N. Lawndale logistics center breaks ground Developers anticipate 150 new jobs, completion set for 2019 By IGAR STUDENKOV Contributing Reporter

Rockwell Logistics Center, a “last mile” facility on the northeast corner of North Lawndale, at 2545 W. 24th Street, officially broke ground on June 26. At the time when more people shop online than ever, facilities like this make it easier to deliver packages to customers inside major cities. The developers don’t have the tenants lined up yet, but they believe that the location and local amenities will mean getting tenants won’t be an issue. Ald. Michael Scott (24th), whose ward includes the location, has been supportive of bringing it to the community, advancing an ordinance that will reduce its property taxes, promoting job opportunities online and hosting a construction job hiring fair in Douglas Park. The developers behind the project stated that they are expecting to create 50 construction jobs and 100 permanent jobs, and they are touting the area’s “tremendous labor pool” as one of the advantages for potential tenants. Rockwell Logistics Center is being built as a collaboration between Rosemont-based Venture One Real Estate, San Antonio, Texas based USAA Real Estate Company and Rosemont-based Lee & Associates of Illinois real estate services company. It takes a village to provide child care. Bernadette Hicks understands that modified adage more intimately than most. She owns and operates the ABC Toon Town child-care center — one of the few African-American-owned child-care provid-

ers in Oak Park, where she currently lives. But her child-care center’s selling point isn’t that it’s black-owned, Hicks said. “We have a mixed community of all races here — Asian, African American, Caucasian,” Hicks said during an interview on July 7, as she and at least 100 other people, including many of her clients, celebrated the center’s 20th year in business (a bounce house was set up for the occasion in the facility’s parking lot). “It’s a nice melting pot and I’m very proud to say that our program is based on quality, so we sell quality — not the fact that we’re

African-American-owned,” she said. The center, Hicks explained, has a silver rating from ExceleRate Illinois, a prominent quality rating system for child-care providers. Hicks noted that her center services about 125 young people, age 6 months to 12 years, in a variety of ways — a nursery, preschool, and before- and after-school programs all take place in the center, which employs around 25 people (herself included). James Cole, 50 years the Shoe Shine king Over 17 years after West Side writer John Fountain lamented an end to the craft of shoe shining in his New York Times column, James Cole quietly celebrated 50 years at his Shoe Shine King store at 338 N. Central Ave. in Austin. “Just another day,” he said. “We’re open seven days a week.” On Sunday, he caters to ministers who stop in to get their shoes shined before church. The rest of the week he, his son Vernon and the rest of the longtime staff fix and shine all kinds of shoes — from sneakers to the spiffiest two-tone wingtips. The modest little store is just like an old-school barbershop, except customers include both men and women. Don Jackson, producer of the gospel Stellar Awards, is one of Shine King’s notable patrons. Cole went to Marshall High School and started out as an entrepreneur, shining shoes on the street. He ran a second shoeshine shop at Madison and Kedzie, and a contracting business for 17 years at 5634 W. Chicago, specializing in roofing: “I watched my workers to make sure we did things right. A guaranteed roof is only as good as the person who puts it up.” Over the years, he estimates, he’s trained around 60 percent of the city’s shoe shiners. Before they died, his mother and father both

worked for him at the shop. He hired guys returning from prison who became reliable employees. He has no plans to retire; no one has stepped up to take over running Shoe Shine King. He lives eight blocks from the store and has always loved the Austin neighborhood, he said. Cole owns the building and rents out sections to other shopkeepers. It’s in his best interest for them to succeed and pay rent, so when he was up to it, he’s served as security guard. A grocery in his building recently closed due to criminal activity—a trend lately on the West Side. He says police have not been as helpful as they should.

ABC TOON TOWN Still serving from page 1 from the suburbs, Hicks said she also serves children from the West Side. Through the last 20 years, the center has weathered storms, not least of which is the state’s ongoing fiscal crisis, which spelled doom and gloom for many early childhood providers. Hicks said ABC has been largely inoculated from the state’s chaos thanks to sound budgeting and because the center doesn’t rely solely on the state. Despite the budget crunch, she pointed out, they haven’t had to lay off anyone or cut anyone’s hours. The deeper reason for those two decades of salience, though, lies in the center’s moral foundation, laid by her late mother-in-law, Lilla Hicks. “[We] started in the summer of 1998 and my mother-in-law founded it,” Hicks said. “Before this, she ran a home-based daycare for about 15 years in Oak Park. I’m very honored to continue the legacy that was her vision initially.” Hicks said her mother-in-law envisioned a center that operated not as a business, but as an extended family. “This is not transactional,” Hicks said. “We can’t do this without the families, who we consider our partners. We work together as a unit. Nurturing, loving and educating is our culture.” BERNADETTE HICKS Joy Ward, the cenOwner of ABC Toon Town ter’s director, said the culture Lilla Hicks incubated decades ago is why she’s been at ABC for 12 years now, starting as a teacher and working her way up to her current position. “I stayed because of the family environment that I felt when I came here,” Ward said during the anniversary festivities. “We work together and the focus is on the children. That’s very important.” For some of the center’s parents, that culture is the reason they keep sending their children to ABC. Two years ago, Cheree Moore was laid off from her job, prompting concerns about how she’d pay for daycare. “I was laid off for eight months and Ms. Bernie was flexible with us in terms of letting us bring our daughters during the day because it was hard for me to look for a job,”

The 15,000-square-foot building, located at 411 South Blvd., was once home to Dorolyn Academy of Music — a venerable tenant in its own right — before ABC moved in last year. Prior to that,

the daycare operated out of two facilities on Harrison Street. Hicks commissioned the prominent Chicago artist Damon Lamar Reed to create murals on both the exterior and interior of the building, brightening up a space that had previously housed standard offices. The interior, once dark and dated, has been reconfigured, softened and opened to

let in more natural light. The space reflects Hicks’ personality, said one of her longtime friends, Gwendolyn Young. “She’s one of those people who I think everyone should have in their lives,” Young said during the party. “She’s integral, she’s kind, she’s generous, she’s caring. from page 1 is that they tend to be located in the suburbs, which became an issue in many urban areas, where the millenniums that prefer to shop online are more likely to live. As a result, there has been more demand for distribution centers that are located within the city limits, near major railroads and highways. According to the brochure available on the project website, the center will span a total of 174,536 square feet and have a ceiling with 32-foot tall clearance. The interiors will be customized based on the tenants’ needs. The brochure touts the site’s proximity to BNSF railroad’s intermodal yard, Eisenhower Expressway, multiple produce markets and Amazon and FedEx facilities, as well as the fact that it is only seven miles west of the Loop. The fact sheet posted in Scott’s July 2018 ward newsletter says that, in terms of tenants, it is looking for “e-commerce users seeking to locate close to downtown, food-related users being displaced from Fulton market, restaurant supply companies, convention design and supply companies, grocery store distributors, and a variety of other miscellaneous businesses seeking a suburban quality facility within close proximity to downtown.” The project’s official website has contact information for any businesses that may be interested in the facility.

The fact sheet goes on to state that the project will be good for Chicago because it will result in “an increased industrial tax base, job creation, sales tax revenue growth and future school tax revenue without impacting school qualities.” The fact sheet mentions that the project would be ‘inclusive to 24th Ward residents,” but neither the fact sheet nor any other materials provided by the developers delve into what that means. The developers did team up with Scott to host a construction job fair on May 2. The alderman helped the project along by supporting the application for Class 6(b) property tax classification, which temporarily lowers the property tax rate on the industrial properties in order to encourage development. The development brochure mentions the 6(b) status as one of the site’s advantages. In a statement released by Venture One in the wake of the ground-breaking, Ryan Stoller, one of the company’s principals, expressed optimism about the project. “We are excited to begin the development of this infill parcel,” he stated. “This facility will offer unmatched functionality for its ‘last-mile’ location and should appeal to users seeking the amenities of a modern facility without sacrificing drive time and access to the city population.” The press release says that the developers expect to finish the project in the second quarter of 2019. North Austin Branch library reopens The library had originally been scheduled to open in February

It took six months longer than originally expected, but the North Austin branch library, 5724 W. North Ave., quietly re-opened on the afternoon of July 2 — nearly eight months after it closed for renovations. Officials said the delay was due to the fact that the bookshelves in the children’s section were in worse condition than expected and replacement bookshelves took much longer to arrive than originally anticipated. Even when the shelves did arrive, it took another three weeks to get all the materials on the shelves, they said. Other improvements included exterior masonry repairs, tuck-pointing, roof repairs, new flooring, lighting upgrades, repainted interiors and new holds shelves. The teen section got new furnishings, and the bookshelves in the adult section were spruced up. North Austin branch manager Arystine Danner said that she and her staff tried to make the best of the situation. The staff members had been temporarily reassigned at other branch libraries, where they picked up some ideas they plan to implement now that their branch reopened. They are planning to hold a reopening party some time during the third week of July, and a group of patrons is organizing a welcome back party of their own on the last Wednesday of the month. The library was originally supposed to reopen on Feb. 1. At the time, library spokesperson Patrick Molloy said that he wasn’t sure why the delay happened. In an April 7 interview, Andrea Kelly, CPL Deputy Commissioner for Neighborhood Services, offered an answer. “Old shelving was wooden and it’s become degraded,” she said. “[North Austin branch] is getting brand-new metal shelving.” Danner said that she and her staff were sent to other branch libraries, with some

east on North Avenue. “We were able to see what other branches were doing, so whatever we liked that they did, we’re going to adopt here,” Danner said.

Some of those ideas were practical. Before the renovations, if the patrons wished use to the library bathrooms, they had to ask a clerk at the circulation desk to buzz them in. The problem was that the bathroom on the children’s side of the library isn’t visible from the circulation desk, and further away from the desk than the adult side. As the result, kids who wished to use the restroom had to walk to the circulation desk and run back to the restroom. But North Pulaski library had a key that patrons could get from the front desk, which, Danner thought, would make things easier for kids. She also liked West Town staff ’s idea of having reference staff handle guest passes, which allow patrons who don’t have library cards to use library’s computers, instead of having clerks do it. For July, most of the programming will be directed toward children and teens. Write About it, the only writing group meeting on the West Side, is expected to start up again, though the meeting time will be different. Teen librarian Ann Eleven, who runs the group, will no longer be working in the branch on Wednesdays. In an e-mail to members, she suggested Tuesday or Thursday afternoons, as well as Fridays and Saturdays. As of July 6, the new times hadn’t been settled on. Once August starts, the adult programming will ramp up. Danner said that she was looking to start a book club focused on cook books, in addition to the existing book club, and a cursive writing program. She also hopes to hold a fair for local entrepreneurs. In September, the branch’s crocheting program will start up again. Danner hopes to start a quilting program in either August or September. While the experience in other branch libraries was valuable, Danner said, she’s glad to be back in North Austin library. “It feels wonderful,” she said. “It’s good to be back here.” CONTACT: igorst3@hotmail.com

Action, inaction and distraction

he infamous shutdown of the Dan Ryan Expressway took place this past weekend. I have no clue what all the final outcomes will be. Well ... actually I do know about one. For starters it seems that the mayor of the city of Chicago is already taking credit as the architect for the shutdown of the expressway. Say what? The last time I looked, he is the head honcho in charge. He has the potential to allocate money and resources to some of the stricken neighborhoods on the West and South side neighborhoods. But rather than do that, he’s busy taking credit for a march that closed down an expressway. Now juxtapose that claim with reality: This past Saturday night I went to visit a friend. She lives off Division and Pulaski. As I walked to her house, I passed a car filled with young people. They were smoking reefer, and the horrible smell of that manipulated product now known as “Loud” was heavily polluting the night’s air. Marijuana has been reformulated so that it is stronger than ever. It no longer has the sweet smell that was predominant in my youth. Forty-five minutes later, as I prepared to leave, I again got to pass that group of young people. They had moved from inside the car to standing around the car. The girls were all dressed up with no place to go — literally! Because if you think about it, where are the nightclubs for the black West Side? Where are the entertainment locations where our young people can go that offers structured settings? I couldn’t think of any and therein lies part of the problem. Over the last eight years, this city’s

political structure has systematically closed down nightlife for black Chicago. Our young people have been sent to the streets for entertainment. That is exactly where they were and what they were doing. So for the mayor to take credit for a march lamenting violence while at the same time being the architect of a lack of opportunities, lack of jobs, and lack of development leading to that violence is disingenuous. Humboldt Park and Wicker Park have been gentrified. Part of that gentrification is a plethora of business and entertainment facilities. Go to the corner of Kedzie and Armitage, and there is nightlife going on. Go to the corner of Division and Pulaski, which is less than two miles away, and there isn’t anything. There’s a saying that all politics is local. We have an election in about four months where the billionaire Democratic candidate for governor is going against the billionaire Republican incumbent. One isn’t expecting many votes from the black community, so the emphasis and seeking of our vote will be minimal. The other is dependent on automatically getting our vote, while offering nothing in return. The governor’s election will also be followed by a mayoral one, an election where the current mayor wants us to forget that, prior to his re-election last time, he helped cover up that a 16-year-old child was shot 16 times by a trigger-happy cop for the crime of walking away. Pay attention, black Chicago! There is always a reason for everything that happens. Monitor to see who gets the money, and who gets the shaft!

Dorothy Gaters was recently inducted into the National Federation of State High School Associations Hall of Fame during a ceremony in Chicago on July 2, according to the Illinois High School Association. The veteran girls’ basketball coach at John Marshall High and the winningest basketball coach in IHSA history was one of 12 people selected for the honor, “regarded as the highest achievable accolade in high school sports and activities,” IHSA officials said in a statement. “Dorothy Gaters is high school basketball in Illinois,” said IHSA Executive Director Craig Anderson in the satement. “That is something I don’t say lightly when you take into consideration the history and tradition of high school basketball in this state, and especially in the city of Chicago. There are plenty of legendary coaches and players, but none has done it as long or as successfully as Dorothy.” Gaters is the 28th person from IHSA to be

Gaters has been coaching at Marshall, her alma mater, since 1975. Earlier this year, her team won the state championship, her ninth, when they topped Harlan in the IHSA Class 2A title game. Gaters has notched 1,106 victories throughout her career. She’s ranked among the top 10 winningest girls’ coaches in the country. “She has never encountered a losing season en route to 27 state final appearances, which include three runner-up finishes and eight other state final trophies,” according to the IHSA. “Dorothy is the epitome of what a coach should be in an interscholastic athletic program,” said Calvin Davis, the Proviso West High School athletic director, in the IHSA’s statement. “It is difficult to find words that give justice to what she has achieved as a teacher, coach, mentor and role model,” he said. “No one has brought more dedication, desire, hard work and commitment than Coach Gaters. She has impacted thousands and thousands of students.” This is just the latest career accolade for Gaters, who has garnered many of them. Summit of Hope helps formerly incarcerated

Maria Moon spent more than a decade in jail, beginning in 2000, after being charged with aggravated assault. When she got out, finding a job and stable housing proved difficult with a prior conviction on her record and restitution debts. “The judge doesn’t tell you, ‘I’m giving you a two-year sentence, but it’s really a lifetime sentence because of the lifetime barriers,’” said Moon, 39. “A lot of us are homeless.” But there was some hope given to more than 800 former convicts like Moon last month at the Summit of Hope resource fair, held in Austin, where dozens of state-run and nonprofit agencies offered services aimed at reintegrating parolees into their communities. Moon was there as a representative for National Alliance for Empowerment of Formerly Incarcerated, helping educate other former convicts about the program that has given her stability since being released from

Also attending the event, which was hosted by the Illinois Department of Corrections, was state Rep. La Shawn K. Ford (8th),

whose district includes Austin – where one in 50 residents is currently on parole. “You have people coming back to the community without the ability to gain employment,” Ford said. “They don’t have a place to go to work every day, so they stay on the corners and try to hustle. So homeowners suffer and children suffer as they try to walk the street.”

That’s why Ford lobbied Marcus King, spokesman for the Illinois Department of Corrections, which has been holding similar events across the state for six years, to hold the event in Ford’s district. “To build safer communities, you have to provide people with opportunities,” King said. “That’s how you fight recidivism – a job.” The Austin community, and the West Side at large, has the largest contingent of citizens returning from prison of any area in Chicago, Ford says. There was free HIV testing offered as well as a sign up for the city’s new CityKey IDs; and attendees could receive vouchers for state IDs. Dozens of organizations offered coaching for job interviews, work opportunities, access to education, behavioral health services and more. “I’m here because I had to come, but I’m glad I did,” said Marquis Griffin, who served four years of an eight-year sentence for possession of cocaine. Griffin’s parole officer mandated that he attend the event in lieu of a traditional parole visit. “Health care, dental care – that’s great. That’s stuff people need,” Griffin said, referring to some of the programs he learned about. “People on parole have a hard time getting that.” A similar summit, also hosted by King, will be held for the Pilsen and Back of the Yards neighborhoods in July.
