City approves funding for training academy Opponents of the proposed facility say they will keep fighting By IGOR STUDENKOV Contributing Reporter

If there is one thing the supporters and opponents of the proposed West Garfield Park emergency services training center can agree on, it’s that the fight is far from over. During the special May 25 meeting, the Chicago City Council voted 39-2 to approve using $20 million of proceeds from the sale of the Elston Corridor public works facility to help finance the West Side training facility’s construction. West Side Aldermen Michael Scott (24th), Jason Ervin (28th), Chris Taliaferro (29th) and Emma Mitts (37th) — whose ward encompasses the proposed project — all voted for the measure. The vote came amidst vocal protests, as activists from Black Lives Matter, the #NoCopAcademy coalition and other organizations continued to argue that the estimated $95 million the city expects to spend training center would be better spent on education, mental health treatment and improving access to job opportunities. In an extensive phone interview last week, Lori Lightfoot, the attorney and former head of the Police Board, said that the first day of her formal campaign for Mayor of Chicago started on the West Side for a reason. She took a train from the Austin neighborhood and rode it downtown, where she

made her official announcement at the Hyatt Regency. According to recent government data that has generated headlines in publications like Chicago Magazine, the average resident of the Loop lives to be 85 years old while the average resident of West Garfield Park lives to be just 69. “I wanted to emphasize that traumatic statistic and talk about the lack of invest-

ment on the West Side and all over the city on a range of different issues,” Lightfoot said. Lightfoot launched into a litany of those issues contributing to that remarkable disparity — including the high unemployment rate, the high number of people on public assistance and the lack of viable

Austin Quality of Life plan enters final stretch A first draft of the comprehensive plan was presented during June 2 summit By IGOR STUDENKOV Contributing Reporter

Austin Coming Together coalition presented the first draft of the Austin Quality of Life Plan during the third and final community planning summit, which was held on June 2 at Michelle Clark High School, 5101 W. Harrison St. The plan is designed to provide a framework for future community development and investment based on what Austin residents want to see. ACT has been developing it for the past 16 months, holding two community summits to help narrow ideas, get feedback and gather ideas. The June 2 summit had a similar purpose, giving residents a chance to comment, ask questions and suggest ideas ACT may have missed. The organization will now take this feedback to develop the final version of the plan – which it expects to release by no later than October. Austin Coming Together is a coalition of a large number of Austin and west suburban businesses, congregations and community organizations — including this newspaper. During the first community summit in July 2017, residents’ ideas were split into several subject area groups. Working groups made up of volunteers then took on each group, developing and refining ideas. The ideas were further narrowed down during a summit in December 2016. The first draft, which is the culmination of those ideas, includes a range of recommendations across categories, including economic development, public safety, housing, education, health and civic engagement.

One of the most pressing areas of concern was public safety, which participants said affects all aspects of life on the West Side. The draft includes ideas designed to increase safety and improve quality of life through social improvements and beautification efforts. Ideas for improving public safety that made the first draft include implementing restorative justice practices, training local police officers in community engagement and mental health and establishing peer support groups for local youths. The plan also includes ideas for improving the parks and public spaces to make them feel like safe spaces for residents. Ald. Emma Mitts (37th), who attended last weekend’s summit, said that she found the draft promising and that it’s a necessary tool “so we can continue to work together. The alderman added that she believes that the plan will allow the community to capitalize on resources, bring in new investment and keep Austin thriving. Mitts also said that she was particularly pleased with parts that deal with helping Austin youth get opportunities and deal with trauma. “You have to deal with it, [but you need to know] that we are going to do what we can to help,” she said. “That’s what our community has always been about.” Theresa Jefferson, a West Side resident, said that it was good to see a plan that was truly driven by what the community wants. “It’s good to see people take ownership of their community and bring their ideas forward,” she said. “I think that [it will lead to] a greater community.” Temaka Williams said that she liked the plan’s focus on the “good things good people are doing great thing in the community. “Overall, I think this plan is comprehensive,” she added. “I like the fact that it includes the whole experience of the Austin community.” CONTACT: igorst3@hotmail.com

Residents debate police oversight ordinances During May 29, residents argue merits of two ideas for civilian oversight

The overwhelming consensus at the May 29 Chicago City Council Committee on Public Safety hearing was that the Chicago Police Department should have more oversight. Most residents who spoke, however, had different ideas about what that oversight should look like. The May 29 hearing, held at Westinghouse College Prep, 3223 W. Franklin Blvd., attracted between 80 to 90 residents and was one of three hearings held throughout the City of Chicago to discuss four different police reform ordinances that the committee is currently considering. The May 29 hearing was the only one held on the West Side. Everyone who spoke at the hearing supported either the ordinance advanced by the Grassroots Alliance for Police Accountability (GAPA) (referred to as “GAPA ordinance”) or the ordinance advanced by Chicago Alliance Against Racism and Political Repression (CAARPR) (also called the “CPAC ordinance”). Both ordinances would create an elected civilian council that would have some degree of oversight over CPD practices, discipline issues and hiring and firing of the police superintendent. A main difference is that the second ordinance has greater authority over most aspects of police operations. Supporters of the GAPA ordinance argued that their proposal is the only true grassroots proposal that emerged after two years of collecting input. Supporters of the CPAC ordinance argued that theirs is the only ordinance that gives civilians full control over the police. As of June 1, it is not clear when the committee will vote on any of the four ordinances, since no further meetings have been officially scheduled. The Grassroots Alliance is a coalition of community groups across Chicago, including Austin’s Westside Health Authority. According to its website, the alliance came together in the summer of 2016 in response to a recommendation by the Police Accountability Task Force that a civilian-run Community Safety Oversight Board be created to ensure the community has a say in what the police department looks like. The Grassroots Alliance organizers spent the next two years getting feedback from residents all over Chicago about the details of that oversight. The GAPA ordinance calls for the creation of the Community Commission for Public Safety and Accountability, which would made up of seven members elected for fouryear terms for no more than 12 years in total. The commission would have a role in selecting, evaluating and even terminating, the police superintendent.

DUE DILIGENCE: Residents and aldermen debate the merits and demerits of two police oversight ordinances during a May 29 hearing on the West Side. The GAPA ordinance would also create elected civilian three-member district councils, which would be established in every police district in order to build connections between the police and the community. The CPAC ordinance would create the Civilian Police Accountability Council to take over the functions of both the Civilian Office of Police Accountability and the Police Board. It would include 22 members, one from each police district, with their vote proportionate to the district’s population. They would be elected to four-year terms during regular Local School Council elections. Unlike the GAPA ordinance, the CPAC ordinance would give the council the sole authority to hire the superintendent, but the ordinance doesn’t mention anything about a superintendent’s termination. In addition to all the powers currently in the hands of COPA and the Police Board, CPAC would have the authority to review and approve the police department’s budget; discipline and fire police officers, and, if necessary, bring them to trial; and negotiate and approve police union contracts. The GAPA ordinance was introduced by Ald. Roderick Sawyer (6th), the current chair of the Chicago City Council’s Black Caucus. It currently has 17 additional sponsors, including Ald. Jason Ervin (28th) and Ald. Chris Taliaferro (29th). The CPAC ordinance was introduced by Ald. Carlos Ramirez-Rosa (35th) and currently has seven additional sponsors, including Ald. Emma Mitts (37th). All three aforementioned West Side aldermen attended the May 29 hearing, along with at least four other wards.

Nicole Jordan, a GAPA coordinator, argued that her group’s ordinance gives the community the voice it’s been lacking. “[CPD] policies are written outside the community and not necessarily with the community voice or input,” she said. “And we have lot of unmitigated consequences because of it. We also understand that the community members are [affected by] all policies and procedures that are put forth, because they are the ones being policed.” Fr. Larry Dowling, pastor of North Lawndale’s St. Agatha’s Parish, was one of the several faith leaders who spoke in support of the GAPA ordinance. “[A system] that’s so dysfunctional, so messed up, so abusive — to think that it could be healed from within is ridiculous,” he said. “We need to support GPACA, we need to support accountability that comes from [the community], which is elected in number of different ways.” Frank Chapman, a Chicago Alliance Against Racism field organizer, said that while CPAC ordinance supporters “were not here in debate with GAPA,” they believed that the GAPA ordinance doesn’t go far enough and that the CPAC ordinance is the only ordinance that would truly give Chicagoans the power to change the police department. “[The CPAC ordinance] is not about restoring trust, CPAC is not about just training and [body] cameras,” he said. Brenetta Howell Barrett, a longtime West Side political activist, and a member of the Chicago Alliance Against Racism’s CPAC Steering Committee, reinforced Chapman’s argument, saying that CPAC is the most democratic, representative option on the table. “With CPAC, it is a vote that counts, because that is [the only] body representing a single police district in each seat,” she said. While most speakers stuck to their positions, with a few CPAC supporters taking shots at the GAPA ordinance, some, like Keith Kelley, a youth worker from Garfield Park, attempted to find a middle ground. “I would actually prefer a hybrid of GAPA and CPAC, because they both have merits,” he said. Antonio “Tonii” Magitt, of Washington Park, argued that the two sides should work together to get something passed, since having some civilian oversight body is better than the current situation. Xavier Love, a West Side resident, said that whatever oversight arrangement is voted on, police misconduct needs to be addressed — not just for the sake of civilians, but for the sake of officers who are honestly trying to do the right thing. Focus on progress, not excuses

rowing up, one of my favorite things to do was read the Letters to the Editor in Ebony magazine. Oftentimes, those letters would be critical of John H. Johnson, publisher and owner of the magazine. The turbulent ’60s were going on, and people were critical of the stories and especially the focus that Ebony took. I remember one response where Mr. Johnson said he was more interested in concentrating on the achievements blacks were making than anything else. At the time, I didn’t understand his response. But years later I do. You see, we have a variety of gatekeepers in the black community. Their job is to make sure that black people remain in whatever situation we’re in. Some gatekeepers focus on controlling the economics that black people obtain. Others are the thought police, who want us to think a certain way and have issues with us when we don’t. One of the things I have found myself doing over the past couple of years is not focusing so much on the woe out here. It’s true that many of the problems facing the black community are overwhelming. At the same time, we are also making progress. When a decision has to be made about which direction to go, focusing on the woe or highlighting the positive, I choose the

latter. Some of the strides we are making are huge. Other strides are small. But each pushes us forward. When I do focus on the woes, that’s when the gatekeeper show up to make excuses. Racism, white privilege, and white supremacy are genuine. But there has to be a very delicate balance between utilizing them as reasons and having them turn into excuses. The “fine line” difference is what we black people can control versus what we cannot. We can create our own economy. We can create our own employment. We can value education as a stepping stone to the enrichment of our minds. What we cannot do is make/accept/use any and all excuses for not making progress. With a majority of all people now owning a smartphone and having access to the internet, there is so much knowledge available. The internet has created economics. The internet has generated opportunities for both employment and entrepreneurship. In the spirit of John H. Johnson and Sankofa, let’s move forward while recognizing our past. Let’s focus on the achievements we are making and have made. Let’s push open those gates and run over the gatekeepers. Our progress should not be determined by anyone other than ourselves.

West Side students inspire an author Mari Barnes’ author to write book called ‘The Magnificent Classroom’ By MICHAEL ROMAIN Editor

Third grade students at Ella Flagg Young Elementary School, 1434 N. Parkside Ave., were delighted with a visit on June 1 by Mari Barnes. Barnes, the co-founder of Adventures in Reading, visited the students last year. Back then, they gave her some homework — create a story about everything the students wanted in what they called “The Magnificent Classroom.” Barnes didn’t disappointed last Friday when she returned with a completed book, ready for the students to read. The author wrote the book under her pen name, Mari Lumpkin, and the title was published by her Flying Turtle Publishing House. “I can’t imagine my life without reading and I am always looking for opportunities to share the magic and excitement of books with children any way I can,” Barnes said. “This is the first time I’ve done this, but if creating this book based on these students’ interests in mystery and adventure is one way I can help them catch the reading bug, I’m game.” Barnes said that the students wanted “a story that included students disappearing one by one, being locked in the building, ghosts and things flying through the air. On the proposed emergency training facility in West Garfield Park Lightfoot said that she understands the need for the facility and for police officers to be training in “constitutional policing,” but that the way the city is approaching the project is “ill-conceived.” “When you say, ‘I’m going to invest $100 million in policing,’ without saying, ‘I’m going to make other investments across the city for neighborhoods in need on this and this issue,’ it creates an ‘us versus them’ mentality.” Lightfoot said that the activists behind #NoCopAcademy have legitimate concerns and may feel that “the mayor has not heard their voices” by investing $100 million in a police department that the activists “feel, to put it bluntly, has been against them on a number of different fronts.” Lightfoot added that the city’s approach fits a pattern endemic within the administration of Mayor Rahm Emanuel — top-down and technocratic rather than bottom-up and

based on grassroots community organizing and coalition-building. Cops get closer to community with fun event

The 25th District held its annual Faith in Action Night on May 25 By IGOR STUDENKOV Contributing Reporter

It was about mid-way through the 25th Police District Faith in Action Night event at La Follette Park, 1333 N. Laramie, when two young girls came up to the table where police officers were giving hot dogs and treats. One of the girls was clearly upset. “What’s wrong?” asked Officer Anna Glutova. The girl looked away shyly, but her sister filled the officer in. They were playing beanbag toss and one of the beanbags accidentally hit her in the face. Glutova came up from behind the table, knelt in front of the hurt girl and tried to comfort her. Later, she would let the sisters sit in the police car parked nearby, touch the steering wheel and even turn on the siren. Those are the kind of positive interactions 25th District officers were hoping for. The May 25 event was just one of the several Faith in Action events held throughout Chicago ahead of the Memorial Day weekend in order to improve the relationships between police and the community. The officers said that they were pleased

with how it turned out. And the residents who spoke to Austin Weekly News said that it was a step in the right direction. They wished the police would do more events like this and interact with the community more. According to Sgt. Thomas Cotter, the 25th District has been doing Faith in Action events ahead of the Memorial Day weekend for the past 12 years. This year, they set up shop behind La Follette Park’s field house. Officers handed out hot dogs, chips and cupcakes. Kids could play beanbag toss, with officers organizing teams — sometimes participating and sometimes letting kids play on their own. Cotter said that the event was designed to start Memorial Day weekend on a peaceful note, allow officers and residents to connect with each other and make kids and adults “less afraid” of the police. Regina Holloway is part of New York University School of Law’s Policing Project. Their Chicago Community Engagement Initiative works with several police districts, including the 25th District, to ensure that residents have some input in the districts’ priorities and strategies, and ensure that both sides work together to provide “safety and equality.” “This event is wonderful,” Holloway said. “Look at all the kids and all of the officers engaged with the community. It’s wonderful. They’re showing a true spirit of service in the community.” Markwell Mooney, a West Side poet and DJ, was one of the several residents who stopped

He said that he thought Faith in Action was a great idea, because it gave the police an opportunity to get to know the people they are supposed to serve in a peaceful setting. “[The police officers] need to get in touch with the community and see what’s [going on],” Mooney said. “When they get a rapport with the community, they know who the neighbors are, how to interact with us. The community — that’s the number one thing. We need to have a good camaraderie with each other.”

Darlene Williams said that she wants to see police districts conduct similar events like Faith in Action more often. “[Events like Faith in Action] will not only cause crime to go down, but they will help the kids feel safer as well, especially in the park,” she said. “They don’t need to worry about no shootings.
