For the past few months, Ald. Emma Mitts (37th) and other West Side aldermen have mentioned that the new emergency services training center the city is looking to build in West Garfield Park would bring economic benefits. But it wasn’t until Mitts’ June 28 community meeting that West Siders got a chance to listen to what those benefits might look like. At the meeting, held at Healing Temple Church, 4941 W. Chicago Ave., city officials explained that they were planning to encourage business development around the training center through various financial incentives. separating migrant children from parents coming to America. The June 25 press conference, held at Loretto Hospital, took place less than a week after President Donald Trump signed an executive order on June 20 allowing children to remain with their families while their guardians are prosecuted for illegal entry.

County treasurer estimates $20M in eligible cuts go unclaimed each year By MICHAEL ROMAIN

Second installment property tax bills for Cook County property owners can now be viewed and paid online, according to the Cook County Treasurer’s Office. The bills, which are scheduled to be mailed next week, are due on Aug. 1. Cook County Treasurer Maria Pappas said in a statement that, although online payments will not require an additional fee for property owners using a bank account to pay their bills, there will be a 2.1 percent fee for those using a credit card. Pappas has been urging senior citizens in the county to apply for property tax breaks that her office said many people have not been utilizing. Pappas’ office roughly estimates that as much as $20 million in eligible tax cuts goes unclaimed each year. According to Greg Hinze, of Crain’s Chicago Business, the tax exemptions fall into two major types. “The first, technically known as the Senior Citizen Homestead Exemption, lowers the equalized assessed valuation on qualifying property by $8,000 a year. For most senior homeowners, that translates into a tax savings of around $600 a year, more in some parts of the county, less in others, depending on the actual tax rate,” Hinze writes. “The second break is the Senior Property Tax Freeze. It freezes your total bill at a certain level, usually a little below the current level, and, like the homestead exemption, has to be applied for each year. The freeze is limited to those with a total household income of $65,000 a year, up from $55,000 in previous years.” Those tax exemptions may come in handy this year. The Chicago Tribune reports that property tax rates for homeowners in

Aarti Kotak, who is Mayor Rahm Emanuel’s deputy chief of staff for neighborhood development, explained that businesses need a robust “daytime population” of customers to be able to survive. Police cadets needing places to eat and hang out would amount to that critical daytime population for businesses located near the training center. “We know sit-down restaurants and places that makes neighborhoods feel like home are key [to development],” Kotak said. Mitts said that having sit-down restaurants would be great for the community. “I don’t want to go downtown, I don’t want to go to Oak Park [to eat out in a sit-down restaurant] — I want to stay in our neighborhood,” she said. Kotak said that the city will also be looking to bring in retail, and that, if the residents have any other ideas for what kind of businesses should come in, the city would plan accordingly. Malcolm Crawford, head of Austin African American Business Networking Association, suggested that the corridor could also use entertainment venues, especially jazz clubs, as well as bars. “We need a place to eat, we need entertainment, we need a place to dance and we need a place to drink,” he said. “We need to [be able to] let others come to our community and see what real jazz looks like.” Chip Hastings, a deputy commissioner at the Department of Planning and Development’s Bureau of Economic Development, delved into how the city would attract those businesses. He mentioned that the training center site is located within the Northwest Industrial Corridor Tax Increment Financing District, and businesses would be able to take advantage of $4 million in Small Business Improvement Fund grants. Hastings also mentioned that the building’s design might be able to provide “commercial opportunities,” but didn’t elaborate beyond that. David Reynolds, a commissioner with the Department of Fleet and Facility Management, said that the current renderings are meant to only give the general idea of what the training center would look like. “That’s what these pictures are — they’re not set in stone,” he said. “We can have conversations, the best way to orient it, so it respects your community.” Hastings also noted that the city owns several nearby properties. It is planning to send out a request for proposal for anyone who might be interested in redeveloping those prop-

And the city planned to put special emphasis on giving West Siders a chance to take advantage of that process. “[We will be] working with the communities, reaching out to local entrepreneurs, reaching out to see who’s interested in development on the site,” he said. “And [we will be] pounding the pavement, making sure we engage businesses to open up and down Chicago Avenue” The other major component of the project is the opportunities that would come from building the training center as well. Leslie Darling, the executive director of the Chicago Infrastructure Trust, explained that the city is currently looking for a team that would serve as the main contractor for design and construction. The infrastructure trust currently narrowed it down to five. Darling said that the city expects to select the contractor sometime this fall. Once that happens, it would need a wide range of subcontractors, which is where West Side businesses would have an opportunity to get involved.

Mitts emphasized that her major priority would be to make sure such businesses have a shot at this opportunity. “In the end of the day, I’m going to be representing my communities, and they’ll have my back in doing so,” she said. “We want general contractors, we want flooring contractors, we want fence contractors. We want the community be engaged in the process so that it is transparent and everybody gets included. They ain’t going to be putting the hole in the ground until we get this right.” There was some concern among those in attendance that, because the Chicago Infrastructure Trust is handling the project, the bid documents won’t get posted to the City Hall “bid room.” Both Mitts and Ald. Michael Scott (24th) agreed to have the copies of the documents printed out in their respective neighborhood ward offices and downtown offices. Reynolds said there was no community benefits agreement at this time, but he didn’t rule the prospect out completely. “It’s something we will continue having discussions with alderman [Mitts]’ office about,” he said. When asked about potential job opportunities for ex-offenders, Darling said that she thinks that “there will be opportunities at the subcontractor level.” Scott, as well as Ald. Jason Ervin (28th) and Ald. Chris Taliaferro (29th) expressed support for Mitts and her vision. Darling mentioned that there will be one more meeting after the build and design team is selected, but before the final plan is approved. As of July 2, no date had been set for that meeting. Maybe the death penalty would stop the violence

very day the news reports are heartbreaking. The number of people being shot and/or killed is increasing. What used to be the weekend numbers have now become the evening/overnight numbers. Political black leadership in this city has been quieter than the church mice they emulate. Even quieter are many of the so-called activists. So when a man of the cloth finally speaks up and draws attention to what is happening with violence, it comes as no surprise that Father Michael Pfleger has taken a leading role. As you may recall, Father Pfleger did the eulogy at the funeral for Tyshawn Lee, a little boy who was lured away from the playground and executed for the sins of his father back in November 2015. Prior to Tyshawn’s murder, Father Pfleger had endorsed Rahm for re-election. I don’t know how much weight his endorsement carried, but Rahm did win. So the question I have is if you have the ear of the mayor, why are you proposing to shut down an expressway? A major interstate roadway that has nothing to do with any of the killings. Truthfully, if he really needed to close something between St. Sabina’s physical location and the Dan Ryan at 79th Street, I’m sure there are a plethora of drug spots/gang hangout areas that could have been shut down! Mess with the drug boys’ money, and you mess with their livelihood. They might not appreciate it. They might take revenge. But innocent drivers on the expressway, you can shut them down with

impunity! So what if someone gets injured trying to get the traffic to stop? What if somebody’s in traffic trying to make it to the hospital and they can’t get there because protesters close down the roadway? This is one of the most selfish, diabolical, and ludicrous ideas ever … wait a second! Rahm is gearing up for his re-election come February of next year. Is this little stunt the kickoff to his campaign? I mean I do have a picture of Rahm and Father Pfleger huddle together at the casket at Tyshawn Lee’s funeral. Neither of them looked like they were shedding any tears. Looked more like they were plotting over the boy’s body. But then again, that’s just me! Here’s what I suggest: Rather than shutting down the expressway, why don’t we begin to shut down drug sites? Let’s also get a return of the death penalty. It never ceases to amaze me that those who commit carnage and are willing to take other people’s lives, seem to value their own. They’re not willing to die for anything. So let’s give them the opportunity to lose their lives the same way they’re taking other lives. Yes, we don’t know if the death penalty works, but here’s the reality. With life in prison, which seems to be like college for certain individuals, the carnage is continuing. Maybe just one or two public executions might be enough to cause those individuals to think again before becoming involved in violence. Talking to them hasn’t worked. Jailing them hasn’t worked. The death penalty may be our final and only solution!

Lurie Children’s Hospital of Chicago, said separating children from their guardians can have a broad and long-term effect. “I want to emphasize how important it is for the physiological and physical well-being of children that they stay connected to a loving caregiver,” Walkup said. “That loving care-giver can be a parent, it can be an aunt or an uncle, it can be a grandpa or grandma. But that connection is so essential to their long-term growth and development that in the field there is no question about the value and importance of that.” Tracy Peterson, chief external affairs officer at the Chicago Children’s Advocacy Center, agreed, saying his time with the center has made clear that children who are separated from their parents experience overwhelming

This past Sunday, the minimum wage for many non-tipped workers in Chicago jumped from $11 to $12 an hour, according to a statement released by Mayor Rahm Emanuel’s office last month. The bump in pay is the result of an ordinance passed by the City Council in December 2014, which called for the city’s minimum wage to increase gradually, by $1 a year, for non-tipped employees. According to the schedule set in the ordinance, the minimum wage was due to increase from $8.25 in 2014 to $13 in 2019, with each pay increase taking effect on July 1 each year during that period. For tipped employees, the minimum wage went from $4.95 in 2014 to $5.95 in 2016, with all, if any, annual increases thereafter tied to the rate of inflation, but not to exceed 2.5 percent. This year, minimum wage for those workers jumped to $6.25. Those annual CPI increases are contin-

gent on the unemployment rate being lower than 8.5 percent during the preceding year of the scheduled pay bump, according to city officials. For non-tipped workers, the minimum wage will increase with inflation starting in 2020. In the statement, city officials explained that the 2014 ordinance will raise the minimum wage for 410,000 workers. They estimated that the ordinance will inject $860 million into the local economy by 2019. “No parents who work full time in the City of Chicago should ever have to raise their children in poverty,” Emanuel noted in the statement. “Higher wages are good for families, communities and our economy.” “Chicago’s minimum wage ordinance not only provides Chicago employees with the compensation they need and deserve, but strengthens our economy,” said Business Affairs and Consumer Protection (BACP) Commissioner Rosa Escareno in the statement. “Working together with businesses, residents, local aldermen and other community stakeholders,” she said, “Chicago is leading the way in creating an environment where a working family can put a roof over their head and groceries on the table without having to work multiple jobs.” For many business owners and industry representatives, however, the effect of higher minimum wages should be considered

as one of a range of other factors — including higher property and sales taxes — that have made operating in the city burdensome, according to a report by the Chicago Tribune. “[The minimum wage bump] cannot be looked at by itself,” Rob Karr, the head of the Illinois Retail Merchants Association, told Tribune reporters. Karr’s some 20,000 store owners across the state “have told him they are limiting growth and reducing hiring as they contend with the rising costs,” the Tribune reported. “While some downtown businesses can absorb the wage hikes, ‘we have businesses that have no idea how to make the next jump because they feel they have made all the cuts they can,’ he said.”

According to the Tribune report, Chicago has “fielded 582 complaints about minimum wage violations since the ordinance went into effect in 2015, nearly half of them in the first year.” Nearly 140 of those complaints have been fully investigated, resulting in “$127,000 in fines against employers and $304,000 in restitution for 487 employees,” the Tribune reported, citing data from the city’s Department of Business Affairs and Consumer Protection — the body responsible for enforcing the minimum wage ordinance. Skahill also noted that CPD doesn’t believe that Ervin’s ordinance would, by itself, resolve the issue of loitering; rather, it would give the officers “another tool to solve this problem.” Kathy Allison, the executive director of United for Better Living, a West Garfield Park-based social service provider, said that prostitution has been an acute issue in the area, which was particularly troublesome since they’re trying to operate day camps for kids. At the same time, Allison said that she knew those women may need help. “I was able to take the young ladies and start their ife over,” she said, adding that United for Better Living offers services such as help with getting GEDs. Several speakers at the June 22 meeting argued that part of the problem was that the officers don’t consistently enforce the ordinances that are already on the books. Zyonna Bragg, a 24th Ward resident and a staffer at Target Area Development Corporation, asked who was “policing the police.” “Who is making sure they do their job?” she asked. “This prostitution ordinance kind of make me think about it — we need police to be assisting more.”

Lt. Patrick O’Malley,of CPD’s vice section, said that, on the West Side, the department has a prostitution team and a human trafficking team. “Our officers [talk] with the girls on a daily basis, letting them know they have social services available to them,” he said. Megan Rosenfeld, the policy director at the Chicago Alliance Against Sexual Exploitation, urged the aldermen to delay the vote on the ordinance, saying that her organization has been working with the city on a more comprehensive solution to the issue of prostitution and sex trafficking. She said that sending the ordinance to the full council for approval would interfere with the organization’s work. She also said that penalizing prostitutes and johns under the same ordinance, even if the penalties for the former were reduced, was unfair. “[That would] imply that those selling sex are the danger,” Rosenfeld said. ‘People who are selling sex are typically victims [of] abusive partners, substance addiction. Arresting them doesn’t solve that.” “We need to make sure victims have resources to build better lives [instead of] arresting them.” Rosenfeld said. Ervin countered that, while he understood the points raised, Rosenfeld didn’t see the issue from his constituents’ perspective. He described the ordinance as a measure that struck a balance between helping prostitutes and helping residents “who have been inundated with challenges for 20, 30 even 40 years.” The committee voted unanimously to send the ordinance to the council, where it was approved by a routine vote. The battle between forced migrant vs. illegal immigrant By JOHN FOUNTAIN III

Pictures and soundbites of families being separated at the border of America and Mexico have been airing on local news stations the past several weeks. The topic of immigration has been the focus of many past presidential elections. Some people note the pros and cons of direct pathways to citizenship for the southern neighbors of the United States. One prominent argument in favor is that immigrants fill jobs that others already living in the U.S. do not want. Another view is that immigrants have the choice to come to America; something that many African Americans did not have. A consistent overarching theme is that both forced migrants and illegal immigrants benefit this country. From stolen bodies to stolen land, the politics of this experiment has been one of division.

So it occurred to me growing up on the West Side of Chicago that many of us black boys were warned about the dangers of getting caught after dark on Division Street past Homan Boulevard in Humboldt Park. We had stark verbal lashings about being in Cicero, Little Village or Pilsen when the sun went down. “They don’t like black people,” some adults would say. “You gone get yo ass beat for trying to be over there in that area,” another would preach. We never got caught over there past the street lights coming on. It wasn’t until I got older that this relationship of the forced worker and determined immigrant bothered me. “Oh, they think that they are better than blacks,” I remember an adult telling me. I cringed on many occasions listening as some Hispanic men and women appropriated the word “nigga.” This racial tension between black and Hispanics appeared as this war between two underclasses. I have yet to see many people

explore this silent battle. When I got older I heard some of my Latino friends confirm the notion that their daughters would be disowned if they dated black men. I also heard some of my black friends say that Latinos born in America can assimilate through fair skin and learn King’s English to distance themselves from the perceived menace that is black America. We can also agree that minimum mandatory sentencing also affected the Latino community. Just as little boys and girls do not want to be removed from their families at the borders, Section 8 vouchers should not come with the stipulation of removing black dads from homes. I’m also sure that Philando Castile wanted to go home with his family in the car. Sandra Bland wanted to come back to Illinois after visiting Texas. Kalief Browder didn’t think he would spend years in jail away from his family. Trayvon Martin probably envisioned running through the door of his father’s

home in Florida. The separation continues. While headlines of children being forced to wonder about seeing their families now dominant the news, black people have been fighting families being torn apart since the savagery of slavery. We have become numb to the plight of black lives. We can change the narrative of a kneeling Kaepernick, blackball him, adopt a rule to keep any other player from kneeling and move on to the next tale that paints black youth as expendable as plastic cups of beer at a football game. The debate does not come down to which family means more in the eyes of the media. The treatment of the race that is perceived at the bottom of the totem pole does not exclude any other race from experiencing the same trauma except it be the fully assimilated people who can pass for white.
