TASC celebrates 50 years of impact on West Side

Johnson, Pritzker, Davis turn out to celebrate $25M investment The newly renovated and fully accessible CTA Green Line station at Austin Boulevard was officially “re-opened” Friday morning with Gov. JB Pritzker and Chicago Mayor Brandon Johnson among those celebrating.

The $25 million renovation project includes a new elevator, an escalator, an accessible ramp, and other elements of the station reconstructed to comply with modern standards. The station’s boarding platform was also extended to the east and a second, non-handicapped accessible station entrance built a block away at Mason Avenue.

Funding for the project came from the federal Surface Transportation Program (STP) and Illinois’ Rebuild Illinois Capital Plan. STP provided $20.3M in funding and Rebuild Illinois provided $5.3M for a total budget of $25.6M. The extensively renovated rapid transit station, which is heavily used by both West Side and Oak Park residents, had not seen any improvements since it was rebuilt when the train tracks were moved

For 50 years, Treatment Alternatives for Stronger Communities has helped West Siders navigate behavioral health and substance use challenges in the legal system.

Earlier this summer, TASC held its anniversary celebration at its Chicago office, announced a new overdose prevention campaign on the South Side and honored the decades of work they’ve done in providing wraparound services and evidence-based programming for people statewide.

That work extends to Chicago’s West Side, where TASC has served residents since its inception in 1976. It expanded citywide services to the rest of the state in 1981, including specialSee TASC on page 4

Rain canceled volunteer gardening, but information session was a success Despite wet conditions, behavioral health groups showed up for a conversation on crisis resources

On Aug. 1, the Cook County Health Office of Behavioral Health, Austin Coming Together, Austin Garden Collective and BUILD Chicago hosted a “Let’s Grow Together” event at BUILD’s headquarters in Austin for a morning of gardening, community connection and learning about behavioral health resources available in the community.

The gardening portion of the event was supposed to be from 9:30 a.m. to 11:30 a.m., when these organizations would have the opportunity to connect with the neighborhood while helping care for local community gardens.

However, as rainy conditions persisted from the night before, working outdoors was not ideal, Goyal said, so they were forced to cancel that programming.

The information session was held from noon to 1 p.m. at 5100 W Harrison St. to inform participants about local behavioral health crisis resources available to individuals and families seeking support. Speakers from NAMI Chicago, UCAN and CARE answered questions about how they work within the community and how they can better address one another’s gaps in services.

Swati Goyal, a community mobilization coordinator for the Cook County Health Office of Behavioral Health, said the event was created to pair behavioral crisis resources with community service. Rather than just doing their typical tabling, Goyal said they wanted to show up in the community and participate in activities together to better educate community members about available resources.

Another attendee was the Department of Public Health’s Crisis Assistance Response and Engagement Program (CARE), an alternative to 911 response, said Tiffany Patton-Burnside, the senior director of Crisis Services.

“Our qualifiers are no violence, no weapons, no physical injury, no active suicide attempt,” Patton-Burnside said.

“Other than that, CARE team, as long as we’re available on scene, you will get a licensed clinician and an EMT.” In scenarios with safety implications, law enforcement is the first to show up and stabilize the situation; after that, behavioral health crisis teams co-respond to the scene.

“It’s not that we don’t show up; we’re just not the first people to show up,” Patton-Burnside said.

Everyone who CARE responds to gets a needs assessment, along with a psychosocial assessment and any needed de-escalation, Patton-Burnside said, but the needs assessment is done “in an effort to find out what really is going on.”

The CARE team is capable of transporting to hospitals, as well as to alternate destinations like living rooms, a crisis stabilization unit, or even a Walgreens “because solv-

“The team does all of those wonderful, amazing things just to ensure that we peel back the layers of the purpose of the crisis,” she said. “Just because a person has a mental illness, that’s not usually the crisis. The crisis is four other things that have happened on top of the mental illness that have now caused this person’s life to be unmanageable. So, the goal is for us to get you back to manageability and decrease that likelihood of this particular crisis from happening again.”

The program currently operates Monday through Friday from 10 a.m. to 4:30 p.m. and will extend to 8 a.m. to 10 a.m. this fall. While the mayor’s goal is to eventually have the team available 24/7, 365 days a year, Patton-Burnside said, they just don’t have the resources yet.

CARE responds to individuals throughout the city with about a dozen refitted small ambulances. While it is restricted by the city limits of Chicago and, for now, operates for six-and-a-half hours, five days a week, other groups, such as UCAN, do what they can to provide as much support as possible.

Randy Sadler, senior vice president of Therapeutic and Clinical Services at UCAN, said their services are avail-

able as south as Bronzeville, as east as the lake, as west as Harlem, and as north as Evanston and Skokie. While they don’t have emergency transportation, Sadler said they make up for it by having many team members across Chicagoland.

UCAN provides mobile crisis responses and a myriad of mental health services for the uninsured and underinsured, Sadler said. He added that it is spaces like the one created on Aug. 1 that allow these organizations to get together and learn what one another does.

“I’m just curious how the people in this room can all work together to help activate what is here in different ways and get strategic about it because there are some holes,” said Chamika Moore, development director at Austin Garden Collective. “We do have a lot of resources at our disposal, so how can we work together collectively to bridge those gaps and give the help to the community that needs it?”

She said there has been an influx of mental health and behavioral health issues in and around Austin.

“I’m just hearing opportunities for people to connect in different ways, to make what is available work better for the community,” Moore said.

Cyclists rolled through West Town Bikes in Humboldt Park on Saturday, as the nonprofit participated in the second annual Fly the Co-op ride, a citywide event showcasing Chicago’s network of community bike shops.

Fly the Co-op ride is a community bike ride that connects Chicago’s five nonprofit community bike shops, taking riders on city streets to Blackstone Bicycle Works in Hyde Park to Working Bikes in Pilsen,West Town Bikes in Humboldt Park, Bikes N’ Roses in Hermosa and The Recyclery Collective in Rogers Park. Along the way, participants pedaled through neighborhoods across the city Alex Wilson is the executive director and founder of West Town Bikes, a nonprofit community bike shop that has been using bicycles to build community since 2004. He oversees the organization’s programs, staff and long-term vision, helping create opportunities for youth through bike education, job training and community engagement.

“All the community bike shops in Chicago are good friends.” Wilson said. “…We all serve different communities throughout Chicago, and we’re kind of far away from each other. But we’re all good friends and we help each other out by partnering on lots of different projects.”

For Wilson, the Fly the Co-op ride celebrates the impact of Chicago’s community bike shops, strengthens relationships among the organizations and showcases their shared commitment to serving local communities.

West Town Bikes There’s been many young people who have gone from West Town programs into jobs working at Divvy as mechanics and other things. Over the time that I’ve been doing this, there’ve been some huge strides that Chicago has taken. There’s still more that needs to be done,” Wilson said.

Drawing on more than 20 years at West Town Bikes and earlier bicycle advocacy work, he said Chicago has seen significant progress in making cycling more accessible. While fewer people rode bikes when he first got involved, he said advocates helped drive investments in bike infrastructure throughout the city.

Wilson said that projects such as the 606 Bloomingdale Trail have made it safer for residents and young people to ride while connecting neighborhoods on the West Side.

West Town Bikes offers youth and community programs that use bicycles to teach mechanics, leadership and personal development.

“We have a full-service bike shop called Ciclo Urbano that employs many young people who have come through our programs. We also offer youth programs, including after-school and summer programs.

mechanics and repair, safe cycling, health and wellness and environmental and social responsibility,” Wilson said. “For the teenagers we work with, there is also a strong focus on employment, job training and personal and professional development.”

Looking ahead, Wilson said West Town Bikes is pleased to use a recent Chicago Community Development Grant from the Department of Planning and Development to purchase its current property and begin a redevelopment project over the next two years.

The organization also supports programs like Trail Ambassadors and Cyclocross to promote leadership, fitness, and teamwork among Chicago youth.

Participants learned how community bike shops use bicycles to build skills, confidence and opportunities while hearing stories from youth, volunteers and staff.

Through the ride, they connected with Chicago’s cycling community and saw how bikes can create access, education and positive change.

“Not only is Fly the Co-op highlighting all these community bike shops, but it [also showcased] the great neighborhoods in Chicago, kind of from top to bottom,” Wilson said.

Citywide, TASC’s substance use treatment completion rate is 66%, compared to the state average of 49%. In Austin, TASC estimates that it had a 71% treatment completion rate in the 2026 fiscal year.

Today, TASC receives federal funding, plus state and philanthropic money to help bridge the gap between the U.S. court system and community-based treatment.

Compared to the average $30,000-to-$45,000 taxpayers spend for one year of prison time for a person, TASC’s substance-use treatment costs an average $4,200 per participant.

Rebecca Levin, TASC VP of policy, said in a video : “There are so many people that are involved in the criminal legal system, not because of criminal issues but because of health issues. If overnight we were able to get this population access to health insurance, and therefore access to healthcare, it could be this game changer.”

History of TASC According to TASC President and CEO Joel Johnson, the Nixon administration developed treatment alternatives to street crime in the early 1970s. In a video celebrating TASC’s anniversary, Johnson said Nixon’s initiative launched after veterans came back from the Vietnam War with substance use issues.

“We don’t fix people. We empower people,” Johnson said. “Our goal is ultimately

By 1994, TASC helped with pre- and post- release case management, adding peer recovery services in 2001.

Only in 2013 did TASC help lead the charge to start offering Medicaid to people in Cook County jail.

Most of the federal funding TASC receives today is for Medicaid reimbursement. TASC’s largest funding stream comes from the Illinois Department of Human Services, which provides funding for substance use disorder treatment when

Medicaid can’t be billed. The Illinois Department of Corrections and Department of Children and Family Services also provide funding support, respectively, for people after they’re released from prison and families struggling with substance use disorders.

In 2015, TASC helped play a role in the Illinois State Commission on Criminal Justice and Sentencing Reform — which aimed to decrease the number of people in state prisons and create policy solutions that reduce recidivism and make it easier for people who were incarcerated to re-enter the workforce.

population of over 45,000 by 25% by the year 2025. Last year, the state surpassed that goal, as the number of people in Illinois prisons fell to 30,389.

State Rep. La Shawn Ford created the West Side Heroin/Opioid Task Force in 2016 to address the drug crisis on Chicago’s West Side. The task force collaborates with TASC and helped the Chicago Department of Public Health create a similar task force on the South Side.

“TASC has helped thousands of people change the course of their lives,” Illinois Senate Assistant Majority Leader Mattie Hunter, convener of the Southside Heroin and Opioid Task Force, said in a statement.

“Everyone deserves a second chance. TASC supports people in their most vulnerable moments interacting with police, courts, emergency rooms and shelters. For five decades, TASC has held to a redemptive, people-centered vision rooted in dignity, recovery and resilience.”

In 2021, Gov. JB Pritzker signed the SAFET Act. The Pretrial Fairness Act, which took effect in 2023, is a part of the SAFE-T Act and reforms the pretrial hearing process and detention requirements, allowing police to cite and release people instead of holding them in jail until they post bond. TASC is a member of the Illinois Network for Pretrial Justice, which helped implement the Pretrial Fairness Act. “TASC acts as a trusted, non-judgmental intermediary so that people can succeed in alternatives to incarceration and supportive reentry services,” Cook County President Toni Preckwinkle said in a statement. “Our collaboration has reduced the burden on courts and jails and made our communities stronger.”

McDonald’s moves ahead with development of former Galewood Walgreens Neighbors express concerns over a fast-food restaurant on that site

McDonald’s will open a restaurant and drive-thru at 1606 N. Mobile Ave., the site of the long-vacant Walgreens in Galewood.

While the project has been contested since McDonald’s started eyeing the site in May 2023, according to one neighbor, McDonald’s paid a couple of residents as compensation for the drive-thru.

The Walgreens was closed in the summer of 2015 and ended up in foreclosure in 2022.

It served as a COVID-19 testing site at the height of the pandemic but has remained vacant besides that.

When developers unveiled the idea to turn the vacant building into a McDonald’s, many neighbors express concerned over the traffic implications.

The site is between Narragansett Avenue and the spot where Ridgeland Avenue becomes Mobile Avenue. Traffic can be a problem at that intersection, as cars traveling north typically turn from Ridgeland to Narragansett, plus there is a bus turnaround used by Pace bus route 311 and some rush-hour CTA Route 72/North buses on the west side that wraps around a Dunkin Donuts location.

The lot is also partially raised, which means the developer is limited to the access point on Mobile Avenue.

For a short period of time in September 2023, there were temporary plans for a pickleball coach to take over the building and turn it into indoor pickleball courts. However, he pulled out after realizing he would need to spend around $100,000 on a brand-new ventilation system.

Austin Weekly was directed by the office of Ald. Chris Taliaferro (29th Ward) to go to the City of Chicago’s Department of Buildings records for permit and development information but has been unable to acquire anything.

The Oak Park general contractor, CDO Group, was also contacted by Austin Weekly for information on the permits obtained and development plans but was told they were unable to speak on the matter yet, out of respect for the client.

Mobile Ave., the long-vacant, former Walgreens site that closed in 2016 and foreclosed in 2022. known to Austin Weekly are the December 2023 revisions, including a 4,000-squarefoot building with 47 parking spaces, drivethrough lanes that can accommodate up to 17 cars at the time, a 6-foot-tall synthetic wood fence on the north side and trees planted on the other three sides of the property.

Previous plans had the two ordering lanes in the front and pickup in the back; however, the plan was to flip the configuration, and the garbage receptacles were moved away from homes.

According to Athena Williams, a neighbor of the site and executive director of the Oak Park Regional Housing Center, in order to get the neighborhood on board, McDonald’s paid compensation to two or three households.

Williams said many of the residents on

the block behind the site on Mobile Avenue signed a petition against it but were not granted the opportunity to speak at a Zoning Board Meeting.

“When you had 40 other people on that particular block that were against it, that’s problematic,” Williams said.

Someone from Ald. Taliaferro’s office said they were unable to speak on the claims made by Williams; however, they could tell Austin Weekly that the current building will be torn down.

Williams said she stopped following the development after finding out about McDonald’s payments, but she has been a strong proponent against putting a McDonald’s there.

At her previous residence, she lived next to a McDonald’s and said she had multiple

issues with them.

“McDonald’s is not the best friendly neighbor when it comes to residents,” Williams said. “It was constant issues, constant problems.”

While currently there are no McDonald’s in Galewood, Austin has three at 5133 W. North Ave., 5015 W. Madison St. and 5153 W. Chicago Ave. “We definitely want economic development in our communities,” Williams said.

“But we have to be strategic about what that economic development looks like.”

Fencing with hazard and construction signs have been erected along the perimeter of the property as of Aug. 6.

Greater St. John’s ‘Who’s Got Talent!’ raises funds for student scholarships Nine acts take the stage as the church celebrates local talent while supporting its 25-year scholarship initiative

Music, performances and community spirit filled Greater St. John Bible Church on Aug. 7 as residents gathered for its “Who’s Got Talent!” event that brought together local performers, families and community members for the church’s annual scholarship initiative.

The GSJ Scholarship Initiative invests in students’ education, empowering their dreams and helping them build a bright future. Through scholarships, mentorship and encouragement, the initiative provides students with the financial assistance and resources they need to pursue academic excellence and reach their full potential.

Who’s Got Talent! featured nine acts, including singers and dancers, rappers and a

group of vocalists. The church is located at 1256 N. Waller Ave., Chicago.

Lead pastor Rev. Dr. Ira J. Acree congratulated the participants as well as the sponsors, partners and volunteers.

“This is our 25th year. We started in 2001.

When we first started, we didn’t raise hardly anything, about $4,000 or $5,000. But now we’re up to $50,000,” Acree said.

Who’s Got Talent had a significant amount of scholarship funding to distribute this year, with awards based on students’ educational levels. High school graduates entering their first year of college will receive $1,250, while students continuing in college or pursuing master’s degrees will receive $1,500. Two standout students who have demonstrated academic achievement and overcome personal challenges will receive special scholarships of $2,000 each.

“To all of our contestants, thank you for sharing your gifts with us. To our judges, thank you for lending your judgment and expertise. And to our audience, thank you so much for supporting our initiative tonight,” Taliaferro said.

One of the contestants who goes by Mika’cire told the audience she wanted to share a piece of her heart while reflecting on personal challenges she has recently faced.

“I saw that last Sunday in church during service. Everybody was happy and the music brought energy and comfort to everyone.

Some people cried, leaned on each other’s shoulders and held each other’s hands and I love that.So I brought out a song today called ‘I’m Not Lucky, I’m Loved’ by Jonathan McBroom,” Mika’cire said.

The scholarship initiative raises funds in a variety of ways including concerts, basketball games and banquets.

“We’ve done concerts, we’ve done basketball and we’ve done a banquet before. We kind of mix it up. I think we ought to have this scholarship thing again next year. What do y’all think? Y’all want to play basketball?

of riders have passed through these platforms,” Pritzker said, “but the investment needed to maintain it along with a growing city, haven’t really kept up for our communities. And our economy has paid the price, Illinoisans with disabilities have paid the price, and that’s not right.”

Pritzker, who is running for re-election as Illinois governor, and who is widely assumed to be preparing a subsequent run for U.S. president, offered a 30,000-foot view on public transit and how Illinois officials responded to the many challenges.

“Too many cities and states responded to the challenges of their transit systems by cutting service, by raising fares and asking riders to accept less,” Pritzker said. “Illinois chose to invest, modernize and build.

It’s the right thing to do for our people and for our economy.”

Young West Side musicians perform for, meet Chance the Rapper Sistema Ravinia participants played for the Chicago native ahead of his show at Ravinia

Chicago native Chance the Rapper met a handful of West Side students Saturday and listened to them perform three orchestral songs.

During a summer band camp field trip, Sistema Ravinia participants gathered at Ravinia Festival in Highland Park on Aug. 8 to watch musician Chance the Rapper run through a sound check. Then, the 25 Chicago students — including those from Catalyst Circle Rock and George Rogers Clark Elementary School in Austin, plus Frazier International Magnet School and Gregory Math and Science Academy in North Lawndale — performed for Chance the Rapper in the Martin Theatre on Ravinia’s grounds and asked him a handful of questions.

“I hope they feel empowered,” said Carmenita Peoples, program manager for Sistema Ravinia West Side, after the performance and meet-and-greet. “I want them to feel confident. Whether they become professional musicians or not, I want them to feel capable.”

Every year in May, participants from Ravinia’s Reach Teach Play — a program that includes Sistema Ravinia, which provides instruments and free after-school music lessons for 14 area public schools — perform inside the Martin Theater. But they rarely do so for an artist performing on Ravinia’s main stage.

After watching Chance the Rapper perform multiple songs for sound check, Sistema Ravinia’s Encore band, where most current participants have played for at least three years, played three songs for the rapper. A handful of younger Sistema Ravinia students watched the performance from the stage.

“I was really excited and nervous at the same time,” said Alanah Berry after her performance for Chance the Rapper with the Encore band. Berry plays alto saxophone and is a rising eighth grader at Catalyst Circle Rock — where

“I was happy he was going to hear me because I was the only trombone,” said Ethan Thomas, also a rising eighth grader at Catalyst Circle Rock, of his reaction when he heard he was going to perform for Chance the Rapper.

“Playing music will get you to meet famous people.”

“I was super excited. I felt like this might finally be my chance to meet a celebrity,” said Elijah McCullough, a rising sophomore at William Jones College Prep downtown — where Chance the Rapper also attended high school. McCullough plays saxophone and rapped during the Encore band’s performance of “My Shot” from “Hamilton.”

“I was nervous when I first got on [stage], but it went away when I started to play,” McCullough said. “Music, to me, is my favorite thing to do. It’s something I want to pursue.”

During a Q&A after their performance, students asked questions about how Chance the Rapper writes music, when he became popular and his favorite song to perform (His answer: “Blessings” off of “Coloring Book,” the album he’s touring right now for its tenth anniversary).

“Ya’ll sound really good,” Chance the Rapper said to the Encore band after their performance.

Sistema Ravinia’s Encore band is performing six times in August. On Aug. 15, they will be at the Taste of Austin, held from noon to 5 p.m. in Columbus Park.
