There was a significant West Side presence at last Thursday’s protest march that shut down Lake Shore Drive and ended outside of Wrigley Field. The march, organized by Rev. Greg Livingston and Tio Hardiman, had the backing of the Leaders Network -- the influential faith-based social justice organization. Leaders Network co-chairmen Rev. Ira Acree and Rev. Marshall Hatch each said a prayer at different points during the march, which emphasized the stark economic differences between the city’s predominantly white North Side and its predominantly black South and West Sides. The demonstration’s leaders also took pains to point out how the Aug. 2 march was different from a major anti-violence march led by Father Michael Pfleger in June that ultimately resulted in the partial closing of the Dan Ryan. That march featured Pfleger locking arms with Chicago Police Supt. Eddie Johnson. Emanuel was also vocally supportive of the demonstration. In his office a few hours before the start of Thursday’s North Side march, Acree said that Hardiman and Livingston, did not want the support of the city’s governing and law enforcement leadership. At Thursday’s protest, in fact, many demonstrators loudly called for Emanuel’s ouster. “We don’t just talk about policy or police corruption, we talk about policy makers, because policies are

dollars from the South and West Sides and pouring them into North Side developments. He also blasted the mayor for suppressing the dashcam footage of the murder of Laquan McDonald in the wake of his reelection campaign. “The mayor is the face of police corruption,” Acree said. “When he fired Garry McCarthy, after much pressure, he himself as-
sembled a blue ribbon task force and empowered them with the assignment of choosing three candidates to be the new police superintendent. “They spent thousands of taxpayer money and vetted candidates from across the nation. They brought back three candidates who were vetted and proven reformers. The mayor didn’t want a reformer.

We need to put as much attention on him as possible and everybody needs to remember what he did.” Jones said that she didn’t consider Pfleger’s march a legitimate act of civil disobedience. “How do you have a march with the people whose policies you’re fighting against? That’s a parade,” she said, “that’s not a march.” Rev. Gerald Wilson, a minister at Greater St. John, said as he waited to board a bus that he would be willing to get arrested during the demonstration. “Where we live, there’s police brutality and injustice,” Wilson said. “I’m already in harm’s way. A bill, inspired by Austin biz leaders, signed into law Amends ‘archaic’ law that forced businesses to go to Springfield to get exemptions from liquor prohibition By MICHAEL ROMAIN Editor
Whether or not some businesses are exempted from a decades-long prohibition against the sale of alcohol within 100 feet of institutions like churches, military stations, schools and hospitals is now a matter that will be decided by local liquor commissioners — not state lawmakers — thanks to an effort initiated by business leaders in Austin. Amara Enyia, the executive director of the Austin Chamber of Commerce, joined leaders with the Austin African American Business Networking Association, the Small Business Advocacy Council and state lawmakers, including Gov. Bruce Rauner, for an Aug. 2 bill signing ceremony held at a café in Chicago. The Liquor Control Act of 1934, which became a law not long after Prohibition was repealed, demanded that any exemption from the 100-feet regulation require approval by the General Assembly. In a statement, Rauner said that that entrepreneurs “should not have to pass a state law to open a new business,” adding that SB 2436, which passed with bipartisan support, “streamlines this process and empowers local officials to decide what is best for their communities.” Elliot Richardson, the SBAC founder and president, said that the old statute “was an
obstacle to the growth of local economics, often in areas where new opportunities are needed most.” He also noted that the new law “reforms this process so that rather than painting all communities with a single brush, local leaders can determine the restrictions that best serve their businesses and residents.” At the press conference, Richardson said that the new law would “spur economic development in the city of Chicago and throughout the state.” During last Thursday’s press conference, Enyia explained that the legislation “started with a conversation” on the West Side “about how we can ensure that our commercial corridors are able to thrive and that we do not have hindrances to having the kind of businesses in our neighborhoods that support the local economy.” State Rep. Sara Feigenholtz (12th), one of the bill’s co-sponsors, said during the press conference that “the archaic” law required farmers in downstate Illinois to give “the green light for a liquor license for a small business here in the city of Chicago or the 12th District.” Feigenholtz added that “68 pages of the Liquor Control Act are exemptions. “Today, we end that,” she said. “We begin a new era of providing small businesses with an opportunity to expedite this and to realize local control.” CONTACT: michael@austinweeklynews.com

CPS approves funds to improve Austin science labs

Two Austin high schools will receive improvements to their science labs along with 26 other Chicago high schools as part of a three-year investment plan included in the Chicago Public School’s $989 million capital budget that was approved last week. The Austin College and Career Academy will get an entirely new lab, while Michele Clark Magnet High School will see improvements to its existing lab, according to a recent press release. Renovations for the 28 schools are scheduled to begin in spring 2019 and be completed by the beginning of the 2019-2020 school year. The investment is being made to help CPS better align with the Next Generation Science Standards, a multi-state effort to im-
prove science programs, and to provide resources students can engage and learn from. The first year investment, totaling $28 million, will be followed by another two years of renovations during which $47 million will be invested. By the end of the $75 million, threeyear investment, a total of 82 schools will have received either new or updated labs. “For our students to succeed tomorrow, they need access to the best tools and technologies today,” Mayor Rahm Emanuel said in a statement. “By equipping every CPS high school with a modern, state-of-the-art science lab we are helping to prepare every student in Chicago for a lifetime journey of discovery and inquiry.” Schools that will be renovated in the first year were selected based on facility needs and program alignment. Schools serving minority and low-income students also received priority. “The future is now, and this investment will ensure that every student in every neighborhood has state-of-the-art science equipment to prepare them for rigorous college course-
work and the jobs of the future,” CPS CEO Janice K. Jackson said in a statement. “Every student in Chicago deserves to attend a school with high quality resources, and in the first year of this multi-year investment we are prioritizing schools with the most significant facility needs and those that serve minority and low-income students to ensure all of our students have an opportunity to reach their full potential.” The FY2019 capital budget is funded by proceeds from remaining prior year bond issuances backed by the Capital Improvement Tax (CIT) and state revenues, upcoming bond issuances and outside resources when available. The West Side needs development now Last month, we saw news of a plan to develop the North Side of Chicago in the former industrial area located between Lincoln Park and Bucktown, projected to bring 23,000 jobs and 5,000 new homes to the area. The Tribune reported that infrastructure improvements are likely to cost hundreds of millions of dollars, even including a new Metra station. To quote the Tribune, “The developer said federal and local funds will be sought to offset much of the cost.” The next day, a Tribune editorial was titled, “A bonanza for the North Side, but what about the South Side?” The editorial discussed the need for development of the previously industrial southeast side of Chicago. I agree with the editorial that said, “Yes, market forces dictate the direction
development takes. But the city’s vision for growth should be one that embraces every corner of the city, not just the ones that are immediately attractive.” But my question is: What about development on the West Side? Recently, Cook County Clerk David Orr reported that nearly a third of property taxes now collected by City Hall go into 143 special taxing districts controlled by Mayor Rahm Emanuel and aldermen. The Tribune reports that Orr said a record-high $660 million poured into tax-increment financing funds last year, which was more than 31 percent of the $2.1 billion-plus that city government collected. Orr called the percentage “stunning.”

“This is a real pot of gold,” he said of the $660 million, noting that nearly half of it goes into TIF districts in more affluent city neighborhoods. “The fundamental question is: Are we spending it as wisely as we could, given that we really do have a tale of two cities here in Chicago, given massive wealth in some parts of the city and massive amounts of (poverty) in other parts?” The Tribune reports that Orr has long questioned whether TIFs sometimes result in an unfair allocation of tax revenue and siphon money away from public schools and other needed community development. Again, the question is: What about development on the West Side? Social service agencies can help to
keep us alive, but sustainable community development and jobs can help us to thrive. We need a moratorium on governmentfunded development in the Loop, and we need to begin development on the city’s West Side. If development like the Riverwalk or other nonessential projects take place, they should be funded by private corporations and developers. Imagine the Riverwalk funded by United Airlines or Google. The city of Chicago is seeing great change and redevelopment. The West Side of Chicago seems to always be left out of the discussion for redevelopment. To read more, go online.

Speaking of shutdowns, let’s have a curfew
his has been a summer of shutdowns. First, black folks held a march that shut down the Dan Ryan Expressway. Another group of black folks had a similar event that shut down Lake Shore Drive. This past weekend, however, black folks, via the violence that plagues our neighborhoods, managed to host a third shutdown. It wasn’t planned or strategically organized. But the shutdown happened because Stroger Hospital’s emergency room couldn’t handle another victim! Certain black folks have created the kind of history that should be an embarrassment for each and every one of us. Where is black leadership or leadership in general in this regard? You know, the folks who sent us all that junk mail that swells our mailboxes to capacity to tell us how much better they are/will be than their opponent? The ones whose robo-calls told us they were everything we needed as if they were one resurrection away from being the second coming of Christ?! The ones you couldn’t turn on the television or even go on the internet without their faces popping up? The ones who will be looking forward to your vote in November, while being MIA today? Those folks. On top of that, where is our mayor? OMG, he’s opening a new Riverwalk! Personally, I think it is time to call in the National Guard. This city needs days of peace. We need calmness. We need order. We need those who don’t seem to understand that their freedom isn’t free put
in check. Their rights are no more important than our rights. Those murderers are running around our city carrying guns and shooting with no fear of consequences. And when they run home to Grandma/Auntie/Mama’s house to hide their weapons, granny, Auntie, or Mama should pay a consequence as well. There’s no way in the world anybody is going to tell me these folks don’t know what their young people are up to. And if they don’t know, ignorance is not an excuse! With our criminal element, asking them to stop the violence isn’t working. Only forcing them to stop their violence will! It’s a darn shame to have to call for that kind of action, but inaction hasn’t worked. We need a mandated curfew. Persons under the age of 21 should not be out and about wandering freely after that 11:30 p.m. curfew. If caught with a weapon, it should be a serious offense. No slap-on-the-wrist, rubbing his head, and saying he’s a good boy responses. I now know what it’s like to live in a wartorn country because I have a war-torn neighborhood. Where is the leadership that is going to be demanding harsh penalties for the shooters? Where are black people who will stand up, rise up, and rebel against even their own relatives who are out here committing the carnage? Certain black people are living down to every racist stereotype. It is going to be up to us to solve this problem.

West Side manufacturer to expand operations

Why Not Iron, a West Garfield park-based iron fencing and railings maker, got more room to expand after the Chicago City Council approved its bid to purchase some nearby city-owned vacant land. The lots in question are located along Caroll Avenue, between Kildare and Kostner Avenues. Late last year, Robert’s Sheet Metal Works Inc., which is located directly north of the land, at 4347 W. Kinzie St., offered to buy the land for its appraised value. But Why Not Iron, which is located further northwest, at 4425 West Kinzie St., offered to buy it for a higher price. The City Council approved the sale during its July 25 meeting. According to the ordinance, the land includes the lots at on the north side of Carroll Avenue at 4300 W. Carroll Ave, 4306-14 W. In keeping with standard procedure, the city invited other interested parties to submit alternative proposals. In response, Why Not Iron
submitted a higher bid of $50,000. Launched in 1989, the company makes fences, railings, stairs and custom architectural designs. The company is responsible for several high-profile projects, including
ornamental fencing for the fountains at Navy Pier Crystal Gardens. In May, Why Not Iron received a county tax break to help it cover the costs of renovating its existing facility and building a new facility a few blocks east, at 4217-19 W Kinzie Street. At the time, the company expected that this project would bring in a total of 22 permanent jobs and 10 construction jobs. The sale cleared the Chicago Plan Commission on June 21 and went before the Chicago City Council’s Committee on Housing & Real Estate on July 23. At the time, Efrain Hernandez-Diaz, the coordinator of special projects at the Chicago Department of Planning and Development’s Office of Community Development, said that his department evaluated Why Not Iron’s Proposal and found it to be in the best interest of the city. The ordinance specified that the space must be “improved as industrial open space” within six months of the date of the deed. Otherwise, the land would revert to the city. The documents don’t specify what kind of use that would be, but the open industrial uses can include storage of the company’s equipment and materials, scrap metal processing, recycling and processing of debris. Douglass branch library to get $2.2M in renovations

According to Ald. Michael Scott (24th), the Douglass branch library is long overdue for renovations. During his July 26 community meeting, which was held at UCAN campus, 3605 W. Fillmore St., the alderman said that he wanted to turn the building into something more attractive and with more natural light — and he’s secured over $2 million to accomplish it. The details of that plan, however, are vague. While the Chicago Public Library system secured the first $1 million in Tax Increment Financing funds earlier this year, they didn’t get the other $1 million until recently, so the library is scrambling to figure out what it can do with the increased funding. Scott said that he was looking to put in a skylight and make the building accessible to people with disabilities while the library is looking to put in more amenities for preschool kids and teenagers, as well as to generally spruce up the interiors. But none of those ideas will be set in stone until the library figures out what it can actually afford. Douglass branch library, 3353 W. 13th St., is the only Chicago Public Library system branch library in North Lawndale. Originally built in 1929, it went through an extensive redesign in 1980. As Scott acknowledged during the July 26 meeting, the library renovations have been floated for months. He didn’t share many details, emphasizing that plans were still

Scott also mentioned that, with the extra $1 million, he expects the changes to include making the library ADA-compliant. Patrick Molloy, CPL’s director of government and public affairs, said that the original plans were relatively modest — façade repairs and improvements, as well as some minor

interior work. With the extra $1 million, CPL will most likely be doing something more intensive. “I think we’re going to have the majority of interiors impacted, instead of just a few improvements,” Molloy said. He said that the library hopes to put in a YouMedia space, an area where teens can create art and media projects — something that CPL has been gradually adding to libraries over the last decade. CPL is also looking to put in a preschool learning space. Molloy said that none of this is final. The library has to check to make sure how much renovation that $2 million purchases and once that’s done, CPL will be ready to give more specific details about what kind of renovations the Douglass branch library will actually get. Molloy said that the first $1 million came from TIF funds, $1 million more came from city capital funding and $150,000 came from Chicago Department of Fleet and Facility Management funds. Scott told his constituents that he expected to share the final plans during his Sept. 27 community meeting, which will be held at Douglas Park fieldhouse, 1406 S. Sacramento Blvd., 6 p.m. He added that he expected the renovations to start at the end of 2018. The alderman also emphasized that, if he could get more money for the Douglass branch library improvements, he definitely would. “I don’t think they’re going to give me more than $2 million, but if they’re going to give me more, I’m going to take it, “Scott said. “You as residents deserve more.
