Village works to reduce coronavirus risk, help businesses Paid parking suspended, water service staying on, no citations for vehicle stickers

Village Administrator Tim Gillian said he has been working hard with village staff to make sure that the town is running as smoothly as possible while addressing coronavirus concerns.

“We are trying to be as proactive as we can while maintaining village services,” said Gillian, who added, “We are in uncharted waters.”

Changes have been made to protect residents and village staff.

■ Water service, which would have been shut off on March 16 for residents who were late on their bills, will stay on to ensure people have running water.

■ Citations will not be issued to residents who do not have new vehicle stickers on their cars by April 1. And there will not be a late fee for purchasing them at a later date.

■ Parking ticket court on March 25 is canceled, with notices being sent with continuances.

■ The building department will limit inspections to only what’s essential, such as for closings during what is typically the busy real estate season.

■ As for village staff, public works will be rotating its crew on a weekly basis. Half the employees will work for one week and stay home the following week while the other half reports for duty. Staff at village hall is limited to two clerks on a rotating basis.

When not working, they will be on paid administrative leave.

The village is also doing what it can as quickly as it can to help businesses and restaurants affected by Governor JB Pritzker’s mandatory closure of all dine-in facilities in the state.

“We’re trying to do our part,” said Gillian.

According to Gillian, village staff visited local restaurants and bars on March 16 to make sure owners and managers were clear

on the shut-down and to answer questions.

Director of Public Health and Safety Steve Glinke, who oversees building and zoning for the village, said talking to the businesses was difficult.

“I am heartbroken for these people,” said Glinke.

Keeping body and soul together

ur Silver Lining Department has been working overtime to come up with positives about the current crisis. Here are some of their ideas: The crisis is helping us return to simpler times, with less traffic and less hustle and bustle.

Work doesn’t seem so important anymore. People are actually reading again. Home-cooked meals have made a comeback.

The Sunday roast has returned, along with leisurely family meals. The loss of sports will lead to more conversation.

Personally, I’m not comforted by that last thought. My entire leisure life is built around watching sports. This time of year is normally the sweet spot for sports. I’ll miss watching the do-or-die NCAA tournament games and seeing some sophomore launch a game-winner during the high school tournament.

Returning to the positive ideas, most of them came from our bureau in Waukesha, Wisconsin, so they may not be a good fit for Forest Park. I savor home-cooked meals as much as anyone, but I live in a community that has an economy built on restaurants and bars. My heart breaks for the owners.

I listened to Katherine Valleau’s heartfelt interview on WGN Radio. She is the co-founder and co-owner of Exit Strategy.

Katherine and Mark are a month away

from celebrating their establishment’s fifth anniversary.

“My entire world has crumbled around me,” Katherine told the host, “My livelihood is based on socialization and everyone is discouraged from socializing.”

Katherine also feels for her staff. Some have been servers for years and don’t have any other trade. After hearing her speak, I resolved to patronize our restaurants as much as possible and to tip for take-out. She is not the only restaurateur in town who faces a struggle for survival.

Bars and restaurants are suffering across the country. My wife and I had planned our first trip to Nashville but cancelled after they shut down the music venues. She came up with “Plan B,” exploring nature. Sounds radical. I also think golf would be a healthy pursuit, as long as we don’t play the 19th hole.

Getting outside keeps us from going stircrazy. However, many of us already work from home, so we’re accustomed to being indoors. Spending our days working, while doing domestic chores is nothing new. We call it Tuesday.

I’m also lucky to be a writer. Working in solitude is our thing. I’ve gotten so much writing done lately, I’m ready to turn my detective novel into a trilogy. I’m also an investigative reporter, though I’m carefully

avoiding any TV coverage of the crisis. I get my alarming bulletins from family members and they’ve made me more conscious of personal hygiene.

I also happen to live with the most hygienic human I know. My son, Mark, has long been an advocate for frequent handwashing.

This is reassuring because he rides the Blue Line and works at O’Hare Airport. Mark has Tuesdays off and we were planning to celebrate St. Patrick’s Day yesterday. After public celebrations were cancelled, we were thankful that Forest Park already held its parade on March 7. We enjoyed a blowout celebration and got our fix of bagpipes and beer.

Anyway, as a lifelong touch-me-not, I’m comfortable keeping a safe distance in public places. I never did like that handshake of peace in church, and I excuse myself from the pew to avoid it. Hugs are even more intrusive.

It will be a challenge in the weeks ahead to stay physically healthy while keeping our mental health intact. As we do our best to avoid spreading disease, we need to find new ways to feed our souls. I’ve even considered taking a walk.

Blacksmiths, horses and mourners Mr. W. A. Krause came from Germany in 1862 and opened da blacksmith shop on Madison n Street just three years later.

This shop, located at 7451 Madison (next to Schauer Hardware, in the building currently occupied by CBD Body High and Knit Nirvana), was not the only blacksmith in Harlem (later known as Forest Park).

Krause was known to do o “excellent work” according ing to the 1906 Village of Harlem rlem 50th anniversary souvenirr book.

Down the block, Charles Kreiger also ran a blacksmith shop with wagon making, where Doc Ryan’s is today.

Horses were catered to along Madison Street as it was the main route for funeral travel, and travelers needed to feed and water their horses before making the journey home. Along Madison Street there were feed and water troughs for the horses in addition to dining rooms and taverns for the mourners.

Local eateries innovate to survive shutdown #forestparkstrong Creating family meals, curbside pickup added to menu

Chamber is working hard to help businesses survive

Governor J.B. Pritzker ordered all Illinois restaurants and bars to close their dining rooms at the end of business Monday, March 16 and until March 30.

Delivery, carry-out and curbside pickup will continue during the, at least, two weeks public dining rooms are closed to the public.

The announcement came on the heels of Pritzker’s well-voiced concerns that Illinois residents were not taking social distancing seriously enough. Much to the governor’s chagrin, in the lead-up to St. Patrick’s Day, people continued to gather in large groups in bars and restaurants in Chicago and beyond.

While the state’s decision has left restaurants reeling, clear communication and creative thinking appear to be the key to enduring mandated dining room closures. Some restaurants have increased sanitation practices while others are introducing curbside service to minimize contact between people and keep fragile businesses afloat. Another has opted to shut down entirely.

All restaurant owners we spoke to are grateful for broad community support and primarily concerned about the financial well-being of their hourly employees now that such strict regulations have been put in place.

Chef Paco of New Rebozo, 1116 Madison St, Oak Park, shared an open letter to Pritzker from Chicago’s independent chefs and restaurant owners specifically geared toward supporting furloughed restaurant workers. The post on Facebook noted the governor is “acting bravely” and called for emergency unemployment benefits, payroll tax suspension and rent and loan assuagement for hourly restaurant workers put at risk due to lost wages.

Madison Park Kitchen (MPK), 525 Madison St, Forest Park, has opted to shut down operations in response to Pritzker’s announcement.

“Yes, we’re closing for two weeks,” says Marigo Doulas, co-owner and manager of family owned MPK. “Our employees are in shock and very upset, but we had no other choice.”

The diner does not offer delivery services and had already suffered a steep business decline. Last weekend the popular diner, which normally experiences wait times in excess of 30 minutes, sat nearly empty during peak business hours. Doulas indicated if mandated restaurant closures extend beyond March 30, it’s “going to be

“This is scary and the best way to show support to restaurants now is to place an order,” said Brenden O’Connor, owner of Big Guys Sausage Stand, 7021 Roosevelt Rd in Berwyn. “This is effecting everyone I know -- no restaurants have three months in the bank; I doubt most could carry three weeks.”

O’Connor believes his small business is uniquely suited to this unprecedented situation. Ninety percent of the eightyear-old sausage stand’s business is carryout based. In fact, he has experienced an increase in business over the past several days as a result of St. Patrick’s Day event cancellations.

Big Guys, after closing on Wednesday, will enhance its standard menu by offering family-style dinners available for delivery and curbside pick-up beginning on Thursday. O’Connor intends to offer substantial meals of high quality to feed a family of five for $30.

“Nobody believes this is going to last just two weeks and there is no buffer for most restaurants,” said O’Connor. “Still, I can’t just lay-off my employees; they are family to me.”

In the days leading up to Pritzker’s announcement, One Lake Brewing, 1 Lake St. in Oak Park, had anticipated and noticed a decrease in business. To compensate for the lost revenue, the young brewery began offering curbside pick-up.

“We are overwhelmed with gratitude for

the amount of people who want to support us,” said One Lake Brewery co-owner, Kristen Alfonsi. “We are now adding delivery as well as curbside pick-up and customers can order gift cards from our website; they can be mailed, picked up or kept on file at the restaurant.”

Alfonsi expressed concern for the wellbeing of hourly staff members at One Lake Brewing, noting Pritzker’s announcement impacts them most significantly.

In neighboring North Riverside, Mother’s Day Restaurant, 8815 Cermak Rd, has significantly altered their approach to serving their loyal customers.

“I am putting a smiley face on and trying to have a positive attitude,” said co-owner and manager Pete Paleothodoros, “but things are touch and go at the moment.”

The 45-year old diner has a good carryout following but had to reduce their staff to a just “a select few” to control costs during this shut down. Fear, uncertainty and stress are prevalent among Mother’s Day staff members according to Paleothodoros. The diner also shortened their hours of operation and has transitioned to a limited menu of soups, salads, sandwiches and breakfast items conducive to being carried out. Mother’s Day is also considering ways they can support their regular customers, some of whom eat three meals a day at the diner.

“We cannot survive on take-out orders alone,” said Paleothodoros. “My advice would be for people to stop cooking and pick up dinner.”

Small businesses across the nation, including those in Forest Park, will undoubtedly be hit hard by closures related to coronavirus.

Governor J.B. Pritzker instructed all bars and restaurants to suspend dine-in service beginning end of business day, March 16.

On the Forest Park Chamber of Commerce’s Facebook page (facebook. com/forestparkchamber), the hashtag #forestparkstrong has taken off, as the chamber gains momentum and support to stand behind local businesses. Gathering bar and restaurant owners online, the group is scrambling to bring them together for virtual discussion and to come up with ways to help them survive.

Laurie Kokenes, executive director of the chamber, said, “We’ve tossed our to-do list aside and are completely focused on promoting our businesses and providing support, and doing our part to rally the community together so we keep moving forward. We’re also working closely with village officials to understand and communicate necessary information to the business community.”

First, the chamber developed a survey to check in with businesses and figure out how the chamber can support them.

The chamber is also compiling a list of restaurants and bars that are currently providing delivery, drive-through or curb-side service to customers. This is being shared with the public through Forest Park Facebook groups and online at tinyurl.com/sh7en8t.

Research into business disaster loans has begun. Many local businesses have been informed that business interruption insurance does not apply to this situation since it was a shutdown mandated by government.

Fundraising is another option for the business community, and the chamber says they are looking into options and brainstorming different ways this could work.

The chamber has met with Mayor Rory Hoskins and will continue to do so at least on a weekly basis. The village has lifted parking restrictions and is working to roll out official requirements for restaurants. The mayor has been asked to look into off-location liquor licenses, how restaurants can get access to large hand-sanitizer dispensing machines, and bill relief.

“In the face of this uncertain time, the determination, creativity and support for each other that’s being demonstrated by business owners is beyond amazing,” said Kokenes.

“Residents are also coming together in a big way to do what they can to support their beloved businesses. But I’m not surprised.

That’s just how Forest Park is.”

Emergency shelters open for homeless They are among the most vulnerable to COVID-19

As libraries, restaurants and public buildings have closed amid the COVID-19 pandemic, people experiencing homelessness have increasingly fewer places to seek shelter and safety. In the western suburbs, nonprofit agencies Housing Forward and BEDS Plus are opening emergency shelters to shield their clients during the ever-evolving coronavirus epidemic.

“People who are homeless are among the most vulnerable population,” said Erik Johnson, Housing Forward’s director of development and communications. “People at great risk of homelessness are equally as vulnerable.”

To prevent contracting and spreading the virus, the Centers for Disease Control and Prevention (CDC) has directed people to practice social distancing and self-isolation — nearly impossible to do without a stable living situation.

“It’s critically important we respond effectively to this and figure out the ways we safeguard everyone’s protection to the maximum of our capacity,” said Johnson.

Housing Forward operates a schedule of nightly shelters at rotating locations, serving people in Oak Park, Forest Park, Berwyn and Maywood. The current situation has prompted the program to come up with a more permanent alternative.

“One of our shelter partners has generously opened up their location 24 hours a day, seven days a week,” said Johnson.

Synagogue and shelter partner Oak Park Temple B’nai Abraham Zion, 1235 N. Harlem Ave., will house Housing Forward cli-

ents starting March 17 and effective until March 30.

“We’re thrilled that Oak Park Temple is working with us to provide shelter both daytime and nighttime,” Johnson said.

Oak Park Temple has enough space to give clients a wide berth and prevent them from coming too close into contact with each other.

“It allows us greater flexibility to provide the proper amount of social-distancing that’s being recommended by the CDC,” Johnson said. “We’re fortunate that the temple has two floors so that we are able to follow [Gov. J.B. Pritzker’s] guidelines of no more than 50 people in a room.”

For at least the next two weeks, all Housing Forward shelter operations will occur at Oak Park Temple.

“For Oak Park Temple to be able to step up in this way, in the middle of this pandemic, allows us to take the next steps we feel are so vitally important to meet the needs of our clients,” Johnson said. “We have immense gratitude for them.”

“It is our mission and our moral obligation to respond as vigorously as we can, while at the same time safeguarding the safety and protection of not only our clients, but our staff and volunteers,” Johnson said.

Housing Forward is anticipating a greater need for volunteers and welcomes healthy people to get involved.

“We do need help,” said Johnson. “And we are so grateful for people who are willing to help us during this once-in-a-lifetime pandemic.”

Schools, parks, library shut in response to coronavirus threat Students participating in eLearning

In Forest Park, schools, parks and the library all closed in conjunction with one another, a move coordinated with village officials “out of an abundance of caution and in response to the social distancing guidelines recommended by the Centers for Disease Control (CDC).”

The Park District of Forest Park announced on March 16 that in addition to canceling all programs, as of 6 p.m. on March 16 and through at least March 30, all outdoor facilities will be closed. This includes the bathrooms, skate park, soccer field, tennis

courts and in-line skate rink.

The Forest Park Public Library is also closed through at least Sunday, March 29.

The book drops will be open for returns, but due dates are extended until May 1. Online resources are available and include downloadable and streaming options for ebooks, audiobooks, movies, magazines and music.

Districts 91 and 209 canceled classes last week, just prior to Gov. J.B. Pritzker’s announcement that all Illinois public schools needed to close. But Forest Park students in both districts are expected to engage in eL-

earning. These days have been designated

by Pritzker as “act of god” days according to state code and do not have to be made up and do not count as attendance days.

Lou Cavallo said, “We are committed to keeping students engaged in their learning during this statewide school closure. Our teachers have planned for and will continue to provide meaningful learning activities for our students during this closure. While these days have been classified as “Act of God” days and do not need to be made up, our teachers are going above and beyond to ensure that our children receive continued

learning opportunities.”

D91 students are using their school-provided Chrome Books to do assignments, and teachers are emailing parents with additional information and for support. D91 also provided a link to the Illinois State Board of Education (isbe.net/keeplearning) for supplemental educational activities.

Schools providing meals during closure Districts 91 and 209 making sure children are fed

School districts 91 and 209 are making sure children get fed during the coronavirus-related school closing.

At Garfield Elementary School on March 16, Principal Mary Stauder handed out lunches to families who stopped by for food.

She said the school had given out 32 lunches so far. Each bagged meal consisted of a cheese sandwich, potato salad, a fruit cup, grape tomatoes and milk.

Stauder said lunch was ordered for every child in the district, but she had no idea what to expect in terms of people stopping by for food.

“I was kind of nervous that with the weather, maybe we wouldn’t get too many people,” said Stauder, but she was happy with the number and the response. “People are very appreciative,” she said.

Stauder said that the food service company dropped the meals off in the morning.

They were refrigerated, then brought back out to distribute to students and families who stopped by.

Garfield School, 543 Hannah Ave., is the pick-up lunch location for students on the north side of town. On the south side, students can stop by the Forest Park Middle School’s gymnasium vestibule on the Ferdinand Avenue side of the building. Both schools are serving lunch between 11 a.m. and 12 p.m. during the week of March 16 through March 20.

According to a memo from Supt. Lou Cavallo on March 16, “the following week is spring break and no lunch will be provided that week. However, the following Monday, March 30, grab and go lunches will be provided. If the closure is extended, it is our

District 209 is another source of meals for kids, including both breakfast and lunch, in their free grab and go program. According to a memo from D209, “families can pick up

meals for school age children age 18 and under at the nearest PTHS D209 school.”

Breakfast is available the week of March 16 from 9 to 10 a.m. and lunch from 11:30 a.m. to 1:30 p.m. Meals are distributed at the north entrance at Proviso Math and Science Academy (PMSA), the tower entrance

at Proviso East, and the visitor entrance at Proviso West.

On Monday, PMSA’s bagged lunch included a ham and cheese sandwich, a container of apple juice, a bag of carrots, three mandarin oranges and a carton of milk.

Armed robbery at Dunkin Donuts A man with a handgun robbed Dunkin Donuts, 7660 Madison St., on March 15 at 8:11 p.m. According to witnesses, he entered the store, pointed the gun at an employee behind the counter, and said, “Give me all that [expletive] before I blow your head up!” The employee opened the register, and the assailant walked behind the counter and retrieved cash.

Police caught the assailant but could not locate his gun, which was neither in his vehicle nor on his person.

Park building defaced An unknown offender used purple paint to write the word “leach” in large bubble letters on the north wall of building #2 at the Park District of Forest Park on March 9.

Car burglarized at library A car was burglarized on March 9 at 1:50 p.m. outside the Forest Park Public Library.

There were no signs of forced entry, but the victim said she thought she had used her key FOB to lock the vehicle. Missing items included an iPhone, a black wallet with a driver’s license and other cards, and a brown paper shopping bag.

Homeless woman robbed on train A homeless woman was robbed on the CTA Blue Line train on March 13 at 3:50 a.m. when she fell asleep and someone took her belongings. The thief stole her black gym bag, which was next to her on the seat. Inside the bag was a color Apple iPad with a white case. The bag also contained various papers and IDs.

Car covered in motor oil A car was covered in motor oil on the 100 block of Rockford Avenue on March 15 at 1:38 a.m. The owner was out of town, but his neighbor called him to tell him about the damage. Police observed two oil containers on the pavement near the vehicle, the front of which was covered in oil.

Aggravated battery at gas station A man punched a gas station employee in the face after he refused to give $2 in change as gasoline instead of cash at a gas station on the 7300 block of Randolph Street on March 15 at 7:54 a.m.

When officers arrived, the assailant will-

ingly offered the following information: “Man, I was in the store and bought two sticky-buns and then the dude wouldn’t give me the change in gasoline so I punched the [expletive] in the face and left!” The employee, however, said the assailant did not have a car or an approved container for gasoline, so that wasn’t an option.

The employee suffered extensive injuries to his face, which hit the counter after he was punched, including the loss of six teeth.

He was taken to the hospital.

Gun pulled during altercation at gas station An altercation at Thornton’s on March 12 at 10:10 p.m. resulted in no arrest due to differing accounts of events described by the parties involved. Police were called for a disturbance and found a male and female highly agitated. The male reported that he was inside the store and an employee began arguing with him. He didn’t like the way he was being spoken to, so he left the store, but the female followed him out and continued to yell at him. She retrieved a handgun from

her vehicle and pointed it at him. When police asked him to clarify his statement, he became angry and yelled obscenities at them.

The woman reported that she was in the store when the man began arguing with employees. She felt she was being verbally threatened. She reported leaving the store and going to her vehicle. According to her, the man followed, then spat at the passenger door of her car. Then he pushed her. Fearing for her safety, she retrieved her Smith & Wesson handgun and pointed it him. He reportedly said, “You better use it.”

Police recovered the gun, which did not have bullets or a magazine in it. The carrier is a FOID card holder.

These items were obtained from police reports filed by the Forest Park Police Department, March 9-15, and represent a portion of the incidents to which police responded.

Unless otherwise indicated, anybody named in these reports has only been charged with a crime. These cases have not been adjudicated.

Churches vary in response to coronavirus Some limit attendance while Catholics cancel services

Most Forest Park churches met for worship last Sunday — while taking precautions. In contrast to announcement after announcement last Friday of the closing of public gathering places like District 91 schools, the library, the community center and the park district’s Roos Center, most Forest Park churches went online to tell their members that they would be open for worship.

After posting that they would be holding services, however, all of the web pages hastened to add that it would not be business as usual on March 15.

Living Word Christian Center, for example, held services at their facility on Roosevelt Road but addressed the threat of COVID-19 infections by limiting attendance at each of four services to 500 — about half of the capacity of their sanctuary — a move designed to increase “social distancing.”

An online statement dated March 14 read, “As people of faith, we must remain vigilant not to give in to fear and panic while also taking the necessary precautions to keep ourselves and our families safe. After

consulting with other pastors, health experts and government officials, below are the actions and guidelines that are being taken to stop the spread of the virus.”

Those actions included: “LWCC premises will be rigorously cleaned and disinfected before and after every service following the procedures recommended by the Centers for Disease Control” along with standard CDC guidelines like encouraging frequent handwashing and not touching your face.

Rev. Leonard Payton, pastor of St. John Lutheran Church, read before worship on March 15 a three-page statement titled, “Pastoral Directions Concerning the COVID-19 Epidemic and Worship” in which he, like the Living Word post, tried to balance precaution with faith in God’s care.

He mentioned the standard guidelines of frequent handwashing and social distancing and spent several minutes explaining the measures St. John had taken regarding the receiving of Holy Communion.

Payton tried to frame the health crisis in terms of religious faith: “This new COVID-19 crisis is an opportunity for us to let the world see what our lives as new creatures in Christ look like in a loving community. Call one another in the days to come.”

Forest Park Baptist Church, St. Paul Thai Lutheran Church, and Hope Tabernacle are all smaller congregations where social distancing is not a problem and therefore do not have to limit how many people come to worship.

All of these smaller churches are utilizing the same CDC recommendation which the larger churches are following.

The one exception is St. Bernardine Catholic which is following Cardinal Cupich’s directive that all churches in the Catholic Archdiocese of Chicago suspend scheduled Masses until further notice.

Cardinal Cupich sounded a bit like Pastor Winston even though the two leaders came down in different places. He said, “This was not a decision I made lightly … but in

consultation with leaders from across the archdiocese, for the sake of the safety of our students, parishioners, and all the women and men who serve the people of the archdiocese, it is clear that we must take the better part of caution in order to slow the spread of this pandemic.”

Jim Murray of Forest Park followed suit by postponing the Kingdom Retreat scheduled to take place at St. Bernardine on March 28. Murray commented on the cardinal’s authority to suspend worship in 344 congregations with one stroke of the pen: “I guess the advantage of having the man at the top make the decisions is that it takes the pressure off [local leaders],” he said, adding, “and it is a good thing as long as the man is wise and prudent.”

Lin Beribak, a longtime St. Bernardine member, said, “I must admit that although I understand the need to follow social isolation, I am disappointed that all Masses are cancelled. It is an especially important time to me during Lent as we prepare for Easter, which is, of course, the basis of our faith, memorialized in every Mass.

I don’t know what I will do to fill the void.

Barber shop, beauty shop zoning causes friction Madison Street landlord unhappy with limitations

Zoning restrictions have caused a dispute between a Madison Street building owner and Forest Park’s village leaders.

Jim Schloderback has owned the property at 7451 – 7453 Madison St. for 25 years, and his family has had businesses in town since 1965. Although he’s never lived in Forest Park, he considers it his home.

But when Schloderback’s tenant, who was running a knitting store at 7453 Madison St., decided to retire after seven years, Schloderback’s attempts to bring a new tenant into the space have caused friction between him and the village administration.

Schloderback said he was approached by Osvaldo Leon, a barber who wants to open an old-fashioned shave business on Madison Street. Due to zoning restrictions that dictate a minimum 500-foot distance between personal grooming establishments in the downtown business district (DBD), however, Leon can’t open shop.

At the March 9 village council meeting, Leon addressed the mayor and commissioners, appealing to them and talking about the location and what he wants to bring to Forest Park.

A barber for over 20 years, Leon said he noticed the only barber shop in downtown Forest Park, on the corner of Madison Street and Desplaines Avenue, is for sale.

Although there are salons for women, “us men deserve to have a shave parlor with hot towel shaves and haircuts specifically for men and boys,” he said.

A “traditional” barber shop is what he wants to establish in Forest Park, not something “modern or sports themed,” the kinds he says are taking over in other areas. “I want the whole jazzy feel,” he added, stating that when he walked into the space at 7453 Madison St. he felt a vibe; he knew the location was “right.”

“Right” or not, Forest Park has zoning restrictions in place regarding personal

grooming businesses, specifically a requirement that they be at least 500 feet apart. Although on the south side of Madison Street there are some that are closer, those preexisted the restriction being put into place, said Steve Glinke, who oversees zoning for the village.

Village Administrator Tim Gillian said that the intent of the restrictions when they were written was to create and maintain a well-balanced downtown business district.

“Forest Park was trying to encourage a walkable and inviting business district by having a big variety of shops and businesses,” said Gillian. “If there are too many of any particular business, it limits the effectiveness of downtown.”

Glinke said he met with Leon prior to the village council meeting and spoke at length with him about the business he wanted to open. “He’s a nice guy, and his business plan sounds great,” said Glinke. But at the end of the day, opening a barber shop across the street from two beauty salons is simply against code as it’s currently written.

Distance buffering is common in zoning as a way to prevent a glut of too many of one type of business, according to Glinke.

“It’s not just common,” he said. “It’s a best business practice.” And he pointed out that it’s not a restriction unique to Forest Park.

Other nearby towns, including Oak Park, have similar restrictions. He produced Oak Park’s zoning ordinance, which also has a minimum 500-foot separation restriction for beauty supply shops and personal service establishments.

“The mix on Madison Street is by design,” said Glinke, who added that retail use generates more tax revenue for the village than services do.

“This is ultimately the policy decision,” said Glinke. “If the elected officials wish to amend the text, our office will enforce the code. As written, though, it is consistent with the overall philosophy of the DBD’s intent and the only way to ensure we have a mix of uses and offerings in all of the busi-

ness districts.”

Schloderback said he understands that Glinke’s “hands are tied.” What he wants is to see Mayor Rory Hoskins take a stronger stance on the issue. “[Hoskins] said, ‘I leave everything up to the department heads,’” said Schloderback.

“But the people of Forest Park do not elect the department heads.” He added: “Tony [Calderone] was pro-business. This administration seems to have put up a wall. Tony helped build Madison Street. I want to tell the new mayor ‘don’t stop.’”

Schloderback thinks maybe barber shops, geared toward men, should be separate from beauty salons, which are typically focused on women when it comes to zoning. “If there’s an apple stand in town, and someone wants to open a banana stand, you wouldn’t say no because they’re both fruit stands. They’re selling two different products. They’re not competing.”

Schloderback also thinks the building department is overworked. “Steve [Glinke] can’t work 300 hours a week,” he said. Having a staff person assigned to overseeing businesses on Madison Street and another being the point-person for Roosevelt is something else Schloderback thinks would help.

Hoskins said he spoke to Schloderback and explained that what he was asking for the new tenant was “a use not consistent with code.”

“We want opportunities for businesses to flourish in town,” said Hoskins. “But we need to balance that with a diversity of use in business.” Like Glinke, Hoskins mentioned that retail and restaurants generate more in tax income for the village.

“I have nothing against Leon,” said Hoskins. “But I don’t want to second guess or micromanage the department heads.” He said he told Schloderback that the only option for him at this point is to hire an attorney if he feels that strongly about the issue.

Mild Outlook Means Early Bird Gets Worm As we close in on spring, the Chicago area is wrapping up one of the warmest winters in recorded history.

With those mild temperatures, it is probable that we will see a higher insect and disease population and with potential damage to your lawn and landscape, as a result. Another consideration is earlier onset of weed growth. To protect against that, I recommend that, no later than the end of April, you add a pre-emergent herbicide to your beds and lawn.

A mild and early start to spring also means that our schedules here at McAdam fill faster. The early bird gets the worm, so if you are thinking about getting work scheduled, you will want to act sooner than too much later.

“I want to see us keep a safe environment, whether that involves enforcing the shutdown on restaurants and bars or reducing hours, so our small staff isn’t stretched too thin,” said Hoskins. “The priority is for Forest Park residents to remain safe.”

All students (public, private, homeschool) in grades K – 12 who live within the village limits of Forest Park are invited to participate. Winners will be recognized and prizes awarded at the village council meeting at 7 p.m. on Monday, April 27. Winning artwork will be displayed at the Forest Park Public Library until May 4.

The contest is broken down into categories based on age: Grades K – 1, grades 2 – 4, grades 5 – 8, and grades 9 – 12. Although the requirements are slightly different for each category, all ages are required to use products recycled by Forest Park’s recycling program in their creations, such as cardboard from cereal boxes, milk cartons, or other reusable materials.

In addition to pride of creation and learning about the village’s recycling program, kids have the opportunity to win money. First place in the K-Grade 1 category wins $25; first place in the Grades 2 – Grades 4 category wins $50; first place in the Grades 5 – Grades 8 category wins $75; and the winner of the Grades 9 – Grades 8 category will win $100.

Entries are due on April 22 between the hours of 3 and 5:30 p.m. Closed session judging will take place at 6 p.m., and there will be an open house to view all entries from 7 to 9 p.m. that evening.

Fragility and resilience

W

hat a moment. Frightening, frustrating, infuriating in about equal measure.

Our lives are not our own. Seems like an old-fashioned saying. But now our lives have been grabbed by the coronavirus pandemic and equally by the grotesque incompetence and mental imbalance of Donald Trump.

Don’t get us started.

We’ll bounce off the walls of our highly contained spaces.

With Trump greasing the skids, we’ve watched systems that appeared semi-sturdy collapse in heaps. Who needs a pandemic task force in the White House? There’s not a plan for enough respirators? The United State of America cannot test 10,000 people in a month for the virus but South Korea can test 10,000 in a day? We need to debate if our greedy private health care system will cover the cost of a test in a pandemic? And not to pile on, but Donald Trump, of all people, is actually the president during a pandemic.

So much fragility. So many reasons to think we’re simply screwed. And we may yet be collectively screwed.

But over the past week as Trump has blathered and confounded, waxed on about the coming miracle that will end the pandemic and sweet-talk the stock market into submission, we have also watched governors, including Illinois’ J.B. Pritzker, rise up and lead.

In each of the towns we cover we have, to a routinely high level, watched as school superintendents, mayors, nonprofit leaders, village managers, ministers, cops and teachers, have stepped up to make hard, hard choices.

Schools closed. Libraries closed, Parks closed. Churches closed. Restaurant dining rooms closed.

Who would have thought we’d see the day when villages like Oak Park and River Forest declare “states of emergency”?

While stunned, we have watched families and individuals comply, grateful for leaders who lead, who understand this is the most critical moment to limit the spread of this virus. Except for the crazy people celebrating St. Pat’s.

Hope you enjoyed that last beer.

This is where the resilience comes through. We’re scared for our health, for our kids and for our folks, for our jobs and our paychecks, and we know, even if we can’t exactly grasp the dimensions, that the sacrifice is hardly even underway.

We don’t know what this week brings. Not much left to close down. But there is more damage, more unravelling ahead. We do know that.

It is in our communities where we will find the strength. And clearly it is where we will find our leaders.

Smart, empathic, steady, caring. These are our neighbors who offer up their service. We raise them up with our votes. Sure, they’re imperfect. We’d like to shake some of them at times. But they are decent, thoughtful and, most all of the time, without the ego that sinks Trump every damned day.

Hard times ahead. Pain to come. We will come through this changed in many ways. But come through it we will.

n the Oct. 26, 1918 edition of the Review, Forest Parkers Arthur Bartach, Henry Berlin, Mrs. Chas. Malqurm, and Mrs. Louis Oswald were “flu victims on their way to recovery,” as Forest Park was managing the Spanish Flu. This same issue of the Review listed the boys who were delayed going overseas to Europe to serve in the war effort there in order to prevent the spread of the virus of the day. Neighborhood meetings were cancelled.

A few months ago my kids picked up some historic copies of the magazine Lone Scout, which they found at the Ottawa Historical and Scouting Museum from that famous pandemic year, 1918. It was a way for scouting to reach remote communities and connect youth.

Wildflower identification, scout short stories, tales of scouts being brave, instructions to build a toy submarine, or electric spool motor, taxidermy, counting tree rings — it is all there in the pages of this community connector. Want to make your own hectograph?

Inspired by this treasure from scouting a century ago, Pack 109 of Forest Park created a virtual world of interacting with others much like the Lone Scout program, but with a local and modern twist … and less taxidermy. Our virtual community through Facebook, YouTube and TicTock is the perfect way for youth to interact with parent support.

Posting “Where am I?” in photos around town, creat-

ing videos on how to do a craft or cook food, animal identification, and fun little short videos of parents and kids doing little tricks, these are the things that keep us together, bring us hope and keep us smiling, which is what we all need.

As we get through this latest pandemic, united, we have time to reflect on our gratitude for all our teachers, IT support staff, community service workers, medical staff, grocery store employees, community contributors, garbage collectors, and civil servants. It is going to take thousands of kind acts to keep us comfortable in this time.

I am going to do something useful, and out of my normal routine, every day. Perhaps a thank-you note, a gift card from a local restaurant or retailer, a carry-out meal — all these little things will add up because there are other Forest Parkers doing the same. That is the Forest Park way. We are a community of kindness, and that is going to get us through.

After the pandemic of 1918, you may have heard, a few years later our town collectively started a park district, a community center, a library and more. The much larger legacy of civic connection came out of that crisis, and together Forest Parkers created the strong community that we are all part of today.

The 1918 Lone Scout Motto was “Do a useful thing each day.” It is so simple, and easy to follow. I am sure you will be doing useful things every day, which will connect with all the other useful acts that keep our community going.

Robert Hamilton, 80 Professor of Biology Robert Wilson Hamilton, PhD, 80, of Forest Park, formerly of Wheeling, Illinois and Davenport, Iowa, died on March 8, 2020. He was a professor of biology and entomology (insects) at Loyola University Chicago for 43 years before retiring in 2012.

Dr. Hamilton was the father of Torri (Matthew Hobbs) Hamilton, Angie (Ben Zlotucha) Hamilton, Amanda (Daniel) Schmidt, and Jenna (Frank) Quatraro. He was the silly and fun grandpa to Charlie and Emlyn Zlotucha, Sophia, Samantha and Maxwell Schmidt, and Libby and Maisy Quatraro; brother of the late Thomas (Gayle) Hamilton; uncle of Sheila and Thomas Hamilton Jr.; and son of the late Burley “Joe” and Adrienne Vera Hamilton. He is also survived by his other “brother,” cousin Jack (Carole) Hamilton.

Visitation was held on March 12 at Drechsler, Brown & Williams Funeral Home, followed by a memorial service on March 13 at Chicago’s LaSalle Street Church.

In lieu of flowers, the family appreciates donations to the World Wildlife Federation (worldwildlife.org).
