The former The Sears, Roebuck and Company printing plan, located at 3201 W. Arthington St., is getting a new lease on life as a 181unit affordable housing building. During Ald. Michael Scott’s (24th) April 27 community meeting, Todd Wollcott, the project developer for Mercy Housing, said that the company is putting finishing touches on the newly christened Lofts of Arthington. Woollcott said that they have already leased out 80 units and he actively encouraged any interested residents to stop by the leasing offices and get a tour of the property. And while the cheapest option in the building is $785 a month, Housing Choice Section 8 vouchers are accepted. In addition, 66 units are reserved for tenants who are on Chicago Housing Authority’s public housing wait lists. The former printing building is one of the buildings that were built as Sears, Roebuck and Company Complex, which served as the company headquarters until the Sears Tower was built in 1973. The building was originally used to print the company’s mail order catalogs, and it later became a product testing site. Like the rest of the complex, it was See APARTMENTS on page 6

If there were a modern, West Side of Chicago equivalent to Adam’s book of generations, which is found in Genesis, Chapter
Five (“And Adam lived an hundred and thirty years, and begat a son in his own likeness,” named Seth who begat Enos who begat Cainan ...), it would be that of George Bady — a 49-year-old ordained minister who lives in Austin. “I had a little cousin who was killed in a robbery in 2008, then I had my own son get killed in 2010 because he was talking to someone who was into it with somebody else and the guys just came up and started shooting, and my nephew got killed in a robbery in 2012,” Bady said during a recent phone interview.
Bady, who everyone calls Jody, said that he had something of a revelation after his son, 20-year-old son, Jamar Moore, was murdered. “I didn’t want no other parents to go through what I had been through,” said Bady, who for the last several years has carved out a presence on the West and South Sides of Chicago with his Jehovah Jireh #1 Outreach Ministry. The organization has become ubiquitous for its lively gatherings at street corners throughout the city.

Roses 4 Austin is blooming By TERRY DEAN AustinTalks
Oak Park high school student Sydney Jackson spent her sophomore year a couple of years ago volunteering for a South Side youth mentoring group. That experience inspired Jackson to start her own organization closer to home on Chicago’s West Side. Jackson, 18 and now a senior, started Roses 4 Austin, originally with about five her classmates at Oak Park and River Forest High School. There are about 40 students working with the kids at St. Catherine of Siena -St. Lucy School in Oak Park, located on Washington at Austin Boulevard. Once a month on a Friday after school, Jackson and her classmates teach dance as well as arts and crafts to about 100 students at St. Catherine-St. Lucy Parish, the church Jackson attends. Its grammar school serves primarily African-American families; the student population is about 98 percent black. Jackson said the school has no art teacher, which struck her because she’s had dance and other performing arts throughout her school years in Oak Park. “It’s just my small way of addressing how rich in resources Oak Park is and how other children are just as deserving as

After volunteering two years ago at Roses 4 Roseland, located in the South Side neighborhood of Roseland, Jackson approached her church and asked how she can help their students. Jackson recruited some classmates and got support from some Oak Park High faculty. City passes Mitts’ jobs-related resolution
Companies located in growth zones now need to bring in a minimum number of jobs before securing tax cut By IGOR STUDENKOV Contributing Reporter
Ald. Emma Mitts (37th) recently proposed a resolution that would require companies that apply for Class 6(b) tax incentives, and are located within a city growth zone, to show that they will bring in at least 12 full-time jobs. The resolution doesn’t specify where the people who get those jobs need to live. The resolution, which was approved by the City Council during an April 19 meeting, replaced an earlier proposal that Mitts introduced that would have required Class 6(b) incentive-seeking companies to create a “significant number” of jobs, the number of which wasn’t specified. In addition, that original ordinance applied to companies across the city, not just ones located in growth zones. Launched by Cook County and the City of Chicago last July, growth zones are distinctions applied to industrial areas that haven’t seen much development in recent decades. Companies within those zones receive numerous advantages, such as the streamlining of the Class 6(b) application process and support with finding local hires. On April 29, the Chicago Police Department’s 15th District hosted a Block Club and Community Resource Fair at Michele Clark Academic Prep Magnet High School, 5101 W. Harrison St. The fair helped provide community residents with resources to build bridges with police officers and neighbors. The event featured information on how to create and maintain viable community block clubs along with over a dozen vendors who passed out information on a wide array of resources. Dwayne Betts, the 15th District commander, said he recognized that some individuals were interested in learning more about block clubs, so the police designated a room at the event where people could get instructions on starting the clubs. He said there will be follow-up efforts to help citizens continue with the progress made at the event and suggested that block clubs can “help decrease some of this violence”. The district has partnerships with community organizations like the Westside Health Authority and BUILD Chicago, Betts said. Tonya Collins, a 15th District CAPS officer, echoed Betts’ sentiments and stressed the importance of trust-building and partnerships between the police department and community. She said the goal of the fair was to give local residents information and resources regarding health, jobs and mental health awareness. She praised Michele Clark for
being a “tremendous help” to 15th District within the Austin neighborhood. “Michele Clark has been a building block for the past year as we host events here,” said Collins. “This is a central location for the residents here at Austin to be a part of the event and also a part of the Chicago Public School system as well.” Carmen Mahon, project manager at Michele Clark, said their first event with the 15th District was a back-to-school event which attempted to bridge the gap between police and students. She called the officers from the 15th District “rock stars” for conducting two panel discussions around police and student relationships, and for their time volunteering and serving as mentors. “With our new administration, we’ve really tried to reach out to the community to make sure that our students are taking advantage of the resources here, but also that this is more of a welcoming environment for the community,” said Mahon. “This particular piece is to strengthen block clubs,” she added. “Community members can take back their blocks and students can understand that they are a part of the larger community. It’s not just Michele Clark, it’s not just Austin. We’re unified.” Linda Toles, an outreach worker with the Westside Health Authority’s Good Neighbors Campaign initiative, was at the fair to offer suggestions to visitors on how they could form their own block clubs. “One of our goals is to connect neighbors with neighbors and connect block clubs so that one block at a time we can take back our community,” she said. It has a number of other properties in Chicago, including Austin’s Parkside Terrace (143 N Parkside Ave), Lavergne Courts (4938 W Quincy St) and Victory Centre of Halewood senior housing development (2370 N. Newcastle Ave). Wolcott said his that company didn’t use TIF district funds and other city funding to turn the printing building into Lofts on Arthington, although Mercy Housing did take advantage of the low-income and national historic preservation tax credits. According to the CHA website, the project also got some funding through the agency’s bonds. During the meeting, Wolcott said that the company started the printing building remodeling in 2015, and they’re getting close to the finish. He said that the building was broken down into tall, loft-like apartments.
According to the project web page, 79 one-bedrooms, 52 two-bedrooms, 40 threebedrooms & 10 four-bedrooms. The onebedrooms rent for $785 a month, while 2-bedrooms rent for $940 a month, three bedrooms rent for $1,085 a month and four-bedrooms rent for $1,210 a month. Wolcott said that all utilities are included, and he touted other amenities. “[The building has] a fitness center, a computer lab, and there’s a pretty large community room you can use for birthday parties,” he said. The packet also tenants must meet certain income limits in order to quality for non-CHA units. The minimum income limits are based on the size of the apartments, with tenants required to earn at least $18,840 a year if they lease one-bedrooms, $22,560 if they lease two-bedrooms, $26,040 if they lease three-bedrooms and 29,040 if they lease four-bedrooms. The maximum income limits are based on household size, so individuals can’t make more than $32,340, and two-person households can earn no more than $36,970. Income caps are $46,140 for three-person households, $46,140 for four-person households, $48,860 for five-person households, $53,580 for six-person households, $57,240 for seven-person households and $60,960 for eight-person households. It indicates that all applicants must go through a credit history and criminal background checks, specifying that, depending on severity, those factors may not be deal-breakers. When asked about building security, Wolcott

Taco Bell could land just across Austin border

The empty lots at the corner of Madison Street and Lyman Avenue in nearby Oak Park, just blocks from the Austin border, could be home to a new Taco Bell fast-food restaurant before the end of 2017. Bell American Group LLC, through its developer/builder Hamilton Designs, has
requested a special-use permit from the Zoning Board of Appeals and will makes its case to the board on May 17 before the Oak Park village board. Debera Johns, director of operations for Bell American, could not immediately be reached for comment. A legal notice for the hearing notes that the restaurant would take up the empty lots from 500 to 508 S. Lyman Ave. In addition to the drive-thru special-use permit, Bell American is seeking allowances that would permit the parking lot of the restaurant to be located to the west of the structure, rather than to the south as specified by Oak Park’s Madison Street zoning district
plan. Bell American also is seeking relief on setback codes, which would allow the restaurant to take up more of the lot. In Hamilton Designs’ special-use permit application, the company argues that the Taco Bell “would result in the improvement of a dormant lot with a quick-serve restaurant facility with a drive-through component.” “The quick-serve restaurant market has seen a significant shift in customers who prefer to utilize a drive-through window rather than dining at the restaurant,” the application states. “Approval of this petition would be desirable to the customer, would provide a service which is in the interest of the public convenience and will contribute to the general
welfare of the neighborhood and community.” The application also notes that the restaurant “will improve the existing lot from a dormant, underutilized property to substantially improved lot.” “As a result, the value of the subject property is anticipated to substantially improve adjacent property values similarly,” the application states. Hamilton Designs noted that it does not anticipate adverse traffic impacts as a result of the drive-through. GEORGE BADY Crime fighter from page 1 Bady and his 25-member Red Team are known for their trademark red (which is the color of the t-shirts, baseball caps, jeans and zip-up fleece hoodies they sport while on assignment) and their motto, “Stop the Violence.” Team members show up at the request of residents who just want to have fun, but more often they converge, uninvited, on erstwhile murder scenes. They’re also a constant presence in the minutes and hours immediately after crises, often visiting people in the hospital or praying for people on the streets. “My day starts at 5 a.m.,” Bady said. “I get up, pray, get my son off to school and then my wife goes off to work. From then, I do everything I do in the streets. When my wife gets off at around 10 p.m., I drive Uber from then until around 3 a.m. That’s how I fund my ministry for the most part.” On April 19, Bady held forth under a tent pitched in front of Corcoran Grocery, at the corner of Central Avenue and West Corcoran Place. Two weeks earlier, on April 7, Byron McKinney Jr., was gunned down as he walked out of Corcoran by shooters driving a van speeding south on Central. McKinney had run several feet past where Bady pitched his tent before dropping on the sidewalk. He was pronounced dead at a suburban hospital a few hours later. Five other people, all bystanders, were also shot, but survived. As Bady was setting up his sound system under the tent, a car pulled up onto the curb and a man stepped out. “Excuse me, what’s this for?” the man asked, before Bady told him about his Stop

At the April 19 demonstration, Redmond held up a sign that read, “Put the guns down,” as music blared from Bady’s sound system and Chris Burton, a minister and Jehovah Jireh’s vice president, emceed the demonstration, telling drivers to “honk for peace” and that “enough is enough.” Burton said that he’s been with Jehovah Jireh #1 for three years and has been doing prison ministry for a decade. “Me and Jody knew each other from back in the days, but we met on this front because
I was on Laramie and Lake with 100 churches, 100 blocks and then I went down on Central and Jody kind of snatched me. We’ve been doing this ever since.” Bady said that the 100 Blocks, 100 Churches program — an annual initiative sponsored by the 15th District police department that entailed churches gathering at high-crime intersections on Wednesdays during June and July — helped scale up his vision. “I was on Madison and Central during the 100 churches on 100 blocks and things took off from there,” Bady said. “I had been doing things in the neighborhood on a smaller scale, like getting kids in the alley to play ball, but God said it’s bigger than this.” “We come from these streets and we come from doing the same things these kids are out here doing now,” Burton said. “So, we know what it takes for them to get their life turned around. Are we living or merely surviving?
was watching Iyanla Vanzant’s show Fix My Life the other day. The show is only available on cable, but it needs to be on regular television as therapy for the entire black community. That particular episode had Iyanla called in to save the marriage of Nefferteria “Neffe” Pugh and her husband, Shelby “Soullow” Lowery. Nefferteria, for those who don’t know, is the sister of singer Keyshia Coles and daughter of the infamous Frankie. At one point during the show, Iyanla called Neffe a “nasty, vile guttersnipe from the hood.” It was fascinating to watch a woman (Neffe) so utterly clueless to real-
ity that she doesn’t “get it” even when it is plain as day to others. I know we have hundreds of Neffes running around all over the Chicagoland area who need a chill/reality pill to bring them back to this world from the fantasy world in which they exist. Neffe represents the typical. But it was Iyanla’s words about Shelby that had me stop and give deep pause. Shelby had suffered a heart attack a short time ago. Forty-three years old is very young for an otherwise healthy individual to have their heart try and kill them. The more Iyanla went on about Shelby’s heart trying to kill him, the more vivid I saw life in general.

I had always thought of a heart attack as a condition that one suffered from as opposed to being a physical assault by an ailment. In addition, Iyanla had professed that Shelby didn’t know how to live and was incapable of accepting others doing for him who weren’t looking for something in return. Iyanla’s statement got me thinking about what is living and how does it differ from survival? For most black folks, we have the survival routine down pat. We’ve been doing it since the first African slave came off the boat. We did it during the Jim Crow years following the Civil War. We continued doing it even after all the rights we got from the Civil Rights Era. Many of us do it to this day. But how many of us know the difference between living and survival? How many people can claim that they are
genuinely alive? Surviving to me means that someone is simply muddling through life, a rote behavior done without forethought or afterthought, a great coping mechanism to get one through each day, week or year. But surviving isn’t living! As a group of people who have done so much survival, we now need to learn how to use that same mechanism to live. When we are truly living, we are thriving. We are flourishing. We are taking each and every day for what it is and enjoying the heck out of it. There is no need to lock ourselves behind closed doors or wrought iron fences. We cannot begin to enjoy life if we haven’t learned how to live life. Our rallying cry is simple. We are survivors who have begun to live our lives to the fullest. When asked how we are doing, the response is simple: Living and breathing!

Austin buy-back event nets nearly 100 weapons The city plans on holding more buy-back events in the future By TERRY DEAN AustinTalks
A Chicago police gun turn-in event held in Austin over the weekend netted nearly 100 weapons. Hope Community Church, 5900 W. Iowa, hosted the event on April 22. Of the 65 weapons brought in, 39 were handguns, 18 were shotguns or rifles, and eight were replicas, including BB guns. An assault weapon was also collected. The city hosts gun turn-in events across the city, with citizens receiving a $100 gift card for real guns and $10 for replicas. A total of 458 guns have been collected so far this year at turnin events, according to the Chicago Police Department. Last year’s totals were just over 1,800. Since its launch in 2006, the buy-back program has collected some 30,000 weapons and distributed about $2 million in gift cards. The guns are later destroyed by the city. Police and community officials say the events are a way to get guns off the street while providing citizens an appropriate way to dispose of them. “If we can remove one gun off the street, it’s a success; the more we can remove makes it even better,” said Eric Washington, deputy chief of Community Policing for the Chicago Police Department, who oversaw Saturday’s event. Guns are collected with no questions asked to those bringing them in. Chicago po-
lice officers collect, catalog and safely secure the weapons. Fifteenth District Commander Dwayne Betts, who was at Hope Church during the event, said the weapons could easily end up in the wrong hands if not for the buy-back program. “These guns, if not otherwise turned in, could end up in the hands of someone committing a crime or used in accidental injuries mishandling a weapon,” Betts said. Saturday’s event was the second hosted by Hope Church. The church’s pastor, the Rev. Steve Epting, said last year’s event collected more than 100 guns. “We’re not asking people any questions about where the guns came from. We’re just providing a safe place where they can come in so we can get these guns off the streets,” Epting said. That’s all we’re trying to do.” Although police and city officials encourage neighborhood residents to bring in guns, they acknowledge that people outside of those communities also turn in weapons. Hope Church member Catrina Singletary, who volunteered at the event, said she’s seen a lot of people who don’t appear to be residents bringing in guns. Still, Singletary said the more guns taken off Chicago’s streets, the safer communities will be. Her North Lawndale neighborhood has lost three youths to gun violence in just the last week. “That’s one of the reasons why I can out, to be a part of the process of stopping the violence,” Singletary said.
