Much of West Side now ‘Opportunity Zone’
The federal status eases taxes on investment in zones, but it has critics By MICHAEL ROMAIN Editor
Much of the West Side is now a federally designated Opportunity Zone, which makes new investment created in the area eligible for preferential capital gains tax treatment. The zones, created through the Federal Tax Cuts and Jobs Act of 2017, are designed to “spur economic development and job creation in distressed communities,” according to the IRS. Illinois Gov. Bruce Rauner announced on May 18 that 327 census tracts across 85 counties in the state had been officially designated by the U.S. Treasury Department as Opportunity Zones. Governors across the country had until March 21 to submit to the U.S. Treasury Department a list of communities they had selected to nominate to become Opportunity Zones in their states. The volume of nominations was limited to 25 percent of the total amount of low-income communities within the states. According to the IRS, Opportunity Zones give a range of tax benefits to investors who put their money in a Qualified Opportunity Fund — a vehicle designed for investing in Opportunity Zones. “First, investors can defer tax on any prior gains until the earlier of the date on which an investment is sold or exchanged, or December 31, 2026, so long as the gain is reinvested in a Qualified Opportunity See OPPORTUNITY ZONES on page 9

It’s a striking visual — a neat garden with a statue of Jesus weeping over a bulletridden body right in the center of it. The garden is the new addition to the Father Augustus Tolton Peace Center, a community service center operated by Catholic Charities of the Archdiocese of Chicago and located at 5645 W. Corcoran Place, inside the
former ABC Bank building. Both the center and the garden are part of the Catholic Charities’ mission to address the root causes of violence and the trauma associated with it. Christine Richardson, the regional director of community relations for Catholic Charities and the center’s head of outreach, said that the garden was meant to be a place for quiet contemplation and healing. Although the center has been operational
since November, the garden didn’t officially open until May 24. During a short ceremony that day, Cardinal Blase Cupich, the Archbishop of Chicago, blessed both the garden and the center. Cupich and other Catholic Charities officials said that the center is named after Augustus Tolton, a former slave and the first African American to be ordained a Catho-

Tolton originally ministered in Quincy before moving to Chicago’s South Side, where he became the face of Catholic Charity’s philanthropic efforts. Tolton died at 43 of a heat stroke during a heat wave that swept through the city in 1897. The center provides a range of services designed to address residents’ basic needs, such as help with getting food, employment, housing and financial assistance. It also offers a number of programs that address mental health and trauma, including treatment for youth and adults who survived abuse, suicide prevention, restorative justice services and a violence prevention program. As trains rumbled nearby, Cupich told the crowd that the center was a product of the archdiocese’s push to address the root causes of violence. “We know that people who were hurt don’t necessarily respond in appropriate ways,” he said. “We want to give them those resources.” The cardinal added that the center is also a way to reaffirm the church’s commitment to the people of Austin. “The center is a statement that the Catholic Church and Catholic Charities want to walk with people,” he said. “[We want to] make a difference, to tell people in the neighborhood – we are here with you, and we’re here to stay.” When asked about the peace garden statue and the potential implications of its imagery, Cupich said that it evokes the many Bib-

Austin church continues scholarship tradition

For the 44th consecutive year, Third Unitarian Church and its Austin scholarship committee has awarded scholarships to high school graduates in Austin, bringing the total students honored to more than 500 since 1974. Choosing from about 40 eligible applicants, the scholarship committee selected 20 students to each receive a $1,000 scholarship. Scholarships are funded by donations from Third Unitarian, Winnetka Congregational Church, Unity Temple Unitarian Church, the Unitarian Church of Hinsdale and four private donors. Students received the scholarships during a ceremony May 20 at Third Unitarian. Jadan Smith, a Westinghouse High School graduate and scholarship recipient, said he first heard about the scholarship through his school newspaper. Smith said he was nervous about applying because many of his classmates were doing the same but wanted to pursue the opportunity. “When I saw the letter that I received it it was really exciting because at the time I was getting declined letters from multiple scholarships,” Smith said. “It was discouraging at first, but I kept with it and this is the first one I have actually received.” Smith’s mother, Latoya Gross, said the scholarship will help her son with his student loans as he majors in agricultural finance at the University of Illinois-Urbana. “It means financial relief,” Gross said. “I was worried about him having student loan debt after college, and I didn’t want him to be concerned with that, so when I found out he went to the interview and actually got it, gratefulness rang in my heart.” Randel Josserand, chief of schools for

He said one of the great things about the scholarship program is that it’s more than an application and award; it comes with community support. “The people involved live in our community,” Josserand said. “They’re out in our schools talking to our youth about opportunities and how they can pursue a postsecondary degree. It’s not just a scholarship application that gets filled out and a committee makes a decision; this is a group that follows the kids and continues to support them throughout college.” Students are awarded half of the scholarship when they are accepted to a college and receive the second half after enrolling in their second semester. Maniotis said the committee works closely with students to ensure students are financially prepared to pay their tuition. “We want to make sure they are planning correctly so that they don’t drop out because they don’t have enough money to get through the first semester,” Maniotis said. “But most of them are really thinking about the funds needed; they are planning ahead and making back-up plans.” Maniotis said this was the first year that applications were accepted only from Chicago Public Schools; in previous years, charter and private school students were eligible, too. “The founders originally set the program up for Austin high schools, and it has expanded to other schools in the Austin area,” Maniotis said. “When charters came in there was a feeling that we are kind of ignoring the students who could really use some help – (those) at CPS schools.” Looking back at more more than four decades of scholarships, 91-year-old committee chair Roberta Wilson said she’s pleased to see how much the program has grown since

In the early years , Wilson said the scholarships were only $250 per student, and there were fewer recipients. “I just believe in education because I didn’t have the opportunity that the kids have today,” Wilson said. “I went to a one-room schoolhouse down South, down in Georgia, and I don’t know how the teacher taught kindergarten through 12th grade in that single room.” At Sunday’s ceremony, Wilson said she’s already looking for ways to raise money for next year’s scholarships and hopes the program continues to grow. Turning from collector to artisan
was browsing an online auction website the first time I ever saw a Jamaican doll figurine. She was bronzecolored and absolutely gorgeous. Often when we get African-themed, or black accessories for the home, they’re made in China. So it was fabulous to find something made by an artisan from this side of the world. What most attracted me to the first piece, was that she had an elegant appeal. Her facial features were black and not just a darker version of a white figurine. Over the years, my collection has grown from that first figurine to about 20. The last three arrived about a month ago. When I saw the box, I knew I was in trouble. It was kind of small to have three wrapped figurines inside. It also rattled. That wasn’t a good sign either. Opening the box, I discovered what I didn’t want to see. Of the three figurines that I had purchased, two were broken. One had broken right in the middle. So that one would be easy to glue back together. But the other one, had broken into a number of pieces. Thankfully, they weren’t small pieces. But the question became, would I be able to save it? My first course of action was to browse the internet looking for a video about how to repair the broken pieces. And I found one that was very appropriate by Ron Hazelton, the famous home-repair guy. What was most interesting was his use of a wood filler product. He mixed the con-
coction and then used it to fill in for the missing pieces for a cookie jar. I would need that because the head wrap for one of the pieces had broken into a number of pieces. So just like in the tutorial video I had watched, I would need to fill in the hole with the wood filler product, allow it to set, then sculpt it to match the original shape. I took on the challenge with trepidation. Because the doll is made out of clay, it is hard but also a fragile piece. So it was a slow go of gluing one piece for the dress together to the main portion and letting it dry before attempting to glue a second and third piece. Just like in the video, I used a quick setting epoxy glue. That stuff only gives you about a minute to work with it before it hardens. But I only mix small portions together at a time, so I had just enough to use for the part of the doll I was working on. It took me several days to get it all put back together. But I did it. I knew I was a true craftsperson because when I went to get paint to repaint the dress, I only had to go to my craft cabinet where I have a plethora of acrylic paints. Rather than try to match the original dress color, I painted over the entire thing. Then I added a broad stripe of green paint similar to the way the dress was designed to begin with. The only difference was my stripe covered the area of the dress that had been glued together. Here’s a photo. The repaired figurine is on the far left.

Officials break ground on peace garden for vets
The Austin Veterans Peace Garden should be complete by November By IGOR STUDENKOV Contributing Reporter
As the weather warmed up ahead of the Memorial Day weekend, Austin residents, elected officials and soldiers from a local U.S. Army recruiting post gathered at the lot on 5413 W. Madison St. for a groundbreaking of the forthcoming Austin Veterans Peace Garden. The May 24 event was a culmination of almost two years of collaboration between the South Austin Neighborhood Association (SANA); Ald. Chris Taliaferro (29th); Cook County Commissioner Richard Boykin (1st); NeighborSpace, a nonprofit that provides community garden; and design firm Christy Webber Landscapes. The officials envision the garden as a place of peace and contemplation and a place to honor Austin veterans. The garden is expected to be finished by early November 2018, just in time to have a grand opening on Veterans Day. The garden grew out of discussion with local seniors, who felt that Austin didn’t have
much to offer for local veterans. That year, Taliaferro held the first wardwide participatory budgeting vote, where residents got a chance to weigh in on how he should spend $700,000 in “aldermanic menu” funds, which are allocated for infrastructure-related projects. One of the projects that got approved was a series of three community gardens — one on the south third of the ward, one in the middle and one in the north third portion of the ward. As Taliaferro, who is a veteran himself, explained during the groundbreaking, SANA approached him about using the south community garden funds for the Veterans Peace Garden, and he liked the idea. In 2017, SANA teamed up with NeighborSpace, an East Garfield Park-based nonprofit that helps community groups build community gardens by buying property and handling logistics like securing water and buying insurance. Christy Webber Landscapes, which is based in the industrial area near Humboldt Park/East Garfield Park border, helped SANA refine the design. According to Tiffany Danielle, the company’s design principal, it was very much a collaborative process.

Rauner said that the creation of the new Opportunity Zones “is a really exciting opportunity for communities throughout Illinois,” adding that the zones “include some of the most underserved areas of the state that have the greatest potential for improvement.” Rauner also noted that the zones “present an opportunity for private, taxfree investment in low-income areas with economic need, benefiting residents living in the zones and private investors.” In a statement released in April, U.S. Treasury Secretary Steven T. Mnuchin said that he was “very excited about the prospects for Opportunity Zones. “Attracting needed private investment into these low-income communities will lead to their economic revitalization, and ensure economic growth is experienced throughout the nation,” he said. But some economic experts aren’t entirely sold on Opportunity Zones.
Adam Looney, an economic studies senior fellow at the Urban-Brookings Tax Policy Center, a nonpartisan but progressive-leaning Washington, D.C. think tank, doesn’t buy into the hype. Looney,writinginaFebruary article,pointedout Opportunity Zones present the “risk that instead of helping residents of poor neighborhoods, the tax break will end up displacing them or simply provide benefits to developers investing in already-gentrifying areas.” Before arguing that the evidence that place-based policies like Opportunity Zones tax breaks is “inconclusive,” Looney wrote that the place-based policy with the “best proven record” are Empowerment Zones, which “focused on people and local services not just capital investments.” And Megan Schrader, a columnist for The Denver Post, wrote in December that “the provision included in the GOP tax bill, known as ‘qualified opportunity zones,’ will open up yet another loophole in the U.S. tax code ripe for abuse by tax avoiders and evaders who have no intent to comply with the spirit of the law.” Schrader argued that, despite their worthy intentions, the Opportunity Zones appeared to be another tax “loophole” that will allow “financial institutions setting up qualified opportunity funds to market to their wealthy clients near retirement as a safe place to park their money tax-deferred in a slowgrowing market for 10 years.
