Developer has sights on old U.S. Bank building The sight at 6700 W. North Ave. could become luxury condos, branch library Contributing Reporter

A developer is looking to refurbish the former U.S. Bank building at 6700 W. North Ave. and its surrounding parking lots. The development would include 126 upscale apartment units and possibly space for a new branch library and childcare center.

Marko Djurich, one of the partners at Five Thirty One Partners LLC, presented a proposal for the site during Ald. Chris Taliaferro’s July 17 community meeting held at Chicago Shriner’s Children’s Hospital at 211 N. Oak Park Ave. Djurich said that Five Thirty Partners would be willing to allocate space in the refurbished bank building’s first floor for a new Galewood-Montclare Library branch and possibly a daycare center. Currently, the library branch is crammed into a single room at Rutherford Sayre Park Fieldhouse, 6871 W. West Side in running for Chicago casino Site at Roosevelt and Kostner in North Lawndale among five under consideration

The West Side is in the running to land a much-anticipated Chicago casino made possible by a gaming bill that Gov. J.B. Pritzker signed last month.

In a statement released July 17, Mayor Lori Lightfoot explained that one of the five sites that the city has submitted as possible locations for a prospective ca-

sino is at the corner of Roosevelt and Kostner in North Lawndale. The rest are on the South Side.

Lightfoot said the Wednesday announcement was among the first steps toward the development of a new casino in the city. Another early step is to hire an independent consultant to perform an economic feasibility study.

“This study is required under the recently enacted legislation prior to de-

veloping, commissioning and operating a new casino for Chicago,” the mayor’s statement said.

“The study will analyze the economic viability of a Chicago casino within the legislative framework established by the new legislation,” the statement continued. “The third-party expert, with experience in regulations, operations, and

Jermaine Richardson, chef and owner of Spirit and Soul Catering, grew up in Austin and had long dreamed of creating a safe space in the community for his neighbors.

Because of a grant from the Neighborhood Opportunity Fund, Richardson will now have the chance to make Austin the location for his company and achieve his goal of creating a safe haven in the community.

“It is important for me to establish a business in a community that needs it like Austin, especially putting a black business in a black community,” Richardson said. “I am someone who has come from and understands [that] area. It is an opportunity to reach back and bring somebody else up.”

Richardson’s contemporary soul food business was one of six in Austin to be awarded a grant in the fourth rounding of funding. In all, 15 Austin-based businesses have been granted a total of $1.3 million in funding through the Neighborhood Opportunity Fund since 2017.

Richardson said the $41,295 grant will enable him to give his company a home. He’ll also use the grant to buy equipment needed to run Spirit and Soul Catering. He applied for the grant after completing an entrepreneurship program through Bethel New Life.

Along with Spirit and Soul Catering, other Austin businesses awarded grants this year are: D.G. Deli and Produce Market, Melvina Masterminds, The Jumper Store, Avenue Dogs and The Lighthouse Cafe.

“This gives small businesses the chance to get started and get their vision properly funded and moving forward, which is so needed for the Austin community,” said Latoya Pinson, owner of The Lighthouse Cafe.

Pinson, a stay-at-home mother, said she is honored to represent Austin with her business and appreciates the $29,425 grant, which will be used to make renovations this summer. She plans to change the overall look of the space with new counters, lights and updated plumbing.

The Lighthouse Cafe, 524 S. Laramie Ave., will be a community coffee shop with espresso, fresh smoothies and pastries and will partner with other vendors to offer grab-and-go food.

“Being a community member and a resident of Austin I ask myself, ‘What can I do to help the community?’” Pinson said.

“Personally, the grant is helping me bring value to the community, to serve people better, to show people we have a beautiful community.

“Having this grant really helps take a load off,” she said, adding it helps business owners who don’t normally have access to capital.

Pinson said she learned about the city funding in 2018 while researching grants to get her business started. She spent a year preparing a business plan so she could apply for the grant this year.

“The Neighborhood Opportunity Fund needs to continue,” said Malcolm Crawford, who operates Sankofa Cultural Arts & Business Center and serves as executive director of the Austin African American Business Networking Association.

Crawford received $51,350 in funding for his Avenue Dogs, 5845 W. Chicago Ave., which will offer a variety of healthier beef and turkey products. The grant money will go toward outdoor sitting and an eating area, which Crawford said is rare in Austin.

He said the Neighborhood Opportunity program is a great program, but that it could improve by partnering with the city’s Retail Thrive Zone and targeting specific areas.

“I want to showcase the best of this community,” Crawford said.

Kevin Bargnes, information coordinator for Chicago Department of Planning and Development, said the businesses and groups are chosen based on their plans to provide catalytic impact to a community or commercial corridor.

The city considers four key factors: how the project makes a difference in building a stronger community, if it builds community wealth, how it defines and measures success, and whether the project is feasible and has a clear path to implementation.

Bargnes said applicants can request any amount of money up to $250,000, but there are limits based on total project cost.

New construction projects are eligible for up to 30 percent of total project cost, and rehabilitation projects are eligible for up to 50 percent of total project cost. Those amounts can increase up to 15 percent if the business owner lives in, or plans to hire employees who live in, the Neighborhood Opportunity Fund eligible area.

West Siders celebrate Leola Spann under a blazing sun

Area institutions commemorated Minority Mental Health Awareness Month and remembered the late Austin activist

Last Saturday, community members gathered at the Ohio Park Playground, 4712 W. Ohio St., to commemorate Minority Mental Health Awareness Month. The July 20 event, called the African Heritage Community Festival — and held during last week’s heat wave (temperatures hovered in the high 90s to low 100s) — featured free food, music, games and wellness resources.

The day’s event was also held to honor Thelma M. Brookins, 75, who has lived across the street from Ohio Park for 45 years. Brookins received the Leola Spann Community Service award.

The Leola Spann House — a transitional residential and support services facility for individuals experiencing serious mental illness that’s operated by the nonprofit Habilitative Systems, Inc. — is located in the area, at 4732 W. Ohio St., and named for the fiery Austin activist who died in 2005. The House, along with the Habilitative Systems, Northwest Austin Council and the Chicago Police Department were among the entities that hosted the event.

Spann was an active member of the Northwest Austin Council for two decades.

She leveraged th community organization in her fight for afterschool programs and her battles with slumlords and other bad-faith actors.

On Saturday, Spann’s legacy filled Ohio Park, particularly in the form of Brookins, who has built her own history of activism and outreach in the area.

“I started out here in Austin and worked for Tabitha House, a homeless shelter,” she recalled. “I started out there years ago and worked for a lady who loved homeless people. We’d give away food and clothing — whatever we could get. I’d get 30 and 40 boxes of food to distribute to people in the area, because they were hungry and didn’t have any food.”

Brookins said that the forces that Spann fought against many years ago, particularly

the scourge of drugs, crime and poverty, are still prevalent in the area today.

“We need help here,” she said. “Some people are sleeping in cars. We need more programs, because it’s hard. There’s nothing but drugs. I can look out there at all times of the night and see [drug activity].”

Stephen Robinson, the head of the Northwest Austin Council, said that many of the struggles in places like Austin are framed by race. Whites fled Austin many years ago to avoid living with Blacks, who

have lived with the consequences of systemic disinvestment ever since, he indicated.

“Even today, Black people have the same needs and concerns that white people have,” he said. “We want good educational institutions, stable and good housing, great public safety and crime-free neighborhoods.

We want the same things they wanted.”

Despite the area’s problems, however, local institutions like the Leola Spann House have made this part of Austin an oasis for people like Mindy, a poet who currently resides in

the Spann House.

Mindy, a veteran who served in Operation Iraqi Freedom in 2001, was honorably discharged for military sexual trauma.

The incidence of sexual violence, she said, resulted in her being diagnosed with posttraumatic stress disorder.

“In March, I had a breakdown and had to go to a psychiatric facility,” she said. “When I came here, though, I felt more at home.

They nourish me.”

The other four sites under consideration include the old Michael Reese Hospital at 31st Street and Cottage Grove; the old U.S. Steel site at 80th Street and Lake Shore Drive, which is now South Works; Harborside at 111th Street and the Bishop Ford Freeway); and at Pershing Road and State Street in Bronzeville.

All five of the sites under consideration have “been previously considered for a prospective casino or other major development in the past,” according to the mayor’s statement.

The 23-acre site at Roosevelt and Kostner was at the center of the University of Illinois at Chicago’s bid three years ago to land the Obama Presidential Library, which is slated to be built in Jackson Park on the South Side.

In 2015, when bids for the Obama library were still being considered, the late 1st District Cook County Commissioner Robert Steele, whose district encompassed the site, argued that the library would bring significant economic developments to the West Side.

In her statement, Lightfoot’s office said that the city “will facilitate an open and thorough community engagement process to solicit meaningful feedback on prepared areas throughout the city,” starting with an online survey that will be followed by a

series of town hall meetings.

“While a Chicago casino had been talked about for more than 30 years, today we are moving forward to ensure the new casino is viable for Chicago and all of its communities,” Lightfoot stated.

We can all do better than this

O

ne of my favorite questions to post on Facebook is: Whose relatives are these? Usually the question is asked in connection to some sort of criminal activity, which should embarrass the relatives to know that their family member was involved in the alleged activity.

My question got answered recently in a very unusual manner.

Surprisingly, it was the content of the video that was posted that provided the answer to the question. By now most everyone has seen the video of the black family involved in a fight at Toontown in Disneyland. Toontown is an area specifically designed for toddlers and very young children. So the area was filled with young children as they got to watch an entire family display behaviors that were a complete embarrassment.

The video starts off with a brother arguing with his sister. During the course of the argument — about the brother’s daughter being disrespected — he calls his sister the B-word. She, in turn, spits on him. On display are the dynamics of a dysfunctional family. The use of that kind of language toward one another is completely unacceptable but appears to be very common within that family’s structure. The ease with which she responds with one of the most heinous of acts, spitting, is telling.

She has not learned any kind of self-control either. The brother responds by punching at his sister and her husband. The sister then pushes the stroller containing her two young children out of her way so she can become more involved in this family feud. The two males are throwing punches at each other when the brother’s girlfriend enters the picture. The husband proceeds to sucker punch the girlfriend. In the

meantime, the matriarch of the family, who uses a mobility scooter, rides into the middle of the melee. Her presence is ignored as the fight continues with everybody punching at everybody. Not one of them pays attention to the little boy who is meandering in the middle, where he could have easily been injured.

The mother eventually struggles to get out of the scooter and stands up. The sister and girlfriend get into an argument and as they throw punches at one another, the mother ends up being knocked to the ground. As the family members scream and accuse the girlfriend of having caused mama to be on the ground, the brother comes over and proceeds to knock his sister to the ground as well.

That was just the first minute and a half of the video. All of those grown people with no sense of self-control. That video told more about the black family’s social structure decline than any sociologist could ever relate. The ease with which profanity has become the norm is a major contributor to that decline.

I find myself cursing more than I’ve ever cursed in my life, so it has become a conscientious effort for me to monitor my speech patterns. However, in front of young children I know how to control my anger and my actions. That family feud should cause many of us to do some self-reflection about what is going on in our own families.

When gun violence hits home

uring an early Sunday morning on July 14, a drive-by shooting took place in the 800 block of LeClaire where I grew up, striking both people and property. Our family’s car was struck by bullets during the drive-by while it was parked on the street. Bullets also flew through the front window of our neighbor’s home, ultimately stopped by a love-seat’s armrest.

A 22-year-old man, Jessie L. Currie, was found dead in our alley, according to the Chicago Sun-Times.

No one is immune to violence in our city.

I was lucky my family wasn’t sitting in the vehicle when this happened. Though I was lucky, a lot of people on the West Side are not. Our city needs to take more aggressive steps to protect the people on the West Side and end this violence now.

Though some other Chicago neighborhoods have higher rates of deaths from gunshots, the Austin community leads all other community areas with the highest number of homicides in 2019, with 26 so far. About 91 percent of the people killed died of gunshots; 82.1 percent of homicide victims are Black and 13.5 percent are Hispanic. The 2019 homicide clearance rate is 9.1 percent, with no suspect charged in 219 of the 250 murders so far this year.

How did the person obtain the gun that killed this young man near my family’s home? Where did the gun come from originally?

What is the role for organizations such as Westside Health Authority that do violence prevention work?

Could they have found out what the persons involved need in terms of social support, trauma or mental health care, or jobs?

It seems like the corner was an obvious hot spot. Would a police presence just being there help to deter violence? On what should our state Violence Prevention Task Force or Firearm Public Awareness Task Force — both of which I initiated through legislation — best devote its efforts to? There are many more questions and we must work to find answers and solutions.

Let’s contrast the violence in Chicago with the violence that drives many people from other countries to seek asylum in the United States. Each year, thousands of non-citizens arriving at the American border or already in the United States apply for asylum or protection from persecution in their own country.

Asylum seekers must navigate a challenging and complicated process that can involve multiple government agencies. Those granted asylum have the opportunity to apply to live in the United States permanently, receive certain benefits and be reunited with their family members.

The point of asylum is protection from immediate danger from another country.

Poor educational opportunities, low wages, higher costs of living and violence in prominently Black communities have Black people fleeing and seeking asylum from the city’s predominantly Black neighborhoods on the South and West Sides. Three of Chicago’s mostly Black communities – Austin (26 murders), Englewood (22 murders) and East and West Garfield (22 murders) – lead the city as the deadliest communities in the city of Chicago in 2019.

Chicago is losing its African American population. “Once one of the biggest urban enclaves of African Americans, peaking at 1.2 million in the 1980s, Chicago’s Black population is projected to drop to 665,000 by 2030, according to the Urban Institute,” Josh McGhee, of the Chicago Reporter, once wrote.

It may seem reasonable for Black people in Chicago to try to escape war-torn areas of Chicago’s neighborhoods, but Black people don’t have to escape.

We must show our numbers in the 2020 Census by being counted, using our numbers to continue the fight for high-quality schools, safer communities and healthy communities.

Black American citizens in the United States have the constitutional promise guaranteed to us because of years of protest and movements to secure equal rights and protections under the law. People are fighting and dying to get here and stay in America through the asylum process. The condition of the Blacks in America calls out for Blacks to demand better and fight with organizations. We need to push politicians, start new groups and help make the change happen that we are looking for so our children feel safe in their own front yards.

Let’s not run from our communities. Let’s join the fight to make our communities the BEST communities. Let’s help our brothers and sisters in the struggle and create change, block by block. We don’t have to fear our government in America; our government should fear and serve us. We don’t have to seek asylum from our own communities. Voting power can take advantage of the opportunities that asylum seekers from other countries are risking their lives to have in America.

Every person affected by the thousands of incidents of gun violence in our city knows that the senseless violence needs to stop so people don’t feel the need to leave their homes and communities. We all must demand and work for an end to the ongoing chaos of illegal activity and violence on Chicago Avenue and LeClaire and too many other parts of our city.

Newland Ave., During the July 17 meeting, Taliaferro said that, before leaving office, Rahm Emanuel pledged funds to build a new branch near Galewood’s Sayre Elementary school, 1850 N. Newland Ave. At the time, however, the alderman felt that the site was not suitable for a library because of traffic congestion and insufficient parking.

With Lori Lightfoot now mayor and a new commissioner leading the library system, Taliaferro is hoping to use that funding to help build the branch library in the North Avenue development.

“I do want you to know that the talks about the library are ongoing,” he said. “I’m starting a new conversation with the Chicago Public Library about this location.”

Taliaferro said that he hopes to at least gain some headway on the branch location negotiations before the city begins working on the budget this fall.

Tom Drebenstedt, co-chair of the Committee for the New Galewood Montclare Library, said that putting a branch library in the development was “a great idea,” but said funding might be an issue.

As for the childcare center, Djuric said his company has secured a letter of intent from Goddard School, a Pennsylvania-based chain of preschools and daycare centers that has locations in Lincoln Park and several Chicago area suburbs.

The bank building’s existing loading dock would be converted into 10 outdoor parking spaces. The developer would convert the second floor into apartments and build an additional floor on top of it, creating a total of 36 units.

In addition to refurbishing the old U.S. Bank building, Five Thirty One Partners wants to develop two more buildings on the site of nearby parking lots at 6650 W. North Ave. and 6746 W North Ave. A four-story, 60-unit building would be

A four-story, 30-unit building, with a 36-space parking garage, will go up on the site of what’s now a parking lot located less than a block west of Redeemer Church’s Galewood Campus, located at 6740 W. North Ave. Djuric said that the apartments would be marketed to young professionals and emptynesters looking to downsize, with rent projected to cost from $2,200 to $2,400 (utilities not included).

The development, which requires some zoning changes, is subject to the Affordable Requirements Ordinance. Djuric said that his company plans to build three out of the 10 affordable units they’re required under the ordinance to build on-site and pay an inlieu fee to cover the rest Most aspects of the development are aligned with the recommendations in the recently completed North Avenue Corridor Revitalization and Mobility Plan, which lays out strategies for revitalizing the portion of North Avenue between Austin Boulevard

and Harlem Avenue.

But that hasn’t stopped many residents from expressing concerns about density, lack of green space, increased traffic and the fact that the units weren’t condos — the same concerns that they raised about a proposal brought before the community in 2017.

Back then, Noah Properties wanted to build an 80-unit, three-building luxury apartment complex on the site of the old bank building and both parking lots. After failing to generate community support, Taliaferro did not back it.

Marta Bera, who lives north of the proposed Five Thirty One development, echoed concerns from several residents about the fact that all of the proposed units are apartments — the implication being that renters don’t have the same stake in the community as homeowners.

“I didn’t care who any of my neighbors were, but I started to care when I bought a home,” Bera said.

In response to the residents’ concerns, Djuric, Taliaferro and Judith Alexander, the chair of the North Avenue District, all pointed to the North Avenue Corridor Revitalization and Mobility Plan released in May.

The plan calls for more residential buildings and recommends “retrofitting the existing bank building and perhaps adding another story on top, to create a mixed-use building with 30-50 apartments and streetlevel retail. A portion of the adjacent parking lot could also be redeveloped to add more residential units.”

According to the corridor study, the number of higher-income renters is growing.

Djuric said that, because the units would have their own washers and dryers, they could theoretically be converted into condos somewhere down the line, but it wasn’t something his company would plan to do anytime soon.

When asked about flooding issues, project architect Bill Kokalias said that they would use underground vaults to temporarily store water when it rains.

Throughout the meeting, Djuric emphasized several times that his company would be a responsible landlord and respond to neighborhood concerns.

“I’m going to be involved in management,” Djuric said. “I’m going to be in tune with every issue that’s coming up, every tenant complaint.”

Taliaferro said that, as with the Noah Properties proposal, he would take community input into account when it comes to evaluating whether or not he should support the Five Thirty One plan.

Alexander said that the North Avenue District supports the Five Thirty One proposal, because it aligns with the corridor study and because it would help North Avenue businesses.

“The district needs more feet on the street to support our many fine businesses, to encourage new businesses to open and to add vitality,” she said. “We also support the refinement of preliminary plans for these projects in response to feedback from the community.”

Muriel Baptiste, Bera’s neighbor, said that she hopes some compromise between the need for more economic vitality along North Avenue and some community members’ desire for more homeowners.

“In a perfect world, I’d love to see condos, but if I can’t have that, I want to make sure they consider community needs,” she said.

Local food pantry rebrands as ‘Beyond Hunger’ New name for OP-RF Food Pantry reflects more services, larger area — including West Side

It’s been about seven years since the Oak Park-River Forest Food Pantry expanded its coverage area to 13 ZIP codes to include a wider range of Chicago neighborhoods and suburbs. Now the organization has rebranded to reflect the breadth of communities it serves.

Michele Zurakowski, executive director of the food pantry, said in a telephone interview that the organization will now be known as Beyond Hunger.

The rebranding aims to “be more inclusive of the communities we serve,” she said.

Though the old name suggests the pantry serves Oak Park and River Forest exclusively, the organization serves residents of the following ZIP codes and communities: Oak Park (60301, 60302, 60304); River Forest (60305); Forest Park (60130); Berwyn and Stickney (60402); Franklin Park, Schiller Park (60131); Hines (60141); River Grove (60171); Schiller Park (60176); Chicago (60644, 60651); and Elmwood Park and Galewood (60707).

In 2018, the food pantry distributed about a million pounds of food and served about 500 residents through its home delivery program.

The 40-year-old organization was hamstrung in the early 2000s, when the U.S. Department of Agriculture, which then provided some of the food the pantry distributed, required that pantries that received their donations not have physical
