep him off his feet for a few months. His pelvis and ribs are fully healed. In addition, he lost 30 pounds and quit smoking as part of the recovery process.

He said the support of family and friends have helped him get through this difficult time.

“I’ve learned a whole bunch of patience. When it takes a half hour to do anything, there’s no reason to get upset because all these things don’t matter,” he said. “The little annoyances of everyday life, this has made me less lazy and

Demographics, ceremony change from page 1 every worship service 120 years ago in the village then called Harlem. Every congregation in those days belonged to, or was affiliated with, a denomination like Lutheran, Reformed or Northern Baptist. Worship in every sanctuary was formal, if not liturgical, and the pipe organ was the primary instrument.

In the first decades of the 20th century, three German Lutheran Churches within just five blocks of each other were thriving. St. John Lutheran and St. Bernardine Catholic congregations were both able to maintain elementary schools with hundreds of students enrolled.

Big Changes

The parochial school run by St. Bernardine closed in 2013 and the school started by St. John in 1870 closed in 2007 and now houses a YMCA day care.

The Presbyterian Church at 848 Ferdinand was purchased 20 years ago by an independent pastor named Tony Davidson, pastor of Chicagoland Christian Center, a nondenominational congregation. Davidson rents his building to two AfricanAmerican congregations: Rev. Pearly Champion’s Peace, Mercy and Charity Church and Reformation Ministries, pastored by the husband and wife team Andrew and Delores Bell.

The former St. Peter’s Lutheran Church, corner of Hannah and Adams, is now owned by Rev. Maurice Streeter, a Baptist minister, and is also a predominantly African-American church.

First United Church of Christ, which began its life as First German Reformed Church of Chicago and according to its website moved to 1000 Elgin in Forest Park in the 1920s, is now owned by Rev. Dawayne Choice.

What was known as the Thai Christian Church of Chicago took over ownership of the building which had belonged to St. Paul’s Lutheran in 2010 and rents space to an African-American church called Hope Tabernacle, which is pastored by Rev. Bill Teague.

And, of course, Living Word Christian Center, pastored

by Rev. Bill Winston who moved his congregation to Forest Park in 1989, has grown from a storefront church on Madison Street to a 20,000-member mega-church that worships in their mega-facility on Roosevelt Road.

What caused all these changes?

SPIRITUAL EVOLUTION: St. Paul Thai Lutheran Church was once a German congregation landscape in Forest Park to the same two factors pushing changes all over the country.

One is that mainline Protestant denominations and the Catholic Church have been experiencing a decline in membership and worship attendance for decades. Americans are no longer going to church like they used to.

The Pew Research Center reported that “in 2014, the overall share of Christians in the United States dropped to an all-time low of just 71 percent, down about 7 percentage points from 2007.

The 56 million adults not belonging to any faith tradition [nones] outnumber both Catholics and mainline Protestants; only Evangelical Christians comprise a larger share of the population.”

The other factor is demographics. When it comes to Sunday morning, birds of a feather tend to flock together. Since mainline denominations are mainly white, the increasing racial diversity in Forest Park has contributed to the decline of those congregations who, back in the day, spoke only German in their Sunday services and the increase of AfricanAmerican churches.

What’s new?

All of the new congregations in Forest Park have memberships comprising primarily African Americans, except for St. Paul Thai whose membership is predominantly Asian.

And all of the new congregations, except for St. Paul Thai, are pastor-centered in terms of authority to one degree or another. Whereas the mainline churches that dominated the scene 130 years ago were all owned by congregations and major decisions were made by the voting members, the new

better appreciate what I have.”

Loved ones have held two fundraisers — one in Denver, where he was living with friends managing nightclubs, and another for locals at FitzGerald’s in Berwyn. He said they have raised a combined $15,000, which went toward hospital costs. He is waiting on his Medicaid application to go through, which should cover his hospital costs.

Creedon’s friends have also started a GoFundMe — titled “Support Matthew Creedon’s Medical Bill” — to help cover his physical therapy and other day-to-day medical costs. He aims to raise another $20,000 through another fundraiser.

“After the accident, everywhere I looked it seemed there was a new hit-and-run,” he said, urging anyone with information about his case to contact Oak Park police. He said police still have not found the motorist who struck him in the middle of Roosevelt Road.

While he waits for information and recovers, Creedon has also picked up a very part-time, flexible position selling tires at Associated Tire & Battery Co. “We’re selling tires to encourage driver safety, so nobody accidentally runs over anybody,” he said with a laugh.

churches are either owned by their pastors or at least have the pastor clearly in charge.

The organ is no longer the predominant musical instrument. St. John Lutheran and St. Bernardine Catholic churches still use their grand old pipe organs to lead hymn singing at worship, but nowadays worship in most churches in town will be led by a “praise team” accompanied by electric guitar, bass, keyboard and drums.

Sermons have gotten longer and the services less formal.

In the past, personality was downplayed. Choirs sang from balconies in the rear of the church and members never applauded after the choir’s anthems. Clergy wore robes, which made fashion statements a nonfactor.

Now praise teams are front and center and the expression of emotion in body language is expected. In fact, Living Word has four TV cameras, which are able to project on the two large screens flanking the stage the facial expressions of the preacher and the worshippers.

Many of the new pastors are bi-vocational. Rev. Davidson said that in his many years of ministry he never took a dime from church offerings. He made his living independently, selling cars and other business ventures. Rev. Andrew Bell has a full-time job working for the Chicago Public Schools and Pastor Pongsak pays his personal bills from his salary as director of Asian Ministry with the Evangelical Lutheran Church.

Somewhat like small business owners on Madison Street, these pastors are also entrepreneurial. In some cases they are planting new churches, and in other cases they are relocating, but in all cases they are not being supported by denominations. That is, they are not part of a chain like Pizza Hut or Starbucks which serve the exact same product at many locations throughout the country.

That is why, according to Rev. Andrew Bell, three separate congregations get along fine using the same building at 848 Ferdinand.

“Each of us has a different call from God which he has given to each minister,” he explained. “The body of Christ has many members. We work closely together but maintain our separate identities.”

The one major exception is Forest Park Baptist Church. The congregation, which has been meeting every Sunday for 120 years at its location on Harlem Avenue, has gotten smaller but is nowhere near closing. It has resisted the trend toward racial homogeneity by remaining about equally divided between people of color and whites. And the music at its worship service is a blend of contemporary praise choruses and traditional hymns.

Economic planning “For Better or Worse?”

Forest Park government “is as it does.”

FACT; After the April 2019 election the reconstituted Village Council and Mayor will INHERIT all conditions and state of the Village matters. A small group of cynics are blaming current conditions on people and candidates who unless you are an incumbent, that had little or nothing to do with the past few years of FP governmental activities. Couple this with an over dependence to ad hoc and random action taken by a “Chosen few” in position of power over the last 3 decades. Business as usual in Forest Park needs to be retired.

Simply put, the old conventional processes and systems in place Forest Park were not producing the desired results for our community.

A pillar of any future FP Administration is Economic Development that is collaborative by building private public partnerships, be competitive in the market place, offer a fair economic opportunity, and be geared to 21stcentury, businesses, jobs and services.

The economic plan is long term and would be designed to support public services and delivery, favor stability, and bring value to our community… in good economic times and durable through down turns.

The new Administration should and probably will take a step back and review and inventory all matters, enter to some collective governance training and preparation and start the arduous task of balancing the municipal budget that unfortunately... they did not create. It is critical to also look objectively at the past administrations record regarding matters that they passed on or

did not take action on.

Connectivity to other levels of State and regional government, NGOs, not for profits that produce public services, investments, and private partnerships constructed in the daylight of public participation.

Large broad-based Economic Development Items that some election campaigners have ignored or overlooked are: ■■ Articulation with the most recent FP Comprehensive Plan, Trans oriented development, reformed zoning, town planning and a streamlined procedures and policies that encourage businesses to do business and commerce in FP. ■■ A 10-year economic development and relief program.

■■ Reconnection with a job creator ... The New Proviso East, 21st Century Technology STEM/ STEAM pathways.

■■ The FP Housing shortage and premature buying/ selling cycle.

■■ A perennially missed opportunity, an economic plan that includes the youth markets.

Before the 2019 April election will be the time to ask questions and get answers. Looking backward to the golden years of Forest Park is an urban myth. Consider using these ideas to frame your vote and participation in making a better Forest Park. * I see and have participated in the transformative changes at D209... why not Forest Park? I see no reason other than ourselves that can limit or to create our own transformative successes.

Why form of government matters

E

very four years The Review makes the case that Forest Park’s legal form of government, the commission form, is archaic, was designed a hundred years ago for small farm communities and is a serious impediment to managing a modern urban suburb.

We’ve made the case for decades and, frankly, it has come to feel like the sort of advice an aging uncle gives to his nephew sort of by rote.

And then The Review began its process of questionnaires and interviews leading up to our endorsements next month. Of course, we asked the question. And most candidates took the safe position, whether responding to the local paper or to an aging uncle, and attempted to distract. Changing from a commission form to, say, a village manager form would, we were told, take a citizen referendum. We know that! And, candidates said, if that’s what the citizens want, and a grassroots swell erupted, then OK, we’ll change the form of government. That will, of course, never happen. Citizens don’t know or care about the form of government.

But three of the six candidates for commissioner will get elected. And one of the two candidates for mayor will become mayor. And then, they’ll care. Because then, with a new mayor with less power and a batch of commissioners who are bound to be more alert and less self-serving than recent versions, the flaws of this daffy form of government will become much more apparent.

In our endorsement interviews last week we listened as incumbent Joe Byrnes both wisely described the commissioner form as “archaic” while saying he took his post as the commissioner for finance very seriously. He comes to village hall 3-4 times per week to talk with finance staff about the immediate financial situation of the village.

How much cash is in the bank? What bills are coming due?

While this might be the responsible thing to do under this form of government, it is also nuts. Why does the village pay a full-time administrator? Why is there a finance director? Who do those people think they work for? What does Joe Byrnes, a terrific fellow and a former deputy police chief, know about when to pay the light bill?

Rory Hoskins, a former commissioner and now a candidate for mayor, gave us the old gobbledygook in his written answer about the form of government. Worse though, in his endorsement interview, when given the chance to at least say that as mayor he would make clear that the village administrator runs day-to-day operations, that the mayor and commissioners set policy, he just couldn’t do it.

Chris Harris, another former commissioner and current candidate for mayor, didn’t do much better describing his term overseeing public works.

For so many reasons, Forest Park needs to turn the page.

In addition to focusing on inclusion and innovation, we must turn toward modernity.

Truth and Reconciliation or Zero Tolerance

R

alph Northam, the governor of Virginia, made the news recently for having worn blackface in 1984. Do you think he should resign from his office because of what he did?

I want to frame that question by citing two examples of how to respond to bad, hurtful, hateful things done by people in the past. In Northam’s case, the bad behavior involved a picture in a yearbook that was hurtful to a large group known as African-Americans.

The two examples are Zero Tolerance and Truth and Reconciliation. In both cases, the question is how to respond to people who have clearly done bad things.

Zero Tolerance was first employed on a national level in the 1980s by the Ronald Reagan administration in its War on Drugs.

Everyone agreed that drug usage was bad for the person who was using and hurtful to their families and the communities in which they lived.

The question was how to reduce drug usage. President Reagan’s answer was to be tough on those who used drugs and the dealers who sold them.

Sheldon Wein, a professor at Saint Mary’s University, has listed six characteristics of zero tolerance policies: 1. Maximum penalties.

2. Lack of prosecutorial discretion in sentencing.

3. Narrow interpretation of rules or laws.

4. Strict liability—no excuses or justifications.

5. Mandatory punishment.

6. Harsh punishment.

In contrast, the Truth and Reconciliation Commission established in 1995 in South Africa at the end of Apartheid in that country had the goal of creating a healthy society by implementing an approach known as “restorative justice.”

The Truth and Reconciliation approach begins by telling the truth. People who have done bad/hurtful things are expected to publicly acknowledge that they have done wrong. The next step, however, was not to lock up the perpetrators and throw away the key, but to restore those who were penitent as full and productive members of society.

In our area, the election of Harold Washington as mayor of Chicago is an example of restorative justice.

Even though the guy spent over a month in jail for failing to pay taxes, Chicago voters said his record has a legislature convinced them that this one “slip” did not define his character.

So, which approach would you apply to Gov. Northam’s case?

Zero tolerance? Archie Bunker once said, “What’s wrong with revenge? It’s a perfect way to get even.”

Many people might feel a sense of vindication if Northam were forced to resign. When he wore blackface, he did a hurtful thing to a huge number of people and punishing him now would send a signal that that

sort of behavior will not be tolerated. We have civil rights laws, but we have to enforce them in many ways if our society is going to become healthier and respectful of everyone.

Truth and reconciliation? Many people, myself included, think, “Thank God I’m not running for public office and have my opponent pay private investigators to dig up and expose all of the ‘sins of my youth.’”

We think, “Those who are without sin, throw the first stone.”

We say, “Sure, what Northam did was a dumb and hurtful thing to do, but that was 35 years ago, he’s confessed his sin, and since then his life has gone in a completely different direction.”

On the PBS Newshour Mark Shields said, “[The Democrats] had, in Ralph Northam, a popular governor who had secured passage of Medicaid for 400,000 Virginians, something long promised, who had run against the NRA, gave them an F rating, he took them on, on universal background charges, who, in the most segregated day in America, which is Sunday morning, when people go to church with people of their own race, belongs to a church with 60 percent African-Americans, with an AfricanAmerican pastor.”

David Brooks, an op-ed columnist for The New York Times, in that same broadcast pointed out that there isn’t an overabundance of good people in politics. I think he was saying that we shouldn’t let the perfect be the enemy of the good. Ralph Northam sinned. Almost everyone agrees on that. The “sin” of the extreme right and left is their demand for ideological perfection in a world situated east of the Garden of Eden.

Restorative justice is not at all about tolerating bad behavior. Referring to Wein’s list cited earlier, it’s about taking individual circumstances into consideration and not buying the argument that harsh punishments reduce crime. Indiscriminate maximum sentencing results in jails packed with people who can’t afford lawyers skilled in finding legal technicalities to get their clients off easy or to show that they didn’t even commit the crime they are being accused of.

After all, it’s called the Department of CORRECTIONS. Ash Wednesday and Lent are all about “attitude adjustment.” Shifting from Gov. Northam to our own lives here in Forest Park, are we going to frame the question of whom to vote for in the upcoming election, how we raise our children, how we want D91 teachers to treat our children and how we relate to our significant others, in terms of zero tolerance or truth and reconciliation?

It’s our annual opportunity to take the ethically logs out of our own eyes, so that we can see clearly how to take specks out of the eyes of our neighbors.
