ick Kozak has two jobs, one as an officer with the Forest Park Police Department and one as a member of the U.S. Army National Guard Special Operations Force. What unites them? He contends that love is necessary for doing both jobs well.

In a study published in August 2016, the Army found the three main characteristics of a good special operations warrior -- we’re talking about soldiers like the Green Berets -- are toughness, audacity and love.

“Their capacity to love enables them to see the humanity in some of the most difficult environments and situations,” the study reads. “It enables them to gain information and knowledge in areas that conventional units cannot. Special Operations warriors, see, feel, and build genuine trust relationships with the people they live and work among.”

But in 1988, when Kozak joined the army at age 17, toughness was how he imagined soldiers, dreaming they were characters like actor John Wayne in the movie “The Longest Day.” Kozak remembers flying for the first time into a small village in Afghanistan, See KOZAK on page 8

The mob informant and the nun

admire William “B.J.” Jahoda as one of the unsung heroes of Forest Park. He was also an unlikely hero. To say he had a troubled past would be an understatement. To recount how he turned that troubled life around is an inspiration. The former-mobster-turned-informant died in 2004, but his name recently surfaced in the news. A SunTimes story by Carol Marin and Don Moseley described Jahoda’s remarkable friendship with a Dominican nun.

Sister Pauletta Overbeck was drawn to Jahoda as a comrade in combatting the expansion of legalized gambling. This was a long way from his days as leader of the Chicago mob’s gambling operation. The Forest Park native became a bookie in 1968 and joined a “street crew” led

by Ernest “Rocky” Infelise in 1979.

At that time, Jahoda and his wife, Shirley, were raising three children in town, Tom, Jennifer and Andrew. He arranged a “friendly” divorce with Shirley to shield his family from his mob activities. These activities included setting the odds for the mob’s multimillion-dollar sports betting operation. It also involved Jahoda in luring three defaulting bookies to their deaths.

As troubling as this was for Jahoda, the final straw came when the crew killed one

of Jahoda’s close friends. He began wearing a wire in 1989.

He taped conversations with his mob associates for the next six months. His testimony later led to convictions of 19 members of the Chicago mob.

I helped cover this trial for the Review. For weeks, Jahoda calmly gave testimony to Federal Prosecutor Mitchell Mars, backed up by the taped conversations. When it came time for the mob’s defense attorney, Bruce Cutler, to cross-examine Jahoda, I saw more pyrotechnics than I’ve ever witnessed in a courtroom.

Cutler showed nothing but contempt for the trial’s star witness. At times, he looked like he was going to explode out of his suit. His theatrics included screaming questions and turning questions into speeches. He pounded tables and called Jahoda a cheat, liar and a bum. Judge Williams was so exasperated by Cutler’s antics she slapped him with a contempt citation.

Jahoda took all of this calmly and Cutler could not shake his testimony. The sentences were handed down, but Jahoda was spared any prison time. Mars later said he had never had a witness so eloquently present a firsthand look at mob operations, how they flaunted the law and made human life cheap. After the trial, Cutler returned

to New York, where he was suddenly barred from representing mob figures. A judge ruled that Cutler was acting as “house counsel,” allowing lesser mob figures to be convicted to protect their superiors.

Following his testimony, Jahoda entered the federal witness security program. He was separated geographically and emotionally from his family in Forest Park. While in the program, the former altar boy suddenly had an epiphany. He became a very vocal anti-gambling advocate. He courageously crisscrossed the country giving anti-gambling speeches at college campuses. Sports Illustrated ran a story praising Jahoda’s efforts to steer college kids away from gambling.

On Jan. 6, 1997, Jahoda’s speaking tour took him to Springfield, Illinois. That was the day the former mobster met 88-year-old Sister Pauletta. The pair quickly bonded and Sister Pauletta did Jahoda a considerable favor by letting him stay overnight at the Sacred Heart Convent. This was much-appreciated because Jahoda was well-known in the state capitol and didn’t want to risk staying at a hotel.

Next week, I will tell you more about what brought Jahoda and Sister Pauletta together and how their message is still timely for Forest Park.

OLD LANDMARK SOLD: Northwest corner of Dixon and Harlem, was featured on the front page of the February 21, 1957 Forest Park Review.

Long before Long John Silver’s anchored itself at Harlem and Dixon, two of Forest Park’s earliest houses stood there (formerly Village of Harlem).

The Henry Kaul house, at the corner, and the house immediately to the north on Harlem were reported sold to the Sun Oil Co. in 1957. The Kaul family lived at the corner house (125 Harlem) for 61 years, moving to the Village of Harlem in 1896.

Henry Kaul was a German newspaper publisher.

Elected mayor three terms, Henry Kaul and his wife, Elizabeth, raised their four children, Henry, Armin, Gerhardt and Irma at this corner.

The house to the north (119 Harlem) was said to be an “old house” when they moved to Harlem, and served at one time as the freight terminal for the Northwestern railroad.

Henry Kaul, the younger, retired as a post office parcel carrier a few months before the sale and planned to travel with his wife to Florida. Mr. Kaul reported the purchase price of the two units as $50,000.

Proviso Township High Schools District 209 officials recently announced that they’ve partnered with an area college to offer more bilingual training and certification to teachers in the district.

In a statement released Feb. 14, D209 officials said they’ve secured a partnership with the School of Education at Dominican University in River Forest to offer state teaching endorsements in English as a Second Language and Bilingual Education to district teachers.

So far, 21 teachers from a variety of content areas — including English, special education, math, science, family & consumer education, physical education, driver’s education, and health education — have registered to take an 18-credit, three-semester program that began on Jan. 10.

In a follow-up statement in response to questions about the program’s cost, district officials said the program is provided “at a reduced cost” to teachers.

“The district is covering program costs through local, federal and matching grant dollars,” officials said, adding that the program is a way to mitigate a chronic

problem within the district: trying to find qualified bilingual teachers “due to a mass shortage, fewer people choosing teaching careers” and the “exponential” growth of learners who come from homes where the first language spoken is not English.

“We have amazing talent right here in our district in teachers who already know these kids. Why wouldn’t we capitalize on our own strengths?” said Tony Brazouski, D209’s assistant superintendent of human resources, athletics, and safety.

In the statement, D209 officials said Colleen Reardon, director of Dominican’s School of Education, and Ben Mueller, senior graduate marketing and recruiting coordinator, spearheaded the effort to create the program.

Officials said Reardon and Mueller have also “opened the door to other continued partnerships including a joint grant to address further teacher shortages and a site visit to [Proviso Math and Science Academy] in late November by a Chinese delegation of educators through the university.”

D209 Supt. Jesse Rodriguez said in the statement that the district recognizes “the need of our community and look forward to the opportunity of providing exemplary services to all students through partnerships.”

Lightford looks to include minorities in marijuana biz Zero licenses given to black business for marijuana cultivation

As a proposal to legalize the adult recreational use of marijuana moves forward in the Illinois General Assembly, state Senator Kimberly Lightford (4th) wants to make sure the black community doesn’t get left out.

During a community forum she held on Feb. 11 at the Garfield Park Conservatory in Chicago, Lightford and a panel that included state Sen. Heather Steans (7th) — one of the co-sponsors of the current legalization bill — talked about the details of the proposal with pro-legalization organizations.

Lightford said that when medical marijuana was legalized, there were 24 licenses available for marijuana cultivation facilities; but none of the 16 licenses distributed so far have gone to African-Americans. Only one license went to a business with any kind of minority ownership.

Should recreational use be legalized, the number of cultivation and dispensary businesses would increase. Lightford said that she wants to make sure AfricanAmericans and other minorities have a good shot at securing those licenses going forward.

Steans said that her support for the legalization measure comes down to the fact that “prohibition hasn’t worked” and that the war on drugs has hurt minority

communities. That is also the reason why she wanted to make sure that those same communities would benefit from legalization. The big issue, Steans said, is that the process is “very opaque.”

Steans explained that, according to the bill she’s co-sponsoring, residents 21 and older would be able to purchase up to 30 grams of cannabis and cultivate “up to five plants” in their homes. They wouldn’t, however, be able to use marijuana in public and “driving under the influence will be illegal.”

Municipalities would have the power to either closely regulate cultivation centers and dispensaries for recreational marijuana or ban those facilities altogether. Employers and landlords would be able to adopt zerotolerance policies relating to recreational marijuana.

And recreational marijuana businesses would have to abide by the same packaging and tracking rules as medical marijuana businesses. Currently, the state tracks every single milligram of medical cannabis that private companies produce.

Although Steans said that legalizations isn’t a cure-all for the state’s budget woes, she added that the measure could generate around $525 million and create “at least 24,000 jobs.”

The senator has been working with the Marijuana Policy Project, a cannabis policy reform organization, to create what she

described as a “three-legged stool” approach to restorative justice.

Kareem Kenyatta, who works for project, said that this approach would include expungement of prior convictions for marijuana-related crimes, modifying the current licenses to expand opportunities for minority entrepreneurs to get involved by allowing a craft beer model for marijuana cultivation, and reinvesting revenues from taxes on legalized marijuana into minority communities hurt by the war on drugs.

Kenyatta said that the third leg would focus on job training and teaching entrepreneurs skills they need to start businesses.

Donte Townsend, the co-founder and media director of the Chicago chapter of the National Organization for the Reform of Marijuana Laws, agreed with Kenyatta and added that his organization would support establishing a Cannabis Equity Commission to figure out how to best use the marijuana tax revenues in minority communities.

Townsend added that aldermen who “pushed cannabis businesses out of [their] communities” shouldn’t get any of those funds.

Edie Moore, the chapter’s other co-founder and executive director, said that there should be provisions for what she described as an Uber Eats-style service for those who

need medical marijuana, but are physically incapable of getting to a dispensary on their own. And she also advocated for cannabis business incubators.

Moore said that she wants the incubators to be places where residents can use marijuana edibles legally.

Both she and Townsend said their organization wants fewer restrictions on where people can use cannabis products.

Daniel Pettigrew and NBA player Al Harrington co-own Viola Extracts, a Denver-based marijuana cultivation business. Pettigrew, who grew up in Chicago and currently lives in Hyde Park, was on hand to provide a black-owned cultivator perspective.

Pettigrew said that getting Viola Extracts off the ground was “challenging for [him and Harrington] as minorities.” They didn’t have a lot of examples to follow, and even though Harrington was a celebrity, the company had trouble raising money.

Pettigrew also explained that any Illinois black entrepreneurs wanting to get into the recreational marijuana industry just as the drug is set to be legalized are already at a disadvantage.

“There should be African-American cultivators in the existing medical [cannabis] program,” Pettygrew said. “Any new cultivators would be at disadvantage trying to operate in this space. If you don’t control pipeline, how much control do you have?”

Village clocks most stroke calls, hospital transports in 2018 The number of stoke calls and hospital transports in Forest Park was double compared to nearby municipalities

In 2018, first-responders received the most stroke-related calls and hospital transports from residents in Forest Park.

The village’s new mobile stroke unit responded to at least double the number of calls and hospital transports locally, as compared to the six other nearby municipalities studied.

The mobile stroke unit, the first-of-its-kind in Illinois, is an enhanced ambulance that contains technology and medicine to immediately treat those suffering from a stroke. The Grainger Foundation awarded the village, in partnership with Rush University Medical Center, a four-year grant to fund the unit in April 2018.

“If they’re having a stroke, the sooner we can get them treated, and the better outcome they are going to have,” said Fire Chief Bob McDermott, adding that he wasn’t sure why Forest Park clocked the greatest number of stroke calls and transports in 2018. The mobile stroke unit responded to 36 calls and 22 hospital transports in Forest Park last year.

In 2018, the mobile stroke unit responded to 18 calls and eight transports in North Riverside; 14 calls and seven transports in Broadview; 13 calls and four transports in Cicero; 12 calls and 11 transports in Berkeley; six calls and six transports in Stone Park; and no calls or transports in Oak Park, according to data provided by Rush University.

“Time is Brain,” said McDermott said, referring to the way in which human nervous tissue is rapidly lost as a stroke progresses.

He added: “You save time. The quicker you recognize help and get definitive help, the better chance you have of surviving a stroke with better quality of life outcome. This is why I thought the mobile stroke unit would be a good fit for us.”

Prior to the inception of the mobile stroke unit, the fire department dispatched an ambulance with paramedics.

However, paramedics were not able to begin stroke treatment immediately. With the mobile stroke unit, testing and treatment begins on the spot.

When the fire department receives a call about someone with stroke-like symptoms, the department dispatches an ambulance and fire engine, and calls the mobile stroke unit from its location at Rush Hospital Oak Park.

Ideally, the mobile stroke unit is dispatched at the same time as the ambulance and fire engine in order to ensure that help reaches the stroke victim as soon as possible. If the paramedics assess that the individual is indeed having a stroke, the mobile stroke unit picks up the patient and immediately starts testing and treating them while en route to the hospital.

The mobile stroke unit contains a CT scanner and is staffed by a nurse, CT technician, paramedic and emergency medical technician (EMT). When the mobile stroke unit is dispatched, the on-call neurologist at Rush, who is solely

responsible for mobile stroke unit calls, is also notified.

Unlike ambulances, the mobile stroke unit also offers telemedicine capability. Once in the ambulance, mobile stroke unit medics can call the neurologist into the ambulance via a video conference. The doctor is then able to see and talk to the patient before the patient even reaches the hospital.

The mobile stroke unit team can also take blood tests within the ambulance. All of these features provide information on what kind of stroke the patient is having and whether a blood clot has formed so that treatment can begin immediately.

The MSU also has the benefit of allowing more time to identify which hospital the patient should be sent to, as not all hospitals have the same emergency rooms capabilities.

Most hospitals in the area can treat the type of stroke related to blood clotting. However, in the case of a brain hemorrhage, the hospital that can provide proper treatment is Loyola University Medical Center. While the MSU is an initiative of Rush Hospital, the MSU takes patients to whichever hospital is appropriate for their specific type of stroke.

The initiative, which McDermott calls one-of-a-kind, is the only one to exist in the western suburbs, though there is also a unit at Northwestern Medicine Central DuPage Hospital in Winfield.

Rush has undertaken the mobile stroke unit study to find ways to improve pre-hospital care and post-stroke outcomes.

Ministers network expands youth program to Forest Park Summer initiative addresses need in Proviso Township

In 2015, Bishop Reginald Saffo, chairman of the Proviso Township Ministerial Alliance Network (PTMAN) and pastor of United Faith M.B. Church in Maywood, saw that many of the youth in Proviso Township lacked direction in life and were even getting into crime.

Feeling called to respond, he turned not to government but to the churches, and the Summer Youth Initiative was born. He appointed Rev. Albert Johnson, PTMAN board member, and a team of five church members to coordinate the program, which is also known as 4+4+4.

The mission of the initiative is “to keep our youth active while helping them to develop a good work ethic, enhance their skills for future employment aspirations, and acquire money management skills.”

To accomplish that mission, businesses commit to taking on a youth intern between 13 and 17 years old, who gets four weeks of experience working four hours a day, four days a week: 4+4+4. Businesses can become involved by being a host site, sponsoring a young person at $128/week, or doing both.

Some of the businesses serving as host sites last year were the Maywood Police Department, Triton College, Geek Repairs in Hillside, True Value Hardware in Broadview, and the Bellwood Public Library.

Host sites are not expected to pay their interns a salary.

The bank decided to begin its involvement by “dipping its toe in the water,” issuing a check to PTMAN for $256 and committing to be a host site for the first two of the four weeks this summer with the strong possibility of extending their commitment to the last half of the program.

Bishop Saffo, Rev. Johnson and the Summer Youth Initiative team dream about extending the program to more than four weeks to increase its impact on the young people. Another dream is to get big corporations involved.

Offermann is on the same page as PTMAN. Because residents entrust their money to them, they have a good faith responsibility to invest in the community. He acknowledged that he might get more productivity out of a full-time employee but “that calculus is not always what we are after.” Kids need work experience, but they also need a basic sense of dignity, which intern experience can often provide.

Saffo said he hopes “the program can help teenagers find what it is that fulfills them and gives them purpose.”

Architecture firm recommends $300K repairs to schools D91’s board of education approved the 10-year life safety survey recommendations in January

At a board of education meeting on Jan. 10, the Forest Park District 91 board of education unanimously approved an architectural firm’s repair recommendations as part of the state-mandated 10-year life safety survey for schools through Illinois.

Board members Kimberlee Rostello, Christina Ricordati and Shannon Wood were absent from the meeting.

Wight & Company, the district’s architecture firm, surveyed all D91 buildings, looking for anything that could impact the safety of students. The Darien-based firm determined every school was not in compliance with state standards, giving the district five years to make an estimated $300,000 worth of repairs.

The money will come from D91’s fire prevention and safety fund, which currently has a balance of $765,726, according to a district memo.

“We had a relatively short list, considering the number

of buildings we had,” Assistant Superintendent Ed Brophy said at the meeting. “As was pointed out with how old they are, we do a very good job here maintaining our buildings, which definitely saves money over time. We don’t have to deal with crises, where all of a sudden we have to go to taxpayers and ask for a referendum for building improvements.”

At Garfield Elementary School, the architecture firm estimated there would be $72,000 worth of repairs to the school’s equipment and boiler rooms, kitchen, work room and classroom. D91 must update the kitchen hood and sink, update the exhaust system in Garfield’s equipment and work rooms, install a better combustion system in the boiler room, and update the sink in the art room.

At Grant-White Intermediate Elementary School, updates are estimated at $157,200, with repairs needed for the school’s kitchen, work room, gymnasium, janitor’s closet, office and basement. Work ranges from installing new kitchen hoods to updating the exhaust system in the janitor’s closet to providing sufficient combustion air for the boiler room.

At Field-Stevenson Intermediate Elementary School, minor repairs are required at a cost of $34,800, to the food services area, office and art rooms. Repairs to Forest Park Middle School’s receiving and delivery room, art and art storage rooms, and science storage rooms are estimated at $36,000.

There are no repair costs are expected for Betsy Ross Elementary School.

Each cost estimate assumes that the district will have to use outside vendors to complete the work, and that D91 will need to competitively bid the work.

The Illinois State Board of Education (ISBE) still needs to approve the final report. Once ISBE officials approve the document, D91 will then more precisely identify the repair costs and timeline to complete the updates.

“You do this cycle once a decade and codes can change in the span of 10 years,” Brophy said at the meeting. “We’re fortunate that, while code has changed, there’s not a lot significantly that has changed. So it’s just changes to recent things to come into compliance.”

Men with gun steal BMW Two men with a gun stole a BMW from Spotless Car Wash, 7802 Madison St., at about 2:26 p.m. on Feb. 11.

A woman told police she had just finished washing her car and moved to vacuum her car, when a man approached her asking for a lighter. She felt like something was wrong and walked to the driver’s side of the car, when a man with a gun demanded the keys to her car. Zyell Lofton, 18, of Chicago, and Deoncio Dorsey, 18, of Chicago, then jumped in the car and fled the scene.

Police tracked the BMW to the intersection of Laramie and Adams in Chicago, and attempted to follow the car covertly. The driver’s realized what was going on and began driving erratically, eventually crashing into multiple trees and careering into a light pole at the intersection of Laramie and West End. Lofton and Dorsey fled the vehicle but were eventually apprehended by Chicago police officers. Police also searched the car and recovered two loaded handguns, one stolen from a location in Schaumburg.

The men were transported to the Forest Park police department and charged with aggravated vehicular hijacking. Lofton also complained of having a headache, police

noticed a recent gunshot wound to his right hand, and was transported to Loyola University Medical Center.

Man steals wallet from Chevy

A woman said she saw someone enter her Chevrolet at about 10:29 p.m. on Feb. 12 on the 900 block of Marengo.

She said she was visiting her mother and parked her unlocked vehicle outside briefly, when she saw a man get in the driver’s seat and sit inside. She used her key fob to remotely lock as many car doors as possible and sound the alarm. The man exited the vehicle, fleeing on foot south on Marengo.

The woman searched her car and found her wallet missing. The wallet contained several credit cards and her Illinois driver’s license.

Fight at the Blue Line

Police responded to the Forest Park Blue Line, 711 Desplaines Ave., at about 11:34 p.m. on Feb. 12, on a call that seven teens were fighting on the platform.

When officers arrived, the CTA supervisor pointed out the three teens who had been fighting. Police attempted to talk to them, but the teens walked away. Officers grabbed

the boys to prevent them from leaving, and the teens started to yell.

Police separated the teens, handcuffing one who appeared to be under the influence of alcohol and narcotics. Officers had to force him into the squad car. The other teen sat down on the curb and began sobbing, eventually complying with officers to get in the squad car. The third was released from the scene without charges.

The two teens were transported to the Forest Park police department. One was charged with disorderly conduct and transported to Oak Park Rush Hospital due to his “high level of intoxication,” according to the report. The other was charged with disorderly conduct and resisting a peace officer.

Burglary at the Blue Line

Police arrived at the Forest Park Blue Line station, 711 Despalines Ave., at about 1:57 a.m. on Feb. 14, on a call that two men with weapons had just threatened and robbed a commuter.

A man had gotten off the train and told CTA security that two men had just taken his iPhone, Visa card, and $50 cash while he was sleeping on the train. The men pulled out a knife and fled the train, throwing out the stolen items when they saw police. Officers detained Melvin Turner, 37, of Carol Stream, and, Michael Brown, 35, of Chicago.

They found a box containing a burnt pipe and suspect narcotics on Turner.

KOZAK

Police, military from page 1 where Afghan government officials hadn’t been able to help the locals. Village elders were referred to Kozak’s Special Operations Force, which supplied them with flour, rice and other supplies. But what the small village really needed was help with defense.

The Taliban had been coming in and kidnapping young men of fighting age—locals said the Taliban were outsiders, and village elders just wanted to be left alone.

Kozak and others started teaching residents how to defend themselves. They visited the village several times and, in subsequent trips, also brought along doctors and dental and eye care services. Kozak remembers one young man named Muhammed Ismail telling him he wanted to learn English.

Kozak emailed his aunt and asked her send over some kids books for him. “A really close relationship evolved to the point where they gave us a house to stay in whenever we came,” Kozak said.

One day, 15 of special ops officers were in the village when the Taliban attacked. A nine-hour battle ensued, with the army itself outgunned—until 250 Afghan villagers rallied to fight the Taliban and protect the 15 Americans there.

Gutter stolen from St. John’s

Sometime between 5 p.m. on Feb. 8 and 10 p.m. on Feb. 10, someone stole an approximately 40-foot copper gutter from St. John’s Lutheran Church, 305 Circle Ave. A few days earlier, someone had stolen a copper downspout from the church.

Car batteries lifted

Sometime between 12 a.m. on Feb. 9 and 8 a.m. on Feb. 11, someone stole car batteries from eight trucks at Sewer Tech Services, 1400 Hannah Ave. The batteries were valued at $150 each.

Locker break-in

Sometime between 1:30 and 3:30 p.m. on Feb. 12, someone stole $47 cash from a locker at Planet Fitness, 7530 Roosevelt Rd. The Hillside woman couldn’t recall if she left her locker totally secured.

Apartments burglarized

Sometime between 10 a.m. and 3:15 p.m. on Feb. 18, someone stole a jewelry box, diamond earrings, gold watch, $240 cash and iPhone from an apartment on the 100 block of Elgin. In another apartment at the residence, a watch valued at $70 and $15 cash were stolen. Police believe the burglar entered through a broken window.

Over the years, Kozak said he has observed that many people are afraid to talk to the police. For him, he said communication boils down to trust. Trust, he believes, must be earned.

Aware that people have preconceived images of what a police officer is, Kozak said he begins deconstructing stereotypes by simply saying “good morning” to people with a smile. He knows how to say “good morning” in Arabic, Russian, Polish and Korean—the first languages of some of the businesspeople in town.

“The goal in Special Operations in other countries is through conversation and relationship building to help people solve their problems,” he said, and applies this logic to his work in the village too. Kozak said one of the main causes of polarization in this country is that people are “insulated” from others in their own view of the world.

“We have to have the audacity,” he said, “to look past ‘what we know’ and that develops empathy.”

So, when Officer Kozak comes into a store or smiles at you in Constitution Court, part of what he is after, of course, is what the military calls “intel.” Another part is relationship building.

“I have only one set of eyes,” Kozak said.

“But if I can develop a relationship with people on Madison Street, for example, now if I have 30 people all looking as my partners.”

If the application is approved, the closure could be finalized by the second quarter of this year, officials said. Westlake employs around 670 people, 200 of them “on an asneeded basis,” officials added.

Pipeline Health officials said that they’ll invite qualified Westlake employees to apply for positions at West Suburban or Weiss Memorial Hospital in Chicago, and that a community shuttle between Melrose Park and West Suburban in Oak Park “is also in the works.”

They also said Westlake’s in-patient services, including gynecology, intensive care and obstetrics, among others, will be consolidated with West Suburban.

Pipeline Health and TWG Partners purchased Westlake, West Suburban and Weiss from Tenet Healthcare for $70 million in January.

In a Feb. 17 Chicago Tribune article, Dr. Eric Whitaker, the founder of TWG Partners and vice president of Pipeline Health who is also a close friend of former president Barack Obama, told reporters that closing Westlake will allow West Suburban and Weiss to remain financially sustainable.

He added that Westlake lost $9 million in 2017 and was set to lose even more this year.

Whitaker explained to Tribune reporters that he told local leaders that “all options were on the table,” even though the new owners did not originally intend to close any of the three hospitals.

“As we looked at the financials, the losses had accelerated tremendously and it was beyond what we had projected,” Whitaker told the Tribune. “To the extent that we would have to pour a lot of capital into Westlake, it really would have endangered the other two hospitals we had as part of the purchase.”

The announcement still incensed local lawmakers, such as state Rep. Emanuel “Chris” Welch (D-7th), who represents constituents in Westlake’s and West Suburban’s service areas.

During a press conference outside of Westlake on Feb. 18, Welch, who is also a Westlake Hospital trustee, said that he was informed of Westlake’s closing on Friday from a voicemail message left by Whitaker.

“Just like I told Eric Whitaker on Friday — we are not going to let them close these doors,” Welch said.

Welch recalled that “every single time” Pipeline Health officials spoke with hospital trustees during the purchase process, “they told us they wanted this hospital to invest in it, not close it. They said they believed in community, that they believe in the commission of community hospitals like Westlake.”

Welch added that he contacted the Attorney General’s office on Friday “and asked them to investigate whether [Pipeline] intentionally misrepresented and committed fraud” during the process of

Before acquiring the hospitals, Pipeline Health had to file papers with the Illinois Health Facilities and Services Review Board, which “approves or disapproves applications for construction or expansion of health care facilities to avoid unnecessary duplication of such facilities and promotes development of facilities in areas where needed,” according to its website.

Pipeline Health officials said that they plan to file an application next week with the Review Board to close Westlake. If the application is approved, the closure could be finalized by the second quarter of this year.

Earlier this month, when he was asked what attracted him to Pipeline, Whitaker told Crain’s that Westlake “really believed in putting community first.”

Whitaker added that the hospital believes “in quality care. They believe in being the lowest cost provider. And so all of these things I think are important in hospitals

because I think there are one-off community hospitals in danger all over this country.”

And in January, Jim Edwards, the CEO of Pipeline and a partial owner of the company, told the Chicago Tribune that he wasn’t “put out by the fact that these hospitals have some issues and problems from a financial perspective. We feel strongly with our resources, our finances, our experience we can come in and make a difference, and, for lack of a better way to put it, save these hospitals.”

Pipeline Health stumbles

ou only get one chance to make a first impression, or so the saying goes. Pipeline Health, the new owner of West Suburban Medical Center, and, for the moment, of Westlake Hospital, has officially squandered that first impression.

The mishandled announcement Friday that the L.A.-based Pipeline would seek permission from the state to shutter Westlake Hospital in nearby Melrose Park raises questions of both integrity and competence.

The health-care company, fronted locally by Dr. Eric Whitaker, friend of Obama, etc., seemingly spent months negotiating the purchase of these two local institutions along with Chicago-based Weiss Memorial from Tenet Healthcare. Where then was the due diligence? How, in a two-week period, can Pipeline go from closing the deal amid promises it would be investing in three hospitals to the bombshell that Westlake had be cut loose and fast?

Whitaker, in an interview with Crain’s, said closing Westlake was not part of the plan, but that “people who work in health care … have seen [Westlake] patients vote with their feet in terms of going to other facilities.

We’ve heard the same thing for several years under the past two ownerships of the West Sub/Westlake combine. West Sub is getting by modestly while Westlake is a money-losing machine.

Why then didn’t Pipeline force Tenet to do the hard PR job of applying with the state to close Westlake? Why didn’t Pipeline refuse to purchase Westlake? Either would have been preferable to its excruciating announcement with its message of abandonment to Proviso Township and heartlessness to its 500 employees.

Tenet, based out of Dallas, will be remembered as a blip in local health-care history. But Pipeline made its case as a different sort of community-building, health-care company. Now it is making new promises that the closure of Westlake will strengthen West Sub as services are shifted to Oak Park and patients and docs theoretically follow.

We get the reality that health care is changing and needs to change more and faster. There are fewer inpatient beds needed, investment in technology and outpatient care is essential. Our hope has been that Pipeline would lead our community health care in that direction. Today it feels as if it is stumbling out of the box.

Inevitably those promises of greater investment in West Sub ring hollow. Suddenly Pipeline Health has a lot to prove.

In District 209 Proviso Township High Schools the challenge is the rapid, and for too long unaddressed, rise in the number of students for whom English is not their first language. The district needs its teaching force to learn how to better teach this growing group of Latinx students.

Dominican University is making its bet and focusing its mission on how to best serve Latinx students.

Now the institutions are collaborating on a new 18-credit Dominican course that will result in Proviso teachers earning state certifications in English as a Second Language and bilingual education. So far, 21 Proviso teachers have begun the coursework.

No one wants to be ‘the big 6-0’

’m thrilled to be turning 60. I’m guessing you don’t believe me. I’m guessing you’re making a face and fretting about how old you are. But honestly, I’m so happy.

So many of my friends moan about “turning the big one;” they sidestep discussions about their age. No one wants to be “the big 6-0.”

Not me. I’m embracing it with both arms.

People shun the progression of time as if we can do anything about it. My 94 year old mother-in-law often says to me, “Whatever you do, don’t get old…” I know it’s meant as a joke, but is she telling me to die now? I don’t want to die now.

When do we stop looking forward to getting older and regret each inevitable year? Is it after 21? After you reach that drinking milestone do you immediately want to freeze time? Are we only happy to be our age for the first ¼ of our lives?

I remember myself in my 20s; I was neither happy nor content. I was continually self-conscious. My 30s were full of angst. My 40s? Self doubt. My 50s were when I finally started to know myself and come into my own. I now look forward to my 60s being full of grounded discoveries and a dedication to lifetime goals. I am going to follow my parents’ example and look forward to my 70s and 80s as times of exploration and learning from new challenges.

Now that I’m a woman with grey hair, I find I have a pow-

er I never had before; people pay more attention to my opinion than they did when I was younger.

Since I’ve stopped dyeing my hair, I’ve broken up arguments, stopped stupid behavior, and found that I can stand up to bullies. I think there should be a superhero character, “The Gray One, able to interrupt blowhards with the tone of her voice!”

For perspective, I had very close friends who died early. They were, in fact, frozen in time, frozen in their 30s, they didn’t grow old. True, they won’t have to worry about arthritis, bald spots, and wrinkles, but that’s because they are dead. I think they would trade turning 60 for being dead.

And you know what? Modern science has worked very hard to get me to this age. When I was born, I was small and needed to be placed in an incubator – who knows what my early development would have been like if I hadn’t been kept warm after birth? I was a sickly toddler who caught everything including a serious case of influenza followed by whooping cough. I was so sick that the doctors told my parents “to make plans.” Antibiotics made it possible for me to keep adding candles to my birthday cake.

In my adult years, I had a miscarriage which required a D and C to complete. If that hadn’t been available to me, it’s possible an infection could have ended my life. When I did have a baby, she was breech and I had to have a C Section.

In another time, both I and my daughter might not have survived her birth. In my 50s I was diagnosed with follicular Non-Hodgkin’s Lymphoma. Only a handful of years ago

this would have meant a shorter lifespan, but now there are these amazing immunotherapy drugs that mean I’ll probably not only have a normal lifespan, I might never need to lose my hair during treatment. I’m a miracle of science!

Lots of people work very hard to make my life long. I owe it to everyone to keep adding those years.

The old adage is that you aren’t supposed to ask a woman her age. I’m happy to tell you my age. I’m 60 and I can’t wait to be 61. This is the goal – this is the reason I’ve been trying to take care of myself all this time, so that I can be here longer and enjoy the world. I know I’ll have agerelated challenges, and sometimes it will suck to have a 60+ year-old body, but I’ll be here, hopefully writing essays when I turn 70 and 80. I hope when I’m in my 90s I’m telling everyone to go ahead get older because it’s amazing.

The achievement gap begins at Ground Zero

NEW LEARNING: The South PTO sponsored a STEAM night recently.

February brings cold nights and hot STEAM! I’m one of those people who gets super geeked out watching videos of people blowing bubbles outside in below freezing temperatures. That’s why I was thrilled to volunteer with the District 91 South PTO’s annual STEAM Night.

The evening is a celebration of all things science, technology, engineering, art, and mathematics. Field-Stevenson Elementary School was a wonderful host to students, caregivers, teachers and community members to learn and explore and socialize and geek out. Squeals of joy rang from various rooms as kids discovered a thermal imaging camera with the Forest Park Firefighters; latent fingerprints with the Forest Park Police Department; X-Rays with veterinarian Dr. Kuehn; and robots and coding with the Forest Park Library. Mixed in between high tech demonstrations,

many kids had a chance to try their hand at watercolors, marshmallow structures, and stomp rockets. So much was going on!

And a huge thank you to the custodians at Field-Stevenson for cleaning up all the broken Orbeez beads that were a delight for the kids. They deserve a beer!

The team effort was strong as South PTO volunteers, teachers, and our great principals, Dr. Brunson and Mr. Milnamow organized room setup, pizza, publicity and recruiting the phenomenal STEAM participants. Thank you to the Forest Park Boy Scout Troop who helped with crowd control and food sales. The STEAM energy exploded and I’m happy and proud to be part of the positive sparks.

Paying for a service that I need only half as often I read the article regarding compost with some interest. It is good to know that residents can have an impact on how local concerns can be addressed. I would like to raise another concern as the village negotiates its contract with Republic Services.

My wife and I are avid recyclers, and have composted for several years. Now that our children have moved out, it is just the two of us. In a typical week we will generate about one grocery bag of garbage. We do not need to have our garbage picked up every week.

Why can’t Forest Park institute a program for on-demand garbage pick up? Our water bills have gone up, thanks to the city of Chi-

cago and our property taxes are going up. It would be a pleasure to actually see some of the costs of living in Forest Park go down.

The village could easily move to ‘stickers’ that would go on bags to be picked up when needed. Or (and perhaps this isn’t realistic), why can’t every garbage can assigned to a residence have a barcode (under the lid?) that the hauler could scan before dumping, which would make for easy billing. I find it a little aggravating (and unnecessarily expensive) to be paying for a service that I need only half as often.

Recent articles in this newspaper have addressed the complicated issue of test scores as a measure of school success and student achievement in local high schools and grammar schools. I have been in early childhood education since 1970. For the past 10 years I have worked with home visitors and families emphasizing the importance of bonding with books and as a Developmental Therapist and Evaluator in the 0 to 3 Early Intervention System. During the past three years I have conducted research and observed in many classrooms from preschool to 3rd grade in the public and charter school system throughout Chicago, Cook County and Peoria County.

Some research studies have focused on the classroom environment with an emphasis on social emotional development and the relationship between the children and the teacher. In one study we looked at how the children focused and incorporated information that the teacher/curriculum was imparting. As a society, policy makers have emphasized test scores rather than the child’s mental health and social emotional development. However, research studies demonstrate that the environment and the family that surrounds the child is the most important factor in a child developing cognitively, linguistically, socially, emotionally and physically. The first three years are the most important years to develop these skills. I have observed infants, toddler and two year olds watching excessive amounts of television and playing on I-Pads or battery operated toys. There are childcare and preschools that keep children sitting rather than allowing them to play and interact with materials, peers and adults in their environment. These are passive activities and do not allow children to interact with materials, books or engage in conversations. There are a multitude of experiences that influence health and wellbeing throughout the lifespan. Some of the effects include disrupted neurodevelopment, social, emotional and cognitive im-

pairment, adoption of health-risk behavior, disease, disability and social problems.

Before we rely on test scores as a measure of the schools ability to produce “results”, we need to look at the experiences that have affected the child’s development.

I have observed excellent teachers and schools with wonderful supportive and enriching environments but only about a quarter to a third of the children are achieving at grade level in third grade. We need to look at poverty, domestic violence, violence in the neighborhood, physical or sexual abuse, alcoholism, emotional abuse and drug addiction in the family and how they are affecting our children. Agencies such as Catholic Charities, New Moms and PLCCA are funded to provide Home Visiting and Early Head Start programs that provide support to families to ameliorate these conditions. We need to look at where children are coming from and provide care and curriculum that emphasize the social and emotional needs of children birth to three, preschool, elementary school and high school. We need to support families in the early years, economically and socially. Children do not enter high school in a vacuum.

2019 STREET IMPROVEMENTS PROJECT VILLAGE OF BROOKFIELD, ILLINOIS This project will include the replacement of concrete curb and gutter, sidewalks, driveway aprons, and drainage structures, installation of 1,200’ of 8� DIP water main, replacement of certain sections of combined sewers, milling and resurfacing certain pavements, reconstructing certain pavements, installation of street lighting on Broadway Avenue, landscaping disturbed areas, and performing other related work.

Sealed bids will be received up to the hour of 11:00 A.M. on Tuesday, the 12th day of March, 2019, in the office of the Village Manager in the Village Hall located at 8820 Brookfield Avenue, Brookfield, Illinois. All sealed bids received will be publicly opened and read at 11:00 A.M. on the same day, Tuesday, the 12th day of March, 2019, at the Village Hall.

Bidding documents, consisting of the bid proposal, project specifications, and project plans are available at the office of Edwin Hancock Engineering Co., 9933 Roosevelt Road, Westchester, Illinois 60154, upon payment of a non-refundable charge of One Hundred Dollars ($100.00) per set of bidding documents. No bidding documents will be issued after 4:30 P.M. on Tuesday, the 5th day of March, 2019.

All bid proposals offered must be accompanied by a bid bond, cashier’s check or certified check in an amount not be less than Five Percent (5%) of the total amount of the bid, as a guarantee that if the bid proposal is accepted, a contract will be entered into and the performance of the contract properly secured.

Checks shall be made payable

to the Order of the President and Board of Trustees of the Village of Brookfield. No bid proposal shall be considered unless accompanied by such bid bond or check.

All bidders wishing to obtain bidding documents must be approved by the Village prior to obtaining bidding documents.

All bidders must provide proof that they are prequalified with the Illinois Department of Transportation to perform at least 35% of the value of the work before being issued bidding documents.

Any bidder in doubt as to the true meaning of any part of the bidding documents may request an interpretation thereof from the Village. The bidder requesting the interpretation shall be responsible for its prompt delivery. At the request of the bidder, or in the event that the Village deems the interpretation to be substantive, the interpretation will be made by written addendum duly issued by the Village.

In the event that a written addendum is issued, either as a result of a request for interpretation or the result of a change in the bidding documents issued by the Village, a copy of such addendum will be mailed to all prospective bidders. The Village will not assume responsibility for receipt of such addendum. In all cases it will be the bidders’ responsibility to obtain all addenda issued.

The Contractor and Subcontractor shall comply with all regulations issued pursuant to Prevailing Wage Act (820 ILCS 130), and other applicable Federal Laws and regulations pertaining to labor standards.

The Village of Brookfield reserves the rights to determine the lowest, responsive, responsible bidder, to waive irregularities, and to reject any or all bid proposals.

Picture perfect • Keeping up on your dog’s appearance has benefits beyond good looks

ou can usually tell when a dog owner begins taking his pet for granted: The dog’s hair is matted and overgrown, her nails are long and broken and her teeth—well, let’s just say they’re not going to be able to handle chewing on bones much longer.

We’ve all seen these dogs. Maybe we’ve owned them, too. Unless it’s time for the annual Christmas card photo, grooming becomes an afterthought. Something as simple as a bath or regular haircut gets pushed down the line, usually going undone until we can either no longer handle our dog’s unfavorable scent or after our fellow book club members conveniently absolve us of our monthly meeting duties. “We know you’re busy,” they’ll say.

But busy or not, your dog’s appearance shouldn’t be an afterthought. In fact, it’s one of your responsibilities as a dog owner. You wouldn’t let your child or your parent go weeks without bathing. You wouldn’t send him to school with ratty hair and stained clothes. That’s not responsible parenting.

As your dog ages, so will his grooming requirements. Here’s a quick look at what you can do to make sure your dog’s appearance stays on point and why it’s essential to maintain a regular grooming schedule.

Hair today Your dog’s fur isn’t there just to make her look good. A dog’s

coat serves as protection from the cold and the heat and should be appropriately cared for year-round. Letting your dog’s fur grow extra long during the winter and shaving it off in the summer may seem to make sense but it works against the natural benefits of your dog’s outermost layer. It’s a good idea to consult with a groomer on your dog’s appropriate hair length. They’ll be able to help you understand why your dog’s fur is essential and help you determine the best way to handle it.

One of the most overlooked elements of caring for a dog is regular brushing and bathing. Brushing your dog on a regular schedule helps remove dirt, prevents matting and keeps their coat shiny and healthy.

Paws for concern Consider your dog’s paws. They’re much more important than you think. Since they’re highly sensitive to cold and heat, it’s especially important to keep them clean and protected.

Removing debris in between the paw pads and keep their nails at a proper length. Does the thought of trimming your dog’s nails make you a little squeamish? Again, your groomer can help. Most dogs get a little nervous when their owners break out the nail clippers, especially if they’ve been clipped too closely in the past.

Tooth or dare?

You may have built up a tolerance to your dog’s breath but that doesn’t mean those offensive odors coming from his mouth should be ignored. Brushing your dog’s teeth may offer some temporary relief from his breath but that breath can be the result of an abscessed tooth, excessive plaque or other problems if an infection spreads to the dog’s bloodstream.

In some cases, plaque can ultimately cause damage to your

dog’s liver and heart. And if you notice your dog is losing weight, check his mouth. Your dog may find it too painful to eat with broken teeth and sore gums.

Also, it’s important to remember that those tasty snacks that promise they’ll keep your dog’s teeth clean aren’t all that effective. If you really want to clean your dog’s teeth—unless your dog is on the older end of the age spectrum—you’ll have to break out the toothbrush.

Buy an enzymatic toothpaste that contains glucose oxidase, an antibacterial agent which will fight tartar and plaque and find a toothbrush specifically for dogs, which have longer handles and smaller, softer bristle. If you’re new to the brushing process, begin with your fingers instead of a toothbrush, if necessary, and after applying toothpaste, gently work your way toward the back of your dog’s mouth, brushing or rubbing each tooth. You’ll be finished in less than 30 seconds so it shouldn’t be difficult to brush your dog’s teeth every day.

While your dog doesn’t have to be portrait-ready at all times, she’ll appreciate the occasional pampering that comes with a bath and haircut. You’ll help her look better, feel better and perhaps more importantly, serve as the tail-wagging, welcoming friend to your judgemental bookclub members when they attend your next monthly meeting.
