Fire department pushing for changes amid paramedic shortage Chief says village is looking into bringing paramedic services in house when contract with third-party partner expires next year

Nationwide shortages of emergency medical service providers have had a big impact in Forest Park, where the fire chief says his department is routinely filling half the available shifts while their third-party contractor struggles to keep up with the demand for staff.

Forest Park Fire Chief Phil Chiappetta said the village’s third-party provider, Metro Ambulance Service, is supposed to provide six paramedics to man the village’s ambulance in three two-person shifts throughout the day.

But for the last several months at least, Chiappetta said no more than three contract paramedics have been available and that, until recently, that number was only two.

The shortfall means that Forest Park firefighters, all but one of whom are cross-trained and certified firefighter paramedics, have been working overtime shifts to cover the gaps. Chiappetta said finding volunteers to work those shifts has, thankfully, not been a problem, but that the lingering effects of what he described as a “statewide shortage” have led him to approach village hall about ending the contract with Metro Paramedics when it expires in April 2023 and converting the village’s ambulance staff to full-time fire department employees.

“This isn’t going to be a problem that’s going to be solved anytime soon,” Chiappetta said. “Right now, these companies, they’re coming to the town asking for more money to jack up the base pay for these guys, but when you start jacking up the price it doesn’t become cost effective.”

Michael Tillman, a vice president at Metro Paramedics, didn’t dispute Chiappetta’s characterization. He said paramedics are in short supply nationwide and that one part of a more complex web of issues is that base pay for contract paramedics is extremely low, something that is causing people to

leave the business and dramatically shrinking the pool of students who are now attending and completing paramedic certification programs.

Tillman would not divulge how much his paramedics are paid, but he said Metro has been trying to raise pay for years, something prompted by incremental increases in the minimum wage in Illinois, which is now $12 per hour. Tillman said he’s lost clients in other municipalities as Metro has raised prices to try and subsidize wage increases, but that right now companies like his have few other options.

“We offer some benefits in that we provide [clients] with fixed contract costs … but we told them, one way or another you’re going to pay,” Tillman, who described the business model as a public-private partnership, said.

“If it goes up in our world it’s certainly going to go up in the government sector.”

“Others have told us, hey, where [Metro] want[s] to go with wages, either they don’t have the budget or they can hire their own firefighter paramedics and we understand that.”

Because Metro has been unable to fulfill its end of the contract with the village, Forest Park taxpayers are not shelling out any additional tax dollars to make up for the shortage. Any overtime hours paid to Forest Park firefighters are deducted from the amount the village pays to Metro, so for now the financial implications in the village are minimal. That’s not the case, of course, for Metro, which Tillman said has openings in

several municipalities throughout Northern Illinois.

“It hurts. It definitely hurts,” Tillman said. “But again, we’re one of those employers where we’re trying different things and just trying to survive.”

Tillman cited a number of factors for the shortage, including wages; the universal worker shortage hitting many sectors, especially those that are low-paying; the impact of a COVID-19 vaccine mandate that he said has cost him some paramedics; and the high cost of operating an ambulance in the first place, especially amid rising inflation.

According to Tillman, government-funded programs like Medicare and Medicaid reimburse the ambulance providers only a small fraction of what an ambulance run actually costs, and those losses translate to lower available pay for employees and greater expenses passed on to municipalities.

“Commercial FILE insurance will pay that difference and so a lot of people scream about surprise billing … and a lot of that is driven by [government reimbursement],” Tillman said. “When the government payors reimburse at a rate that doesn’t keep up with the inflation that everyone’s realizing, that’s a problem.”

Chiappetta, for his part, said he’s hopeful for the prospect of bringing the paramedic service in-house, something that is buoyed by an effort from former chief Steve Glinke to cross-train staff to serve in both roles. In the meantime, the fire department continues to fill the open slots and ensure Forest Park residents can get the emergency services they demand and expect.

“I am very proud of the guys stepping up to fill these spots,” Chiappetta said. “They care about the residents. … Our firefighters are doing a great job going above and beyond because they know how important the ambulance service is to Forest Park.

Council OKs video cameras to monitor public spaces Project to install 11 cameras, four license-plate readers in high-traffic areas approved unanimously after lengthy discussion

The Forest Park Village Council unanimously approved the purchase and installation of 11 video cameras that will be used to monitor and review unlawful activity in some of the village’s busiest areas at its first regular meeting of the new year on Jan. 10.

Approval was given only after a rare but spirited line of questioning from one of the four commissioners.

The nearly 30-minute discussion Monday evening was triggered by a proposal outlined by Chief of Police Ken Gross that calls for the installation of surveillance cameras at a number of strategic locations, primarily on Harlem Avenue, Desplaines Avenue and Madison Street.

The discussion, while never heated, was a noteworthy departure from recent council meetings, during which few if any agenda items have merited even a single comment from the four commissioners or the council’s fifth voting member, Mayor Rory Hoskins.

Gross described the cameras as just the latest technological advance in law enforcement, something that would aid police in preventing and solving crime, and said the system is nearly identical to one currently used by police in River Forest. Gross said River Forest will soon be expanding its surveillance operation.

But the first question for Gross came from Commissioner Maria Maxham, who asked the chief how he would respond to anyone concerned about their privacy once the cameras are in place.

“On the street there is no expectation of privacy,” said Gross. “We’re not using this to peep into peoples’ windows.”

Maxham’s line of inquiry ended there but fellow commissioner Jessica Voogd stepped in minutes later with a more targeted series of queries, including questions about a draft department policy that was included with the proposal to purchase the system.

The mostly boilerplate policy, which Gross said he amended slightly from the version written by a third-party company, Lexipro LLC, includes provisions for prohibited activity, including that cameras shall not be used to “intentionally … invade the privacy of individuals or observe an area where a reasonable expectation of privacy exists,” nor shall it be used to “harass, intimidate or discriminate against any individual or group.”

But Voogd claimed that a section providing that signage would be installed in town to notify residents and visitors that they were being recorded had been removed (Gross and Hoskins later seemed open to returning to that idea and installing such signs in town). She also asked why no spe-

cific disciplinary policies were outlined for anyone who would use the cameras unlawfully.

Gross, who told the Review in an interview before the meeting that the cameras could be accessed by officers from their individual computers through an internet connection, was generally dismissive of Voogd.

“We’re not swerving into peoples’ apartment buildings and looking in their windows,” Gross responded to one of Voogd’s concerns, before referencing a fictional character peeping on women as they were getting dressed in the 1978 farce Animal House. “It’s not going to be like a scene in Animal House where Bluto’s up on the ladder. It’s going to be for surveillance only. If someone was abusing it, there would be dis-

Gross went on to explain that the written policy was still just a draft and added that existing department-wide policy would handle any disciplinary issues without needing a specific camera policy in place.

Hoskins then tried, and not for the only time, to steer the conversation back to the specific subject at hand, which was approving the expenditure. But Voogd persisted in her questioning.

“I don’t doubt the benefits of the system,” she said. “But I do think that we owe it to the public to just talk about [it] because we’re all human beings, right?”

“I’m wearing a camera right now,” Gross answered, referring to the body-worn cameras now required for all Forest Park officers. “Every call we go on, there’s cameras everywhere. … On any call my guys are going on, especially on midnights, there’s probably 11 cell phone cameras on them, and half of them are probably being livestreamed ... 1984 is long gone. We’re way past that.”

you talk about everyone in the community getting linked up to this system versus just if you train police officers managing it.”

“We’re not going to be looking into the schools or the parks or the library. If we have a comparable system, it just works better across all platforms,” said Gross. “But we’re not going to sit there and stalk teachers and kids. That’s not what the platform’s for.”

“There’s a lot of things that are possible but what’s probable,” he said. “Is it possible — and this is a quote from someone else and I hope you’re not [insulted] by it — is it possible that aliens can come out of the sky right now and shoot us with blue slime? Yes, it’s possible. Is it probable? No. So is it possible the system’s abused? It’s possible that any system’s abused.”

“It’s not possible,” Voogd shot back. “It’s happened. There’s a lot of documented cases of this. I’m not bringing this up, this is just things that I’ve found, so I want to make sure that we’ve thought about all of them to help. We need to convey to the public that

we’re doing everything we can to keep them safe.”

When Voogd suggested that the council review the program annually, including permanent departmental camera-use policy that may be put in place down the road, Hoskins stepped in.

“If we find the program is problematic and rife with abuse, we can make a decision to scrap it or modify it,” he said. “I think we’re having a good discussion about the pros and cons, but let’s not anticipate that we’re going to see the worst. They’re good questions, you’re thinking ahead, and I can encourage you to think ahead, but this is a draft policy.”

“I have no doubt in the fact that cameras can help assist in reducing crime and in helping you do your jobs, that’s not why I ask these questions,” Voogd said in her final remarks on the subject. “It’s also important to just pause and make sure that we’re not getting ahead of ourselves and we’re talking about peoples’ rights and privacy, and that’s all. And I think it’s important to ask these questions so that we can hopefully be aware of these things as we’re moving forward.”

In the end, Voogd voted in favor of the proposal. It passed unanimously, as did a related proposal to contract for electrical work needed to install the system. Both proposals were not subject to an open bidding process, which Maxham later clarified with Gross was because the company, Griffon Systems, LLC, is the same one used in River Forest, making it easier for the two departments to share information.

The village will pay Griffon $163,275 for the 11 cameras, four license-plate readers, related software and equipment. It will pay another $19,700 to Lyons & Pinner Electric Companies for additional electrical work.

The cameras will be placed at the following locations: Harlem Avenue at the intersections with Circle Avenue, Jackson Boulevard, Roosevelt Road and Madison Street; Desplaines Avenue at the intersections with Madison, Roosevelt and Randolph Street; First Avenue and Roosevelt; Madison and Circle; and the Franklin North Tower (near Desplaines and Franklin Street).

The license-plate readers (LPRs) — which will be installed at Harlem and Roosevelt, Harlem and Madison, Desplaines and Roosevelt, and First and Roosevelt — automatically scan license plates as they drive past and can send automated alerts to law enforcement if, for example, a stolen vehicle or one that is connected to a warrant enters the village. Gross said the LPRs can also be used to solve missing person cases, including Silver Alerts typically issued for senior citizens with cognitive impairment who need to be located.

The cameras themselves, Gross said, can be both a real-time crime fighting tool and

Animal Care League expands shelter premises Phase 1 of 4-phase project has commenced

Construction is underway on Garfield Street, where crews are building a new welcome center and front-facing adoption center for the Animal Care League (ACL) at 1003 and 1009 Garfield St. Crews broke ground last month, but the transformation of the two buildings is starting to materialize.

“The outline for the walls is up and you can really see what the two buildings are going to look like and the space that we’re going to have for animals,” said ACL Executive Director Kira Robson.

The work is the first phase of a wider fourpart plan to expand the nonprofit animal shelter’s premises, which will ultimately allow ACL to take in more animals and increase its in-house care services.

“It is well overdue, and we are so excited,” Robson said of the planned expansion.

ACL spent over a decade trying to buy the run-down, abandoned building at 1009 Garfield St., which sits between three other shelter-owned structures. The shelter was finally able to acquire the property in the summer of 2019, with the help of the Cook County Land Bank Authority.

The first phase of the expansion plan focuses entirely on 1003 and 1009 Garfield St. Eventually each of ACL’s four buildings will be joined to create one large structure, but in the meantime, Robson is thrilled that ACL will finally have a lobby.

“We’re very excited about it because if you’ve ever been here, we don’t have that kind of a space right now,” she said.

The lobby will house the welcome center, as well as offices and a community room,

something used by detectives, who Gross said were “champing at the bit,” to have the technology available to help close future cases.

Earlier Monday, Gross told the Review that conversations regarding the cameras began during his tenure as acting chief in mid-2021, and both Gross and the council noted that the initiative was spearheaded by Steve Glinke, the village’s director of health and safety and former fire chief.

Gross said his department has already used River Forest’s surveillance system on multiple occasions, including to gather information on a March 2021 homicide near Circle and Harlem that remains officially unsolved. Gross said during the council meeting that video footage of that incident has led the department to identify a suspect, although that person has not been charged.

where ACL plans to host birthday parties and seminars. The center is meant to be, as Robson described, “an engaging space for the community.”

Currently, ACL takes in about 1,200 animals each year. With the new adoption center, it will have the ability to house two to three times as many rabbits, cats and dogs and do so in a lower-stress environment. It will also allow for discrete adoption, as well as medical and intake spaces. The full adoption center includes dog suites as opposed to kennels, plus communal cat adoption rooms and suites for cats with feline immunodeficiency virus and feline leukemia. Rabbits haven’t been left out either. The center will feature an expanded rabbit adoption area.

“It’s going to have a really serious impact, not only on the animals we serve, but our volunteers will have a better space to come and volunteer,” said Robson, who expects the first phase of the project to be finished in March or April of this year. Upon completion, the plan is to move directly into the following phases, which focus on the expansion of ACL’s in-house medical capabilities and

The current plan is not to allocate an officer to monitor live footage on a regular basis, although Gross said that if a crime in progress is reported, he or other officers could use the cameras from their office to track suspects and relay information to “boots on the ground.”

“I think it’s great,” Gross said of the camera system. “When I started, we had typewriters and we wrote reports by pen. I’ve seen the department come a long way and this is just part of modern policing, using the technology that’s out there to help people, prevent crime and solve crime.”

Volunteer supply chain shortages

Local nonprofits see a decline in volunteerism

al trend. “Fewer Americans,” the website Do Good reported, “are engaging in their community by volunteering and giving than in any time in the last two decades.”

On Dec. 6, Housing Forward held a focus group involving congregational team leaders to address the issue of a fall-off in the number of volunteers following the nonprofit’s shift from an Emergency Shelter model (in which the service would change locations every night) to an Outreach, Diversion, and Interim Housing model at the Write Inn — a single 24/7 site location.

For example, since meals are no longer served using volunteers but in “to go” style containers to be picked up in the Write Inn lobby, volunteers need to find other ways to engage with clients on a face-to-face basis.

The Write Inn site will need two people at a time to cover eight 3-hour shifts each day to sort of “mind the store,” and there is talk of individual churches serving as pop-up warming centers during the daylight hours.

Drew Dingman is hoping that one New Year’s resolution Oak Park residents have been making is to step up as a volunteer for the American Youth Soccer Organization (AYSO).

“Our recruiting has required more time and effort in recent years,” said the Oak Park AYSO regional commissioner, “particularly with COVID increasing hesitancy to participate in larger group activities.”

“Volunteering volume was already trending downward prior to COVID,” he added as a way of noting that the virus is not the only cause.

Mike Hill, Dingman’s counterpart in Forest Park, reported the same challenge. “We have had a struggle getting parents to participate as head coaches at the 5- to 7-yearold level of our soccer program. It’s been especially hard to find young adults who want to help with our 3- to 5-year-old soccer sessions.”

Jackie Iovinelli, director of the Park District of Forest Park, said around 75 volunteers teamed up with her staff last summer to host the 53rd Annual No Glove National Tournament.

Dingman speculated as to why there has been a drop-off in volunteering.

“One of the causes we identified is that children, and parents, continue to be more active, in more ways, with more organizations. As a result, their ability to dedicate recurring time to a single organization has been negatively impacted.”

Business owner Hatim Simba, known in Forest Park for over a decade as the owner of Ambees Engraving, moved west in 2001.

Hatim, his wife Hamida and their children fled from Entebbe, Uganda, in eastern Africa in 1972. In 1986 the family started an engraving business in their basement which grew to the storefront known as Ambees Engraving at 7507 Madison St. Stores were struggling on that end of Madison at the time and he was offered a lease at a discounted rate.

With determination and always creating what the customer wanted, Ambees Engraving grew in name and reputation and outgrew the space in Forest Park, moving to the busy intersection of Mannheim and Cermak in Westchester where business continued to thrive.

The right to clean water, even in prison Access to water is a human right, but people residing in the Stateville prison do not have access to adequate clean water. According to inmates, the tap water is brown and smells like sewage. On Dec. 7, 18 community organizations traveled to Stateville prison to protest this unconstitutional situation, including the following: The Community Renewal Society, Rev. Otis Moss III and Trinity United Church of Christ, A Just Harvest, The People’s Lobby, Black Lives Matter Chicago, Chicago Alliance Against Racist and Political Repression, Chicago Torture Justice Center, The Hampton House, Sen. Robert Peters, Charlene Carruthers, and many others.

In an article titled, “Chicago faith leaders protest prison treatment at Stateville Correctional” from the website, Suburban Chicagoland, Cassandra Greer, founder of the Justice for Nickolas Lee grassroots organization, said, “Water is a human right. Why is this an issue when the Illinois Department of Corrections has a budget of 1.5 billion dollars? … This water crisis has been going on for over two decades. We have a recording of a gentleman inside saying this has been going on since he’s been in there. He got in there 24 years ago.”

On Jan. 4, the Speaker of the Illinois House, Chris Welch, and the President of the Illinois Senate, Don Harmon, met online with the Oak Park chapter of Indivisible.

Both Welch and Harmon said they had not been aware of the water crisis at Stateville, and they both promised to look into the problem.

The Park District of Forest Park’s Sips and Crafts series continues with See Jane, Drink Wine on Wednesday, Jan. 19 from 7 to 8:30 p.m.

At this class, open only to those age 21 and older, attendees will learn about three of certified sommelier Jane’s favorite wines and promises to appeal to “every level of wine lover and please all budgets.”

Students will pick up a sturdy foundation of wine-tasting knowledge. They’ll be taught how to judge aromas, flavors, grape varietals and pairings, and learn tips for identifying and articulating your favorite style of wine so you can pick the perfect bottle the next time you’re ordering a drink.

Tickets to the event, hosted on the second floor of the park district’s administrative building at 7501 W. Harrison St., are $40 to $45 per person and are available now at pdofp.org.

National Day of Racial Healing One day after Martin Luther King Jr. Day, join the W. K. Kellogg Foundation and the Forest Park Public Library in observing the sixth annual National Day of Racial Healing on Tuesday, Jan. 18 from 2 to 4 p.m.

The day is billed as an opportunity to bring people together in “common humanity” and inspire actions that can make the world a more just and equitable place.

The library is hosting a virtual watch party on their big screen, but the event will also be broadcast on the Kellogg Foundation’s YouTube Channel (youtube. com/kelloggfoundation) if you’d rather watch from home.

ltimately, we would come down in favor of Forest Park’s decision Monday to purchase 11 surveillance cameras and to have the police department install them in key spots in the village.

The cameras are a latter-day tool of public safety. Like the addition of body cams for police officers, it is a technology that

That said, we are grateful to Village Commissioner Jessica Voogd for her strong questioning of Police Chief Ken Gross during Monday’s village council meeting. Voogd raised necessary questions, both broad and narrow, about the

cameras.

She rightly targeted civil rights issues about the rapidly expanding surveillance society we live in where the free movement of ordinary citizens is increasingly tracked and observed. Whether it is the phones we all carry with us at every moment and their ability to document our whereabouts or the ubiquitous-ness of

tiny cameras in virtually all settings to record our actions, we now live in a society where each of us are under the watch of stores, toll cameras, smart phones, license plate readers, red light cameras, recorded Zoom meetings and soon, locally, the police.

This ought to, at least, give us pause. It represents a vast societal change. Necessary? Yes, you can argue that is. Inevitable? That seems undeniable. But also worth throwing up a cautionary flag, and good for Voogd for doing that.

The commissioner also expressed concerns that village government and its police department have not thought through a plan on how the cameras will be used, monitored, and how possible abuses will be avoided.

Again, this is an essential discussion, the sort of discussion that happens too seldom at Forest Park Village Council meetings. We want to hear more from commissioners. Public discussion and debate ought to be civil but it ought to be a regular occurrence in our public meetings especially when issues of such consequence are on the agenda.

Bringing paramedics in-house

Speaking of issues of consequence, Forest Park is dealing with a real shortage, nationwide, of contracted paramedics.

The village has long used a third-party firm, right now Metro Paramedic Service, to provide this essential service. But over recent years the department has had to use its own firefighter paramedics on overtime to fill holes in the third-party staffing.

This has rightly led to early discussions, also happening in other nearby communities, about bringing paramedic services in-house, fully integrated into the fire service.

Seems entirely reasonable, but it is a complex discussion involving unions and health care and tight budgets. Still a good discussion to begin as Forest Park’s contract with Metro Paramedic ends in 2023.

He started three hockey pro shops in the northern suburbs but the internet hurt in-person sales of hockey equipment.

When David Ortiz and his son, Jeremy, showed up at their first tournament, the organizers asked the coach for his boxing books.

David, then new to the coaching business, and Jeremy, then a pre-teen, had no idea what he was talking about. The father-son duo also brought the wrong headgear, tried to wear the wrong mouthpiece and did as good a job as one possibly could at looking completely out-of-place and entirely beatable.

Then, David says, Jeremy stepped in the ring and beat every fighter that was put in front of him.

In the six years or so since then, Jeremy has gone on an incredible tear, becoming one of the country’s top-ranked boxers and defeating nearly all comers, including national champions, future professionals and potential Olympians.

He is coming off his first tournament against adults, the 2021 USA Boxing Nationals, where he finished fourth in the Elite division at 132 pounds. The 18-year-old Ortiz, one of the youngest fighters in the field, came into the event seeded sixth in a field that included fighters in their 30s.
