The sanctuary on Madison Street Westside triage center offers rare source of calm amid urban anxiety By MICHAEL ROMAIN Editor
Soft, meditative music was playing inside of the community room at the Westside Community Triage and Wellness Center, 4133 W. Madison St., one hot afternoon earlier this month. The lights were dimmed, the air cool, the room painted in the hushed, yet expansive, tone of a clear blue sky. The only indication that this atmosphere was amid the hustle and bustle of a busy West Garfield Park thoroughfare was the streetscape — visible through a large window running along most of the top quarter portion of the room’s back wall. “Just imagine coming in off of Madison Street and hearing something like this,” said Donald Dew, the CEO of Habilitative Systems during an interview on Aug. 3 inside of the Wellness Center — what many community health experts like Dew say is the first facility of its kind on the West Side. “The first thing people will hear when they come in here is this soft music,” Dew said. “The lights will be subdued. Book shines light on redlining on West Side Linda Gartz’s ‘Redlining’ is both memoir and social history

Television producer and author Linda Gartz was there when West Garfield Park turned from a majority-white to a majorityblack community. She saw the racial tensions, the white flight and the struggles over school integration. Her family
witnessed the riots that rocked the West Side, accelerating the decline of the area’s commercial corridors. If there is any message she wanted readers to get out of her book, it’s that it didn’t have to be that way. In Redlined, a 2018 memoir which weaves a history of her family with the history of West Garfield Park neighborhood, Gartz
places the lion’s share of the blame on the federal government policy of redlining the neighborhoods with black residents. Not only did it fuel white flight, but it made it harder for black households to buy and maintain their properties, hurt their ability to build wealth and affected business

Changing the story for Chicago’s forgotten children Eighteen-year old Lawrence Nelson will likely end up costing Illinois taxpayers more than $2 million dollars. Lawrence (not his real name) was recently released from the Cook County Jail after serving six months for illegal possession of a stolen weapon. This was his third time being locked up. The odds that Lawrence gets killed or spends his life in jail are significantly higher than the likelihood that he graduates from high school. Given what we know about the effects of childhood trauma, Lawrence’s path should come as no surprise. His mother, who dropped out of high school when she was pregnant with him, has struggled with substance abuse throughout his life, and his father is serving a lifetime sentence in prison. Both of his parents likely experienced significant childhood trauma of their own. The multi-generational cycle of poverty, abuse and violence, is now set to pass onto Lawrence’s 3-year old son, Brandon. However, it doesn’t have to be that way. With proper support, Brandon’s life trajectory can look entirely different.
Knowledge regarding Adverse Childhood Experiences (ACEs) helps us see a way forward for Lawrence, Brandon and others. ACEs are stressful or traumatic experiences that occur in someone’s life before the age of 18. ACEs range from emotional, physical and sexual abuse to growing up with an incarcerated parent to witnessing domestic violence. Without adequate support to buffer its impact, exposure to multiple or frequent ACEs can cause a stress overdose, which is toxic to developing brains and bodies. When that happens, the brain can become stuck in an endless “fight, flight or freeze” survival mode, which shuts down the thinking part of the brain making it virtually impossible to relate, learn or reason with others. According to the Illinois ACEs Response Collaborative, ACEs are the root cause of many of our most pressing health and social challenges from illness to community violence. Fortunately, the science is also teaching us how to prevent or mitigate these challenges. Research shows that the damaging, longterm effects of toxic stress can be prevented
or mitigated through the buffering support of a relationship with at least one stable, nurturing and caring adult. Ideally, this supportive relationship occurs with the child’s own parent. However, the reality is that, like Brandon, many children have parents or caregivers who are too overwhelmed or otherwise unable to consistently provide that supportive relationship. These children and families began life with the cards stacked against them. They are the most vulnerable; and they, too, deserve the chance to change their life’s trajectory. Friends of the Children–Chicago (FOTC) offers this chance. We identify kindergartners facing the greatest risks and pair them with a salaried, professional mentor (a “Friend”) who stays with them for 12.5 years – no matter what. Friends help the youth develop the necessary skills to cultivate the resilience needed to become contributing members of society. Friends also build relationships with parents, supporting their connection to basic needs and resources, and empowering them to
advocate for themselves and their children within public service systems. Our evidence-based program has proven results: 83 percent of the youth who complete our program graduate from high school; 93 percent avoid the juvenile justice system; and 98 percent avoid teen parenting. The Harvard Business School Association of Oregon return on investment study found that for every $1 invested in Friends of the Children, the community benefits more than $7 in saved social costs. Helping one child saves the community $900,000. Early intervention for children experiencing toxic stress is more effective for the child, and less costly for society than waiting to address the more serious and expensive consequences that can occur later in life. Programs that empower the most vulnerable children and support their families, offer these children a real opportunity to thrive – an opportunity that every child deserves. — Taal Hasak-Lowy, executive director, Friends of the Children, Chicago

More than 400 mouse droppings were found in store, health dept. says By MICHAEL ROMAIN Editor
The Walmart located at 4651 W. North Ave. in Austin is temporarily closed after city health inspectors found mouse droppings on two separate occasions, according to Ald. Emma Mitts (37th). The store is located in her ward. On Aug 8, police officers and store employees were turning away customers who did not know the store was closed. Some employees said that they were not told the reason for the store’s closing. “They don’t tell us nothing,” said one employee, adding that when she showed up to work on Wednesday, the store was closed. A large neon sign was on a door of the store on Wednesday afternoon. “License suspended: Chicago Department of Public Health,” the sign read. According to WGN, Mitts said that someone told her that the health department inspected the store last week and discovered mouse droppings. On Aug. 7, health inspectors returned to the store and discovered the mouse droppings again. “They were over around the deli and bread area mainly in that part. Whoever did the
initial clean up may not have been as attentive to what they health inspectors would be looking for,” Mitts told WGN. The Austin Walmart posted a statement to its Facebook page on Tuesday. “Our store on North Avenue is temporarily closed as we address a situation following a City of Chicago inspection,” the statement read. “We have stringent quality standards in place and are working closely with the health department. We take this matter seriously and will reopen as soon as possible. We apologize for any inconvenience to our customers.” On Wednesday afternoon, as she was walking into the Walmart to meet with city health inspectors who were conducting an inspection, Mitts said that the store could be open soon, depending on how the inspection goes. “After they finish this, if they pass the inspection, we’ll try to work to get them back open shortly,” Mitts said. According to the health inspection report, which was obtained by the Chicago SunTimes, more than 400 mouse droppings were found throughout the store. By Aug. 13, the store had reopened.

In addition to holding training exercises on relaxation, yoga, tai chi, mindfulness and meditation in the community room for anyone in the community who wants to participate, the center will also offer a range of medical, mental health and addiction-related services for those people with more immediate needs. The center features a 24/7 emergency drop-off point, where first responders can send people who require psychiatric intervention and addiction treatment. There’s also a waiting room where police officers and emergency medical technicians can sit and drink coffee while clients are being processed. Most of the rooms are named after influential West Side community leaders — a conference room named after Congressman Danny K. Davis (7th), a relaxation room named after Earlean Lindsey — one of Dew’s mentors who was a pioneer in the advent of community health centers and the president of Westside Association for Community Action — a staff lounge named after
Edna Stewart, the late soul food queen and owner of the popular West Side eatery that bore her name. Once clients are dropped off, Dew said, they can eat, get hydrated, calm down, shower and undergo health exams, among other services. “We’re going to take care of the basic human needs first,” Dew said. “You need to get some water, you need to eat, you need to be treated right.” Dew said that the center is a necessary contrast to the way that people suffering addiction and mental health issues have been treated in the past. Instead of getting sent to a triage center, they’d be sent to jail. “Sheriff Dart had been saying for the longest that the Cook County Jail is the largest mental health facility in the nation and that folks need treatment — they do not need to be in Cook County Jail simply because they can’t make bail,” Dew said. “There are all these folks languishing in jail who need mental health and substance abuse treatment,” he added. “Now, they have the opportunity to get those services as opposed to being incarcerated.” Despite the center’s polished look — some areas in the facility resemble the lobbies of upscale hotels — community members pay nothing to utilize its range of services. According to Rashad Saafir, the president and CEO of Bobby E. Wright, the center currently has around 12 full-time employees, with the goal of adding 10 more staffers. Nurses, doctors and psychiatrists circulate through the center, Dew said. The center was funded by $4.5 million allocated by the Cook County Board of Commissioners. The money is budgeted for three years. Dew said that he’s hopeful that the board will reauthorize the center for another three years of funding. The center is also looking at other possible funding sources

Below left, one of the center’s relaxation rooms. from various foundations and state agencies, including the Department of Human Services. “We’ll also be able to bill for crisis intervention and some of the other services we provide so we’ll be able to generate some third-party payer income,” Saafir said. With the center now open, it sits at the front lines of an intensifying opioid crisis that is wracking communities across the country, particularly poor communities of color like West Garfield Park and Austin. Saafir said that he plans for the center to become a site where community members and center employees can get training on how to notice the signs of an opioid overdose and administer Narcan — an opiate antidote that reverses the immediate effects of a narcotic overdose.
“The best people to have Narcan are the people who are using heroin,” Saafir said. “If you are with your buddy and both of you are using and he experiences an overdose, you should be able to administer Narcan. “You know what the signs are, how to do the pressure points to determine if he’s really unresponsive and how many doses you may need to administer to save his life. We want to do that for the community generally, but certainly everybody working here.” The center’s philosophy is encapsulated in a mantra that Dew and Saafir often repeat. “This is about treating people with humanity, dignity and respect,” Dew said. “Right when folks come through the door, that’s what they’re going to get. The benefits of being considerate
y block club held our annual back-to-school party this past weekend. I hadn’t planned on attending, but several circumstances kept me from leaving. The day started off with our BEAT 2532 car stopping by. We pointed out a vehicle that did not have a permit parking pass. It also had a flat and didn’t belong to anyone living on our block. The officer could have easily ticketed the car for several violations. Instead she went and knocked on the door of the people living on North Avenue, and asked them to move their vehicle. The guy came running out to move it and avoided those citations. That simple act of consideration probably avoided an ugly confrontation. My car’s brakes had been crunching and grinding. As I sat around wondering why they were sounding so bad, I readily recalled the moment the brakes were last done. It seem like only yesterday that the mechanic was putting on the new front brakes. I could recall the warm weather outside when he last did them. Since it hadn’t been during the past two months, that can only mean one thing: The new brakes were put on a year ago! They had worn down. It was time to get the pads replaced. It didn’t take long for my friend to come to my house and put on the new brake pads. My mechanic had parked in front of a neighbor’s garage. The neighbor didn’t like that the man had parked in front of his garage. Although he wasn’t planning to park in his garage, he wanted the car moved. That was a moment that could have easily turned into an ugly situation. But rather than cause a controversy, my mechanic simply moved his van in front of another neighbor’s garage, whom I knew would be more understanding.
Once my brakes were done, I went to sit out front with a few of my neighbors. A couple of people came by and asked to get some food. They didn’t live on our block, but rather than create a situation over food that we had plenty of, we let them have hot dogs, chips, and a pop. Again another incident that could have gotten ugly, but was averted. My block had gotten the free jumping jack from the city. Just when the kids finally came out and began to play on it, the man came to pick it up. Four hours can pass very quickly. The children were very disappointed, but rather than argue with the man, we just had to accept the reality that the limited time frame wasn’t enough. Again, maturity prevailed and a situation that could have gone ugly was averted. As the party went late into the evening, the police again showed up. A neighbor had called and complained about not being able to park in front of their house and about the loud music. The police ask to see our permit to close off the block. We produced it and the end time for our permit was 9 p.m. Seeing that it was almost that time, we didn’t fuss. We moved the cars blocking access to our street. Some neighbors wondered who could have called, but I told them I have a rule. If we wanted to know which neighbor called the police, we only had to wait to see who would be the first person to park. As expected, it was the neighbor we all could have predicted. Their car eased onto the block and went in front of their house. Although it wasn’t necessary for them to have called the police, we averted turning one incident into a major controversy. If there are any lessons to be learned from that day’s events, it is to take a moment to be considerate of one another!

Two Austin schools get $500K grants Spencer and DePriest got $1M total in ‘sustainable school’ Initiative funding

Austin’s Spencer Technology Academy and DePriest Elementary School each received $500,000 each to improve programs and services for students and their families. The grant is part of Chicago Public Schools’ Sustainable Community School Initiative, which will give a total of $10 million to 20 schools throughout Chicago. Each school has been paired with an area community organization and/or social service provider. The idea is to pair schools with social service providers to help students succeed by providing social and academic support to students and their families. The exact details will vary depending on each school. The community groups are currently working with their respective partner schools to figure those particulars out. The programs are expected to kick off sometime this October. According to a press release issued by CPS, Chicago Board of Education approved the Sustainable Community School Initiative during its June meeting. A 20-member taskforce made up of CPS officials and unionized staff handled the
details of the implementation. They agreed that the initiative will only be open to the neighborhood public schools. They also agreed that, in order to be able to take part in the initiative, the school must be located in “a primarily lowincome community with 81 percent or more of the students qualifying for free or reduced lunch.” The eligible schools could not only apply, but choose which agency they wanted to work with. DePriest chose Family Focus, a West Loop based non-profit that provides early childhood services, youth development services and services for parents and other family members. Spencer chose Youth Guidance, a Loop-based non-profit that works with schools to provide programs for minority youth. The 20 schools that made the cut were officially announced on Aug. 7. According to the press release, the nonprofits will work with the schools they partnered with to develop the details of what they would use the $500,000 for. That can include afterschool programs, as well health services, “social and emotional learning supports,” recreational and academic enrichment activities, assistance and support for homeless youth, and programs geared toward families. In the district’s statement, CPS CEO Janice Jackson described the initiative as an investment not just in schools, but in the families they served.
“By bringing together community members and educators under the shared mission of strengthening the supports our students and families need to thrive, the Sustainable Community Schools Initiative has the power to transform communities and create new opportunities for our students,” she stated. “Our investment will provide critical services and programming to 20 school communities across the district in a manner that is tailored to the unique needs of each community and designed to effectively support the students and families who need our support the most.” Mayor Rahm Emanuel stated that more collaboration between schools and communities would benefit everyone. “The Sustainable Community Schools Initiative will help foster collaboration and cooperation between schools and communities in neighborhoods across Chicago,” he stated. “This is a win for our students, our schools and our communities.” An attempt to contact CPS officials for comment before deadline were unsuccessful. The inequitable, political CPS budget The Chicago Public Schools (CPS) 2019 capital budget is an inequitable, political budget which was crafted with no planning or proper input from parents, teachers, students and stakeholders. The Mayor Emanuel controlled CPS proposes to build unnecessary schools in neighborhoods that don’t need any new construction because the schools are not overcrowded. For example, a new open enrollment high school is proposed for the near Westside. Crane Medical Prep is nearby and has plenty of space and is in need of work on its heating and cooling systems. WBEZ ran a story about how inequitable the capital plan is to both the West and South sides of Chicago. The West and South sides are in need of investment in developing human capital.
Organizations such as the Westside Branch of the NAACP have lobbied for robust vocational training programs to serve students during the day and adults during the evening; yet, CPS is proposing a building trades program at Prosser that will be inaccessible to the Austin, North Lawndale and Garfield Park communities. The advanced manufacturing program at Austin College and Career Academy (ACCA) is losing its U.S. Department of Labor funding and there is no indication in CPS budget that this successful program will be funded fully by CPS. In conclusion, the CPS budget is a political budget designed to appeal to all constituents except the black community. Please phone your elected official and voice your concerns.

REDLINING
Unearthing history from page 1 development. And until this country fully comes to grips with the true causes of the current state of black neighborhoods, Gartz argues, it would be doomed to repeat its mistakes. When Gartz’s mother passed away in 1994, she and her brothers cleaned out their parents’ house. While looking through the attic, they discovered a treasure trove of letters, diaries and other documents not only from their parents, but from their grandparents. Gartz wound up taking much of that archive and storing it in her garage. For a few years, other concerns took priority, and the boxes sat untouched. But their presence kept nagging at Gartz. She eventually she started to delve into their contents. That’s when she discovered that those boxes held more than just first-hand accounts of family history — they also chronicled of a community in transition. Like many families in West Garfield Park, Gartz’s family leased out as much of their building as possible. So they felt the impact not just as residents and homeowners, but as landlords. Her father’s job required frequent travel, so it fell to her mother to handle much of the day-to-day responsibilities of taking care of the building and the tenants. “My mom kept a diary since [she was young], almost until she died,” she said. “And she kept track of racial changes, and she wrote about taking care of building.” As time went on and West Garfield Park shifted from virtually all-white to majorityblack, Gartz said her mother overcame her initial prejudices and “became attuned to injustices [against] black people.” Gartz said she knew there was a book in this archive. Originally, she wanted to write “a sprawling family saga,” but she realized that readers may be more interested in racial change. Gartz said that, while she was vaguely aware of the redlining, it wasn’t until she decided to research the subject for the book that she realized just how much of a role it played in preventing integration. As she explained in her book, while white families in West Garfield Park knew that African-Americans moving into white communities led to declining property values, they didn’t realize that it was a product of redlining. And they didn’t realize that deteriorating conditions they observed while passing through majority-
black neighborhoods were consequences of redlining, too. Other racist practices compounded the issue “Because of the federal government policy, and because they wouldn’t give homeowners [in redlined areas] loans, there wasn’t money for African-American families to fix their houses,” she said. “Their salaries were less when white people. They couldn’t fix it, which gave whole neighborhood a more decrepit look.” Knowing that gave Gartz a whole new perspective of what happened. So was talking to African-American residents who moved into the neighborhood around the time. As she wrote in her book, she and her family had misconceptions and prejudices, but as they got to know their new black neighbors (Gartz herself befriended a black girl at her local elementary school), their fears started to dissipate. When asked whether she thought integration might have worked if redlining didn’t exist, Gartz said she hesitated to even speculate, given how fundamentally that would change history. “I think there would have been less chance [for white people] to be frightened of their property values,” she said after some though.” And, of course, there was basic racism.” Gartz also noted that redlining wasn’t the only issue. She also referenced employment discrimination and Chicago Public Schools’ effort to maintain de facto segregation. In Redlined, Gartz goes into detail about the many West Garfield Park businesses and entertainment venues she remembered from when she was growing up. Her brother witnessed the 1968 riots that swept through the West Side in the wake of Martin Luther King Jr.’s death. Gartz said that, while she mourned the once-thriving commercial corridors, she could see where the rioters were coming from. “I think there was just so much rage that was building up over the years, that it all came out,” she said. “And the thing is, not everybody rioted. My parents’ tenants weren’t rioting; in fact, they got shot coming home [from work].” And Gartz noted that even the aftermath of the riots could have been handled differently. “There was no Marshal Plan for the West Side,” she said. “They just figured, ‘Screw them.’ It’s a shame. It’s such a beautiful neighborhood. There’s no economic base [now]. There are no grocery stores here. We used to be able to walk to a grocery store.” Her family stayed longer than some of their white neighbors, but they wound up moving to the Northwest Side’s Portage

Gartz said that her mother hung on to the house where the family used to live at 4222 W. Washington Blvd., until her death. Gartz currently lives in Evanston. While she said she doesn’t visit the neighborhood where she grew up regularly, she has been back many times. She still has a connection to Bethel Lutheran Church, where she and her family were involved in. Nowadays, the church is better known for launching the Bethel New Life community development non-profit. “I’ve gone to church services in Bethel and written essays about that, going to church services in Bethel maybe 10 years ago,” Gartz recalled. “It was really a very fun experience
and people couldn’t be more gracious. They said, ‘Welcome home, Linda.’” Even if redlining is no longer the federal policy, Gartz said, the consequences of it and other racist policies continue to reverberate. And she argued that a lot of white people simply don’t see that many of the issues facing African-American neighborhoods today — high crime, unemployment, lowerthan-average life expectancy and health issues — can be traced to policies and practices that are still in place. “The most important thing to understand is that there is structural racism, and by that I mean racism built in our society,” Gartz said. “And if we understand that neighborhoods were created, maybe we can encourage government to do something more.
