Religious leaders from across Chicago gathered outside of the Chicago Police Department’s South Side headquarters on June 10 to call for the termination of Officer Robert Rialmo — the Chicago cop who fatally shot Bettie Jones, 55, and Quintonio LeGrier, 19, inside a West Side apartment building in December 2015. Although the Civilian Office of Police Accountability — the city agency that deals with disciplining police officers — recommended that Rialmo be fired after the body reviewed the case, Chicago Police Supt. Eddie Johnson has said that Rialmo’s actions were within the department’s policies and has refused to terminate him. “Not firing [Rialmo] would be sending a dual message to all police officers that black lives don’t matter,” stated Rev. Ira Acree — the pastor of Greater St. John Bible Church in Austin and co-chairman of The Leaders Network, the faithbased social justice organization that hosted Monday’s press conference — in a prepared statement. Acree said that civil rights leader Al Sharpton was scheduled to visit Chicago on June 12 to weigh in on Rialmo’s firing. See RIALMO on page 10

Anyone caught carrying an illegal gun within 500 feet of any senior housing in Chicago will face fines and, if they do it more than once, possible jail time ranging from 30 days to six months. The ordinance was a brainchild of Ald. Chris Taliaferro (29th), who introduced
it in May 2017 in response to what he saw while visiting a senior home in his ward. The Chicago City Council voted unanimously to approve the ordinance on May 25. During an April 24 meeting of the council’s Committee on Public Safety, the West Side aldermen in attendance expressed support for the idea, saying that seniors deserved special protection. At the same time, they acknowledged that laws alone
won’t solve the underlying issues that are responsible for crime and said that they planned to continue pushing for more jobs and educational opportunities on the West Side. Taliaferro has said in the past that his ordinance was inspired by seniors who told him that they did no go outside be-

Austin school gets new look
On June 6 and June 7, officials with the Cal Ripken, Sr. Foundation, UnitedHealthcare and CBS EcoMedia stopped by Austin College and Career Academy, 231 N. Pine Ave., to help renovate the school’s interior. On Wednesday, according to a joint statement the organizations released, volunteers were on hand to help “build a dance studio with mirrors and ballet bars; upgrade the school’s weight room with new equipment; clean and enhance the locker room by installing new cabinets and whiteboards; and clean and improve the garden by assembling new seating and adding new mulch.” On Thursday, volunteer workers unveiled the new fitness spaces to students and staff members, in addition to hosting a fitness and dance clinic, and preparing health dinners for students. The renovations are part of the Team8 Tour, “a national campaign aimed at encouraging young people across the country to make healthy choices, build character and learn critical life lessons that will inspire them to be catalysts for positive social change.” — Michael Romain

Possible Emmet school designs unveiled Westside Health Authority said the school’s redevelopment ultimately up to community

Ever since Westside Health Authority bought the former Emmet Elementary School building last winter, it has been quietly working with Austin Coming Together and Evanston-based Teska Associates architecture firm to figure out what to do with the property. During the recent Austin Quality of Life Plan Summit, held June 2 at 5101 W Harrison St., WHA and Teska Associates architecture firm presented two redevelopment options. The first option involves a mix of retail, light manufacturing, a public green space, job training and educational facilities, and live/work spaces for entrepreneurs and artists spread throughout the original Emmett building and a new addition. The second option included building a new art center and a space for a co-op grocery store and a restaurant on the currently empty portions of the land, and using the existing Emmet building for a youth center, job training facilities, health care facilities, a youth center, senior housing and a public meeting space. The officials involved emphasized that those ideas are far from final. They were still planning to hold multiple meetings to collect public input and continue to refine the vision. And while WHA hopes to use the building to provide some of its own services, it will defer to whatever the community decides, representatives with the nonprofit said. Robert Emmet Elementary School, which was located at 5500 W Madison Street, was one of the four Austin schools closed in the spring of 2013 as part of the last city-wide wave of school closings. Ald. Chris Taliaferro (29th) announced that WHA purchased the building during his March 7 community meeting. At the time, Morris Reed, the organization’s CEO, said that WHA was planning to
use some of the space and lease out the rest, but declined to elaborate beyond that. During the presentation portion of the Quality of Life planning summit, WHA Chief Operating Officer Quiwana Bell explained that her organization bought the building because she and the other officials were having discussions about what should happen to it. They agreed that, whatever happens, people of Austin should have control of it. And, since WHA had the money, it made sense for it to try to buy it. “Now that we have the land, we have to figure out how to develop it,” she said. “Central/Madison intersection is] smack dab in middle of the community. And it would be beacon of hope. People will say, ‘This is where the community can get together and get it accomplished.’” Scott Goldstein, the principal at Teska Associates, said that his organization, WHA and ACT held two meetings where area stakeholders discussed ideas for what they wanted to do with the site. One was held in February and one was held in March. The two options emerged from there. But both he and Bell emphasized that those are just early ideas and the organization involved were just beginning to collect input. Goldstein said that there would be public meetings later this year, which ACT is helping to organize. The summit was one of the meetings where they were collecting input. During the summit presentation, Bell asked the attendees what they wanted to see in the building. The suggestions included a senior center, workforce development services, services for homeless youth and health services. Following the presentation portion, the attendees had an opportunity to share their ideas with Goldstein, as well as to write ideas on post-it notes and put it next to the graphics. Bell emphasized that WHA will follow whatever the community ultimately decides. “We want this to be a community project, we want people to be part of it,” she said.

The disappearing red X
got a call the other day. An amateur photographer was working on a project involving buildings with red X’s on them. He had hopped in his car and drove around the South Side of Chicago where he lives and guess what? He couldn’t find any. So he gave me a call, figuring the West Side probably had a plethora of buildings with red X’s on them. Sorry, I told him. We don’t have a lot of buildings with red X’s on them anymore. The majority have been torn down. Some were actually rehabbed, like the yellow brick multiunit apartment building on Austin at Division. But the majority are gone. Now the West Side, and especially here in Austin, which at one time rarely had a lot of vacant land, has lots of vacant land. Anybody who believed the city was putting the red X’s on buildings to alert firemen about hazards, surely now has to wonder why those “hazards” are suddenly so hard to find. The city of Chicago is in the midst of a resurgence. Nothing better illustrates it than the current location of the Greyhound bus station. Years ago (1990), the bus station was moved from Randolph Street and Clark to a more desolate area near Jefferson and Harrison. The once-predominantly Warehouse District now has people living there, and plenty of shops down Canal Street to Roosevelt Road. The University of Illinois Chicago is expanding its base, including building
even more student dorms at Halsted and Harrison. As I sat in front of the Greyhound station, I wondered just how long some of the sleazier characters that station draws will be allowed to exist as the up-and-coming neighborhood takes over? When will Austin see a resurgence? And when that resurgence does eventually come, will the majority of African-American residents still be here? The only answer is to become a stakeholder in what happens within this community, and within the city. Bystanders never get what those who participate in the race get. Which is the prize. And the prize, right now, is land. Two major parcels of land on the West Side will greatly influence the future of Austin. The first is just off Chicago Avenue and Kostner. That’s where the proposed new police and fire training academy would be built. That proposed new facility would send a message that the neighborhood is going to be different! It would also spur a lot of investment. The other parcel is the old Brach candy site. Union Pacific Railroad purchased the property in March for $12.2 million dollars and without announcing its plans for the land (and just because the railroad didn’t announce what they are planning to do, trust me they have plans!). Pay attention, folks! All those red X’s came and left for a reason!

On May 31, a series of landmark ordinances were considered on the floor of the Chicago City Council, including one that would assist lower-income families in gentrified neighbors and one that would construct five new mental health facilities across the city. If this sounds like an odd about-face, that’s because the City Council members who took the floor last month were Chicago Public Schools students conducting a model City Council meeting. The meeting was part of the first Next Generation City Council simulation sponsored by City Clerk Anna M. Valencia. “Participating students were chosen by ‘running for office’ within their classrooms and were elected by their peers to represent one of 50 Aldermen, City Clerk and Mayor for the day,” officials with the clerk’s office said in a statement. Among those model council members were

eight students from Michele Clark Academic Prep Magnet School, 5101 W. Harrison St. Felicity Williams, a 17-year-old senior at Michele Clark, said that she was selected to participate in the model City Council because of her involvement in her civics class. “I was very active in my civics class in the first place,” she said. “I showed how I cared about my community, I showed that I really wanted to make a change, talked about gun violence, gentrification and how I felt like these issues affected me as well as my peers.” The experience, Williams said, was revelatory and “amazing.” “Honestly, before I got the chance to do this I didn’t feel that my voice was being

A local organization is planning an art fair in Austin and is seeking artists to participate in the event. “Austin has a wealth of discovered and undiscovered talented residents,” representatives with Redevelopment Management Resources, Inc., a nonprofit community revitalization organization. They said that “increased visibility, participation and support for art and culture in Austin” would “enrich the lives of all residents, enhance the livability of the community and contribute to the community’s economic revitalization.” In order to pull off the local art fairs, the organization is seeking artists who: ■ Live in Austin ■ Create original pieces of art ■ Seek more outlets for displaying and selling art ■ Advocate for more funding for the arts and artists

Richard Kohng, a pastor on the Near West Side, added that the “whole situation is another tragic reminder of why we need to both increase accountability and invest in restorative justice practices that involve our communities.” Monday’s press conference comes after the city tentatively settled a lawsuit with the Jones family on June 9. According to a June 11 Chicago Tribune report, attorneys with the city reached a proposed $16 million settlement with the Jones family, “among the largest ever for a shooting by Chicago police.” The settlement still needs to be approved by the City Council. A separate lawsuit filed by the family of LeGrier is still pending, with jury selection scheduled to take place on June 11. The 2015 shooting of LeGrier and Jones was among the most high profile policeinvolved shootings to take place after the court-ordered release of dashcam video footage showing Officer Jason Van Dyke shooting Laquan McDonald, a 17-year-old AfricanAmerican, in 2014. The video was released in November 2015. The shooting of Jones and LeGrier happened after police responded to a domestic disturbance call at the apartment unit above hers in the 4700 block of West Erie Street, where LeGrier was staying with his father while home from Northern Illinois University. At the request of LeGrier’s father, Jones had gone to the apartment’s entryway to answer the door for police officers who had responded to the father’s 911 call.
The teenaged LeGrier — a ward of the state who his biological mother said had mental or emotional issues — had reportedly been wielding a bat and threatening his father. Seconds after opening the door, Jones was shot once in the chest. Seconds later, the younger LeGrier was shot six times, according to police and Cook County State’s Attorney records. This past week two well-known people died by suicide: Anthony Bourdain and Kate Spade. A recent report by the Centers for Disease Control and Prevention found in 2016 that “54 percent of Americans who died by suicide had no known mental health illness.” The report goes on to highlight that suicide rates in every state have risen since 1999. Illinois alone has seen an increase of nearly 23 percent. It’s no secret that Illinois has also been struggling with budget issues that are directly affecting people’s access to mental healthcare. In a 2015 article Gov. Bruce Rauner was criticized for his proposed cuts to state fund-
ing of mental healthcare services. Those who work in the mental health profession also feel the budget constraints and restrictions on the ability to provide proper referrals and services. Wright Mills and his exploration of private troubles and public issues. Ultimately, what we face as individuals are intrinsically linked to the broader kaleidoscope of human emotions and experience. not single out a cause linked to race, religion, sexual orientation or economic status. The report did make note of relationship issues and financial struggles. And who is exempt from these? The data also concludes that “twothirds of gun-related American deaths are
suicides.” This is just relevant to mainstream America as it is that black child in Englewood, Austin or Woodlawn that silently cuts his or her wrists in attempts to relieve some mental anguish. It’s equally important to the school social worker who struggles to advocate for a safety plan when home is the primary source of
dysfunction. How about when kids are misdiagnosed or undiagnosed and pointed directly down to the prison to pipeline exchange? How is it that only 10 states mandate suicide prevention for training for health professionals? Why have Chicago Police only recently been mandated to take courses on how to deal with a person experiencing a mental health crisis? Stigma. We must address the stigma through education, conversation and inclusion. We cannot afford to be surprised by the status of the person that commits suicide. This problem belongs to all of us. Mom turns mourning into music
Poem by Alice Norris’ daughter, killed at 14 on West Side, was sung at June 10 YoYo Ma concert By MICHAEL ROMAIN Editor
Alice Norris, a longtime Oak Park resident, has become an expert in the art of turning her mourning into something sublime. Her daughter, 14-year-old Rolanda LaKeisha Marshall, was killed in 1993 while she sat inside of a fast food restaurant on the West Side, the accidental victim of a driveby shooting. “Rolanda had something to offer this world,” Norris told a Chicago Tribune reporter around the time her daughter — a gifted student with a perfect attendance record and artistic flair. “It was like a beautiful life taken for absolutely no reason. It wasn’t something she did. It is so senseless, so destructive.” Norris has emerged from that dark, chaotic period 25 years ago by attaching her daughter’s memory to purposeful pursuits. In 2014, she brought fabric from two of her daughter’s favorite outfits, which was
stitched into a quilt created by volunteers with the Mother’s Dream Quilt Project, an initiative sponsored by Moms Demand Action for Gun Sense in America. And on Sunday, June 10, a poem that Marshall wrote about her favorite color, purple, debuted as a song performed by Takesha Meshé Kizart, an American operatic soprano, in a concert that will also feature musicians from the Chicago Symphony Orchestra, the Civic Orchestra of Chicago, the Chicago Children’s Choir, and the worldrenowned cellist Yo-Yo Ma. “The color of love is purple; a royal color, a color that is loyal,” begins Marshall’s poem, which was printed in her obituary. The concert took place at St. Sabina Church on Chicago’s South Side. Officials with the Chicago Symphony Orchestra Association noted in a statement that the event, formally called Concert for Peace, was produced by the Negaunee Music Institute at the CSO “and marks an ongoing effort to deepen the [Chicago Symphony Orchestra Association’s] presence in and support of communities across the South Side of Chicago.” “Yo-Yo Ma came in last year and he did a concert at St. Sabina for people who lost their children to violence,” Norris said during a recent phone interview. “Back then, he decided that he and the CSO would write

songs for us.” Norris said the process involved sitting down with symphony members to figure out composition. She felt a special connection to Kizart, given how similar the soprano’s name is to her daughter’s middle name. As for the performance, Norris said she visited a recording studio recently where musicians are working to record the song for a CD. She described Kizart’s musical rendition of her daughter’s poem as “heartwrenching and touching.” “My daughter wrote that poem six months before she was killed,” Norris said. “She talked about love all the time, which is what I talk about all the time.” According to CSOA officials, the Concert for Peace was developed with guidance from Father Michael Pfleger, St. Sabina’s pastor, and “builds on the belief of [CSO music director Riccardo Muti] and Ma that art and music play a vital role in not only addressing, but helping to solve the serious issues that confront our society.” In a video conversation with Ma (who said “the worst thing that can happen to any parent is the loss of a child”), Pfleger explained that the concert will help parents of murdered children move from “the pain of my loss to the purpose of saving others. “This project is helping to heal them,” he said, “but it also helps them to celebrate

Tougher penalties from page 1 cause they were afraid of the drug dealers hanging out nearby. “It’s a common occurrence [the seniors] have to put up and deal with,” Taliaferro told the committee. “And one young man clearly had a gun.” Under the ordinance, if a person is convicted of having or selling an assault weapon or highcapacity firearm magazine extension, they would have to pay a fine of no less than $1,000 and no more than $5,000 (in addition to any other charges and penalties they’ve incurred). They would also need to spend no less than 120 days and no more than six months in jail. The penalties go up with every repeat offense. The ordinance also imposes penalties for illegally possessing a weapon laser sight, a silencer or a muffler, as well as less severe penalties for owning or selling a weapon that isn’t a firearm. During the Apirl 24 meeting, Talieferro told his colleagues that school safety zones and park safety zones showed that the concept could work. “We enjoyed the benefits [of] in front of school safety zones,” he said. ”We enjoyed decreased [crime] in those areas. We also enjoyed decreased crime in the park district.” Ald. Emma Mitts (37th) said that her ward experienced the same issue, so she fully supported the ordinance. “We should protect our seniors,” she said. “Who is it that’s going to protect the seniors if we don’t? I am wholeheartedly

said. “They don’t live downtown. You can say all things you want to say, but seniors are terrorized in their own communities. I know seniors who have to call [people], saying, ‘Can you watch me as I get in the car?’ The West Side is totally different from Gold Coast. [In] the Gold Coast, you don’t have to worry about that.” Burnett said that he sympathized with concerns that increasing penalties would increase the number of black youth in jail, which will increase the number of young people who would have trouble getting jobs once they are released. “It’s a challenge for us. We want to help those kids, save those kids,’ he said. “But at the same time, we want them to respect the people, respect their neighbors” One thing he wants to do, Burnett said, is to work with his colleagues to figure out a way “to make young folks know what the laws are” and make them realize that their bad behavior affects their mothers and grandmothers, too. “By the time they learn the law, they may get locked up,” he added. “We need to make sure they know what the laws are right now, so they can have [an understanding] – if they do this, this will happen.” Taliaferro said that he was well aware that law enforcement alone wouldn’t solve the problems that create crimes. “Each and every one of us are concerned that we provide educational opportunities as well, that we provide employment opportunities,” he said. “We know law enforcement ain’t going to be a cure-all, so we need to continue to push [for] educational opportunities and employment opportunities.” CONTACT: igorst3@hotmail.com
