Residents chime in on proposed fruit orchard
Organizers of the Garfield Park orchard say community input is vital to project By IGOR STUDENKOV Contributing Reporter
The Garfield Park Community Council recently teamed up with the City of Chicago Department of Planning and Development and the Metropolitan Planning Council to figure out the details of the Fifth Avenue Eco Orchard — a fruit orchard that would be built near the intersection of 5th Avenue and Sacramento Boulevard. And they want the community to weigh in. On Sept. 11, the organizations held the first of three community planning meetings near the orchard’s future site at a banquet hall at 2946 W. Madison St. Residents and community activists in attendance got a chance to get some more information about the project and discuss what sort of features they want to see and how the orchard can benefit the community. The next meeting will be held on Sept. 25, 6 p.m., at the same location, while the final meeting will be held on Oct. 17, 6 p.m. The idea for the orchard grew from feedback by residents who shopped at CPCC’s Garfield Park Farmers Market who wantSee ORCHARD on page 6

Community input from page 1 ed to be able to buy fresh fruit. While the organization has been pushing for the orchard for the past four years, the project didn’t gain significant traction until it was able to secure $500,000 in Open Space Impact funds and a matching grant from Metropolitan Water Reclamation District of Greater Chicago. The project was able to qualify for the grant because the orchard would double as a flood reduction measure, absorbing and storing storm water that would otherwise go into the sewers. During the Sept. 11 meeting, Michael Berkshire, the Chicago Department of Planning and Development’s green projects administrator, explained that this would be accomplished through some combination of permeable surfaces, bio-swales and underground storage tanks. He also said that the garden would help cool the surrounding area, noting that, because of pavement and other material that traps heat, urban areas tend to be hotter than rural areas. During the Feb. 26 meeting of the Chicago City Council’s Committee on Special Events, Cultural Affairs and Recreation, Berkshire said that the city hasn’t settled on which
city-owned vacant lots along 5th Avenue the garden would grow on. During the Sept. 11 meeting, he revealed that the city would choose two lots — one at the southwest corner of Sacramento Boulevard and 5th Avenue, and one on the north side of 5th Avenue, between Whipple Street and Albany Avenue. Berkshire said that they chose the parcels that were least contaminated and where flood reduction measures would have the most impact. Angela Taylor, GPCC’s Wellness Coordinator and the head of the Farmers Market, said that the orchard wouldn’t create actual jobs, but it would take a lot of effort. She also said that it would create an opportunity to educate the community, especially the youth, about what they can grow and provide an example of creating something that would endure for generations. “We’re going to get work that needs to be done, and after that, we’re going to get more work, and after that, it’s going to be more work,” Taylor said. “Because a thriving community needs work.” DPD will be in charge of the technical aspects of the project, and it subcontracted Aecom to handle the actual construction. Aecom will be working with GPCC every step of the way. And the two parties are working with the Metropolitan Planning Council to handle to outreach. Taylor said that it was important that the orchard reflects the community’s wishes.
“For me, it was very important to get the community in the room at the beginning of this actually moving,” she said. “This is not a GPCC orchard, this is not a Farmers Market orchard and it’s definitely not Angela’s orchard. This is for the whole community.” Kendra Freeman, a manager at MPC, said that her organization’s role was to guide interested residents and organizations through the process, so that everybody involved would know what the community wants to see in the orchard and what it wants the orchard to look like. She emphasized that the process was guided by the principles of Equitable Transit Orientated Development (eTOD) — that any development should benefit people of all income levels and avert displacement. Freeman explained that the Sept. 11 meeting was meant to collect ideas. The Sept. 25 meeting would take those ideas into actual designs, while the Oct. 17 meeting would give residents an opportunity to review the designs, figure out what would be recommended and discuss those recommendations with experts. Freeman and other MPC staffers broke up the attendees into groups and had them discuss what they wanted to see. Afterwards, each group presented what they agreed on. Residents said they wanted edible shrubs, a play space, walking paths, identity markers, native plants to make the orchard easy to maintain,
One group suggested that residents be able to adopt trees or purchase stones so that the community feels like it has a stake in the garden. Many groups wanted to see some wraparound programming and training programs that would tie into the orchard. Gentrification was a recurring concern. Rev. Steven Shultz, who heads the D20 Army Community Battle Group, raised concerns about gentrification causing displacement during Ald. Jason Evin’s (28th) community meeting a few months earlier. Whereas others were cautious, he had some harsh words during the Sept. 11 meeting. “What is apparent to me as minister of the Gospel and long-time resident of the community is [that] this project is being used to create ambiance for gentrifying the community,” Shultz said, adding that, while he has nothing against orchard, it wouldn’t mean much if the people who live in the community get pushed out by rising housing prices. Outreach was another concern. A few speakers complained that GPCC and others didn’t give the community a say in whether it wanted an orchard in the first place before the funding was secured — a charge that Taylor vigorously denied. “We had three to four conversations about five years ago, before we even [had] a conversation with the city,” she said. “We did the outreach, we had meetings over at the church and we had a meeting at the [Garfield Park] Conservatory. Dr. Alana Biggers
Alana Biggers, MD, MPH, FACP is an Assistant Professor of Medicine at the University of IllinoisChicago (UIC) College of Medicine where she received her MD degree. She completed residency training in Internal Medicine at the Medical College of Wisconsin, obtained her Master of Public Health in chronic disease epidemiology from Tulane University School of Public Health and Tropical Medicine and completed a research fellowship at the Centers for Disease Control and Prevention (CDC). Dr. Biggers has interests in health disparity research and achieving health equity. She has experience in breast cancer research, winning research awards while still in residency and as a featured researcher at the National American Society of Clinical Oncology Conference and Quality Care Symposiums in 2014. Dr. Biggers continues her endeavors in research at UIC and has a NIH grant for research in diabetes mellitus and sleep. Additionally, Dr. Biggers enjoys teaching residents and students on best practices in urban health and providing medical care for underserved populations. She also aims to improve diversity among faculty at UIC College of Medicine as a member of both the Diversity Task Force and the Women’s Task Force. Other clinical interests include preventive health with a concentration on clinical care spotlighting lifestyle modification when providing patients with guidance. Police killing in Dallas is quite the mystery
he details regarding the murder of Botham Jean has me fixated. He was the young, 26-year-old, highly accomplished accountant lounging around in his underwear in his own apartment when off-duty Dallas police officer Amber Guyger entered his apartment in an alleged case of I-thought-it-wasmy-own-apartment, saw a tall dark silhouette, gave orders, and then fired two shots. One bullet hit Botham Jean and he subsequently died from his injuries. One of the first issues that kept going through my mind upon hearing this, is how the death penalty was proffered. No attempt to arrest the perpetrator, but instead firing her weapon twice. One bullet missed and landed in a wall. We all know about the second one. I watched several different news reports to get a basic idea of all that happened. Although the officer in her affidavit claimed the door was slightly ajar when she got there, a different resident posted a video, which showed that the doors in that particular facility automatically close. I also learned that Jean had a red carpet outside his front door. He had placed it there to differentiate his apartment from the others. Yet Officer Guyger completely missed that detail. Unless we find out she had a similar red carpet in front of her own apartment it, how she managed to overlook that major detail comes into question. I’m also interested in understanding
how she ended up driving all the way to the 4th floor to park her car as opposed to parking it on the third floor. Are there assigned parking spaces for the units? Are there any unique identifying features on either the 3rd or 4th floor which should have led the woman to know she was on a different floor? One of the local news stations was permitted to film the inside of Jean’s apartment. In the video, the island in the kitchen was very messy. Yet no one has filmed the inside of the officer’s apartment to see if she kept her apartment just as messy. Or if the furniture layout is so different that she should have recognized her mistake prior to having shot Jean. One of the last news reports claimed that there were drugs found inside Jean’s apartment. So what? The sick attempt to criminalize the victim in death when there wasn’t any criminal history in life is par for the course when a police department is trying to protect one of their own. The head of the Dallas Police Department is an African-American woman. The prosecuting district attorney is also a black woman. Will their race make a difference in how this case is treated? Will the facts be presented so the truth falls where it may? That is all to be seen!

A day with the candidate
Zerlina Smith, running for 29th Ward, emphasizes boots on the ground By IGOR STUDENKOV Contributing Reporter
As 29th Ward aldermanic candidate Zerlina Smith and her campaign manager, Lorraine Chavez, walked up Central Avenue on the cloudy afternoon of Sept. 8, they spotted a man walking down the street and it’s off to the races. “How are you doing, young man!” Smith beamed as she dashed toward him. “I’m Zerlina Smith, and I’m running for 29th Ward alderman again, because I’m still not happy with what’s happening in our community!” The man stopped and, without missing a beat, Smith asked him what his concerns were. The 29th Ward stretches through many communities, she said, and she wanted to hear all of the voices. By the time the conversation was over, the man signed her nominating petition and wished her good luck. Most of the encounters Austin Weekly News observed that afternoon went something like this, with potential voters either expressing interest or offering support. Smith said that these types of interactions would be the key to how she approached her job as an alderman if she wins the seat — talking to residents one-on-one, building relationships with stakeholders on the West Side and the city as a whole, and mobilizing the community for initiatives that would benefit it. Although Smith emphasized several times that she was running for the seat, not against incumbent Ald. Chris Taliaferro (29th), she argued that his policies haven’t benefitted much of the ward and that it would be up to the voters to make up their own minds whether she would be any different. Smith is a longtime West Side community activist. She works as a case manager for the Institute for Non-Violence Chicago and serves on the leadership teams of several West Side organizations, including West Gar-
field Park Stakeholders and Westside Democracy for America Accountability Chapter. She previously ran for 29th Ward alderman in 2015, the first election year since the city-wide ward remap significantly shifted the ward’s boundaries. Smith said that where she went wrong was to focus on South Austin, where she lived. Now, she said, she was determined to visit every block of the ward while canvassing for signatures for her nominating petitions, and keep visiting residents during and after the election. It helps that Chavez can speak Spanish, which came in handy when she and Smith went into more Hispanic parts of the ward. Smith said that she wanted to run again for a very simple reason. An unknown woman jumped on the tracks of the CTA Green Line from the platform of the Central Avenue stop in the Austin neighborhood of Chicago at about 10:30 a.m. on Monday, Sept. 17. Witnesses to the incident said she was attempting to take her own life, but the train was stopped before striking the woman. “She said she wanted to leave this world and that it was time for her to go,” Oak Park resident Terry Harris said. After falling onto the tracks, the woman stabbed herself with a kitchen knife several times in the chest and leg. Commuter Larry Durr said he saw her stab herself multiple times and then threw
the knife onto the tracks. Harris said she and another woman on the platform attempted to hold the woman back from jumping, but her shirt ripped and she fell onto the tracks. Chicago Fire Department spokesman Larry Merritt said in a telephone interview that he was notified of the call at 10:27 a.m. Emergency responders arrived on the scene within minutes and removed her from the tracks. The woman, whose name has not been released, was transported to Mount Sinai Hospital, Merritt said. He did not have any information on her condition.
