A new candidate for mayor! Moi!

don’t wish to send shockwaves through the community but I’m running for mayor.

Why? There’s a job opening and I need the money. I also have a vision for the village. I’d like to streamline our government — for example, by cancelling village council meetings.

First of all, I hate meetings. If we could watch Monday Night Football during the meetings, it would be bearable. But all that motion-making and seconding is boring. Wouldn’t it be more efficient if I just ruled by proclamation?

Besides, don’t we all agree on the big issues? Safety is my biggest concern. That’s why I’m offering the services of my private detective agency to any citizen who doesn’t have an alarm system. If you think this is a conflict of interests, I’m offering a special discount on following Forest Park spouses.

I’m also concerned about residents from neighboring suburbs flocking to Forest Park.

No, I’m not proposing a wall on our southern border — “Berwyn Wall” has a bad ring to it. Besides, I’m more concerned about the people moving here from Oak Park. Will we all be required to listen to NPR? Will my grandson have to wear a bike helmet when

he rides his scooter? Will Forest Park be proclaimed a Nuclear Weapon Free Zone?

Talk about a safety issue.

Don’t they know that the only thing that can stop a bad guy with nuclear weapons is a good guy with nuclear weapons?

This would betray our legacy of munitions-making. Remember when our village sticker was shaped like a torpedo?

Speaking of vehicles, driving will be safer when I’m mayor.

That’s because I’m restoring all of our streets back to brick.

Try going faster than 20 mph on a brick surface. I’m also proposing a slight relaxation of our overnight parking ban. Here are my license plate numbers — otherwise the ban remains in full effect.

As for my campaign, I’m not asking people to sign those pesky petitions. I plan to run a successful write-in campaign. I already took the liberty of printing thousands of “sample ballots” with my name already written in. Sure, they could pass for real ballots but I can’t have voters misspelling my name.

cal Action Committee funded by the gaming industry to help with my campaign. I promise my campaign will not coordinate with this PAC unless we need to buy more lawn signs.

These lawn signs show how divided we are politically in Forest Park. I would never exploit these divisions for political gain.

For example, just because I moved north of the Eisenhower Expressway, I would never say that north-siders are intellectually and morally superior to those south of the expressway. And I would never claim that a rival candidate plans to give the neighborhood south of Roosevelt to North Riverside.

I would never give away any part of our town. Plus, I would expand our greenspace.

That is why I’m proposing the Park District of Forest Park take over maintenance of my backyard. While they’re at it, they should reserve a pool chair for me close to the lap lanes … in case I need to save someone. They should also relax their ban on lifeguards twirling their whistles. Twirling and un-twirling your whistle is one of the sacred traditions of lifeguarding.

Finally, since I will also be liquor commissioner, I will order all beer lines in Forest Park to be cleaned regularly.

I’ll be making nightly inspections to make sure this is strictly enforced.

Circle Video accommodated the video needs of our community, even carrying 50 copies of Top Gun when it was released on VHS, and it remained sold out for three straight weeks.

In 1987, Circle Pizza opened and had a unique relationship to the Video store. Customers could choose to carry out pizza and a movie, and have both delivered to their door for a in home theater experience and dinner.

Forest Park was also home to All-Star Video, 7302 Madison; Blockbuster Video, 109 N. Harlem and VCR Repair Xperts at 7221 Madison.

Village unveils 2019 infrastructure plan No general fund dollars will be spent on improvements

Stressing that no general fund dollars will be spent, Forest Park Village Administrator Tim Gillian and Village Engineer Jim Amelio unveiled an $8.5 million infrastructure plan for 2019 at the Dec. 17 Village Council meeting.

Almost all of the funding for the plan, which includes two major projects, would come from tax increment financing (TIF) funds and grant money.

Heading the list are a $3.5 million multifaceted project in the Brown Street TIF District on the north end of the village and a $2.7 million sewer separation project at the south end.

Of the $8,560,072 estimated total project costs, $5,159,795 will come from TIF funds; $2,030,107 from grant funds; $812,170 from the Village Improvement Program (VIP) fund; and $558,000 from the water fund. The VIP fund is a debt service fund committed to public infrastructure improvements.

Amelio, of Christopher Burke Engineering, said the Brown Street TIF project includes televising and cleaning the sewers and developing and implementing a sewer repair/lining program from information gleaned from the televising. In addition, the project includes replacing a six-inch water main on Circle Avenue from Harlem Avenue to Franklin Street with an eight-inch water main; a sewer separation project that would redirect storm water from the existing combined sewer; sidewalk repairs and pavement patching; and security measures around the north water tower at 7421 Franklin. A gateway sign on Harlem at a location to be determined also is being considered.

“We’re still in the very early stages” of planning, Amelio said, adding resurfacing “the entire area” is being considered. The entire cost of the project will be covered by money from the TIF fund, which has $4.6 million available.

The Brown Street TIF District was created in 2000 and will expire in 2023. The district includes primarily the area between Central Avenue, the village’s northern border, and Franklin and between Harlem and Lathrop Avenue.

The south area sewer separation project is contingent on a $1.1 million grant from the Phase II Stormwater Management program of the Metropolitan Water Reclamation District (MWRD).

Gillian explained that the village has received notification that the grant has been awarded but have yet to finalize the intergovernmental agreement with the MWRD. “We fully expect that will be coming on down the line,” he said.

Amelio termed the grant application process as “very competitive” and noted that Forest Park is one of 14 recipients from 64

municipal township and county agencies that applied. A total of $66.8 million was awarded to address flooding issues.

The project types under Phase II include the installation of green and gray infrastructure, localized detention, upsizing critical storm sewers and culverts, pump stations and establishing drainage ways.

An MWRD spokesman said preference was given to “shovel ready” projects or projects which have a completed or nearly completed design.

The remainder of the south area sewer separation project costs will be covered from the Roosevelt/Hannah TIF fund.

The project, which Gillian said would help mitigate some of the flooding problems, would entail separating the combined sewer on Circle from Roosevelt Road to 16th Street and eventually redirect the storm water into the Des Plaines River after connecting with an existing storm water sewer at 15th Street and Hannah Avenue.

Amelio explained that the project would benefit not only properties on Circle but also other properties in that area because there will be less of a burden on the combination sewer.

The village also is planning to revive two projects that have been on hold for four

years, resurfacing the CTA Blue Line parking lot and installing a backup generator at the pump station on Hannah, according to Amelio and Gillian.

Amelio explained that the village had received notification that grant funding would be provided by the Illinois Department of Commerce and Economic Opportunity but funding was frozen in 2014 due to the state’s budget impasse before either project could be undertaken.

He added that he is optimistic that funding will be reinstated in the spring, allowing the village to undertake the projects. Estimated costs are $550,000 for the parking lot project and $250,000 for the backup generator. If funding is not reinstated, both projects will remain on hold, according to Amelio.

Another grant from the MWRD will help with construction of a “green” alley in the Elgin-Marengo alley between Lexington and Harvard streets. The grant will cover $123,830 of the estimated total cost of $280,000 with the remainder coming from the VIP Fund.

When the alley is replaced, the center 6 feet will consist of permeable pavers to help stop storm water runoff; the rest will be concrete. In addition, the alley will have perforated catch basins to maximize storm

water infiltration into the ground. Together the green infrastructure installations will provide a total design retention capacity of 28,841 gallons of storm water per rain event.

The green alley will be the third in the village, joining the 500 block alley between Thomas and Beloit avenues and the 100 block alley between Harlem and Elgin Avenue.

Rounding out the 2019 infrastructure plan will be $1,214,000 in street repairs, paid for with $656,000 from the VIP Fund and $558,000 from the water fund.

Water mains will be replaced in the 400 and 500 blocks of Beloit and in the 1500 block of Marengo. In addition, the 600 block of Beloit and the 1400 block of Marengo will be resurfaced.

The alley, street and water main projects are slightly different from those listed in the five-year infrastructure plan presented by Amelio and Gillian a year ago.

“We shuffled things around based on grant funding and current needs,” Amelio explained. “We envision all projects staying within the five-year plan.”

Gillian said officials are “trying hard” to begin construction in the spring.

“That’s why we’re starting now,” he added.

Council approves $35K purchase of Public Works truck The Ford F-450 replaces a previous truck that caught fire in early 2018

The Forest Park Village Council voted to purchase a 2019 Ford F-450 for the Public Works Department at the Dec. 17 meeting.

The truck will replace one that was destroyed by fire in early 2018. In that incident, the truck caught fire while being used for snow removal in the 1500 block of Harlem Avenue.

The truck, which had been delivered a month before, was destroyed but the driver was not injured.

The Village Council voted 4-0 to approve the $35,127.00 purchase from Currie Motors in Frankfort. Commissioner Rachell Entler did not attend

the meeting.

Village Administrator Tim Gillian said the purchase will be covered by insurance. He also said the procurement pro-

Former D91 teacher, union president runs for D91 board Katherine Valleau is the owner of Exit Strategy Brewing Co.

A former Forest Park District 91 teacher and president of the teachers union has entered the race for the board of education, with three open seats in the upcoming April election.

After almost five years out of the district, Katherine Valleau, owner of Exit Strategy Brewing Co., said she’s ready to return. She misses teaching and the business has been stabilized. “Once an educator, always an educator,” she said. Valleau feels passionate about personalized, differentiated learning, equity in D91’s curriculum, and students’ social and emotion well-being, among other issues.

“As a taxpayer and business owner and former teacher, we’re all Forest Park, all the time. Live, eat, breath, sleep, play Forest Park,” she said. “I miss education dearly.

When I was a teacher I always felt like I was making an impact. We have small people who are the future of the village, future of everything. We need to do right by them and make sure we are leading by example.”

During her 12 years at D91, Valleau taught

fourth and fifth grade at Betsy Ross Elementary. When the district switched to grade centers, Valleau became a Latin teacher, and also served as the differentiation instructor for D91 educators involved in kindergarten through fifth grade. In that post, she counseled teachers on how to structure lessons plans and create personalized, project-based assignments that hit all students’ learning styles. She holds a Master of Arts in teaching and an advanced degree in school leadership, and was involved in the D91 teachers union for 10 years.

“I’ve been on the teachers’ side of negotiations,” she said.

Valleau named equity as the district’s biggest challenge — D91 scores in state tests have consistently revealed an academic gap between majority and minority students — along with hiring qualified staff. As the pace of education changes rapidly, Valleau said it’s hard for every district, including D91, to find teachers who understand the latest technologies, curriculum changes and federal and local initiatives. “If I were to step back into a classroom right now, I would need a solid number of weeks to get up to speed,” she said. D91 uses the Second Step

“Students focus so prevalently on social media, technology all the time, and it trickles down and affects their learning. You can’t be academically successful without fo-

cusing on students’ social and emotion wellbeing,” she said.

Valleau said D91 struggles to keep young families in the district, noting that there are three types of families in Forest Park: those who will stay in D91 from kindergarten through eighth grade and then wonder where they will send their children to high school; those who stay in-district from kindergarten to fifth grade and then move out of Forest Park for school; and those who move out of the village before their children enroll in school. This division has helped create a divide between parents whose children are enrolled in schools on the north and south sides of town.

“Retaining our young families is something that has been an issue for a number of years,” she said. “We do a wonderful job, K through 8, and our struggle is that we are not working with our own high school — 209 is doing a fabulous job improving all those things, and the math and science academy is great. We’re getting where we need to go and it’s been through the efforts of a lot of wonderful people that we’re doing so.”

Original Pancake House still in the dark After 40 years of slinging sausages, The Original Pancake House appears to be closed, with lights out, doors locked and calls to the business unanswered.

Owner Steve Pachmayer originally planned to close the breakfast spot on Dec. 19, writing to customers that he planned to retire.

But “after announcing my retirement and the closing of The Original Pancake House, I was overwhelmed by the response of my customers,” he wrote in a letter to customers. “It is very humbling to realize this is more than just ‘a restaurant.’ Due to this response there is family that is interested in buying the OPH.” The restaurant stayed open until Dec. 24. Now the lights are off, doors are locked, and phones disconnected at 7255 Madison St. Portions of the bottom floor of the multi-use building — named Madison Street Commons — are listed as available for rent on the Loopnet real estate site, but The Original Pancake House is not one of them.

tion about 10 years ago, after moving from Oak Park, former manager Tanya Serrano Bargas told the Forest Park Review on Dec. 14. She said approximately 17 employees worked at the restaurant, and the group found out the day before that they would likely be losing their jobs before the new year. At the time, she asked community members to let workers know about any available work.

With the possibility that someone would buy the restaurant, Pachmayer wrote to customers, “We will stay open until at least December 24.”

“You cannot imagine how this response has affected myself and the staff. We appreciate you more than words can say. Thank you again and keep your fingers crossed,” Pachmayer wrote.

The pancake house in Forest Park was one of 18 Illinois locations for the restaurant chain. In all, there are more than 100 locations throughout the U.S. in 29 states, according to the company’s website.

North Riverside man receives DUI Police arrived at 142 Desplaines Ave. around 3:30 a.m. on Dec. 22, about a call that a driver who fell asleep had struck a parked vehicle.

Officers approached the Lexus, which had rear-ended a parked car and driven over the curb, and observed a North Riverside man asleep at the wheel. The Lexus was still in drive. Officers banged on the door, but the driver did not respond. Eventually the Forest Park Fire Department arrived, pried the door open and the man awoke.

He refused to exit the car. Only after paramedics said they needed to check him for injuries did he emerge. Firefighters pushed him onto a stretcher and the man was transported to Loyola Medical Center, where he refused to submit to a blood test or answer any questions.

“I don’t want to talk; I need my lawyer,” he said. Later, hospital officials told police the man had a blood alcohol reading of 0.297, which is more than three times the state’s legal limit.

The man was charged with driving while under the influence of alcohol, improper lane usage, failure to reduce speed, obstructing justice and operating an uninsured motor vehicle.

DUI near the Green Line Police spotted a Toyota traveling at a high rate of speed, weaving in and out of traffic, nearly strike the viaduct at the CTA Harlem and Lake stop, 400 Harlem Ave., around 12:07 a.m. on Dec. 25.

Officers curbed the vehicle and asked the driver for his license and insurance. The Chicago man struggled to find them but eventually provided the documents to police. He said he had been drinking a few beers at a family Christmas party earlier in Berwyn.

The man was transported to the Forest Park Police Department, where he blew a blood alcohol reading of 0.178, which is more than twice the limit of 0.08. He was charged with driving under the influence of alcohol, improper lane usage and traffic signal violations.

Fire at Exit Strategy A minor fire occurred at Exit Strategy Brewing Co., 7700 Madison St., about 7 p.m. on Dec. 22, according to owner Katherine Valleau. She said about 100 people were forced to evacuate the establishment, after a box fan sparked in the basement. No injuries occurred.

The restaurant was closed for remediation and sanitization on Dec. 23, and has since re-opened for business as usual, she said.

Cash stolen from Blue Max Sometime between 3:50 p.m. on Dec. 22 and 6:10 a.m. on Dec. 23, someone stole two cash registers from Blue Max Coffee, 26 Lathrop. Police discovered that the business’ back door had been pulled open. The registers contained $800 cash and four credit cards, all from customers who accidently left them at the business.

Car stolen near Madison Street A man parked his Toyota Camry at the intersection of Beloit and Madison about 1:20 p.m. on Dec. 27. He said he left his car keys in the ignition, while he went inside a restaurant for a few minutes to pick up his lunch. He returned to

the spot where he parked his car about five minutes later, and the Camry was missing.

iPad, jewelry lifted from apartment Sometime between 6:30 a.m. and 4:30 p.m. on Dec. 27, someone stole an iPad and jewelry from an apartment on the 1500 block of Harlem Avenue. The apartment’s front door was wide open and there were pry marks on the back door.

Car broken into Around 5:30 p.m. on Dec. 27, a man noticed that the window of a Chrysler Town and Country, parked on the 700 block of Lehmer, had been pulled from its frame, and the car’s ignition barrel was placed on the center console.

Purse stolen from bar Sometime between 5 and 7:30 p.m. on Dec. 23, a woman’s purse was stolen from Fat Duck Tavern & Grill, 7210 Madison St. The purse contained credit and bank cards, $200 in cash and $75 worth of Visa gift cards.

Nearly $5K of lawn, golf supplies stolen Sometime between 7 p.m. on Dec. 26 and 7 a.m. on Dec. 27, someone stole a leaf blower, lawn mower and golf clubs from a garage on Lathrop Avenue. The items were valued at a total $4,680. The property owners said they thought they had secured the garage’s utility door but could be mistaken.

These items were obtained from police reports filed by the Forest Park Police Department, Dec. 20-26, and represent a portion of the incidents to which police responded. Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

No candidates’ petitions challenged

Officially, 9 candidates running for commissioner and two for mayor

Nine candidates are officially running for village commissioner and two candidates have thrown their name in the ring for the mayor’s race. The final day to challenge candidates’ nominating petitions was Dec. 26.

No challenges were made, according to Village Clerk Vanessa Moritz.

That is a change from previous elections — for both elected positions and proposed referendums — where challengers questioned everything from the number of candidate signatures collected to the way petitions were bound. Four commissioner seats will be up for election in April 2019, along with the mayor’s seat.

For the village’s top spot, Rory Hoskins announced his mayoral ambitions in October. Hoskins previously served as village commissioner, is president of the Proviso Township Democratic Organization, and in 2012 came in second in a tight race for state representative of the 7th District, losing to Emanuel “Chris” Welch by 36 votes. He would be the first African-American mayor to represent Forest Park.

He faces Chris Harris, a former village commissioner who challenged Mayor Anthony Calderone for the top spot in 2015.

Harris submitted papers for both commissioner and mayor this round but has since withdrawn his nominating petitions for the commissioner spot.

Harris declined to comment on why he decided to focus on the mayor’s post.

He said he will announce his positions sometime in early 2019.

For commissioner, candidates Jessica Voogd, a buyer and set decorator for TV and film productions; Mark Boroughf, owner of a commercial printing firm; Jon Robert Kubricht, a local property investor who owns an imported jewelry store in Chicago; and Julianne Bonwit, a stay-at-home mother and former social worker, have formed

a slate and are campaigning in support of Hoskins for mayor.

As independents, incumbents Joe Byrnes, who works part-time at the Park District of Forest Park, and Daniel Novak, superintendent of special facilities at the Wheaton Park District, are seeking re-election.

Former commissioner Martin Tellalian, manager at an engineering firm, is also seeking election to his older post. Ryan Russ, maintenance foreman at the park district, and Ryan Nero, director of safety at a construction firm, are also seeking election for the firsttime to commissioner seats.

Mom’s Place building sold, restaurant to stay

After more than 50 years, the original owners of Mom’s Place restaurant sold the building to a Chicago property investor in late November.

Argos Vds Inc., which is managed by Angela Kawka and Katina Barnett, sold 819-823 S. Harlem Ave. for $352,000 on Nov. 23 to Aidyel Inc., which is managed by Chicago-based property investor Sinchai Suptaveeying. Mom’s Place will continue operating at the current property for at least five more years.

“I think they just wanted to retire,” Rocio Ruiz said of the old family, whose surname is Skoufis. Ruiz is the daughter of the owner of Mom’s Place and also works there.

“I think they owned it for over 50 years, the previous family. They used to be here, but they don’t live around here now. The parents built this business and then they went to work, the three kids worked there, grew up here, and moved out; that’s why they’re selling everything.”

When the Skoufises opened the business, it was named Tom’s Steakhouse. Over the years, the business has changed as the restaurant changed hands. Ruiz, of Berwyn, said Mom’s Place has been at the location for 15 years. Mom’s Place specializes in breakfast and Mexican and American cuisine.

“We love our customers and our customers love us,” Ruiz said. “They like my mom and my dad, we’re just a family, all the family works here. My parents, my teenagers now are growing up here. It’s just a family thing and they see that and they like it. It’s old-fashioned.”

Former Proviso East basketball players from the iconic 1969 game returned to Proviso High Schools District 209 on Dec. 26, for the annual Proviso West Holiday Tournament.

That year is enshrined because of East first-ever state basketball championship, defeating Academy of Our Lady/Spalding Institute 58 to 51 that March at the University of Illinois Assembly Hall. Players Billy Allen, Ira Carswell, Jim “Papa” Brewer, Pete Bouzeos and Walt Wil-

liams were just a few who returned.

“They won it all during some turbulent times within our township,” Randall McFarland wrote in a Facebook comment on Dec. 26. “Despite that tension-filled environment, they united our community by displaying sheer grit.”

McFarland is the founder of the Best of Proviso Township Community Organization.

women of color — find support, resources and a community. A decade later, the movement has received international recognition, particularly in late 2017 after several actresses accused media mogul Harvey Weinstein of sexual harassment.

Actress Alyssa Milano — who accused Weinstein — encouraged those who have been victims of sexual assault to tweet their experience or solidarity with the hashtag #MeToo in October 2017. Several celebrities have since embraced the movement, and #MeToo has led to important conversations about male privilege and power across the world. The discussion has now found its way to Forest Park.

On Dec. 25, Calderone posted on Facebook, “The drones started an It Too movement” with a laughing emoji, in response to a question about whether recreational drones can be used in town.

Calderone later commented that he was referring to the movie It, which is about a killer clown.

His Facebook comments struck resident Katherine Andersen Rialmo as “ignorant,” and she said she did a double-take when she first saw them, to make sure that she wasn’t misinterpreting what Calderone was saying. “It was just so blatantly obvious that #MeToo was what he was referencing,” she said in a phone interview. As a victim of sexual assault who is now raising a daughter, Andersen Rialmo said she wants to set

an example for her child, speak up for a movement she believes in and advocate for other survivors.

“This is absolutely disgusting and insanely disrespectful to those affected by the Me Too movement, including myself,” she posted in reply to Calderone’s comment on Facebook. “I expect more from those who hold public office in our town, especially the mayor. You need to publicly apologize for your insulting comments.”

After she posted her comment, Andersen Rialmo said she received several messages to her personal and business social media pages, calling her “crazy,” a “drama queen,” and saying that “she needed to get laid.” She said she reported the comments to Facebook and the internet company has deleted them. In addition to Calderone’s offensive comments, she said his complete denial of her feelings — and those of other residents who were offended by his post — upset her.

Andersen Rialmo believes this could have been a “teaching moment for Calderone,” and he should have apologized to those whose feelings he upset.

“He’s not going to be re-elected, he’s not running again, so that’s awesome. I would just hope that whoever’s coming in [should] just give a little bit of respect to the people who have been through this,” Andersen Rialmo said.

“I feel like in Forest Park there’s a pretty hard political divide, with the more liberal Democrats and the very conservative Republicans,” she added. “There’s not a whole lot of middle ground here. There’s bound to be disagreements; often that can happen in a respectful way. Because Continued on page 9

In an email to the Forest Park Review on Dec. 27, Calderone said: “I would never, ever make fun of the MeToo movement; to even insinuate such a thing is simply absurd.”

This is not the first time Calderone has gotten in hot water over cultural insensitivity. In November 2014, Calderone attempted to pass the now-infamous “saggy pants” ordinance, which would have criminalized those whose pants drooped below the waistline. He faced local and regional pushback over the issue, with many saying he was advocating racial profiling. As a reaction, he promised to form a diversity commission in the village. After two years of waiting, the commission was finally formed, with resident Kate Webster appointed as its chairperson. Webster serves as director of student diversity and multicultural affairs at Rush University Medical Center.

She was not surprised by Calderone’s comment about the #MeToo movement, noting that it was reflective of a larger issue Forest Park has with diversity and that change is needed to make the village more inclusive.

“You have to know as a political official there’s going to be a lot of eyes on your comments,” Webster said, “and to specifically use something that has had so much of positive impact to empower women, it’s almost beyond poor taste. It’s incredibly dismissive.

“I think it’s reflective of a larger problem Forest Park has, of feeling like it’s either one thing or another, Christian or not, oldschool working class or not, which came up with the video gaming. It’s incredibly binary, very, very outdated in the whole world of diversity and inclusion. You just can’t roll like that anymore; too many people have too many intersecting identities.”

Webster said if she were an elected official, she would quickly reply to those hurt and apologize, clarifying that she didn’t mean to offend and try to learn more about the movement. She wasn’t surprised when Andersen Rialmo was instead personally and professionally attacked for pointing out Calderone’s insensitivity.

“It’s easier for them to blast her as an evil person than to potentially believe that Calderone is an insensitive person who doesn’t care about women who are victimized and harassed, which his comment could say,” she said.

“To the person who says, ‘I’m walking on eggshells, everyone’s too politically correct,’ it’s our job to be educated about the issues and to be curious and to ask questions. To be open.”

When the diversity commission was created, Webster said, she was charged with serving as a voice for the community, advising the mayor and village council and helping craft policies related to inclusivity. But Calderone has “never reached out to me in my whole three years in office, never.”

“It made it much more difficult for us to have quorum,” she said. “There’s no discussion with me about who those two individuals are, what direction are you going in, what gaps do you see, do you want to expand to nine people. It was just, ‘Here, you have two new members.’”

Without a quorum — which is the minimum number of members necessary at any meeting to make the proceedings of that meeting valid — the diversity commission cannot enact any ideas discussed.

Recently, the group recommended to Calderone that the digital sign outside the Howard Mohr Community Center read, “Happy Holidays” instead of “Merry Christmas,” since “it’s a privilege I get my holiday off from work,” Webster said. “Nobody wishes Happy Diwali or Kwanzaa. Happy holidays is a start of being aware of the other holidays. It’s not a religious thing; it’s about inclusion.”

Calderone ignored their recommendation and had “Merry Christmas” posted on the digital sign and sent to residents as a water bill notification.

“Change is needed. More work needs to be done to build community consciousness and using issues as a springboard to talk about how we talk about sensitive issues, rather than blaming the individuals,” Webster said.

“Look at it as reflective of what we need to do better. When you cross the aisle, you also need to be open to others’ perspectives.”

Come February, the diversity commission will meet on the second Thursday of the month.

MATTALIANO Sweet sounds from page 1 “James Mattaliano.” His videos have been viewed by thousands of listeners, with one tribute to legendary crooner Vic Damone’s “On the Street Where You Live” garnering 122,000 views. Mattaliano has posted covers of songs by Frank Sinatra, Michael Buble, Perry Como, even venturing into music from the recent remake of the film A Star Is Born.

“I miss singing very much and that’s why I still put these YouTube videos on,” Mattaliano said. “I’ve always liked to adapt to different types of music; I never wanted to get set into one style of music. During my course of singing, I really mixed it up. I did a lot of different types of music — you know rhythm and blues, old pop and newer pop, and country, a lot of Broadway-type things as well.”

Growing up in the south Englewood neighborhood in Chicago, Mattaliano’s musical career seemed set at birth. His father was a popular singer, who also played clarinet, alto sax and tenor sax, his mother an opera singer who played guitar. Their sons were competitive.

“I have an older brother who was a pretty decent singer and he used to like to say, ‘Oh boy, I’m so good and you’re so young, and you’re not that good yet.’ I wanted to see if I could raise the bar a little bit,” Mattaliano recalled. “I grew up in a very rough neighborhood; education was limited, not the easiest for me. In between studies, my father groomed me very early to be a professional.”

When he wasn’t at school, Mattaliano practiced drums, attending his father’s shows at nightclubs, where he watched in awe his father’s skill at entertaining guests.

By the time he was 15, his father — who went by the stage name “Jimmy Vincent” — decided his young son was good enough to start performing with him. From then on, he spent his nights banging on the drums in his father’s shows across the Chicago area.

Mattaliano said he enjoyed playing drums but, for him, singing was his passion. He used the experience performing to develop his singing voice.

“My father used to tell me, ‘If you can connect with the people, you’ve got it made, you can make a living at this,” he said.

Two years later, Mattaliano decided to give that a try and him and his brother John formed the Vincent Brothers band. He took up his father’s stage name “Jimmy Vincent” — “Vincent” is his middle name, after all — and started touring around the area, performing at The Drake hotel, Mid-Continental Plaza, the Merchandise Mart and more.

For a few months, he went down to Las Vegas and performed in the lounge at Caesar’s Palace. But it was there he realized he was a family man and wanted to settle down.

Mattaliano got married at age 20 and returned to Chicago, where he and his brother performed together for the next 13 years.

A couple of months ago, he was watching legendary singer Diva Montell perform at a nearby club, when she recognized him.

Back in the day, Mattaliano used to rub elbows with her father, Freddie Montell, who had encouraged him when he was just 14 and still learning to sing. Diva pulled him onstage.

“We sang a song together and it was a lot of fun. Her eyes kind of popped out because she hadn’t heard me before,” he said. “When I got off [stage], the owner actually came up to me and said, ‘We’d like to hire you like right now.’ But see, the thing is, I can’t lift equipment anymore.”

About a year ago, Mattaliano underwent spinal fusion surgery, finally securing the disks in his back together. At that time, the neurosurgeon told him that lifting anything more than 20 pounds was off limits.

Now he is looking for someone to accompany him to shows and set up equipment.

“No matter how good you are, you’re not an island. You can’t do it alone. Everybody needs help, so I’m currently looking for that help from someone,” he said. “I feel with everything I’ve been through, I have at least another good 15 or 17 years in me, where I could get out there and still do it.”

Giving Tuesday took on a whole new meaning for the OPRF High School class of 1968 this year.

We worked hard to keep down the costs of our 50th reunion in October, while also reaching out to classmates to help with expenses for other classmates who didn’t have it in their budget to attend. Due to the generosity of 70 donors, we helped some with airfare, some with room costs and 27 tickets/dinner costs at the 19th Century Club.

We had made it known that if there was money left, we would donate it to the OPRF Alumni Association and to the Forest Park-based Empowering Gardens.

After paying all of the bills, we were left with some nice funds.

One donor gave us $1,000 specifically related to what we were doing in honoring veterans, especially Vietnam Veterans who were not appreciated upon their return from the war. We divided that donation between two recipients, the Daughters of the American Revolution Jean Cardinelli Chapter in Iowa, which supplied us with all of the Vietnam packets, and the local chapter of the Disabled American Veterans in which at least one of our vets is involved. The DAR chapter has given out over 12,000 of the packets since 2012 with a note from the President, a pin, high-quality paper describing each of the symbols on the pin, and a banner to put in the window of their car or their home saying they served.

We then wrote a check to the OPRF Alumni Association for $1,000 because they always help us with our reunions as they do others.

Our goal then became to help our classmates, Dick Biggins and Maggie Miles and their partner Ana, with their nonprofit

enterprise, Empowering Gardens. They opened the doors 2½ years ago specifically to hire and train the disabled. As with any new venture, it takes time and money to get off the ground. Dick let me know that on Giving Tuesday, the Coleman Institute would provide some matching grant money for them. We were able to write a check for $10,000! Ana and Dick were there to receive the donation.

In addition to the check from the class, I contacted several class members who donated more directly to Empowering Gardens as well for another $1,500, plus one classmate is sending $25,000!

We had a few classmates there to help personally give the donation, and Jackie Sbarboro said she felt like she was in her own mini “It’s a Wonderful Life” moment. Our classmates dug into their pockets so generously that we were able to help a struggling fledgling business with big visions!

A wonderful life indeed.

Infrastructure 2019

F

orest Park will marshal a full range of resources in 2019 to fund essential infrastructure investments. We’re talking $8.5 million. This is a solid and ambitious plan that, in part, addresses flooding issues which become profound when increasingly serious storms pound the village.

The plan was presented to the village council on Dec. 17

by Tim Gillian, village administrator, and Jim Amelio, a contracted village engineer. Gillian emphasized that, in a time when Forest Park’s general fund is overstretched, all funding for 2019 projects comes from other sources.

The village is dipping notably into two Tax Increment Finance district funds. One is the Brown Street TIF on the north end. The other is the Roosevelt/Hannah TIF fund.

Additionally, relatively modest contributions will come from the village’s water fund and from the infrastructurefocused Village Improvement Program (VIP).

Happily, a good portion of the planned funding will come from outside of town. Aggressive pursuit of grant funding from the Metropolitan Water Reclamation District (MWRD) is expected to pay off with a $1.1 million award. If the state of Illinois begins to actually function once more, some $800,000 in state funding — first won but never received in 2014 — will pay for most of the repaving of the CTA parking lot at the Blue Line and the installation of a new backup generator at a water pumping station.

The sewer work will reflect various stages of progress in finally addressing the village’s long-term flooding mess. Key is separating storm water and sewage flows so that storm water can be actively diverted. Such efforts will be made both north and south on Circle Avenue.

All involved acknowledge that 2019 upgrades to sewers are simply a positive step in a long and costly process.

The improvements will be of use in minimizing basement flooding in certain areas, but this is not a silver bullet.

It’s also encouraging to see Forest Park invest in its third “green alley.” Again, aimed at lessening the impact of storm water run-off during downpours, a green alley meshes concrete with permeable pavers which absorb and retain water in the soil below. At nearly $300,000 per block, green alleys will only gradually become more common in town. But this is a worthy investment.

With municipal election season now underway, seeking detailed and doable plans for a mid- and long-term sewer infrastructure plan — including funding mechanisms — will be a key question that every candidate running for the council and the two mayoral candidates must be prepared to answer. As always, no one is looking for made-up, quick-fix answers. This is going to take time and money.

Having a plan is the thing.

An ‘It Too’ movement

A small observation: There is no humor ever to be found in the #MeToo Movement. There is no innocent explanation for trying to make a joke. There is no getting off the hook by claiming it wasn’t your intention.

Collectively our consciousness has been raised. If you are not there? Keep quiet. Especially if you are an elected official.

en! You’re all alike,” Alice scowled at the men sitting around the table at the Main Café as they discussed the major events of 2018. “It’s been half an hour since you came in here and I haven’t heard you mention the Me Too Movement once.”

Dominique winked and said, “Hey Alice, we have a lot of ground to cover. We were going to bring that up eventually.”

“Yeah sure, Dominique. You sit there in your corner office on the 52nd floor of the First Chicago Bank Building. From that perspective, what do you know about what working-stiff women like me have to do to survive in a man’s world?”

“Well for one thing, Alice,” said Dominque, eventempered, “have you ever been pulled over for driving while black?”

“That’s different!”

The man in the Brooks Brothers suit knew he didn’t have a prayer of getting the crotchety waitress to see things from his point of view, so he responded, “Hey Alice, I’m hungry. I’ll have two eggs over easy, hash browns and wheat toast buttered.”

Pastor Walter Mitty had started the discussion with the Saturday morning men’s fellowship group four days ago by saying he wanted to preach a sermon the next day in which he would try to assess the state of the world as 2018 came to a close.

Ryan Becker said, “You all know I’m no liberal, especially when it comes to the importance of the family.

But right now I feel like a liberal conservative. I mean on the one hand I decry the deterioration of the family in this country, but at the same time I feel terrible about how this administration is taking kids away from their parents at the border.”

Asch brought up disrespect for the flag.

“I hear liberals using the word ‘patriotism,’ but they talk about Colin Kaepernick as if he should be enshrined on Mount Rushmore.”

“With all due respect, Asch,” said Ryan Becker, “Kaepernick was being very respectful when he starting this whole kneeling thing. That’s what we will do at the communion rail when we receive the sacrament tomorrow morning. That whole controversy is overblown. What should really be at the center of our attention is climate change. If we don’t reduce carbon emissions drastically and soon, we won’t have a world to live in … at least not a world in which we can breathe without coughing.”

The list of major events grew: the Parkland School shooting, Democrats taking over the House of Representatives, the death of George H.W. Bush, the income gap, the achievement gap, fake news, crime in the city, moral decline, polarization, childhood obesity, Robert Mueller, collusion with the Russians, Donald Trump’s Character. If the men didn’t have other things to do last Saturday, the list would keep growing until lunchtime.

As Pastor Mitty walked home, he didn’t feel like he was any closer to knowing what to say in his sermon than he was when the alarm clock woke him up at 7:30 that morning. If he went by the number of problems brought up at the men’s breakfast, his sermon would

be about how the world is going to hell in a handbasket.

Not only had the list of issues kept growing but the guys couldn’t agree on what to do about them. Dominique and Sean Pfeiffer, for example, had agreed there was too much poverty in the richest country in the world, but Sean wanted the federal government to do more about poverty and Dominique wanted Washington to get out of the way.

After making a sandwich for lunch with summer sausage he bought in Manitowoc when he visited his sister-in-law and his two nephews at Thanksgiving, Pastor Mitty went to the church office, located next door to the parsonage. He turned up the heat and sat down at his desk.

Feeling a little silly, he thought, “Maybe I’ll get some inspiration from the Bible,” and reread the Christmas story in the gospels of Luke and Matthew, which had the effect of adding to his confusion regarding what to say. There were some nice parts to the story he knew so well. There was Mary’s song of joy at how God had favored her and the song of the angels that put such a joyful spin on the whole event.

But if you looked at the narrative from Mary’s point of view, giving birth to the savior of the world didn’t go the way she imagined — pregnant before getting married, giving birth in what amounted to a homeless shelter, becoming refugees in Egypt to escape being killed by a paranoid, ruthless ruler.

“Maybe I need to listen to some Christmas carols to lift my point of view,” Mitty thought, so he tuned the radio on his desk to the station that played non-stop Christmas music during the month of December.

To his surprise, whoever had done the programing had inserted Louis Armstrong into the play list.

I see skies of blue … Clouds of white Bright blessed days … Dark sacred nights And I think to myself … What a wonderful world.

The colors of a rainbow, so pretty in the sky Are also on the faces of people going by I see friends shaking hands, sayin’ How do you do?

They’re really sayin’ I love you.

And it dawned on the pastor of Poplar Park Community Church that it depended on your point of view, your vantage point during the holidays. If things are going well, Christmas is the happiest time of the year.

But if you’ve just lost a loved one or a job, it can be the most difficult.

Earlier that week he had been looking for Christmas cards at Judy’s Card and Gift Shop and noticed that almost everything in stock had romantic, sentimental imagery. “Christmas lite,” thought Pastor Mitty.

“Maybe that’s what I need to say tomorrow,” he thought, as he turned off the radio and began to write.

“The Christmas story wasn’t written by Norman Rockwell, after all.” He laughed. Nor was it written by Alice.

It includes both sides of life. There is joy in the story and at the same time an acknowledgement that life sucks sometimes.

That’s why the narrative is so powerful, he thought.

Because it’s real.

Notice to Prospective Village of Oak Park Federal Grants Applicants The Program Year (PY) 2019 Community Development Block Grant (CDBG) & Emergency Solutions Grant (ESG) application process begins January 31, 2019. For PY 2019, which runs from October 1, 2019 to September 30, 2020, there will be an estimated $215,000 available in Village Public Service CDBG funds, approximately $40,000 in Public Facilities Improvements CDBG funds and approximately $125,000 in ESG funds. Other PY 2019 grant funds will be set aside for Village-run activities.

The federal CDBG program is a source of funding that addresses local housing & community development needs. These funds are available to non-profit organizations and other agencies that serve primarily low and moderate income persons residing in Oak Park. Each proposed activity must meet one of the CDBG Program’s National Objectives and be eligible. ESG funds are available to non-profit organizations that serve persons who are experiencing, or are at-risk of, homelessness. Individuals not representing non-profit agencies cannot apply for either of these grants.

Applications for PY 2019 CDBG & ESG funds must be completed online and will be available January 31, 2019 on the Village’s website at www.oak-park.us/PY2019Grants The Application process runs from January 31, 2019 to March 1, 2019, with the option of an early, feedback-eligible “safer” due date of February 22, 2019.

To instruct potential Applicants on the grants and on the online application process, the Village will hold a Mandatory CDBG-ESG Application Workshop from 10 am to Noon, Thursday, January 31, 2019 in Room 101 of Village Hall at 123 Madison Street in Oak Park.
