With construction uptick, jobs await Three 28th Ward developments need area applicants, says consultant By IGOR STUDENKOV Contributing Reporter
Three major construction and renovation projects in the 28th Ward are about to kick off and Ald. Jason Ervin (28th) is looking to help his constituents get jobs out of them. The first project would renovate the East Park Apartments, an East Garfield Park Single Room Occupancy building designed to provide affordable housing and social services for West Side residents. The second project entails the redevelopment of the currently vacant lot at 2020 W. Ogden Avenue into the Gateway mixed-use development. The final project would change the Medical District Apartments complex at 901-903 S. Ashland Ave. The existing buildings will be renovated and a new mixed-use building will be added. While the jobs are open to everyone, 28th Ward residents will get priority. Many of those jobs aren’t limited to labor union members, but the wages are similar to what union employees would get. And developers emphasized that they want to attract as many applications as possible. East Park Apartments, located at 3300 W. Maypole Avenue, reportedly has over 150 units, all but one of which are affordable to residents earning no more than 60 percent of the area’s median income. Residents also receive housing vouchers to help cover their rent. See 28th WARD JOBS on page 8

Activists push for passage of ‘LaQuan Act’

At an Oct. 20 rally held outside of Chicago Police Department headquarters on the South Side, activists from all parts of the city demanded that state lawmakers pass legislation that would allow voters to recall Chicago’s mayors, aldermen and county state’s attorneys.
The proposed legislation, introduced on Oct. 19 by outgoing state Rep. Ken Dunkin (5th), is known as the LaQuan McDonald Act — named after the teenager who was shot 16 times by a Chicago police officer in 2014. Dashcam video of McDonald’s murder was released by the city last November, but only after a court order. Dunkin’s legislation is similar to a bill that was introduced last December by state Rep. La Shawn K. Ford (8th), which would allow voters to recall Chicago mayors at least six months after their most recent term in office began. The proposed LaQuan McDonald Act is largely identical to Ford’s proposal, but
there are some differences. Most notably, unlike Ford’s proposal, Dunkin’s bill would allow voters to also recall aldermen and state’s attorneys. In addition, the requirements for launching a petition to trigger the mayoral recall would be easier to meet. Ford’s proposal would require at least 15 percent of all of the citizens who voted for mayor to sign the recall petition, and at least 50 signatures must come from each ward. Dunkin’s proposal sets the minimum at 10 percent, and it doesn’t have the wardbased minimum requirement. See LAQUAN MCDONALD ACT on page 6

Latasha Parchman, 47, church girl I ran into lifelong West Sider Latasha Parchman, the recently elected president of the Douglas Park Advisory Council, on Oct. 15 at an anti-violence rally held outside of Deer Rehabilitation Services, 3936 W. Roosevelt Rd., in North Lawndale. When asked to talk about her motivation, she mentioned her church. My life changed on Aug. 29, 1999. That’s when I rejoined the Mount Bethlehem Missionary Baptist Church, 2625 W. Ogden Ave., where my pastor is Rev. Larry L. Branch, Sr. I have a strong passion for people and for helping them, and helping my community. When you see a dying community like Lawndale, it’s about what you can do, what type of strategic planning and redevelopment you can bring to your community. It’s about how you can develop people. I’m a great example. I didn’t graduate high school. It wasn’t until I got back into the church that I [got my GED] and received my associate’s degree. Then, I went and got my bachelor’s degree and three
master’s. I’m working on my doctorate degree now. But before I got back into church, I couldn’t accomplish anything. My life was depressed. I was having babies. I wanted to give up sometimes.
On returning to Mt. Bethlehem One morning, I just got up with a desire to go to church. I believe God spoke to me. And when I went back, things just felt different. I felt that there was a hold on my life. Even when I said no, God said yes. Like, when I got my bachelor’s, I was like, ‘I’m done.’ But God told me, ‘Go further.’ My pastor and church family gave me the kind of encouragement that my family didn’t give me. I owe my life and dedication to my church. I am the prototype of my church. Since I have that inside of me, I need to share it with others. Today, I know what I’m here to do. LA QUAN ACT Safe passage? from page 1 Ford’s legislation had its first reading on Jan. 13, 2016. It was sent to the Rules Committee, where it has been stuck ever since. Dunkin didn’t sign on as a sponsor to Ford’s legislation, which was introduced around the time when Dunkin was facing pushback from many fellow state Democrats for not voting to override several of Gov. Bruce Rauner’s budget vetoes. During the March 2016 primary, Illinois House Speaker Michael Madigan backed Dunkin’s challenger, Juliana Stratton, and Dunkin lost. While Ford’s legislation gained several cosponsors, Dunkin’s bill had none as of Oct. 21. The organizers of the Oct. 20 rally, which was timed to coincide with the second anniversary of McDonald’s death, set out to change that. In his opening remarks, Rev. Kevin Jones, pastor of Kingdom Life Center, said Dunkin’s law was necessary to make sure what happened to Laquan McDonald wouldn’t happen with anyone else. “We came out here for one reason and one reason only,” Jones said, “and that’s so the powers that be know that we’re not going to sit down anymore.” Activist William Calloway, the rally’s primary organizer who worked to help bring the tape of McDonald’s shooting to light, had a similar message. “You saw [the video],” Calloway said. “It could’ve been your son, it might be your son. I want you to holler at your local state representatives, because we’re going to put pressure on them to get it going.” Rapper Che “Rhymefest” Smith, who made headlines this summer when he documented police officer’s dismissive treatment of him after he tried to report being robbed, joined other speakers in their calls to action. “We did the protests, so [the politicians] already know what the issue is,” he said. “This is the part where we do the process.” Smith said that politicians only stay in office so long as they get re-elected, and that police officers are public servants. “We own the politicians, we own, the police,” he said. “We are going to push out the politicians if they aren’t going to do what’s right. We’re going to put them out of office and we’re going to do it immediately.” Many of the speakers were relatives of people who were murdered by police. Karen Winters talked about her nephew, Pierre Loury, who was shot in April by Chicago police in Homan Square. “To you police [officers] who take your jobs seriously, and have an interest in human life – break the code of silence,” Winters said. Eric Russell, President of Tree of Life justice league of Illinois, addressed the crowd on behalf of the family of Bettie Jones, who was fatally shot by Chicago officers last December inside of her Garfield Park apartment. domestic disturbance involving her upstairs neighbors, one of whom, 19-year-old Quintonio LeGrier, was also murdered. Neither were armed. “Those of us who have been kissed by the sun have targets on our backs,” Russell said. “We have moved well beyond systematic corruption and institutional racism. CPD, they have no respect for us. They have no reverence for our lives.” Cynthia Lane, of North Lawndale, said her son, Roshad McIntosh, was killed by police in August 2014. She said that, two years later, she is still determined to get justice. “My son had his hands up,” she said. “He
was killed by the police for no reason at all. The Code of Silence needs to stop. The bad [police] outweigh the good, because the good don’t say anything.” Shapearl Wells said her son, Courtney Copeland, was shot in the back by an unknown person. Copeland, Wells said, was able to make it to the 25th District police station to ask for help, but that he died shortly afterwards. Wells said that her son died three minutes before he reached the Illinois Masonic Hospital. She’s still outraged that it took 30 minutes to reach a medical facility that could treat him, and that there was no medical option anywhere closer.
“I have an issue, not just with the community, but with the police,” she continued. “I have an issue with the fact that 75 percent of crimes go unsolved. I have an issue that, if there were 600 white children getting killed, [it] would be different.” Wells urged those in attendance to not only support the Laquan McDonald Act, but to put more pressure on all officials to do something about the city’s violence. “If you are interested in what’s going on in Chicago, and you haven’t written to the mayor and police chief to express your concern, you’re part of the problem,” she said. A tale of three brothers
his is a tale of how misguided one of three can be. Three brothers were captured in a village off the west coast of Africa, enslaved, and taken to the Americas. The oldest brother was sold into slavery in Brazil. The middle brother was sold at a slave auction in Cuba. The youngest brother was sold into slavery in Georgia. The year is 1816. The brothers’ ages are 20, 15 and 10, respectively. Each brother will live to their 80th birthday before dying. All three brothers will live under slavery in their respective countries even producing offspring who were born into it. Two hundred years later, the direct descendants of those three brothers are united because of a special DNA project and meet for the very first time at a ceremony to honor the reunion. The descendant of the oldest brother is introduced and proudly makes his entrance to the stage. When the sound of the Brazilian national anthem is played, the man proudly stands at attention and salutes the flag as if he were in the military. Next the descendant of the second brother is introduced. As the Cuban national anthem is played, he too stands proudly, holding his outstretched hand to his head, his thumb pointed towards his forehead, and proudly salutes the flag of his country. Finally the descendant of the youngest brother is introduced and makes his way toward the stage. When the Star Spangled Banner is played, the last man kneels as he is joining in the protest begun by Colin Kaepernick. As the three descendants meet for the first time and talk about their ancestors, the question looms about whether or not any of the original three brothers lived to see freedom in their lifetime. The descendant of the oldest brother shakes his head and admits that his ancestor never saw freedom. Brazil abolished their system of slavery in bits and pieces. In 1871, children born to enslaved women were freed. In 1885, Brazil freed all slaves over the age of 60, but by then his ancestor, who was born in 1796 was already dead, seeing that he would have been 89 years old. Brazil ended slavery completely in 1888, but because of a military
coup, the freed slaves never received any of the promised compensation. The descendant of the middle brother offered a similar story. Cuba abolished slavery in 1886. That was 70 years after his then-15-year-old ancestor was enslaved. He would have been 85 at the time and had not lived to again see his freedom. He had been dead for five years before his freedom would have come. Both men then turned to look at the protesting descendant of the youngest brother who was enslaved in America. The man had to sheepishly admit that the Emancipation Proclamation freed the slaves in 1863 in Confederate-controlled areas and slavery was abolished completely in 1865. So his ancestor would have been 59 at the youngest to see his freedom and 61 at the oldest. Not only did his ancestor see his freedom, but he lived almost two decades in freedom while his brothers were still enslaved. Yet his descendent is the only one angry at his country while the other two love theirs. Although this is a fictional situation, the moral of the story is quite simple. When life offers you lemons, make lemonade. We don’t have a monopoly on having once been enslaved and yet those who were born in any other country see themselves proudly as Brazilians or Cubans and won’t let anyone or anything define them otherwise. A gesture of protest is great, but prevailing over it is even better. America hasn’t been perfect, but I bet any black Brazilian or Cuban can name famous black Americans on both hands while the descendants of enslaved Africans in America would struggle to name one famous descendant of enslaved Brazilians or Cubans. This is our country and until we embrace it with the same fortitude of our cousins in the other lands, we remain lost as a group. We can make our America what we want it to be in spite of those who don’t want us to achieve our goals. A non-defined protest without a singular end goal will yield nothing. Let us have a purpose and always an achievement in mind when we profess that we protest.

A small building boom from page 1 The building has an on-site computer lab, laundry and a social service classroom, where residents receive social support services. A report on the facility touts its proximity to grocery stores, restaurants, medical facilities and social service providers. The renovations, developers say, will add a new fitness center, make the building more energy-efficient, upgrade utilities and mechanical systems, and fix minor maintenance issues. “The goal of the redevelopment project at East Park is to ensure continued long-term operations, by addressing critically needed improvements to mechanical systems, the building envelope and interior areas,” the report stated. About two-thirds of the project costs will be covered through a combination of Tax Increment Financing funds, proceeds from city bond sales, and state and federal loans. Because the project receives government funding, at least half of the 30 construction jobs must be filled by Chicago residents, and the wages are set based on prevailing union wages. Construction will start on Feb. 1, 2017. The Gateway project, on the other hand, would create something from scratch. The Illinois Medical District Commission has

ver the past 6 years, Austin Coming Together (ACT) has grown from a small network of 20 member organizations, to over 70 organizations that are committed to building a thriving Austin community. ACT’s membership includes organizations from Austin, like the Westside Health Authority and the Austin Childcare Providers’ Network, local churches like Friendship Baptist and Church on the Block, and other groups that help to bring resources to Austin’s families and institutions, like universities and larger social service agencies. Our mission is to convene and coordinate all of our members, so that together, we can increase our collective impact on EDUCATION and ECONOMIC DEVELOPMENT outcomes in the Austin community. This year we have been hard at work with our members to kick off our “THRIVE 2025”Agenda, a long-term plan for community development in Austin. As you will see on the following pages, we’ve set ambitious goals that we plan to achieve over the next ten years. From now until 2025, we will coordinate our members and attract resources towards achieving these goals. Additionally, ACT will engage the community in planning and organizing activities, and we will provide quarterly updates on our progress of the THRIVE 2025 Agenda through these Austin Weekly News special sections. Join us along the way to hold ACT and our members accountable and to build power in the Austin community so that we can achieve great things together.

Thrive 2025 Goals Quality Early Learning Children who have stable, nurturing environments from birth to age 5 are much more likely to do well in school and in life. Thus, we as a community need to invest in those who care for and teach them (parents, grandparents, childcare providers, teachers, etc.).
ACT estimates that our network will need to provide 3,900 high quality, accessible childcare and preschool slots for Austin’s children, birth to age 5, by 2025. In order to do this we need to ensure that childcare, preschool, and other supports are affordable and accessible for all parents in Austin. We must also ensure that child care providers, teachers, and other service providers receive the training they need to provide quality care and that they receive fair and decent wages for their work.
Living Wage Careers Parents with living wage careers are more likely to provide stable environments for their families. Furthermore, young people with jobs are less likely to end up in the streets. That is why we need to create viable pathways to living wage careers for our community members. ACT estimates that our network can prepare and place 500 people per year in good jobs by the year 2025. While our network does not currently have this capacity, we can achieve this goal by working together, attracting more public and private resources, and organizing to end discrimination against our community members in the work force.

Safe Neighborhoods Safe neighborhoods begin with strong and healthy relationships between neighbors, especially between young people and adults. Neighbors who know and trust each other can more effectively solve safety problems, hold each other accountable, and resolve conflicts when they arise. Strong neighborhood relations can also decrease reliance on the police and create a stronger sense of unity and pride in the community. By the year 2025, ACT and our network will support daily gatherings between neighbors to build relationships with young people, heal from trauma, and solve problems. ACT and our members will build our capacity to create safe community spaces where neighbors of all ages can congregate, talk to each other, and resolve conflicts.
Stable Housing Market Over the past ten years, foreclosure and abandonment have hit Austin’s housing market hard. Without a stable environment for current owners and new homebuyers, Austin’s population has declined significantly over the past 10 years. Neighborhoods need continuing investment in housing by homeowners and a steady stream of new homebuyers to stabilize the market and By the year 2025, ACT and our network will stabilize ownership of 400 residential properties in Austin. This must be done through a combination of efforts, including acquiring and rehabbing vacant buildings for homeownership, supporting homeowners to make investments in their properties, and to market Austin neighborhoods as viable, affordable options for new homebuyers.

Fall Kick Off: Good Neighbor Campaign
ed, and added input from the organizers at our meetings.” Bell says that building neighborhood connections as a method of fighting violence was an idea that came from the surveys of residents of Austin. “The majority of people we talked with talked about a time they felt connected with their neighbors. They don’t feel that way now. We want to connect residents with shared goals and values. For most people, this overwhelmingly means supporting the youth.” Building off the African proverb that it takes a village to raise a child, for the past twenty years, WHA has been working on the Every Block a Village model. Bell says that one of the keys to the Good Neighbor Campaign will be expanding the Every Block a Village model into more neighborhoods in mid Pastor Steve Epting and south Austin. Bell says that efforts by churches will include linking youth with seniors through service opportunities and working to reclaim abandoned buildings near churches that may have become drug havens. A third piece of the puzzle is the Community Pride Campaign. Building on ACT’s summer work promoting the I Love Austin message throughout the community, the Community Pride Campaign will use yard signs and mural projects to promote the message of being a good neighbor. Let’s tell Trump, ‘You’re fired!’ America please don’t be fooled by the recent ABC news poll that says Hillary Clinton has a 12-point national lead on Donald Trump. Don’t fall for the shenanigans! I won’t be surprised if some Republicans are actually conspiring to vote for Hillary, in order to throw a monkey wrench in the polling data and to lull our side to sleep. Everyone knows this country is more polarized than ever and Mr. Trump is effectively using his brand of dog whistle politics in order to speak to the racial animosities and fears of his angry Republican base, many of whom are frustrated with the Obama administration. Don’t be fooled! This is a close presidential race! You may not be in love with Hillary Clinton, who, I admit, is a flawed candidate, and blacks may be somewhat disappointed with how the Democratic party has taken them for granted for decades, but please beware. I will do everything in my power to pull the
cover off of this man, who the Republican Party has given to us as their presidential nominee. Include the W. Side in the Community Catalyst Fund The Mayor has proposed the new $100 million Community Catalyst Fund designed to invest in businesses in communities that are most in need. A governing board consisting of the City of Chicago CFO, City Treasurer, Commissioner of Planning and Development, and four mayoral appointees will establish investment criteria and policies with input from an advisory council consisting of two aldermen and three community representatives. The targeted communities and manner in which investment decisions will be made are yet to be determined. We, the members of the North Lawndale Community Coordinating Council (NLCCC), support the overall concept of the Community Catalyst Fund, and would encourage the team responsible for the implementation to solicit further input from local communities as the program is finalized. This will only strengthen the program. NLCCC is a group of North Lawndale stakeholders, including nearly 300 community-based organizations, business owners, elected officials and individuals that have come together to guide our community’s first comprehensive planning and implementation process since 1958. We believe that there should be representation from Chicago’s West Side on the Community Catalyst Fund (“the Fund”) governing board as well as the advisory council. In times past, the West Side has been excluded from a number of the City’s innovative economic development programs, and we are underrepresented on the governing boards for various City commissions. It is important that communities that are in most need also have a voice at the policy level to ensure that programs are responsive and deliver the maximum impact.
There is no one-size-fits-all solution to small business development, and every establishment is different. The Fund should take a comprehensive approach that will tap into a variety of public and private resources to provide a broad array of financial products and services to small businesses that are at varying stages of development, from startup to mature. Examples include low interest micro-loans, New Markets Tax Credits, mezzanine debt and equity investments with longer investment horizons. At the same time, the Fund should provide funding for community-based CDFI’s (community development financial institutions), SBAcertified Small Business Development Centers and other intermediaries to provide technical assistance to small businesses seeking funding in order to minimize investment risk. The Fund’s board should develop investment criteria that are more flexible than conventional financing while safeguarding investor capital, and prioritize projects that will create jobs and provide incentives for hiring residents of the communities in which the projects are located. There should also be accountability to ensure that jobs that are promised materialize. Finally, the Fund should consider clustering public works projects to enhance its investments and spur additional private investment in high need areas. We look forward to an investment fund that will catalyze investment on the West Side, and high-need communities around the City of Chicago.

State Rep. La Shawn Ford (8th) and other West Side activists want to reopen a long closed Metra station at Lake Street and Cicero Avenue, something that could take years to happen. For Austin residents, the closest Metra stops are at Grand and Cicero avenues, or farther west in Oak Park at Harlem and Lake Avenues. “If you really want to reduce the unemployment in Austin, public transportation is part of the solution,” Ford said earlier this year of his effort to reopen the Metra station. The proposed project has been many years in the making, but Ford said he has not given up talking with Metra officials, the Illinois Department of Transportation and local community groups. Austin activist Bernard Clay has been a strong supporter of the project for years. Clay submitted a letter in February 1998 to Metra, requesting the board explore the possibility of constructing a stop at Lake and Cicero. “The area around the proposed site is blighted and in need of economic stimulation to generate growth and development,” he said in the nearly 20-year-old letter. A month later, in response to Clay’s letter, Metra said the process of building a new station would need to take into account many variables, including market demand, land and parking availability, operational feasibility and capital funding. “Since the CTA already serves this immediate area — we do not believe that the Cicero Avenue location would be cost effective for us,” Metra officials noted. Clay would go on to send letters over the next nine years to multiple Chicago officials and the Regional Transportation Authority. A lengthy, detailed response addressed to Rep. Ford came in 2007, noting two distinct
reasons why a stop in Austin would not work. Metra said a stop at this location would require a substantial capital investment, at least two tracks would have to be relocated and the potential cost would be several million dollars. The most significant problem Metra sited in its letter? “The Union Pacific Railroad Co. would have to grant permission to allow a new station on the UP-W,” officials said. “Even if Union Pacific did agree to a new station at this location, separate capital funding would have to be obtained to enable the purchase of railroad property for the facility from the UPRR.” A local transportation expert said building a Metra station is not as simple as it used to be. “In the 80’s, the city was faltering, and they closed a lot of the inner-city stations,” said Joseph Schwieterman, a professor at the School of Public Service at DePaul University. “But if you look at the last 15 years, Metra has attracted white-collar workers who prefer peace and quiet on their commutes.” “Right now, the standard for Metra stations would be the Lou Jones-35th Street stop down at Comiskey Park,” he said. Metra spokesman Michael Gillis said Metra had no record of a stop ever existing at Lake and Cicero, but did find that such a stop at Central and Lake was closed in 1961. “Metra stops are expensive to open and even more difficult to maintain,” Gillis said. Schwieterman agrees that providing a Metra connection to Downtown Chicago could have a significant impact on Austin, providing it with a stronger identity. “If we really want to make Austin stronger, we need to tighten up our transportation issues so people can get to work, people can get to school and people can have more environmentally friendly ways of traveling within the community,” Ford said.
