West Side leaders blast ‘Nothingcare’

The GOP’s plan to repeal and replace Obamacare draws ire of Congressman Davis, Jesse Jackson By MICHAEL ROMAIN Editor

Several years ago, a sudden, “catastrophic” diagnosis of end-stage renal disease forced Monica Fox to stop working. “I spent three years on dialysis — three days, four hours at a time,” said Fox, who received a kidney transplant five months ago, a gift she attributed to the Affordable Care Act. Fox spoke at a May 5 press conference convened by U.S. Rep. Danny K. Davis (7th), Rev. Jesse Jackson and other lawmakers, healthcare providers and union officials one day after the House Republicans narrowly passed a bill designed to repeal and replace the ACA, popularly known as Obamacare. Fox and others who spoke at the press conference variously called the Republican plan “Trump-care,” “Trump-don’t-care” and “Nothing-care.” “The ACA made it possible for me to have the proper insurance I need,” said Fox, who lives in the south suburbs. “While I have been unable to work, I’m getting to the point of going back to work. If [the Republican plan] goes into effect, I will be faced with devastating news that i have a pre-existing condition that may not be covered by my employer’s insurance,” she said. “That’s disgusting and whoever thinks that’s a good idea is sick.” The Republican plan, which passed 217 to 213 on a party-line vote, now makes its way to the Senate, where many Democratic and Republican lawmakers, including Davis, believe it’s likely to either die from lack of support or be completely overhauled. The House bill that passed Thursday is the Republican Party’s second attempt to repeal and replace the ACA since President Donald Trump’s inauguration. Both attempts have generated considerable popular backlash. According to a Quinnipiac University Na-

Camille Lilly and other lawmakers and community leaders during a press conference last Friday at Loretto Hospital in Austin. tional Poll released in March, voters in the U.S. oppose the GOP health plan by a 3 to 1 margin. “Disapproval of the Republican plan is 56 22 percent among men, 56 - 13 percent among women, 54 - 20 percent among white voters, 64 - 10 percent among non-white voters, 80 3 percent among Democrats, 58 - 14 percent

among independent voters and by margins of 2-1 or more in every age group,” reads a statement released by Quinnipiac in March. According to the nonpartisan Congressional Budget Office, the first version of the Republican bill, which failed to come to a vote, would take away health insurance from 24 million Americans within 10 years, cut fed-

eral funding of Planned Parenthood and it could spell the end of Medicaid expansion, a provision of the ACA which allowed millions of low-income Americans to receive health coverage, among other possible consequences. See OBAMACARE REPEAL on page 4

Chris Burton, from gang leader to mentor During a May 19 rally at the corner of West Corcoran Place and Central Avenue, I spoke to Min. Chris Burton, a mentor and head of his own prison ministry. Burton is also the vice president of Jehovah Jireh #1 Outreach Ministry, which focuses on flooding places on the West and South Sides with positive vibes, often in the aftermath of violence. As I child, I was subjected to drugs and alcohol. My mentors were pimps, players, dope fiends and gangbangers. At 10 years old, I got recruited into a gang. At 16, I became a gang leader. I was a minister of the Four Corner Hustlers for over 20 years. That life led me to prison. In prison, I got it turned around. I began to mentor right there in prison. I began to chair self-help groups. I got out in 1997. In 2001, I started working with the Agape Youth Center, where I became a mentor and I’ve been mentoring ever since. come out too. OBAMACARE REPEAL ‘Devastating’ from page 1 During last Friday’s press conference, Jackson and others didn’t mince words when talking about the Republican plan’s potential effects on the lives of poor, elderly, disabled and minority Americans. “In Illinois, 37 percent of the children receive coverage through Medicaid. There are 649,000 Illinoisans enrolled under ACA and this bill is designed … cut that out and replace it with Trumpcare, Nothingcare,” Davis said. “Implementation of the Republican bill

will lead to loss of coverage for 24 million people nationwide. Overall, 44,269 Illinois residents covered under the ACA and [more than 252,000] are covered under expanded Medicaid, which will be in danger in Illinois.” “This is a shame, an international disgrace,” said Jackson, who also said that the attempt to repeal the ACA marked “the unraveling of our democracy.” State Rep. Camille Lilly (78th), who is also Loretto’s vice president for external affairs and development, said that the repeal of the ACA will “harm our local community here in Austin and on the West Side. It will devastate us.” Lilly referenced a bill she introduced that allows felons returning home from prison to get signed up with the ACA 45 days before their scheduled release.

“This is literally a life and death situation. There’s no reason in today’s age we have children who will die because of something preventative. When we say it affects all of us, it affects even our unborn children.” MELANIE MCQUEEN Oak Park resident

Loretto’s CEO and chief medical officer, Dr. Sonia Mehta, said that a possible repeal of ACA would “negatively impact our ability to take care of our communities.” Mehta said that 85 percent of Loretto’s patients are enrolled in either Medicare or Medicaid. Oak Park resident Melanie McQueen said that the bill will put children with preexist-

ing conditions in danger. “This is literally a life and death situation,” she said. “There’s no reason in today’s age we have children who will die because of something preventative. When we say it affects all of us, it affects even our unborn children.” CONTACT: michael@austinweeklynews.com

CROP walk fundraiser against hunger returns to Austin The annual event wound through the West Side for the third straight year

By TERRY DEAN AustinTalks

A charity fundraising event to fight worldwide hunger returned to Austin for a third straight year. Last Sunday, the annual Chicago-area CROP Walk celebrated its 34th year. This year’s five-mile route – and shorter threemile alternative – began and ended in Oak Park while traveling through Austin; Third Unitarian Church was among the rest stops. The event, sponsored by churches in Oak Park, River Forest and Forest Park, raises money for food pantries in the city and west suburbs. The CROP Walk dates back to the 1960s, when local congregations across the country began hosting w a l k a t h o n fundraisers to fight hunger worldwide. JOANNE DESPOTES The Chicago-area CROP Walk co-chair event has raised about $1.4 million since its inception, including roughly $72,000 last year. This year’s tally has already reached $27,000 from donors sponsoring a walker, with minimum donations starting at $25. “This just shows how one person can make an impact on hunger in just this one day commitment to walk,” said Martin Colchamiro, co-chair of Hunger Walkathon West, the event’s sponsor. The faith-based organization currently supports nine Chicago-area food pantries, including Austin’s Pine Avenue United Church. The Austin neighborhood was also included on the route in the event’s earlier years.

“We’re not just helping people locally, but we’re fighting hunger all over the world.”

WALK AGAINST HUNGER: Participants in last year’s CROP Walk crossing Harlem in Oak Park. With the route slightly changing every few years, Austin was included again in 2015, said Joanne Despotes, the event’s co-chair who’s been involved with the walk since the beginning. The CROP Walk is among the programs run by Church World Service, a network

of U.S. denominations. The organization’s “Christian Oversees Rural Program” began in the 1940s to “feed the hungry and shelter the homeless,” according to its website. It has since evolved into the CROP Walk fundraiser. Church World Service’s receives the

bulk of money raised for its anti-hunger programs with 25 percent going to local food pantries. About $18,000 from last year’s Chicago walk went to local agencies. “We’re not just helping people locally, but we’re fighting hunger all over the world,” Despotes said.

Despite controversy, ‘Dear White People’ is a nuanced success The TV show is full of irony and insight into race in America By ROBERT FELTON Contributor

“Dear White People” is the latest successful television series based on a critically acclaimed film. After “Fargo,” “Bates Motel” and “Wet Hot American Summer,” just to name a few, it manages to do what those shows did so well: expand on the ideas and themes of its source material, while staying true to the feel of the films. Before it even premiered, the show had already been the focus on controversy, with some people accusing the show of “reverse racism.” These criticisms come from individuals who probably have yet to watch the show and therefore are unaware of how fairminded it is in its exploration of race, identity and culture. It is as willing to point out the failings of its black characters as it is its white characters. That honesty is what makes it so pivotal. “People,” based on the 2014 Justin Simiendirected comedy (and in fact, Simien serves as writer and director of the first two episodes of the season), is set on the campus of Ivy League school Winchester (modeled after Harvard). There are several multiracial social factions within the school that gather together to discuss opinions and theories about matters or race and class. One student, Sam (Logan Browning), hosts a satirical radio show titled, “Dear White People,” in which she offers commentary on issues of race and biting explorations of police brutality and the black community. When white student editors at a rival satirical site named Pastiche hosts a black-face party, Sam uses her show to demand punishment for the individuals who participated in it. Most of the events of the first five of the season’s 10 episodes focus on this party and the eventual its eventual consequences. The show employs a very clever motif of having each episode focus primarily on a single main character, so that we can see the incident from their prospective. Now, this isn’t a new technique — it was first famously used in the classic Japanese film “Rashomon” in 1950. But it is a great technique to use for this show, because of the deeply personal nature of racism and how everyone is indeed impacted by it in different ways. Lionel (DeRon Horton) is a reporter for a campus publication who becomes involved in the ensuing events following the infamous black-face party after he writes followup stories about it that deeply divide both students and his editorial staff. Lionel is a terrific character. Wide-eyed, bespectacled and faced with the realization that he is gay.

He is the emotional center of the series. Lionel has a crush on his callow, hunky roommate Troy Fairbanks (Brandon P. Bell), who aspires to ride his father’s coattails to head of the student union. He is described as a “legacy kid” whose father, Dean Fairbanks (Obba Babatunde), constantly applies pressure on him to gain acceptance from the social elites who have influence within the school. Reggie (Marque Richardson) is one of the leaders of a black student union who looks to shine a light on the racist undercurrents throughout the campus in all of its forms. Similar to Sam, he also willing to call out both white racists and blacks complicit to prejudice behaviors among the student body. One of the season’s great inside jokes is Reggie’s goal of launching an app that allows students to vote on whether certain students are “woke” (i.e. willing to address racial matters) or “unwoke.” “According to the app, I’m the fourth most woke person on this campus,” Reggie declares. “I’m only a few protests away from that top spot!” One of the strengths of the series is the quantum leap in the quality of the writing compared to the 2014 film. The film, while it had some clever social commentary, felt a bit shoe-horned into a clichéd romantic subplot that did not mesh well with the more biting elements of its satire. The series allows the characters to be fully explored and for the social observations room to breathe. The show has moments of deep insight as in “Chapter V” when a discussion about race devolves into a tense standoff between an armed campus police officer and an unarmed black student. The ending of that episode and the aftermath of its events in the next one, reflect the show’s ability to fairly consider the differences in how actions are interpreted depending on one’s personal point-of-view and how race and circumstances can often shape them. Harrowing moments like this are blended with often hilarious vignettes involving references to films like Spike Lee’s “Do the Right Thing” and Ingmar Bergman’s “Persona,” which add credence to the show’s intellectual pretensions. I also enjoyed the television promo of the Iyanla Vanzant-inspired motivational speaker, which was “banned from Yelp after she used too many expletives in her review of the “Children’s Theater.” If the show has any weaknesses, I would argue that at times, the satire can be a bit preachy and lack the nuance that make most of its scenes so effective. Nevertheless, “Dear White People” is a fun, engaging series that, despite its freshman year missteps, has enough fresh, crackling humor and thoughtful social commentary that I’m excited to see where the series goes from here. I’m looking forward to discovering more when school will be back in session. CONTACT: cherrycoke_duck@yahoo.com

Allegations of sexual assault are serious Grand Opening!

W

hen I was in my early 20s, I worked from five until midnight. I lived on the near North Side in an apartment complex that is two city blocks long. I can still remember the soft rustle of somebody running in the grass in an attempt to surprise attack me from behind. I turned just in time to face a young man holding a knife out towards me. “Don’t scream!” He said. I promptly did. A neighbor heard my scream and shouted out his window. My potential attacker got scared and ran away. The second time I had gone out with a girlfriend to a nightclub on the South Side. My friend wanted to hook up with a guy from the club so she convinced me that the guy’s friend would drive me to my sister’s house. Instead, the young man took me to the lakefront where he attempted to assault me in the car. I wasn’t having it. I managed to escape to a friend’s building and buzz his apartment. Thankfully he was home and let me in. I have been fortunate in that I have only been the victim of attempted sexual assaults. But I take seriously the trauma that such an event can leave in a woman’s memory. So when I hear of a woman who professes that she has been sexually assaulted, my empathy and sympathy are with her. Her attacker is manure and deserving of every penalty that this society can place on him. Lately though, we are hearing stories of rapes and attacks that turn out to be complete lies. Like the one about the school girl in Rockville, Maryland who claimed two boys raped her. The boys are in this country illegally and back in March of this year the story made headline news. After an investigation, it was just announced that the girl lied. The sex, based on the evidence they found, was an agreed-upon encounter. Several weeks ago, an Uber driver had enough sense to use his phone to record a young female passenger who was upset when he didn’t have a phone charger she could borrow. As the female ranted and raved, she also decided to add in that she would scream rape and have the driver arrested. That video went viral, but nothing was said about finding and arresting the young woman for making the threat. In Chicago, we did have such a case. Maxime Fohounhedo, an Uber driver, was arrested and charged with raping his female passenger, based on her accusations. He spent four

months in Cook County Jail (his bail was a half million dollars) before the police and prosecutors let him go because he had an audio recording. The recording disputed the woman’s version of the events that took place in his car prior to their liaison. Who can forget Mohammad Hossain, the UIC student who was charged with what was termed the “Fifty Shades of Grey” rape? His “friends with benefits” classmate allowed herself to be bound and blindfolded like the character in the movie. Hossain took pictures of her naked and partially dressed and sent them to his friends in private messages. He was arrested and charged twice. In each case, the charges were dismissed. I don’t know if situations like what I described are occurring more often. I do know that some colleges are promoting the notion that “sexual regret” is “sexual assault.” That kind of notion is allowing some women to change their minds after the fact and claim the latter. For college men, there is a landmark lawsuit titled, “Doe v. Washington & Lee Univ., 2015 U.S. Dist. LEXIS 102426 (W.D. Va. 2015).” In it, the judge ruled, “When a college promotes the idea that a woman’s post-intercourse regret is tantamount to rape, it manufactures a climate of gender discrimination against male students that can “railroad” [the court’s word] the innocent who are wrongly accused of sex offenses.” It’s good that college campuses are offering wrongly accused men some protection, but we also need the same for the average man. I believe it should be a felony to lie about a sexual assault or harassment. We should also have a nationwide database of women’s names just like we have one for sexual predators who make such false accusations. A false rape/harassment charge can ruin a man’s life and those willing to make such false charges should know that they too have a price to pay.

Today’s heroin epidemic similar to 80’s-era HIV/AIDS scourge By MICHAEL ROMAIN

A

Editor

t our last West Side Heroin Task Force town hall meeting held at Malcolm X College on April 18th, we heard from experts and leaders in the effort to save lives in the current heroin epidemic. Dr. Nirav Shah, director of the Illinois Department of Public Health, made several excellent points that bear repeating: Shah noted that last year in Illinois, more people died from an opioid drug overdose (due to heroin and prescription opioid pain relievers) than the number of people who died due to all gun-related causes (including homicide, suicide and accidental shootings). He also noted that more people died from an opioid drug overdose than in motor vehicle accidents. The scope of the problem is huge. Shah also drew the comparison between the current opioid or heroin epidemic and the early days of the HIV/AIDS epidemic in the 1980s and 90s.

Though these epidemics are not completely parallel, it is remarkable that both epidemics were killing about the same number of people a year; that there is a great deal of stigma associated with having HIV or having an opioid use disorder; and that early in both epidemics, there was not enough access to care, and much research was needed to learn the best ways to treat the conditions. Another obvious parallel is how these conditions are really life and death issues for many – so many people in our community know someone who has died or has almost died of an overdose, just like so many people lost loved ones and family members to the HIV epidemic before effective medication treatments were available. And finally, just as in the HIV epidemic, we have had to learn that how we describe people matters – language DOES matter. We don’t talk about the AIDS patient – we say the person who is living with HIV, which can be treated. We don’t say the heroin addict or junkie or dope fiend – we say the

person who has an opioid use disorder that can be treated. At the town hall, we were fortunate to hear words of encouragement and inspiration from Congressman Danny K. Davis and from Assistant House Majority Leader Mary E. Flowers. We also learned about the Illinois drug overdose prevention programs, Cook County treatment and recovery initiatives, DCFS programs and the Chicago Recovery Alliance (CRA). Dan Bigg, director of CRA, let us know that all families and community members in contact with people with an opioid use disorder should have Narcan (naloxone) available in their homes or close by in case someone they know has an overdose. The general public can pick up their own Narcan from CRA, and many pharmacies will allow you to use your insurance to pay for the Narcan without a prescription. We are planning three future events, and some are already well on their way in scheduling: First, we are planning a community education event, where everyone can learn about how to use Narcan, and also learn how we can get our friends and loved ones who have an addiction to heroin into

arents and students were dealt a big blow when Judge Franklin Valderrama dismissed CPS’ lawsuit against the governor and the Illinois State Board of Education. Despite last week’s loss, parents of CPS schoolchildren saw a glimmer of hope. The defeat was disappointing, but families saw it as an opportunity to organize and take this fight for equitable funding of education to Governor Rauner’s doorstep. The Illinois Constitution requires the State to fund public education, not the mayor of Chicago. Understanding this, parents are more prepared to take on government officials who have the main responsibility for funding public education. Even though CPS lost its lawsuit, we have won in other ways. The loss has shaken a sleeping giant...a growing group of engaged parents. Parents were shown who is responsible for funding their children’s education. Parents are no longer distracted by CTU issues nor by misguided attempts of the governor to focus on the financial woes of the mayor of Chicago.

Disrupting the lives of families for political advantage serves no one. The case makes clear that the governor is holding CPS’ children hostage, attempting to force his politicized version of a balanced budget. Before finances, the governor demands laws, policies and others changes to our education system as a condition for signing a bill passed by Illinois State lawmakers. This tactic by the governor is a no starter. Parents of CPS schoolchildren won’t negotiate with bullies or under threat. Instead, CPS’ parents will more actively engage in a political system that now deprives our children of equitable funding. Parents will organize, mobilize and vote in numbers like never before. It’s been said that African-American and Latino voters are key to statewide election victory. So, over the next year and half, we must focus on educating all gubernatorial candidates on the importance of fair funding for Chicago’s schoolchildren. As for those who are running in the Democratic gubernatorial primary, the

candidates should see this lawsuit not as a defeat, but as a rally cry. They must meet and discuss with parents their vision for fixing the educational funding system. Right now, it provides only 15 percent of revenue to a student population that is 20 percent of the overall state’s student population. The adage that every child deserves a quality education is old but true. So, parents of CPS schoolchildren are looking at new, fresh and imaginative solutions to education funding. We deserve the resources that will adequately fund education, and do so equitably and fairly for children across the state. The future of our city and our state depend on well-educated residents. The future of our children, our communities, depends on it.

effective medication assisted treatment. Second, Dr. Elizabeth Salisbury-Afshar, medical director of behavioral health in the Chicago Department of Public Health and an addictions expert, will lead a meeting of doctors and other providers who work in medication assisted treatment to hone their skills as they work with patients in our communities. This meeting will tentatively be held on July 11 at PCC Wellness in Austin. This will be just the start of meetings for providers in the community. And third, we are planning an inpatientoutpatient collaboration meeting for doctors and providers who are working in the community and hospitals and other facilities, so there is better coordination from inpatient programs to outpatient treatment in our fight for lives in this heroin epidemic. From the state and city to our hospitals and community clinics, we have some great people working hard, so eventually we will be able to say that we have made a difference in fighting this heroin epidemic and in saving the lives of our friends, neighbors and family members.

After School Matters applications now open

By AustinTalks Partner

After School Matters® is now accepting teen applications for its summer 2017 program session. More than 600 programs in the arts, communications, science, sports and technology will be offered at more than 60 Chicago public high schools, as well as Chicago Park District, Chicago Public Library and community organization locations throughout the city. Teens can search and apply for summer programs online at afterschoolmatters.org. In total, more than 12,000 paid apprenticeship and internship opportunities will be available to Chicago high school teens this summer through After School Matters – the biggest session ever. Summer programs will meet four to five days a week for three to four hours per day over the course of six to seven weeks. Advanced apprenticeship programs begin the week of June 26, and all other programs start the week of July 5. Participating teens will be eligible to earn a stipend of up to $725 (depending on the program level), and interns can earn $10.50 per hour. “This summer, After School Matters is providing more opportunities for teens in a single program session than ever before,” said Mary Ellen Caron, chief executive officer.

AustinTalks

NOW OPEN: After School Matters summer registration has begun. “This growth is vital because Chicago’s teens deserve safe, productive and inspiring opportunities that will encourage them to explore and develop their talents while gaining critical skills for college, careers and beyond.” Here are some of the programs being offered on the West Side: AfriCaribbean Arts Connections (at Michele Clark Magnet High School) is a cultural education program that incorporates dance, music and textile art to help teens connect to their roots from the West Side of Chicago and throughout the city to Africa, the Caribbean and beyond. the physical, emotional and mental benefits of the arts in a program that features guest speakers, college connections and collaborative events within the community. Teens take part in a final performance to showcase all they learn throughout the program. Brand BUILD (at BUILD Inc.) participants will learn to build your own business this summer. Brand BUILD engages young men and women by integrating entrepreneurship and small business skills with leadership development, mentoring and peer support. Through this program, youth create fine jewelry pieces by crafting patterns and de-

signs, using tools and building jewelry while learning about the skills necessary to build their own business. In addition, instructors and youth facilitate group discussions on current and relevant events that affect local communities in order to promote personal and professional growth. Chicago Slam Works – Hip Hop Poetica: (at Michele Clark Magnet High School) Calling all Austin teens – Develop your poetry and spoken word skills this summer with Hip Hop Poetica, a spoken word program with a hip hop focus. Teens work with spoken word professionals from Chicago Slam Works, attend workshops in hip hop poetry writing and perform your pieces in the community. For the final performance, teens perform individual and group poetry at the Michele Clark African Fest. All After School Matters programs are free and open to Chicago teen residents who are at least 14 years old (16 for internships) and are high school students, including rising high school freshmen and recently graduated seniors. As part of the application process, teens interview with program instructors to discuss their interests. Chicago teens are encouraged to apply early, as program opportunities fill up quickly. This is a continuation of a 27year scholarship program sponsored by ABC Bank that aggregates in excess of $100,000 in scholarship awards from the time of its inception.” High School students in their senior year are eligible to submit ABC Bank scholarship applications if they reside in what is described as the “Austin area” – West of Pulaski Road, East of Austin Boulevard, South of North Avenue and North of the Eisenhower Expressway.
